We are pleased to bring you the second article of the academic year in our series of Shorenstein APARC Dispatches. This month's piece comes from Daniel Sneider, associate director for research. Sneider was a 2005-06 Pantech Fellow at the center, and the former foreign affairs columnist of the San Jose Mercury News. His twice-weekly column on foreign affairs, international issues, and national security from a West Coast perspective, was syndicated nationally on the Knight Ridder Tribune wire service, reaching about 400 newspapers in North America.

For most of the postwar period, Japan has been a paragon of political stability among industrial democracies. Since the formation of the conservative Liberal Democratic Party (LDP) in 1955, Japan has enjoyed remarkable political continuity. With the exception of less than a year of opposition government in the early 1990s, the LDP has ruled Japan for more than half a century.

This past summer, following the July elections for the Upper House of Japan's parliament (the Diet), Japan entered a new era of political uncertainty. The opposition Democratic Party of Japan (DPJ) won control of the Upper House in a stunning defeat for the LDP. For the first time, control of the Diet is split--the ruling coalition of the LDP and the Komeito Party still control the lower house that determines the formation of the government. Passage of basic legislation now gives rise to intense political battles. There is widespread anticipation that the LDP will be forced to carry out early elections for the lower house next spring, opening the door to the possibility that the opposition could come to power in Japan.

The election results surprised many observers, who were blinded by the LDP's massive victory in the 2005 lower house elections, under the leadership of then-Prime Minister Junichiro Koizumi. Koizumi had called a snap election around the issue of reforming the postal savings system, but that success was an aberration from a long-term trend of declining support for the LDP that grew during the 1990s. Increasingly, Japanese saw the party as a hostage to special interests and their allies in the bureaucracy who have used the budget to fund wasteful pork barrel projects--Japan's own "bridges to nowhere"--particularly in rural areas. Younger urban and suburban voters who favor deregulation and reform had come to see the LDP as an obstacle to needed change.

Koizumi, who came to power as prime minister in 2001, single-handedly reversed this downward trend of support. He developed a strong personal following, an appeal that came in large part from positioning himself as a maverick reformer who ran against his own party and against the opposition in equal measure. His five years in office were a testament to his charisma and ability to rise above the system that brought him to power.

Unfortunately for the LDP, this appeal does not seem to extend beyond Koizumi. After leaving office in 2006, he was replaced by Shinzo Abe, an LDP conservative who typified the party's long history of rule, in that he is the grandson of a former prime minister and the son of a former cabinet minister. Abe's policy agenda largely ignored the concerns of Japanese voters about the failing social welfare system and the impact of global competition, and instead favored conservative themes such as "patriotic" education and the revision of the postwar American-imposed constitution.

Voters decisively repudiated Abe, his agenda, and his party in the Upper House vote. The opposition DPJ, led by the wily former LDP leader Ichiro Ozawa, emphasized economic reform, as well as relief for those in rural and urban Japan who are falling behind. The DPJ's election manifesto focused on pension reforms--bolstered by a scandal of tens of millions of lost pension records--price supports for farmers, subsidies for families with children, and a crackdown on wasteful government spending.

The election result triggered Abe's resignation and in September 2007, he was replaced by his LDP rival Yasuo Fukuda. The new premier has managed, temporarily, to halt the massive slide in the government's support. Ozawa's mistakes have helped in this task. The DPJ, mainly for reasons of the legislative calendar, chose a foreign and security policy issue--the reauthorization of Japan's naval mission in the Indian Ocean in support of the U.S.-led "war on terrorism"--as the first test of strength. The DPJ has opposed this mission, arguing that Japan should not deploy forces overseas except in support of United Nations authorized operations.

This water was further muddied when Ozawa emerged from a series of meetings with Fukuda to announce his support for a deal on the maritime mission, tied to the formation of a "grand coalition" to govern Japan. The coalition proposal was reportedly offered by Fukuda and seemed to acknowledge the LDP's weakness. Ozawa's willingness to embrace this deal puzzled most observers and his own party repudiated him. Over the span of a few days, Ozawa resigned his party leadership and then agreed to come back to the post after issuing a public apology for his actions. Polls show that Ozawa suffered a significant loss of support from a public that is increasingly eager for change. But Fukuda is also very vulnerable. Among other things, the LDP is now stung with a growing scandal over questionable deals with defense contractors.

