About the Speaker: Christian Davenport is a Professor of Political Science and Faculty Associate at the Institute for Social Research at the University of Michigan, Research Professor at the Peace Research Institute Oslo and Elected Fellow at the American Association for the Arts and Sciences. Primary research interests include political conflict, measurement, racism and popular culture. He is the author of seven books and author of numerous articles appearing in the American Political Science Review, the American Journal of Political Science and the Annual Review of Political Science (among others). Film Studies major Dexter Sterling Simpson, ’21, dreams of entering the documentary industry after graduation. To test the waters, he moved to New York City for two quarters last year to pursue an internship with a professional documentary house. One recent highlight of his documentary experience, though, occurred while working as a research assistant with Stanford sociologist and the William J. Perry Professor of Contemporary Korea Gi-Wook Shin.

The research assistant job, available through the Shorenstein Asia-Pacific Research Center (APARC), which Shin directs, provided Simpson with the opportunity to produce a film that documents how high-skilled migrants to the United States, including several Stanford scholars, continue to make significant contributions to their home countries and create mutually beneficial ties — or “brain linkages” — between the United States and their home countries. The documentary, called Brain Bridges and now available on APARC’s YouTube channel, showcases research that is part of Shin’s multiyear project studying global talent flows, brain hubs, and socioeconomic development in Asia.

A Positive-Sum Approach

“I started working on the project last summer and then continued remotely from New York before remote work became the new norm in the time of COVID-19,” says Simpson. “Surprisingly enough, the pandemic seemed to speed things up for us rather than slow them down. I would meet regularly with Professor Shin and the research team via Zoom to exchange updates and notes on my work. Several weeks ago, we held an outdoor, socially distanced interview shoot to close the film. It has been a unique challenge to work around the abrupt life changes caused by the pandemic, but it is deeply rewarding to emerge with a finished product that, I hope, is inspiring and informative.”

The film traces the stories of several Stanford scholars and Silicon Valley entrepreneurs who demonstrate that the migration of high-skilled professionals is not a zero-sum game in which the host country (in this case, the United States) receives a net inflow of human capital from the home country. “Rather than simply enhancing the competitiveness of the host country at the home country’s expense — a phenomenon commonly referred to as ‘brain drain’ for the home country and ‘brain gain’ for the host country — what we find is that brain drain offers opportunities for brain circulation and brain linkage, that is, home-host interactions that create a win-win, positive-sum situation for both sides,” explains Shin.

From Human Capital to Social Capital

The story of Indo-American entrepreneur and venture investor Kanwal Rekhi is a case in point. When Rekhi came to the United States from India for graduate studies, he encountered prejudice in American society and criticism of his “unpatriotic” move in his home country. Undaunted, he advanced through the engineering ranks in several technology companies and in 1982, cofounded the computer networking company Excelan in Silicon Valley. Five years later, he became the first Indo-American entrepreneur to list a venture-backed company on the NASDAQ.

When high-skilled migrants stay engaged with the home countries, both home and host countries gain from the productive capacity embodied in the ties and networks linking many individuals and organizations.

From a human capital perspective, Rekhi’s journey is a case of brain drain for India. Following his success, however, he became an advocate for border-bridging entrepreneurs, pushed Indian legislators to reform venture regulations, and cofounded The Indus Entrepreneur (TiE), a nonprofit with a mission to foster entrepreneurship globally. His efforts in Silicon Valley and India helped create a whole new generation of entrepreneurs and a tangible impact on the economies in both countries.

“In considering brain linkage, we must shift from a view that regards labor primarily as human capital to a new model of labor as social capital,” notes Shin. “When educated professionals permanently leave their home countries, it is true that those countries lose the totality of education, skills, and experience embodied by these individuals. But when they stay engaged with the home countries, both home and host countries gain from the productive capacity embodied in the ties and networks linking many individuals and organizations.”

