DPJ front final

The Democratic Party of Japan (DPJ) came to power in 2009 with a commanding majority, ending fifty years of almost uninterrupted Liberal Democratic Party (LDP) rule. Then, in 2012, just over three years later, the DPJ lost power in an equally stunning landslide loss to the LDP. This volume examines the DPJ’s remarkable ascendance, its policies once in power, and its dramatic fall.

What explains the DPJ’s rapid rise to power? Why was policy change under the DPJ limited, despite high expectations and promises of bold reform? Why has the party been paralyzed by internecine conflict?

Chapters in the volume cover: DPJ candidate recruitment; the influence of media coverage; nationalization of elections; electoral system constraints on policy change; the role of third parties; municipal mergers; the role of women; transportation policy; fiscal decentralization; information technology; response to the Fukushima nuclear disaster; security strategy; and foreign policy. Japan under the DPJ makes important contributions to the study of Japanese politics, while drawing upon and advancing scholarship on a wider range of issues of interest to political scientists.

In our current era, the advent of digital technologies and accelerating globalization is driving ever-faster commoditization of firms and products.  With rapidly improving Information and Communications Technology (ICT) tools, manufacturing is decomposed with finer granularity, and corporate functions can be outsourced and offshored more than ever before.  Services can be unbundled into activities that can be taken apart, reconfigured, and transformed with the application of algorithms.  Overall, firms are experiencing accelerating shifts in the sweet-spot for markets and business models in their search for sustainable advantage.

As firms struggle to adjust in this global, digital world, governments are also under pressure to examine their options to retain value in their national contexts; wealthy nations face the challenge of how to remain wealthy.

Japan is no exception, and from this vantage it is worth reconsidering the potential role that industrial policy can play in its growth strategy.  We will proceed in three sections, each of which builds from our previous research (indicated below the title), towards a set of recommendations for thinking about industrial policy in this digital, global era.  Each point contributes something new to Japan’s discourse about a new growth strategy.

A fundamental transformation of services is underway, driven by developments in information and communications technology (ICT) tools, the uses to which they are being put, and the networks on which they run. Services were once considered a sinkhole of the economy, immune to significant technological or organizational productivity increases. Now, they are widely recognized as a source of productivity growth and dynamism in the economy that is changing the structure of employment, the division of labor, and the character of work and its location. Yet, the actual character of this transformation is often obscured by the increase in jobs labeled as services and by a focus on the digital technologies that, certainly, are facilitating this transformation. This transformation, central to the growth of productivity and competition in the economy, poses basic policy and business choices.

The core of our story of the services transformation is not about the growth in quantity or value of the activities labeled services, the conventional emphasis of much of the writing about services. Nor is it about the revolution in digital technology. Rather, it is about how the application of rule-based information technology tools to service activities transforms the services component of the economy, altering how activities are conducted and value is created.

There are significant implications for how firms compete. Services are increasingly the way that firms pursue value-added activities to avoid ever-faster commoditization of products, that is to avoid competition based solely on price when market offerings are relatively similar. However, the unbundling of services activities themselves accelerates this commodification, since competitors have the same efficiency-enhancing business process and infrastructure services available to them. Firms increasingly become bundles of services purchased on markets, and at the same time some of those in-house business functions that are maintained are then offered as services. A consequence is that the distinction between products and services blurs, as manufactured products are increasingly embedded within and recast as services offerings. Clearly, traditional sectoral boundaries break down, as information and services offerings bring previously unrelated firms into direct competition.

Likewise, the consequences for business organization, production, and work are profound, just as work was transformed by the evolution of manufacturing. The automation of basic activities both frees, but also requires, professionals to perform more advanced tasks. And the analytical tasks of managing information flows generated by ICT-enabled services often require a different set of skills than providing the service itself.

Capturing the possibilities from the services transformation presents new policy challenges for governments and regions. Services are deeply rooted in social rules, conventions, and regulations. Consequently, capturing the value possibilities inherently means recasting the rules, regulations, and conventions in which the services are embedded.

