The main question that we examine in this chapter is whether policy makers, farmers, and traders in China have met and will be able to meet the growing demand for high-valued fruits and vegetables. Such questions, of course, have great implications for producers of fruits and vegetables in the US and other nations. To answer these questions, we explore three main issues. First, we briefly describe changes to China's policy approach to managing agriculture. The objective of this inquiry is to understand how the environment within which producers make decisions has changed during the past two decades. Second, we track the changes in agricultural supply in China. In this section we seek to understand how producers have responded over the past ten years to rising demand in both the domestic and external economies. Finally, we examine both enabling factors and constraining elements that will either push China towards or inhibit China from becoming the major supplier of horticultural products domestically and globally.

Uncertainties about the effect of Biosafety Protocol (BSP) on global agricultural trade have caused concern among those with a stake in agrifood imports and exports. The primary goal of this paper is to analyze the effects of the BSP on both importing countries with a specific emphasis on China and exporting countries of soybean and maize. The results show that in absolute terms the BSP will require large investments internationally and will induce compliance costs. The BSP will increase the international price and domestic production in importing countries, and lower international trade and domestic production in the exporting countries. In absolute terms the impacts are large, amounting for each commodity into the tens of millions of dollars and varying largely among different scenarios. But in the percentage the impacts are small. Much smaller impacts are found in China because China has already invested in a system that provides almost all of the services that is contained within the BSP. Other developing nations may need more helps; and that it will be more costly.

Masahiko Aoki was the Henri and Tomoye Takahashi Professor Emeritus of Japanese Studies in the Department of Economics, and a senior fellow of the Stanford Institute of Economic Policy Research and the Freeman Spogli Institute for International Studies at Stanford University.

Aoki was a theoretical and applied economist with a strong interest in institutional and comparative issues. He specialized in the theory of institutions, corporate architecture and governance, and the Japanese and Chinese economies.

His most recent book, Corporations in Evolving Diversity: Cognition, Governance, and Institutions, based on his 2008 Clarendon Lectures, was published in 2010 by Oxford University Press. It identifies a variety of corporate architecture as diverse associational cognitive systems, and discusses their implications to corporate governance, as well their modes of interactions with society, polity, and financial markets within a unified game-theoretic perspective. His previous book, Toward a Comparative Institutional Analysis, was published in 2001 by MIT Press. This work developed a conceptual and analytical framework for integrating comparative studies of institutions in economics and other social science disciplines using game-theoretic language. Aoki's research has been also published in the leading journals in economics, including the American Economic Review, Econometrica, the Quarterly Journal of Economics, Review of Economic Studies, the Journal of Economic Literature, Industrial and Corporate Change, and the Journal of Economic Behavior and Organizations.

Aoki was the president of the International Economic Association from 2008 to 2011, and is also a former president of the Japanese Economic Association. He is a fellow of the Econometric Society and the founding editor of the Journal of Japanese and International Economies. He was awarded the Japan Academy Prize in 1990, and the sixth International Schumpeter Prize in 1998. Between 2001 and 2004, Aoki served as the president and chief research officer of the Research Institute of Economy, Trade, and Industry, an independent administrative institution specializing in public policy research in Japan.

Aoki graduated from the University of Tokyo with a B.A. and an M.A. in economics, and earned a Ph.D. in economics from the University of Minnesota in 1967. He was formerly an assistant professor at Stanford University and Harvard University and served as both an associate and full professor at the University of Kyoto before rejoining the Stanford faculty in 1984.

The rise of Asia is regarded in most of the world as primarily an economic phenomenon. Asian economies have rebounded robustly since the 1997 financial crisis, with growth rates in many countries greatly exceeding the global average. Yet corruption remains a problem throughout the region, significantly cramping the extent and potential of Asia's "rise."

In the 2005 "Corruption Perceptions Index" produced by the watchdog group Transparency International, most of the 22 Asian nations received low rankings and scores. Indonesia, for example, is ranked 137th among 159 nations. India and China fare only somewhat better, ranking 88th and 78th respectively. (The United States, by comparison, ranks 17th in the world.) Corruption -- defined by the United Nations Development Program as the abuse of public power for private benefit through bribery, extortion, influence peddling, nepotism, fraud, or embezzlement -- not only undermines investment and economic growth; it also aggravates poverty. In India, even the

poor have to bribe officials to obtain basic services.

