FSI scholars approach their research on the environment from regulatory, economic and societal angles. The Center on Food Security and the Environment weighs the connection between climate change and agriculture; the impact of biofuel expansion on land and food supply; how to increase crop yields without expanding agricultural lands; and the trends in aquaculture. FSE’s research spans the globe – from the potential of smallholder irrigation to reduce hunger and improve development in sub-Saharan Africa to the devastation of drought on Iowa farms. David Lobell, a senior fellow at FSI and a recipient of a MacArthur “genius” grant, has looked at the impacts of increasing wheat and corn crops in Africa, South Asia, Mexico and the United States; and has studied the effects of extreme heat on the world’s staple crops.

Improvements in medical treatment have clearly contributed to significant increases in medical spending, yet there is relatively little quantitative evidence on whether the rise in expenditure is “worth it” in the sense of producing health outcomes of commensurate value. This seminar will focus on empirical research assessing the net value of health care for patients with chronic disease, using the case of type 2 diabetes mellitus. Based on analysis of detailed longitudinal, patient-level data, the collaborating researchers from Hong Kong, Japan, Taiwan, the Netherlands, and the US describe patterns in resource use and quality outcomes as measured by clinical markers and predicted risk of complications and death. In most of the studied cases, increases in spending were accompanied with improvements in outcomes of commensurate or greater value, given a range of values for a quality-adjusted life year. The authors conclude with a discussion of what the results imply about productivity of medical care, quality adjustment of price indices for healthcare, and policies for healthy aging in Asia (based on a forthcoming book).

Toshiaki Iizuka is Professor at Graduate School of Public Policy and Graduate School of Economics, the University of Tokyo. Before joining the University of Tokyo in 2010, he taught at Vanderbilt University (2001-2005), Aoyama Gakuin University (2005-2009), and Keio University (2009-2010). He served as Dean of Graduate School of Public Policy, the University of Tokyo, between 2016 and 2018. He is a recipient of Abe Fellowship (2018-2019). 

His research interests are in the field of health economics and health policy. He has written a number of articles on incentive and information in the health care markets. His research articles have appeared in leading professional journals, including American Economic Review, RAND Journal of Economics, Journal of Health Economics, and Health Affairs, among others. Dr. Iizuka holds a PhD in Economics from the University of California, Los Angeles, an MIA from Columbia University, and an ME and BE from the University of Tokyo.

Karen Eggleston is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University and Director of the Stanford Asia Health Policy Program at the Shorenstein Asia-Pacific Research Center at FSI. She is also a Fellow with the Center for Innovation in Global Health at Stanford University School of Medicine, and a Faculty Research Fellow of the National Bureau of Economic Research (NBER). Her research focuses on government and market roles in the health sector and Asia health policy, especially in China, India, Japan, and Korea; healthcare productivity; and the economics of the demographic transition.

Eggleston earned her PhD in public policy from Harvard University and has MA degrees in economics and Asian studies from the University of Hawaii and a BA in Asian studies summa cum laude (valedictorian) from Dartmouth College. Eggleston studied in China for two years and was a Fulbright scholar in Korea. She served on the Strategic Technical Advisory Committee for the Asia Pacific Observatory on Health Systems and Policies and has been a consultant to the World Bank, the Asian Development Bank, and the WHO regarding health system reforms in the PRC.

Secularization theory represents one of the most bitter, contentious, and long-running debates in social science. This thesis – broadly construed, the argument that modernization weakens religion – has led to claims, counterclaims, and counter-counterclaims that probably go back three centuries. However, one area of agreement among both proponents and opponents of the theory is that secularization is a distinctly western process. Theoretically, scholars have narrowly defined the terms “religion” and “secularization” in ways that effectively exclude nonwestern traditions like the Eastern religions of Hinduism, Buddhism, and Shinto. And empirically, scholars have been preoccupied with the same small coterie of western countries in their analyses while almost no attention has been paid to nonwestern cases.

This paper tries to reinvigorate the study of secularization by examining Hinduism in India, the world’s largest Eastern tradition with over one billion followers. India should be considered a “crucial case” for secularization theory as a deeply religious and fast-developing country. I develop an ethnographically-informed survey measure of Hindu secularism, and conduct an original survey of 900 Hindus in the north Indian state of Bihar, along with participant observation and follow-up interviews. I show that rising education and income have mixed effects on Hindu secularization, but rising health is the most consistent predictor of secular attitudes.

