How does a corrupt government stop corruption? What if that government is democratic, and must cultivate the support of political parties that are themselves corrupt? Is fostering reform in such a political economy the equivalent of trying to make snow in hell?

These questions may be overstated, but the dilemmas they convey are all too real. Witness the storm of concern triggered by the recent resignation of the highest-profile reformist in Indonesia, Sri Mulyani Indrawati, from her linchpin job as minister of finance in a country that was ranked the most corrupt and the most democratic in Southeast Asia in 2009.

Sri Mulyani waged unremitting war on graft. Under her stewardship of the finance ministry, more than 150 of its personnel were dishonorably discharged. Nearly 2,000 more were otherwise punished for infractions. She led a vigorous campaign against tax cheats. Among them were rich and influential people who had grown accustomed to absconding with funds they owed the government.

Euromoney named her ‘finance minister of the year’ in 2006—a post she had only taken up the year before. In 2008 and again in 2009 Forbes magazine admiringly listed her among ‘the 100 most powerful women in the world.’ Correspondingly, on the heels of her resignation on 5 May 2010, Indonesian stocks and rupiahs fell.

Indonesian president Susilo Bambang Yudhoyono (SBY) was directly elected to that office in 2004 and, for a second five-year term, in 2009. As president he has opposed corruption and championed reform. Fatefully, however, in 2004 he chose a wealthy businessman, Aburizal Bakrie, to join his government as coordinating minister for the economy.

In 2006 in East Java, a Bakrie-controlled company using an unprotected drill while probing for gas may have triggered a mud volcano that would swallow more than a dozen villages and render more than 15,000 people homeless. In 2010 the volcano continued to spew an estimated 100,000 tons of mud daily onto the surface. Bakrie’s reputation for probity was not enhanced when, reportedly against Mulyani’s advice, he insisted on denying responsibility for the disaster. Instead he blamed an undersea earthquake that had struck off the south coast of Java, some 250 kilometers away, two days before the mud erupted. Opinions remain divided as to what caused what.

An unambiguously man-made crisis in 2008, the global financial meltdown, shrank the Jakarta stock market, Bakrie’s holdings included. Trading on the exchange was temporarily suspended. Bakrie urged his fellow cabinet member Mulyani to extend the suspension. She refused. He was furious. Her relations with him worsened further when she slapped travel bans on certain Bakrie company executives accused of tax evasion.

In 2009 Bakrie became chair of the Golkar Party. Toward the end of that year he led a fierce campaign in the Indonesian legislature against both Mulyani and another nonpartisan technocrat, Indonesian vice-president Boediono, for malfeasance related to the government’s decision in 2008 to rescue an ailing financial institution, Bank Century. The bailout may have prevented a spiral of withdrawals, and thus helped Indonesia weather the global crisis, but the effort cost far more than expected, and some of the infusions apparently benefited key depositors more than the bank itself.

Legitimate financial questions were soon superseded, however, by a thoroughly political effort on the part of politicians and their supporters opposed to Mulyani and her reforms to oust not only her but the vice-president as well. Mulyani’s and Boediono’s opponents included, in addition to Bakrie, others whose circumstancial links to corruption she had uncovered.

An anti-Mulyani case in point is the Justice and Welfare Party (PKS). Despite priding itself on upholding Islamic ethics and opposing corruption, the PKS rejected allegations that one of its legislators, Muhammad Misbakhun, could have been implicated in a fictitious Bank Century letter of credit for US $22.5 million. When, at the end of April 2010, Misbakhun was arrested and detained on a warrant signed by the national police official in charge of economic and tax crimes, PKS leaders accused the police of having an ulterior motive. The party had by then, in effect, joined the anti-Mulyani chorus.

