The Chinese Naval Role in the Pacific and the American Response

Maritime issues are increasingly at the heart of security issues between the United States and China. Historically, the Taiwan issue had dominated the relationship, but increasingly issues such as close in reconnaissance, the South China Sea, and different views on exclusive economic zone rights are shaping the security agenda. In each of these areas, the two sides are far apart. U.S. routine practices of air and sea-based reconnaissance well outside territorial waters is met with indignation by Chinese leaders. Chinese assertive policy regarding its claims of the Spratly islands has provoked several Southeast Asian nations and drawn U.S. diplomatic attentions to the region. Chinese claims on EEZ rights are outliers internationally, however the United States stands outside the key international treaty that governs such rights.
Overlaying these potentially conflicting national interests, both sides have engaged in military shifts. China has maintained double-digit growth in its military budget for nearly 20 years, with substantial attention to the naval realm. Chinese diesel submarines and advanced combat aircraft have brought the People’s Liberation Army to modern levels. New types of systems such as ballistic missile launching submarines and anti-ship ballistic missiles are changing the vary nature of China’s maritime capabilities. As the United States winds down two wars in the Middle East, its military remains attentive to these changes and includes doctrinal and force posture changes. New deployments in Singapore, Guam, and Australia supplement enhanced partnerships with the Philippines and Vietnam, and a reinvigoration of traditional alliances.
The interaction between potentially conflictual national interests and a dynamic military situation raises concerns about the future between the two giants astride the Pacific.

His research interests center on security studies, Chinese foreign policy, general nuclear strategy, strategic culture, statecraft, and East Asian security in theory and practice.

Thomas Fingar is a Shorenstein APARC Fellow in the Freeman Spogli Institute for International Studies at Stanford University. He was the inaugural Oksenberg-Rohlen Distinguished Fellow from 2010 through 2015 and the Payne Distinguished Lecturer at Stanford in 2009.
From 2005 through 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Fingar served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2000-01 and 2004-05), principal deputy assistant secretary (2001-03), deputy assistant secretary for analysis (1994-2000), director of the Office of Analysis for East Asia and the Pacific (1989-94), and chief of the China Division (1986-89). Between 1975 and 1986 he held a number of positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.
Fingar is a graduate of Cornell University (A.B. in Government and History, 1968), and Stanford University (M.A., 1969 and Ph.D., 1977 both in political science). Peacemaker
More than two decades after the cold war ended elsewhere, it continues undiminished on the Korean Peninsula. The division of the Korean nation into competing North and South Korean states and the destructive war that followed gave rise to one of the great, and still unresolved, tragedies of the twentieth century.
Published for the first time in English, Peacemaker is the memoir of Lim Dong-won, former South Korean unification minister and architect of Nobel Peace Prize winner Kim Dae-jung’s Sunshine policy toward North Korea. Lim will present a talk at Stanford in conjunction with the book’s U.S. release, highlighting major themes from it and discussing them within the context of recent developments on the peninsula.
As both witness and participant, Peacemaker traces the process of twenty years of diplomatic negotiations with North Korea, from the earliest rounds of inter-Korean talks through the historic inter-Korean summit of June 2000 and beyond. It offers a fascinating inside look into the recent history of North-South Korea relations and provides important lessons for policymakers and citizens who seek to understand and resolve the tragic—and increasingly dangerous—situation on the Korean Peninsula.
About the Speaker
Following a thirty-year career in the South Korean military, Lim Dong-won’s government service began with his tenure as ROK ambassador to Nigeria and then Australia; under the Roh Tae-woo administration, he served as chancellor of the Institute of Foreign Affairs and National Security and director of arms control planning. During the Kim Dae-jung administration Lim held numerous key national-level posts, including head of the National Intelligence Service and minister of unification. He currently is chairman of the Korea Peace Forum and the Hankyoreh Foundation for Reunification and Culture.

China's Military Modernization and National Security Strategy
China's defense budget has grown over the past two decades to become the second largest in the world, though still far below that of the United States. The steady growth of the People's Liberation Army's (PLA) capabilities and effectiveness influence not only Beijing's security policies, but the behavior of states within, and increasingly beyond, East Asia, including the United States. Ambassador Karl Eikenberry, whose experience with the Chinese military includes assignments as the U.S. defense attaché and assistant army attaché to the People's Republic of China (PRC), will discuss the PLA's modernization efforts and address the evolving role of the military in the PRC's comprehensive national security strategy.
Karl Eikenberry is the Payne Distinguished Lecturer at the Freeman Spogli Institute for International Studies at Stanford University (FSI). Within FSI he is an affiliated faculty member with the Center for International Security and Cooperation and the Shorenstein Asia-Pacific Research Center. He is also and an affiliated researcher with the Europe Center. Prior to his arrival at Stanford, he served as the U.S. ambassador to Afghanistan from May 2009 until July 2011, where he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for a transition to full Afghan sovereignty.