Ajay Verghese

Ajay Verghese is an Assistant Professor of Political Science at the University of California, Riverside. He received his Ph.D. in 2013 from The George Washington University, and was a post-doctoral fellow from 2012-13 at the Asia-Pacific Research Center at Stanford University. His research interests include Indian politics, ethnicity, political violence, historical legacies, and religion. His first book, The Colonial Origins of Ethnic Violence in India, was published by Stanford University Press in 2016, and his articles have been published or are forthcoming in Modern Asian Studies, Terrorism and Political Violence, Journal of Development Studies, and Politics & Society. He is currently writing his second book, which examines secularization in Hinduism, a project that has been funded by the Fulbright Program and the American Institute of Indian Studies.

The idea that good management practices matter for organizational performance is widely accepted. An expanding literature suggests that better management practices improve the performance of organizations in various industries including manufacturing, health care, education, and government. In this paper we aim to present a more contextualized perspective. In particular, we examine how management practices affect performance in complex organizations that have multiple and potentially competing performance goals, that is, higher education.

 
To examine the impact of management practices on teaching and research outcomes, we analyze unique, nationally representative, and granular data that we collected from close to 300 university departments, 5,000 faculty, and 40,000 students in India. Through analyzing these data, we produce three novel sets of findings. First, we find that better management practices, on average, do not have significant effects on domain-specific or domain-general aspects of student learning. Any positive relationship between management practices and student learning disappears once we control for selection by student ability into institutions. Second, and by contrast, we find that better management practices—in particular better target-setting and performance-oriented practices—significantly increase faculty research productivity. Third, we find that the effect of better management practices depends on the performance goals of institutions.

Yong Suk Lee was the SK Center Fellow at the Freeman Spogli Institute for International Studies and Deputy Director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center at Stanford University. He served in these roles until June 2021.

Lee’s main fields of research are labor economics, technology and entrepreneurship, and urban economics. Some of the issues he has studied include technology and labor markets, entrepreneurship and economic growth, entrepreneurship education, and education and inequality. He is also interested in both the North and South Korean economy and has examined how economic sanctions affect economic activity in North Korea, and how management practices and education policy affect inequality in South Korea. His current research focuses on how the new wave of digital technologies, such as robotics and artificial intelligence affect labor, education, entrepreneurship, and productivity.

His research has been published in both economics and management journals including the Journal of Urban Economics, Journal of Economic Geography, Journal of Business Venturing, Journal of Health Economics, and Labour Economics. Lee also regularly contributes to policy reports and opinion pieces on contemporary issues surrounding both North and South Korea.

Prior to joining Stanford, Lee was an assistant professor of economics at Williams College in Massachusetts. He received his Ph.D. in Economics from Brown University, a Master of Public Policy from Duke University, and a Bachelor's degree and master's degree in architecture from Seoul National University. Lee also worked as a real estate development consultant and architecture designer as he transitioned from architecture to economics.

While at APARC, Dr. Lee led and participated in several research projects, including Stanford-Asia Pacific Innovation; Digital Technologies and the Labor Market; Entrepreneurship, Technology, and Economic Development; The Impact of Robotics on Nursing Home Care in Japan; Education and Development in the Digital Economy; and New Media and Political Economy.

Sungmoon Lim (BA '18 Urban Studies) has won the 7th annual Korea Program Prize for Writing in Korean Studies for her paper, "Urban Design in the Age of Globalization: An Analysis of the Global Reception of Seoul’s Cheonggyecheon Stream Restoration Project." Gi-Wook Shin, director of the Korea Program at Shorenstein APARC, says, "Sungmoon's paper is superb. Her work is original and ambitious and her thesis will make an excellent contribution to various fields and sub-fields, including urban studies, globalization, and Korean studies." Under what we call Abenergynomics, Japanese Prime Minister Abe Shinzō has used energy policy to support the growth objectives of Abenomics, even when the associated policies are publicly unpopular, opposed by utility companies, or harmful to the environment. We show how Abenergynomics has shaped Japanese policy on nuclear power, electricity deregulation, renewable energy, and climate change.

Shipan LAI joined the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2018-2019 academic year from the School of Political Science and Public Administration at Huaqiao University (Quanzhou, China), where he serves as an associate professor and vice director of MAP (Master of Public Administration) program.

His research interests focus on organizational theory, Chinese state governance and Chinese local government behavior.  He has published several papers and led two research projects in his field.  During his time at Shorenstein APARC, Lai will conduct a study of the relationship between the Chinese local government’s task of economic development and its task of environmental protection.   

Lai holds a PhD in public management from Sun Yat-sen University (Guangzhou,China). He received his MA and BA in public management, both from Zhongnan University of Economics and Law (Wuhan, China).

China and the United States both have public needs that far outstrip the abilities of their governments alone to deliver.  Zeckhauser and Donahue will discuss their book (joint with Karen Eggleston) exploring an important, and perhaps surprising, shared feature of efforts by policymakers in China and the United States to forge prosperous, stable futures for their citizens:  public-private collaboration to accomplish some of each society’s most vital collective purposes. Collaborative governance entails private engagement in public tasks on terms of shared discretion. Zeckhauser and Donahue will discuss the two countries’ collaborative approaches to health policy and elder care, comparing and contrasting with approaches to other activities ranging from education and infrastructure to hosting the Olympics.

