Security

FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

Last January, Fumio Kishida made his first visit to Washington D.C. as Japan's Prime Minister, reaffirming the strength of the U.S.-Japan alliance. As the U.S.–China relationship continues to fracture, Japan has remained in close alignment with the United States, even signaling a paradigm shift in its recently revised National Security Strategy, naming China an “unprecedented strategic challenge,” and unveiling a record defense budget. “This is a revolutionary event in Japan's security policy," said Professor Ryosei Kokubun about Tokyo’s hike in military expenditure.

Kokubun, the Spring 2023 Payne Distinguished Fellow at the Freeman Spogli Institute for International Studies (FSI) and a visiting scholar at APARC, headlined this quarter’s Payne Lecture. Held on May 3, 2023, and co-hosted by APARC and FSI, the event focused on the U.S.-China rivalry and Japan’s position.

The Payne Lectureship at FSI, named for Frank E. Payne and Arthur W. Payne, aims to raise public understanding of the complex policy issues facing the global community and advance international cooperation. The lectureship brings to Stanford internationally esteemed leaders from academia and the policy world who combine visionary thinking and a broad, practical grasp of their fields with the capacity to provide insights into pressing challenges of global concern. Throughout the 2022-23 academic year, the Payne Lectureship hosts experts from Asia who examine crucial questions in U.S.-China relations.

As the president of Japan's National Defense Academy from 2012 to 2021 and a longtime faculty member at Keio University, Professor Kokubun is uniquely qualified to share insights into Japan's perspectives on the rising security fears in the Asia-Pacific region. Following Kokubun's address was a panel discussion with Shorenstein APARC Fellow Thomas Fingar, an expert on China and U.S. foreign policy, and FSI Center Fellow Oriana Skylar Mastro, an expert on Chinese military and Asia-Pacific security. Kiyoteru Tsutsui, director of the Japan Program at APARC and the Center’s deputy director, moderated the conversation.

The Legacy of "Strategic Engagement

Although recent years have seen an escalation in the tense relationship between China and the United States, Professor Kokubun began his lecture by emphasizing the relatively recent nature of these tensions. He reminded the audience that the years following the formal re-establishment of diplomatic ties between the United States and China in 1979 saw a broad expansion of the U.S.–China relationship on nearly every front, from student exchange to diplomatic cooperation. During that time, Deng Xiaoping led China through the era of “reform and opening up,” integrating China into the global economy. Kokubun emphasized that U.S. leaders had hoped this policy of “strategic engagement” would push China towards democratization and the end of repressive domestic policies, and that, through reform and marketization, China would become more like the United States.

Kokubun depicted the era between 1979 and 2010 as a period of cautious optimism not only between the United States and China but also between China and Japan. Xi Jinping's presidency, however, has seen a complete reversal of this attitude. China's relationships with both Japan and the United States have become strained, and channels for communication and cooperation have steadily diminished. Kokubun pointed out that this has led to a substantial drop in U.S. public opinion of China, asking the audience, “Why is the U.S. so China-hating?” He sees this trend as a function of the failed “strategic engagement” policy. When the policy of engagement did not lead to democratization in China, U.S. officials and citizens felt a sense of betrayal and mistrust. The engagement policy and the hopes that came with it ended under the Trump administration, and Professor Kokubun predicts that the present U.S. hardline stance on China is here to stay.

The key to the Taiwan issue is one thing: Xi’s resolve. China will never abandon the possibility of an armed invasion of Taiwan.

How Would Japan Respond to a Taiwan Contingency?

In Kokubun’s view, Japan’s main concern is whether or not a Taiwan contingency is a real risk. He noted that the future depends on the decisions of the Taiwanese and Chinese leadership. “Whether Taiwan will move toward independence or move closer to the mainland lies at the crossroads,” he said. He pointed out that Tsai Ing-wen, Taiwan’s president, has not made any hardline statements supporting independence. 

However, even if Taiwan’s government were to shift closer to the mainland, a continuation of the status quo is not guaranteed. Kokubun emphasized the uncertainty of the situation and said that, regardless of how Taiwan’s government acts, China’s actions depend on how Xi sees his opponents’ actions. “The final decision will depend on how Xi Jinping views the future policies of Taiwan and the United States, and whether he sees them as having crossed a line,” said Kokubun. “However, the criteria for that line are also arbitrary and entirely up to Xi Jinping’s judgment.” Ultimately, Kokubun returned to the intractability of the mounting conflict. “The key to the Taiwan issue is one thing: Xi’s resolve. China will never abandon the possibility of an armed invasion of Taiwan.”

Concerns about rising threats from China and North Korea and the alarm raised by the war in Ukraine have put security at the forefront of national consciousness in Japan. In December 2022, Japan’s government announced an enormous increase in national defense spending to 2% of national GDP over a five-year period, which will give the country the third-largest defense budget in the world. “This is a revolutionary event in Japan's security policy," stated Kokubun." Japan has traditionally discussed the threat of North Korea and China, of course, but this has not led to a significant increase in real defense spending or a strengthening of defense capabilities. However, after Russia's invasion of Ukraine...serious discussions about the possibility of a Taiwan contingency began.”

If Okinawa or Senkaku islands were attacked, Japan would naturally fight back in close cooperation with the U.S. military. This makes a U.S.-China war very likely.

Many experts have speculated as to Japan’s role in a potential Taiwan contingency. Despite Japan’s close ties with Taiwan and longstanding alliance with the United States, Japan’s ability to respond to a Taiwan contingency is severely restricted by the Peace Constitution, which forbids Japan from maintaining offensive capabilities and prohibits offensive actions by the Japanese Self-Defense Forces (JSDF). Though some U.S. officials hope that Japan might defend Taiwan until U.S. forces arrive in the case of a Taiwan contingency, Kokubun noted that “this is completely impossible under the current Japanese legal system, and there is no way to move in that direction under the current circumstances.”

However, were an armed conflict to truly erupt in the Pacific, Japan might have no choice but to get involved. Kokubun said, “For Japan, the question is how to rescue the Japanese in Taiwan,” and if Taiwan were to attack the mainland in retaliation, “how to rescue the five times as many Japanese in China. They are hostages.” President Tsai’s position on retaliation against an invasion of Taiwan has complicated the situation for Japanese leadership. In addition, Chinese leadership has long contended that several Japanese possessions in the Pacific should be returned to Chinese sovereignty, including the Senkaku islands and Okinawa. To emphasize this point, Professor Kokubun cited a conversation he’d had with a high-level official in Taiwan’s Democratic Progressive Party: “If the U.S. and China really go to war, the battlefield would not be Taiwan, but Okinawa.”

East Asia’s Security Situation

Despite the complications of a Taiwan contingency, Kokubun noted that “if Okinawa or Senkaku islands were attacked, Japan would naturally fight back in close cooperation with the U.S. military. This makes a U.S.-China war very likely.” In Kokubun’s view, due to the absence of communication channels with North Korea and the continuing loss of communication channels with China, “the security environment in East Asia is approaching the worst situation since the end of World War II.” 

“What Japan should do is, on the one hand, strengthen its security deterrence while at the same time strengthening its alliance with the United States, of course, and on the other hand, strengthen its ties with Australia, India, and South Korea, which share the same values,” said Kokubun. “On the basis of this partnership, Japan has no choice but to continue dialogue with China at all levels, along with the rest of the world.”

Finally, Kokubun addressed the logistics of a Chinese occupation of Taiwan, emphasizing that there are already “dissatisfied elements” in mainland China, not only in Tibet but also in low- and middle-class communities, who no longer enjoy the benefits of economic growth. “How much power will it really take to govern a Taiwan filled with people who hate the mainland?” asked Kokubun. He suggested that the Chinese government benefits from maintaining the annexation of Taiwan as a political objective without acting on it. Once the island has been seized, China will no longer be able to rally its population around this national goal. “I think that once the ultimate goal is accomplished, the objective is lost,” said Kokubun. “Taiwan unification seems to me to be the most stable goal as it is.”

The sixth installment in a special event series on the occasion of Shorenstein APARC's 40th Anniversary, "Asia in 2030, APARC@40"


How will key technologies shape India’s strategic capacity, and its relationship with the United States, in the years ahead? The Indian and U.S. governments both recognize that critical and emerging technologies, from artificial intelligence to synthetic biology, are increasingly vital for national security and global influence. Effectively harnessing those technologies requires the right mix of state policy, academic research, and private-sector-led innovation. The South Asia Initiative will bring together leading researchers and practitioners to better understand India’s approach to applying technologies in its defense industrial base, and the evolution of US-India cooperation on strategic technologies. 