Subjected to intense and prolonged criticism by these politicians in the glare of the media, Mulyani had ample reason to quit the spotlight, resign, and leave Indonesia. (On 1 June 2010 she will become a managing director of the World Bank in Washington DC.) But her long record of nonpartisan tenacity in the struggle against corruption makes it hard to believe that she simply lost her will to fight. For the time being it is impossible to rule out that she was sacrificed for the sake of a restoration of political comity between SBY and his opponents.

The irony is that Golkar and the PKS had joined with SBY’s Democrat Party to form a ruling coalition, to which they continue to belong. SBY had built that coalition with the expectation that its members, having joined the government, would support it, including its campaign against corruption.

That inclusive or ‘rainbow’ strategy was a triple failure. First, cabinet posts that might have been held by competent and ethical nonpartisans motivated by a desire for public service were allocated instead to partisans whose skills and motives, shall we say, varied. Governance suffered. Second, coalition-party leaders who were given ministerial posts in return for ensuring broad legislative backing for the government in the legislature either would not or could not deliver that support. Cooptation failed. Third, some ruling-team politicians, who might have at least stood back from the fray, instead jumped in, seemingly hoping to blunt the government’s efforts to diminish corruption and improve governance while protecting themselves and furthering their own careers. Discipline frayed.

Mulyani has resigned. Has Bakrie won?

In a recent conversation, an off-the-record analyst anticipated ‘more stability, which, in Indonesia, correlates inversely with reform.’ He could be wrong. But it may not be coincidental that on 6 May 2010, one day after Mulyani announced her resignation, SBY met with ruling-coalition leaders. Or that the meeting launched a Coalition Parties Forum whose daily activities will be led by none other than the chair of the Golkar Party, Aburizal Bakrie. Or that Bakrie reported that SBY had agreed that the Forum would not try to bind the coalition to a common position. Or that, again according to Bakrie, whereas previously the coalition parties were only asked to help safeguard the government’s policies, henceforth they would be asked to help determine them as well. Much will depend on Mulyani’s replacement as minister of finance, and on whether he or she is told to stop rocking the boat.

If Mulyani’s remarkable legacy is indeed erased, illiberal circles in Singapore may think, ‘We thought so. Democracy does thwart reform.’ But my own judgment in hindsight will be less sweeping.

Indonesia’s Democrat Party is still basically an extension of the appealing personality of SBY. Over the six years since he was first elected president, more time, energy, and resources could have been invested in deepening the roots and popularity of the party itself. Had those assets been so spent, the Democrats might have been able, in the legislative elections of 2009, to enlarge their contingent of lawmakers enough to be able to rule, not by the dubious grace of Sri Mulyani’s antagonists, but in SBY’s and his party’s own right—subject to democracy’s checks and balances, yes, but freed of the need to cobble together a coalitional rainbow of colors that clash.

On February 26 and 27, 2010, the SPRIE-Stanford Project on Japanese Entrepreneurship hosted its second annual conference, "Entrepreneurship and Innovation in Japan" at the Bechtel Conference Center in Encina Hall at Stanford University, made possible through generous support from Cisco Systems and The Miner Foundation.

Scholars from universities across Japan and the United States gathered to present and discuss new papers seeking to understand the trends and dynamics of business and innovation in Japan through the lens of entrepreneurial companies, and institutions that affect those companies.

The Korean Studies Program (KSP) of the Walter H. Shorenstein Asia-Pacific Research Center (APARC) is pleased to announce that Mr. John Everard will join the Center for the 2010-2011 academic year. Mr. Everard's research will be on North Korean life and society. During his fellowship at the Center, he will hold seminars related to his research project and will be involved in various projects on Korea.

With frequent appearances on BBC discussing North Korea, Mr. Everard, former British Ambassador to North Korea, 2006-2008, will bring extensive knowledge of North Korea, China and South America to APARC.  He served as British Ambassador to Uruguay in 2001-2005, and was head of the Political Section in Beijing 2000-2001.  He was responsible for political relations with the troubled states of West Africa and managed mutinational efforts to restore democracy to Bosnia, 1995-1998.  He became the youngest British Ambassador to Belarus in 1993.

