About the Panelists:

Kris Halvorsen - Prior to joining HP in 2000, Halvorsen was the founding director of the Information Sciences and Technologies Lab at Xerox PARC. Under his direction, the lab became a leading center for research on the fundamental forces driving the evolution of the Web and the Internet. He is an inventor with over ten patents, and he has published widely in the areas of linguistics, natural language processing, knowledge management and information access.

Yoshio Nishi is director of research at the Center for Integrated Systems, director of Stanford Nanofabrication Facility, National Nanotechnology Infrastructure Network and the principal investigator for the Initiative for Nanoscale Processes and Materials at Stanford. His current research areas include nanoscale devices and processes for CMOS and beyond CMOS such as ultra thin body quantum confided Ge field effect device.

John Seely Brown - prior to joining USC, he was the Chief Scientist of Xerox Corporation and the director of its Palo Alto Research Center (PARC) - a position he held for nearly two decades. While head of PARC, Brown expanded the role of corporate research to include such topics as organizational learning, complex adaptive systems, ethnographic studies of the workscape and both MEMS and NANO technologies. His personal research interests include the management of radical innovation, digital culture, ubiquitous computing and organizational and individual learning.

This two-day research workshop at Stanford University aims to bring together experts to explore the nature of the connections between universities/research institutes and industry in the United States , Taiwan , and Mainland China . Within this national and international context, the workshop will focus on several leading cases, including Stanford University , Tsinghua University in Beijing , and the Industrial Technology Research Institute in Hsinchu Science-based Park. The workshop will facilitate exchange of data and ideas among leading scholars and practitioners from several disciplines, institutions, and countries. Workshop proceedings will be published and distributed by SPRIE as part of its Greater China Networks program.

In recent years, the rise of the Knowledge Economy has underscored the essential role technological innovation has played in economic development. As key institutions in the innovation process, universities and public research institutes have become the center of many theoretical and empirical studies, most of which have focused on the various roles of academia in national innovation systems and their linkages with industry in fulfilling these roles.

To date, most studies have been based on the experience of industrialized countries such as U.S. and Japan . Few scholars have examined these issues in newly industrialized or developing economies, such as Taiwan and Mainland China . Linkages between universities and commerce vary greatly among countries, among universities within countries, among academic fields within universities, and among industries. American universities have a long history of involvement with commerce and many Chinese ones have been actively engaged with it since economic liberalizing began 25 years ago. In Taiwan , universities have played a less direct role by comparison with its research institutes.

The nature of the linkages varies greatly. How? Why? With what impact? In broad terms, American universities (including often their faculty members) make money from licensing ideas created in them but, with few exceptions, these universities do not directly own companies. The practice is very different in Mainland China . Its leading universities, including Tsinghua, own and operate many companies. (Its Academy of Sciences has also been a major source of high tech companies.) In Taiwan , the pattern has been mainly for research institutes to spin out companies.

That these institutions can make large economic contributions to society is not in doubt, nor that linkages with commerce can be financially rewarding to them. The focus of this workshop is in the policies and methods they use for generating ideas that have potential commercial and technological value, and how these policies and methods balance commercial-related activities with the teaching and research missions of universities. More detailed analysis and greater understanding of the policies, institutions, and practices on university-research institute-industry relations in the U.S. , Taiwan , and Mainland China is.

As the trend of globalization of science and technology continues, academic communities (including public research institutes and universities) in Greater China will increasingly become important partners in a global innovation system. Therefore, the academia-market interface in these economies not only can shed new light on the ongoing debate, but also because the evolution of such relationships will impact the global innovation system. In addition, university-research institute-industry linkages in Taiwan and Mainland China offer unique cases to study the evolving institutional relationships between academia and industry, such as the roles of ITRI or Chinese universities have played in the growth of high-tech industries in Taiwan and Mainland China . A careful examination of these cases and a comparison of them with leading cases in the U.S. , such as Stanford University , will offer insights into the driving factors and implications of the interactions of these institutions in the process of technological development.

