Japan and South Korea face serious demographic crises. Japan has the oldest population in the world and South Korea is one of the most rapidly aging. Together they top the list in terms of proportion of elderly by 2050, with 40.1% and 35.9% respectively being 65 and over, according to a U.S. Census Bureau forecast. Both nations are seeing shrinking working-age populations, with their birthrates among the lowest in the world. This puts them at great risk as they struggle to find new engines of economic growth.

Some experts argue that Japan and South Korea should encourage immigration. The former head of Tokyo's Immigration Bureau, Hidenori Sakanaka, said that "we need an immigration revolution to bring in 10 million people in the next 50 years, otherwise the Japanese economy will collapse." Jongryn Mo, a professor at Yonsei University in Seoul has written a book, "Strong Immigration Nation," urging a similar policy for South Korea.

Is migration the answer?

Japan and South Korea are already supplementing their shrinking workforce with foreign labor, mostly unskilled migrant workers from China and Southeast Asia doing jobs that locals shun.

But it is time to attract more skilled workers. In Japan, only 18.4% of foreign workers were technicians or professionals in 2015, while the figure in Korea is just 7.8% this year. Skilled foreign workers can fill many jobs from staffing hospitals to working as technicians in middle-tier companies and software engineers in large ones.

The challenge, however, is that both countries remain exclusionary, closed societies despite a substantial rise in the numbers of foreigners. Politicians fear losing votes from workers worried about foreigners taking their jobs.

According to a recent report by the French business school INSEAD, Japan and South Korea are ranked 53rd and 61st, respectively in their level of tolerance for immigrants. Most foreign skilled workers have little intention to settle down in Japan or South Korea on a permanent basis, although unskilled ones might be more willing to stay.

Maria, a Guatemalan professional, decided to leave South Korea after working for six years in the overseas marketing department of a large Korean corporation. "Some Koreans complain that foreigners leave after a few years, but we leave because we're never included in the first place. Korean companies pay a lot to bring foreigners here. And then they don't even ask these people about their opinion."

Srey, a Cambodian student studying in Japan, said, "The Japanese are very helpful and very friendly, but at the same time they look at me as a 'gaijin' no matter how good I am at Japanese or able to speak to them. I am not planning to work in Japan."

Bridging strategy

South Korea and Japan need to find a more creative strategy in utilizing foreign talent. In particular, they should pay close attention to their transnational networks rather than pushing for permanent migration. Not only should both countries focus on the knowledge and skills of foreign labor talent, but also the social networks they can possess.

This calls for a particular type of social capital: transnational bridging. A person who has social ties in more than one place can serve as a bridge between those different places. Such bridging can be performed within a city or a country or across borders, but the latter is becoming more important with globalization. By bridging distant networks, people can connect disparate cultures, build trust and facilitate cross-national cooperation that are essential in business transactions. Many Indian and Chinese entrepreneurs and engineers working in Silicon Valley are active in transnational bridging with their home country.

Transnational bridging can be a good new strategy for South Korea and Japan in attracting foreign skilled labor since they can offer valuable experiences and networks as advanced economies, if not permanent places to live. They can help foreign talent to build social ties while studying and working and encourage them to serve as a bridge between South Korea and Japan and their next destination once they leave in what could be called "brain linkage."

They can still contribute to South Korea or Japan even after they depart. Maria said she was willing to do business involving both South Korea and her home country. Srey is also eager to do business with Japan after graduating, even though he will not work in the country.

South Korea and Japan should adopt a policy of "Study-Work-Bridge" rather than the "Study-Work-Migration" pathway commonly encouraged by settler societies. This new policy framework would establish programs providing systematic networking opportunities for skilled foreigners while in Japan or South Korea. It would upgrade the quality of campus life for foreign students and work environments for foreign professionals so they leave with positive experiences.

Most importantly, it would provide institutional support to help maintain transnational networks between foreigners and South Koreans and Japanese.