Featuring Stanford Scholars and Silicon Valley Entrepreneurs

Simpson’s documentary film follows the transnational brain bridging stories of several other accomplished academics and industry leaders in Silicon Valley, including Hongbin Li, the James Liang Director of the China Program at the Stanford King Center on Global Development and a Senior Fellow of Stanford Institute for Economic Policy Research; Kyle Loh, assistant professor of developmental biology who heads the Loh laboratory at the Stanford Institute for Stem Cell Biology and Regenerative Medicine; Arogyaswami Paulraj, professor emeritus at Stanford’s Department of Electrical Engineering; Sievlan Len, Stanford graduate student in international policy studies; Gen Isayama, general partner and CEO at venture capital fund World Innovation Lab; Asha Jadeja, an entrepreneur, investor, and philanthropist; Young Song, CEO of desktop virtualization company NComputing; Mariko Yang, cofounder of STEAM education organization SKY Labo; and Eugene Zhang, a founding partner of early-stage venture capital fund TSVC.

The documentary film brings to life the powerful lesson from the research by Shin and his colleagues: that transnational social capital and ties spanning geographic and cultural distance remain vital to today’s global market economy, even more so in a time of political tensions at home and abroad.

Korea’s migrants have diversified in recent decades. A special section of the journal Asian Survey gathers articles that address this development by examining issues of class as an analytical lens in addition to ethnicity and citizenship, and also by considering the contributions of migrants from both human and social capital perspectives. By doing so, the authors aim to provide a better understanding of the varied experiences, realities, and complexities of Korea’s increasingly diverse migrant groups.

In this introduction to the special section, coeditors Gi-Wook Shin and Rennie Moon explain the growing diversity of Korea's migrants, outline current literature on the country's migrant groups, and review the four articles in the special section and their contributions to the understanding of the growing heterogeneity and complexity of Korea's migrants.

A special section in the latest issue of the journal Asian Survey, coedited by APARC and the Korea Program Director Gi-Wook Shin, suggests a new framework in both social discourse and policy that reflects the varied complexities of Korea’s increasingly diverse migrants and that charts a course forward for a nation that is staring into a demographic abyss.

South Korea (hereafter Korea) is widely regarded as among the world’s most ethnically and linguistically homogeneous countries. In 1990, Korea counted only 49,000 foreigners amongst its population. But over the last two decades, the number of migrants in the country has grown dramatically, reaching 2.3 million (or 4.5% of the population) in 2018. Just as important is the growing diversity of migrants coming to Korea. In addition to unskilled workers and marriage migrants from developing countries, they increasingly include skilled migrant workers and marriage migrants from a range of developed Western countries.

These more recent migrant groups, however, do not fit into the dominant framework of Korean multiculturalism, and often remain invisible in Korean society, facing discrimination and largely left out of social discourse and government policy. For a nation that is aging faster than any other developed country and that struggles with weak global talent competitiveness, it is crucial to better understand the growing heterogeneity and complexity of migrants beyond their dichotomized depictions as Korean versus non-Korean in ethnicity and citizenship.

This is the focus of a special section in the July/August 2019 issue of the journal Asian Survey, titled Korea’s Migrants: From Homogeneity to Diversity. Coedited by APARC and the Korea Program Director Gi-Wook Shin and former Koret Fellow in Korean Studies Rennie J. Moon (now associate professor at Yonsei University’s Underwood International College), the special section collects articles that examine issues of class and highlight the contributions of migrants from both human and social capital perspectives, with an eye to a better appreciation of the values of diversity and transnationalism. “By doing so,” write Shin and Moon, “we aim to provide a better understanding of the varied experiences, realities, and complexities of Korea’s increasingly diverse migrant groups” and to “suggest a new framework in both social discourse and policy that reflects these complexities.” The articles in the special collections were originally presented and discussed at the Korea Program’s ninth annual Koret Workshop.

