In partnership with the Korea Foundation for Advanced Studies, the Shorenstein Asia-Pacific Research Center and the Stanford Next Asia Policy Lab (SNAPL) at Stanford University presented the second installment of the “Sustainable Democracy Roundtable” series at the SKMS Institute in Icheon, South Korea, where experts diagnosed the current state of democracy, its threats, and possible prescriptions for democratic prosperity. The goal of the roundtable is to create a necessary platform and opportunity for scholars of various disciplines and ranks to identify core issues and propose unique solutions to globally pertinent policy issues. 

The roundtable series is part of SNAPL's Democratic Crisis and Reform research track.

The roundtable was made possible thanks to the generous support and partnership with the Korea Foundation for Advanced Studies (KFAS).

This report summarizes the discussions held at the roundtable using a modified version of the Chatham House Rule, only identifying speakers by their country of origin.

Flyer for the 2024 Sustainable Democracy Roundtable.

Liberal democracy is hard-earned but sometimes even harder to guard. The foundations of liberal democracy are being seriously challenged, leading to political decay and public distrust of democratic systems and their values. With democratic backsliding threatening old and new democracies, Western democracies no longer serve as guiding light.

Jointly hosted by APARC and the Korea Foundation for Advanced Studies (KFAS), the second annual Sustainable Democracy Roundtable is meant to foster conversations among scholars of all ranks of seniority, diverse research backgrounds, and regional experience to evaluate current trends facing liberal democracy worldwide. The sessions also serve as platforms for scholars to jumpstart collaborative projects.

Following the Roundtable, a conference report will be published and accessible through this page.

Indonesia’s “New Order,” the authoritarian military regime led by General Suharto from 1966-1998, originated following the kidnapping and killing of six Army generals on September 30th-October 1, 1965. The conventional narrative often depicts this regime change as a sudden event, but historian Norman Joshua, APARC's 2023-24 Shorenstein postdoctoral fellow on contemporary Asia, challenges this view.  Joshua’s research explains why the civil-military relationships and social militarization that emerged in Indonesia from the period under Dutch colonial rule in the preceding decade allowed the New Order to solidify power in 1965.

In a recent seminar hosted by APARC’s Southeast Asia Program, “Militarization Overlooked: Rethinking the Origins of Indonesia’s New Order, 1950-1965,” Joshua shared his insights into the complex phenomenon of militarization within Indonesian society, spanning from the tumultuous post-independence era to the present day. Through a historian's lens, he traces the origins of militarization and its far-reaching impacts on political, social, and cultural dynamics in Indonesia.

An Environment Conducive to Militarization


At the heart of this narrative lies the period following Indonesia's revolutionary struggle and independence from Dutch colonial rule. Scholars have portrayed the 1950s favorably as a time when Indonesia embarked on an experiment with liberal and constitutional democracy. Joshua, however, argues that, instead of heralding an era of stability and democratic governance, “the post-revolutionary landscape was fraught with underdevelopment, persistent conflict, and political instability.” This environment provided fertile ground for the gradual militarization of Indonesian society, as the military sought to quell armed groups and revolutionary violence.

"In essence, my current project is an endeavor to write a social and cultural history of Indonesian authoritarianism," Joshua explains. He frames this process as militarization, wherein civil society organizes itself for the production of violence.

Joshua's scholarly curiosity about Indonesian authoritarianism stems from his deep-seated interest in the country's post-revolutionary period. He is particularly drawn to the oft-overlooked years of the 1950s and 1960s, which he deems pivotal in comprehending Indonesia's authoritarian trajectory. He was also drawn to the topic by a family member’s involvement in the revolutionary and Communist movements, leading to their exile from Indonesia after the 1965 massacres, “which sparked my interest in studying ‘those who were on the wrong side of history,' so to speak.”

Joshua sheds light on the role of armed revolutionary factions like the Gerombolan, whose lingering presence posed a challenge to the nascent Indonesian government's efforts to establish control and maintain order, even bearing responsibility for the murder of Yale professor Raymond Kennedy and Time-Life reporter Robert Doyle.