Mr. Everard studied French, German and Chinese at Emmanuel College, Cambridge, and studied Chinese history and economics at Bejing University. He holds an MA from Manchester Business School.

Pantech Fellowships, generously funded by Pantech Group of Korea, are intended to cultivate a diverse international community of scholars and professionals committed to and capable of grappling with challenges posed by developments in Korea. In the wake of the global financial crisis, some have dubbed China and the United States the G2, a name that signifies their centrality in resolving the world's economic and political problems. Even so, the relationship between China and the Unites States is rife with new tensions as both countries fight their way back to economic health. Trade and currency challenges persist on both sides, often hampered by high-stakes domestic politics. Such issues are further complicated by security concerns in the Middle East, Asia, and elsewhere. In its annual conference to honor the memory of eminent China scholar Michel Oksenberg, Stanford's Shorenstein Asia-Pacific Research Center (APARC) will gather a group of distinguished analysts to examine these points and what the future might hold.

The Oksenberg Lecture, held annually, honors the legacy of Professor Michel Oksenberg (1938-2001). A senior fellow at Shorenstein APARC and the Freeman Spogli Institute for International Studies, Professor Oksenberg served as a key member of the National Security Council when the United States normalized relations with China, and consistently urged that the United States engage with Asia in a more considered manner. In tribute, the Oksenberg Lecture recognizes distinguished individuals who have helped to advance understanding between the United States and the nations of the Asia-Pacific.

In 2009 the decision was made to expand this series from it's original lecture format to a workshop in order to bring scholars and policy makers together to discuss the ever changing role China is playing in today's world. This new format allows for the exchange of ideas and opinions amongst today's top experts.

Gi-Wook Shin is the William J. Perry Professor of Contemporary Korea in the Department of Sociology, senior fellow at the Freeman Spogli Institute for International Studies, and the founding director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC) since 2001, all at Stanford University. In May 2024, Shin also launched the Taiwan Program at APARC. He served as director of APARC for two decades (2005-2025). As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, democracy, migration, and international relations.

In Summer 2023, Shin launched the Stanford Next Asia Policy Lab (SNAPL), which is a new research initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia. Across four research themes– “Talent Flows and Development,” “Nationalism and Racism,” “U.S.-Asia Relations,” and “Democratic Crisis and Reform”–the lab brings scholars and students to produce interdisciplinary, problem-oriented, policy-relevant, and comparative studies and publications. Shin’s latest book, The Four Talent Giants, a comparative study of talent strategies of Japan, Australia, China, and India to be published by Stanford University Press in the summer of 2025, is an outcome of SNAPL.

Shin is also the author/editor of twenty-seven books and numerous articles. He gives frequent lectures and seminars on topics ranging from Korean nationalism and politics to Korea's foreign relations, historical reconciliation in Northeast Asia, and talent strategies. He serves on councils and advisory boards in the United States and South Korea and promotes policy dialogue between the two allies. He regularly writes op-eds and gives interviews to the media in both Korean and English.

Before joining Stanford in 2001, Shin taught at the University of Iowa (1991-94) and the University of California, Los Angeles (1994-2001). After receiving his BA from Yonsei University in Korea, he was awarded his MA and PhD from the University of Washington in 1991.

Jean C. Oi is the William Haas Professor of Chinese Politics in the department of political science and a Senior Fellow of the Freeman Spogli Institute for International Studies at Stanford University. She is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. Professor Oi is also the founding Lee Shau Kee Director of the Stanford Center at Peking University.

A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the Department of Government at Harvard University before joining the Stanford faculty in 1997.

Her work focuses on comparative politics, with special expertise on political economy and the process of reform in transitional systems. Oi has written extensively on China's rural politics and political economy. Her State and Peasant in Contemporary China (University of California Press, 1989) examined the core of rural politics in the Mao period—the struggle over the distribution of the grain harvest—and the clientelistic politics that ensued. Her Rural China Takes Off (University of California Press, 1999 and Choice Outstanding Academic Title, 1999) examines the property rights necessary for growth and coined the term “local state corporatism" to describe local-state-led growth that has been the cornerstone of China’s development model. 