In Japan, a Study-Work framework has already begun to take shape. Among foreign students seeking employment in Japan in 2013, approximately 24% found jobs. According to the country's ministry of justice, 10,696 of 11,698 foreign students are successful in applying for a change of visa status after graduating from college. This is very encouraging. Still, foreign students feel that Japanese companies are reluctant to embrace their full potential and largely expect them to assimilate, often leading them to stay in Japan only for a short time.

In South Korea, with a shorter history of foreign student intake, a Study-Work framework has yet to emerge. While 64.3% of South Korean companies say they need and want to hire foreign students, only a very small portion of foreign students work in South Korean companies after graduation, perhaps as low as 1%. South Korea's immigration laws for foreign students have eased slightly in recent years, but there is an urgent need to develop solid, institutionalized support for responding to the substantial demand by foreign students who wish to find employment after their studies.

Challenges ahead

Both countries are moving in the right direction, but until they are ready to embrace a more comprehensive migration policy down the road, they should develop the "bridging" component of a Study-Work-Bridge framework as an interim strategy. That means considering how foreign skilled labor can contribute to their economies even if they stay only temporarily.

This non-migration-bridging concept can be also appealing to foreign workers who like to move on after gaining valuable experiences and networks. By activating the social networks they have left behind, foreigners can later become powerful "transnational bridges." With economic globalization, such linkages will be all the more important.

Research shows that science and engineering majors may have more to contribute as human capital, but business and social science majors are more inclined to play a bridging role. Universities and corporations should establish diversity offices, as seen in the U.S. and elsewhere, to promote a culture of tolerance and non-discrimination.

The challenges associated with aging, depopulation and a shrinking workforce are expected to intensify in the coming years. Yet foreign talent is readily at hand for both countries. They need to look no further than the skilled foreigners who already have connections with South Korea or Japan either through schooling or employment and to continue to cultivate such connections through a Study-Work-Bridge approach.

Alliances serve an important purpose in international relations, but the attention given by each country to each other is rarely equal. This kind of asymmetry is apparent in the U.S.-South Korea alliance; however, South Korea as the weaker ally can work to garner greater attention from the United States by leveraging the news media, according to Stanford professor Gi-Wook Shin and Yonsei University professor Rennie Moon.

China and the United States have lately been characterized as geostrategic rivals and on a path toward inevitable conflict. But, according to Fu Ying, chairperson of China’s Foreign Affairs Committee of the National People’s Congress and former ambassador to the Philippines, Australia and the United Kingdom, this picture is incomplete and misrepresents a reality that is much more nuanced.

Fu discussed the current state of U.S.-China relations in a keynote speech at Stanford on Tuesday. Speaking to a full house in Encina Hall, she described different perspectives and shared challenges of China and the United States, and urged a new consensus between the world’s two largest economies.

“In the past thirty years, we’ve had friendly moments, but we were never very close. We had problems, but the relationship was strong enough to avoid derailing.

“Now we are at a higher level. If we work together now, we are capable of making big differences in the world. But if we fight, we will bring disasters – not only to the two countries, but to the world,” Fu said.

Fu’s visit was co-hosted by the China Program at the Shorenstein Asia-Pacific Research Center and the Center on Democracy, Development, and the Rule of Law, two centers in the Freeman Spogli Institute (FSI). Following her remarks, Thomas Fingar, a Shorenstein APARC Distinguished Fellow and former chairman of the National Intelligence Council, offered comments and took questions from the audience.

Fu opened her speech by saying she welcomed alternative views and “a debate.”

Misunderstandings, she said, afflict the U.S.-China relationship. Confusion shared between the two countries can largely be attributed to a “perception gap,” which, she said, is aggrandized through media reporting.

Concern on the American side over China, she said, is tied to its own doubts over its “constructive engagement” strategy. An approach held during the past eight U.S. administrations, the strategy was based on an assumption that supporting market-based reforms in China would lead to political change, she said. However, this has not occurred, and some in the U.S. are now urging the construction of another “grand strategy.”

The United States, she said, also has “rising anxiety about what kind of a global role China is going to play,” and about the future direction of the Chinese economy after its growth slid to hover around seven percent in the last two years compared to its once double digit growth in the past decade.

