Reports of Chinese espionage, IP theft and military-civil fusion strategy have all fueled concerns regarding U.S. universities’ open research ecosystem, especially in STEM.  Many of the concerns focus not only on research integrity but also on potential adverse consequences to U.S. military and economic security.  This panel intends to deepen discussion on open access to U.S. universities, security risks involved, as well as the potential adverse consequences of limiting international access in science and technology (S&T) research.  Questions that panel members will be asked to address include:  What is our best estimate regarding the scale and scope of adverse influence in U.S. universities attributable to S&T collaboration with PRC personnel?  Scientific collaboration and higher education have traditionally been immune to the ups-and-downs of U.S.-China politics.  How did we get to where we are, and why?  What are remedial measures that universities can consider, optimized to balance security and ethical concerns while ensuring pre-eminent scientific advancements and continued U.S. innovation?

Photo of Arthur BienenstockArthur Bienenstock is co-chair, with Peter Michelson, of the American Academy of Arts and Sciences’ Committee on International Scientific Partnerships.  He has also been a member of the National Science Board, the governing body of the National Science Foundation, since 2012.  From November 1997 to January 2001, he was Associate Director for Science of the White House Office of Science and Technology Policy.  At Stanford, he is Special Assistant to the President for Federal Research Policy, Associate Director of the Wallenberg Research Link and a professor emeritus of Photon Science, having joined the faculty in 1967.  He was Vice Provost and Dean of Research and Graduate Policy during the period September 2003 to November 2006, Director of the Stanford Synchrotron Radiation Lightsource from 1978 to 1977 and Vice Provost for Faculty Affairs from 1972 to 1977.

Elsa B. Kania is an Adjunct Senior Fellow with the Technology and National Security Program at the Center for a New American Security. Her research focuses on Chinese military strategy, defense innovation, and emerging technologies. Ms. Kania also works in support of the U.S. Air Force’s China Aerospace Studies Institute through its Associates Program and is a Non-Resident Fellow in Indo-Pacific Security with the Institute for the Study of War. She has been invited to testify before the House Permanent Select Committee on Intelligence, the U.S.-China Economic and Security Review Commission, and the National Commission on Service. Kania was named an official “Mad Scientist” by the U.S. Army’s Training and Doctrine Command and was a 2018 Fulbright Specialist with the Australian Strategic Policy Institute. Her first book, Fighting to Innovate, should be forthcoming with the Naval Institute Press in 2021. Currently, she is a PhD candidate in Harvard University's Department of Government.

Susan Shirk is the chair of the 21st Century China Center and a research professor at the School of Global Policy & Strategy at UC San Diego. She is also director emeritus of the University of California’s Institute on Global Conflict and Cooperation (IGCC), serving from 1992 to 1997, and again from 2007 to 2012. 

From 1997 to 2000, Shirk served as deputy assistant secretary of state in the Bureau of East Asia and Pacific Affairs, with responsibility for China, Taiwan, Hong Kong, and Mongolia. Shirk founded in 1993 the Northeast Asia Cooperation Dialogue (NEACD), an unofficial “track-two” forum for discussions of security issues among defense and foreign ministry officials and academics from the United States, Japan, China, Russia, and the Koreas.

Shirk’s book China: Fragile Superpower helped frame the policy debate on China in the U.S. and other countries. Her other publications include The Political Logic of Economic Reform in China; How China Opened its Door; Competitive Comrades: Career Incentives and Student Strategies in China; and her edited book, Changing Media, Changing China. Her current book project is Overreach: How China’s Domestic Politics Derailed its Peaceful Rise


Portrait of Tim SternsTim Stearns holds the Frank Lee and Carol Hall Professorship in the Department of Biology at Stanford University and is Senior Associate Vice Provost of Research. He also holds appointments in the Department of Genetics, is a member of the Stanford Cancer Institute and Bio-X, is a Faculty Fellow in Chem-H, and is an affiliated faculty member of the Center for International Security and Cooperation (CISAC). He is a member of JASON, a national organization that advises the government on matters of science, technology and national security. He has also been an advisor to the National Academies of Science and the President's Council of Advisors on Science and Technology (PCAST). Dr. Stearns received a B.S. from Cornell University, a Ph.D. from MIT, and did his postdoctoral fellowship at the University of California, San Francisco. His research concerns the mechanism and regulation of cell division, the organization of signaling pathways within cells, and cell biology of fungal pathogens. Stearns was named an HHMI Professor in 2002 for his work in science education, and has taught international workshops in South Africa, Chile, Ghana, and Tanzania. He is the chair of the NCSD Study Section at the NIH and has served on the editorial boards of several journals.

