Japan is often cited for failing to capitalize on its innovative technologies and design aesthetics in global markets, but the advent of cloud computing provides new opportunities, says Kenji Kushida, the research associate for the Japan Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC), in a new coauthored op-ed.
In Nikkei Asian Review, Kushida writes with Martin Kenney, a professor of community and regional development at the University of California, Davis, that Japan’s market has a strong record of developing high-quality hardware and services, particularly in the consumer electronics and digital content industries, but a majority remains domestic.
Often referred to as the “Galapagos syndrome,” Japan is a technology leader but its output is largely confined to its own borders. The term compares the country’s industry to the Galapagos Islands, located off the coast of Ecuador, where geographic isolation has led to unique evolutionary development.
Kushida, who heads a new research project on Silicon Valley-Japan relationships, and Kenney note that many of the high-end core components in products from U.S. and Asian manufacturers are Japanese, despite loss of visibility on the final product.
The authors also say the rise of global cloud-computing services offers an immense opportunity for Japan, and a way to escape the Galapagos syndrome and enhance its global competitiveness.

Kazuyuki Motohashi joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the period of September 2014 to March 2015 as this year's Sasakawa Peace Fellow, from the the University of Tokyo, where he serves as a professor at the Department of Technology Management for Innovation, Graduate School of Engineering. Until this year, he had taken various positions at the Ministry of Economy, Trade and Industry of the Japanese Government, economist at OECD, and associate professor at Hitotsubashi University.
His research interest covers a broad range of issues in economic and statistical analysis of innovation, including economic impacts of information technology, international comparison of productivity, national innovation systems focusing on science and industry linkages, and SME innovation and entrepreneurship policy. He has published several papers and books on the above issues, including Productivity in Asia: Economic Growth and Competitiveness (2007). At Shorenstein APARC, he is conducting the research project, “New Channles: Reinventing US-Japan Relationship”, particularly focusing on innovation in Silicon Valley and its linkage with the Japanese innovation system.
Mr. Motohashi was awarded his Master of Engineering degree from the University of Tokyo, MBA from Cornell University, and Ph.D. in business and commerce from Keio University.
The advent of Cloud computing as the new underlying global infrastructure of computing presents distinctive new opportunities and challenges for Europe. Cloud computing is transforming computing resources from a scarce to an abundant resource, driving a wave of commoditization in previously high-end software and hardware. Yong Suk Lee was the SK Center Fellow at the Freeman Spogli Institute for International Studies and Deputy Director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center at Stanford University. He served in these roles until June 2021.
Lee’s main fields of research are labor economics, technology and entrepreneurship, and urban economics. Some of the issues he has studied include technology and labor markets, entrepreneurship and economic growth, entrepreneurship education, and education and inequality. He is also interested in both the North and South Korean economy and has examined how economic sanctions affect economic activity in North Korea, and how management practices and education policy affect inequality in South Korea. His current research focuses on how the new wave of digital technologies, such as robotics and artificial intelligence affect labor, education, entrepreneurship, and productivity.
His research has been published in both economics and management journals including the Journal of Urban Economics, Journal of Economic Geography, Journal of Business Venturing, Journal of Health Economics, and Labour Economics. Lee also regularly contributes to policy reports and opinion pieces on contemporary issues surrounding both North and South Korea.
Prior to joining Stanford, Lee was an assistant professor of economics at Williams College in Massachusetts. He received his Ph.D. in Economics from Brown University, a Master of Public Policy from Duke University, and a Bachelor's degree and master's degree in architecture from Seoul National University. Lee also worked as a real estate development consultant and architecture designer as he transitioned from architecture to economics.

Kyeongsik Cho joins the Shorenstein APARC during the 2014-2015 academic year from the Ministry of Science, ICT and Future Planning (MSIP) in Korea where he serves as a director general. His research interests encompass how the US is currently solving national issues that involve slow growth, unemployment and how scientific technologies and ICT are used in solving those problems. Kyeongsik Cho holds an MS in finance from the Michigan State University, and a BA in Business Administration from the Korea University.
A central focus of the research efforts at Shorenstein APARC is to analyze the bridges linking Asia and the United States. As the Asian diaspora continues to grow in America and across the world, new possibilities have emerged for migrants who become integrated into their host societies while remaining engaged with their home societies. Such trans-migration creates new innovation and trade opportunities for both Asia and the United States, as a positive-sum game where both sides benefit.
