In February 1986, Scot Marciel was driving home after midnight and went past what he assumed was just another protest near military facilities in downtown Manila. The gathering, less than a year into his first overseas assignment with the Foreign Service, turned out to be the early days of the Philippine People Power revolution, leading to the end of the Ferdinand Marcos regime. This was just one of several times during his 35-year career in the State Department that Marciel would find himself witnessing historic moments in Southeast Asia and in the U.S. relationship with the countries of the region.

That illustrious career includes being the first U.S. diplomat to work in Hanoi since the end of the Vietnam War and serving as the first U.S. ambassador for ASEAN Affairs and as U.S. ambassador to Indonesia and Myanmar.

Marciel, Oksenberg-Rohlen Fellow at FSI and affiliated with APARC, has distilled his experiences and observations into his new book, Imperfect Partners: The United States and Southeast Asia (Shorenstein APARC/ Rowman & Littlefield, 2023). In it, he offers his on-the-ground account of the ups and downs of critical U.S. relationships in the region — focusing on the Philippines, Thailand, Vietnam, Cambodia, and Indonesia — and examines the role of ASEAN and China’s influence in Southeast Asia.

To mark the book’s release, we talked with Marciel about recent events in the region and his views on how the United States should approach Southeast Asian countries in the context of China’s efforts to sow closer ties with them. Watch the conversation:

A Return to the Philippines

The Philippines under President Ferdinand “Bong Bong” Marcos, Jr. is now allowing U.S. forces expanded access to four of its bases. Marciel, who first met Marcos, Jr. as the provincial governor of Ilocos Norte in 1985, expressed some surprise at the Philippine president’s rapid shift to strengthen the country’s alliance with the United States. He noted, however, that even in the last year of the Duterte presidency, which frequently was at odds with the United States, there was some recognition in the Philippines that the relationship with China wasn’t bearing the fruit that had been anticipated. Marciel also pointed out that the deal with the United States does not mean Marcos has abandoned China: he is still working on keeping the relationship with Beijing healthy and visiting Japan, another important partner.

Although there is some Philippine civil opposition to the renewed presence of U.S. forces, Marciel believes that the Enhanced Defense Cooperation Agreement (EDCA) will provide an opportunity for a “more modern and equal partnership,” and hopefully one that can supplant memories of the U.S. colonial history in the Philippines.

Southeast Asian Charm Competition?

As concern continues to rise about a possible invasion of Taiwan by the People’s Republic of China, some have questioned the effectiveness of the U.S. capability to compete with China, particularly in terms of a diplomatic offensive. Marciel responded to a recent New York Times article on U.S. and Chinese efforts to “woo” Indonesia. As China continues to seal trade deals in Southeast Asia, some of which are part of its Belt and Road Initiative, we asked whether the United States can compete with China’s free-flowing cash.

Marciel, taking a step back, cautions that “Indonesia is not a prize to be won,” and that we should not be “scoring diplomatic relations like a sporting event” when we look at improving ties with the countries of Southeast Asia. Indonesia, for example, has a long history with the Non-Aligned Movement, so while it attempts to attract foreign investment, it will resist aligning with any one major power. China tends to offer attractive investment packages with minimal conditions, but “you can’t always count on those investments to happen,” notes Marciel, and even when they do, there can be issues with corruption, as well as social and environmental consequences. The United States tries to put together investments that consider issues like labor and the environment, but Marciel believes that “sometimes we aim a little high” and the conditions make U.S. offerings less attractive.

[American diplomats] go to Southeast Asia, Indonesia or elsewhere and talk about China. These governments, these countries are fully aware of the pros and cons of working with China and the pros and cons of working with us. We don't need to teach them this.

The Continuing Crisis in Myanmar

We spoke with Marciel just after the second anniversary of the 2021 coup in Myanmar. He began his term as U.S. ambassador to that country in 2016, just before Aung Sang Suu Kyi’s new government was about to take office. As he puts it, it was a time of “euphoria,” not only in Myanmar but also in terms of U.S. hopes for democracy there. It turned out to be a difficult four years for Myanmar and Marciel, as the Rohingya crisis repeatedly erupted and the Myanmar military reacted with violent operations that drove hundreds of thousands of Rohingya out of Myanmar. As Marciel relates in his book, he soon found that even using the word “Rohingya” in U.S. embassy statements could create a diplomatic crisis.