The Japanese Diet and political scene are now poised for months of battles over a range of policy issues, most of them related to domestic policy and the budget, rather than foreign policy. The DPJ, with a chastened Ozawa back at the helm, is apparently ready to use its control of the Upper House to challenge the ruling party coalition. Political uncertainty is now likely to be a dominant feature of Japanese life for months, if not years, to come.

China's Harmonious Society colloquium series

Nancy Shulman conducts laboratory and clinical research in the area of HIV therapeutics, with focus on antiretroviral resistance and treatment strategies of experienced patients, the impact of antiretroviral treatment on HIV co-receptor utilization, and HIV in China. she received her MD from Kansas University Medical School and holds a BA in biochemistry from University of Texas, Austin. She is a doctor specializing in internal medicine, pediatrics, and infectious diseases.

"Healthcare Coverage for 1.3 Billion: China's Odyssey"

Media coverage as well as the academic literature give conflicting appraisals of China's reality: Is China's healthcare system on the verge of collapse? Why is healthcare so expensive and difficult to access in contemporary China? Have reforms 'marketizing' healthcare drastically undermined progress in assuring affordable access for all? Or do hospitals and other providers constitute a last bastion of state control and bureaucratized monopoly in the name of equal access? Chinese analysts and policy advisers have engaged in a sometimes acrimonious debate; some champion a government-led, National Health Service-like model, while others passionately argue that market forces should play a greater role. In this talk, Karen Eggleston will present a brief overview of China's health system reforms and current developments.

Karen Eggleston focuses her research on comparative healthcare systems during economic development and transition from central planning to market-based economies. Her interests include the impact of payment incentives on healthcare insurer and provider behavior; chronic disease management; and incentives surrounding health behaviors such as the spread of HIV/AIDS and tuberculosis, overuse of antibiotics, and smoking. She earned her PhD in public policy from Harvard University and has MA degrees in economics and Asian studies from the University of Hawaii.

Karen Eggleston is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University and Director of the Stanford Asia Health Policy Program at the Shorenstein Asia-Pacific Research Center at FSI. She is also a Fellow with the Center for Innovation in Global Health at Stanford University School of Medicine, and a Faculty Research Fellow of the National Bureau of Economic Research (NBER). Her research focuses on government and market roles in the health sector and Asia health policy, especially in China, India, Japan, and Korea; healthcare productivity; and the economics of the demographic transition.

Eggleston earned her PhD in public policy from Harvard University and has MA degrees in economics and Asian studies from the University of Hawaii and a BA in Asian studies summa cum laude (valedictorian) from Dartmouth College. Eggleston studied in China for two years and was a Fulbright scholar in Korea. She served on the Strategic Technical Advisory Committee for the Asia Pacific Observatory on Health Systems and Policies and has been a consultant to the World Bank, the Asian Development Bank, and the WHO regarding health system reforms in the PRC.

A key issue in political economy concerns the accountability that governance structures impose on public officials and how elections and representative democracy influences the allocation of public resources. In this talk, Rozelle discusses a unique survey data set from 2450 randomly selected villages. The data describe China's recent progress in village governance reforms and its relationship to the provision of public goods in rural China between 1998 and 2004.

Rozelle and his colleagues examined two sets of questions using an empirical framework based on a theoretical model in which local governments must decide to allocate fiscal resources between public goods investments and other expenditures. They discovered--both in descriptive and econometric analyses--that when the village leader is elected, the provision of public goods rises (compared to the case when the leader is appointed by upper level officials). Thus, one may conclude that democratization--at least at the village level in rural China--appears to increase the quantity of public goods investment. Further, they find that when village leaders who had been elected are able to implement more public projects during their terms of office, they, as the incumbent, are more likely to be reelected.

Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of Stanford Center on China's Economy and Institutions in the Freeman Spogli Institute for International Studies and Stanford Institute for Economic Policy Research at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. Previously, Rozelle was a professor at the University of California, Davis and an assistant professor in Stanford’s Food Research Institute and department of economics. He currently is a member of several organizations, including the American Economics Association, the International Association for Agricultural Economists, and the Association for Asian Studies. Rozelle also serves on the editorial boards of Economic Development and Cultural Change, Agricultural Economics, the Australian Journal of Agricultural and Resource Economics, and the China Economic Review.

His research focuses almost exclusively on China and is concerned with: agricultural policy, including the supply, demand, and trade in agricultural projects; the emergence and evolution of markets and other economic institutions in the transition process and their implications for equity and efficiency; and the economics of poverty and inequality, with an emphasis on rural education, health and nutrition.