She has edited a number of conference volumes on key issues in China’s reforms. The first was Growing Pains: Tensions and Opportunity in China's Transformation (Brookings Institution Press, 2010), co-edited with Scott Rozelle and Xueguang Zhou, which examined the earlier phases of reform. Most recently, she co-edited with Thomas Fingar, Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press, 2020). The volume examines the difficult choices and tradeoffs that China leaders face after forty years of reform, when the economy has slowed and the population is aging, and with increasing demand for and costs of education, healthcare, elder care, and other social benefits.

Oi also works on the politics of corporate restructuring, with a focus on the incentives and institutional constraints of state actors. She has published three edited volumes related to this topic: one on China, Going Private in China: The Politics of Corporate Restructuring and System Reform (Shorenstein APARC, 2011); one on Korea, co-edited with Byung-Kook Kim and Eun Mee Kim, Adapt, Fragment, Transform: Corporate Restructuring and System Reform in Korea (Shorenstein APARC, 2012); and a third on Japan, Syncretism: The Politics of Economic Restructuring and System Reform in Japan, co-edited with Kenji E. Kushida and Kay Shimizu (Brookings Institution, 2013). Other more recent articles include “Creating Corporate Groups to Strengthen China’s State-Owned Enterprises,” with Zhang Xiaowen, in Kjeld Erik Brodsgard, ed., Globalization and Public Sector Reform in China (Routledge, 2014) and "Unpacking the Patterns of Corporate Restructuring during China's SOE Reform," co-authored with Xiaojun Li, Economic and Political Studies, Vol. 6, No. 2, 2018.

Oi continues her research on rural finance and local governance in China. She has done collaborative work with scholars in China, including conducting fieldwork on the organization of rural communities, the provision of public goods, and the fiscal pressures of rapid urbanization. This research is brought together in a co-edited volume, Challenges in the Process of China’s Urbanization (Brookings Institution Shorenstein APARC Series, 2017), with Karen Eggleston and Wang Yiming. Included in this volume is her “Institutional Challenges in Providing Affordable Housing in the People’s Republic of China,” with Niny Khor. 

As a member of the research team who began studying in the late 1980s one county in China, Oi with Steven Goldstein provides a window on China’s dramatic change over the decades in Zouping Revisited: Adaptive Governance in a Chinese County (Stanford University Press, 2018). This volume assesses the later phases of reform and asks how this rural county has been able to manage governance with seemingly unchanged political institutions when the economy and society have transformed beyond recognition. The findings reveal a process of adaptive governance and institutional agility in the way that institutions actually operate, even as their outward appearances remain seemingly unchanged.

Michael Armacost (April 15, 1937 – March 8, 2025) was a Shorenstein APARC Fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) from 2002 through 2021. In the interval between 1995 and 2002, Armacost served as president of Washington, D.C.'s Brookings Institution, the nation's oldest think tank and a leader in research on politics, government, international affairs, economics, and public policy. Previously, during his twenty-four-year government career, Armacost served, among other positions, as undersecretary of state for political affairs and as ambassador to Japan and the Philippines.

Armacost began his career in academia, as a professor of government at Pomona College. In 1969, he was awarded a White House Fellowship and was assigned to the Secretary and Deputy Secretary of State. Following a stint on the State Department's policy planning and coordination staff, he became a special assistant to the U.S. ambassador in Tokyo from 1972 to 74, his first foreign diplomatic post. Thereafter, he held senior Asian affairs and international security posts in the State Department, the Defense Department, and the National Security Council. From 1982 to 1984, he served as U.S. ambassador to the Philippines and was a key force in helping the country undergo a nonviolent transition to democracy. In 1989, President George Bush tapped him to become ambassador to Japan, considered one of the most important and sensitive U.S. diplomatic posts abroad.