Diversity within Korea’s Migrant Groups

To capture the diversity and complexity of Korea’s migrants, Shin and Moon say, scholars need to examine within-group variation. The papers in the special section do so with respect to three migrant groups—marriage migrants, return migrants, and skilled labor—by focusing on nontraditional, relatively under-researched, highly skilled populations, mostly from developed countries, within those groups:

University of Sheffield scholar Sarah A. Son studies cross-border marriages between Korean men and Anglophone women, and shows that these Western women have very different experiences and social expectations compared with Asian female marriage migrants from developing countries. Western women bring greater perceived socioeconomic equality to the relationship by virtue of their economic position, education, and cultural background, and do not fit the common description of Asian female marriage migrants as representative of hypergamy (marrying a partner of higher social status). They also do not conform to the Korean state’s vision of social integration and resist its policy provisions to a greater degree than Asian marriage migrants. In fact, multiculturalism policy has failed to engage this Western migrant group.

What does it mean to be a skilled migrant returnee in Korea? Singapore Management University Research Fellow and former APARC Visiting Scholar Jane Yeonjae Lee provides an answer to this question by looking at the varying experiences and coping strategies of Korean returnees from New Zealand. She finds that, thanks to their educational and economic status, they fare better than traditional ethnic Korean return migrants, who experience hardships due to their status as unskilled labor. However, the process of skill transfer is not easy, and most of the skilled returnees are not fully accepted as Korean, experiencing some degree of alienation and disconnection based on their “overseas Korean” identities. In addition to greater social acceptance of skilled returnees, Lee argues, Korea needs a better policy mechanism for sustaining return migration.

Lastly, Shin, Moon, and former Koret Fellow in Korean Studies Joon Nak Choi (now an adjunct assistant professor at Hong Kong University of Science and Technology’s School of Business Management) focus on elite groups of skilled labor migrants, particularly foreign students studying in Korea and foreign professionals the country imports as skilled labor. The three authors aruge that Korea has largely failed to leverage the potential of these migrant groups, and that it must pay close attention paticularly to their human and social capital potential.

Migrants’ human capital stems from their specialized skills acquired through education, training, and work experience, which can benefit especially Korea’s small- and medium-sized firms. Their social capital is the value they can provide through their social ties that spread information and innovations and that form “transnational bridges” between Korea and their home countries. Social capital is especially advantageous for Korea’s large firms that compete in global markets.

The authors stress the need for Korea to develop a new policy framework, known as study-work framework, for cultivating social capital for skilled foreigners while in Korea. If Korea is to meet the challenges associated with its aging, depopulation, shrinking workforce, and weak position in the global war for mobile skilled talent, then it must “better appreciate the value of the cultural diversity [migrants] bring to its society and economy, as well as their human and social capital contributions.”

This paper examines how social isolation in a non-Anglophone context where English is not the main language of instruction for local students but is for international students, has unintended consequences for social capital formation among the latter. What factors influence international student network formation in such places where linguistic barriers are institutionalised and what are their consequences not only during college but beyond, in shaping students’ career plans? Using qualitative interview data with 67 international (originating from Asian countries) and domestic students in Japanese universities, we find that such institutional barriers negatively promote greater isolation of international students but positively encourage the formation of diverse multinational ties – a process through which international students gain ideas, confidence and direction regarding their post-graduation career plans to work transnationally.

Stanford Korean studies expert Gi-Wook Shin has been named the William J. Perry Professor of Contemporary Korea, an endowed professorship established jointly by the Freeman Spogli Institute for International Studies (FSI) and the School of Humanities and Sciences (H&S). Shin is a professor in the Department of Sociology, senior fellow at FSI, director of the Walter H. Shorenstein Asia-Pacific Research Center (APARC) at FSI, and the founding director of the Korea Program within APARC.
 
“Gi-Wook is richly deserving of this appointment,” said FSI Director Michael McFaul. “He is a remarkable colleague and scholar who established a unique Korean studies program at Stanford and, within a relatively short period of time, built it into a leading research hub on contemporary Korea and U.S.-Korea relations. Grounded in the social sciences, the program’s approach to exploring issues of vital importance to policymaking in the United States and Korea from cross-regional and comparative perspectives is at the forefront of FSI’s efforts to foster global engagement through research and teaching.”
 