On April 3, 2014, Karen Eggleston provided testimony before the U.S-China Economic and Security Review Commission at the "Hearing on China’s Healthcare Sector, Drug Safety, and the U.S.-China Trade in Medical Products."
Some of the questions addressed included:
How has the nature of disease in China changed in recent decades? What kind of burden might it place on China's future development?
If providers are "inducing" demand by overprescribing drugs, it this a public health crisis in the making?
Can you outline the pros and cons of market reform in China's healthcare sector? What might be the proper role of the state of improving healthcare delivery?
Kan bing nan, kan bing gui (inaccessible and unaffordable healthcare) is one of the top concerns of ordinary Chinese. Which groups are most affected? Is this a global problem, what lessons can we learn from China?
The pharmaceuticals industry features in China's Medium and Long-term Plan for Science and Technology (2006-2020), as well as in more recent measures to promote indigenous innovation and industrial upgrading. Is it fair to say that the Chinese government is prioritizing domestic pharmaceutical companies, which foster economic growth, over the welfare of patients?
What were major successes and failures of the 2009 healthcare reforms [in China]? How have those reforms been supplemented by more recent measures (e.g. last November's Third Plenum)?
What aspects of China's healthcare reform should the U.S. government and U.S. companies pay most attention to?
Michelle Obama promoted study abroad programs during a speech at the Stanford Center at Peking University in Beijing on Saturday, then encouraged Stanford and local high school students sitting in Palo Alto to be "citizen diplomats" during a high-tech videoconference.
In her remarks before the conversation with students, the first lady said that study abroad is a "vital part of our foreign policy."
"Study abroad is about shaping the future of your countries and the world we all share," she said.
Studying in a different country gives students the chance to immerse themselves in another culture, she said.
"That's how you realize that we all have a stake in each other's success – that cures discovered here in Beijing could save lives in America," she said. "That clean energy technologies from Silicon Valley in California could improve the environment here in China; that the architecture of an ancient temple in Xi'an could inspire the design of new buildings in Dallas or Detroit."
Obama spoke before an audience of 170 students, scholars, and alumni at the Stanford Center at Peking University (SCPKU) in Beijing – her only scheduled public appearance during a trip to China with her daughters.
"Two great universities, two great countries. The symbolism behind this event is truly remarkable," said Xinkai Mao, MBA '14. "My wife went to PKU and I go to Stanford. What a connection!"
Mao attended the event with Stanford Graduate School of Business classmate Paul Chen, MBA '14. Both lead a China study trip for fellow students starting Sunday.
Max Baucus, Washington's ambassador to Beijing, and a graduate of Stanford and the university's law school, reinforced Obama's message of personal learning and diplomacy, recounting his own exchange studies in France.
"I am standing here because of my experience at a study abroad program," he said.
Thirty-five years after the normalization of relations with China, the U.S. is supporting more American students in China than in any other country in the world.
"We're sending high school, college and graduate students here to study Chinese," Obama said. "We're inviting teachers from China to teach Mandarin in American schools. We're providing free online advising for students in China who want to study in the U.S. and the U.S. China Fulbright program is still going strong with more than 3,000 alumni."
The largest group of foreign students enrolled at Stanford today are Chinese – 860 students, up from about 600 two years ago.
"You can't learn what the First Lady is talking about only through books," said Chien Lee, BSMS '75, MBA '79, a former Stanford trustee and SCPKU's lead donor. "You have to have an in-person experience. That's what helps you appreciate the subtleties and differences. The center provides a place for people to have that exchange."
Milestone for SCPKU
The first lady's visit came the day after the second anniversary of SCPKU's opening. The center made Stanford the first American university to construct a building for its own use on a major Chinese university campus.
Obama's conversation with students sitting at Stanford's campus showcased the "highly immersive classrooms" at SCPKU and the Graduate School of Business. The rooms are identical, and use high-definition video technology to give participants in both locations the feeling that they are in the same room. The rooms will be used to conduct seminars between scholars at Stanford and PKU, and will also be used by the business school to expand the reach of its faculty.

The classroom features a curved wall of video screens and allows seamless conversation and real-time data sharing with participants on different continents.