Armacost authored four books, including, Friends or Rivals? The Insider's Account of U.S.–Japan Relations (1996), which draws on his tenure as ambassador, and Ballots, Bullets, and Bargains: American Foreign Policy and Presidential Elections (2015). He also co-edited, with Daniel Okimoto, the Future of America's Alliances in Northeast Asia, published in 2004 by Shorenstein APARC. Armacost served on numerous corporate and nonprofit boards, including TRW, AFLAC, Applied Materials, USEC, Inc., Cargill, Inc., and Carleton College, and he currently chairs the board of The Asia Foundation.  

A native of Ohio, Armacost graduated from Carleton College and earned his master's and doctorate degrees in public law and government from Columbia University. He received the President's Distinguished Service Award, the Defense Department's Distinguished Civilian Service Award, the Secretary of State's Distinguished Services Award, and the Japanese government’s Grand Cordon of the Order of the Rising Sun.

Thomas Fingar is a Shorenstein APARC Fellow in the Freeman Spogli Institute for International Studies at Stanford University. He was the inaugural Oksenberg-Rohlen Distinguished Fellow from 2010 through 2015 and the Payne Distinguished Lecturer at Stanford in 2009.

From 2005 through 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Fingar served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2000-01 and 2004-05), principal deputy assistant secretary (2001-03), deputy assistant secretary for analysis (1994-2000), director of the Office of Analysis for East Asia and the Pacific (1989-94), and chief of the China Division (1986-89). Between 1975 and 1986 he held a number of positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

Fingar is a graduate of Cornell University (A.B. in Government and History, 1968), and Stanford University (M.A., 1969 and Ph.D., 1977 both in political science). His most recent books are From Mandate to Blueprint: Lessons from Intelligence Reform (Stanford University Press, 2021), Reducing Uncertainty: Intelligence Analysis and National Security (Stanford University Press, 2011), The New Great Game: China and South and Central Asia in the Era of Reform, editor (Stanford University Press, 2016), Uneasy Partnerships: China and Japan, the Koreas, and Russia in the Era of Reform (Stanford, 2017), and Fateful Decisions: Choices that will Shape China’s Future, co-edited with Jean Oi (Stanford, 2020). His most recent article is, "The Role of Intelligence in Countering Illicit Nuclear-Related Procurement,” in Matthew Bunn, Martin B. Malin, William C. Potter, and Leonard S Spector, eds., Preventing Black Market Trade in Nuclear Technology (Cambridge, 2018)."

North Korea is usually described as the “most isolated country on earth,” its people effectively cut off from the outside world. My research tells a different story—that perhaps one million North Koreans are secretly listening to foreign radio broadcasts. The number of listeners is believed to be growing, which is all the more amazing when one considers that North Korean authorities only distribute radios with fixed dials, assiduously jam foreign broadcasts, and send citizens caught listening to foreign radio to the country’s notorious gulags for as long as ten years.

Over a dozen radio stations from the United States, South Korea, and Japan currently broadcast to North Korea. Voice of America (VOA), one of the most popular stations, has been broadcasting to the North since 1942, while the equally popular Radio Free Asia (RFA) began its Korean broadcasts soon after being created by Congress in 1997. VOA focuses on news of the United States and the world, while RFA concentrates on the two Koreas. RFA also carries commentaries by two Korean speakers who grew up in the former Soviet Union and Romania. RFA serves as a substitute for the lack of a “free” station in North Korea, but unlike a typical “surrogate station”—which would be staffed largely by émigrés—RFA only employs one North Korean defector.