China interprets the United States’ apprehension as misguided, Fu said. “We see it as a reflection of the United States’ fear of losing its own primary position in the world.”

On the other hand, China, she said, is “relatively more positive” about its overall engagement with the United States. The purpose of Chinese foreign policy, Fu said, is to improve the international environment and to raise the standard of living of its people without exporting its values or seeking world power. “We believe China has achieved this purpose,” she added.

The United States and others must also remember that the past can loom large in the minds of the Chinese people, Fu said.

In attempting to understand China, “one should not lose sight of the historical dimension,” she said. China at various times in the nineteenth to early twentieth century was under occupation by foreign powers, she said, and this is a reason why sovereignty is a closely held value in the Chinese ethos.

The overall “perception gap” between China and the United States has moved from misunderstanding to fear, and that, she said, is causing negative spillover effects for both countries.

Two manifestations of this fear, she cited, are the United States’ “reluctance to acknowledge China’s efforts to help improve the existing order,” such as the development of the Asian Infrastructure Investment Bank and ‘One Belt, One Road’ initiative, and the U.S.’ “growing interference” in South China Sea issues.

“Will it lead to a reckless urge to ‘throw down the gauntlet’?” Fu asked.

She acknowledged that collision is a concern. China is focused on addressing its challenges with the United States, including avoiding potential incidents and finding ways “to adapt to and participate in adjustment in international order,” Fu said.

Yet, she cautioned that the two countries be realistic in their aims and know that China is not seeking to emulate the United States. China and the United States, unlike Japan and South Korea, do not have a formal strategic or security alliance, and they need not have one, Fu said.

“China is not an ally, and it should not be an enemy either,” she said.

“Can we accept and respect each other, and build new consensus?” she asked. She then stated, “I want to end my speech with a question mark as a salute to Stanford University which is renowned for its capability of addressing difficult questions.”

Fingar gave a brief response to Fu’s address.

Calling it largely “fictional,” he challenged the notion that there is high “American anxiety” about China. Instead, he noted, “Americans do not think very much about China,” as reflected in the multitude of polls taken recently during the primary campaigns. Thus, “there isn’t a lot of public drive to do things differently with China.”

Among U.S. academics, however, there is “puzzlement,” Fingar suggested. Puzzlement, he explained, borne less from any kind of loss of confidence in U.S. policy of constructive engagement but rather from China’s seeming departure from a trajectory that it had set for itself over the last 40 years. At the moment China’s reforms appear “bogged down;" its leaders, slow to take the critical steps necessary for economic growth; and its engagement with the outside world, increasingly unpredictable. “The puzzlement about China,” therefore, and “concern about policy has at least as much to do with concern that China may be stumbling as it does about a rising China,” he added. Debunking the zero-sum notion of international relations, Fingar emphasized instead that the United States has “done very well as a nation” in part because of its active engagement with and because of China’s success. “We welcome the rise of China, the rise of others,” he stated.

Fingar concluded with his opinion that the debacle in the South China Sea does not pose a serious threat to the relationship. Instead, “the world needs more examples of joint U.S.-Chinese cooperation and leadership” as was the case with recent breakthroughs in climate change between the United States and China. Otherwise, he added, other countries will not commit their resources for fear of a veto or objection from either the United States or China.

Later that day, Fu met with faculty members of FSI and Hoover.

China has historically been the “most divisive element” in the U.S.-Japan relationship, Yoichi Funabashi, a former editor-in-chief of the Asahi Shimbun, told a Stanford audience last Friday at a panel discussion hosted by the Shorenstein Asia-Pacific Research Center (APARC).

Funabashi said in his keynote speech that despite the past, “we are in a much, much better position now” as tensions between Japan and the United States have been contained lately. However, misperceptions between Washington and Tokyo over their approaches to China could challenge the positive trajectory we see now, Funabashi warned.

