Huiyu Li is the 2012–13 Takahashi Pre-doctoral Fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC). She is a PhD candidate in the Department of Economics at Stanford University, expecting to graduate in 2014. Prior coming to Stanford, she attended high school in Australia and graduated with the State Ministerial Award for her performance in the state-wide high school certificate examination. She then received a BA and an MA in economics from the University of Tokyo, where she was awarded the university's Presidential Award for her academic achievements in undergraduate studies. Li also held the Japanese Government Scholarship and the Japan Society for the Promotion of Science Research Fellowship for Young Scientists. She is fluent in Chinese, English, and Japanese. 

Her research interests are: 1) the impact of firm bankruptcy procedures on macroeconomic performances and the design of efficient procedures; 2) the impact of financial frictions on innovation and long-run economic growth; and 3) the interaction between economic development and the entry costs of firms. At Shorenstein APARC, she will be working on a comparative study of bankruptcy procedures and macroeconomic performance in China, Japan, and the United States.

Li has presented at many major economic conferences, such as the 10th World Congress of the Econometric Society. She has also co-authored work with researchers at the Federal Reserve Bank of Atlanta. Her research on computational economics has been published in Mathematics of Operations Research.

The U.S.-Japan relationship is not much in the headlines these days—and when it is the stories seem to focus on issues, such as Okinawa and beef, that have bedeviled ties seemingly for decades. But, in the midst of seismic shifts in Asia-Pacific security and global economic relations, shouldn’t the two countries be talking about something else?

Many in American industry have thought so and in 2009 the American Chamber of Commerce in Japan released a white paper calling for a new set of discussions with Japan directed at capturing the innovation and growth potential of the emerging global Internet economy. Accompanying the call were a set of over 70 specific recommendations for discussion in areas ranging from privacy, security, intellectual property, spectrum management, cyber security to competition—an agenda for the future not the past.

The paper found resonance with the new Democratic Party government in Japan and the Obama administration that were searching for a new direction and vocabulary for U.S.-Japan economic relations and were mindful that partnership with Japan in this area strengthened the U.S. hand in dealing with preemptive attempts elsewhere to define rule of the road for the Internet and “cloud computing.” 

The Dialogue was formally launched in the fall of 2010 and its third plenary session is taking place in Washington, D.C. October 16 to 19, 2012. Professor Jim Foster is participating in the Dialogue as a leading member of the U.S. private sector delegation to the talks. He will be coming to Stanford immediately following the joint industry-government meeting on October 18 (the governments will continue in closed-door session through the 19th) and will offer his analysis and insight into the discussions in Washington and their implications for future cooperation between Japan and the U.S. industry in the cloud computing field and for the two governments on challenging issues of broader Internet governance.

Jim Foster is currently a professor in the Graduate School of Media and Governance at Keio University, where he teaches and researches on U.S. foreign policy issues and global Internet policy. He is the co-director of Keio’s Internet and Society Institute. Foster worked as a U.S. diplomat from 1981 to 2006, serving in Japan, Korea, the Philippines and at the U.S. Mission to the EU. He was director for corporate affairs at Microsoft Japan from 2006 to 2011. He is a former vice president of the American Chamber of Commerce in Japan and a co-author of the ACCJ White Paper on the Internet Economy.

Education has provided the critical foundation for Asia’s rapid economic growth. However, in an increasingly globalized and digital world, higher education faces an array of new challenges. While the current strengths and weaknesses of educational systems across Asia differ considerably, they share many of the same fundamental challenges and dilemmas.

The fourth annual Stanford Kyoto Trans-Asian Dialogue examined challenges and opportunities in reforming higher education in Asia. At its core, the challenge facing every country is how to cultivate relatively immobile assets—national populations—to capture increasingly mobile jobs with transforming skill requirements. This raises fundamental questions about skills needed for fast-paced change, domestic inequality, the role of government, and choices of resource allocations.