September 2, 1945, is recognized in many American history books as the day World War II formally ended in Asia. But according to Stanford sociologist Gi-Wook Shin, the conflict was never fully resolved in the region, leading to strains in diplomatic relations today.

On the 75th anniversary of this historic milestone, Shin discusses the legacy of World War II in the Asia-Pacific, specifically the failure among nations to fully address past wrongdoings and reach a mutual understanding of the conflict.

As a result, there is a “mismatch” in how Koreans, Chinese, Japanese and also Americans memorialize the war: China celebrates its victory against Japan while Korea commemorates its liberation from Japanese oppression. Meanwhile, Japan honors the victims of the atomic bombings in Hiroshima and Nagasaki – an atrocity many Americans still feel uncomfortable talking about today, Shin points out.

Here, Shin discusses how these diverging perspectives of World War II have led to misgivings today and how, some 75 years later, relations can still be improved in the region.

Shin is a professor of sociology in the School of Humanities and Sciences, the director of the Walter H. Shorenstein Asia-Pacific Research Center, the William J. Perry Professor of Contemporary Korea, director of the Korea Program and a senior fellow at the Freeman Spogli Institute for International Studies. He has led a decade-long study on historical memory in wartime period in Asia called 'Divided Memories and Reconciliation.'

As the world remembers 75 years of the war ending in Asia, what legacies from this period persist today?

War has not really ended in Asia. Even before war settlements were signed, another war broke out on the Korean peninsula and technically never ended. Furthermore, “history wars” that began in the 1980s have intensified in recent years, as Japan and its neighbors continue to fight over the unfortunate past and dispute over territories. Despite increased economic, cultural, and educational exchanges and interactions, war legacies persist to strain regional relations.

Is there anything in this history that you think has been largely forgotten, overlooked or misunderstood?

While U.S. Army Gen. America celebrates World War II victory in Europe (Victory in Europe Day) but remains relatively quiet on its victory in the Asia-Pacific war. In contrast to the moral clarity and nobility of purpose associated with the war in Europe and the defeat of Nazi Germany, the path to war with Japan and its conclusion is far less clear and many Americans still feel uncomfortable talking about the use of atomic weapons – even if it was militarily necessary but morally questionable. Also, it was during the war that about 120,000 people in the U.S. of Japanese ancestry (62 percent being U.S. citizens) were incarcerated in concentration camps.

Compared to Europe, U.S.-led post-war settlements in Asia such as the Tokyo War Crimes Tribunal and San Francisco Peace Treaty were insufficient in addressing atrocities committed by Japan during wartime and the colonial period, sowing the seeds of current disputes and tensions between Japan and its neighbors. The Tokyo tribunal focused on Japanese actions that had most directly affected Western allies (the attack on Pearl Harbor and the mistreatment of Allied prisoners of war) and thus failed to address the massive suffering of the Chinese and the Koreans. The 1951 Peace Treaty expunged Japan’s obligations to pay reparations for its wartime acts but neither the Republic of Korea nor the People’s Republic of China was party to the treaty.

You have written extensively about the repeated failure among Koreans, Chinese and Japanese to produce a shared, historical view of World War II. Can you briefly describe what are these conflicting, historical memories? 

For Koreans and Chinese, Japanese atrocities such as the Nanjing massacre, sexual slavery and forced labor are key events that shape their historical memories. For Japanese, on the other hand, actions related to the U.S. such as the Japanese attack on the Pearl Harbor and American bombings (fire and atomic) on Japanese cities are most important to the formation of their memories of war, which led to a widely held view that they were also victims of American aggression and that post-war settlements were “victor’s justice.” These divergent memories are reflected in the ways that they commemorate the end of the war. China celebrates its victory against Japan in the war, while Korea commemorates its liberation from Japanese oppression. Japan holds its annual ceremony to honor victims of atomic bombings.

According to your scholarship, what explains these divergent perspectives?

The divergence comes from the different weight each country places on historical events in their respective memory formation. Japanese actions figure prominently for Chinese and Korean, but China and Korea are not as significant to Japanese war memories as much as the U.S. is. This mismatch creates perception gaps and misgivings, hindering historical reconciliation.

How has this tension affected relations in the region? Do you think, some 75 years later, these tensions persist today?