An initial keynote session will provide an overview of key trends and policy priorities for India and the bilateral relationship. Two research presentations will then examine how India has sought to develop its defense industrial sector, with new partnerships and private sector involvement, and an aspirational goal of indigenization; and how the major powers including the US and India have traditionally managed the expectations, conditions, and anticipated returns of high technology transfers. The research will be critically evaluated by dedicated discussants who draw from both academic scholarship and personal experience as technology-sector practitioners. By the end of the workshop, we anticipate setting a rigorous baseline appreciation of how India and the US-India relationship approach the strategic applications of key technologies, and generating important new cues for future research and public-private collaboration.

Rudra Chaudhuri is the director of Carnegie India. His research focuses on the increasingly important role of emerging technologies in diplomacy and statecraft. He works on comparative models of cross-border data flows and how data is treated by national capitals in inter-state and multilateral negotiations. He is the author of Forged in Crisis: India and the United States Since 1947, and the editor of War and Peace in Contemporary India. He is also a visiting professor of international relations at Ashoka University, New Delhi. From 2009 to 2022 (on leave since 2018), Rudra was  a lecturer and a senior lecturer at the Department of War Studies at King’s College London, and in 2012, he established the U.K. Foreign, Commonwealth, and Development Office's (FCDO) Diplomatic Academy for South Asia at King’s College London. He holds a PhD in War Studies from King’s College London.

White is Professor of the Practice of International Affairs at The Johns Hopkins University School of Advanced International Studies (SAIS) in Washington, and serves as the inaugural director of the U.S.-ASEAN and U.S.-Pacific Institutes for Rising Leaders. He is also a Nonresident Fellow in the Foreign Policy program at The Brookings Institution. He previously served at the White House as Senior Advisor & Director for South Asian Affairs at the National Security Council, where he staffed the President and National Security Advisor on the full range of South Asia policy issues pertaining to India, Pakistan, Afghanistan, and the Indian subcontinent, and led efforts to integrate U.S. government policy planning across South and East Asia. Prior to joining the White House, White was a Senior Associate and Co-Director of the South Asia program at The Stimson Center and, previously, Senior Advisor for Asian and Pacific Security Affairs in the Office of the Secretary of Defense, a position he held in conjunction with an International Affairs Fellowship from the Council on Foreign Relations. White has written on a wide range of issues including defense policy, electoral politics, Islamic movements, and nuclear deterrence.

Sameer Lalwani is a senior expert on South Asia at the U.S. Institute of Peace. He is also a non-resident senior fellow with the Center for Strategic and Budgetary Assessments. Lalwani’s research interests include nuclear deterrence, interstate rivalry, alliances, crisis behavior, counterinsurgency and Indo-Pacific security. He has conducted field research in India, Pakistan and Sri Lanka. Lalwani is a term member with the Council on Foreign Relations, and a contributing editor to War on the Rocks. He earned his doctorate in political science from the Massachusetts Institute of Technology and was an affiliate of the MIT Security Studies Program. From 2015 to 2022, Lalwani was a senior fellow for Asia strategy and the director of the South Asia program at the Stimson Center. He was also as an adjunct professor at George Washington University’s Elliott School of International Affairs and a Stanton nuclear security postdoctoral fellow at the RAND Corporation.

Amid escalating tensions between the United States and China and as the U.S. government is exploring how to further limit China's access to U.S. technology, discussions about the possibility of decoupling between the two countries have intensified. As businesses operating in China grapple with the potential consequences of decoupling, APARC’s China Program hosted a panel of executives across industries from tech, retail, and finance currently engaged in reshaping their China businesses to provide a view from the ground and consider the future of decoupling with China.

The event was the second installment in a special series celebrating APARC’s 40th anniversary. Titled Asia in 2030, APARC@40, the series highlights core areas of the center’s expertise, examines Asia’s transformation over the past four decades, and considers the drivers and shapers of the region’s future.

The panel featured Dan Brody, the managing director of Tencent Investments, who is responsible for the company’s overseas investments; Frits Van Paasschen, a change management expert, former CEO of Starwood Hotels and Resorts, and former president of EMEA at Nike; and Stuart Schonberger, a founding partner of CDH Investments, one of the leading China-focused alternative asset managers. China Program Director Jean Oi chaired the panel.

Risks and Opportunities

Van Paasschen described his extensive experience developing strategies for expanding licensing and retail in China, which involved navigating the country's infrastructure and legal framework and, as CEO of Starwood Hotels, overseeing the construction of over 100 hotels. He ascribed his success in the country to his recognition of China’s strengths and weaknesses and his finding ways to interact positively with Chinese stakeholders.

The term decoupling is an oversimplification of the relationship between the complex Chinese and U.S. economies, said Van Paasschen. He noted that retailers in many cases are looking to sources from alternative markets to China, but that he believes there are still opportunities for investment in and co-development with China that remain unaffected by current frictions. He highlighted in this context the interplay between the U.S. and Chinese travel and tourism industries before the COVID-19 pandemic.

Schonberger, who also challenged the notion of decoupling as a misleading shorthand, emphasized the need for cognitive empathy between the world’s two great powers and understanding the motivation behind China's actions. He noted that the challenges facing China today are complex, including debt problems, real estate slowdown, and productivity stagnation, but said these are "known knowns" that the Chinese government is actively working to correct.

Schonberger sees two distinct issues facing institutional equity investors worried about China: government policies that negatively affect growth and corporate prospects, and longer-term risks arising from China's geopolitical position. For private investors who are focused on total return and can tolerate overt political pressures, China remains investable, as Chinese stocks have been some of the best performers on the public markets recently, said Schonberger. The challenges are greater, however, for public entities and bond investors who are more affected by political risk in their decisions. While the risks are higher, Schonberger's firm continues to invest in Chinese companies in multiple sectors.

By decoupling with China, the United States would miss out on a generational opportunity for development.

Changes Underway

Brody said that China remains a key player in the global economy. As a personal anecdote, he noted that, while he makes fewer trips to the United States, he is traveling more frequently to Europe, India, Japan, and Southeast Asia. According to Brody, the extent to which the Chinese economy would be affected by international fluctuations is unclear, but he expects the country to continue its economic growth and attract foreign investors. He stated that a huge amount of value in the tech sector is still being created in America, so economically driven foreign investors in the tech sector still pay close attention to developments in Silicon Valley.

Van Paasschen, by contrast, pointed out that by decoupling with China, the United States would miss out on a generational opportunity for development and could potentially lose out to other countries. China still presents an enormous opportunity for businesses, he said, particularly in the hotel industry, given the country’s rate of urbanization. He reminded the audience that every country and region presents its own set of challenges and risks for investors. The imperative is to ensure Beijing and Washington maintain a dialogue and businesses are willing to take risks to invest in China.

Van Paasschen went on to describe how the U.S.-China political tensions are affecting business operations in various sectors. For instance, in the biotechnology sector, companies might consider protecting intellectual property and ensuring sustainability in their supply chain. In the apparel business, there is a growing concern about human rights and the opacity of the cotton supply chain. Overall, Van Paasschen sees a transition underway from a bilateral and straightforward approach to trade to a much more nuanced and complicated approach.

When asked if political tensions would affect some sectors more than others, Van Paasschen responded affirmatively. He gave the example of a sovereign wealth fund that refused to support investments in Chinese hotels because of the uncertainty zero-COVID policies had created. He also said that further uncertainty could arise from countries' reactions to China’s foreign policy stance, such as China's support of Russia in Ukraine.

Whatever your political position as an American is on China, you would want more people-to-people ties, which have always been a net positive.

What advice would the three business experts give Washington?

Van Paasschen expressed his hope the United States finds ways to avoid being reactive. Schonberger, urging policymakers to keep working towards peaceful coexistence, emphasized it would be counter-productive to frame China as an enemy. He also highlighted the importance of redundancy and efficiency in trade relationships and cautioned against overlooking the cost of decoupling, reminding the audience that engagement with China has boosted global trade, lifted millions out of poverty, and created a vibrant society.

From Brody’s perspective, predictability is crucial for business, regardless of the country one is conducting business in. He also stressed that, from a personal perspective and regardless of one’s political stance on China, the reduction in people-to-people ties between China and the United States due to recent travel restrictions is unfortunate. Ultimately, these ties have always been a net positive, and it is important to recognize their value even in the midst of tensions between the two nations. While political leaders may grapple with complex geopolitical issues, the connections between ordinary citizens remain a vital foundation for maintaining a constructive relationship. By fostering personal exchanges, the United States and China can build bridges and promote mutual understanding, even in the face of challenging circumstances.