Scholars and top-level administrators from Stanford University and universities across Asia, as well as policymakers, journalists, and business professionals, met in Kyoto on September 6 and 7, 2012, to discuss questions that address vital themes related to Asia’s higher education systems. These included:

  • Can higher education meet the challenges of economic transformations?
    As skill requirements change with the increasing use of IT tools that enable manufacturing and service tasks to be broken apart and moved around, how can higher education systems cope? How can education systems address the increasing need for global coordination across languages and cultures? How can countries deal with demographic challenges, with developed countries facing overcapacity and developing countries with younger populations facing an undercapacity of educational resources?
  • How are higher education systems globalizing?
    What are the strategies for the globalization of higher education itself? How are universities positioning themselves to attract top talent from around the world, and what are their relative successes in achieving this? What are the considerations when building university campuses abroad? Conversely, what are the issues surrounding allowing foreign universities to build within one’s own country?
  • How can higher education play a greater role in innovation?
    What is the interplay between private and public institutions and research funding across countries, and what are the opportunities and constraints facing each? What is the role of national champion research initiatives? For developed East Asian countries, a focus on producing engineers raised the economic base, but many are discovering that they are still not at the leading edge of innovation. What are ways to address this dilemma? For developing countries, the challenge is how to improve basic education from the level of training basic factory workers to creating knowledge workers. How might this be accomplished? Is there room for a liberal arts college model?
  • What are the challenges and opportunities in reforming higher education?
    What are effective ways of overcoming organizational inertia, policy impediments, and political processes that hinder reform? What are the debates and issues surrounding ownership, governance, and financing of higher education?

The Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) established the Stanford Kyoto Trans-Asian Dialogue in 2009 to facilitate conversation about current Asia-Pacific issues with far-reaching global implications. Scholars from Stanford University and various Asian countries start each session of the two-day event with stimulating, brief presentations, which are followed by engaging, off-the-record discussion. Each Dialogue closes with a public symposium and reception, and a final report is published on the Shorenstein APARC website.

Previous Dialogues have brought together a diverse range of experts and opinion leaders from Japan, South Korea, China, Vietnam, Thailand, Indonesia, Singapore, India, Australia, and the United States. Participants have explored issues such as the global environmental and economic impacts of energy usage in Asia and the United States; the question of building an East Asian regional organization; and addressing the dramatic demographic shift that is taking place in Asia.

The annual Stanford Kyoto Trans-Asian Dialogue is made possible through the generosity of the City of Kyoto, the Freeman Spogli Institute for International Studies at Stanford University, and Yumi and Yasunori Kaneko.

In this session of the Shorenstein APARC Corporate Affiliate Visiting Fellows Research Presentations, the following will be presented:

 

Kazuma Fukai, "Current Situation of Shale Gas Revolution and its Impact on the U.S. and Japan"

Shale gas is called a “game changer”. According to the Energy Information Administration, shale gas will be the major source of incremental U.S. natural gas supply, increasing its share of production from 23% in 2010 to 49% in 2035. President Obama expressed even as the U.S. develops next generation energy technologies, the U.S will continue to rely on oil and gas. Due to the shale gas boom, the current price of natural gas (U.S. Henry Hub) is declining, about 1/8 of the peak price in 2005. Given the importance of environmental issues and efficiency, combined with depressed natural gas prices, the demand for natural gas in the power sector will grow rapidly. In Japan, the unprecedented nuclear disaster at the Fukushima Daiichi Nuclear Power Plant affected energy policy dramatically. While the future of nuclear power in Japan is still unclear, natural gas power plants would be one of the most important energy resources to compensate for the loss of nuclear power plants as a realistic and reliable short and middle term approach. If the abundance of natural gas in the U.S. flows to Japan, it would contribute to a choice of supplier and different price formula for Japan. Fukai will present information based on the current state of shale drilling in the U.S., environmental issues, and interviews with many key experts and professors in shale gas as well as his experience at Kansai Electric Power Company.

 

Katsunori Hirano, "Learning from Sustainable Energy Financing Models Operating in the U.S. Market:  A Study for Japan's Clean and Safe Energy Future after Fukushima"

The Fukushima meltdown, which followed a devastating natural disaster in March 2011, presented the Japanese citizenry clear evidence that the way to meet their energy needs had not been sustainable. They have found the value of improving their resilience and security by their own initiative, intelligence, and foresight. The growth in the energy efficiency and renewable energy market is the defining feature of Japan’s energy future.

A substantial number of financing models are being implemented to help encourage investment in energy efficiency improvements and renewable energy deployments in the United States. In his research, Hirano tries to identify the best model operating in the U.S. market to provide financing opportunities for sustainable energy.  The local authorities in Japan can swiftly and flexibly apply this model for local households and businesses in their jurisdiction.

 

Yuji Kamimai, "A New Business Model for the Media Industry"

For a long time, it has been said that media is the mirror of the times we live in.  In his research, Kamimai tries to understand the ascent of and vast changes of media through a historical backdrop to help explain and recognize new service and technological innovation in the Silicon Valley.  Additionally, he examines some trends other than media that could help provide a deeper understanding.  From the rise of media and the latest IT business model, Kamimai learns what is important for the media to do, and explains what the next action steps are.  