The development and deployment of ICT-enabled services should be considered a form of production. As ICT has become integral to the creation and delivery of services, ICT-enabled services have taken on the characteristics of production normally assigned solely to manufacturing. ICT systems that deliver the services have to be designed, developed, built, and implemented and they are very much open to innovation and productivity increases. Investments are often industrial in scale.

ICT-enabled services are the latest phase in a long history of production innovation. The history of manufacturing production progressed along distinct epochs, each with distinct manufacturing processes, management structures, labor practices, productivity, and outputs. The development of ICT tools and their application to services activities has driven a shift to the latest epoch.

The advent of Cloud Computing, emerging as the next dominant computing platform, accelerates the transformation of services. Cloud Computing, a distinct set of business models and performance attributes (not simply a code-word for everything online), enables new business models, transforms existing strategies, lowers the bar for new entrants, and raises a myriad of policy issues.

From a policy standpoint, the question is how to conceive, design, develop and build and deploy the new system. The “good” jobs, high value added functions, are in the innovative development and deployment of these systems. Policy makers need to employ strategies that will help communities and firms to develop the competencies required for this new form of production.

The continuing debate in political, economic and public policy circles about the relative value of manufacturing jobs and service-sector jobs is increasingly irrelevant to policy debates in the real economy. Just as it is inaccurate to assume that manufacturing jobs are secure and well paid, it is also inaccurate to consider service jobs to be dead-end, low-wage, unskilled positions.

New product and service development is the lifeblood of any enterprise. Beyond the obvious need for organizations to innovate in order to compete, embedded in any new product development (NPD) program are knowledge, technological expertise, and the social networks that convert these capabilities into marketable offerings. Recent research has focused on the NPD as dynamic and iterative, as opposed to linear. The pressure to reduce costs is forcing many companies to outsource operations. On the one hand, outsourcing may create gaps in the product development value chain; on the other, it exposes product teams to new ideas and expands the "community of practice." How will this trend affect NPD in the long run?

This volume showcases the research of teams from the Grenoble Management School’s Learning and Innovation in Networks and Communities Lab, the European Commission’s MATRI project, and Stanford University's Walter H. Shorenstein Asia-Pacific Research Center, among others, to explore the dynamics of NPD in today’s global environment. Presenting case studies from such industries as semiconductors, biotechnology, and information technology, and drawing from a variety of theoretical perspectives, including technology and knowledge management, sociology, economic geography, and organizational behavior, the authors highlight critical success and failure factors in NPD.

Bin Wang is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2012-13. 

 From 1993 to 98, Wang worked for the Ministry of Electronic Industry of China (MEI).  At MEI, he was in charge of managing the Electronic Industry Development Fund, which invested in companies engaged in information technology in China.  He also participated in the research and formulation of industrial policy.  In 1999, Wang set up a high-tech company and served as its CEO.  The company specialized in developing embedded software and finally became the only provider of mobile payment solutions for China UnionPay.  This company was acquired in 2010 as a price of $47.5 million USD and generated over 100x returns for the initial investors.  Wang joined Infotech Ventures, a leading venture investment company in China, as a venture partner in 2010.  His current responsibilities include identifying potential investment projects in the IT industry and doing research in venture investment and entrepreneurship.  Wang received his bachelor's degree in management engineering from the University of Electronic Science and Technology and his master's degree in public administration from Sichuan University.

Masashi Suzuki is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2012–13.  Suzuki has over 11 years of experience in the information technology arena at Sumitomo Corporation, one of the major trading and investment conglomerates in Japan, and its subsidiaries.  His experience in the IT industry includes system development, project management, sales, business development and strategy planning. While at Stanford, Suzuki is researching the difference in the profitability and structure of IT businesses between the United States and Japan.  Suzuki is interested in applying his knowledge gained here to his work and overall helping to revive the economy in Japan.  Suzuki graduated from Chuo University with a degree in business administration.