Although Japan’s approach to economic diplomacy under the Fukuda Doctrine initially was subject to criticism because of its stance on non-interference in domestic affairs, now some are in retrospect lauding the approach, according to Kiyoteru Tsutsui, deputy director at Shorenstein APARC and director of the Japan Program, and co-editor of the recent book The Courteous Power: Japan and Southeast Asia in the Indo-Pacific Era. This reevaluation comes after consideration of relatively unsuccessful attempts by the United States to “push” democracy onto Southeast Asian countries. 

The better approach is to focus on advancing the rule of law, which the Japanese have done by investing resources in establishing legal infrastructure in the region, Tsutsui tells Shorenstein APARC Visiting Scholar Gita Wirjawan, host of the popular Endgame video podcast. “Liberal democracy in the sense of the rule of law is a good sort of marketing ploy to sell to Southeast Asian countries because that leads to economic benefits, which is critical to making liberal democracy attractive,” he says.

Tsutsui joined Wirjawan for an Endgame conversation about Japan’s approaches to foreign direct investment (FDI) in Southeast Asia and other topics. One issue that both scholars agreed upon is the difficulty in getting Americans to focus on Southeast Asia, which has been long recognized as a critical region by the Japanese. Part of the problem is proximity, of course, but the region also tends to be overshadowed in American eyes by East Asian countries. 

The conversation also turned to the demographic issue Japan and other Asian countries are facing as populations age and economic growth stagnates. Tsutsui pointed out that, before 1945, the Japanese Empire saw itself as multi-ethnic; it was only after WWII that the nation was perceived as homogenous, a viewpoint bolstered by Japan’s great economic success in the 1960s and 70s. Now, however, Tsutsui says there is no choice: “Japan has to become more heterogenous,” and even conservative voices acknowledge that women need a larger role in the labor force and that immigrant labor will be essential to combat the demographic crisis.

During the Moon Jae-In administration, many of my American friends and colleagues were puzzled and disappointed by a strange contradiction. The former pro-democracy activists—who had fought for democracy and human rights in South Korea—had entered the Blue House, only to turn a blind eye to serious human rights abuses in the North. In particular, the Moon administration punished activists who sent leaflet balloons across the border and forcibly repatriated two North Korean fishermen who had been detained in South Korean waters. It not only cut the budget for providing resettlement assistance to North Korean escapees, but also stopped co-sponsoring United Nations (UN) resolutions that expressed concern about the human rights situation in North Korea. My friends, including individuals who had supported South Korea’s pro-democracy movement decades ago, asked me to explain this perplexing state of affairs. I had no clear answer.

A Gross Overstepping of Authority

On April 15, 2021, the Tom Lantos Human Rights Commission held a congressional hearing on “civil and political rights in the Republic of Korea.”[1] The speakers expressed their concern about worrying trends in South Korea’s democracy. In his opening remarks, Rep. Chris Smith, the co-chair of the commission, stated that “the power that had been given [to] the Moon Administration, including a supermajority in the National Assembly, has led to a gross overstepping of authority.” He observed that “in addition to passing laws which restrict freedom of expression, we have seen politicization of prosecutorial powers. . . and the harassment of civil society organizations, particularly those engaged on North Korea issues.”[2] Expressing his disappointment at the Moon administration’s North Korea policy, Smith twice referred to my 2020 analysis of South Korea’s “democratic decay” published in the Journal of Democracy.[3]

Rep. James McGovern, the other co-chair of the Tom Lantos Commission, noted in his remarks that “international human rights law provides guidance on what is and is not acceptable when it comes to restricting freedom of expression for security reasons.”[4] This hearing had echoes of U.S. congressional hearings in the 1970s, when there was criticism of South Korea’s authoritarian practices.

South Korea’s progressives, including those who served in the Moon administration, may respond that criticizing North Korea for its human rights practices infringes upon Pyongyang’s sovereignty. They may argue that emphasizing human rights will worsen inter-Korean relations and make it even more difficult to address the security threat posed by North Korea’s nuclear weapons and missiles. This argument may appear to have some face validity, since Pyongyang has responded to criticisms of its human rights record with fiercely hostile rhetoric. The same progressives, however, did not regard it as an encroachment upon South Korea’s sovereignty when the U.S. government and American civil society criticized Seoul for its human rights violations during the 1970s and 80s. In fact, they sought support from various actors in America and welcomed external pressure upon South Korea’s authoritarian governments during their fight for democracy.

We must ask ourselves whether the Moon administration achieved durable progress in inter-Korean relations or on denuclearizing North Korea by sidelining human rights. There is no empirical evidence to support the assertion that raising human rights will damage inter-Korean relations or complicate negotiations surrounding North Korea’s nuclear program. While there are valid concerns about how Pyongyang may react, it is also true that past efforts have failed to achieve progress on nuclear weapons or human rights. Both the Moon and Trump administrations sidelined human rights in their summit diplomacy with Kim Jong-Un, and their efforts came to naught. They compromised their principles, but to what end?

This is not to say that raising human rights issues would certainly have yielded tangible progress in improving inter-Korean relations or dismantling Pyongyang’s nuclear weapons. Rather, I like to point out that there is no reason or evidence to believe that there is an obvious link between raising human rights in a sustained, principled manner and the success or failure of diplomatic engagements with Pyongyang. The arguments given by South Korea’s progressives are not sufficient to justify neglecting human rights concerns when addressing North Korea. Furthermore, criticizing another country’s human rights practices is not seen as an unacceptable violation of state sovereignty. The international community regards such discussions on human rights as a legitimate form of diplomatic engagement.

The Error of Zero-Sum Thinking

The abject state of human rights in North Korea is not a matter of debate. In addition to the operation of political prison camps and the imposition of draconian restrictions on the freedoms of thought, expression, and movement, the country suffers from a severe food crisis. The U.S. Department of Agriculture’s September 2022 International Food Security Assessment estimated that close to 70% of the country’s population was “food insecure.”[5] The border closure imposed due to the COVID-19 pandemic has resulted in a sharp decline in trade with China, which plays a vital role in North Korea’s economy. By all indications, the people of North Korea are likely to be in dire straits. James Heenan, the head of the UN Human Rights Office in Seoul, stated in December 2022 that the human rights situation in North Korea is a “black box” due to difficulties in obtaining information as a result of COVID-19 border controls.[6] Freedom House’s 2022 report gave North Korea 0 points out of 40 in political rights, and 3 out of 60 in civil liberties, resulting in a total score of 3 out of 100. Only South Sudan, Syria, and Turkmenistan have lower scores.[7]

Nonetheless, Pyongyang continues to pour an enormous amount of resources into developing nuclear weapons and advanced missile capabilities. According to South Korean government estimates, North Korea spent over $2 million on launching 71 missiles in 2022. This was enough to buy over 500,000 tons of rice, which could provide sufficient food for North Korea’s population for 46 days. The same amount would also have made up for over 60% of North Korea’s estimated food shortfall of 800,000 tons in 2023.[8] In its single-minded pursuit of nuclear weapons and ballistic missiles, the North Korean regime has shown utter disregard for the human rights of its population.

The details of North Korea’s human rights record are available for anyone to see in the reports of the UN Special Rapporteur on North Korean human rights, as well as the U.S. State Department’s annual country reports on human rights practices.[9] In particular, a 2014 report published by the UN Commission of Inquiry (COI) on North Korean human rights found that “systematic, widespread and gross human rights violations have been and are being committed by the Democratic People’s Republic of Korea, its institutions and officials.” Moreover, the COI concluded that “in many instances, the violations of human rights found by the commission constitute crimes against humanity.”[10]

North Korea’s headlong pursuit of nuclear weapons and ballistic missiles is inextricably tied the human rights situation in the country. When allocating available resources, Pyongyang prioritizes the strengthening of its military capabilities. The health, well-being, and human rights of the population are of peripheral concern. An array of international sanctions imposed against the regime may constrain its budget, but it will pass on the cost to the population, further worsening their suffering. In addition, there can be no meaningful solution to security issues without improving the human rights situation. A government that values military strength over the welfare of its people will not hesitate to use force against other countries.

