FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

Shorenstein APARC has received a grant from the Academy of Korean Studies in Seoul which enables the center to publish a series of books on Korea's democratization and social change, under the series title: Korean Democracy: From Birth to Maturity.

Under this three-year grant, the center will publish a series of studies which focus on: 1) the role of social movements in Korean democratization, 2) comparative relevance of the Korean experiences, and 3) impact of democratization on social and political changes.

For the first study the center will build upon its on-going research projects, particularly the Stanford Korean Democracy Project. This project seeks to understand the emergence and evolution of social movements and their role in Korean democratization. During the authoritarian years, when former military generals ruled Korea, various social groups participated in the movement to restore democracy and ensure human rights. Their activism was instrumental to democratic reforms that took place in the summer of 1987 and they continued to play an important role even after democratic transition.

The Stanford University Korea Democracy Project traces the dynamic of this social movement from 1970 to 1993. Based on sourcebooks obtained from the Korea Democracy Foundation, project researchers led by Dr. Gi-Wook Shin have created novel quantitative data sets. Specifically, they have coded the main features of nearly five thousand protest and repression events from 1970 to 1993, using a comprehensive coding scheme developed expressly for this purpose. In addition, researchers have coded an organizational directory that includes characteristics associated with 387 social movement organizations active during this same period. While there are many informative studies of particular movements - such as the Kwangju uprising - in Korea's democracy movement, the Stanford Korea Democracy Project aims to provide a systematic overview of the movement as it developed through the most authoritarian period (1972-84), democratic transition (1987), and the democratic period (post-1987). Two books are expected from this project.

The second study will address the comparative relevance of Korean experiences. The comparison between Korea and other non-Western societies raises many questions about the conditions necessary for democratic transformation, including the role of culture, national identity, social organization, labor politics, and economic modernization. There is also a need to understand how Korea's particular example provides lessons regarding effective democracy promotion. The center plans to host a conference on labor politics in Korean democracy that is designed to develop a theoretical challenge to the Euro-centric theoretical paradigm in labor studies and draw implications for other non-Western societies. In advancing comparative perspectives, the researchers will work closely with Stanford's Center on Democracy, Development, and the Rule of Law (CDDRL). The coordinator of their Democracy Program, Larry Diamond, has already published two books that looked at Korea's experience in this comparative framework.

Finally, the third study will assess the impact of democratization on broader social and political changes in South Korea. This will include not only domestic issues but also Korea's relations with other nations. The latter is particularly relevant since Korean democratization took place in the post-cold war era. As such, democratization has provoked Koreans to rethink their views of the North, US-ROK relations and Korea's role in the world. Clearly democratic change has significantly altered the environment in which Korean government policy is made, broadening the public policy dialogue to include non-governmental actors, new media, and politicians who are sensitive to the shifts of public opinion. Researchers at the center will explore this dynamic in supporting the research and publication of a new book on South Korea's democratization and the anti-American wave of 1999-2002, authored by a former senior American official, David Straub, currently a 2007-2008 Pantech Research Fellow at the Center.

This program will bring together some of the world's leading experts on Southeast Asia and democracy to consider critical questions facing the region. Has the American model of democracy become tarnished in Asia, and is the Chinese model of authoritarian capitalism of growing appeal and significance? What are the dimensions and implications of Islamicization for Southeast Asia? What are the prospects for cleaning up notoriously corrupt party politics? Will the military ever be driven out of politics in places like Thailand and the Philippines? Is the American-led "war on terror" helping stabilize politics in the region, or is it exacerbating already serious problems? What do these developments mean for U.S. foreign policy and American influence in Asia?

 

Kishore Mahbubani, one of Asia's leading public intellectuals, is author of the forthcoming The New Asian Hemisphere: the Irresistible Shift of Global Power to the East; and Can Asians Think? and Beyond the Age of Innocence: Rebuilding Trust Between America and the World. Now the dean and professor of the Lee Kuan Yew School of Public Policy at the National University of Singapore, he served for 33 years as a diplomat for Singapore.

Larry Diamond is a senior fellow at the Hoover Institution, Stanford University, and the author or editor of more than twenty books, including Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, and the newly-released The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World.