South Korea’s “Global Korean Network” has been declining in popularity since it ceased to focus on North Korea and adopted a decidedly soft approach after the election of Kim Dae-jung as president in 1997. However, three stations run by North Korean defectors have sprouted up over the past few years, led by Free North Korea Radio (FRNK). These stations employ stringers in North Korea who can communicate by cell phone or smuggle out interviews through China. As a result, information is flowing in and out of the North more rapidly than ever. For example, when major economic reforms were undertaken in 2002, it was months before the rest of the world knew. In contrast, when the regime launched a disastrous currency reform on November 30, 2009, FNKR filed a report within hours.

How do we know that North Koreans are actually listening to foreign broadcasts? First, on dozens of occasions, authorities in Pyongyang have used their own media to attack foreign broadcasters. The North reserves the insult “reptile” exclusively to describe foreign broadcasters. In late March 2010, the regime likened defector broadcasters to “human trash.” Ironically, this diatribe also contained the first official mention of the currency revaluation, so broadcasters have clearly struck a nerve. If they were in fact irrelevant, the regime would ignore them instead of lavishing them with free publicity.

Broadcasters to North Korea frequently receive heartbreaking messages from North Koreans in China, thanking them for their efforts. One listener described RFA as “our one ray of hope.” More importantly, over the past several years, thousands of North Korean defectors, refugees, and visitors to China have been interviewed about their listening habits. An unpublished 2009 survey of North Koreans in China found that over 20 percent had listened to the banned broadcasts, and almost all of them had shared the information with family members and friends. Several other surveys confirm these findings. While we cannot generalize the listening habits of a self-selected group to the general population, it is not unreasonable to conclude that there are more than a million surreptitious listeners. The North Korean regime is not only losing its monopoly on the control of information; defectors also cite foreign radio listening as one of the leading motivations to defect.

Despite valiant efforts and growing impact, much more could be done to improve broadcasting to North Korea. VOA and RFA only broadcast five hours a day, and the defector stations limp along with shoestring budgets, due to a pervasive indifference within South Korea.

President Obama’s human rights envoy for North Korea, Robert King, has pledged to expand funding for Korean broadcasting. For its part, Pyongyang claims that foreign broadcasts are part of the Obama administration’s “hostile policy” toward the North. Only time will tell if these efforts will lead to change we can believe in—both in Washington and Pyongyang.

Buddhaditta Bose, "Spanning the Chain and Capturing Value in the Clinical Research Outsourcing (CRO) Industry"

The clinical research outsourcing (CRO) industry is a multi-billion dollar industry that has grown over time and is dominated by a few global top CROs. There is no significant Indian player in the market because the global top CROs have strategically chosen to be at the higher end of the value chain. It is therefore imperative that an Indian CRO, like Reliance Life Sciences (RLS), focus its strategy on spanning the chain and providing higher value add to capture the attention of the clients and successfully compete in the marketplace thereby becoming a leading player in the market.

Bose's research looks at the industry value chain and the relative positioning of the case in point - RLS with respect to the value chain and provides recommendations on how RLS can climb up the value chain. His research also highlights the macro view of the industry in context of the basic theme of the research mentioned above.

Girish Masand, "Advanced Tools for Complete Characterization of Biopharmaceutical Products"

Characterization of biopharmaceuticals plays a key role in the identification, structural elucidation and quantitation of chemical constituents or chemical impurities in current protein based therapeutics. For a biopharmaceutical protein to be well characterized, it is essential to be able to define the natural molecular heterogeneity, impurity profile, and potency of that product with a high degree of confidence. Given the continuing development of new technologies in this field, and the complex nature of biopharmaceutical drugs, the recent guidance documents have been drafted to include more stringent and detailed analytical data requirements for product registration. In order to move faster through the regulatory framework and obtain product approval, it is important for any biopharmaceutical company to keep abreast of the current and emerging trend in analytical technologies.

Masand's research provides an assessment of current practices at Reliance Life Sciences and newer trends in analytical characterization of biopharmaceuticals, which will help Reliance Life Sciences to broaden its current perspective of product characterization, sequentially helping to launch its pipeline products at a faster pace.

Masatsugu Mitsuyama, "Strategy of Cable TV Companies - To Get Through the Competitive Environment, What Will Cable TV Companies Do?