"Militarization produced a militarized society that was regimented and conditioned towards the use of violence," Joshua asserts. His analysis reveals how militarization permeated various facets of Indonesian society, from the adoption of military symbolism to the normalization of violence in everyday life.

An Enduring Legacy of Militarization


Joshua cites the continuing role of the military and police in post-1998 Indonesian society. The Army—and the Police, which is in many ways a constabulary force—have retained their territorial organization, and former and active-duty military and police often participate in non-security affairs. He also highlights the important role of security forces in facing domestic challenges such as the ongoing insurgency in Papua.

Joshua considers militarization from a cultural standpoint, including the fetishization of uniforms, marches, and militia-like organizations. Militarization, he notes, is often manifested in slogans, songs, ceremonies, and indoctrination programs. For example, the slogan "Ganyang Malaysia," originating from Sukarno's call to "crush" Malaysia, became emblematic of Indonesian nationalism and militarism.

Challenges for Democracy


Despite the downfall of the New Order regime, Joshua underscores the implications of the enduring legacy of militarization in contemporary Indonesia. Just two months ago, Indonesian voters elected Prabowo Subianto, a former special forces commander with a controversial history, as their next president. Expressing apprehensions about the potential for further militarization, Joshua points to the ascendancy of leaders like Prabowo. "Militarization under Prabowo would be evident in two ways," he cautions, citing increased military budgets and an expanded role for the military in non-security affairs. “While we have yet to hear about the shape of Prabowo’s cabinet, I believe that we will see an increasing role for the military and police—whether active-duty or retired—in non-military affairs,” he said.

“This trend started during the Jokowi administration and will continue under Prabowo, and has invited concerns from civil rights organizations and human rights groups. Ultimately, I think Prabowo’s election is a test for Indonesia’s democratic values and how resilient the civil society is.”

Assessing the health of Indonesian democracy, Joshua notes fluctuations that warrant concern. "Indonesian democracy is still working well, especially compared to neighboring countries," he observes. “I think the election of Prabowo shows the robustness of Indonesian democratic procedures, as the 2024 Presidential Election was conducted peacefully and with relatively minor complaints of voting fraud or irregularities.” However, he highlights potential challenges ahead. “It appears that Indonesian democracy will face a great challenge in the next four years, and we will see if the guardrails of democratic procedure will hold or not.”

An Interdisciplinary Scholar Community


As a Shorenstein Postdoctoral Fellow, Joshua connected with APARC scholars to further his research. “I work mostly with Southeast Asia Program Director Don Emmerson and am glad to be connected with APARC faculty Stephen Kotkin, who I found as an inspiration for my work,” he notes. Engaging with Lee Kong Chian Fellow on Southeast Asia Soksamphoas Im, who works on authoritarian politics in Cambodia, with fellow scholar Yuya Ouchi, and Visiting Scholar Gita Wirjawan, who is an expert practitioner of Indonesian politics, has also been an enriching experience, Joshua says. conversations with .”

Delving into the Hoover Institution archives, Joshua examined the papers of Guy Pauker, an Indonesianist and “Cold Warrior” in the 1960s, and his engagement with Indonesian poet, writer, and scholar Sutan Takdir Alisjahbana, who was a fellow at Stanford’s Center for Advanced Study in the Behavioral Sciences.

“I am grateful to have spent my postdoctoral fellowship at APARC, as it allows me to spend more time working on my dissertation toward transforming it into a monograph,” said Joshua.

“The interdisciplinary nature of APARC is particularly helpful for a young scholar like me and helped the process of refining my arguments, especially in terms of engaging with people outside of my field and academic discipline."

After his time at APARC, Joshua will serve as the Hoover History Lab’s Research and Teaching Fellow at the Hoover Institution under Condoleezza Rice and Stephen Kotkin.

Joshua’s research provides a comprehensive exploration of the nature of civil-military relations within Indonesian society. By tracing its historical roots and examining its contemporary manifestations, he provides valuable insights into how militarization has shaped Indonesia's political, social, and cultural milieu.