The William J. Perry professorship of contemporary Korea was established thanks to a generous gift from Jeong H. Kim, a technology entrepreneur passionate about education and public service, in honor of Professor William Perry, his mentor and friend, who played a significant role in encouraging Kim’s entrepreneurship. Perry is the Michael and Barbara Berberian Professor (emeritus) at Stanford and senior fellow at FSI. An expert in U.S. foreign policy, national security, and arms control, Perry was the 19th U.S. Secretary of Defense, serving during the 1994 crisis on the Korean peninsula. He has long worked inside and outside of government toward a peaceful resolution to the conflict on the Korean peninsula, an effort that he continues today as director of the Preventive Defense Project at FSI. Having witnessed the growth of the Korea Program under Gi-Wook Shin’s leadership, Kim decided to endow a professorship on contemporary Korea, which was named after Perry upon his retirement.
 
A prolific scholar, Shin is the author and editor of more than twenty books and numerous articles. Some of his recent books include Strategic, Policy and Social Innovation for a Post-Industrial Korea: Beyond the Miracle (2018); Superficial Korea (2017); Divergent Memories: Opinion Leaders and the Asia-Pacific War (2016); Global Talent: Skilled Labor as Social Capital in Korea (2015); and Troubled Transition: North Korea’s Politics, Economy, and External Relations (2013). Due to the wide popularity of his publications, many of them have been translated and distributed to Korean audiences. He frequently contributes expert commentary and analysis on the two Koreas and U.S.-Korea relations in both American and Korean news outlets. 
 
Shin is currently leading a multi-year research cluster that advocates for a “New Asia” of social, cultural, and economic maturity. It includes several projects that analyze a host of issues, such as flows of talent across national boundaries and talent management practices and policies harnessed by leading Asia-Pacific countries to compete in the new global knowledge economy; migration and diversity programs and policies of Asia-Pacific universities, corporations, and governments, and their impact on innovation and creativity; and the interests and policy environments of the two Koreas and their neighbors in relation to the North Korean nuclear problem, the U.S.-DPRK dialogue, the U.S.-ROK alliance, the rise of China, and Korean reunification.
 
“I am honored to become the William J. Perry Professor of Contemporary Korea,” said Shin. “As a Korean American scholar, my mission has been to strengthen the bonds between the two countries to which I am most attached. It has been a blessing to work together with collogues, friends, and partners at Stanford and in the United States and Korea to deliver on that mission through the Korea Program research, education, and outreach. I am proud of our accomplishments to date and look forward to addressing the challenges ahead and building on our record of achievement.”
 
Previously Shin held the Tong Yang, Korea Foundation, and Korea Stanford Alumni Chair of Korean Studies. His appointment as the William J. Perry Professor of Contemporary Korea concludes a long search for a candidate to fill the position. “We are thankful to Gi-Wook for his patience throughout the search process,” said McFaul. “This professorship is especially important at a time when changing regional relations and geopolitical developments around the Korean peninsula are front and center to U.S. and international interests.”

The development community has increased its focus on higher education over the past two decades, recognizing that education can contribute to building up a country’s capacity for participation in an increasingly knowledge-based world economy and accelerate economic growth. The value added by higher education to economies—job creation, innovation, enhanced entrepreneurship, and research, a core higher education activity—has been highlighted by an important body of literature. 

Yet experts remain concerned that investing in higher education in less-developed countries may lead to a “brain drain”--highly educated students and professionals permanently leaving their home countries. In the 2016 Kauffman report on international science, technology, engineering, and math (STEM) students in the United States, for instance, 48 percent among a randomly sampled survey of 2,322 foreign doctoral students in the United States wished to stay there after graduation, with only 12 percent wanting to leave and 40.5 percent being undecided. In fact, high percentages of foreign students in the United States with doctorates in science and engineering continue to stay in the United States, creating a brain drain problem for the sending countries. 