The discussion titled, “Continuity and Change in the U.S.-Japan Alliance,” was part of the Shorenstein Journalism Award ceremonies at the Freeman Spogli Institute, an annual honor that recognizes an accomplished journalist who is committed to critical reporting, and who has helped unravel the complexities of Asia through his or her writing. Fourteen journalists have received the prestigious award since its founding in 2002.

Funabashi, the 2015 award recipient, was joined by a distinguished panel of Japan experts. Susan Chira, a deputy executive editor at the New York Times, and Michael Armacost, a Stanford distinguished fellow and former U.S. ambassador to Japan, provided comments to Funabashi’s remarks, and Daniel Sneider, associate director for research at Shorenstein APARC, moderated the discussion.

The United States views Japan’s approach to China as “too balance-oriented,” while Japan thinks the U.S. administration under Barack Obama is “more engage-oriented,” Funabashi said. This disjuncture has caused some observers to describe China’s relationship with the West as having already entered a “new Cold War,” he said.

Funabashi quickly dismissed that idea, saying, “I do not think [we’ve] entered into a new Cold War,” and recognized that Japan, the United States and others around the world must identify ways of working with China despite differences.

Funabashi said Japan “can offset the prospect or danger of China and Russia ganging up against Japan” through its strategic engagement with both countries, but that the United States would require some reassurance and understanding of how Japan views its relationship with Moscow and Beijing.

“The approach to China will remain the most crucial factor to managing the U.S.-Japan relationship,” he said.

Chira later added that the U.S.-Japan alliance has been the beneficiary of the shift in focus to a “rising China.” She said it had both “diminished American concern” over the once-heightened economic friction between Japan and the United States in the 1980s, and “underlined the importance of the U.S.-Japan security relationship.”

Funabashi also predicted that the U.S.-Japan alliance “could be very much affected by the U.S. presidential election.” Tendering another warning, he said that the 2016 presidential election cycle “may not be political business as usual.”

Candidates have adopted strong positions on foreign policy early on and have been coupling it with harsh rhetoric. “It will have ramifications beyond their actions” and could have a “long-term impact on the U.S. relationship with the Asia-Pacific,” he said.

Over the past eight years, the Obama administration has been leading its “rebalance” policy in Asia that has both symbolized a pulling-away from Europe and the Middle East, and carried a layer of economic and strategic reassurance for the region. Funabashi said Asian leaders are now “deeply concerned” about what will happen to America’s staying power under the next U.S. president.

Part of the success of the rebalance strategy hangs on the outcome of the Trans-Pacific Partnership’s passage through the U.S. Congress. Funabashi said it “will make or break issues,” and yet, each candidate currently running does not support the 12-nation trade pact. Funabashi characterized trade politics during campaign season as challenging. Armacost later said he agreed.

“The chance of ratifying something between now and the election is somewhere between negligible and nil,” said Armacost, who held a 24-year career in the U.S. government. Attempting approval during the lame duck session is very problematic, he said.

Funabashi also addressed whether President Obama should make a trip to the atomic bombing site at Hiroshima on the periphery of the G7 summit later this month.

He said he hoped that such a trip would not “backfire” on the U.S.-Japan relationship, and relations with China and Korea. A visit by Obama could create an expectation for a Japanese prime minister to visit Pearl Harbor, and for Japanese political leaders to make a trip to the site of the Nanjing Massacre in China.

Funabashi also emphasized that a reconciliation process between Japan and the United States already exists and harkened back to the San Francisco Peace Treaty. Ratified in 1952, the treaty reset Allied powers and Japan on a path toward friendly relations and to settle questions of war.

“We have proved [our ability] to reconcile on a working level, on a day-to-day level, so we don’t necessarily have to convince the public on both sides.

“Nonetheless, I think that this visit could be seen as a furthering of the reconciliation process,” Funabashi said.

“I hope the president does visit,” Sneider added. Acknowledgement of the bombing by the United States is “long overdue” and could set “a certain moral example,” he said.

Following the panel discussion, later that evening, Funabashi received the journalism award among many colleagues and friends.