His analysis of the militarizing process offers scholars insights into an understudied period in Indonesian history and helps us better understand the origins of authoritarian military regimes worldwide. As Indonesia continues to navigate its path forward, grappling with the legacies of its militarized past will undoubtedly remain a complex and pressing challenge.

“I believe that history serves as more than just a chronicle of the past,” Joshua reflects. “It serves as a vital lens through which we can comprehend and contextualize the events that are still unfolding in our contemporary world.”

The April 10 parliamentary elections in South Korea resulted in a landslide victory for the liberal opposition, dealing a resounding setback to President Yoon Suk Yeol and his ruling conservative People Power Party. While the liberal Democratic Party fell short of achieving a super majority, the outcome reflects pervasive public discontent with Yoon's administration amid economic challenges and political controversies, placing Yoon in a difficult position for the remainder of his three-year term.

“In a sense, this was a rematch between President Yoon and Democratic Party leader Lee Jae-myung, whom Yoon defeated in the 2022 presidential race by a razor-thin margin, and Lee won in a big way,” explains Stanford sociologist and APARC Director Gi-Wook Shin. “Now the Democratic Party really became Lee’s party.”

Shin, the William J. Perry Professor of Contemporary Korea and the director of the Korea Program at APARC, joined the Korea Society for a livestreamed election analysis session. Watch it here:

The election outcomes reflect the increased political division and polarization gripping South Korea, which is poised to be a major issue for Korean politics in the coming years, Shin notes. Shin has written extensively about the roles of illiberalism, populism, and polarization in the decline of Korean democracy and their implications for Korean society and politics.

“I have said before that Korea is facing a crisis in democracy. Now I can say that Korea is also facing a crisis in political leadership,” he tells Korea Society Policy Program Officer Chelsie Alexandre.

In this session, Shin explores in detail what the election results mean for Korea’s political, economic, and social policy, its alliance with the United States, and its relations with regional states.

Shin has also contributed to election analysis in national and international media.

Reboot of Adversarial Politics

South Korean voters’ verdict on the Yoon government’s performance reflects deep disappointment and even resentment about some of his policies and leadership styles, Shin shares with Bloomberg News. As the opposition holds a large majority in the National Assembly, Yoon appears destined to complete his remaining three years in office as a lame duck, unable to push for any major policy initiatives, domestic or foreign. We should expect a reboot of adversarial politics in South Korea as the opposition looks to obstruct Yoon’s legislative agenda, Shin predicts. 

Voter turnout for the parliamentary elections reached 67 percent, marking the highest turnout for general elections in 32 years. Liberals expressed discontent with the government by sending a strong message through voting, while the ruling conservative party tried to mobilize its supporters to minimize losses. Ultimately "there were no major policy debates between the ruling and main opposition parties," says Shin in an interview with Singaporean public broadcast service CNA.

Shin anticipates the Democratic Party will likely contest Yoon's stance toward Tokyo and Washington. Speaking with French international news agency AFP, Shin explains the potential return of former U.S. President Donald Trump, who held high-profile but unsuccessful summits with North Korean leader Kim Jong Un during his presidency, could add to the tension. If Trump were to reengage with North Korea, then the Yoon government would have to decide whether to shift from its hardline policies against the North or risk friction between Washington and Seoul, Shin says.

The election outcomes could also hinder the Yoon government’s momentum for improving ties with Japan, especially since Japanese Prime Minister Kishida, too, is facing low domestic approval ratings, Shin tells The Korea Herald. "It is unfortunate for the Korea-Japan relationship that both leaders are politically struggling."

Despite facing legal issues, controversial opposition leader Lee Jae-myung remains a leading contender for the presidency when Yoon's term ends in 2027, echoing the situation with former U.S. President Donald Trump, he tells AFP.