Yes, they are very much alive. Look at the current Japanese-South Korean relations. They are two leading economies with liberal democracies in Asia and also key U.S. allies. They are important trade partners and are facing the same demographic crisis. They share strategic interests in the face of a rising China and North Korean aggression. Nonetheless, the resurfacing of the unresolved historical issues has continued to strain the bilateral relationship. For example, the relationship deteriorated since late 2018 when the South Korea supreme court ruled that Japanese companies should compensate Koreans who were conscripted as forced laborers during the war. In response to the ruling, the Japanese government removed Korea from a list of favored trade partners and the Korean government followed suit. These governmental actions are now fueled by populist nationalism (the rightist in Japan and the leftist in Korea), which has proven to be very effective in the politics of both nations.

Can the U.S. play any role to help achieve historical reconciliation?

The U.S. can take a more proactive role in encouraging Japan to work toward achieving regional reconciliation. As noted above, Japan does not seem to be taking its Asian neighbors as seriously as it should be when it comes to historical matters, but is rather predominantly focused on reconciling with the U.S. For example, Japan had been calling for the U.S. president to visit the sites of atomic bombings as a way of “removing a historical thorn” in the relationship and President Obama did make a historic visit to Hiroshima in 2016. Japanese Prime Minister Shinzo Abe followed suit soon after by visiting Pearl Harbor to pay respects to the victims of the 1941 attack. But the reconciliation efforts stopped there and did not expand to other victim countries of the war.

When you teach this history of World War II, what do you remind students about this period? How might the past shape students’ understanding of Northeast Asia or the U.S. in the present day?

To avoid repeating the unfortunate past (colonialism and war), I ask, what and how we can learn from history? For example, was the war with Japan necessary, or was it the result of a series of accidents and miscalculations or lack of political leadership? How does the war help us to understand the current tensions between the U.S. and China? What can we learn from the experience of the Japanese internment during the war? Even though President Reagan made an official apology of the internment in 1988, why do we still see similar racialist politics in American society? Addressing these questions requires a critical reflection of the history.

Friction between machines and humans has existed since the beginning of the automated industry and machine-assisted work. It’s a trend that fuels the imaginations of pop culture and political debates alike as people voice worries about the roles increasingly sophisticated robots and technology are taking in society and workplaces.

But is this concern warranted? According to APARC’s Yong Suk Lee, the deputy director of the Korea Program and the SK Center Fellow at FSI, and Karen Eggleston, the deputy director of APARC and the director of the Asia Health Policy Program, perhaps not. A recent article published by the Stanford Institute for Human-Centered Artificial Intelligence (HAI) highlights Lee and Eggleston’s ongoing research into innovative uses of technology across industries, particularly in healthcare. Their findings indicate that the adoption of robotics ultimately does more to augment and adjust, rather than outrightly replace, the role of human labor in the workplace.

What will ultimately matter is whether there will be entirely new occupations, what economists call the ‘reinstatement effect.’ Simply saying that robots lead to permanent job reductions isn’t the end of the story.

Lee studies the impacts of AI and robotics across multiple industries, including manufacturing, retail banking, and nursing homes. A trend he sees across most sectors following the adoption of robotics or AI is a positive increase in productivity. This has impacts for both the short-term and long-term relationships between humans and their robot coworkers, or “co-bots.” While it is true that the introduction of automation and robots initially replaces a significant number of workers in sectors such as manufacturing, over time, that impact reverses and there are job gains in many cases.

“The impact of robots often evolves over time from replacing human workers to augmenting them,” Lee explains, “and productivity gains [can] create opportunities for existing and new occupations.” This happens in a variety of ways. In some cases, the use of robotics and automation in one area frees up time, labor, and resources to employ more people in other, higher-skilled areas. In another situation, increases in productivity brought on by automation allow for greater company growth than would not have been possible otherwise. This, in turn, spurs the need to expand the workforce.

Alternatively, supplementing the labor of a small workforce with robotics and AI can also spread limited resources much farther. Lee and Eggleston’s studies of the impacts of robots on nursing home care in Japan repeatedly show that the use of robots positively increases the quality of service that oftentimes-understaffed care facilities can provide to the elderly and infirm. This can range from monitoring the physical condition of patients and reliably delivering medications to providing mental and emotional support to elderly residents through the use of robotic humanoid companions. Such innovative use of tech fills critical gaps that a human-only workforce would struggle to meet in a staffing shortage like Japan faces.