Orville Schell, a director at the Asia Society New York and a member of the jury that selects the award recipient, described Funabashi as a leading “exemplar” of someone who “thinks clearly and writes extremely well.”

In the wake of this month’s G7 Summit in Japan, U.S. President Barack Obama has an opportunity to make a presidential visit to Hiroshima. Such a visit would reinforce his vision of a nuclear-free world and solidify an important legacy of his foreign policy, Shorenstein APARC Director Gi-Wook Shin and Associate Director for Research Daniel Sneider write in an editorial for The Diplomat. The co-authors argue that the visit be framed in a way that would contribute to historical reconciliation in Northeast Asia and not undermine progress made between Japan and South Korea. 

Sneider wrote in an earlier Toyo Keizei editorial that while the White House has not yet announced a decision, the momentum for such a visit exists. And while issues of divided historical memory cannot be ignored, the occasion would not include an apology. The editorial can be viewed online in English and Japanese.

Sneider also contributed to Public Radio International's podcast series "Whose Century Is It?" and two articles on the Huffington Post Japan website. The first article, written in Japanese, examines how the history of atomic bombings are taught in the United States, and the second article, written in English, explores the question of acceptability of President Obama's visit to Hiroshima by the Japanese people.

During the visit, Obama delivered a speech that outlined the threat of nuclear weapons and the need for a world free from them. Writing for Nippon.com, Sneider said the speech and overall visit was well-received by many, but also had its critics. "The best judgment of the impact of Obama's Hiroshima visit may be what follows in Northeast Asia, where the task of postwar reconciliation remains unfinished," he wrote. Shin and Sneider lead a decade-long research project that examines historical reconciliation in Asia, and are co-authors of the forthcoming book, Divergent Memories, about elite opinion and wartime memory in Asia.

In this session of the Corporate Affiliates Research Presentations, the following will be presented:

Avni Jethwa, Reliance Life Sciences, "Biosimilars in the U.S.:  Regulatory & Technological Challenges for Manufacturers"

In March 2015, the first biosimilar product was approved in the U.S. as per the Biologics Price Competition and Innovation Act (BPCI Act) of 2009, section 351(k) biologics license application (BLA).  Five years after the enactment of the BPCI Act and following its first biosimilar approval, the U.S. Food and Drug Administration (U.S. FDA) finalized its initial guidance describing the scientific and regulatory expectations for biosimilar approval under the 351 (k) pathway.  Biologic manufacturers are provided with regulatory guidance in the form of scientific considerations, quality considerations and questions & answers regarding the implementation of the BPCI Act.  With this new regulation, many BLA applications are under review by the U.S. FDA.

In her research, Jethwa has focused on barriers for biologics manufacturers in order to enter the highly regulated U.S. market.  Her research identifies regulatory and technological challenges such as scientific issues, bioequivalence or interchangeability, quality consideration, innovator patents & strategies, healthcare spending and market potential.

 

Aki Takahashi, Nissoken, "A Study of Innovation Focusing on the Restructuring of Family Businesses for Longevity"

According to the National Tax Bureau in Japan, there were over three million Japanese family businesses in 2013.  Additionally, companies in Japan are more sustainable than companies in the U.S.  However, U.S. companies continue to find ways to be innovative.  In her research, Takahashi attempts to answer the following questions – What is needed for sustainable management in the case of U.S-family businesses? and How have U.S. family businesses overcome external circumstances to become successful?  Takahashi took over her family’s driving school business from her father in 2009.  Based on her experiences owning a family business in Japan, she explored the successes and failures of family-owned businesses and how innovation of family business can sustain longevity in the U.S.  Takahashi believes the conditions of management in Japan are rapidly changing, making companies unable to keep up with effective management.  As a result, Takahashi offers suggestions to Japanese family businesses to help improve sustainable management in Japan.