Gender and Generational Gaps

The parliamentary election has also brought to relief the tremendous underrepresentation of women and young people in Korean politics. Only 20% of parliamentary seats are held by women, and over 85% of elected members are over the age of 50. The older establishment and the conservative People Power Party have failed to connect with South Korea's young people, Shin says. While the country is a global cultural force and excelling in semiconductor exports, South Korea’s younger people are facing intense competition in education, limited job prospects, and soaring housing prices. “The lack of understanding of the challenges the youth face is contributing to the country's rising generational conflict,” Shin explains via AFP.

Recent studies on the public opinion mechanism of the democratic peace have demonstrated experimentally that democratic citizens are averse to attacking other democracies. The presence of rivalry, however, has long been recognized as one of the important factors contributing to either initiation or recurrence of international conflict. Despite such importance, our understanding remains limited as to how rivalry affects public opinion, particularly in the context of the democratic peace. In this article, authors Gidong Kim, Yu Bin Kim, and Dongjin Kwak argue that democratic publics’ perception of rivalry weakens the effect of regime type. The authors expect democratic publics to be less reluctant in terms of fighting other rival democracies. Using an original survey experiment in South Korea, they demonstrate that the South Korean public, similar to those of Western democracies, is reluctant to use force against nonrival democracies, but less so against rival democracies. The authors' findings suggest that the scope of the democratic peace should be qualified.

As nationalism and identity politics have come to dominate public spheres around the world, researchers strive to understand the repercussions of such political behavior. How does nationalism affect the health of a democratic system, and when might it foster well-functioning liberal democracy?

This is the central question that Gidong Kim, APARC’s 2023-25 Korea Program Postdoctoral Fellow, seeks to answer. Kim’s research, situated at the intersection of comparative politics and political economy, focuses on nationalism and identity politics, inequality and redistribution, and migration in South Korea and East Asia. He earned his Ph.D. in Political Science from the University of Missouri. In his dissertation, “Nationalism and Redistribution in New Democracies: Nationalist Legacies of Authoritarian Regimes,” he investigated the micro-level underpinnings that sustain weak welfare systems in developmental states. 

As part of his fellowship, Kim works with the Stanford Next Asia Policy Lab (SNAPL), a new initiative housed at Shorenstein APARC under the directorship of Professor Gi-Wook Shin. The Lab works to provide evidence-based policy recommendations to help implement structural reforms that foster a “Next Asia” characterized by social, cultural, and economic maturity.

On January 24, 2024, Dr. Kim will present his research at a seminar hosted by the Korea Program. You can register for the event, "Narratives of Inclusion: Evidence from South Korea’s Migration Challenge."

We caught up with Dr. Kim to hear more about his fellowship experience this academic year and what’s next. The conversation has been slightly edited for length and clarity. 

First off, can you describe your current research project?

Broadly speaking, as a comparative political scientist, I study nationalism and its behavioral consequences with a regional focus on Korea and East Asia. More specifically, because nationalism is sometimes harmful to liberal democracy, but it can also be helpful, I research when and how national sentiments have either negative or positive effects on liberal democracy through citizens’ political attitudes and behaviors, such as voting behavior, redistribution preferences, migration attitudes, and public opinion on foreign policy.  

How did you come to be interested in this topic?

I was born and raised in South Korea and earned my B.A. and M.A. in political science at a Korean university before pursuing my Ph.D. in the United States. Because I was originally interested in partisan politics, my goal was to understand how American voters think and behave, so that I can explain Korean politics using theories developed in the United States. However, as I took graduate seminars about American politics, I – both as a Korean and as an East Asian – learned that such theories could not be applied well to the Korean and East Asian context.  

It was my second year of the Ph.D. program when I had academic dissatisfaction about the discrepancy between Western theories and East Asian reality. Dr. Aram Hur, my doctoral advisor, has significantly influenced my academic interests and identity. Every conversation that I had with her led me to new insights.

In particular, we focused on nationalism, which can arise not only from each country’s different historical trajectories but also from citizens’ different interpretations and understandings of such trajectories. Since then, based on my personal experience and knowledge of Korea, I tried to challenge the extant political science theories to offer my explanation of Korean and East Asian political dynamics, especially through a lens of nationalism.  