 

Masami Miyashita, "A Study about the Ecosystem that Creates and Develops Global Start-ups"

Innovation is critical to economic growth, and entrepreneurship and startups are pivotal ingredients of innovation. After Japan’s economic bubble bursting in 1990, there was much talk about the lack of entrepreneurship in Japan as a driver of creative destruction and economic revival. The “Silicon Valley model” of entrepreneurship was heavily studied. Beginning in the late 1990s, the Japanese government rapidly developed institutional and social frameworks for startups in Japan. In the early 2000s, however, few Japanese startups were global in scale, and the presence in Silicon Valley of Japanese entrepreneurs and startup were still very limited. After the first decade of the 21st century, there are preliminary indications of a new wave of startups by Japanese entrepreneurs making inroads in Silicon Valley. Compared to other groups, such as Chinese or Indians, the number of Japanese entrepreneurs in Silicon Valley still remains miniscule. However, for the Japanese entrepreneurs to take advantage of the Silicon Valley entrepreneurial and innovation opportunities, lessons from the experiences and challenged faced by Japanese based in Silicon Valley are important.  In his research, Miyashita provides some of the key factors that are feeding this new wave of startups.

Kazuma Fukai is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2011–12. He has worked for Kansai Electric Power Company, Inc.'s Legal Department since 2003. His responsibilities included overseas transactions such as acquisitions of foreign companies, emission trading, and procurement of natural resources. Since 2010, Fukai has been engaged in the review of nuclear power plants and related systems in terms of the technical aspects and nuclear culture in the Nuclear Integrity Reform Department. Fukai graduated from Doshisha University in 2003 with a bachelor of law degree.

Prior to joining Shorenstein APARC, he served in multiple roles at the Shizuoka Prefectural Government, including environmental policy-making, regional diplomacy, and inbound tourism promotion. During his fellowship at Shorenstein APARC, his research will focus on a paradigm shift harmonized with ecosystems and nature for a nuclear-free sustainable future.

Hirano earned his bachelor's degree in law from Chuo University, Japan, and his master's degree of arts in urban affairs and public policy, with a concentration in energy and environmental policy, from the University of Delaware.

He graduated from Waseda University with a degree in Science and Engineering.

After the submission of the Sachar Committee Report, several studies have undertaken data-based analysis of the socioeconomic and educational conditions of Muslims in India. Many researchers, policy makers, and Muslims believe that education can be the only mechanism to enhance their socioeconomic status and enter into better-paid jobs, businesses, and professions. This seminar will review the available evidence on the patterns of Muslim participation in education and workforce outcomes. Comparing the estimates derived from the most recent round of the National Sample Survey for the year 2009–2010 with the earlier years, it will assess how these patterns have changed in recent years. To the extent feasible the correlates of these changes will also be explored.

Rakesh Basant's current teaching and research interests focus on firm strategy, innovation, public policy, and regulation. His recent work has focused on capability building processes in industrial clusters; FDI in R&D; innovation-internalization linkages; competition policy; inter-organizational linkages for technology development (especially academia-industry relationships); strategic and policy aspects of intellectual property rights; linkages between public policy and technological change; economics of strategy; and the small-scale sector in India. His sectoral focus of research in these areas has been on the pharmaceutical, IT, electronics, and suto-component industries. Basant was a member of the Indian Prime Minister’s High-Level Committee (also known as Sachar Committee) to write a report on the social, economic, and educational conditions of Muslims in India. In continuation of this work, part of his current research focuses on issues relating to affirmative action, especially in higher education. Basant has also been a recipient of the of the Ford Foundation Post-Doctoral Fellowship in Economics, and has spent two years at the Economic Growth Center at Yale University as a visiting research fellow. In addition, he has worked as a consultant to several international organizations.

Northeastern Japan is rebuilding itself after last year's earthquake, tsunami, and nuclear accident. The authors contend that cloud computing is historically unique by simultaneously being an innovation ecosystem, production platform, and global marketplace. In the first part, they define cloud computing as a "dynamic" utility, listing key characteristics of what it is and what it is not, both from providers' and users' vantages. In the second part, they characterize three competitive battles in the broader cloud ecosystem: winning the user (cloud providers), the search for value (network providers), and the device wars (device providers). They then provide a new and simple, but powerful and practically applicable typology that combines the type of providers with the commonly understood architecture types. The third part applies this framework to analyze the business strategies of global cloud service providers and select others in the broader ecosystem. They conclude with policy implications and where to take research from here.
