Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

The Asia Pacific Research Center of the Stanford Institute for International Studies at Stanford University is seeking one or two research fellow candidates in Korean Studies for the 2005-2006 academic year.

All fellows are expected to be in residence during the duration of the fellowship and participate in various activities of the rapidly expanding Korean Studies Program at Stanford. We are particularly interested in candidates who can collaborate on various projects of the Program, including social activism and political elite formation, historical injustice and reconciliation, Asian regionalism, US-Korean relations, North Korea, etc.

The award carries a twelve month stipend of $40,000-45,000, commensurate with experience, with benefits and research fund. Applicants should receive a doctoral degree by August 31, 2005.

About Mr. Chu

Yun-han Chu is Distinguished Research Fellow of the Institute of Political Science at Academia Sinica and Professor of Political Science at National Taiwan University. He serves concurrently as the president of Chiang Ching-kuo Foundation for International Scholarly Exchange. Professor Chu received his Ph. D. in political science from the University of Minnesota and joined the faculty of National Taiwan University in 1987. He was a visiting associate professor at Columbia University in 1990-1991. Professor Chu specializes in politics of Greater China, East Asian political economy and democratization.

He currently serves on the editorial board of Journal of Democracy, International Studies Quarterly, Pacific Affairs, China Review, Journal of Contemporary China, and Journal of East Asian Studies. He is the author, co-author, editor or co-editor of eleven books. Among his recent English publications are Crafting Democracy in Taiwan (Institute for National Policy Research, 1992), Consolidating Third-Wave Democracies (Johns Hopkins University Press, 1997), China Under Jiang Zemin (Lynne Reinner, 2000), and The New Chinese Leadership: Challenges and Opportunities after the 16th Party Congress (Cambridge University Press 2004). His works also appeared in some leading journals including World Politics, International Organization, China Quarterly, Journal of Democracy, Pacific Affairs, Asian Survey, and many others.

Regional financial cooperation in East Asia is proceeding with unprecedented intensity. Latest developments include creation by the regional central bankers group of two Asian bond funds and the launching of an Asian Bond Market Initiative by the finance ministers of ASEAN + 3 (China, Japan, South Korea). Some observers continue to attribute such cooperation to sharpened antagonism between East Asia and the West since the Asian financial crisis of 1997-98. But this view overlooks a key internal driver: China's remarkable shift toward a more proactive stance toward regional cooperation. Current 2005 East Asian financial cooperation is motivated by factors that differ considerably from those observed in the immediate aftermath of the Asian financial crisis and with implications that extend beyond East Asia.

Jennifer Amyx is a 2004-2005 Shorenstein Fellow at the Asia-Pacific Research Center. She is the author of Japan's Financial Crisis: Institutional Rigidity and Reluctant Change (2004), articles on East Asian financial cooperation, and a book-in-progress on the latter topic. Since earning a Stanford PhD in political science in 1998 she has held fellowships at Australian National University and been a visiting scholar at several Japanese financial policy and research institutions including the Bank of Japan.

The dramatic reassessment of U.S. foreign policy priorities in the wake of the September 11, 2001 terrorist attacks has affected virtually every country in Asia, and underscored the extent to which America's own security is directly tied to that of the broader Asia-Pacific region.

While no Asian countries were affected by September 11th, their responses differed in significant ways. Given the political, economic, and security interests of the United States in the region, it is essential that both Americans and Asians contribute to solvng problems of mutual concern -- from the "traditional" security challenges of the Korean peninsula, China-Taiwan, and India-Pakistan to religious extremism, globalization, and international terrorism. This volume, America's Role in Asia: American Views, and its companion volume, America's Role in Asia: Asian Views, resulted from a year-long project on U.S.-Asian relations sponsored by The Asia Foundation. Each volume puts forward views and recommendations for U.S. policy toward the region by a distinguished group of Asian and Americans. If workable solutions are to be found, perspectives from both sides of the Pacific must be heard.

In developing a strategy toward North Korea, many human rights activists and members of U.S. Congress have mistakenly applied experiences drawn from East-West relations during the Cold War. The recent culmination of this strategy, the congressional passage of the North Korea Human Rights Act, has only compounded this mistaken interpretation. Unlike Eastern Europe or the Soviet Union of the 1970s and 80s, North Korea possesses no civil society, critical intelligentsia, or significant variant of "reform communism." There are no opportunities for civil society actors to connect with indigenous democratic movements. Furthermore, attempts to "link" any security or arms control deals with North Korea to improvements in the human rights realm -- as the recent legislation tries to do -- will likely result in neither greater security nor improved human rights conditions.

Tex Abe, President and CEO of Sumisho Electronics Co., Ltd., has lead the Company since June 2002. During his tenure, he carried out management reforms including several M&As and board structure change. Prior to joining the Company, he was president and CEO of Presidio Venture Partners, LLC, a leading corporate venture capital firm in Silicon Valley, where he made his mark in new-venture funding and management. Presidio is a vehicle for early to mid stage IT investment, backed by a major Japanese trading company, Sumitomo Corporation.

Abe has more than 20 years of experience in Sumitomo, where he developed his career on the information technology, utility, and independent power industries. Through assignments in New York City, San Francisco, Los Angels, Houston, and Tokyo, he has gained expertise in project development and management, project finance, corporate management, full turnkey contracting, and major equipment sales and marketing.

Reflecting on his career experience Harada will explore the cultural and systemic differences that shape the logic of confrontation and negotiation, in both domestic and international environments.

Akio Harada is a recently retired prosecutor general of Japan - Japan's counterpart to the U.S. attorney general. Prior to assuming his post as the prosecutor general, Mr. Harada served as Director General of the Criminal Affairs Bureau of the Ministry of Justice, Vice-Minister of Justice and Chief Prosecutor at the Tokyo High Court. From 1975 to 1978, Mr Harada was first secretary and legal attache at the Japanese Embassy in Washington.