 

Hideaki Tamori, The Asahi Shimbun, "A Study of News Notification for Multi-Devices"

The IT industry is producing many new types of internet-connected devices for consumers, including wearable devices, such as glasses and watches.  Such devices may be more convenient than traditional devices because they are small and wearable and thus, literally always at hand.  Every day, we receive many notifications on these devices making them very important connecting points for the media.  Publishers prefer to distribute short texts for notifications, but this is not easily done.  Because there are so many different types of devices available and no unified screen size, publishers cannot decide on the best format and length for these notifications.  In his research, Tamori discusses suitable formats for notifications on small devices.  By using a natural language processing method for automatic text summarization, Tamori developed an application that produces various formats of notifications for news depending on the display size.  He also evaluated which form is best for small devices.

Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2015-17.  Takahashi is the CEO of the Musashisakai Driving School in Tokyo as well as an assistant lecturerer with Nissoken.  For over 15 years, she has provided an operational excellence in the Japanese service industry from her experience and research.  While at Shorenstein APARC, Takahashi will research the ways Design Thinking is connected to culture and how Design Thinking can become more widespread in Japan.

Hideaki Tamori is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2015-16.  Prior to joining Shorenstein APARC, Tamori worked as a computer engineer and researcher for The Asahi Shimbun, the national leading newspaper in Japan.  He developed some applications such as a web-based DTP system and augmented reality application for newspapers.  While at Stanford, Tamori is researching the technology necessary for future media, especially the natural language processing and security.  He received his Ph.D. in Information Science from Hokkaido University.

The energy sector in the Japanese government faces two big problems.  The first is how to achieve the basic principle for the power supply-demand structure – by introducing renewable energy and optimizing energy consumption, this would lower dependency on nuclear power generation.  The second problem is how to tackle climate change.  The key factor in overcoming both of these problems is the innovation in the clean-tech sector while maintaining international competitiveness and quality of life.  In his research, Koyanagi investigates the features of venture capital investments, the features of start-ups in the clean-tech sector and current public support of clean-tech start-ups.  He tries to answer the question of “Does the Silicon Valley Ecosystem Work Effectively in the Clean-Tech Sector?”  From his research findings, Koyanagi makes some recommendations for the Japanese government to promote innovation in the clean-tech sector.

 

Tsuneo Sasai, The Asahi Shimbun, "Fostering Entrepreneurship in Japan:  A Look at the Personal History of Japanese Entrepreneurs in Silicon Valley"

In Japan, the electronic industry has been on the decline for the past 10 years and the automotive industry is facing many new challenges.  In order to maintain and develop its scale of economy, Japan needs to increase its number of entrepreneurs who can revitalizes the economy and make innovation happen both inside and outside of Japanese companies.

There is, however, a growing trend of highly motivated young people in Japan interested in start-ups and some have immersed themselves in the Silicon Valley to seek greater business opportunities.  Based on his interviews with them, Sasai believes their personal history, including their childhood and what steps they took to create their own start-ups in Silicon Valley, can help explain their entrepreneurial aspirations.  In his presentation, Sasai shows how this knowledge can provide useful insights to help Japan develop more entrepreneurs.

 

Mariko Takeuchi, Sumitomo Corporation, "What is 'Fintech" and what is its Outlook for Japan?"

Financial technology or “Fintech” is a term that, in the last couple of years, has been used often and widely.  Most people understand this technology is related to the financial market.  However, because the Fintech market is huge, it is difficult to understand exactly what it is and what it can provide to us.  Additionally, the wave of Fintech is coming to Japan with several Fintech start-ups emerging recently.  In her research, Takeuchi studied the activities of both the U.S. and Japanese governments and traditional financial institutions and how they relate to Fintech.  Based on her findings, Takeuchi divides Fintech into twelve categories and shows that the category map between Japanese and U.S. Fintech market is slightly different.  In her presentation, she explains the reasons for the difference from the regulations stand-point and provides some insight for the future of Japanese Fintech.

Satoshi Koyanagi is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2015-16.  Prior to joining Shorenstein APARC, he served as deputy director for policy making at the Government of Japan's Ministry of Economy, Trade & Industry (METI), where he was in charge of electricity market reform policy, defense industrial policy, and trade control policy.  Koyanagi received his bachelor's degree of economics from Kyoto Univeristy in 2005.