How has your time at APARC as a Korea Program Postdoc helped your research?

APARC provides me with the best academic environment. First, everyone at the Center is open and always welcomes me whenever I need their help. For example, if I want to develop and sharpen my research ideas, I can share my ideas anytime with excellent scholars who always give me constructive feedback. I believe the in-person conversations I can have whenever necessary are the best part of APARC from which I benefit.

Moreover, both the Korea Program and APARC organize many events. Our events feature not only scholars but also policymakers. This is a tremendous help because I believe the ultimate goal of doing research is to make a better society. 

I felt that many U.S. social science Ph.D. programs, including in political science, aim to train their Ph.D. students as researchers who can write papers, less as leaders who can contribute to our communities. But the diverse events at the Korea Program and APARC keep reminding me of the importance of both roles by giving me a balanced perspective.

Are there any individuals who you connected with during your time at APARC?

Since I came here, I met diverse faculty members and excellent students. But I want to share my interactions with Research Fellow Dr. Xinru Ma and Postdoctoral Fellow Dr. Junki Nakahara. Because we share an office, we always have opportunities to discuss our research ideas, different perspectives, and even daily lives. In particular, while I’m a comparative political scientist, Xinru is an international relations (IR) scholar and Junki is a communication scholar. Because we have different academic foundations, this collaborative environment is extremely helpful for me to sharpen my research ideas.

As a junior scholar, I plan to focus on my research into nationalism and its political behavioral consequences. The projects I am leading at SNAPL focus on how the international relations context...shapes global citizens’ attitudes toward neighboring countries and foreign policy.

Can you describe the new SNAPL lab and share a bit about your experience?

SNAPL is led by Prof. Gi-Wook Shin, and its full name is ‘Stanford Next Asia Policy Lab.’ As you can see from the name, SNAPL has two main goals. First, we address emerging political, social, economic, and cultural challenges in Asia that can direct the ‘next’ Asia. Second, we also try to provide ‘policy’ solutions to those challenges to make the next Asia better. In other words, our ultimate goal is to upgrade Asia to the next level.  

For those goals, we gather every week. Because Xinru, Junki, and I are leading different, but interconnected, projects at SNAPL, we share ongoing respective research at our weekly meetings with Prof. Shin as well as our two excellent research associates, Haley and Irene. 

When we discuss together, we sometimes criticize each other and sometimes cannot reach a consensus. But eventually, our active debates lead us to come up with new ideas and find solutions together. 

This weekly SNAPL meeting is my favorite time because I can share my research, get insightful feedback from Prof. Shin, learn from Xinru and Junki, and also get excellent support from both Haley Gordon and Irene Kyoung. I believe this is the best way of doing research, which is extremely rare in the social science field.

What is on the horizon for you? What's next?

First, as a junior scholar, I plan to focus on my research into nationalism and its political behavioral consequences. The projects I am leading at SNAPL focus on how the international relations context, such as the growing U.S.-China tensions and dynamics of alliance relationships, shapes global citizens’ attitudes toward neighboring countries and foreign policy. Because these projects are fundamentally related to national sentiments, by focusing on my SNAPL projects, I want to not only contribute to SNAPL as a postdoctoral fellow but also produce good research as an independent scholar.

Second, as my long-term goal, I want to further promote Korean studies in the United States. Despite the growing academic and public interest in Korea, many people still have a limited understanding of the country. 

As a scholar, one way that I can think of to offer a better explanation of Korea is to actively produce scholarly works, such as books and papers, and more importantly, to share them through diverse networks. Thus, someday in the future, I want to lead an institute for Korean Studies and create diverse channels to share such works.