Donald K. Emmerson has written or edited more than a dozen books and monographs on Southeast Asian politics, including the forthcoming Hard Choices: Security, Democracy, and Regionalism in Southeast Asia and Indonesia Beyond Suharto. His latest publication is titled "Challenging ASEAN" (Jan 2008). He is a senior fellow at the Freeman Spogli Institute for International Studies at Stanford University, where he also heads the Southeast Asia Forum.

Douglas Bereuter (moderator) is president of The Asia Foundation. He assumed his current position after 26 years of service in the U.S. Congress, where he was one of that body's leading authorities on Asian affairs and international relations.

At Stanford, in addition to his work for the Southeast Asia Program and his affiliations with CDDRL and the Abbasi Program in Islamic Studies, Donald Emmerson has taught courses on Southeast Asia in East Asian Studies, International Policy Studies, and Political Science. He is active as an analyst of current policy issues involving Asia. In 2010 the National Bureau of Asian Research and the Woodrow Wilson International Center for Scholars awarded him a two-year Research Associateship given to “top scholars from across the United States” who “have successfully bridged the gap between the academy and policy.”

Emmerson’s research interests include Southeast Asia-China-US relations, the South China Sea, and the future of ASEAN. His publications, authored or edited, span more than a dozen books and monographs and some 200 articles, chapters, and shorter pieces.  Recent writings include The Deer and the Dragon: Southeast Asia and China in the 21st Century (ed., 2020); “‘No Sole Control’ in the South China Sea,” in Asia Policy  (2019); ASEAN @ 50, Southeast Asia @ Risk: What Should Be Done? Prior to moving to Stanford in 1999, Emmerson was a professor of political science at the University of Wisconsin-Madison, where he won a campus-wide teaching award. That same year he helped monitor voting in Indonesia and East Timor for the National Democratic Institute and the Carter Center. In the course of his career, he has taken part in numerous policy-related working groups focused on topics related to Southeast Asia; has testified before House and Senate committees on Asian affairs; and been a regular at gatherings such as the Asia Pacific Roundtable (Kuala Lumpur), the Bali Democracy Forum (Nusa Dua), and the Shangri-La Dialogue (Singapore). Places where he has held various visiting fellowships, including the Institute for Advanced Study and the Woodrow Wilson International Center for Scholars. 



Emmerson has a Ph.D. in political science from Yale and a BA in international affairs from Princeton. He is fluent in Indonesian, was fluent in French, and has lectured and written in both languages. He has lesser competence in Dutch, Javanese, and Russian. A former slam poet in English, he enjoys the spoken word and reads occasionally under a nom de plume with the Not Yet Dead Poets Society in Redwood City, CA. He and his wife Carolyn met in high school in Lebanon. They have two children. He was born in Tokyo, the son of U.S. Foreign Service Officer John K. Emmerson, who wrote the Japanese Thread among other books.

We are pleased to bring you the first dispatch of the new year in our series of Shorenstein APARC Dispatches. This month's piece comes from David Straub, this year's Pantech Fellow. Straub served thirty years in the U.S. Department of State, specializing in Northeast Asian affairs, including as the Department's director of Korean and of Japanese affairs. Since leaving the State Department last year, he has taught U.S.-Korean relations at Johns Hopkins School of Advanced International Studies and Seoul National University's Graduate School of International Studies. At Shorenstein APARC, he is writing a book on U.S.-South Korean relations.

In December 2007, for the first time ever, South Koreans, anxious about the economy, elected a businessman as their president. Pro-growth conservative Lee Myung-bak won a resounding victory, with 49 percent of the vote, over left-center candidate Chung Dong-young, who won only 26 percent. Lee's margin would have been even greater had it not been for the late entry into the race by another conservative, Lee Hoi-chang, who finished third with 15 percent.

Korean voters had become tired of ten years of rule by the left-center, and they saw incumbent President Roh Moo-hyun as confrontational and ineffective. By contrast, Lee, a former Hyundai Engineering and Construction CEO, has a reputation for being a pragmatic, can-do leader. As mayor of Seoul (2002-2006), he beautified the city and reformed its mass transit system.

