Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Scholars at Stanford's Shorenstein Asia-Pacific Research Center in the Freeman Spogli Institute for International Studies assess the strategic situation in East Asia to be unsettled, unstable, and drifting in ways unfavorable for American interests. These developments are worrisome to countries in the region, most of which want the United States to reduce uncertainty about American intentions by taking early and effective steps to clarify and solidify U.S. engagement. In the absence of such steps, they will seek to reduce uncertainty and protect their own interests in ways that reduce U.S. influence and ability to shape regional institutions. The recommendations summarized below, and elaborated in a 23-page report entitled “President Trump’s Asia Inbox,” suggest specific steps to achieve American economic and security interests.

Key Recommendations. 

 

Trade and Economic Relations

The dynamic economies of East Asian countries are increasingly integrated and interdependent. The United States is an important market and source of investment and technology, but this is no longer sufficient to ensure that future arrangements and rules will protect American interests. The region is moving toward more formal, rule-based arrangements and the United States must be an active shaper of those institutions.

Most in the region want the United States to play a leading role in the establishment and enforcement of free and fair international economic transactions, and want the rules and mechanisms governing trade to be multilateral ones. If we do not play such a role, China, and possibly others, will seek arrangements that disadvantage American firms.

  • The replacement for the Trans-Pacific Partnership (TPP) should build on what was achieved in those negotiations, especially those that would assure market access for U.S. firms and protect intellectual property rights, enforce labor standards, and ensure environmental protection. A single multilateral agreement would be best, but much could be achieved through interlocking and consistent bilateral agreements.
  • The administration should adopt policy measures to increase employability and create jobs for the Americans who have been disadvantaged by globalization.

Defense and Security

China’s military buildup and North Korea’s growing arsenal of missiles and nuclear weapons have fueled concerns about U.S. will and ability to honor its security commitments in the region. No one wants a regional arms race or tit-for-tat moves that increase the danger of accidental conflict or escalation, but many believe concrete steps are needed to check perceptions that the United States is becoming less willing to maintain the peace and stability that undergirds regional prosperity.

  • While reaffirming the need for a forward presence in the region, reconfigure it along the lines of an “active denial” strategy. “Active denial” means maintaining a forward presence in East Asia that is designed to deny an opponent the benefits of military aggression, especially the prospect of a quick victory. The first component of such a strategy is a resilient force posture, which can be achieved by exploiting the size and depth of the region to distribute units in more locations. The second component is an emphasis on planning to conduct military operations against an adversary’s offensive strike or maneuver forces, not targets deep inside an adversary’s homeland territory and not by carrying out preemptive strikes.
  • Strengthen U.S. military capabilities by developing and fielding stealthier air and maritime platforms, increase submarine and anti-submarine assets, and provide forward deployed forces with better active defenses, such as rail guns and lasers. At the same time, the United States should assist those neighbors of the PRC who feel threatened by Chinese assertiveness to develop asymmetric coercive capabilities that can put at risk forward-deployed PLA forces. The United States can use elements of such assistance programs as points of negotiating leverage in our attempts to limit militarization on both sides.
  • Continue to promote U.S.-China military relations, emphasizing accident avoidance and crisis management, sustained dialogues on national strategies and doctrines, and cooperative endeavors, such as training exercises and combined operations, where and when feasible and mutually beneficial.

China

People in the region worry about China’s actions and intentions but they worry more about the prospect of confrontation and conflict between the United States and the People’s Republic. They look to the United States as a counterbalance to China but fear that Washington will overreact or underreact to actions by Beijing, or take provocative actions that jeopardize their own interests. The U.S. should:

  • Respond to Chinese actions inimical to American interests in ways that protect our interests, achieve U.S. goals shared by others in the region, and avoid both the reality and the appearance of being “anti-China.”
  • Reaffirm American commitments to allies and partners including China and Taiwan.
  • Tighten enforcement of import restrictions on products produced by firms that have stolen intellectual property from U.S. companies.

Korean Peninsula

North Korea is threatening an ICBM test in 2017, possibly in the next few weeks or months. There is a political vacuum in South Korea, and Seoul is being pressured and punished by Beijing to reverse its decision to accept the deployment of a U.S. THAAD missile defense in South Korea. Under these circumstances, these are our priority recommendations for the administration

