Masa ISHII is founder and a Managing Director of AZCA, Inc., a management consulting firm specializing in US-Japan corporate development for high technology companies.  To date, AZCA has helped numerous companies in Japan and US in developing their new business across the Pacific Ocean.  Masa is also a Managing Director of AZCA Venture Partners, a venture capital firm whose most recent fund specializes in the domain where IT/Electronics and Life science converge.  Formerly, Masa worked at McKinsey & Company, Inc. and at IBM. Masa is a frequent speaker and writer on issues involving international business development in the high technology industry. He is a visiting professor at Waseda University Business School and at Graduate School of Engineering, Shizuoka University.  Masa holds a Bachelor of Engineering in mathematical engineering and instrumentation physics from the University of Tokyo and a Master of Science in computer science from Stanford University.

 

SEMINAR DESCRIPTION:

It was in early 1970s that Japanese companies first started interacting with Silicon Valley.  As Silicon Valley grew, many Japanese companies started trying to work with high-tech start-ups in Silicon Valley with the purpose of innovating and developing new businesses. More recently, start-up companies and SMEs from Japan have started taking root in Silicon Valley by fully taking advantage of its high technology infrastructure.  In doing so, however, many Japanese companies failed to achieve their strategic goals.  These hard-learned lessons over time are bound to be forgotten as the new generation of Japanese companies attempt to enter the Silicon Valley’s ecosystem unless they are recorded and the memory is institutionalized. Having lived and worked between Japan and Silicon Valley over the past 30 years, the speaker will share an insider's view of large firms, start-ups and entrepreneurs since the 1970s and his direct experience and reminiscence in dealing with companies in Japan and Silicon Valley, so that the long-built up experience of firms entering this region for the last 40 years can prove to be of benefit to others in the future.

This paper is examines the evolution of Japan’s capital markets and the related regulatory reforms after the Global Financial Crisis. We start by looking at the importance of capital markets in the Japanese financial system. We study how the size of financial flows through capital markets relative to those through the banking sector changed since the 1980s in Section 2. Then, in Section 3, we look at how Japan’s financial system responded to the Global Financial Crisis. We find that the disruption of the financial system in Japan was small. Section 4 then surveys the financial regulatory changes in Japan since the Global Financial Crisis. While the Japanese regulators tightened the regulation to improve the financial stability as the regulators in the U.S. and Europe did, they also continued the efforts to develop capital markets in Japan. The efforts continue and receive strong endorsement from Abenomics, which put an emphasis on economic structural reform to restore growth in Japan. We examine the capital market policies in Abenomics in Section 5. Section 6 concludes.

Kenji Kushida will provide an overview of canonical works of Silicon Valley, including work of Martin Kenney and his classic co-edited volume "Understanding Silicon Valley" and other more recent work drawn from the Stanford Silicon Valley - New Japan project’s "Top Ten Reading List of Silicon Valley." He will also share insights from a recent report co-authored with Richard Dasher, Nobuyuki Harada, Takeo Hoshi, and Tetsuji Okazaki entitled "Institutional Foundations for Growth" which partially draws from research on Silicon Valley.   

Kanetaka Maki will present his new research from a paper entitled "Milestones to University-Based Startup Success: What Is the Impact of Academic Inventor Involvement?” Based on the data analysis of 533 University of California startups, he will explain the impact of inventor involvement in the growth and success of university-based startups.

Li Shanyou joins the Walter H. Shorenstein Asia-Pacific Research Center (APARC) as a visiting scholar for the 2015-16 year.  He is an Adjunct Professor of Entrepreneurship and Executive Director of the Centre for Entrepreneurship and Investment at CEIBS. He joined CEIBS on September 1, 2011. Prior to that, in 2006, he founded Ku6.com Inc. In June of 2010, he led the company to be the first China video site independently listed on NASDAQ. Before starting his own business, he was the Senior Vice President and Editor-in-Chief of Sohu.com Inc.

Mr. Li, who graduated from Nan Kai University with a Bachelor’s degree in Mathematics, enrolled in CEIBS EMBA programme in 2004. He is striving to combine traditional Chinese philosophy – of which he has a deep understanding – with modern enterprise management theories to form a unique Chinese style modern leadership model. His past practices and theoretical thoughts are outlined in the book Lectures on Management – Attaining Accomplishment in Both Self-Cultivation and Leadership Positions.

Mr. Li’s rich and dynamic business and management experience began as early as 1994. He has, at different times, held various Human Resources executive positions in companies like Motorola (Tianjin) Inc., Alcoa Inc., Bausch & Lomb Inc., Sohu.com Inc., etc.  In 2001, he transferred to a new position in Sohu.com Inc: Editor-in-Chief. In that role he successfully helped Sohu News recover from rough times, and he was later promoted to Senior Vice President. In 2006, he resigned from Sohu.com Inc. after reaching a new peak in his career, and founded Ku6.com Inc. Under his management, Ku6.com Inc. became the first Chinese media video site to be listed on overseas stock markets. In March 2011, Mr. Li decided to leave Ku6.com Inc. to pursue a new chapter of his career as an educator; he joined CEIBS as an Entrepreneurial Studies Professor. Over the past 18 years, he has accumulated various experiences and lessons in HR Management, Internet and Media Management, Venture Development as well as the Mergers and Acquisition fields. 

Mr. Li is a seasoned public speaker and trainer. He has lectured more than ten management courses, and was named among “Beijing’s Top 10 Trainers.” His outstanding public speaking and training skills have been well received by many students. He is among those conferred with the Award of 2010 China’s Top Ten CEOs, One Hundred Most Influential Celebrities in Chinese Online Media in the Past Decade, 2010 Most Influential Leader of New Media Era in China etc.

Yuta Aikawa is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2015-16.  Prior to joining Shorenstein APARC, he served as deputy director for policy making and implementation at the Government of Japan's Ministry of Economy, Trade & Industry (METI), where he was in charge of security export control, developing retail industry and consumer credit industry, and financial policy for small and medium companies.  Aikawa received his master's degree of science from the Graduate School of Science and Technology at Keio University in 2005.

Casey Wahl is the CEO and founder of Wahl & Case K.K., a Tokyo-based global recruitment firm with a focus on startups and cross border expansion.  Mr. Wahl has many years of experience in the Japan and is also the founder of Red Brick Ventures, an angel investment and incubation platform.  He recently published a book in Japanese (english version to come), containing the stories of several Japanese entrepreneurs, giving insights into the challenges they face and their journeys to success.  He will be discussion characteristics of the labor market for startups in Japan and how Japanese companies can best hire talent in Silicon Valley.

Innovation is a vital component of economic development, and the United States and Japan provide clear examples of how a knowledge-based economy can lead to sustainable growth. But Japan has sometimes encountered obstacles in bringing its wealth of ideas into the global market. A conference at Stanford seeks to help shift that reality.

“Japan is changing,” said panelist Gen Isayama, founder of the World Innovation Lab. “We’re seeing entrepreneurs…but we need a new role model – new stars emerging in Japan to excite younger people.”

For two days, 21 experts from Japan and the United States gathered at the Stanford-Sasakawa Peace Foundation New Channels Dialogue to discuss innovation, promote exchange of best practices, and enhance connections between the two countries.

The conference was sponsored by the Sasakawa Peace Foundation (SPF) and organized by the Japan Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC), in association with the U.S.-Japan Council.

“The New Channels project is intended to open a new arena of dialogue between new voices, and a new generation of experts and policymakers on both sides of the Pacific. And to tie them back into the existing structure of alliance governance,” said SPF President Yuji Takagi, in his opening remarks.

“The complex challenges of today’s world provide even greater momentum to work together across sectors,” Shorenstein APARC Director Gi-Wook Shin added.