Lee is scheduled to be inaugurated on February 25 for a single five-year term, but he faces two early challenges. First, just before the election, the left-center camp passed a bill establishing a special prosecutor to investigate allegations that Lee had been involved in business fraud and other corruption. The special prosecutor is supposed to announce his findings before the inauguration. A regular prosecutor earlier found the charges to be unfounded, and most observers think that the special prosecutor will not turn up significant new information.

Second, President-elect Lee must counter centrifugal forces in the conservative party ahead of parliamentary elections on April 5. Lee Hoi-chang's defection has already split the conservative camp, and now President-elect Lee and former conservative party leader Park Geun-hye (daughter of the late President Park Chung Hee) are feuding over how much say each should have in choosing candidates for the parliamentary election.

If President-elect Lee is cleared by the special prosecutor and if he successfully manages relations with Park, Lee's party will likely win a very large majority in the parliamentary election, offering him the opportunity to be a strong and effective executive.

As president, Lee will face two long-term challenges. First, as Lee has promised Korean voters, he must strengthen the economy. While the Korean economy has been growing at a rate of about 5 percent in recent years, the average Korean has felt hard-pressed by large increases in housing and education costs. Lee plans to focus on deregulation and attracting foreign investment. He has, however, already been forced to scale back his promise of 7 percent annual growth to 6 percent at least for his first year in office.

Second, although North Korea was not a major issue in the election campaign, due to the apparent progress in Six-Party talks to end North Korea's nuclear weapons program, many experts are skeptical that North Korea will fully abandon its nuclear ambitions. Lee supports engagement of North Korea and continued humanitarian aid, but he has said he will not provide major economic aid to North Korea until it ends its nuclear weapons program. This marks a significant departure from the policy of his predecessors Roh Moo-hyun and Kim Dae-jung. A renewal of tensions with North Korea could threaten South Korean economic growth and Lee's popularity.

Lee strongly supports South Korea's alliance with the United States. He may seek talks with the United States to adjust or delay implementation of agreements reached in recent years to reduce the United States' role in South Korea's defense. Lee also supports early ratification of the U.S.-Korea Free Trade Agreement (FTA), the largest U.S. free trade agreement since NAFTA. (The U.S. Congress has not yet approved the U.S.-Korea FTA.)

Many experts believe that the near coincidence of Lee's election and the inauguration of a new U.S. administration in January 2009 offers a major opportunity to strengthen U.S.-South Korean relations. Shorenstein APARC and the New York-based Korea Society recently announced the formation of a study group of senior former U.S. officials and experts to issue a report and recommendations on how the next U.S. administration can work with President Lee. The study group will travel to Seoul in early February for meetings with President-elect Lee and his economic, foreign policy, and security advisors.

Perhaps the most remarkable aspect of the election of Lee was that Koreans did not think it remarkable. They simply took it for granted that the election would be free, fair, and peaceful. Yet it has only been twenty years since South Koreans literally forced a military-backed government to allow them to vote democratically for their chief executive. In those two decades, there have been five presidential elections, with Lee's victory making the second full-fledged transfer of power between political camps. Moreover, this election was conducted at very low cost, using public funds; companies were not "squeezed" for campaign contributions as in the past. South Korea has demonstrated itself to be, along with Australia and New Zealand, the most democratic country in East Asia and a model of political development for the entire international community.

New York and Stanford, CA., Jan. 10, 2008 -- With South Koreans having elected a new president last month and Americans going to the polls in November to choose a new leader, Stanford University's Walter H. Shorenstein Asia-Pacific Research Center and the New York-based Korea Society today announced the formation of a non-partisan group of distinguished American former senior officials and experts to study ways to strengthen the alliance between the two countries.

The New Beginnings' study group will gather at the end of the month at Stanford University to discuss and analyze the implications of the Korean election for alliance relations. The group will then proceed to Seoul in early February for meetings with South Korean President-elect Lee Myung-bak and his top aides, as well as other leading figures in Korean business, academic, media and policy circles. Based on these meetings, the group will prepare a report in March on their findings and recommendations to present to American policymakers, including those from the leading U.S. presidential campaigns.