  • It should work to dissuade North Korea from an ICBM test. Publicly, the new administration should reaffirm that the U.S. would use military means against an ICBM that appeared to threaten the U.S. or one of our allies. Regular spring ROK-U.S. joint military exercises should be held, but calibrated and conducted to avoid giving Pyongyang extra pretext for a test. The Trump administration should appoint a senior envoy empowered to go to Pyongyang to convey openness to renewed diplomacy, while at the same time being clear about the consequences of an ICBM test. China will share this goal, and the new Trump administration should establish a dialogue with China on North Korea based on this shared interest rather than linked to other issues in the U.S.-China relationship, such as bilateral trade. The Trump administration should not negotiate the THAAD issue with Beijing but rather stick to the principle that this is a Seoul-Washington issue.
  • The U.S.-ROK relationship will need early and special attention in 2017. Secretary of Defense Mattis’ early visit to the ROK was a wise move. With names already announced for Beijing and Tokyo, a new American ambassador for Seoul should be nominated soon. Despite the political leadership vacuum in Seoul, the Trump administration should strive for the closest possible diplomatic, political, and military coordination on North Korea with our South Korean allies. Trade and burden-sharing issues should not be front-burner issues during South Korea’s political transition. U.S. neutrality in the South Korean election, along with demonstrated respect for South Korea’s democracy, will be carefully monitored, and is essential, as is strengthening U.S. contacts and outreach across the political spectrum in South Korea.

Japan

The Abe administration is the most stable government Japan has had for many years. The prime minister wants to work with Washington, is prepared to deepen defense cooperation with the United States and others in the region, and is eager to lock in the commitments and arrangements negotiated in the TPP. There is a real opportunity to secure access for U.S. firms greater than achieved by any previous administration.

  • Build upon arrangements negotiated in TPP to secure a U.S.-Japan free-trade agreement (FTA) that increases access for U.S. firms and locks in economic reforms initiated by the Abe government.
  • Propose annual head of state level trilateral cooperation summits with Japan and South Korea and seek greater trilateral cooperation, particularly in the area of security cooperation. Caution Tokyo against steps backward on historical reconciliation.

Southeast Asia and the South China Sea

Southeast Asia is most vulnerable to and concerned about China’s actions and intentions. Countries in the region want the United States to counterbalance and constrain China but worry equally that the United States is unreliable and unequal to the challenge of protecting their interests while preserving American interests vis-à-vis China. Unless given a better option, they will lean toward China for economic and security reasons.

  • The United States should anchor U.S. policy on the South China Sea (SCS) to an explicit commitment that no single country—not the US, not China, nor anyone else—should seek or enjoy a monopoly of ownership and control over that body of water. To underscore that commitment, the United States should execute freedom of navigation operations (FONOPs) in waters between and around the Spratly islands. These and other operations in the SCS should be conducted in conformity with the authoritative ruling on the status of its waters and land features issued in 2016 by the arbitral court convened for that purpose under the UN Convention on the Law of the Sea.
  • The United States should also try, in concert with its allies and partners, to bring the SCS under international protection and management by a combination of claimant and user states, including the United States and China, based on international law. The Southeast Asia Maritime Security Initiative should be enlarged and upgraded to serve this purpose. If China declines to join, a chair at the table should remain empty should Beijing change its mind.

The U.S. should remain engaged with the process of regional and trans-Pacific institution building, including but not limited to the Association of Southeast Asian Nations (ASEAN) annual meetings, the East Asian Summit, and the Asia Pacific Economic Cooperation (APEC) forum, which will be hosted by Vietnam in 2017.

The North Korean nuclear crisis is going from bad to worse and South Korea has disagreements over how to deal with it. Options for addressing the crisis range from sanctions to regime change, and from preemptive attacks to nuclear deterrence and defense, including Terminal High Altitude Area Defense (THAAD). Discussion of the dialogue and negotiation option has been lacking. This talk will provide a comprehensive look into the South Korean domestic debates on the North Korean nuclear quagmire, focusing on the preemptive attack, nuclear deterrence, THAAD and engagement options.

Chung-in Moon is Distinguished University Professor and former dean of Graduate School of International Studies at Yonsei University in Korea, and currently Krause Distinguished Fellow at the UCSD School of Global Policy and Strategy. Professor Moon is editor-in-chief of Global Asia, a quarterly journal in English; has authored, co-authored and edited 56 books, and published over 300 articles in academic journals such as World Politics, International Studies Quarterly, and World Development, and in edited volumes. He was a Public Policy Scholar of the Woodrow Wilson International Center, a Lixian Scholar of Beijing University, and a Pacific Leadership Fellow at the Graduate School of International Relations and Pacific Studies, UCSD. He was executive director of the Kim Dae-jung Presidential Library and Museum, and served as chairman of Presidential Committee on Northeast Asian Cooperative Initiative of the Roh Moo-hyun government, a cabinet-level post; and Ambassador for International Security, Ministry of Foreign Affairs and Trade, Korea. His fields of research include international and comparative political economy, international security, and the politics of East Asia, particularly Japan.