The North Korean nuclear problem, inter-Korean relations, and human rights issues are closely intertwined, which necessitates a comprehensive approach to North Korea policy. Ignoring human rights does not make it easier to achieve progress on security issues. Victor Cha refers to this as the “error of zero-sum thinking about human rights and U.S. denuclearization policy.”[11] There is an urgent need to formulate a holistic approach that can foster mutually beneficial engagements between Pyongyang, Seoul, and Washington. Reflecting upon the shortcomings of past U.S. policy toward North Korea, Cha notes that marginalizing human rights has not yielded any meaningful progress on the nuclear problem. He argues that it is first necessary to craft a comprehensive strategy that fosters positive-sum dynamics between security issues and human rights. This strategy will then provide a road map for future negotiations by specifying the standards and principles that should be observed.

Avoiding Demonization and Politicization

To generate positive-sum dynamics between human rights and security issues, it is important to refrain from demonizing North Korea. Taking a moralistic approach along the lines of the Bush administration’s “axis of evil” will do little to improve the human rights situation in North Korea. The purpose of raising human rights issues must not be to tarnish the North Korean leader’s reputation or to weaken the regime. As Ambassador Robert King, the former U.S. special envoy on North Korean human rights issues, stressed during a recent interview with Sindonga, human rights should not be weaponized for political purposes.[12] The world must call upon North Korea to improve its human rights record as a responsible member of the international community. If Pyongyang shows a willingness to engage, other countries should be ready to assist.

North Korea usually responds with aggressive rhetoric to criticisms of its human rights record, but it has taken tangible steps to engage on certain occasions. Even as it denounced the February 2014 report of the UN COI, North Korea sent its foreign minister to speak at the UN General Assembly in September for the first time in 15 years. In October, Jang Il-Hun, North Korea’s deputy permanent representative to the UN in New York, participated in a seminar at the Council on Foreign Relations to discuss North Korean human rights.[13] Even though it forcefully denies the international community’s criticism, North Korea appears to have realized that it cannot simply sweep the issue under the rug. Some argue that North Korea’s limited engagements on human rights are empty political gestures to divert attention. Nonetheless, North Korea also understands that it must improve its human rights record if it hopes to establish diplomatic relations with the United States.

Instead of using human rights as a cudgel to demonize North Korea, it is vital to identify specific issues where it may be willing to cooperate. So far, it has refused to engage on issues that could undermine regime stability, such as closing political prison camps, ending torture, and guaranteeing freedom of the press. On the other hand, it has shown an interest in discussing issues that do not pose an immediate political threat, such as improving the situations of women, children, and persons with disabilities. By seeking avenues for dialogue and cooperation, the international community can try to achieve slow but tangible progress on improving the human rights situation in North Korea.

We must also avoid the temptation to politicize human rights. Recall, for instance, the early days of the Trump administration. As tensions with North Korea flared, the Trump administration used human rights as a political tool to amplify negative attitudes toward Pyongyang. In addition to inviting North Korean escapees to the White House, Trump spent over 10% of his 2018 State of the Union address discussing North Korea, focusing specifically on human rights. He said that “no regime has oppressed its own citizens more totally or brutally than the cruel dictatorship in North Korea.”[14] However, as he began to hold summit meetings with Kim Jong-un to discuss the nuclear issue, human rights disappeared from the agenda. The Trump administration used human rights as a means to a political end, while the summit meetings in Singapore and Hanoi were all show and no results.

The Moon administration made the same mistake, only in a different form. As noted above, it ignored the human rights issue out of political considerations. It sought to improve inter-Korean relations above all else, despite concerns that it was neglecting human rights in doing so. It criminalized the act of sending leaflet balloons across the demilitarized zone (DMZ), and it forcibly repatriated two North Korean fishermen through the Joint Security Area at Panmunjom. The latter decision, which continues to generate controversy in South Korea, would have remained secret if reporters had not taken a picture of a text message sent to a National Security Council official.[15] The two fishermen were not given the right to legal representation and were denied due process. Moreover, the decision violated South Korea’s Constitution, which recognizes North Korean escapees as citizens. The Universal Declaration of Human Rights (UDHR) states in article 2 that “everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind.” It adds that “no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs.”[16] However, the Moon administration was driven by its political goals in deciding to forcibly repatriate the two individuals.

A Universal Issue that Demands Bipartisan Support

North Korea’s human rights situation may be especially dire, but human rights violations are certainly not confined to its borders. They took place under South Korea’s authoritarian regimes in the past, and serious violations are committed today in countries such as China, Russia, and Myanmar. Liberal democracies, including the United States and the United Kingdom, also have shortcomings in their human rights record. In its preamble, the UDHR proclaims that “recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world.”[17]

Human rights is a universal issue. The Yoon Suk-Yeol administration has declared its support for liberal democratic values, and it should approach the North Korean human rights issue as part of its value-based diplomacy. Moreover, it should not set preconditions for humanitarian assistance. As stipulated in article 8 of South Korea’s North Korean Human Rights Act, enacted in 2016, humanitarian assistance to North Korea must “be delivered transparently in accordance with internationally recognized delivery standards,” and it must “be provided preferentially for vulnerable social groups, such as pregnant women and infants.”[18]

Even in an era of extreme polarization in American politics, there is a robust and genuine bipartisan consensus on North Korean human rights. As noted above, the Tom Lantos Human Rights Commission is co-chaired by a Democrat and a Republican. The U.S. North Korean Human Rights Act, enacted in 2004, was last reauthorized in 2018 with unanimous support in the House and the Senate. This law generated momentum for Japan (2006) and South Korea (2016) to pass their own legislation on North Korean human rights.

In South Korea, however, the issue continues to be heavily politicized and polarized. Progressives tend to minimize the issue or neglect it altogether, while conservatives are usually vocal about drawing attention to the human rights situation in North Korea. Instead of approaching the issue from the standpoint of universal values, discussions about North Korean human rights are mired in partisan political divisions. Working toward a bipartisan consensus on North Korean human rights would be a worthy goal. Furthermore, there must be greater efforts to listen to and incorporate the voices and opinions of North Korean escapees who have resettled in South Korea.

The Yoon administration has taken encouraging steps. Last summer, President Yoon appointed Professor Lee Shin-wha of Korea University as the ambassador-at-large for North Korean human rights, a position that had been vacant since September 2017. South Korea has also resumed its co-sponsorship of UN resolutions on the state of human rights in North Korea. However, the North Korean Human Rights Foundation, which was supposed to have been created pursuant to the 2016 North Korean Human Rights Act, remains stuck on the ground.[19] This foundation should be launched as soon as possible, and the government should also enhance resettlement assistance to North Korean escapees.

Lastly, it goes without saying that there should be bipartisan cooperation to secure the release of six South Korean citizens who are currently detained in North Korea. On February 7, Jung Pak, the deputy assistant secretary of state for East Asian and Pacific affairs, met with family members of the detained citizens in Seoul in a joint meeting with Ambassador Lee Shin-wha.[20] South Korea’s National Assembly should also play its part to draw attention to the issue.

By working with and through international institutions, South Korea can increase the effectiveness and legitimacy of its efforts to address the human rights situation in North Korea.

Multilateral and Bilateral Approaches

South Korea should fully utilize the institutions of the UN in addressing North Korean human rights. Pyongyang is highly sensitive to human rights criticisms issued by individual countries, but it has shown some willingness to engage with the UN’s human rights mechanisms. This is because it wants to be recognized as a legitimate member of the international community. North Korea has participated in the Universal Periodic Review, in which all UN member states are subject to a review of their human rights record every four and a half years. In 2017, it permitted a visit by the UN Special Rapporteur on the rights of persons with disabilities. Most recently, in 2021, it submitted its Voluntary National Review, which assesses its progress in implementing the UN’s Sustainable Development Goals.[21] By working with and through international institutions, South Korea can increase the effectiveness and legitimacy of its efforts to address the human rights situation in North Korea. It can also sidestep direct criticism from Pyongyang.

Cooperation with the United States is also vital. During its first two years, the Biden administration did not take significant steps to draw attention to North Korea’s human rights. This stood in sharp contrast to the administration’s vocal condemnation of human rights violations in China, as well as Russia’s atrocities in Ukraine. On January 23, the White House finally appointed Julie Turner—the director of the Office of East Asia and the Pacific in the State Department’s Bureau of Democracy, Human Rights, and Labor—as the nominee for the special envoy on North Korean human rights. This position, created by the U.S. North Korean Human Rights Act, had remained vacant since Ambassador King stepped down in January 2017. This could indicate that the Biden administration is moving toward a more proactive approach on human rights issues in North Korea.