Graft also undermines the effectiveness of states. The World Bank, for example, has estimated that the Philippines government between 1977 and 1997 "lost" a total of $48 billion to corruption. Why is graft a serious problem in Asian countries? Can their leaders minimize it and thereby further improve and sustain economic growth -- or is this task hopeless? My research suggests that curbing corruption in most Asian nations is difficult, mainly because of a lack of political will. However, it is not an impossible dream, as the examples of Singapore and Hong Kong demonstrate.

In this report I provide a summary of the work that I have been doing on China’s vegetable economy over the past year. This work, in part, was supported financially by the Western Growers Association (WGA). The funds provided by the WGA were mostly used to support a survey of vegetable producers and wholesale procurement traders in rural China. It also went to support the procurement of a data set that could aid in the analysis of the productivity of China’s vegetable producers. The work that I summarize here, however, is from far more different sources. I greatly appreciate the support of WGA and look forward to continuing to interact with the management and members in the coming years.

To make the material more accessible, I plan on organizing this report by asking a question and then summarizing the answer. In this way I can cover a lot of ground without getting lost in the details. I am more than willing to try on any given aspect of the final report to expand on the issues.

The project studies the impact of China's current economic transition on its agricultural economy with special reference to the consequences of trade liberalization and of changing trade flows. The project will track impacts on social conditions and on the environment in China's rural areas as well as on markets in the rest of the world, with particular emphasis on the EU. For this, the research considers (a) the dynamic, rapid pace of the transition; (b) the size and geographical diversity of the country; and (c) the effect of the changes on the rest of the world. The research opts for a quantitative approach, supplemented by qualitative investigations, and focuses on three themes: trade, social conditions, and environment. On trade, the research aims to account for the size of China's trade and take a closer look at trade between the EU and China with scenario simulations over the period 2000-2030, by establishing a linkage between (a) the Chinagromodel, a spatially explicit equilibrium model that comprehensively depicts China's farm sector in 2433 counties, while connecting these through trade and transportation flows; (b) the GTAPmodel of world trade; (c) FEA-27, a model of EU-agriculture for 27 members states. The research on social conditions proceeds by linking geo-referenced household surveys to a population census of China and a detailed geographical data set, relying on a suitable adaptation of poverty mapping methodology, so as to trace impacts at household level. Finally, we use agro-ecological assessment tools to quantify the environmental pressures resulting from intensified livestock industry as well as from intensified horticulture production. Findings on the three themes are subsequently integrated to arrive at policy suggestions that account for efficiency, equity and sustainability considerations. Throughout the project, a policy dialogue and dissemination program, conducted in both China and the EU, maintains communication with policy makers.

The supermarket revolution has arrived in China and is spreading as fast as or faster than anywhere in the world. As the demand for vegetables, fruit, nuts and other high valued products have risen, urban retailers are finding new venues from which they can sell to the increasing prosperous city residents. However, the experience of many developing countries suggests that there could be serious distributional impacts of the rising of supermarkets. There is concern among policy makers and academics that poor, small farmers might be excluded from market. The main goal of our paper is to understand what types of farmers have been able to participate in the horticultural revolution, how they interact with markets and how supply chains affect their production decisions. Using a unique set of spatially sampled communities in the Greater Beijing area, in contrast to fears of some researchers, we find small and poor farmers have actively participate in the emergence of China's horticulture economy. Moreover, there has been almost no penetration of modern wholesalers or retailers into rural communities. In the paper we document seven characteristics of China's food economy that we believe account for this set of findings.