Satoru Mori
Professor, Hosei University.  Former official at the Ministry of Foreign Affairs of Japan, Dr. Mori holds a PhD in Law from the University of Tokyo. His research interests include contemporary American diplomacy, especially with Asian countries.  Previously he was a visiting researcher at Princeton University and George Washington University. He has delivered remarks at the U.S. Department of State, CSIS, the Carnegie Endowment for International Peace and other symposiums in the U.S.

Shino Watanabe
Associate Professor, Sophia University.  Dr. Watanabe obtained her PhD in International Relations from the University of Virginia, followed by a Master’s degree from Tufts University. She also studied at School of International Studies, Peking University in China.  Her main research interests are Chinese foreign policy and international relations of East Asia. She published a number of articles on China’s foreign economic policy and foreign relations.

Rennie Moon explores a new framework for higher education official development assistance (ODA) with a focus on the transnational bridging benefits of social capital. She first explains why and how a transnational social capital approach can improve the current focus on human resources and local bridges in higher education development. She then illustrates its merits by examining, 1) the transnational bridging potential of social capital formed by foreign students currently studying in Korea; and 2) the actual transnational social capital contributions of foreign professionals who returned home after completing a Korean higher education ODA program. In doing so, she directs particular attention to the value of transnational social capital in promoting development cooperation and public diplomacy. She concludes by discussing how this approach has conceptual importance and practical implications for development cooperation in higher education.

Rennie J. Moon joins the Walter H. Shorenstein Asia-Pacific Research Center as the 2016-17 Koret Fellow in the Korea Program.  Moon is an associate professor at the Underwood International College at Yonsei University in Seoul, South Korea. Her research explores the interrelationships among globalization, migration and citizenship, and internationalization of higher education.

Moon, a graduate of Stanford’s Graduate School of Education, Ph.D. ‘09, has collaborated with Stanford professor Gi-Wook Shin on a multiyear research project that examines diversity in higher education in East Asia. She co-edited the book Internationalizing Higher Education in Korea: Challenges and Opportunities in Comparative Perspective published earlier this year. Her articles have appeared in academic journals including Comparative Education ReviewComparative EducationAustralian Journal of International Affairs, and Pacific Affairs.

As a Korean-American scholar, Moon has written editorials and columns in both English and Korean on higher education in Korea and Asia for the Nikkei Asian Review, The Conversation, East Asia Forum, Australian Outlook, Dong-A Daily, MK News, and other media outlets.

Since Abenomics launched corporate governance reforms as the third arrow of its policies mix, a series of reform measures were introduced such as the Stewardship Code, Corporate Governance Code, and the organization of JPX 400 by the Tokyo Stock Exchange. In this presentation, I firstly summarize recent changes of governance arrangements in Japanese firms, focusing on the trend of listing and de-listing, ownership changes, rapid deleveraging, the rise and fall of activism, gradual increase of independent directors, and modest use of high-powered incentives. I characterize these changes as a hybridization of corporate governance. Then, I suggest an agenda for how to fine tune hybrid structures: the reestablishment of mega-banks and client firms, the role of block shareholders, a new long-term commitment scheme post cross shareholding, the choice of management or monitoring boards, and the use of pay for performance associated with long-term employment.

He teaches about the Japanese economy and corporate governance in Japan. He finished his Ph.D coursework at the University of Tokyo in economics, got a position as Research Associate at the University of Tokyo Institute of Social Sciences, and then moved to Waseda University. He stayed at Reischauer Institute of Japanese Studies, Harvard University, as a visiting scholar from 1992-94 and 2004-05. He was asked to consult by several institutions such as the World Bank, Hawaii University, Hebrew University, and Korean Development Institute. He was also appointed at numerous positions: Faculty Fellow, Research Institute of Economy, Trade & Industry, a Special Research Fellow of Policy Research Institute (Ministry of Finance), Research Fellow of EHESS (Paris), and an Adjunct Professor of Chung-Ang University (Seoul). David Timberman is a political analyst and development practitioner with 30 years of experience analyzing and addressing political and governance challenges, principally in Southeast and South Asia. Recently he was a Visiting Professor of Political Science at De La Salle University in Manila, where he taught courses on Southeast Asian politics and policy reform in the Philippines. As a Technical Director at MSI he has conducted or managed multiple assessments, studies and evaluations intended to inform US government development strategies and programs. As a senior democracy and governance (DG) advisor in USAID’s Asia Near East Bureau he advised USAID Missions on the development of their DG and conflict strategies and programs. As a senior DG advisor to USAID Indonesia he was deeply involved in the design and implementation of elections, civil society, parliamentary strengthening and anti-corruption programs. Through his positions with the National Democratic Institute and the Asia Foundation he worked closely with political parties and NGOs across Asia. He has lived and worked in the Philippines, Indonesia and Singapore, including experiencing first-hand the democratic transitions in the Philippines (1986-1988) and Indonesia (1998-2001). He has written extensively on political and governance issues in the Philippines and has edited or co-edited multi-author volumes on the Philippines, Cambodia and economic policy reform in Southeast Asia. He holds a MA in International Affairs from Columbia University and a BA in political science (with honors) and history from Tufts University.