I have previously characterized the Biden administration’s North Korea policy as one of “strategic neglect.” North Korea is seen as a hot potato, and there is a prevailing tendency in Washington to avoid touching the problem altogether.[22] Ambassador Sung Kim is serving as the U.S. ambassador to Indonesia, and he is serving as the U.S. special representative for North Korea in essentially a part-time capacity. Jung Pak has been coordinating relevant policy issues in the State Department, but there has not been a visible shift in North Korea policy, with the exception of her recent visit to Seoul to meet with family members of South Korean citizens detained in North Korea. There are many high-level officials in the Biden administration’s foreign policy and national security team with prior experience of North Korea issues, and they understand that diplomatic engagements with Pyongyang are unlikely to yield meaningful results. North Korea’s barrage of missile tests is intended, in part, to draw the attention of the United States, but the response from Washington has been lukewarm.

In line with Victor Cha’s recommendations, Seoul should work closely with Washington to craft a comprehensive strategy that fosters positive-sum dynamics between human rights and nuclear issues. Last month, there were reports that Seoul was “pushing for the resumption of bilateral consultations with the United States on the North Korean human rights problem.”[23] Ambassador Lee Shin-wha is a highly capable expert with a deep understanding of both the UN and the United States, and she will be able to play an important role in these efforts. Congress should move quickly to confirm Julie Turner as her counterpart, so that they can formulate and implement a bilateral strategy to address human rights issues in North Korea.

Lastly, Seoul should work with Beijing on these issues. China has serious human rights issues of its own, including the situation in Hong Kong and Xinjiang. It is also directly implicated in North Korean human rights issues. Despite requests from the UN High Commissioner for Refugees, Beijing continues to forcibly repatriate North Korean escapees who are arrested in China. Available testimony suggests that many escapees who are returned in this manner end up being imprisoned in political prison camps or executed. In his memoir, Patterns of Impunity, Ambassador Robert King notes that he urged Chinese officials on multiple occasions to recognize North Korean escapees as refugees. This would enable their safe passage to South Korea. His requests were denied, however.

As a signatory to the 1951 Refugee Convention and its 1967 Protocol, China is obligated under international law to not forcibly repatriate individuals with “a well-founded fear of being persecuted” upon return.[24] Despite this obligation, China claims that North Korean escapees are economic migrants and continues to forcibly repatriate them. Traffickers in the Sino-North Korean border area abuse this fear of repatriation to coerce female North Korean escapees into forced marriages with Chinese men in rural villages, or to sell them into prostitution. Beijing has turned a blind eye to these criminal activities. In its 2022 Trafficking in Persons Report, the U.S. State Department classified both China and North Korea as Tier 3 countries. This means that they have failed to meet basic standards for combating human trafficking, and have not made meaningful efforts to improve their policies.[25]

Highlighting China’s complicity in human rights abuses in North Korea will draw diplomatic protests from Beijing, but it could be an effective strategy for Seoul to redirect Washington’s attention to North Korea. Although the response to Russia’s invasion of Ukraine has taken up much of Washington’s bandwidth, China remains at the top of the Biden administration’s foreign policy agenda. In doing so, however, South Korea must take care to avoid politicizing the issue.

A Korean Problem, Neglected in Korea

During my time at UCLA in the mid-1990s, a friend put me in touch with the North American Coalition for Human Rights in Korea. This group had worked to promote human rights and democracy in South Korea for nearly two decades since 1975, at the height of the autocratic Yusin Era under Park Chung-Hee.[26] Now that South Korea had become a democracy, the group had decided to conclude its activities.

I was asked if I might be able to put their archive of internal documents to good use, and I immediately agreed. As a Korean who had lived through this era, I felt a sense of responsibility to preserve these documents. Furthermore, as a researcher of social movements, I was excited by the prospect of obtaining these materials. The materials arrived in 34 large boxes, and I had the chance to view the contents of every box before the library staff began to organize them. Because of their historic importance, these materials were compiled into a special collection—the Archival Collection on Democracy and Unification in Korea. I have advised doctoral students who analyzed these materials in their dissertations.

As I sifted through the documents, I found letters that were sent to the White House, calling upon the United States to play its part in improving the human rights situation in South Korea. I came across crumpled pieces of paper that had been smuggled out of Gwangju in May 1980, with urgent handwritten notes that sought to tell the outside world about what was happening to the pro-democracy protests in that city. These were living, breathing documents that vividly told the story of South Korea’s pro-democracy movement in the 1970s and 80s.

I am deeply ashamed to admit that I had been unaware until then of just how many Americans had worked tirelessly for the cause of human rights and democracy in South Korea. Many Koreans believed that the United States had unflinchingly supported South Korea’s authoritarian governments, and I too had been influenced by that current of thought. In those boxes, I also discovered letters from pro-democracy activists in South Korea, expressing their gratitude for the support of American citizens and civic groups. It is perhaps the memories of reading such letters that heightened my discomfort and disappointment at witnessing how South Korea’s progressives neglect North Korean human rights.

Last October, I met Representative Chris Smith at a conference in Washington. He told me that if he had the opportunity to visit North Korea and meet Kim Jong-Un, he would not hesitate to bring up human rights. He also brought up human rights during a meeting with Premier Li Peng in Beijing, though he will no longer have the opportunity to do so, as Smith has been sanctioned by the Chinese government and barred from entering China ever again. I was deeply moved by his steadfast and sincere commitment to human rights.

I have heard students ask why K-pop artists are silent on North Korean human rights, even as K-pop fans are raising their voices in support of causes like the pro-democracy movement in Myanmar. This is the unfortunate reality of North Korean human rights today.

There is much interest in North Korean human rights among college students in the United States. Student groups, including those at Stanford, hold regular events and conferences to raise awareness of what is happening in North Korea and to call for action. I have heard students ask why K-pop artists are silent on North Korean human rights, even as K-pop fans are raising their voices in support of causes like the pro-democracy movement in Myanmar. This is the unfortunate reality of North Korean human rights today. There is great concern and interest in the rest of the world, but it is politicized or ignored in South Korea.

A Historic Responsibility for Koreans

In an essay comparing East Germany and North Korea that he contributed to the book The North Korean Conundrum, Sean King argues that South Korea should take a principled position even if policies to improve the human rights situation in North Korea are unlikely to achieve tangible results. “South Korea can nonetheless stand on principle so as to at least help make even a few North Koreans’ lives better,” he writes, “and to also lay down a marker for other governments as to how they should approach Pyongyang.” Moreover, “when reunification comes, hopefully under Seoul’s rule,” he stresses that “North Koreans will know that they were not forgotten when the country was divided.”[27]

North Korean human rights is more than just a political problem or a national security objective. The citizens of the Republic of Korea have a historic responsibility and a collective moral obligation to address the suffering of their brethren in the North.

Just as South Koreans expressed their gratitude to Americans who fought for their human rights, I have no doubt that the North Korean people feel the same way toward South Korea and the international community’s efforts to promote their human rights, even if they cannot—at present—write letters to the outside world. The late Reverend Yoon Hyun, who founded the Citizens’ Alliance for North Korean Human Rights in 1996 after spending decades fighting for human rights and democracy in South Korea, said he was driven by a haunting question. “What will we say when, after reunification, 200,000 political prisoners and their families ask us: what did you do as we were dying?”[28]

As North Korea will likely continue its provocative missile launches, most attention will be focused on security issues. Nevertheless, the Yoon administration must persevere in its efforts to improve the human rights of the North Korean people, and the Democratic Party of Korea should not repeat its past mistakes by politicizing or neglecting the issue. North Korean human rights is more than just a political problem or a national security objective. The citizens of the Republic of Korea have a historic responsibility and a collective moral obligation to address the suffering of their brethren in the North.

The time has come to depoliticize North Korean human rights. South Korean progressives have argued that working to improve human rights in North Korea threatens to worsen inter-Korean relations and makes addressing security threats difficult, but the Moon administration failed to make progress in security or relations despite sidelining human rights. The Yoon administration should work on multilateral approaches to address the state of human rights in the North and reach a domestic bipartisan consensus on the issue.

Most world leaders, including President Biden and Japanese Prime Minister Fumio Kishida, agree that the defense of Taiwan is crucial for regional security. But most options for improving deterrence will take too long. Building Taiwan’s self-defense, developing more U.S. firepower in the region, creating the economic resilience to make severe sanctions feasible: None of these will come to fruition before 2030.

Japan could change the game now. Allied forces, responding immediately and en masse, have a chance of thwarting a Chinese invasion, according to a recent report from the Center for Strategic & International Studies. But, in meetings with high-level officials in Tokyo last month, I sensed a mismatch between talk and walk. Japan must broaden its vision of self-defense to encompass priorities and declaratory policies that will avert calamity in the region. Tokyo cannot wait until war breaks out to start the tougher conversations.