Looking to the future, Lee shares this perspective: “When the automobile was invented, we suddenly had a new demand for drivers. Now we’ll have to see if [automation] creates demand for other new occupations.” It’s an area of innovation and research he, Dr. Eggleston, and other Stanford researchers will be closely watching with their human eyes in the years to come.

Jessica Chen Weiss is an associate professor of Government at Cornell University, China/Asia political science editor at the Washington Post Monkey Cage blog and a nonresident Senior Associate at the Center for Strategic and International Studies.  She is the author of Powerful Patriots: Nationalist Protest in China’s Foreign Relations (Oxford University Press, 2014).  Her research appears in International Organization, China Quarterly, International Studies Quarterly, Journal of Conflict Resolution, Security Studies, Journal of Contemporary China, and Review of International Political Economy, as well as in the New York Times, Foreign Affairs, and Washington Quarterly.  She was previously an assistant professor at Yale University and founded FACES, the Forum for American/Chinese Exchange at Stanford, while an undergraduate at Stanford University.  Born and raised in Seattle, Washington, she received her Ph.D. from the University of California, San Diego in 2008, where her dissertation won the 2009 American Political Science Association Award for best dissertation in international relations, law and politics.  Weiss is a term member of the Council on Foreign Relations.

As the COVID-19 pandemic continues to spread throughout the world, Japan is experiencing its second wave of coronavirus outbreak, following a first wave early on, just as it had become clear that the virus was spreading rapidly from Wuhan. In late February, travel restrictions were followed by Prime Minister Abe’s call for school closures. But as the pandemic raged through parts of Europe and then the United States, and as a growing number of countries issued shelter-in-place orders and lockdowns, Japan seemed relatively unscathed. Concerns then escalated and calls for voluntarily restricting peoples’ movement started in earnest following the decision to postpone the 2020 Olympics. On April 6, Prime Minister Abe declared a state of emergency for seven prefectures.

This panel brings together expertise on Japan’s political leadership with experience in Japan’s crisis management. Professor Harukata Takenaka has long studied how Japan’s political leadership has evolved, while Mr. Akihisa Shiozaki, an expert on crisis management, was a core member of Japan’s first private-sector investigative report after the Fukushima nuclear crisis.

This is the first in an APARC-wide series of virtual seminars that explore Asian countries’ responses to the COVID-19 pandemic. Held throughout the spring quarter, each event is led by one of APARC’s programs.

Akihisa Shiozaki, Partner, Nagashima Ohno & Tsunematsu

Akihisa Shiozaki is widely recognized for his expertise in corporate crisis management, including regulatory investigations, white collar defense, product recall, labor/employment disputes, import/export control, cyber security, media interaction and various corporate governance issues, especially those with multi-jurisdictional or parallel civil and criminal components. In recent years, he has advised both domestic and foreign clients in resolving a number of the most high profile corporate crises cases relating to Japan, including the LIBOR/TIBOR manipulation investigation, FX manipulation investigation, global product recall by a Japan auto-parts manufacturer, international trade secret theft in the semiconductor industry, government investigations against a global pharmaceutical corporation operating in Japan, and his representation of the former CEO of Olympus Corporation who brought light to the company's recent accounting scandal. He is recognized by Legal 500 as a Leading Individual in the field of Risk Management and Investigations. In 2017, Akihisa was awarded the Compliance / Investigations Lawyer of the Year at the Asian Legal Awards hosted by The American Lawyer, in association with The Asian Lawyer, China Law & Practice and Legal Week.

Akihisa worked in the Prime Minister’s office as senior policy advisor from 2006 to 2007 and is knowledgeable in Japanese regulations /rules and governmental procedures, as well as having rich experience dealing with the media. Harukata Takenaka is a professor of political science at the National Graduate Institute for Policy Studies in Tokyo.  He specializes in comparative politics and international political economy, with a particular focus on Japanese political economy. His research interests include democracy in Japan, and Japan's political and economic stagnation since the 1990s.  He received a B.A. from the Faculty of Law of the University of Tokyo and an M.A. and Ph.D. in political science from Stanford University.  He is the author of Failed Democratization in Prewar Japan: Breakdown of a Hybrid Regime, (Stanford University Press, 2014), and Sangiin to ha [What is House of Councillors], (Chuokoron Shinsha, 2010).

Kenji E. Kushida is a Japan Program Research Scholar at the Walter H. Shorenstein Asia-Pacific Research Center and an affiliated researcher at the Berkeley Roundtable on the International Economy. Kushida’s research interests are in the fields of comparative politics, political economy, and information technology. He has four streams of academic research and publication: political economy issues surrounding information technology such as Cloud Computing; institutional and governance structures of Japan’s Fukushima nuclear disaster; political strategies of foreign multinational corporations in Japan; and Japan’s political economic transformation since the 1990s. Kushida has written two general audience books in Japanese, entitled Biculturalism and the Japanese: Beyond English Linguistic Capabilities (Chuko Shinsho, 2006) and International Schools, an Introduction (Fusosha, 2008). Kushida holds a PhD in political science from the University of California, Berkeley. He received his MA in East Asian studies and BAs in economics and East Asian studies, all from Stanford University.

As a resident of Silicon Valley heading into our second week under the shelter in place order, what surprises me is the sudden low profile of the tech companies that dominate this area. Until just a month ago it seemed like these companies were taking over the world - churning out new products, connecting people online, providing information and news, and in turn driving equity and real estate prices to unprecedented new highs. But as the COVID-19 cases explode in the US, we rarely hear about them. Public health workers are at the frontlines fighting the war against COVID-19, and grocery stores and retailers are stepping up to the challenge of trying to maintain normalcy of life and providing for the people.

I wonder whether Apple is still pre-occupied with the development of the next iteration of the iPhone, and Google with the development for better search algorithms. Wouldn’t today’s tech companies with their vast resources, creative minds, and technical skill be able to help minimize the impact of COVID-19?

Tech companies in South Korea have played an important role in containing the spread of the virus and reducing casualties. Soon after the first COVID-19 case was confirmed within South Korea, at least four tech companies have launched apps that provide detailed information of the movement of all people who tested positive for COVID-19 – from which restaurant the person visited at what time, to the seat number the person sat in which movie theatre.

The information was collected from a variety of sources including smartphone location data and credit card transactions. The names were anonymized but providing such detailed information raised privacy concerns. However, the South Korean government was swift to declare COVID-19 a public health emergency, which ultimately gave the people the right to information for their safety, and companies to use such data. Moreover, the government allowed companies to by-pass traditional regulatory hurdles.

When Seegene, a biotech company in Seoul, used artificial intelligence to develop South Korea’s first COVID-19 test kit, it needed to get government approval for use. The approval process typically can take over a year, but the Korea Center for Disease Control approved it in a week. Though COVID-19 cases surged in South Korea soon after its first case, the aggressive testing policy and the information provided through these apps have helped South Korea to quickly “flatten the curve,” that is, slow the rate of new infections.

So why don’t we see U.S. tech companies developing new technologies and innovation that can help contain the spread of the virus, minimize the impact, and develop strategies that help people cope with the crisis? It’s because such actions would not generate immediate returns to the company. Despite the greater societal benefit of slowing down the spread of the virus, unless there are clear private returns CEOs and shareholders will be unlikely to devote their resources to fighting a virus with so much uncertainty.

In simple economics terms, it’s a classic case of market failure; and the standard remedy in cases of market failure is government intervention. The government needs to provide incentives, either through relaxing regulatory hurdles or by subsidizing research and development, to encourage tech companies to help contain the virus and minimize the impact of COVID-19 on our society. It is not an issue of big vs. small government, but governments creating the right incentives when private firms can’t easily make the right call.

The U.S. has finally taken measures in the manufacturing sector to fight COVID-19. The White House after several days of going back and forth, eventually invoked the Defense Production Act to order GM to produce ventilators. But hospitals around the country also need masks and personal protection equipment. Unlike smaller countries without a strong manufacturing base, the U.S. has the manufacturing capacity to produce these goods, if the will is there. These manufactured goods are essential for our doctors and nurses in helping patients and fighting the virus.

However, we need more innovative approaches, beyond traditional public health approaches, to fight COVID-19 and future pandemics. Tech companies, in addition to pharmaceuticals and biotech companies that are developing vaccines and cures, can play a significant role in fighting pandemics. Tech companies can use information and communication technology (ICT) to inform the public and reduce the spread of diseases, use machine learning to diagnose new diseases, predict future outbreaks and the spread of current outbreaks, and predict when and which resources would be in need in different parts of the country. Furthermore, there may be more innovative ways to tackle the virus that many of us have not yet thought of. The government can induce tech companies to actively take action by offering R&D grants and loans, providing access to critical information and data, and reducing red-tape.

The South Korean government recognized the urgency of the situation and enlisted the help of private tech firms allowing them to do what they do best with minimal red tape and access to the necessary resources. The European Union has recently put out a call for startups that are developing technologies and innovation related to COVID-19 to apply for fast-track funding.

Chinese tech giants like Alibaba and Tencent, potentially through explicit or implicit government directive, have been actively involved in fighting the COVID-19 crisis. Alibaba has deployed an AI algorithm that predicts COVID-19 from lung CT scans. The procedure only takes a few seconds, which not only substantially speeds up diagnosis but also reduces the risk of doctors and nurses being exposed to the virus. Tencent has committed over 1.5 billion Yuan (over 210 million USD) to help fight COVID-19, which will be spent on prevention and control but also on funding companies that are developing new ways to overcome the pandemic and help with the recovery.

People are sacrificing their individual rights and income. Small businesses are closing doors. All this for the good of the greater public. U.S. tech companies, together with the right push from the federal and state governments, should be able to put aside private returns and short-termism for the moment and work towards an innovative approach to mitigating the impact of today’s crisis.

In Live Long and Prosper?, a new eBook edited by David Bloom, AHPP director Karen Eggleston contributes the chapter "Understanding 'Value for Money' in Healthy Ageing," in which she advocates for and explains the concept of "net value of medical care," a metric that helps quantify the social value of spending on healthcare. Understanding value for money, Eggleston writes, is a way of "determining which services and technologies are unnecessary and which are of high value," a determination that is of increasing importance for aging societies, in which "spending for chronic diseases represents a large and increasing part of public and private budgets."

Using a dynamic microsimulation model, a research team, including APARC Deputy Director and Asia Health Policy Program Director Karen Eggleston, shows that there are differentially positive health gains of smoking reduction among subgroups of smokers in South Korea, Singapore, and the United States.

Tobacco use is responsible for the death of approximately eight million people worldwide, estimates the World Health Organization, and countries are increasingly making tobacco control a priority. Indeed the relationship between smoking and the burden of chronic diseases such as cancer, lung disease, and heart disease, and, in turn, premature mortality, is well documented. Yet little is known about the health effects of smoking interventions among subgroups of smokers.

Do interventions targeted at heavy smokers relative to light smokers lead to disproportionately larger improvements in life expectancy and prevalence of chronic diseases? And how do these effects vary across populations? In today’s rapidly aging world, it is crucial to understand the potential health gains resulting from interventions to reduce smoking, a leading preventable risk factor for healthy aging.

That’s why a research team, including APARC Deputy Director and Asia Health Policy Program Director Karen Eggleston as well as Stanford Health Policy faculty member Jay Bhattacharya, set out to examine the health effects of smoking reduction. To do so, the team simulated an elimination of smoking among subgroups of smokers in South Korea, Singapore, and the United States.

The team’s findings, discussed in a new paper published by the journal Health Economics, show that smoking reduction can achieve significant improvements in lifetime health as measured by survival while also reducing the prevalence of major chronic diseases, though the effects are heterogeneous. Whereas interventions in both subgroups and in all three countries led to an increased life expectancy and decreased prevalence of chronic diseases, the life-extension benefits were greatest – 2.5 to 3.7 years – for those who would otherwise have been heavy smokers, compared with gains of 0.2 to 1.5 years among light smokers.

The team developed a dynamic microsimulation model to estimate the health gains of reducing smoking among heavy smokers and light smokers. Microsimulation models are powerful tools for assessing the value of health promotion: they model individual health trajectories while accounting for competing risks, thus providing valuable information about the impact of interventions and how they may interact with the changing demographics and socioeconomic profile of a population to determine future health. The team’s study applied microsimulation models tailored to the demographic and epidemiological context in the three countries, then compared the gains in survival and reduction in chronic disease prevalence from a given reduction in smoking and how these impacts vary depending on initial smoking intensity.

The team’s findings indicate that there are differentially positive health effects from smoking reduction. The life‐year gain among heavy smokers quitting well exceeds that of light smokers quitting in each country, but the magnitudes differ substantially: 11.2 times for South Korea, 6.8 times for Singapore, and 1.7 times for the United States. The lower life expectancy among Americans is related to the greater extent in which they suffer from risk factors, such as obesity, relative to the Asian counterparts in the study.

The findings illustrate how smoking interventions may have significant economic and social benefits, especially for life extension, that vary across countries. They are particularly important for aging societies that are concerned about the sustainability of their health insurance systems in the face of increasing burden of chronic disease.