Since assuming the presidency of the Philippines in June 2016 Rodrigo Duterte has been the focus of considerable international attention because of his brusque personality and two dramatically new policies: 1) a take-no-prisoners war on illegal drugs that has resulted in the deaths of over 6,000 alleged drug pushers and users; and 2) an abrupt distancing of relations with the United States coupled with an enthusiastic embrace of China. But considerably less attention is being paid to the Duterte government’s other policies or to the underlying political dynamics that will determine the efficacy of his government and, perhaps, the future of liberal democracy in the Philippines. The speaker will situate the Duterte government in the context of Philippine’s democratic experience, identify the political dynamics that are likely to determine its future, and assess the multiple threats to liberal democracy in the Philippines.

India prides itself on being the "world's largest democracy". In some respects it is certifiably democratic; as in the regular conduct of free and fair elections. But in other respects there are deficits. One such area is freedom of expression. While Indian writers, artists and film-makers are certainly freer than their counterparts in totalitarian countries such as China, they are less free when compared to their colleagues in democracies such as Sweden or the United States. This lecture identifies eight distinct threats to freedom of expression in India, the most important of which are the presence of archaic colonial laws and the rise of identity politics.

 Guha is a historian and biographer based in Bangalore. He has taught at the universities of Yale and Stanford, held the Arné Naess Chair at the University of Oslo, and been the Indo-American Community Visiting Professor at the University of California at Berkeley. In the academic year 2011-2012 he served as the Philippe Roman Professor of History and International Affairs at the London School of Economics.

Guha’s books include a pioneering environmental history, The Unquiet Woods (University of California Press, 1989), and an award-winning social history of cricket, A Corner of a Foreign Field (Picador, 2002). India after Gandhi (Macmillan/Ecco Press, 2007) was chosen as a book of the year by the Economist, the Washington Post, the Wall Street Journal, the San Francisco Chronicle, Time Out, and Outlook, and as a book of the decade in the Times of India, the Times of London, and The Hindu. His most recent book is Gandhi Before India (Knopf, 2014), which was chosen as a notable book of the year by the New York Times.

Apart from his books, Guha also writes a syndicated column, that appears in six languages in newspapers with a combined readership of some twenty mllion. Guha’s books and essays have been translated into more than twenty languages. The New York Times has referred to him as ‘perhaps the best among India’s non fiction writers’; Time Magazine has called him ‘Indian democracy’s pre-eminent chronicler’.

Ramachandra Guha’s awards include the Leopold-Hidy Prize of the American Society of Environmental History, the Daily Telegraph/Cricket Society prize, the Malcolm Adideshiah Award for excellence in social science research, the Ramnath Goenka Prize for excellence in journalism, the Sahitya Akademi Award, and the R. K. Narayan Prize. In 2009, he was awarded the Padma Bhushan, the Republic of India’s third highest civilian honour. In 2008, and again in 2013, Prospect Magazine nominated Guha as one of the world’s most influential intellectuals. In 2014, he was awarded an honorary doctorate in the humanities by Yale University. In 2015, he was awarded the Fukuoka Prize for contributions to Asian studies.

 

About the colloquia:

In 2014, Indian voters gave Narendra Modi and the BJP a mandate to accelerate India’s economic reforms and revitalize its foreign relations, in particular with the United States and with partners in East Asia. But the pace and depth of reforms and economic transformation have not met the high expectations, despite strong GDP performance. Economic growth remains uneven, job creation sluggish, and massive infrastructural and administrative problems continue to trouble many sectors of the economy. After twenty-five years of economic reforms, India’s potential as a new global industrial hub has still not been realized and its vast resources of labor and talent remain underdeveloped.

During the 2017 winter and spring quarters Shorenstein APARC and the Center for South Asia will host a series of lectures and discussions that explore what makes India democratic and dynamic, and the obstacles that prevent the country from realizing its enormous potential.

Also, in 2017, the next Global Entrepreneur Summit will be in India, sequel to the 2016 Stanford-hosted Summit. This colloquium will help prepare for that event by reaching out to scholars, students, interested stakeholders, business leaders and others in the Bay Area.