Some of the questions addressed in the workshop:

  • What is the current state of linkages between universities/research institutes and industry in the selected regions? What factors are responsible for the observed patterns?
  • What have been the benefits and costs of these linkages to the universities/research institutes? How are they seen from the industry side?
  • What is the evidence that such linkages create more commercially useful ideas and/or speed them to market? What mechanisms or institutional relationships have worked, failed or yet to be judged?
  • What are the rules under which universities and research institutes operate? What are the pitfalls to avoid in fostering such linkages? Is there agreement on best practices in each region?
  • Where are these relationships heading? Will the boundaries between academic and research institutions and companies become further blurred in the 21 st century or will actions be taken to strengthen the boundaries between them?

China's rapid growth and increasingly close integration with world markets is transforming Northeast and Southeast Asian regional production and trade. Southeast Asia's relatively resource-abundant economies are expected to lose comparative advantage in low-skill, labor-intensive manufacturing activities while gaining comparative advantage in natural resource products. The latter shift will increase incentives to exploit and export the products of forestry, fisheries, and agriculture.

What are the implications for long-run growth and welfare, particularly in the poorest and least industrialized economies, including Indonesia and Vietnam? How will this trend interact with the other major phenomenon sweeping through Southeast Asia, i.e., decentralization? With reduced national authority and minimal local accountability, the potential for disastrous rates of resource exploitation is high. A race to liquidate natural resource assets, if sufficiently pronounced, could expose parts of the region to a new variant of the "natural resource curse" - the idea that resource-abundant economies grow more slowly than others.

Ian Coxhead is an economist and serves as director of the Center for Southeast Asian Studies at the University of Wisconsin-Madison. His specialty is the economic development of Southeast Asia. His many publications on trade, development and the environment include The Open Economy and the Environment: Development, Trade and Resources in Asia (2003, with Sisira Jayasuriya). Prof. Coxhead's current research features the impacts of globalization, regional growth, and domestic policy reforms on the structures of production and employment, issues of poverty and the environment, and the exploitation of natural resources in Vietnam and the Philippines.

The dramatic reassessment of U.S. foreign policy priorities in the wake of the September 11, 2001 terrorist attacks has affected virtually every country in Asia, and underscored the extent to which America's own security is directly tied to that of the broader Asia-Pacific region.

While no Asian countries were affected by September 11th, their responses differed in significant ways. Given the political, economic, and security interests of the United States in the region, it is essential that both Americans and Asians contribute to solvng problems of mutual concern -- from the "traditional" security challenges of the Korean peninsula, China-Taiwan, and India-Pakistan to religious extremism, globalization, and international terrorism. This volume, America's Role in Asia: American Views, and its companion volume, America's Role in Asia: Asian Views, resulted from a year-long project on U.S.-Asian relations sponsored by The Asia Foundation. Each volume puts forward views and recommendations for U.S. policy toward the region by a distinguished group of Asian and Americans. If workable solutions are to be found, perspectives from both sides of the Pacific must be heard.

The Stanford Project on Regions of Innovation and Entrepreneurship (SPRIE) is a multidisciplinary research program of the Asia-Pacific Research Center (APARC) at Stanford University which focuses on innovation and entrepreneurship in leading high technology regions in the United States and Asia. SPRIE has an active community of scholars at Stanford as well as research affiliates in the United States, China, Taiwan, Japan, Korea, Singapore, and India.

New Fellowships

As part of a new initiative on Greater China, SPRIE will select two outstanding post-docs or young scholars as the inaugural SPRIE Fellows at Stanford for the academic year 2005-2006 for research and writing on Greater China and its role in the global knowledge economy. The primary focus of the program is the intersection of innovation and entrepreneurship and underlying contemporary political, economic, technological, and/or business factors in Greater China (including Taiwan, Mainland China, Singapore). Topics of particular interest include, but are not limited to, university-industry linkages, globalization of R&D, venture capital industry development, networks and flows of managerial and technical leaders, and leading high technology clusters in Greater China. Industries of ongoing research at SPRIE include semiconductors, wireless, and software.