Japan's Reflection on a Rising China: The Domestic Politics of Japan's China Policy
Japan's experience with China's rise thus far suggests an increasingly tumultuous Northeast Asia. For a decade or more, the Sino-Japanese relationship has been punctuated with a series of political crises, and while the two governments in Beijing and Tokyo have sought to define a new forward looking agenda for their nations, it is the management of these crises that have shaped Japanese attitudes towards a rising China. Sheila Smith will present her analysis of Japan's domestic response to China's rise, and how it has affected the constellations of interests that shape Japan's policy response. She argues that these various moments of contention in Japan's relations with China, from Koizumi's Yasukuni Shrine visits, to resource development in the East China Sea, to the Gyoza "war," and the Senkaku "shock," could have provided the opportunity for building cooperative more effective conflict resolution mechanisms in the Sino-Japanese relationship. Yet within Japan, these various issues of contention have hardened Japanese attitudes rather than produced support for greater diplomatic compromise. As Chinese influence grows, Japan's postwar institutions and policy preferences are being sorely tested not only in the diplomatic realm, but from deeply within Japan's own society. Postwar beliefs about Japan's past, its security and its ability to cope with an increasingly volatile Northeast Asia are all being challenged.
Sheila A. Smith, an expert on Japanese politics and foreign policy, is senior fellow for Japan studies at the Council on Foreign Relations (CFR). Smith directed the Council on Foreign Relation’s New Regional Security Architecture for Asia Program and currently leads a project on China and India as Emerging Powers: Challenge or Opportunity for the United States and Japan? She joined CFR from the East-West Center in 2007, where she directed a multinational research team in a cross-national study of the domestic politics of the U.S. military presence in Japan, South Korea, and the Philippines. Smith was on the faculty of the Department of International Relations at Boston University (1994–2000), and on the staff of the Social Science Research Council (1992–1993). She has been a visiting researcher at two leading Japanese foreign and security policy think tanks, the Japan Institute of International Affairs and the Research Institute for Peace and Security, and at the University of Tokyo and the University of the Ryukyus. Smith earned her PhD and MA degrees from the Department of Political Science at Columbia University. She regularly contributes to CFR’s Asia Unbound blog.

Emerging Infectious Disease Surveillance in Southeast Asia: Cambodia, Indonesia, and the Naval Area Medical Research Unit 2
Emerging infectious diseases (EIDs) pose international security threats because of their potential to inflict harm upon humans, crops, livestock, health infrastructure, and economies. The following questions stimulated the research described in this paper: What infrastructure is necessary to enable EID surveillance in developing countries? What cultural, political, and economic challenges stand in the way of setting up such infrastructure? And are there general principles that might guide engagement with developing countries and support EID surveillance infrastructure?
Using the U.S. Naval Area Medical Research Unit No. 2 as a common denominator, this paper compares barriers to EID surveillance in Cambodia and Indonesia and presents key factors—uncovered through extensive interviews—that constrain disease surveillance systems. In Cambodia, the key factors that emerged were low salaries; poor staff and human resources management; the effect of patronage networks; a culture of donor dependence; contrasting priorities between the government and international donors; and a lack of compensation for animal culling. The Cambodian military has also played a part. The government ceased a merit-based salary supplement scheme for civil servants after the military is alleged to have demanded similar pay incentives that donors had no interest in funding.
In Indonesia the key issues emerging as barriers to effective surveillance include poor host-donor relationships, including differing host-donor priorities and a misunderstanding of NAMRU-2 by Indonesian authorities; low salaries; a decline in the qualifications of personnel in the Ministry of Health; poor compensation for animal culling; and difficulties incentivizing local-level reporting in an era of decentralization.
As the interviews with in-country practitioners revealed, low levels of development in general are the main impediments to building EID surveillance infrastructure and are perhaps beyond the scope of health and scientific agencies at this point. Nevertheless, promoting greater understanding of these issues is a critical first step in mitigating negative outcomes.
Sixth Korea-U.S. West Coast Strategic Forum
The sixth session of the Korea-U.S. West Coast Strategic Forum was held in the Bechtel Conference Center at Stanford University on June 8, 2011. Established in 2006 by Stanford University and now convening semi-annually alternating between Stanford and Seoul, the Forum brings together distinguished South Korean (Republic of Korea, or ROK) and American scholars, experts, and former military and civilian officials to discuss North Korea, the U.S.-ROK alliance, and regional dynamics in Northeast Asia. Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center is co-organizer of the Forum with the Sejong Institute of Korea. Operating as a closed workshop under the Chatham House Rule of individual confidentiality, the Forum allows participants to engage in candid, in-depth discussion of current issues of vital national interest to both countries.
Beyond North Korea
Why should Americans worry about South Korean security? The answer is clear: North Korea, and beyond. Most international attention to the North Korea problem has focused on U.S. policy, but South Korea's longterm role may in fact be more important. South Korea's security is vital to peace and stability, not only in Northeast Asia but also the wider world.
Written by eminent scholars, practitioners, and policymakers with extensive on-the-ground experience, Beyond North Korea assesses the varied contexts—regional and global, traditional and nontraditional—that underpin South Korea's varied security challenges. What are South Korea's military requirements? How do relations with its neighbors enhance or undermine its position? What economic, environmental, and demographic factors come into play? This book reveals that South Korea's national security rests as much on sound domestic policy choices as on successful interstate relations.