In its second year, the conference hosted more than 100 attendees from the San Francisco Bay Area, drawing students, scholars and industry and government people to Encina Hall for the daylong public forum on Jan. 22. The first and second panels focused on the state of innovations in Silicon Valley and Japan, the third and fourth panels examined how the two countries could better work together toward innovation-driven growth.

The first set of panelists started by discussing characteristics of Silicon Valley, and how it defined itself during the tech boom of the 1980s/90s, and led to the rise of the Internet and telecomm industries that rapidly spread around the world.

Silicon Valley is often identified for its innovative ideas, and its ability to convert those ideas into market-ready goods and services. Panelists said that networks and open access to venture capital drive that ability to push ideas through quickly, an essential characteristic in today’s real-time world.

“It’s never been easier to start a company,” said Patrick Scaglia, a consultant at Startup Ventures and former senior executive at Hewlett Packard.

Silicon Valley continues to attract entrepreneurs and potential investors, and is positioned to continue to do so. Scaglia noted that 47.3 million dollars was invested in startups last year alone, the highest seen since 2009.

Areas currently being pioneered by Silicon Valley entrepreneurs include medical and mobile technologies. Norman Winarsky, president of SRI Ventures, pointed to breakthroughs in robotics and wearable devices, showing a clip from a TED talk on bionic prosthetics. Additional predicted trends include a return to hardware and possibly greater entrepreneurism coming directly out of universities, particularly from students.

Japan has historically produced successful entrepreneurs such as Konosuke Matsushita (founder of Panasonic Corporation), Akio Morita (founder of Sony Corporation), and Soichiro Honda (founder of Honda Motor Company), but large firms have come to dominate the economy. Recently, however, the country has been producing a cadre of successful startups, some of which have already grown to become quite large. For example, Japanese companies Rakuten and DeNA have commanded the e-commerce space, and similarly, Mixi in the social media space.

Panelists noted that more Japanese startups are going global compared to a decade ago. Yusuke Asakura, a visiting scholar at Stanford’s U.S.-Asia Tech Management Center, pointed to companies that produced applications like Metaps, an Android monetization app, and Gumi, a social networking gaming app.

But Japan hasn’t reached its greatest potential due to various barriers – market, institutional, and cultural. Mr. Isayama said, at the moment, there aren’t enough ventures and risk capital in Japan. Greater accessibility to both could propel startups more fully into the global market.

C. Jeffrey Char, president of J-Seed Ventures, said another obstacle was the quantity of mergers & acquisitions (M&A).

“If there was more M&A, it would actually improve the ecosystem a lot more – it would turbocharge it,” he said. “Because when investors get their money back quicker and when entrepreneurs get paid off quicker, a lot of times they will go and start another company.”

If greater M&A existed in Japan it would create a “benevolent cycle” of funding and inject the momentum necessary to support an environment for entrepreneurial success.

Networking, labor mobility, and a highly skilled workforce are additional components that aided in Silicon Valley’s success, and areas that Japan could learn from. Government support for entrepreneurs is rising; the third arrow of ‘Abenomics’ policy aims to jumpstart growth based on a number of measures, including diversification of its workforce through increased immigration and female participation.

Offering an additional point, Professor Kazuyuki Motohashi, the Sasakawa Peace Fellow at Shorenstein APARC, suggested that cultural differences might pose one of the biggest challenges to U.S.-Japan collaboration.

Americans are more likely to embrace failure as an essential part of the creative process; Japanese typically don’t celebrate failure as much nor valorize the entrepreneur to the same degree.

“We don’t have to change the culture,” Motohashi said. “The important [thing] is to overcome these differences and develop a mutual understanding.”

Teaching younger generations about the entrepreneurial mindset could also improve societal attitudes toward risk-taking. Former U.S. Ambassador to Japan John Roos said celebrating the entrepreneur was the most important factor in creating a vibrant innovation ecosystem in Japan. “In the end, if you have the proper mindset, you can overcome everything else."