Korea Society President Evans J.R. Revere and Stanford University Professor Gi-Wook Shin said group members believe that U.S.-South Korean relations are critically important to the United States' role in East Asia and that the inauguration of new administrations in both the U.S. and South Korea offers a unique opportunity to create "new beginnings" in the alliance relationship.

They also noted that the two presidential elections coincide with a critical phase in multinational talks to end North Korea's nuclear weapons programs and that close U.S.-South Korean cooperation is essential to successful diplomacy in dealing with North Korea.

Shin and Revere said that the Bush and Roh Moo-hyun administrations, after initial policy differences over North Korea especially, had recently significantly improved their cooperation, but that the two countries could do much more to strengthen bilateral relations.

Shin and Revere said they regarded the study project as a continuing collaborative effort by their two institutions. After issuing the report in March, they intend to continue to meet with U.S. and South Korean policymakers and other leaders. They plan to update the report and recommendations after the U.S. presidential election.

For the past sixty years, most analysts have assumed that Japan's security policies would reinforce American interests in Asia. The political and military profile of Asia is changing rapidly, however. Korea's nuclear program, China's rise, and the relative decline of US power have commanded strategic review in Tokyo just as they have in Washington. What is the next step for Japan's security policy? Will confluence with U.S. interests--and the alliance--survive intact? Will it be transformed? Will Japan become more autonomous?

Richard J. Samuels is Ford International Professor of Political Science and director of the Center for International Studies. He is also the founding director of the MIT Japan Program. In 2001 he became chairman of the Japan-US Friendship Commission, an independent federal grant-making agency that supports Japanese studies and policy-oriented research in the United States. In 2005 he was elected a member of the American Academy of Arts and Sciences.

Professor Samuels served as head of the MIT Department of Political Science between 1992-1997 and as vice-chairman of the Committee on Japan of the National Research Council until 1996. Grants from the Fulbright Commission, the Abe Fellowship Fund, the National Science Foundation, and the Smith Richardson Foundation have supported nine years of field research in Japan.

Dr. Samuels' recent book, Securing Japan, was published in 2007 by Cornell University Press.

His previous books include Machiavelli's Children: Leaders and Their Legacies in Italy and Japan, a comparative political and economic history of political leadership in Italy and Japan, "Rich Nation, Strong Army": National Security and the Technological Transformation of Japan, The Business of the Japanese State: Energy Markets in Comparative and Historical Perspective, and Politics of Regional Policy in Japan.

His articles have appeared in International Organization, Foreign Affairs, International Security, The Journal of Modern Italian Studies, The Journal of Japanese Studies, Daedalus, The Washington Quarterly, and other scholarly journals.

Dr. Samuels received his PhD from the Massachusetts Institute of Technology in 1980.

China's Harmonious Society colloquium series is co-sponsored by the Stanford China Program and the Center for East Asian Studies

Since 2006, the official doctrine of China's Communist Party calls for the creation of a "harmonious society" (HeXieSheHui). This policy, identified with the Hu Jintao leadership, acknowledges the new problems that have emerged as China continues its amazing economic growth. The economy is booming but so are tensions from rising inequality, environmental damage, health problems, diverse ethnicities, and attempts to break the "iron rice bowl." In this series of colloquia, leading authorities will discuss the causes of these tensions, their seriousness, and China's ability to solve these challenges.

Depending on where one stands, China's state-owned enterprises have reformed too slowly or too fast. Some lament the incompleteness of China's efforts to break the "iron rice bowl," to free firms from inefficient industrial practices, to rid firms of non-production expenses. Yet, as incomplete and slow as the reforms seem to some, New Left critics charge that China's reforms have gone too far, that SOEs have been subject to asset stripping, that firms have been "given away," and that the privileged few, particularly factory managers, have become rich capitalists overnight, through corruption and collusion with local officials. The losers in this view are the workers, who have been left unemployed, subject to layoffs, without health care, and sometimes without even their promised pensions-the very problems that prompted Hu Jintao's call for fixes to create a new "harmonious society." These two views of SOE reform, while seeming to convey different realities, reflect the political cross currents that have shaped China's corporate restructuring. Based on recent research in China, Jean Oi will discuss how those charged with reforming SOEs have tried to walk the tightrope between too slow and too fast reform, and the consequences.