Even with the horrific Rohingya genocide, Marciel cautiously notes that by 2020, when he left the country, most people in Myanmar had more opportunity and freedom under four years of a democratically elected government—the Rohingya themselves being the obvious exception. But in 2021, the “military coup basically eliminated that hope and opportunity.”

Marciel doesn’t hold much hope for an end to the coup anytime soon, but he does see at least one “positive development” over the last two years. During the worst of the Rohingya crisis, many in the majority Bamar community did not believe the reports of massacres, or even worse, did not care. But now, after two years of military rule, “more and more Myanmar people are explicitly recognizing the legitimate grievances and the suffering of many of the ethnic minority populations, including the Rohingya, over the past years, and [there is] some recognition that they were fed a lot of propaganda for a long time about what was really happening.”

Establishing Relations with Vietnam

One of Marciel’s great success stories is the normalization of U.S. ties with Vietnam. It was an improbable success with any number of obstacles likely to prevent it from happening, not the least being the debate about the fate of U.S. prisoners of war and servicemen reported as missing in action. Saigon fell in 1975, and yet in 1995, just 20 years later, diplomatic relations were restored and the U.S. embassy opened in Hanoi.

According to Marciel, it took patience, pragmatism, but also the collapse of the Soviet Union and the end of the Cold War. No longer able to rely on Soviet help for their economy, the Vietnamese became more open to work with the United States, particularly on POW-MIA issues, allowing Vietnamese imprisoned in re-education camps to flee the country, and withdrawing Vietnamese forces from Cambodia.

Marciel sees the U.S.-Vietnam relationship today as a “good-news story” that shows the degree of progress that can be attained when two countries are willing to be rational and work together. The United States still has significant concerns about human rights in Vietnam yet “both sides have agreed to talk about that issue, but not let it define or limit the relationship excessively.”

How the United States Can Improve Relations in Southeast Asia

When pressed for a prescription on what the United States can do to further improve its relationships with the countries in the region, Marciel said, “In brief, show up and engage consistently, with humility, and with a focus on the countries that we’re talking to, not on China, because what they’re looking for, for the most part is, ‘Can we count on the United States being a long-term partner?’”

By ensuring the reliability of the partnership, countries in Southeast Asia have more freedom of maneuver, and they can, if necessary, be more capable to “make decisions China might not like.” The flip side of that—the failure to show up at presidential and high governmental levels, like what happened during the Trump administration—means “you’ve undone all the good that you had done in previous years by investing in those relationships.” The price of isolationism, of neglecting U.S. diplomatic relations in Southeast Asia, is that those countries lose confidence in the United States as a reliable partner.

About the book

Scot Marciel is widely considered the State Department’s top Southeast Asia hand, the result of decades of experience working in and on the region and the key role he has played in shaping and implementing U.S. policy. He was on the ground in the Philippines during the historic People Power revolt in the 1980s, became the first U.S. diplomat to serve in Hanoi in the early 1990s, was appointed the first U.S. ambassador to ASEAN in the 2000s, and spent the last 15 years twice serving as the State Department’s point person on Southeast Asia policy, and as U.S. ambassador to Indonesia and then to Myanmar during that country’s democratic experiment and its horrific ethnic cleansing of the Rohingya.

Imperfect Partners encapsulates Marciel’s experiences, providing the perspective of an American diplomat who has dealt with the dual challenges of working with foreign governments and also within the U.S. government. Noting that the United States “has a history of not quite knowing how to engage with Southeast Asia,” he highlights the ups and downs of critical U.S. relationships in the region. Marciel explores not only diplomatic successes, but challenges faced, missteps made, and opportunities missed in U.S. diplomacy with Southeast Asia. His on-the-ground witness account of the normalization of U.S.-Vietnam relations is essential reading, as is his passionate analysis of the gains and the failures of Myanmar’s decade-long opening.

While China’s rise has re-injected a long-absent strategic element into U.S. policy toward Southeast Asia, Marciel warns against making China the focus of that policy. He argues that the United States can best advance its own interests—and support the freedom of maneuver of Southeast Asia—through a strategy of consistent engagement based on a positive agenda and by focusing on the region’s dynamic younger generation.