First, without Japan, the United States could be outgunned in a fight to defend Taiwan, notwithstanding Washington’s new basing agreement with the Philippines. A combined U.S.-Japan fleet, on the other hand, would boast more than three times as many aircraft carriers, cruisers and destroyers as the People’s Liberation Army Navy. The quality of many Japanese ships approaches that of its U.S. counterparts. Eight of Japan’s destroyers field a state-of-the-art Aegis weapons system used by some of the more advanced ships in the U.S. Navy.

Tokyo could contribute significantly to a military effort to deny China the ability to take Taiwan by force. To do so [... it] must be willing to go after the amphibious invasion force and targets on mainland China — a very controversial proposition indeed.

Second, Japan’s involvement could mitigate some of the geographic vulnerabilities of the United States. Adding Japanese bases more than doubles the locations from which the two countries together could conduct operations. Japan’s southwestern islands are closer to Taiwan than mainland China. Take Yonaguni Island, just about 70 miles from Taiwan’s east coast. On it are intelligence, surveillance and reconnaissance assets, as well as anti-ship and anti-aircraft capabilities. Operating from these bases in the defense of Taiwan, allied forces would have more opportunities to quickly target an invading force. That would make attacks on U.S. bases in Japan, such as Kadena, at the southernmost tip of the archipelago, less attractive to the Chinese. Such strikes would no longer completely cripple an air effort.

Third, Japan has military strengths that would make a fait accompli almost impossible for China. Though Japanese diesel submarines are slower than U.S. counterparts, they could reach the Taiwan Strait in just two days. U.S. submarines departing from Hawaii would take at least a week; from San Diego even longer. This makes Japan the first line of defense for Taiwan. Japanese boats could also monitor key choke points through which Chinese navy submarines would be attempting to exit the First Island Chain in the western Pacific. This would free up the quieter submarines of the U.S. Navy to wreak havoc on amphibious vessels and escort ships.

In short, Tokyo could contribute significantly to a military effort to deny China the ability to take Taiwan by force. To do so, Japan must increase its stockpile of torpedoes and long-range strike weapons, as planned. Tokyo must be willing to go after the amphibious invasion force and targets on mainland China — a very controversial proposition indeed.

On the surface, it looks as if Japan is moving in the right direction. The government took the groundbreaking historic step of increasing defense spending to 2 percent of Japan’s gross domestic product over the next five years. This meant a whopping 26.3 percent increase in 2023 alone. The greatest increase in the past was in 1986, by nearly 50 percent.

Last year, former prime minister Shinzo Abe stated that the security of Japan is connected to Taiwan. He said a Chinese use of force against a U.S. vessel defending Taiwan could legally trigger the deployment of Japan’s military (known as the Self-Defense Force).

Indeed, a 2015 law allows Japan to engage in collective defense when presented with an existential threat. This provides plenty of flexibility for Japan to fight alongside the United States without the need for a constitutional amendment. The officials I spoke with in Tokyo were firm that Japan would respond if China attacked U.S. bases such as Kadena.

Crudely, Japan seems to be prepared to push back against only Chinese assets that are clearly poised to attack its sovereign territory. Those heading toward Taiwan? Not so much.

But all these initiatives concern self-defense. Japan does worry that military activity around Taiwan could extend to the security of its southwestern islands. Or that if China takes Taiwan, it would be emboldened to take the Senkaku/Diaoyu islands, which Tokyo administers but which China also claims. There are even concerns that Okinawa, a group of 160-plus islands that is home to 1.4 million people (and dozens of U.S. bases), could then prove enticing to Beijing.

Crudely, Japan seems to be prepared to push back against only Chinese assets that are clearly poised to attack its sovereign territory. Those heading toward Taiwan? Not so much.

While a degree of strategic ambiguity makes sense, too much could backfire. If Japan is clearly unwilling to defend Taiwan, then improvements in Japanese military capabilities will do little to deter conflict across the strait. Japanese officials don’t need to say they would attack any Chinese invading forces, but they need to let their counterparts know it is a real possibility. The officials I met were unwilling to send such strong messages; some insisted reassuring Beijing was more important.

Tokyo must make clear at home and abroad that defending Taiwan is no longer off the table. The prospect of Japan engaging in offensive operations in the defense of Taiwan would stay Chinese President Xi Jinping’s hand. Only then would recent monumental changes in Japanese politics fulfill their potential in contributing to peace and security in Asia. If Ukraine has taught us anything, it is that deterrence is costly, but war is worse.

China’s Yellow Sea strategy has received less scholarly and policy attention than its approaches to the South China Sea, the East China Sea, and the Indian Ocean. However, China has significant economic and strategic reasons to prioritize its presence in these waters, including ongoing sovereignty disputes with the Republic of Korea (ROK). Chinese military exercises in the Yellow Sea have increased in recent years, with gray-zone activities playing a distant, secondary role to traditional military exercises. Moreover, China’s propaganda approach has been relatively limited and moderate, and thus there is still time to shape Beijing’s thinking and approach to these waters.

Policy Implications

  • While Chinese maritime ambitions are arguably more limited in the Yellow Sea than the South and East China Seas, China’s expanding military capabilities and subsequent uptick in military activity demand a greater policy focus there.
  • The U.S. should pursue a proactive hedging strategy toward China in the Yellow Sea. This could entail seeking cooperation with Beijing to address shared security threats, like North Korean WMD proliferation, while also preparing to respond strongly if China’s ambitions change or if it begins a more extensive coercive campaign for exclusive control of these waters.
  • The U.S.-ROK alliance should adapt to China’s increasing activities in the Yellow Sea by increasing joint monitoring, contingency planning, and consultations about the degree to which the alliance covers the protection of ROK forces, aircraft, and civilian vessels operating in the sea.

Despite their many differences, Taiwan and Ukraine have been portrayed as two fronts in a global struggle between democracy and authoritarianism. The interrelations between the two geopolitical flashpoints took center stage at the recent Yomiuri International Conference, Taiwan and Ukraine: Challenging Authoritarianism. Cohosted by APARC’s Japan Program, the Yomiuri Shimbun, and the Asia Pacific Initiative, the conference was held on January 16, 2023 at the International House of Japan (IHJ) in Tokyo. It examined paths to addressing autocratic challenges to democracy and offered recommendations for coordinated deterrence in the Indo-Pacific region by the United States and its allies.

The forum included two sessions with Freeman Spogli Institute (FSI) experts. The first session, moderated by Ken Jimbo, IHJ managing director and API president, featured panelists Oriana Skylar Mastro, FSI center fellow at APARC, and Michael McFaul, the director of FSI. They examined the fallout of the war in Ukraine, the risks of a Taiwan crisis, and their implications for security in East Asia, including Japan. The second session, moderated by Kiyoteru Tsutsui, the deputy director of APARC and director of the Japan Program, featured panelists Larry Diamond, Mosbacher Senior Fellow in Global Democracy at FSI, and Francis Fukuyama, Olivier Nomellini Senior Fellow at FSI. They considered the war in Ukraine and the tensions over Taiwan against the struggle to bolster the liberal international order.

Military Miscalculations, Economic Dislocations

McFaul opened the first session by reviewing some of the lessons from the war in Ukraine. The international community underestimated the Ukrainian military, he said. Putin, however, miscalculated the response of the United States and NATO, on the military side, and the scope of the sanctions the global community of democratic states, including Japan, would be willing to impose on Russia, on the economic side. 

It turned out, noted McFaul, that it was possible to reduce drastically Russian oil and gas coming into Europe, and Russia today has significantly fewer resources to fight Ukraine than it had anticipated. “I think it is very important to look at just how much economic dislocation happened with Russia, a country that was not integrated into the global economic world in the same way that China is,” McFaul said. He pointed out that the international community might also be underestimating the political pressure and dislocation that will erupt if, unprovoked, China invades Taiwan. “It will have very deep economic consequences for the Chinese economy,” said McFaul.

It is important to remember that the international community did not make credible commitments to deterring Russia before 2022, McFaul noted. In the case of China, he emphasized the imperative of considering concrete ways to enhance deterrence against a Chinese invasion of Taiwan before military action begins. 

Rethinking Defense and Deterrence

China, however, is not easily deterrable, as Mastro explained in her following remarks. President Xi has been clear from early on that enhancing China’s role on the international stage would be a key part of the Chinese Communist Party’s agenda. Taiwan is a top priority issue in the Chinese Communist Party’s long-term thinking, said Mastro. She reminded the audience that at the recent CCP Congress, President Xi reaffirmed that China will not rule out using force to bring Taiwan under its control. He also elevated Party members with extensive expertise in the joint operational domain and with Taiwan contingencies to the Central Military Commission, the Chinese top decision-making body for military affairs.