Optimism marked the New Year’s Day statement released on 1 January 2024 by Myanmar’s opposition-in-exile — the National Unity Government (NUG) and the advisory National Unity Consultative Council (NUCC). The “daily expansion” of territory controlled by inter-ethnic “revolutionary forces” and the “steady shrinking of military-controlled areas” were attributed to the “key success” of the Burmese people’s “defensive war.” Reportedly, as of December 2023, the junta’s forces may have ceded more than 180 outposts and strongpoints in the country to trans-ethnic rebel militias bent on overthrowing the regime. Meanwhile, NUG is working internationally to gain recognition and support while trying to persuade the junta’s foreign backers to desist. Leading those and related efforts is NUG’s Minister of Foreign Affairs Daw Zin Mar Aung. In this webinar, she will address the challenges met, the progress achieved, and the chances of undercutting and overthrowing Myanmar’s brutal dictatorship for the benefit of the country’s long-suffering people.

Daw Zin Mar Aung, in addition to her service as NUG’s foreign minister, is a member of the committee that represents Myanmar’s elected parliament as it was before its dispersal by the military junta that seized power on 1 February 2021. In democratic contests prior to the termination of democracy, she was twice elected to parliament. Honors she has received include nomination by the World Economic Forum as a World Global Leader (2014) and selection as a CDDRL Draper Hills Summer Fellow at Stanford (2013). She received an International Women of Courage Award from the US State Department in 2012 after having spent eleven years in Burmese prisons for her activism on behalf of democracy and human rights. She is also a co-founder of the Yangon School of Political Science.

In partnership with the Korea Foundation for Advanced Studies, the Shorenstein Asia-Pacific Research Center and the Stanford Next Asia Policy Lab (SNAPL) at Stanford University presented the inaugural event in a new annual roundtable series, where experts diagnosed the current state of democracy, its threats, and possible prescriptions for democratic prosperity. This series, titled “Sustainable Democracy Roundtable,” aims to create a necessary platform and opportunity for scholars of various disciplines and ranks to identify core issues and propose unique solutions to globally pertinent policy issues. 

The roundtable series is part of SNAPL's Democratic Crisis and Reform research track.

The inaugural roundtable was made possible thanks to the generous support and partnership with the Korea Foundation for Advanced Studies (KFAS).

This report summarizes the discussions held at the roundtable using a modified version of the Chatham House Rule, only identifying speakers by their country of origin.

Shadow of Authoritarian Patronage in Democratizing South Korea

Many authoritarian leaders build strong bonds with certain groups and people. Such authoritarian patronage often affects the country’s politics even after the end of the dictatorship. This talk explores how authoritarian patronage between rural village leaders and an authoritarian regime influenced voting in both authoritarian and democratic elections using the case of the New Village Movement under Park Chung-hee in South Korea. It suggests that the influence of these old ties remained effective in elections during authoritarian periods and even after the country became democratic in 1987, but only if people still trusted these bonds. However, as democracy consolidated and the agricultural sector declined due to globalization, this influence eventually faded away. The presentation shows that the legacy of authoritarianism is not simply an outcome of a strong dictatorship but is reshaped with political and economic changes in a new democracy.

Ji Yeon (Jean) Hong is a political scientist working on the political economy of authoritarianism, with particular attention to East Asia. Dr. Hong is an Associate Professor of Political Science at the Department of Political Science and Korea Foundation Chair Professor of Korean Politics at the Nam Center for Korean Studies, International Institute, University of Michigan. She has various ongoing research projects related to the legacy of the authoritarian past, the long-term impact of political violence, and the determinants of elite behavior and government policies under authoritarianism. Her research has been published or is forthcoming in the American Journal of Political Science, British Journal of Political Science Journal of Economic Behavior and Organization, Journal of Politics, and Political Science Research and Methods among others.

Hikaru Yamagishi joined the Walter H. Shorenstein Asia-Pacific Research Center (APARC) as Japan Program Postdoctoral Fellow for part of the 2023-2024 academic year. She received her Ph.D. in Political Science from Yale University in 2022, and most recently was a Postdoctoral Research Fellow at the Program on U.S.-Japan Relations at Harvard University's Weatherhead Center for International Affairs. Her research focuses on democratic institutions and electoral competition, with a special interest in the case of Japan.