"Through the wonders of modern technology, our world is more connected than ever before," Obama said. "Ideas can cross oceans with the click of a button. You don't need to get on a plane to be a citizen diplomat. If you have an Internet connection in your home, school or library, within seconds you can be transported anywhere in the world and meet people on every continent."
Sitting in the immersive classroom at SCPKU, Obama encouraged students to use all the resources at their disposal to become well-informed global citizens and decision makers, and to enrich the relationship between the U.S. and China.
"The creation of a global citizen is a critical mission of the great universities in modern times," said alumnus David Chao, MBA '93, who manages a global venture capital firm and attended Obama's speech. "When you have a global citizen with empathy, someone pushing the nuclear button is highly unlikely. It's especially relevant, when you see what's going on in Ukraine right now with people refusing to talk."
From neurology to energy and art
Stanford and Peking University have a long and growing collaboration that began with scholarly exchanges in the 1970s and student exchanges thereafter.
In remarks welcoming the first lady, Mariano-Florentino Cuéllar, the Stanley Morrison Professor of Law at Stanford Law School and Director of Stanford's Freeman Spogli Institute for International Studies, spoke of SCPKU's mission and its relationship to China's elite Peking University, also known as Beida.
"Stanford scholars – like their counterparts at Beida – are constantly seeking a deeper appreciation of different societies and their histories," Cuéllar said. "That leads to stronger relationships –geographically, politically and culturally. We are striving for a world that is ever more capable of transcending its differences. Stanford's special relationship with Beida is a shining example of these ideals."
Nine Stanford teaching and research programs, including the School of Medicine's Asian Liver Center, the Bing Overseas Studies Program, and the Graduate School of Business, have located operations at SCPKU. Seventeen faculty fellows from departments as diverse as neurology, art, bioengineering and music, have conducted research at the center. SCPKU has also hosted 32 workshops or seminars on topics as varied as "Leveraging PCs to Advance Learning in China's Rural Schools," "Energy in China," and "New Urban Formations: Comparative Urbanization."
The first cohort of 20 Stanford undergraduates to study at the center will arrive for their 10-week program March 31. The center already has been home to a meeting of U.S.-China officials discussing North Korea's nuclear program and a conference of electrical engineers reviewing Technology Standardization. China 2.0, a forum on venture capital and entrepreneurship organized by the Graduate School of Business, will be held at the center April 11.
The future
Looking ahead, SCPKU aspires to tackle intellectual questions that address not just the political economy and culture of China, but also the challenges that arise as China engages other parts of the world in trade. China's geopolitical interests and actions in Latin America, Africa, South Asia and Southeast Asia are all important questions that Stanford faculty want to address. "The center can and should be a research destination for Stanford faculty whose work touches on China but is not necessarily solely focused on the country or region," said Jean Oi, professor of political science, director of SCPKU, and a driving force behind the center's creation.
As SCPKU activity and scholarship continues to evolve, technology also will allow its intellectual content to reach a wider audience beyond the Beijing campus.

Hideichi Okada joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) from September, 2013 until March, 2014 as Sasakawa Peace Fellow with the Japan Studies Program (JSP).
His research interests encompass energy policies and trade policies in the context of possible cooperation between Japan and the U.S. During his time at Shorenstein APARC, Okada will be working to launch New Dialogue Program for future cooperation on various areas between Japan and the U.S., and other Asia Pacific countries.
Okada served as Vice Minister for International Affairs, Ministry of Economy, Trade and Industry (METI) from 2010 to 2012, where he promoted international trade and investment, and expanded industrial cooperation with various countries. He also served as Director General of Trade Policy Bureau (2008-2010) and Director General of Commerce and Information Policy Bureau of METI (2007-2008). He worked for Prime Minister Junichiro Koizumi as his executive assistant, where he dealt with policies on economy, industry, energy, science and technology, and environment, and with public relations (2001-2006). He was a professor at GRIPS (2006-2007) and a visiting scholar at Harvard Law School and IR/PS, University of California, San Diego in 2007.
Okada was born in Tokyo in 1951. He received LL.M. degree from Harvard Law School (1981) and graduated from the University of Tokyo with a LL.B. (1976). Currently, he is Senior Adviser, NTT Data Institute of Management and Consulting.