I am convinced that if Japan were to commit to fighting with the United States in this contingency, that would be enough to deter China.

How, then should the United States and its allies approach the question of deterring China? Mastro emphasized three conditions that U.S and Japanese defense policy must meet.

First, whatever the United States and Japan do in the defense realm must have an operational impact. For example, U.S. carriers will do nothing to prevent China from taking Taiwan in a wartime scenario, Mastro argued. “And along those lines, from the Japanese point of view, enhancing defense of the Senkaku Islands does nothing to deter China from taking Taiwan unless Japanese operations are going to be involved directly in stopping a Chinese invasion of Taiwan.”

The second condition is that China has to know about any defense changes the U.S. and its allies are making. For instance, if, in peacetime, there is no indication that the Japanese military is engaging in Taiwan Strait transits with the United States and the Chinese do not know about such activities, then they do not enhance deterrence.

Third, deterrence must happen before a war starts. It may seem an obvious point, but if the prevalent view is that, for example, the Japanese public will support the United States once a conflict over Taiwan erupts, then this approach does not deter China. “We have to let the Chinese know now that there is such support,” Mastro stated.

One issue China is concerned about, Mastro noted, is widening a Taiwan contingency. “China only wins Taiwan if the war is short, geographically limited to Taiwan, and only involves the United States, potentially in Taiwan,” she explained. “So I am convinced that if Japan were to commit to fighting with the United States in this contingency, that would be enough to deter China.”

Ultimately, the question before the United States and its allies is: “Do we want a happy China that is undeterred or an unhappy China that's deterred,” Mastro concluded. “Those are our only two options.” Deterrence is expensive and requires tradeoffs, but one thing that is costlier than deterrence is a major war, she emphasized.

“Let’s start thinking about how to actually change the environment with the sense of urgency that we need, because my biggest fear is that we're going to find ourselves in a major war with massive cost,” she urged the audience. There will be sacrifices to make, but the alternative, in Mastro's view, is worse.

Opportunities and Perils for Democracy

In the second session of the conference, panelists Larry Diamond and Francis Fukuyama examined the war in Ukraine and the tensions over Taiwan from the lens of democratic decline and its implications for the liberal international order.

Democracy has been in a global recession for most of the last two decades, yet the picture is not as bleak for democracies as it was just two or three years ago, said Diamond. In the United States, reforms at the state level have occurred, election deniers took control of Congress seats by a much smaller margin than predicted before the 2022 midterms, and extreme election deniers in crucial swing states were virtually defeated. Meanwhile, on the international stage, 2022 spotlighted autocrats’ inevitable shortcomings. In Russia, Putin has catastrophically miscalculated the war in Ukraine. In China, Xi has massively mismanaged the COVID pandemic, and the country’s economic growth is severely impaired.

Fukuyama said he was encouraged by the democratic solidarity shown in response to the war in Ukraine, especially in Europe, within NATO, and in Japan. Germany’s and Japan’s decisions to increase their defense budgets have been remarkably reassuring signals of strength among democracies, he noted.

But we sometimes forget that many countries in the Global South and elsewhere do not buy into this narrative, cautioned Fukuyama. Among the big disappointments in this regard is India, he stated, which raises the question of whether the issue at stake is indeed a battle between democracy and authoritarianism.

Indeed, democracies still face intractable challenges, Diamond explained. These include the corrupting influence of dirty money around the world, the trends of de-industrialization and hollowing out of the working class in advanced democracies, and social media, which Diamond sees as the single biggest driver of democratic decline. “I cannot tell you how much damage social media has done to destroy the social fabric of Truth and credibility and polarize society into tribal camps who don't have the same facts,” he said. “We have not found a way to temper that impact and win the battle For Truth.”

Taiwan and Deterrence

When it comes to the question of Taiwan, Diamond says he is worried. “There is going to be a PRC military invasion of Taiwan, probably in this decade, unless it is deterred,” he said. The three most crucial actors in deterring China are Taiwan, the United States, and Japan, he explained. Successful deterrence must involve coordination among all three in multiple arenas — from military cooperation to increased defense capacity and preparedness to impose such heavy costs in response to a Chinese invading force that will change Xi’s calculus.

Diamond observed that democracy is about uncertainty, of which there is now plenty in Taiwan as it looks ahead to a January 2024 contentious presidential election. Diamond’s prediction is that "China will intervene however it thinks it can” in Taiwan’s upcoming presidential election, as Xi would certainly prefer to pick up the island peacefully than by force, he said. “I think it's going to be very important that the people of Taiwan see that they're not alone, that the democracies of the world — not just the United States and Japan but Australia and Europe — are with them; it will increase their will to fight.”

APARC 2023-24 Predoctoral Fellowship

APARC supports Stanford Ph.D. candidates who specialize in contemporary Asia topics. The Center offers a stipend of $37,230 for the 2023-24 academic year, plus Stanford's Terminal Graduate Registration (TGR) fee for three quarters. We expect fellows to remain in residence at the Center throughout the year and to participate in Center activities.

After U.S. President Joe Biden and China’s President Xi Jinping recently met face-to-face for the first time since Biden took office on the sidelines of the Group of 20 summit in Indonesia, Biden said he absolutely believed “there need not be a new Cold War” between the two powers. International politics scholar and expert on U.S.-China relations Jia Qingguo, however, is not as certain about this assessment. “If a Cold War between the two countries has not arrived quite yet, it no longer appears far away,” said Jia, a professor at the School of International Studies at Peking University.

Jia, the Fall 2022 Payne Distinguished Fellow at the Freeman Spogli Institute for International Studies (FSI) and a visiting scholar at APARC, headlined this quarter’s Payne Lecture, speaking to a packed audience that gathered on December 6 for a timely discussion titled Avoiding Disaster in U.S.-China Relations, co-hosted by APARC and FSI.

The Payne Lectureship at FSI, named for Frank E. Payne and Arthur W. Payne, aims to raise public understanding of the complex policy issues facing the global community and advance international cooperation. The lectureship brings to Stanford internationally esteemed leaders from academia and the policy world who combine visionary thinking and a broad, practical grasp of their fields with the capacity to provide insights into pressing challenges of global concern. Throughout the 2022-23 academic year, the Payne Lectureship hosts experts from Asia who examine crucial questions in U.S.-China relations.

Professor Jia is uniquely qualified to assess the prospects of U.S.-China relations and offer perspectives from both inside and outside of China, said Jean Oi, director of APARC’s China Program and a senior fellow at FSI. Jia has published widely in both Chinese and English, taught at multiple international institutions, and earned a doctorate from Cornell University. He is engaged both with China’s academic and policymaking circles in his roles as vice president of the China American Studies Association, vice president of the Chinese Association for International Studies, and a member of the Standing Committee of the National Committee of the Chinese People's Consultative Conference.

Jia’s address was followed by a panel discussion with Shorenstein APARC Fellow Thomas Fingar, an expert on China and U.S. foreign policy, and FSI Director Michael McFaul, the Ken Olivier and Angela Nomellini Professor of International Studies at Stanford’s Department of Political Science.

Intensifying Rivalry

The use of the Cold War analogy in the context of the U.S.-China competition has gained currency in recent years among politicians and policymakers. Until recently, however, explained Jia, the U.S.-China relationship did not manifest the three prominent features that characterized the Cold War between the United States and the Soviet Union: ideological competition, military confrontation, and economic separation. This reality is changing. “Now, between the two countries, ideological competition is taking shape, military confrontation is emerging, and although economic relations remain close, efforts to delink the two economies, especially in the hi-tech sectors, are increasing,” Jia said, noting the Biden administration’s ban on semiconductor exports to China, China’s increasing efforts to develop indigenous technologies, and the intensifying military tensions over Taiwan.

Why has the relationship frayed in this way? Jia enumerated several factors of particular relevance. The first is the influence of the Thucydides Trap argument, popularized by Harvard political scientist Graham T. Allison to describe a potential conflict between the United States and China. The idea draws from the Greek historian’s metaphor of the concomitant dangers when a rising power challenges a ruling power, as when Athens challenged Sparta. Under the influence of this line of argument, said Jia, almost any action by the United States and China is perceived and interpreted as an effort to prepare for an eventual showdown.