Professor Park will address the changes that have occurred in the Chinese labor market over the past quarter century, focusing on the extent to which labor market reforms have successfully created a well-functioning market for labor with a high degree of labor mobility. Like other rapidly growing developing countries, China has experienced rapid structural change featuring a steady flow of labor from agriculture to industry, and from rural areas to urban areas. As a transition economy, China has shifted gradually from planned allocation of labor in state-sector jobs to a more open labor market. Although the large magnitudes of these changes are impressive, reform of the labor market has been halting, uneven, and difficult, with much additional reform still required. Prof. Park will look at several dimensions of the Chinese labor market: labor allocation, wage setting, regional differences, and ownership sectors. He will conclude by discussing the key policy challenges that lie ahead.

Albert Park is Associate Professor of Economics and Faculty Associate of the Center for Chinese Studies at the University of Michigan. He is also a research affiliate at the Population Studies Center and chairs the faculty steering committee for Michigan's China Data Center. Dr. Park has been a visiting professor and researcher at Harvard University and Peking University, as well as other research institutions in China and Taiwan, and has served as a consultant for the World Bank on several projects analyzing economic development issues in China, including the Bank's current China Poverty Assessment project. Dr. Park earned a Ph.D. in applied economics from the Food Research Institute and Department of Economics at Stanford University in 1996. His research interests include economic development, economic transition, labor, applied microeconomics, and the Chinese economy. He is involved in numerous collaborative research activities in China, including several large survey projects to study labor market developments in urban areas, and rural education, health, and labor outcomes. He has published over thirty journal articles and chapters in edited volumes, and is the coeditor of a forthcoming volume titled Education and Reform in China. At Michigan, he teaches a graduate course on the microeconomics of development and an undergraduate course on the Chinese economy.

The profile of foreign domestic workers in Hong Kong has changed in significant ways since Hong Kong's reunification with the People's Republic of China in 1997, the Asian financial crisis of the late 1990s, and the SARS outbreak of 2003. Several changes have also appears, the most striking of which is the influx of about 90,000 Indonesian domestic workers and the relative decrease in the number of Filipinas. Another change is the tenor and scope of the workers' activism.

Drawing from recent migrant worker protests (including the anti-WTO protests of December 2005,) Dr. Constable considers the increasingly global and transnational aspects of foreign domestic worker activism and the increased breadth of their networks and affiliations, as well as the implications of such activism in relation to newly generated and displaced meanings of citizenship and human rights within and beyond the context of the self-ascribed "Asian World City" of Hong Kong.

Nicole Constable received her MA and PhD degrees from the University of California at Berkeley in 1989. She is a sociocultural anthropologist whose interests include the anthropology of work; ethnicity, nationalism, and history; gender, migration, and transnationalism; folklore; and ethnographic writing and power.

Her geographical areas of specialization are Hong Kong, China and the Philippines. She has conducted fieldwork in Hong Kong on constructions of Hakka Chinese Christian identity and on resistance and discipline among Filipina domestic workers.

Her current research involves Chinese and Filipino immigrants to the U.S. and U.S.-Asian correspondence marriages.

One of Japan's most effective leaders, Prime Minister Ryutaro Hashimoto has guided some of the most important developments in modern Japanese history, from improving trade and security relations with the United States to implementing crucial deregulation policies and administrative reforms. The regulatory reforms enacted during his term as prime minister - in the areas of administration, fiscal and economic structure, social security, and education - remain the most important items on the current Japanese political agenda.

In his first-ever Stanford address, Prime Minister Hashimoto will consider the changes under way in Japan with the candor and insight that only a former head of state can offer. The return to prominence of Hashimoto's Liberal Democratic Party (LDP) - after a September 2005 landslide victory - only increases the timeliness of his perspective.

Ryutaro Hashimoto is an experienced policy expert. He served two years as prime minister of Japan and thirteen terms in the House of Representatives. He has held a number of important cabinet posts, including minister of finance and minister of international trade and industry. As prime minister, Hashimoto tackled such pressing domestic issues as administrative reform and deregulation. He also made significant gains on the diplomatic front, and through summit meetings with U.S. President Bill Clinton, reinforced the bilateral security arrangements on which the post-Cold War Japan-U.S. alliance is founded. Since leaving office in 1998, Prime Minister Hashimoto has served as senior adviser to Prime Minister Koizumi, senior advisor for Administrative Reform Promotion at the LDP headquarters, and Minister of State for Administrative Reform.