SPRIE Fellows at Stanford will be expected to be in residence for at least three academic quarters, beginning the Fall quarter of 2005. Fellows take part in Center activities, including research forums, seminars, and workshops throughout the academic year, and are required to present their research findings in SPRIE seminars. They will also participate as members of SPRIE's team in its public and invitation-only seminars and workshops with academic, business, and government leaders. Fellows will also participate in the publication programs of SPRIE and APARC. The Fellowship carries a stipend of $40,000.

  1. A statement of purpose not to exceed five single-spaced pages which describes the research and writing to be undertaken during the fellowship period, as well as the projected product(s) that will be published;
  2. a curriculum vitae (with research ability in Chinese preferred); and
  3. 2 letters of recommendation from faculty advisors or other scholars. All applicants must have Ph.D. degrees conferred by August 30, 2005.

Focus on Innovation and Entrepreneurship in Greater China

SPRIE is a multidisciplinary research program at Stanford University which focuses on innovation and entrepreneurship in leading high technology regions in the United States and Asia. SPRIE has an active community of scholars at Stanford as well as research affiliates in the United States, Mainland China, Taiwan, Japan, Korea, Singapore, and India. During 2005, SPRIE is expanding a new initiative on the rise of leading high technology regions in Greater China and their impact on the global knowledge economy. Specific research topics include university-industry linkages for commercialization of technology, globalization of R&D, venture capital industry development and its impact on new venture formation, and networks and flows of managerial and technical leaders. In addition, industries of ongoing research at SPRIE include semiconductors, wireless, and software.

New SPRIE Research Fellows: Research Assistantships with Support for International Field Research

As part of this new initiative on innovation and entrepreneurship in Greater China, SPRIE will select outstanding Stanford students as the inaugural SPRIE Research Scholars. SPRIE Research Scholars will work with SPRIE faculty and senior researchers at Stanford for two (or more) academic quarters in 2005 to gather and analyze data, conduct interviews in Silicon Valley, contribute to publications, and advance progress on the overall project agenda. During summer 2005, they will conduct SPRIE field research through interviews or surveys with business and government leaders in Beijing, Shanghai, or Hsinchu. As part of SPRIE's international research team, they will have the opportunity to interact closely with project leaders and visiting scholars at Stanford as well as partners in Asia, such as the Ministry of Science and Technology, Tsinghua University, or Zhongguancun Science Park in Mainland China or the Industrial Technology Research Institute (ITRI) in Taiwan. They will also participate in SPRIE's public and invitation-only seminars and workshops with academic, business, and government leaders. The financial award will include RA support at 15-20 hours/week (or equivalent) plus summer stipend to cover travel, living expenses, and research.

Successful candidates will have demonstrated a track record of superior analytical ability, strong oral and written communication skills (including full fluency in English and Chinese), knowledge of high technology and entrepreneurship, high motivation, and willingness to be part of a dynamic international research team.

Director, Gi-Wook Shin welcomes the new members to the Korean Studies Program at the beginning of 2004-2005 academic year.

Dear members of the Korean Studies community,

I trust that all of you have had a great summer and are now ready for the beginning of a new academic year. I welcome all of you back to campus and to another exciting year for the Korean Studies Program (KSP) at Stanford University.

First of all, I welcome the new members to our program this year. Philip Yun and John Feffer are our inaugural Pantech Fellows and will conduct research related to Korea, both North and South. Both Philip and John have distinguished careers and will be great assets to all of us at KSP. Philip has held high-level positions at the State Department and worked closely with former Secretary of Defense, Dr. William Perry, in addition to practicing law in both Korea and the U.S. John is an accomplished writer and editor, and his most recent publication is North Korea/South Korea: U.S. Policy at a Time of Crisis. I would also like to welcome Jasmin Ha, who will serve as our new Program Coordinator and assistant to me. She worked previously at The Korea Society in New York City and brings to us both her experience and vision for Korean studies at Stanford. Soyoung Kwon, a North Korean expert, will also be staying at APARC as a Shorenstein Fellow for the coming year.

Hong Kal and Chiho Sawada, post-doctoral research fellows, will remain with us for another year. Hong has accepted a tenure-track assistant professorship at York University, but will not start her appointment until the 2005-06 year. Rakhi Patel, our student assistant, will continue to work part-time to assist Jasmin and myself.