In summer 2019, Burmese journalist and human rights defender Swe Win had to flee Myanmar with his family, fearing for their safety after surviving an assassination attempt coordinated by an army chief. The attack came after Myanmar Now, the Yangon-based, independent news outlet that Swe Win leads, had published investigative reports on the business interests of Min Aung Hlaing, Myanmar's armed forces commander-in-chief.

The COVID-19 pandemic derailed Swe Win’s plans to return to the country ahead of the national elections the following year. Then, on February 1, 2021, everything changed when the military seized power in a coup, ousting the democratically-elected government led by Aung San Suu Kyi. “The coup has put an abrupt end to Myanmar people’s hopes for liberty and democracy,” said Swe Win, the recipient of APARC’s 2021 Shorenstein Journalism Award, at the award ceremony. “Every form of free speech is brutally suppressed. There is no space left for any freedom.”

One victim of the coup has been Myanmar’s independent press. Like other news organizations and publications, Myanmar Now saw its newsroom raided, its operating license revoked, and its website blocked, and most of its staff were forced to flee to territories alongside the country's border areas. Swe Win leads the news outlet from exile while his team, in hiding, courageously continues to report on what is happening in the country.

The future of the media in Myanmar is bleak. State-run news outlets have now begun to support military propaganda. There are no options left for professional reporters to work independently under the junta.

Speaking at the Shorenstein award’s twentieth annual discussion, which was held virtually on October 12, 2021, Swe Win described Myanmar’s post-coup assault on the free press. “Newsgathering on the ground, in Yangon and other parts of the country, is very dangerous,” he said. Reporters inside the country are subject to an unprecedented level of surveillance, can no longer identify themselves as working with Myanmar Now or other news organizations, and risk their lives with every interview they conduct.

Any criticism of the military junta, even a mere suggestion of sympathy with the resistance movement, is easily interpreted as indicating dissidence and leads to immediate arrests. “The future of the media in Myanmar is bleak,” Swe Win said. “Under the military junta, there are no options left for professional reporters to work independently.”

The award event also included a discussion with Eileen Donahoe, the executive director of the Global Digital Policy Incubator (GDPI) at Stanford’s Cyber Policy Center, and Scot Marciel, a career diplomat, former U.S. ambassador to Myanmar, and currently a visiting practitioner fellow on Southeast Asia at APARC. Southeast Asia Program Director Donald K. Emmerson chaired the discussion.

Unflinching Pursuit of Truth

The Shorenstein Journalism Award recognizes accomplished journalists who have significantly contributed to a greater understanding of the complexities of Asia. It alternates between recipients affiliated mostly with American news media and those primarily affiliated with Asian news media, who often also work on the frontline of the battle to defend press freedom in their home countries. The 2019 awardee in that category is Maria Ressa, winner of the 2021 Nobel Peace Prize.

“The Shorenstein Award has put a spotlight on courageous journalists around the world for a long time, and our honoree this year richly deserves its recognition,” noted Raju Narisetti, director of global publishing at McKinsey & Company and a member of the selection committee for the Shorenstein Journalism Award, as he introduced Swe Win. “From a very young age, he set off on a path to speaking truth to power — something that he has passionately done at a heavy price.”

Swe Win launched his journalism career after being held for seven years as a political prisoner on national security-related charges for joining the democracy movement as a college student. Throughout his career, Swe Win has shined a light on human rights cases that involve physical injury, death, unlawful detention, and miscarriage of justice in Myanmar. Under his leadership, Myanmar Now has gained recognition for its unflinching reports of crimes against the Rohingya and spotlights on the lives of Myanmar’s impoverished communities, for criticizing ultranationalist Buddhist monks, and for its bold coverage of Aung San Suu Kyi’s administration and the Myanmar military, the Tatmadaw.

On multiple occasions, Swe Win had to defend himself against physical attacks and frivolous litigation intended to derail the reporting of Myanmar Now. “To us, journalism is like science, its power is in the truth – that is what’s driving us […] We do not mix activism with journalistic work, but rather let the facts tell the story,” he replied when asked how he balances the roles of a journalist and a human rights defender.

The Rise of Digital Authoritarianism

Donahoe, who served in the Obama administration as the first U.S. ambassador to the UN Human Rights Council in Geneva during the period when Myanmar seemed as if it was transitioning to a functioning democracy, described the sense of hope and optimism at that time and how disheartening it is “to recognize how much we can go backward in just a decade of time.”

In her current role, Donahoe leads GDPI’s efforts to advance policies that reinforce human rights and democratic values in a digitized society. She emphasized the need to recognize both the risks of digital disinformation and techno-authoritarianism, on the one hand, and the importance of digital technologies for human rights defenders, journalists, and civil society actors, who depend on them to do their work. “The problem is that the same tools that serve very beneficial purposes in society are now being weaponized by maligned actors. Unfortunately, this is a geopolitical trend, what I would call digital authoritarianism.”

The Myanmar Coup: Regional and International Implications

The coverage of the Myanmar coup and its aftermath has rightly focused on the suffering and the lost freedoms of Myanmar’s people, but, more broadly, the crisis profoundly impacts other countries in the region as well as the United States.

Within Southeast Asia, explained Ambassador Marciel, the coup has become a complex challenge for the Association of Southeast Asian Nations (ASEAN), which has been unable to figure out how to address the crisis. By creating massive regional instability, the coup has also put the two giants on Myanmar’s borders — India and China — in a situation they dislike. “The coup has failed in the sense that the Myanmar military has not been able to control and to govern the country,” Marciel said.

As for the United and its engagement with Southeast Asia, the coup and Myanmar’s current descent further into violence are a major setback. Marciel highlighted the role the United States can play in the upcoming ASEAN summit to advance solutions to the crisis. Donahoe also emphasized the opportunity to put Myanmar at the top of the agenda of the Biden administration’s upcoming Summit for Democracy, whose three pillars are combating authoritarianism, combating kleptocracy, and protecting human rights. “These are highly relevant to the case of Myanmar, and digital technology runs through all three,” said Donahoe.

At the close of the discussion, both Donahoe and Marciel underscored the need for and opportunity in funding and training independent media groups in Myanmar, like Myanmar Now.

Despite the enormous difficulties and risks ahead, Swe Win emphasized that he and his colleagues believe the current crisis is an opportunity for greater and better changes in Myanmar. He ended the conversation on an optimistic note: “You may be depressed about what is happening in our nation and in other places, but the people of Myanmar are not depressed. As long as we are with the truth, we are always winning.”

Sheen Woo, Special Policy Advisor to the South Korean Ambassador in China, joined the Korea Program at Shorenstein APARC as a 2021-22 visiting scholar. He is a specialist in China-North Korea relations with expertise in Chinese aid and sanctions against North Korea. He has worked at and with a variety of organizations including NGOs, start-ups, art centers, and state-run think tanks in Korea and China. While at APARC, his research focus was on the development and changes of China's aid to North Korea. He holds a PhD in Management Science from Tsinghua University.

Mary-Collier Wilks joined the Walter H. Shorenstein Asia-Pacific Research Center (APARC) as Shorenstein Postdoctoral Fellow on Contemporary Asia for the 2021-2022 year. Her research interests include globalization, gender, and the politics of international development. Wilks' interests arose due to her work as a grant writer at a local NGO, Social Services of Cambodia. At that time, she began to think about the complicated process of foreign aid and international development, seeing how resources and ideas from all over the world flow through NGOs to affect the lives of people in Cambodia. Following from this experience, her research agenda centers meaning-making and power dynamics in international organizations. She is particularly interested in how development is encountered in people’s everyday lives, and the gendered meanings, divisions, and struggles that arise from such encounters.

Wilks recently obtained her Ph.D. in Sociology from the University of Virginia. For her dissertation, funded by the National Science Foundation and the Fulbright IIE, she conducted a multi-sited ethnography comparing INGOs from the U.S. and Japan implementing women's health programs in Cambodia. Her dissertation contributes to scholarly theories of global civil society and international development, contending that in order to adequately analyze and improve development outcomes, we must attend to national variation in INGO programs and practices. She has also worked as a consultant in the development sector, working as a researcher for a local NGO in Cambodia, conducting a gender analysis for a USAID health project, and served as a trainer for a USAID Women’s Leadership Conference.

At APARC, she worked on transforming her dissertation manuscript into a book and extending her comparative research agenda to investigate how NGO practices are shaped by the business cultures in which their donors are embedded.

“How can we engage with North Korea on human rights?” That is the question Robert R. King, former U.S. special envoy for North Korean human rights issues at the U.S. Department of State, has long been focused on. King, a visiting scholar and Koret Fellow at APARC in fall 2019, rejoined the Korea Program to discuss his new book, Patterns of Impunity.

In this volume, he provides an inside look into his time as special envoy, traces U.S. involvement and interest in North Korean human rights, offers insights into the United Nations’ role in addressing the North Korean human rights crisis, and discusses the challenges of providing humanitarian assistance to a country with no formal relations with the United States and where separating human rights from politics is virtually impossible.

The Role of the Special Envoy

As the Biden administration begins to review policy towards North Korea in earnest, King’s book and perspectives are particularly timely. Drawing on over a decade of experience, King explains how the role of the special envoy provides a unique opportunity to influence the policy agenda on human rights. As a senior member within the U.S. State Department, the envoy is in a position to both elevate the importance of rights violations to policymakers in Washington and provide feedback on how policy decisions impact the situation on the ground.     

King outlines several avenues where U.S. policymakers can increase pressure on North Korea to address the ongoing human rights crisis in the country. Predominantly among them is the recommendation to support the work on human rights already done by the UN and UN agencies, such as the reporting of Special Rapporteur Tomás Quintana.

“North Korea is very sensitive about its international legitimacy,” King notes. “Working through the UN and with UN agencies gives greater validity and acceptability to the human rights issues and puts greater pressure on North Korea to follow international norms.”

King’s other recommendations center more directly on the people of North Korea. He urges ongoing support for initiatives and agreements that foster access to information and proper distribution of resources and aid for North Koreans within the country along with freedom of movement for those who are attempting to leave and face crossing hostile borders into China. 

Responsibilities in Seoul

Speaking as King’s counterpart and colleague in South Korea, Jung-Hoon Lee echoed the need for visibility and accountability — both globally and in South Korea — for the DPRK's human rights crisis. “In the public eye and the global context, the human rights condition in North Korea is not very familiar. Why? There’s no access. The North Korean society is completely cocooned. There are terrible human rights conditions in other parts of the world, but there is access in those cases to see what is going on. In North Korea, there are only testimonials. There are no pictures or documentaries of the gulags and atrocities. That’s why it is so important that we keep raising this issue.”

For Lee, this means working with and through many of the same channels that King points to, such as the UN, and recognizing as a global community the scale of the crimes against humanity being committed.

But it also means accepting responsibilities closer to home. Lee firmly rejects the opinion raised by the South Korean Foreign Minister that refocusing on North Korean human rights and reappointing an ambassador to fill Lee’s now-vacant position is “useless.” Such indifference towards human rights issues in North Korea is damaging, warns Lee, citing the scrutiny South Korea suffered during the recent Tom Lantos Human Rights Commission hearings before the U.S. Congress.

The Road Towards Accountability

Human rights are only one facet of U.S. policy toward North Korea, but we undermine the overall relationship with the North if the United States abandons human rights in pursuit of security or economic goals, writes King in his book. "Policy toward North Korea involves interrelated issues that we frequently separate for analytical purposes or because they are dealt with in different ways or by different means. But these issues are interconnected, and they are not really separable."

Ultimately, any meaningful action to address North Korea's human rights violations will require coordinated efforts from international organizations, national governments, and civic organizations. In the third and final part of the Korea Program’s spring 2021 series on human rights in North Korea, forthcoming on May 20, leaders from the private sector will discuss the challenges of bringing together independent actors and organizations to raise awareness and call for accountability in North Korea. In his new book, "Patterns of Impunity," Ambassador King, the U.S. special envoy for North Korean human rights from 2009 to 2017, shines a spotlight on the North Korean human rights crisis and argues that improving human rights in the country is an integral part of U.S. policy on the Korean peninsula.

This is the third event in a three-part series on North Korea Human Rights hosted by APARC's Korea Program in the spring quarter.

Two experts in North Korea human rights issues, Minjung Kim of Save North Korea and Keith Luse of National Committee for North Korea, will discuss the range of humanitarian assistance to North Korea as well as challenges non-government organizations face from South Korea, the U.S. and North Korean governments in providing assistance.