Jean C. Oi is the William Haas Professor of Chinese Politics in the department of political science and a Senior Fellow of the Freeman Spogli Institute for International Studies at Stanford University. She is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. Professor Oi is also the founding Lee Shau Kee Director of the Stanford Center at Peking University.

A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the Department of Government at Harvard University before joining the Stanford faculty in 1997.

Her work focuses on comparative politics, with special expertise on political economy and the process of reform in transitional systems. Oi has written extensively on China's rural politics and political economy. Her State and Peasant in Contemporary China (University of California Press, 1989) examined the core of rural politics in the Mao period—the struggle over the distribution of the grain harvest—and the clientelistic politics that ensued. Her Rural China Takes Off (University of California Press, 1999 and Choice Outstanding Academic Title, 1999) examines the property rights necessary for growth and coined the term “local state corporatism" to describe local-state-led growth that has been the cornerstone of China’s development model. 

She has edited a number of conference volumes on key issues in China’s reforms. The first was Growing Pains: Tensions and Opportunity in China's Transformation (Brookings Institution Press, 2010), co-edited with Scott Rozelle and Xueguang Zhou, which examined the earlier phases of reform. Most recently, she co-edited with Thomas Fingar, Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press, 2020). The volume examines the difficult choices and tradeoffs that China leaders face after forty years of reform, when the economy has slowed and the population is aging, and with increasing demand for and costs of education, healthcare, elder care, and other social benefits.

Oi also works on the politics of corporate restructuring, with a focus on the incentives and institutional constraints of state actors. She has published three edited volumes related to this topic: one on China, Going Private in China: The Politics of Corporate Restructuring and System Reform (Shorenstein APARC, 2011); one on Korea, co-edited with Byung-Kook Kim and Eun Mee Kim, Adapt, Fragment, Transform: Corporate Restructuring and System Reform in Korea (Shorenstein APARC, 2012); and a third on Japan, Syncretism: The Politics of Economic Restructuring and System Reform in Japan, co-edited with Kenji E. Kushida and Kay Shimizu (Brookings Institution, 2013). Other more recent articles include “Creating Corporate Groups to Strengthen China’s State-Owned Enterprises,” with Zhang Xiaowen, in Kjeld Erik Brodsgard, ed., Globalization and Public Sector Reform in China (Routledge, 2014) and "Unpacking the Patterns of Corporate Restructuring during China's SOE Reform," co-authored with Xiaojun Li, Economic and Political Studies, Vol. 6, No. 2, 2018.

Oi continues her research on rural finance and local governance in China. She has done collaborative work with scholars in China, including conducting fieldwork on the organization of rural communities, the provision of public goods, and the fiscal pressures of rapid urbanization. This research is brought together in a co-edited volume, Challenges in the Process of China’s Urbanization (Brookings Institution Shorenstein APARC Series, 2017), with Karen Eggleston and Wang Yiming. Included in this volume is her “Institutional Challenges in Providing Affordable Housing in the People’s Republic of China,” with Niny Khor. 

As a member of the research team who began studying in the late 1980s one county in China, Oi with Steven Goldstein provides a window on China’s dramatic change over the decades in Zouping Revisited: Adaptive Governance in a Chinese County (Stanford University Press, 2018). This volume assesses the later phases of reform and asks how this rural county has been able to manage governance with seemingly unchanged political institutions when the economy and society have transformed beyond recognition. The findings reveal a process of adaptive governance and institutional agility in the way that institutions actually operate, even as their outward appearances remain seemingly unchanged.

The background of the Yushin System(1972) has attracted the attention of many Korean and international political scientists. Although most of them consider security crisis in 1968 combined with the Nixon Doctrine as a turnning point of the Park government and President Park's own idea on ruling system, Park's remarks on the second economy in early January of 1968, two weeks before the Pueblo Incident, deserve the attention.