For example, Americans who subscribe to the Thucydides Trap argument interpret China's growing defense spending as military buildup aimed at challenging American military supremacy, and its Belt and Road Initiative and aid programs as schemes designed to facilitate its grand geopolitical ambitions. Similarly, for Chinese who subscribe to this line of argument, the central objective of U.S. diplomacy is to contain China, Freedom of Navigation Operations in the South China Sea are designed to undermine China's territorial sovereignty, and U.S. criticism of China's human rights practices is intended to create political instability in the country. “People who subscribe to the Thucydides Trap argument in both countries cite each other’s views to support their argument and push for more confrontational policies in both countries,” argued Jia. “Such efforts have a significant impact on the bilateral relationship.”

The second factor elevating tensions between the two world powers is their different political value systems, Jia explained. For a long time, China’s Communist system was no hindrance to the development of the U.S. China policy framework of engagement. Perhaps this was the case because China was weaker and many U.S. policymakers believed that political liberalization in the country would follow its integration into the international system, Jia theorized. In recent years, however, Americans have come to recognize that China did not change in the direction they had anticipated. Now, said Jia, former supporters of engagement as the foundation of U.S. China policy feel disappointed and see China as a threat to the U.S.-led liberal international order. Against this backdrop, the Chinese leadership also feels the need to elevate ideology at home. The emphasis on the contrasting ideologies between the two countries “is bad news for the bilateral relationship," Jia stated. “If the relationship is about interests, then we can always negotiate and compromise, but if it’s about values, then it becomes a conflict of good versus evil” which leaves no room for pragmatic solutions.

Jia sees the role of Donald Trump as a third significant factor in leading U.S.-China relations to a collision course. Unlike previous U.S. presidents, he noted, Trump was willing to get tough on China and push the limit of the bilateral relationship regardless of the cost to the United States. Jia enumerated Trump administration policies and actions such as setting tariffs and other trade barriers on China, restricting people-too-people exchanges between the two countries, launching what some perceive as technological warfare against China, blaming China for the eruption of the COVID-19 pandemic, and raising suspicions against Chinese nationals in the United States. With this approach, said Jia, the Trump administration “pushed the relationship between the two countries to the brink of total breakdown.”

To China, the issue of Taiwan is like a way of life, so no leader can compromise on it and stay in power.

But the U.S.-China relationship is no better under President Joe Biden than it was under his predecessor, largely due to domestic politics, Jia said. Legislation aimed at countering China's growing influence is one of the rare topics that gets bipartisan support in the polarized U.S. Congress, he noted. On the Chinese side, many people are frustrated by what they perceive as negatively skewed China coverage in U.S. news media. Chinese officials have become increasingly confident to adopt a more strident, assertive approach, a turn in Chinese foreign policy that has been branded “wolf warrior diplomacy.”

Altogether, these elements have exacerbated negative interactions and heated exchanges between the two countries. To avoid a disastrous conflict, the two countries should focus on shared interests and remember that international stability is one such common interest, Jia believes. “We are all stakeholders of the existing international system,” he said, “so we need to take a more balanced view of the nature of our relationship.” Areas of potential cooperation, such as climate change or non-proliferation of weapons of mass destruction, offer a glimpse of hope for improved bilateral engagement.

Additionally, he noted, the two countries should build consultation mechanisms to manage conflicts of interest in areas such as trade disputes, the right to conduct military and reconnaissance activities along the coasts of other countries, human rights issues, and more.

Yet Jia admitted that the United States and China should build guardrails for the relationship to avoid military accidents and confrontations. Here, however, a potential conflict over Taiwan is a thorn in the side of both countries. “To China, the issue of Taiwan is like a way of life,” Jia noted, “so no leader can compromise on it and stay in power.” Guardrails in U.S.-China relations should therefore go beyond agreement on protocols to encompass U.S. assurance on Taiwan, he said.

Alienated Constituencies

In his comments, Thomas Fingar pointed out that Jia’s main argument ultimately means that blame for the difficulties in the U.S.-China relationship rests more or less entirely with the United States and that “everything that China does, and has done recently, is in response to American actions.” In reality, however, the relationship is affected by a complicated mix in which both countries respond to each other’s actions and changes in the global environment, he said.

Fingar also challenged the importance Jia assigned to the role of the Trump administration in deteriorating the bilateral relationship. “By the time the Trump administration took office,” Fingar said, “virtually every constituency that had been built over previous decades had been alienated by Chinese actions.” These actions, he stated, include, among others, imposing intellectual property pressures to transfer technology; refusing to open segments of the Chinese economy as had been committed in advance of its WTO membership; restrictions on American journalists and access to American news media; and passing the Overseas Non-Governmental Organization law, which aims primarily at reducing the influence of foreign actors on Chinese domestic affairs by requiring foreign organizations to register with the Ministry of Public Security and have an official Chinese sponsor.

As a result, by 2016, said Fingar, “every constituency that had been thought of as a pillar of maintaining stability in the relationship had been alienated.” Thus, although one can debate Trump's approach to China, the approach was not simply a matter of his personality and the underlying issues it set out to address were real. According to Fingar, this dynamic also explains why the Biden administration has kept a tough stance on China.

On one point Fingar agreed with Jia: the strains in the U.S.-China relationship are here to stay in the near term. There is currently not much pressure in the United States to improve the relationship, Fingar said, and it is probably easier for the United States to get along with the strained relationship than for China. “For domestic economic and stability reasons, China needs improvement in the relationship more than the United States does,” he concluded. “China should, therefore, have more incentive than Washington to try and improve the relationship.”

Misperceptions and Non-Events

Michael McFaul reminded the audience of the limits to framing the U.S.-China relationship through a Cold War lens. The most fundamental difference between the present situation and the Cold War era, he noted, is the U.S.-China economic interdependence and China's integration into the global economy. Most Americans now see China’s stake in the global economy as a threat, McFaul said, but the situation may also hold opportunities for relationship management that we did not have with the Soviet Union. Certainly, there are opportunities to learn from significant mistakes both the United States and the Soviets made during the Cold War era.

The three biggest mistakes of the United States during that period, according to McFaul, were overestimating the Soviet ideological threat globally, and therefore overreacting to it; at times, overestimating Soviet military power; and partnering with autocratic entities that, in retrospect, "we did not need to do to win the Cold War." These offer important lessons for the United States, said McFaul, as we think about competing with China in ways that protect U.S. interests, values, and well-being. “We don't have to do another round of McCarthyism. We don't have to fight another Vietnam war to be successful in managing the competition with China today.”

The Soviets, too, made several big mistakes, McFaul explained. First, they feared Communist reformers so much that they launched three invasions: of Hungary in 1956, Czechoslovakia in 1968, and Poland in 1981. Moreover, in the late Cold War period, the Soviets gave up on reform at home to focus on investing resources in projecting power abroad. “I see this mistake happening right now,” McFaul said, “when I look at China’s 20th Party Congress.” Finally, Brezhnev’s overreach in Afghanistan was the beginning of the end of the Soviet Union. Overreach, McFaul noted, is an important lesson for China’s current leaders.

McFaul closed his remarks with reflections on perceptions and misperceptions. The Thucydides Trap in U.S.-China relations is real, he said, and so is the ideological competition between the two powers. To argue otherwise would be naïveté and misperception. The challenge for academics and policymakers is twofold, he stated. First, there is the daunting question of what can be done to stabilize the relationship and what evidence or signaling either side could use to determine whether the other’s actions pose a real threat or are merely being misperceived as an ideological threat. “We can never allow a disagreement based on bad information and misperceptions. And I worry that there's too much of that going on in U.S.-China relations,” he said.

Another compounding question is whether China is indeed a status quo power that has a shared interest in the international order. Either side should be worried about the revisionist actions the other is initiating in the international system, McFaul noted. “There is, however, one issue on which both sides must be status quo powers, namely, Taiwan — and I think this is the challenge to avoiding disaster.” The greatest achievement of American and Chinese diplomacy today, in McFaul’s view, is the absence of war over Taiwan. “We should think more about the conditions that lead to non-events,” he said. “You cannot be a status quo power and invade Taiwan. That's a contradiction. I want to believe that we both have an interest in avoiding war in Taiwan. I want to know how we can make, on both sides, a more credible commitment to that non-event,” he concluded.

It remains to be seen whether a sufficient sense of urgency and high stakes can avert the downward spiral in U.S.-China relations. Jia’s somber assessment is that tensions will continue to define the bilateral relationship in the coming years. A potential conflict over Taiwan in particular remains a stumbling block, and if the current trend continues, he said, then “there is a chance that the two countries may have to downgrade diplomatic relations.”