Minjung Kim is Associate Executive Director at Save North Korea (SNK), a non-government organization focusing on human rights in North Korea; and a Vice President at Future Korea Media, a bi-weekly journal focusing on national security and politics in South Korea. Since joining SNK as a founding member 22 years ago, she has been managing various projects from producing mid-wave radio programs, bringing North Korean defectors into South Korea, helping them adjust socially and culturally, to sending leaflet-balloons and hidden cameras into North Korea. Kim is also a visiting researcher at Georgetown University and a research fellow at the Yonsei Institute for Modern Korean Studies. She is a Ph.D. candidate at Yonsei Graduate School of International Studies.

Keith Luse is Executive Director of the National Committee on North Korea (NCNK), an organization dedicated to promoting principled engagement between the United States and North Korea. NCNK members include representatives of US non-governmental organizations providing humanitarian assistance to North Korea. Other members are former US Ambassadors, nuclear scientists, and members of the academic community. NCNK members specialize in matters related to nuclear nonproliferation, Korean War POW/MIA/human remains; human rights and families divided by the Korean War, among other topics. Luse has made five visits to North Korea. The first occurring in 2002 on behalf of Senator Richard Lugar, then-Chairman of the Senate Agriculture Committee focused on monitoring and accountability regarding the distribution of U.S. food assistance. Subsequent trips for Senator Lugar were during his tenure as Chairman and later Ranking Member of the Senate Foreign Relations Committee.

Yong Suk Lee, deputy director of the Korea Program, will moderate the discussion.

Karl Eikenberry is a retired Army officer whose two tours of Afghanistan duty — and later service as ambassador to that nation — left him keenly aware of the limits of U.S. military power.

As a soldier, Eikenberry launched the still-ongoing effort to build an Afghan military force capable of fending off the Taliban. As a diplomat, he was stationed at the Kabul embassy during President Barack Obama’s surge that would eventually push American troop strength in Afghanistan to more than 100,000 service members in an attempt to improve security.

“Americans and the world have rightly been disappointed with the results of our costly military campaigns in Iraq and Afghanistan in the 21st century. Hugely expensive, protracted … and damaging to our country’s prestige abroad,” Eikenberry said Thursday to a Town Hall audience in Seattle.

The 11th Annual Koret Workshop

A dramatic opening created by the unique strategic outlooks and personalities of Moon Jae-in, Kim Jong Un and Donald Trump instigated a series of highly symbolic summits in the early months of 2018. The process kicked off by those summits has bogged down, however, as the necessary compromises for an agreement between the United States and North Korea have proved elusive. This year's Koret Workshop will therefore invite experts from a variety of areas in order to reflect on what the stumbling blocks have been as well as prospects for overcoming them. Conference participants will work towards better understanding and supporting potential emerging solutions to the persistent conflict on the Korean Peninsula.

The workshop will consist of three sessions:

Abstract 

Scholars have credited a model of state-led capitalism called the developmental state with producing the first wave of the East Asian economic miracle. Using historical evidence based on original archival research, this talk offers a geopolitical explanation for the origins of the developmental state. In contrast to previous studies that have emphasized colonial legacies or domestic political factors, I argue that the developmental state was the legacy of the rivalry between the United States and Communist China during the Cold War. Responding to the acute tensions in Northeast Asia in the early postwar years, the United States supported emergency economic controls in Japan, South Korea, and Taiwan to enforce political stability. In response to the belief that the Communist threat would persist over the long term, the U.S. strengthened its clients by laying the foundations of a capitalist, export-oriented economy under bureaucratic guidance. The result of these interventions was a distinctive model of state-directed capitalism that scholars would later characterize as a developmental state.

I verify this claim by examining the rivalry between the United States and the Chinese Communists and demonstrating that American threat perceptions caused the U.S. to promote unorthodox economic policies among its clients in Northeast Asia. In particular, I examine U.S. relations with the Chinese Nationalists on Taiwan, where American efforts to create a bulwark against Communism led to the creation of an elite economic bureaucracy for administering U.S. economic aid. In contrast, the United States decided not to create a developmental state in the Philippines because the Philippine state was not threatened by the Chinese Communists. Instead, the Philippines faced a domestic insurgency that was weaker and comparatively short-lived. As a result, the U.S. pursued a limited goal of maintaining economic stability instead of promoting rapid industrialization. These findings shed new light on the legacy of statism in American foreign economic policy and highlight the importance of geopolitics in international development.