This presentation will focus on questions such as what triggered the transition and why Park designed such a new idea at this particular time in early 1968. Considering the timing, there was a possibility that original idea of Park for the Yushin System started before the 1968 crisis. This approach would be also relevant to the historiography in Korean history, which has been a very complex decussation of internal and external factors

Tae Gyun Park is Assistant Professor at Graduate School of International Studies, Seoul National University in Korea and is currently a Coordinate Researcher at Harvard-Yenching Institute. He is an editorial board member of Critical Review of History (Yoksa Pipong), Pacific Affairs(UBC), The Review of Korean Studies (Academy of Korean Studies), and Seoul Journal of Korean Studies (Gyujang-gak, SNU).

Some people said North Korea would not survive the end of the USSR and dissolution of the Soviet bloc. Some people said Kim Jong Il's likely tenure could be measured in months. Some people said that North Korea was on the verge of collapse in 1997; some people, in fact, proclaimed that the economy had already collapsed.

What sorts of myths and misperceptions do we entertain and perpetuate that make it difficult for us to deal with North Korea coherently?

Robert Carlin is a 2007 Pantech Fellow at Shorenstein Asia-Pacific Research Center and has been a visiting fellow at the Center for International Security and Cooperation at Stanford University since 2005. After receiving an A.M degree from Harvard University's East Asian Regional Studies program, he joined the Central Intelligence Agency in 1971. From 1974 to 1988, he was a senior North Korea media analyst in the Foreign Broadcast Information Service (FBIS), where he received the director of the CIA's Exceptional Analyst Award. From 1989 to 2002, he was the chief of the Northeast Asia Division in the State Department's Bureau of Intelligence and Research. Concurrently, from 1993 to 2002, Mr. Carlin served as senior policy advisor to the U.S. special envoy for talks with North Korea, taking part in every significant set of U.S.-DPRK negotiations of which there were many--during those years. He was on the delegation accompanying Secretary of State Madeline Albright to Pyongyang in October 2000. From 2003 to 2005, Mr. Carlin was senior political advisor to the executive director of the Korean Peninsula Energy Development Organization (KEDO), leading numerous KEDO negotiating teams to the DPRK. Altogether, he has made 25 trips to North Korea.

Much of Mr. Carlin's analysis on North Korea from his years at FBIS has been declassified and is available either in the "Trends in Communist Propaganda" or "Trends in Communist Media". Over the years, he has written chapters for several books on the Korean issue including, most recently, "Talk to Me, Later," appearing in North Korea: 2005 and Beyond. In 2006, he co-authored an IISS Adelphi paper "North Korean Reform: Politics, Economics and Security." His essay on negotiating with North Korea will appear in Korea 2007 - Politics, Economy, Society. Over his career, Mr. Carlin has lectured at the Harry S. Truman Presidential Library, the State Department's Foreign Service Institute, foreign ministries and intelligence organizations abroad, and numerous universities.

John Thomas "Tom" Schieffer was sworn in as the 27th U.S. Ambassador to Japan on April 1, 2005, and presented his credentials to the Emperor on April 11, 2005. Since arriving in Japan, he has worked to strengthen the U.S.-Japan alliance, increase trade, and facilitate the realignment of U.S. forces stationed in Japan, among other issues.

Before being appointed Ambassador to Japan, Schieffer served as the U.S. Ambassador to Australia from July 2001 until February 2005. During his tenure in Canberra, he coordinated closely with the government of Australia on efforts to fight global terrorism and helped to deepen cooperation on rebuilding efforts in Afghanistan and Iraq. He was also heavily involved in the conclusion of a free trade agreement between the U.S. and Australia in May 2004.

Prior to his diplomatic service, Ambassador Schieffer was an investor in the partnership that bought the Texas Rangers Baseball Club in 1989, with George W. Bush and Edward W. "Rusty" Rose. He served as team president for eight years, was responsible for day-to-day operations of the club and overseeing the building of The Ballpark in Arlington, Texas. Ambassador Schieffer has also had a long involvement in Texas politics. He was elected to three terms in the Texas House of Representatives and has been active in many political campaigns.

The Ambassador attended the University of Texas, where he earned a B.A., and a M.A. in international relations, and studied law. He was admitted to the State Bar of Texas in 1979. He is married to Susanne Silber of San Antonio, Texas, and they have one son, Paul.