Tsuneo Sasai is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2015-16.  He has worked as a news reporter for The Asahi Shimbun, the national leading newspaper in Japan, for ten years, focused mainly on covering economic policy and business news.  His specialty is the financial sector, such as financial institutions, the Financial Services Agency, and the Bank of Japan.   Sasai also conducted investigative reporting with a record of success in breaking stories, in the fields of corporate management and financial scandal.  His research at Stanford will examine how financial systems in Silicon Valley play a role in developing startups.

Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2015-16.  Takeuchi has over eight years of experience in the information technology business field at Sumitomo Corporation, one of the major trading and investment conglomerates in Japan.  Her experience in the IT industry includes business development and marketing for Silicon Valley Venture Company as a master distributor in Japan, accounting & budget control, and management.  Takeuchi is interested in applying her knowledge gained here to her work and overall helping to grow the economy in Asia.  Takeuchi graduated from the School of Commerce in Waseda University.

From atomic bombs to harsh military occupations in the World War II period, the past is very much the present in the Asia Pacific region.

Stanford scholars are striving to help heal these wounds from yesteryear. Helping old enemies better understand each other today is the aim of the Divided Memories and Reconciliation project, a multi-year comparative study of the formation of historical memory regarding the wartime period in countries such as China, Japan, South Korea, Taiwan and the United States.

Left unattended, misguided wartime narratives may exacerbate current disputes to the point of armed conflict, said Daniel Sneider, associate director of research at Stanford's Shorenstein Asia-Pacific Research Center. He leads the Divided Memories project along with Gi-Wook Shin, a Stanford sociology professor and the Shorenstein center director.

Sneider points out the critical importance of textbooks and what is taught in schools – especially given the rise of nationalism among youth in China, Japan, Taiwan and South Korea.

"Dialogue among youth of the different nations is needed, along with an appreciation for the diversity of views and the complexity of history," he said.

Shin said, "Each nation in northeast Asia and even the U.S. has selective or divided memories of the past, and does not really understand the views of the other side."

Education and history

Launched in 2006, the Divided Memories project has published research findings, issued recommendations and convened conferences. In the early days, the researchers examined high school history textbooks in China, Japan, Korea, Taiwan and America.

The outcome was the project's first book in 2011, History Textbooks and the Wars in Asia: Divided Memories, which suggests that an "introspective effort" to understand national narratives about WWII has the potential to bring about historical reconciliation in the region. Sneider describes it as the first comparative study of textbooks in the countries involved; it soon evolved into a classroom supplemental textbook published by the Stanford Program on International and Cross-Cultural Education.

"Formal education is a powerful force in shaping our historical understandings," Sneider noted. "We wanted to look at the textbooks that have the most impact and usage."

A 2014 book, Confronting Memories of World War II: European and Asian Legacies, which was co-edited by Shin, Sneider and Daniel Chirot, a sociologist with the University of Washington, compared successful European WWII reconciliations with lagging Asian efforts. Another book, Divided Lenses, published earlier this year, examined the impact of dramatic film and other forms of popular culture on wartime memory. A new book is due out this summer, Divergent Memories: Opinion Leaders and the Asia-Pacific War, which focuses on leaders in politics, the media and academia in Japan, China, South Korea and the U.S.

The Divided Memories project aims to generate discussions and collaborations among those who create "historical memories" – educators, policymakers and government leaders. One report that grew out of such dialogues included suggestions for reconciliation:

  • Create supplementary teaching materials on the issue. 
  • Launch dialogues among Asian, American and European historians. 
  • Offer educational forums for journalists, policymakers and students. 
  • Conduct museum exchanges and create new museums, such as one wholly dedicated to WWII reconciliation in Asia. 
  • Increase student exchanges among all the countries involved. 

History is reflected in today's geopolitics, as noted in the revived disputes by these nations over rival claims to islands in the South China Sea and elsewhere. Without resolution, these disagreements can flare up into military conflicts, Sneider wrote.

"The question of history taps into sensitive and deeply rooted issues of national identity," he noted.