Rozelle's papers have been published in top academic journals, including Science, Nature, American Economic Review, and the Journal of Economic Literature. His book, Invisible China: How the Urban-Rural Divide Threatens China’s Rise, was published in 2020 by The University of Chicago Press. He is fluent in Chinese and has established a research program in which he has close working ties with several Chinese collaborators and policymakers. For the past 20 years, Rozelle has been the chair of the International Advisory Board of the Center for Chinese Agricultural Policy; a co-director of the University of California's Agricultural Issues Center; and a member of Stanford's Walter H. Shorenstein Asia-Pacific Research Center and the Center on Food Security and the Environment.

In recognition of his outstanding achievements, Rozelle has received numerous honors and awards, including the Friendship Award in 2008, the highest award given to a non-Chinese by the Premier; and the National Science and Technology Collaboration Award in 2009 for scientific achievement in collaborative research.

Within weeks of 9/11, Japan dispatched ships to the Indian Ocean to provide fuel and other support to the Western forces waging the war in Afghanistan.

It was the first time since World War II that Japan sent forces abroad to support an overseas military conflict, although in a noncombat role. American policymakers hailed Japan as a loyal ally, willing to put "boots on the ground."

Come Nov. 1, however, the Japanese ships will be heading home.

American officials worry that, after taking steps to shed its postwar pacifism, Japan will now shirk its role as an ally in international security.

But these concerns are alarmist. The Japanese government, even its liberal opposition party, has shown a desire and commitment to contribute to global security.

A renewal of the law authorizing the mission in Afghanistan is now increasingly unlikely, since the opposition Democratic Party of Japan (DPJ), which opposes the measure, won a shocking victory in last summer's elections for the upper house of parliament. While the ruling conservative Liberal Democratic Party (LDP) is still determined to reauthorize the military role, it faces significant public opposition and a tough road in the parliament.

Some American officials and experts have issued bellicose warnings that not renewing the mission would signal a dangerous retreat from Japan's responsibilities in the world and undermine the security alliance. Others accused DPJ leader Ozawa Ichiro of being irresponsible, even "anti-American."

These remarks are clumsy and unfair. The possibility of Japan's return to a lesser security role is real enough, but its mission in Afghanistan is the wrong test of the country's reliability as an ally.

In reality, the maritime mission has become largely symbolic. As for Mr. Ozawa, if Americans would listen carefully to his arguments, they would find that he seeks to expand, not contract, Japan's global security role.

What the US sees as backtracking on global responsibility is actually something else --opposition, shared by Japan's liberal and conservative parties, to the American decision to invade Iraq. Once carefully buried behind the appearance of alliance solidarity, it is now surfacing.

Ozawa and his party have been unusually open in questioning the Iraq war, characterizing it as a war without clear international justification. According to reliable accounts, Japanese Prime Minister Fukuda Kazuo privately shares that view, as do others in the LDP.

US officials critical of the DPJ for avoiding a greater security role for Japan should remember that the party supported the antiterrorism law when it was passed in 2001. But they refused to support its renewal later after the Iraq war began. Over time, senior DPJ members say, the mission's original purpose got muddied with military operations in Iraq. Japanese and American officials deny that any diversion took place, but the Pentagon admits that ships engage in multiple missions and there is no way to segregate how fuel is used.

The new version of the law proposed by the LDP explicitly narrows the role of the Navy to supporting antiterrorist interdiction operations, a backhanded acknowledgment that there was no clear separation from the Iraq war.

Ozawa has long advocated a more visible security role for Japan outside its borders, calling on the government to send forces to aid the Gulf War in 1991 and pushing through legislation allowing Japanese participation in UN peacekeeping operations.

Japanese peacekeepers, however, are restricted to noncombat missions. Despite inching toward a larger security role, the government stands by an interpretation of Japan's American-authored antiwar clause in its Constitution that bars the use of force for anything other than to respond to an attack on themselves. But Ozawa has long contended that the constitutional bar should not extend to UN activities.

This month, Ozawa proposed that instead of the maritime force, Japan should send peacekeepers to Afghanistan under the auspices of the UN-authorized international security forces, and to Sudan as well.

Ironically, the ruling conservatives reject that as unconstitutional, arguing it would be an act of collective defense rather than self-defense.

"If Japan is to really be an ally of the US ..." Ozawa wrote, "it should hold its head up high and strive to give proper advice to the US." And in order to do that," he continued, "Japan had to be willing to put itself more on the line by sharing responsibility for peacekeeping, not just sending a few boats out of harm's way."