We will resume our popular luncheon seminars on October 15 with a presentation by Eric Larson of the Rand Corporation on his project on South Korean attitudes towards the United States. There will also be numerous other exciting events and programs on Korea-related issues throughout the coming year. Please visit our website for more detailed and continuously updated information.

KSP is also now home to the Journal of Korean Studies for which Chiho and I serve as associate editor and co-editor, respectively, of the journal. In addition, we have been engaged in a number of exciting projects. I have just finished my overdue book on Korean ethnic nationalism and am currently working with Kyu Sup Hahn, a doctoral student in Communications, on a project on U.S. media coverage of Korea and South Korean media coverage of the U.S. from 1992-2004. We will also continue on-going projects such as "Globalization in Korea" and "Historical Injustice, Reconciliation, and Cooperation." I appreciate the assistance of the many students and researchers who have been working with me on these projects over the years.

This year we will do an international search to fill the William Perry Chair in contemporary Korea. This is an extremely important appointment for the Korean Studies Program at Stanford, and you will have the opportunity to meet candidates throughout the year.

In recent years, the growth of offshoring in startups has posed a key challenge for the venture capital industry, which has been regionally anchored until recently.

The challenge is how to add value through the traditional venture capital (VC) approach of active board involvement, such as assisting with company strategy, recruitment and fundraising. The complexity for venture capitalists (VCs) has increased with the shift from offshore manufacturing to services, the advent of new locations such as India, changing regulatory structures, and new financing options such as outsourced versus in-house work and product versus service startups.

  1. Local to Global: How is VC changing?
  2. What is staying local and what is going global: past and current trends? How do prior experiences, social networks shape the globalization of VC?
  3. Financing startups in services: How are they different from financing startups in manufacturing? What models will be favorable for the VCs? Is the focus going to be product or services companies?
  4. How do regulatory structures for venture capital matter? Can they mimic their Silicon Valley structure with l.p.s and close board control? If not, what are the compromises?

Rafiq Dossani was a senior research scholar at Stanford University's Shorenstein Asia-Pacific Research Center (Shorenstein APARC) and erstwhile director of the Stanford Center for South Asia. His research interests include South Asian security, government, higher education, technology, and business.  

Dossani’s most recent book is Knowledge Perspectives of New Product Development, co-edited with D. Assimakopoulos and E. Carayannis, published in 2011 by Springer. His earlier books include Does South Asia Exist?, published in 2010 by Shorenstein APARC; India Arriving, published in 2007 by AMACOM Books/American Management Association (reprinted in India in 2008 by McGraw-Hill, and in China in 2009 by Oriental Publishing House); Prospects for Peace in South Asia, co-edited with Henry Rowen, published in 2005 by Stanford University Press; and Telecommunications Reform in India, published in 2002 by Greenwood Press. One book is under preparation: Higher Education in the BRIC Countries, co-authored with Martin Carnoy and others, to be published in 2012.

Dossani currently chairs FOCUS USA, a non-profit organization that supports emergency relief in the developing world. Between 2004 and 2010, he was a trustee of Hidden Villa, a non-profit educational organization in the Bay Area. He also serves on the board of the Industry Studies Association, and is chair of the Industry Studies Association Annual Conference for 2010–12.

Earlier, Dossani worked for the Robert Fleming Investment Banking group, first as CEO of its India operations and later as head of its San Francisco operations. He also previously served as the chairman and CEO of a stockbroking firm on the OTCEI stock exchange in India, as the deputy editor of Business India Weekly, and as a professor of finance at Pennsylvania State University.

Dossani holds a BA in economics from St. Stephen's College, New Delhi, India; an MBA from the Indian Institute of Management, Calcutta, India; and a PhD in finance from Northwestern University.

San Francisco -- Offshoring is just one of many global forces impacting job creation and destruction in the Bay Area and cannot be viewed in isolation from the key trends enabling it, such as globalization, technology-driven improvements in productivity and business disintermediation. Efforts to prevent offshoring will not be successful and are likely to come at considerable economic cost, according to a new study released today.