Richard Zeckhauser is the Frank P. Ramsey Professor of Political Economy, Kennedy School, Harvard University. He graduated from Harvard College (summa cum laude) and received his Ph.D. there. He is an elected fellow of the Econometric Society, the Institute of Medicine (National Academy of Sciences), and the American Academy of Arts and Sciences. In 2014, he was named a Distinguished Fellow of the American Economic Association. His contributions to decision theory and behavioral economics include the concepts of quality-adjusted life years (QALYs), status quo bias, betrayal aversion, and ignorance (states of the world unknown) as a complement to the categories of risk and uncertainty. Many of his policy investigations explore ways to promote the health of human beings, to help markets work more effectively, and to foster informed and appropriate choices by individuals and government agencies. Zeckhauser has published over 300 articles and several books.

John D. Donahue is the Raymond Vernon Senior Lecturer in Public Policy, Kennedy School, Harvard University. He is also Faculty Chair of the Master in Public Policy (MPP) Program and the SLATE Curriculum Initiative Co-Chair for Cases and Curriculum. His teaching, writing, and research mostly deal with public sector reform and with the distribution of public responsibilities across levels of government and sectors of the economy, including extensive work with the HKS-HBS joint degree program. He has written or edited twelve books, most recently Collaborative Governance (with Richard J. Zeckhauser, 2011) and Ports in a Storm (with Mark H. Moore, 2012). He served in the first Clinton Administration as an Assistant Secretary and then as Counselor to the Secretary of Labor. Donahue has consulted for business and governmental organizations, including the National Economic Council, the World Bank, and the RAND Corporation, and serves as a trustee or advisor to several nonprofits. A native of Indiana, he holds a BA from Indiana University and an MPP and PhD from Harvard.

This report was produced for the Abe Fellows Global Forum 2017 symposiums on climate change, held in partnership with Stanford University's Walter H. Shorenstein Asia Pacific Research Center (Abe Global | Stanford, October 20, 2017) and the Asia Society Texas Center (Abe Global | Houston, October 18, 2017), respectively. 

Energy-intensive production has been both a leading contributor to climate change as well as one of the keys to modern economic growth over the last several centuries. In the post-WWII era, the “economic miracles” of Asian growth—starting with Japan, and followed by South Korea, Taiwan, China, and now increasingly India—have lifted hundreds of millions of people out of poverty. At the same time, these “economic miracles” have created huge pollution problems which have adversely affected the health of millions of people while speeding up the effects of climate change.

Some early developers from this group—including Japan—have made efforts to clean up their air and water, created more energy efficient economies, lowered their carbon footprints and contributed to initiatives to slow global warming. The Fukushima nuclear power plant disaster forced Japan to take even more aggressive action to reduce energy consumption and lessen its impact on the global environment. In contrast, the United States, as a sizeable nation-state both in its geographic area and economy, is one of the world’s largest polluters and recently made recent headlines when it withdrew from the Paris Agreement negotiated at the 2015 United Nations Climate Change Conference (COP21).

Putting into place effective measures to curtail climate change while creating sustainable societies requires international cooperation. The series of extreme weather events in the US in 2017 are only some the most recent disasters to remind us of climate change’s threat to our economy, our society, and our individual daily lives.

In a new article for Contemporary American Review, Shorenstein APARC Distinguished Fellow Thomas Fingar examines how, twenty-five years after the demise of the Soviet Union, Americans are still struggling to understand and adjust to the costs and consequences of success. Since 1991, diplomats, military professionals, and others showed an inclination towards the same approach to international affairs that brought success in the Cold War. The result was a foreign policy both stable and predictable. Under the Trump administration, however, this no longer appears to be the case.
 

For much of the world, and for many in the U.S., recents changes are unsettling. Some hope that U.S. foreign policy will soon return to the status quo; others believe the present to simply be indicative of an inescapabe decline in U.S. leadership. Professor Fingar argues that American foreign policy will once again become stable and predictable, but that it will not "simply revert to the policies of a now byone era."

On May 4, 2018, Asian Infrastructure Investment Bank (AIIB) President Jin Liqun delivered a talk titled “The AIIB After Two Years” to a Stanford audience of faculty, students, and community members. The event was sponsored by the China Program at the Shorenstein Asia-Pacific Research Center.

President Jin addressed the challenges of establishing the AIIB and shed light on the organization’s future goals. Following prepared remarks, President Jin conversed with moderator Thomas Fingar, before opening the floor to questions from the audience.