Yasunori Kakemizu, "Strategy of CATV in the Competitive TV Market: Open vs. Closed Models"

After prospering for more than a half-century in the United States, the cable industry is taking on a new competitor, Over-The-Top providers (OTT). OTT providers are a product of the information technology revolution that emerged from the invention of Internet protocol of the late 20th century. In his research presentation, Kakemizu tries to answer the question: What is the strategy of the cable industry in the United States and what will happen to it in the near future? Kakemizu analyzes the current threat and opportunity facing cable television companies, focusing on the strategies against OTT, such as Netflix and Hulu.

 

Hideaki Koda, "Driving the Electric Vehicle Forward: Reshaping Car Sharing with EV and ICT"

Should the all-electric vehicle challenge the traditional car head-on in the mainstream market? The answer may be "no" if you look back on the history of disruptive innovations. An innovative technology at its dawn often succeeds first in a smaller, untapped market where its strengths shine and its weaknesses are shadowed (or even turned into strengths). It then enters the mainstream market over time by achieving more maturity, as typically shown in the computer market. Then where is the market for the electric vehicle? It might be car sharing, which is thought to be a potentially large market. Koda discusses how to combine electric vehicles and car sharing with information and communications technology (e.g. Big Data processing) to achieve a win-win solution for all by taking advantage of the unique characteristics of the electric vehicle.  

 

Haiming Li, "Competing Strategies for China's Large Commercial Banks"

Competing strategies are critical to China's large commercial banks, as they determine future direction of development for these banks. Research shows that following five strategies, namely a strategy for lead changes, a strategy for globalization, a strategy for diversification, a strategy for systematic risk management, as well as a strategy for establishing a decision-making support system, need to be adapted. Coordinated implementation of these strategies will enhance the competitiveness of China's large commercial banks both home and abroad.

 

Yoshimasa Waseda, "Nantotechnolgoy for Fuel Cells: The Impact and Analysis of the Status Using Patent Information"

Judging from the need to reduce increasing dangers of future global climate change, clean energy has become more important and is a key issue for future development. Fuel cells are a candidate for achieving clean energy in the future although they currently have some disadvantages. Many researchers study the application of nanotechnology for fuel cells to solve these disadvantages using the unique phenomena of nanomaterials. In this presentation, Waseda discusses the impact of nanotechnology for fuel cells and analyzes the status of each region using patent information.

Yasunori Kakemizu is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center for 2011–12. Kakemizu has more than 12 years of experience in media markets working for Sumitomo Corporation, one of Japan's major trading and investment conglomerates. Most recently, Kakemizu worked for Jupiter Telecommunications Co., Ltd. (one of Sumitomo Corporation's affiliated companies), and was responsible for service and business development.

Kakemizu received his bachelor's and master's degree in engineering science from Osaka University.

Hideaki Koda is a corporate affiliate visiting fellow at Shorenstein APARC for 2011-12.  Prior to joining Shorenstein APARC, he had been working at Mitsubishi Electric Corporation for 15 years.  Following the national policy called e-Japan Strategy, he had been engaged in designing, developing and deploying information systems for the Japanese Government and the Supreme Court of Japan, as well as coordinating with clients, engineers and vendors as a project manager.  He obtained his bachelor's and master's degrees in Electric Engineering from Waseda University.

Yoshimasa Waseda is a corporate affiliate visiting fellow at Shorenstein APARC for 2011-12.  Prior to joining Shorenstein APARC, he has worked for the Japan Patent Office (JPO) since 1999.  He has worked as a patent examiner, handling patent applications in the field of semiconductor device manufacturing.  In 2010, he was in charge of policy planning of information searching.  He obtained his BS and MS in Metallurgy and Ceramics Science from Tokyo Institute of Technology.

Information technology (IT) is one of the transformative forces in the world today. As an engine of innovation and growth, it has transformed the economic structure in a wide range of areas, and it has reorganized social activities in ways not yet completely understood. IT also raises critical policy issues, particularly around the role of information privacy, security, and networks. Japan’s IT sector has experienced major shifts in its regulatory and industry structure as it developed cutting-edge services but became isolated from global markets.