In 1948, cable television (CATV) originated in the United States with the purpose of enhancing poor reception of local over-the-air television signals. Since its origin, the CATV industry has grown steadily, expanding its service line-ups and advancing its service features. However, in last two decades, the environment surrounding the CATV industry changed. Competitors such as DirecTV, Dish Network, Verizon and AT&T entered into multi-channel video service. With advanced service features and attractive pricing, these competitors promote existing CATV customers to switch providers and the CATV industry continued to decrease the number of video customers in the last 8 years. Mitsuyama analyzes the CATV industry's approach to get through this competitive environment. Service advancement seems to be a key factor for CATV companies to differentiate themselves. He makes argument especially on "advanced interactive services", on which the CATV industry is focusing its efforts.

Masahito Sugita, "Creation of New Business in Japan and U.S. - Consideration in the Trend Toward a Cloud Computing World"

"Cloud Computing" is a new concept in the structure of computing systems, and is spreading gradually into our lives and businesses. The big shift from the present computing style to the cloud computing style, especially in the fields of enterprise IT systems, is predicted to occur within the next 3 to 5 years. This will fundamentally change information and communication technology (ICT) business models around the world.

Sugita analyzes the impacts of cloud computing on the ICT businesses and the structure of industry, and investigates new strategies suitable for the changing business environments from the point of view of creating new business in Japan and the U.S.

Girish Masand is a corporate affiliate visiting fellow at Shorenstein APARC for 2009-10.  Prior to joining Shorenstein APARC, he has been working for Reliance Life Sciences at Navi Mumbai (India), as a Senior Research Scientist in therapeutic proteins.  His job responsibilities include the design of purification processes for therapeutic biotechnology products, process optimization and trouble-shooting of production processes, implementation of Quality by Design (QbD) for therapeutic biotechnology products, validation studies, characterization of final product and dossier preparations for regulatory submissions.  Masand will be doing his doctoral reserch in therapeutic proteins group.  He has previously worked with Intas Pharmaceuticals at Ahmedabad prior to joining Reliance Life Sciences in June 2001.

Masatsugu Mitsuyama is a corporate affiliate visiting fellow at Shorenstein APARC for 2009-10. 
Prior to joining Shorenstein APARC, he has worked in the CATV Department in Sumitomo Corporation for 6 years. His main responsibility was supporting the management of one of the  affiliated companies, Jupiter Telecommunications, Inc., which is the largest CATV company in Japan. At Jupiter Telecommunications, Inc., Mitsuyama was the manager of Corporate Planning Department and was in charge of M&A, planning corporate strategy, investing, etc. He graduated from Keio University with a major in Business and Commerce.

He started his career as a systems engineer of Mitsubishi Electric Corporation, Tokyo, Japan in 1987, and has been involved in development of various IT systems for enterprises, such as automobile manufacturers, dealers and transportation companies. His latest position at his company is as a manager in Strategic IT Business Planning Department and he is in charge of research for new IT businesses. He graduated from the University of Tokyo with a BE in Precision Machinery Engineering.

Hironori Iwane, "Smart Grid Strategies Concerning Renewable Energies in the United States and Japan"

The topic of Smart Grid has become more and more popular because technologies concerning it are effective for efficiency improvement and renewable energy increase in electric power systems. However, Smart Grid is an ambiguous term and its meanings vary with different audiences. Therefore, it is increasingly difficult to identify what Smart Grid is or understand the potential benefits or concern for future electric power systems. As the result, grasping strategies for future electric power systems is complicated. This research focuses on clarifying the future strategies for electric power systems in ambiguous renewable and Smart Grid circumstances.