These are ideas that should be embraced, rather than denounced, by American officials.

What are the underpinnings of India's vibrant technology sector? Dr. Dossani will look at the causes and prospects of the sector, including the role of the diaspora, education, familiarity with the English language, entrepreneurship and economic and political reforms.

Rafiq Dossani is a senior research scholar at Shorenstein APARC, responsible for developing and directing the South Asia Initiative. His research interests include South Asian security, and financial, technology, and energy-sector reform in India. He is currently undertaking projects on political reform, business process outsourcing, innovation and entrepreneurship in information technology in India, and security in the Indian subcontinent.

Dossani holds a BA in economics from St. Stephen's College, New Delhi, India; an MBA from the Indian Institute of Management, Calcutta, India; and a PhD in finance from Northwestern University.

His latest book, India Arriving: How This Economic Powerhouse is Redefining Global Business, will be available at the seminar.

Rafiq Dossani was a senior research scholar at Stanford University's Shorenstein Asia-Pacific Research Center (Shorenstein APARC) and erstwhile director of the Stanford Center for South Asia. His research interests include South Asian security, government, higher education, technology, and business.  

Dossani’s most recent book is Knowledge Perspectives of New Product Development, co-edited with D. Assimakopoulos and E. Carayannis, published in 2011 by Springer. His earlier books include Does South Asia Exist?, published in 2010 by Shorenstein APARC; India Arriving, published in 2007 by AMACOM Books/American Management Association (reprinted in India in 2008 by McGraw-Hill, and in China in 2009 by Oriental Publishing House); Prospects for Peace in South Asia, co-edited with Henry Rowen, published in 2005 by Stanford University Press; and Telecommunications Reform in India, published in 2002 by Greenwood Press. One book is under preparation: Higher Education in the BRIC Countries, co-authored with Martin Carnoy and others, to be published in 2012.

Dossani currently chairs FOCUS USA, a non-profit organization that supports emergency relief in the developing world. Between 2004 and 2010, he was a trustee of Hidden Villa, a non-profit educational organization in the Bay Area. He also serves on the board of the Industry Studies Association, and is chair of the Industry Studies Association Annual Conference for 2010–12.

Earlier, Dossani worked for the Robert Fleming Investment Banking group, first as CEO of its India operations and later as head of its San Francisco operations. He also previously served as the chairman and CEO of a stockbroking firm on the OTCEI stock exchange in India, as the deputy editor of Business India Weekly, and as a professor of finance at Pennsylvania State University.

Dossani holds a BA in economics from St. Stephen's College, New Delhi, India; an MBA from the Indian Institute of Management, Calcutta, India; and a PhD in finance from Northwestern University.

Nae-Young Lee is a Professor of the Department of Political Science and Director of Asiatic Research Center at Korea University. He also serves as Director of Center for Public Opinion Research at the East Asia Institute, and an Executive Board Member of the Korean Political Science Association. Professor Lee received his Ph. D. from the University of Wisconsin-Madison and was a professor at Kyung Hee University, a research fellow at the Sejong Institute, and a member of the Presidential Policy Planning Committee.

As an expert on Korean and Comparative Politics, Electoral Studies, East Asian Political Economy, he has coauthored and edited various books and published numerous articles in international and Korean scholarly journals. The talk will explore conceptions of nation and national identity in both North Korea (DPRK) and South Korea (ROK) and the ways in which the two Koreas demonstrate areas of convergence and divergence in this all-important arena. While many Koreans still claim to be unified by primordial bonds of blood, language, and culture, differing ideals and priorities in the ROK and the DPRK have the potential of pushing the two Korea's further apart.

Larsen teaches undergraduate and graduate courses on the history of North and South Korea, East Asia, and the world, at the George Washington University. His book, Tradition, Trade and Empire: The Qing Empire and Choson Korea, is forthcoming. He has published, presented, and commented on a variety of contemporary issues including North Korea, nationalism and elections in South Korea, and Sino-Korean relations. He has appeared on ABC, MSNBC, VOA, the Canadian Broadcast System, and Al Jazeera. Dr. Larsen is the director of the Sigur Center for Asian Studies at the George Washington University. He received his PhD in history from Harvard University.

Japan's ruling party suffered a historic defeat Sunday. For the first time since the conservative Liberal Democratic Party (LDP) was formed in 1955, an opposition party has become the largest party in the upper house.

The powerful message delivered by Japanese voters has significant implications not only for Japan but also for the rest of the world, not least for its close ally, the United States.