Sponsored by Joint Venture: Silicon Valley Network, the Bay Area Economic Forum and the Stanford Project on Regions of Innovation and Entrepreneurship (SPRIE), with research and project support from global management consulting firm A.T. Kearney, the study analyzed global trends, regional capabilities and the Bay Area job market.

Findings from the study, the first regionally focused on the Bay Area, were based on 120 interviews, analysis of 9,000 job listings and other primary and secondary research.

The Bay Area already has more experience with globalization and offshoring than other parts of the U.S., the study reports. Bay Area manufacturers earn almost 60 percent of their revenues in overseas markets. Analysis done as part of the study revealed 94 percent of companies in the semiconductor and semiconductor equipment manufacturing and software clusters - two driving sectors in the Bay Area in terms of employment and payroll contribution - are already using offshore resources.

This does not mean all jobs are going offshore. The study also found one-in-four job postings for large companies in those sectors during April 2004 was for positions in the Bay Area.

"The research makes clear that global trends will force continued creation and destruction of jobs in the Bay Area. These trends can't be reversed. Policies and investment should be directed toward helping the region strengthen its core capabilities to compete effectively on a national and global basis" said Sean Randolph, President & CEO of the Bay Area Economic Forum.

The study calls for policymakers to maintain strong support for basic research, invest in education to ensure a competitive local workforce and to address vulnerabilities in the regional business environment including housing, transportation and business regulations that hinder local job creation. Business leaders need to support transition programs and consider investment in local employee development to meet their future job needs.

The study found the Bay Area is losing ground to other regions in the U.S. and overseas in three competitive capabilities: mass production, back-office (transactional) operations and product and process enhancement. The competitive erosion in the latter is new. It appears that the Bay Area is rapidly losing out to other regions in occupations associated with engineering focused on cost reduction, fine-tuning processes and expanding product features. These engineering jobs, along with manufacturing and administration-related occupations, are expected to decline as the skills required for those functions are sourced more cost effectively in other regions of the United States and abroad.

The study also identified five competitive capabilities that investors and business leaders believe are key strengths of the Bay Area. In addition to three capabilities traditionally linked to the region (entrepreneurship/new business creation, research in advanced technologies and bringing new concepts to market), the analysis pointed to two other competitive capabilities not always in the spotlight:

  • Cross-disciplinary research - coordinating and integrating advanced learning across industries and scientific disciplines.
  • Global integrated management - managing and coordinating globally distributed business functions and networks.

Jobs aligned with these five regional strengths, such as high-level research, strategic marketing and global business and headquarter management activities, are expected to experience solid growth.

"The findings confirm that the region should continue to attract talent and foster innovation, start-up activity and job creation, as technology companies are launched and commercialized," said Russell Hancock, President and CEO of Joint Venture: Silicon Valley Network.

The Bay Area's strengths make the region a leader in job creation in early stages of the business lifecycle, but its weaknesses lead to job growth outside the region in the later stages. As a result, the study says, the Bay Area will continue to incubate and develop new businesses, a process that has historically been the core growth engine for the local job market.

"Companies founded in the Bay Area will typically maintain the majority of their workforce in the region until their first products or services gain market traction and key business processes stabilize," said John Ciacchella, Vice President with A.T. Kearney. "However, as these companies expand and mature, many of the new jobs that stay local will focus on management of expanding business operations that are outsourced, offshored and distributed to other regions."

The Bay Area also is well positioned in the industries likely to spawn new technology

start-ups, according to the study's job market analysis and interviews. Beyond its leading role in information technology, the Bay Area has the highest concentration of biotechnology firms in the country and more nanotechnology firms than all countries except Germany.

"How jobs in a region are affected by global trends depends on the competitiveness of the region's capabilities," said Marguerite Gong Hancock, Associate Director of SPRIE. "Despite a rise in the capabilities of other entrepreneurial regions globally, the Bay Area continues to lead in many of the capabilities considered most necessary for innovation and new business creation"

The study findings will be presented at a public event on Thursday, July 15, at Stanford University, where a panel of business and community leaders will discuss the report's findings and implications and take questions from the audience. The panel will be moderated by Paul Laudicina, managing director of A.T. Kearney's Global Business Policy Council, and includes:
