Asian Biotech:  Ethics and Communities of Fate is the title of a new book that Prof. Ong has co-edited with Nancy N. Chen.  It offers the first overview of Asia’s emerging initiatives in the biosciences.  Its case studies include blood collection in Singapore and China; stem-cell research in Singapore, South Korea, and Taiwan; genetically modified foods in China; and clinical trials in India.  Such projects vary by country, as do the policies that are associated with them.  Discernible nevertheless is a significant trend toward state entrepreneurialism in Asian biotechnology.  Prof. Ong will also explore how political thinking and ethical reasoning are converging around the biosciences in Asia.  Copies of Asian Biotech will be available for signing and purchase at the talk.

Aihwa Ong studies how the interactions of capitalism, technology, politics, and ethics crystallize global situations, frame spaces of problematization, and generate situated solutions.  With these matters in mind, she has done field research in Southeast Asia, Southern China, and California.  A forthcoming volume is Worlding Cities:  Asian Experiments and the Art of Being Global.  Prior publications include Spirits of Resistance and Capitalist Discipline (2nd ed., 2010); Privatizing China:  Socialism from Afar (co-edited, 2008); Global Assemblages: Technology, Politics, and Ethics as Anthropological Problems (co-edited, 2005); Flexible Citizenship:  The Cultural Logics of Transnationality (1999); Neoliberalism as Exception:  Mutations in Citizenshipand Sovereignty (2006); and Buddha is Hiding:  Refugees, Citizenship, the New America (2003).  Prof. Ong has received many awards and has lectured at universities around the world.  She chairs of the US National Committee for the Pacific Science Association.  Her 1982 PhD is from Columbia University.

South Asia's growth pattern, and India's growth in particular, has attracted global attention because of its success in service exports. The South Asian experience suggests that a service revolution—rapid growth and poverty reduction led by services—is now possible.

What is a service revolution? What has contributed to the globalization of services—technology, trade, and transport—the 3Ts? Do services have spatial characteristics that differ from goods? Are services as dynamic as manufacturing? Can services be a driver of sustained growth, job creation, and poverty reduction? This is a study of higher education and quality in one of the world's largest
developing economies: India. India is already an important global economic player, and, unusual for developing countries, its success is due in part to exports of information technology services. By mid-century, India could be an economic powerhouse, but one factor influencing whether it reaches this level will be how successfully it creates quality higher education to put its labor force at the cutting edge of the information society. It is difficult to imagine large economies reaching higher stages of development in the 21st century without high levels of innovative, well-trained, politically savvy professionals.

According to hitherto available data, health expenditures in Pakistan are relatively low in international comparison. Data1F published by the World Health Organization (WHO) for the year 2005 shows a lack of Pakistani health expenditures in most indicators, compared to other low-income countries (LIC). To answer the question whether these results reflect the real situation in Pakistan or whether they exist due to statistical problems, Pakistan, for the first time, developed its National Health Accounts (NHA) in 2009. Only the availability of good estimates of health expenditures allows for evidence-based policymaking and therefore good governance.

The results clearly indicate that the situation in Pakistan is better than what was earlier estimated; however, the total health expenditure (THE) is still low compared to neighboring countries and other LIC. As a result, it is clear that the WHO health expenditure figures for Pakistan are understated, because they mainly comprise public and household out-of-pocket expenditures on health. Expenditures of many other entities, like military, cantonment boards, autonomous bodies, private hospitals, and so on, have not been taken into account in earlier estimations. Therefore, expenditure figures of NHA Pakistan are higher than those of WHO. Overall, the official NHA results show that THE is 27 percent higher than the WHO figure.

Furthermore, this paper cross-checks NHA results with other already available data sources on household expenditure. This comparison includes preliminary results of the Family Budget Survey (FBS), which also includes health items as well as National Accounts (NA) data. In line with this comparison, we calculate a raising factor that can be used for the adjustment of NHA results according to NA. The raised NHA result shows 102 percent higher out-of-pocket (OOP) spending on health; this would result in OOP health expenditures of $25.15 USD per capita (compared to only $12.45 USD per capita in the NHA estimation). This result, based on the NA figure with $33 USD THE per capita, leads to a different evaluation in international comparison, since it nearly reaches the level of India, with $37.5 USD and more than the average of all LIC with $27 USD.

Kirk R. Smith will speak about his current research on health-damaging and climate-changing air pollution from household energy use in developing Asia, including field measurement and health-effects studies in India, China, and Nepal, compared to other countries such as Mexico and Guatemala. The work encompasses developing and deploying small, smart, and cheap microchip-based monitors as well as tools for international policy assessments.

Dr. Smith is Professor of Global Environmental Health and Director of the Global Health and Environment Program at the School of Public Health at the University of California, Berkeley.  Previously, he was founder and head of the Energy Program of the East-West Center in Honolulu, where he still holds appointment as Adjunct Senior Fellow in Environment and Health after moving to Berkeley in 1995. He serves on a number of national and international scientific advisory committees including the Global Energy Assessment, National Research Council's Board on Atmospheric Science and Climate, the Executive Committee for WHO Air Quality Guidelines, and the International Comparative Risk Assessment. He participated along with many other scientists in the IPCC's 3rd and 4th assessments and thus shared the 2007 Nobel Peace Prize. He holds visiting professorships in India and China and bachelors, masters, and doctoral degrees from UC Berkeley. In 1997, he was elected a member of the US National Academy of Sciences. In 2009, he received the Heinz Prize in Environment.

The Shorenstein Asia-Pacific Research Center and its Asia Health Policy Program have joined with other centers and programs across the university as collaborative partners for the new Stanford Center for Population Research (SCPR). Supporting population research among faculty and students throughout Stanford, the SCPR is led by Professor Shripad Tuljapurkar, co-editor with Karen Eggleston of the book Aging Asia: Economic and Social Implications of Rapid Demographic Change in China, Japan, and South Korea.

The Stanford Center for Population Research, based in the Institute for Research in Social Sciences, has leadership and involvement across campus including the Humanities, Natural Sciences, Environmental programs, and the Medical School. The goal is to promote, support and develop population studies through collaboration among researchers and training for undergraduate and graduate students, serving as both a resource and nexus for faculty at Stanford across disciplines with interests in population studies, broadly defined.  

The Asia Health Policy Program will work with the Stanford Center for Population Research in studying the implications of demographic change in the Asia-Pacific region. For example, Karen Eggleston is undertaking comparative study of population health trends in China and India with other Stanford faculty associated with SCRP.

AHPP will also support the mission of strengthening the teaching of population studies at the undergraduate, graduate and postdoctoral levels, by helping to make connections for students studying demographic change in Asia. The 2011 postdoctoral fellow in Asia health policy, Qiulin Chen, will be studying population aging in China in comparative perspective. Shorenstein APARC’s affiliation with the SCRP will also help to reinforce the new Shorenstein APARC initiative studying policy responses to population aging in East Asia, kicking off with a workshop in January 2011.

Beyond his childhood ties to Hawai'i and Indonesia and his self-styled designation as "America's first Pacific President," President Barack Obama has demonstrated significant and genuine interest in Asia and in developing trans-Pacific ties. He embarked on November 5 for the second presidential visit to Asia during his term, and while there he will visit India, Indonesia, South Korea to attend the summit of the Group of 20 (G20), and finally to Japan to attend the annual heads of state meeting of the Asia-Pacific Economic Cooperation (APEC) conference. Secretary of State Hillary Clinton will travel a week ahead of Obama to attend the Association of Southeast Asian Nations (ASEAN) gathering and the East Asia Summit (EAS) in Vietnam, followed by visits to Malaysia, Papua New Guinea, New Zealand and Australia. Her trip will include an added-in stop to China's Hainan Island. To address major issues surrounding the President's trip to Asia--including the "China question" and historic U.S. bilateral alliances--four scholars from the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) gathered for a public panel discussion on October 27.

Thomas Fingar, Oksenberg/Rohlen Distinguished Fellow of the Freeman Spogli Institute for International Studies, spoke about the symbolic aspects of Obama's visit, noting the importance of a presidential visit for showing a sense of real commitment to the region and an acknowledgement of the "rise" of countries like China and India. On a more pragmatic side, he also suggested that meeting in person with other leaders is crucial in order to "bring about deliverables." The omission of a visit to China should not be weighed too heavily, Fingar said, pointing out that the President visited China last year. The stops in Japan and South Korea are tied to important multilateral meetings, though they will also reaffirm longstanding ties with those allies, while the visit to India is an indication of growing relations between the two countries. Of particular importance is Obama's participation in the G20 Summit in South Korea and the APEC meeting in Japan because, Fingar stated, a major purpose of the visit is about the "United States having a role in building new multilateral institutions." Finally, while much of the success of the Asia trip rests on how well Obama conducts himself, Fingar expressed confidence that the President would skillfully manage the visit.

During his visit to Indonesia, Obama will meet with Indonesia's President Susilo Bambang Yudhoyono for a bilateral discussion of such issues as economics, security, and higher education. Donald K. Emmerson, director of the Southeast Asia Forum, said that the postponement of earlier-planned visits to Indonesia has lessened some of the enthusiasm for Obama's "homecoming" to Jakarta. China's omission on the trip agenda is noteworthy, he suggested, and Clinton's addition of a stop in Hainan is due, in part, to help alleviate recent tension between the United States and China regarding China's claim of sovereignty over the South China Sea. Clinton's involvement in the EAS is an "important multilateral engagement" for the United States because of the presence of its ally Japan and the fact that the United States and China both have a voice there, unlike the ASEAN Plus Three meetings that do not include the United States. While in recent months the U.S.-China relationship has become more strained, Emmerson asserted that the "United States is not going to get into a cold war with China."

Obama will travel from Indonesia to South Korea for the G20 Summit, another major multilateral engagement during his travels. David Straub, associate director of the Korean Studies Program, described several significant aspects of this time in South Korea. While not technically an organization, Straub said, the Summit is an important forum for the discussion of economic stability and growth. Similar to Fingar, Straub noted the efficacy and significance of in-person meetings. The Summit provides an opportunity for world leaders to have face-to-face discussions on non-economic issues, such as North Korea's political situation. Straub suggested that President Lee Myung-bak's investment in the Summit is based, in part, on raising South Korea's global prestige, which is tied also to increasing the status of the G20 to become the premiere global financial organization. Finally, Straub stated that alongside the G20 meeting, Obama and Lee are expected discuss bilateral relations, which are at an all-time high, including the stalled U.S.-South Korea free trade agreement (Korus FTA). The FTA, which would be the most significant free trade agreement for the United States since NAFTA, has faced opposition and mixed support on both sides.

Obama's visit to India will be the third U.S. presidential visit there in the past decade, which is indicative of changing U.S. perceptions of India brought about through the IT boom and growing economic ties, suggested Daniel C. Sneider, associate director of research for Shorenstein APARC. Sneider pointed to a broader shared agenda despite a lack of clarity on some issues, such as Pakistan, and a focus on India as Asia's "other" growing economy. He stated that he would be watching for the United States and India to work together to emphasize India's role in East Asia, highlighted by India's participation in the EAS. India's Prime Minister Manmohan Singh has championed a "look east" policy and expressed stronger interest in East Asia, especially China. In terms of Obama's visit to the APEC heads of state conference in Japan, Sneider noted the importance of this trip also for the U.S.-Japan alliance. The newly formed government of Prime Minister Naoto Kan has worked to ease tensions in the alliance and both countries hope to use the visit to bolster a more positive image of the alliance. Certain points of contention, like the move of the U.S. military base on Okinawa, have been put aside for the time being. Sneider stated that recent China-Japan tensions have also served to reinforce the importance of the relationship.

Events during Obama's Asia visit in the next two weeks will help to solidify or possibly call into question his image as the "Pacific President," and undoubtedly influence the role of the United States in Asia for the future.