The election result revives momentum in Japan toward creation of a viable two-party system, potentially ending the conservative postwar monopoly on power. Japanese voters expressed deep anxiety about the impact of economic change upon their treasured social order. They embraced the campaign of the Democratic Party (the main opposition) against growing income inequality and the failure of the state to take care of an aging population.

Equally important, the vote was a humiliating defeat for Prime Minister Shinzo Abe's agenda of giving priority to revising Japan's antiwar Constitution and allowing its military to take on a global role in support of the US. Democratic Party leader Ichiro Ozawa effectively portrayed Mr. Abe as a man out of touch with the concerns of ordinary Japanese. But he also articulated an alternative vision of Japan's international role, calling for closer ties to its Asian neighbors and sending troops overseas only under the auspices of United Nations peacekeeping missions.

Since 9/11, Japan has been among the most loyal, if not unquestioning, of US allies. It sent troops to Iraq, provided logistical support to the war in Afghanistan, and outdid the US in putting pressure on North Korea. Most recently, Abe echoed the rhetoric of the Bush administration, calling for formation of a "values-based" alliance of democracies along with India and Australia, implicitly aimed at containing a rising China. The election results will certainly slow, if not reverse, this tight synchronization.

For the business community, the vote will raise concerns that needed economic policy actions such as fiscal reforms will get stalled in a gridlocked parliament. The vote reminds politicians that the economic recovery has left an awful lot of Japanese behind, with real wages falling, youth unemployment high, and the elderly drawing down their savings to survive. Abe's feel-good rhetoric and focus on security just angered those Japanese.

There remains strong support for gradual change. Most Japanese want the country to take on a more "normal" security role, but one that will stop far short of overdrawn fears of a remilitarized Japan. And many Japanese, particularly in the younger generation, back economic reform, though not at the expense of social stability.

The most intriguing question is the future of Japan's democracy. Abe is resisting calls for his resignation, attributing the vote to a series of scandals in his Cabinet and most of all to the revelation that the government's national pension system had lost the records of some 50 million people. The election result was bad luck, Abe claimed, not a repudiation of his administration's overall policies -- a view shared by Washington policymakers.

Exit polls do confirm that voters were strongly motivated by these issues. But they also express little faith in the personal leadership of Abe, who tried to cover up the pension debacle. He suffered from an unfavorable comparison to his predecessor, Junichiro Koizumi, one of Japan's most popular postwar leaders.

But the election suggests that Mr. Koizumi's personal charisma only temporarily reversed a longer trend of drift away from the ruling conservatives, particularly by unaffiliated swing voters in Japan's cities and suburbs. Mr. Ozawa, one of Japan's most brilliant politicians, managed to both regain those voters and steal away traditional conservative backers in rural areas among farmers and pensioners worried about their future.

Ozawa, whom I have known for more than two decades, is a man of uncommon political vision. He is a former LDP stalwart who has relentlessly pursued the goal of creating a clearly defined two-party system that can create real competition. He was the architect of a split in the LDP that briefly brought the opposition to power in the early 1990s.

Over dinner last fall, Ozawa laid out to me what seemed then like an incredibly audacious plan to regain power. First to win a series of local elections, leading up to a defeat of the LDP in the upper house election, forcing in turn the dissolution of the lower house and new elections. He clearly hopes to split the LDP again and pry away its coalition partner, the New Komeito Party, as part of his strategy of realignment.

The Democratic Party has yet to demonstrate its own ability to rule, but it would be unwise to underestimate Ozawa. And it would be foolish to dismiss the desire for change delivered by Japanese voters on Sunday.

Karen Eggleston is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University and Director of the Stanford Asia Health Policy Program at the Shorenstein Asia-Pacific Research Center at FSI. She is also a Fellow with the Center for Innovation in Global Health at Stanford University School of Medicine, and a Faculty Research Fellow of the National Bureau of Economic Research (NBER). Her research focuses on government and market roles in the health sector and Asia health policy, especially in China, India, Japan, and Korea; healthcare productivity; and the economics of the demographic transition.

Eggleston earned her PhD in public policy from Harvard University and has MA degrees in economics and Asian studies from the University of Hawaii and a BA in Asian studies summa cum laude (valedictorian) from Dartmouth College. Eggleston studied in China for two years and was a Fulbright scholar in Korea. She served on the Strategic Technical Advisory Committee for the Asia Pacific Observatory on Health Systems and Policies and has been a consultant to the World Bank, the Asian Development Bank, and the WHO regarding health system reforms in the PRC.