Because students tend to move from developing to developed countries to study, brain drain is more problematic for developing countries. In addition, given accelerated talent flows around the world and the increasing integration of less-developed countries into global value chains, the negative impact of brain drain could be further amplified. As demonstrated by the studies reviewed in this paper, the migration of high-skilled professionals from developing countries may indeed create brain drain for them, but at the same time can significantly enhance the social and economic development of their home countries, regardless of whether or not they decide to return home, thus complicating what used to be seen as a straightforward case of brain drain. 

From Brain Drain to Brain Circulation and Linkage examines how brain drain can contribute to development for the sending countries through brain circulation and linkage. It provides an overview of the conceptual framework to map out high-skilled labor flows, identifies empirical cases and policies in Asia that demonstrate high-skilled migrant professionals actually make significant contributions to their home countries (beyond monetary remittances), summarizes key social and economic enabling factors that are important in attracting and motivating migrant high-skilled professionals to return or engage with their home countries, and concludes with policy implications and suggestions for further research based on these findings.

Transferring knowledge and skills through skilled labor has become a critical topic in contemporary migration studies. Countries that are traditionally non-immigrant destinations often turn to their diaspora communities to increase the chances of return flows and knowledge transfer. It has been almost twenty years since South Korea enacted the ‘Overseas Korean Act’ in 1999, which attracted a large number of overseas Koreans back to its shore. Yet there has been very little discussion over the policy implications and what particular ‘skills’ or contributions the returnees have brought to Korean society.

In this seminar, Jane Yeonjae Lee describes some of the research findings from her forthcoming book Quest for home: Transnational return migration of 1.5 generation Korean New Zealanders (Lexington Press, 2018). This book project, which has been based on a life-history and transnational ethnographic research with 49 Korean return migrants, partly investigates the implications for global knowledge transfer through skilled mobilities. Lee will discuss a number of different pathways of returnees’ particular influences on Korean society, and how their certain knowledge and skills can be transferred, hindered, or mutated.

Jane Yeonjae Lee is an interdisciplinary qualitative researcher and her research revolves around transnationalism, migrant communities, mobilities, health, and urban environmental politics. In particular, she is interested in understanding the migratory experiences of highly skilled immigrants and how their mobile lives connect and shape the places of migration they move through. Her work has been featured in academic journals such as Health and Place; New Zealand Geographer; and Journal of Ethnic and Migration Studies. She has also contributed to key texts in the field of geography including Elgar Handbook on Medical Tourism and Patient Mobility; Researching the Lifecourse: Critical reflections from the social sciences; and Contemporary Ethnic Geographies in America. Lee holds a PhD in Geography from the University of Auckland. Dr. Lee is currently a visiting scholar at Shorenstein Asia-Pacific Research Center at Stanford University.

Jane Lee joins the Walter H. Shorenstein Asia-Pacific Research Center as a Visiting Scholar during the 2017-18 academic year. Prior to joining Shorenstein APARC, she was a Postdoctoral Research Fellow at Northeastern University working in a global comparative project on exploring sustainable mobilities policies.

Jane is an interdisciplinary qualitative researcher and her research revolves around transnationalism and migration, skilled mobilities, and social policies. In particular, she is interested in understanding the mobile (and marginalized) experiences of migratory groups, and how the particular mobilities of people and ideas may affect the places that are involved. Her work has been featured in academic journals such as Health and Place, and New Zealand Geographer. She has also contributed to key texts in the field of Geography including Elgar Handbook on Medical Tourism and Patient Mobility, Researching the Lifecourse: Critical reflections from the social sciences, and Contemporary Ethnic Geographies in America. During her time at Shorenstein APARC, Jane will participate as a paper author in the Koret Workshop and other center activities.

Jane holds a PhD and BA(Hons) in Geography from the University of Auckland. She also currently serves as an Honorary Research Associate at the University of Auckland.