Daiju Nakahashi, "Current and Future Trends of the Smart Grid in the U.S. and Japan - A Study of New Business Opportunities"

The Smart Grid is a next generation power grid that controls the supply and demand of electricity by using advanced information and communications technology. The Smart Grid is considered revolutionary in the power industry - just as the Internet was to the IT industry. In recent years, worldwide interest in the Smart Grid has increased due to its close relationship to renewable energy. In particular, the interest in the United States has grown significantly since the Obama administration unveiled its plan to invest heavily in the Smart Grid. Nakahashi's research in the Smart Grid examines current trends in the United States and Japan and analyzes opportunities for new businesses.

Tomohiro Yamaguchi, "Mobile Industry in the U.S. and Japan:  The Differences and Direction in Each Country"

With the rise of smartphones, such as the iPhone and Android phone, the mobile internet market is dramatically growing in the United States. In Japan, on the other hand, the closed nature of the market is seen as a problem, which is sometimes called "Galapagos", with the negative connotation of the nature. Yamaguchi considers the difference between both markets, and attempts to answer the questions -"Which market is leading?" and "How much is it leading?" Finally, Yamaguchi will conjecture the direction of the future.

Tomohiro Yamaguchi is a corporate affiliate visiting fellow at Shorenstein APARC for 2009-10.  Previously at Sumitomo Corporation in Japan, he was in charge of developing new business in the Mobile & Internet Business Department. In this capacity, he engaged in a startup of a DSL company, one of Sumitomo Corporation's venture businesses.  Additionally, he developed and operated new software products such as SaaS for enterprises and Music SNS for consumers.  He graduated from Kobe University with a BA in Intercultural Studies.

This annual award, which carries a cash prize of $10,000, honors a journalist not only for a distinguished body of work, but also for the particular way that work has helped American readers to understand the complexities of Asia. It is awarded jointly by the Walter H. Shorenstein Asia-Pacific Center at Stanford University, and the Shorenstein Center on Press, Politics, and Public Policy at Harvard University, part of the Kennedy School of Government. Events have been hosted alternately at both centers.

Barbara Crossette serves as United Nations correspondent for The Nation and is a freelance writer on foreign policy and international affairs. Her articles and essays have appeared periodically in World Policy Journal, published at the New School University in New York. "Will John Bolton Ruin the UN?" an article published in Foreign Policy, in the July/August 2006, presaged the campaign that led to the resignation of the ambassador.

Crossette was the New York Times bureau chief at the United Nations from 1994 to 2001. She was earlier a Times chief correspondent in Southeast Asia and South Asia and a diplomatic reporter in Washington. She has also reported from Central America, the Caribbean, and Canada, and been deputy foreign editor and senior editor in charge of the Times' weekend news operations. Before joining newspaper paper in 1973, Crossette worked for The Evening and Sunday Bulletin in Philadelphia and The Birmingham Post in Birmingham, England.

She is the author of several books on Asia, including So Close to Heaven: The Vanishing Buddhist Kingdoms of the Himalayas (1995) and The Great Hill Stations of Asia (1998). The latter was a New York Times notable book of the year in 1998. In 2000, Crossette wrote a survey of India and Indian-American relations, India: Old Civilization in a New World, for the Foreign Policy Association in New York. She is also the author of India Facing the 21st Century (1993). Most recently she was a co-author with George Perkovich of a section on India in the 2009 book Powers and Principles: International Leadership in a Shrinking World.

In 1999, Crossette received the Business Council of the United Nations' Korn Ferry Award for outstanding reporting on the organization, and in 2003 the United Nations Correspondents' Association's lifetime achievement award. In 2008, she was awarded a Fulbright prize for her contributions to international understanding.

Crossette has taught journalism, politics, and international affairs at a broad range of institutions, including the Columbia University Graduate School of Journalism, Punjab University, Princeton University, Bard College, and the Royal University of Phnom Penh. In 2004 and 2005 she also worked with journalists in Brazil as a Knight International Press Fellow.

Born in Philadelphia, Crossette received a BA in history and political science from Muhlenberg College. She is a member of the Council on Foreign Relations and the Women's Foreign Policy Group.