Whether recounting Japanese atrocities in China, China's exaggerated account of its Communist fighters' role in World War II, or the U.S. decision to drop atomic bombs on Japan, no nation is immune to re-creating the past to further its own interests today, Sneider wrote.

For example, Divided Memories research on Chinese textbooks shows how the Chinese government in recent decades embarked on a "patriotic education" campaign to indoctrinate young people by exaggerating its role in Japan's WWII defeat. This narrative suits the nationalistic desires of a Chinese government no longer exclusively motivated by communist ideology, Sneider said.

One project of APARC and its Japan Program that was also an outgrowth of Divided Memories involved Stanford scholars urging Japanese Prime Minister Shinzo Abe to show "clear, heartfelt remorse" in a 2015 speech on the 70th anniversary of the end of WWII. A 15-page report featured hypothetical statements suggesting what Abe might say to make amends for Japanese actions in China and Korea.

"While we cannot claim to have directly influenced the prime minister, his statement did go further in the direction of an expression of remorse over the war and the need to continue to look clearly and honestly at the past than many expected," said Sneider.

Generations and grievances

Consciousness-raising on other fronts, however, is getting results, thanks to Stanford's Divided Memories project. A 2015 landmark agreement between Japan and South Korea over the WWII "comfort women" dispute was reached due to extensive U.S. involvement. Comfort women were women and girls who were forced into sexual slavery by the Imperial Japanese Army in occupied territories before and during World War II.

In an article, Sneider explained how the U.S. perceived that the dysfunctional relationship between South Korea and Japan over this issue, among others, threatened to undermine American strategic interests in Asia. 

Shin highlights the importance of U.S. involvement. "The U.S. is not just an outsider to historical and territorial disputes in the region," he said. "From a geopolitical perspective, the U.S. has done a wonderful job in reviving the devastated region into a prosperous one after 1945, but from a historical reconciliation perspective, the U.S. has done a poor job."

He suggests that America should "play a constructive role in promoting historical reconciliation" among the countries involved. And so, the Divided Memories project has included the United States in its efforts.

According to Sneider, Divided Memories is unique among all reconciliation projects for its emphasis on the inclusion of the U.S.; comparative analyses across countries; and real-world policy impacts. As part of the Shorenstein research center, it is housed within Stanford's Freeman Spogli Institute for International Studies.

"This project reflects what Stanford, our center and the Freeman Spogli Institute are all about – true interdisciplinary research and engagement," Sneider said.

Divided Lenses: Screen Memories of War in East Asia is the first attempt to explore how the tumultuous years between 1931 and 1953 have been recreated and renegotiated in cinema. This period saw traumatic conflicts such as the Sino-Japanese War, the Pacific War, and the Korean War, and pivotal events such as the Rape of Nanjing, Pearl Harbor, the Battle of Iwo Jima, and the bombings of Hiroshima and Nagasaki, all of which left a lasting imprint on East Asia and the world. By bringing together a variety of specialists in the cinemas of East Asia and offering divergent yet complementary perspectives, the book explores how the legacies of war have been reimagined through the lens of film.

This turbulent era opened with the Mukden Incident of 1931, which signaled a new page in Japanese militaristic aggression in East Asia, and culminated with the Korean War (1950–1953), a protracted conflict that broke out in the wake of Japan's post–World War II withdrawal from Korea. Divided Lenses explores how the intervening decades have continued to shape politics and popular culture throughout East Asia and the world. Essays in part I examine historical trends at work in various "national" cinemas, including China, Taiwan, Japan, Korea, and the United States. Those in part 2 focus on specific themes such as comfort women in Chinese film, the Nanjing Massacre, or nationalism, and how they have been depicted or renegotiated in contemporary films. Of particular interest are contributions drawing from other forms of screen culture, such as television and video games.

This book is an outcome of the conference, Divided Lenses: Film and War Memory in Asia, that the Shorenstein Asia-Pacific Research Center hosted in December 2008, part of the Divided Memories and Reconciliation research project.
