A recent review published in International Migration Review (IMR) lauded “Global Talent: Skilled Labor as Social Capital in Korea,” by Stanford professor Gi-Wook Shin and Joon Nak Choi. IMR reviewer Keumjae Park said the book makes an important contribution to the literature on foreign skilled workers and the problems that countries like South Korea face with demographic and economic change.

Park said the book “offers provocative policy questions” about how South Korea can encourage the development of social and cultural ties in its highly skilled labor markets, which in turn, support local and transnational markets through spread of information, innovation and trust.

Park also highlights the book’s approachability, saying it “offers theoretical lessons for general research” while it “invites attention of policy makers and business strategists.”

“Global Talent” is a part of Korea’s Global Talent, an ongoing research project at the Shorenstein Asia-Pacific Research Center. The project analyzes the potential benefits of transnational bridges between South Korea and the United States, and aims to provide insights that could be applied to other Asian countries.

Four scholars from Stanford University participated in a public panel discussion on Silicon Valley and Asian economies last month, part of a filming for an NHK Broadcasting series that aims to bring opinion leaders together to discuss issues facing contemporary Japan. The panel event will debut online this Friday.

“Silicon Valley is known worldwide as a place for many new innovative ideas, individuals and companies,” said Takeo Hoshi, director of the Japan Program at the Shorenstein Asia-Pacific Research Center (APARC). “Such economic dynamism is what many countries and regions across the world want to imitate. This is especially true for Asian economies.”

During the hour-long event, Hoshi moderates a discussion between William Barnett, a professor of business leadership, strategy and organizations at the Graduate Business School; Francis Fukuyama, the director of the Center on Democracy, Development and the Rule of Law; and Kenji Kushida, a research associate of Shorenstein APARC’s Japan Program.

The panel set out to consider how Silicon Valley realized success and its implications for Asian countries that seek to develop similar innovation-based economies. Panelists started by offering a single keyword that represents Silicon Valley in their own definition. They are: harness, social capital, and failure.

“The question that everyone is interested in is how to make use of Silicon Valley,” Kushida said. “How to ‘harness’ the innovation ecosystem that works fairly well here.”

A key component of Silicon Valley’s success is the high level of social capital found in the region, the panelists said.

“The level of informal cooperation…is higher than in other parts of the country,” Fukuyama explained. Silicon Valley has a norm of reciprocity and lacks extensive business contracts that impede fluidity of ideas, he said.

The panelists also explored the impact of government policy. They said that it provides an essential service in supplying a framework – at least initially – from which innovation-based economic activities can emerge.

“The government needs to set up a playing field upon which firms and entrepreneurs…can do the unimaginable,” Barnett said.

The U.S. government played an important role in a number of defense-related projects that led to the formation of new technologies, including the Internet. However, a government role “cannot smother and be too directive,” Fukuyama said.

Kushida notes that he leads a research project that looks at the institutional foundations of Silicon Valley and offers lessons applicable to Japan. Last year, Kushida and Hoshi authored a report with three other scholars that identifies six institutional factors that encourage innovation, and what the Japanese government can do to encourage development of a more effective innovation ecosystem.

Culture can play a powerful role, too, the panelists explained. They described how both organizational and national cultures can foster or impinge upon innovation.

Barnett said it may be “cool” to be an entrepreneur in Silicon Valley, but in Japanese culture, for example, it is the opposite. Barnett has studied entrepreneurs in Japan and has written many publications about how organizations and industries evolve globally.

Approaches to overcoming hard-fastened barriers to innovation include developing a culture of trust and acceptance toward failure, the panelists explained. Yet, they also cautioned against attempts to copy Silicon Valley too closely.

“I don’t think we should take this Silicon Valley gospel for granted – that disruption is always great and that things will always be necessarily better in social terms,” Fukuyama said.

The panelists recognize the outgrowth of high-tech areas in other areas around the world, and note that it is impossible to predict what innovations will come next and their impact on humanity.

Masa ISHII is founder and a Managing Director of AZCA, Inc., a management consulting firm specializing in US-Japan corporate development for high technology companies.  To date, AZCA has helped numerous companies in Japan and US in developing their new business across the Pacific Ocean.  Masa is also a Managing Director of AZCA Venture Partners, a venture capital firm whose most recent fund specializes in the domain where IT/Electronics and Life science converge.  Formerly, Masa worked at McKinsey & Company, Inc. and at IBM. It was in early 1970s that Japanese companies first started interacting with Silicon Valley.  As Silicon Valley grew, many Japanese companies started trying to work with high-tech start-ups in Silicon Valley with the purpose of innovating and developing new businesses. More recently, start-up companies and SMEs from Japan have started taking root in Silicon Valley by fully taking advantage of its high technology infrastructure.  In doing so, however, many Japanese companies failed to achieve their strategic goals.  These hard-learned lessons over time are bound to be forgotten as the new generation of Japanese companies attempt to enter the Silicon Valley’s ecosystem unless they are recorded and the memory is institutionalized. Having lived and worked between Japan and Silicon Valley over the past 30 years, the speaker will share an insider's view of large firms, start-ups and entrepreneurs since the 1970s and his direct experience and reminiscence in dealing with companies in Japan and Silicon Valley, so that the long-built up experience of firms entering this region for the last 40 years can prove to be of benefit to others in the future.

Kenji Kushida will provide an overview of canonical works of Silicon Valley, including work of Martin Kenney and his classic co-edited volume "Understanding Silicon Valley" and other more recent work drawn from the Stanford Silicon Valley - New Japan project’s "Top Ten Reading List of Silicon Valley." He will also share insights from a recent report co-authored with Richard Dasher, Nobuyuki Harada, Takeo Hoshi, and Tetsuji Okazaki entitled "Institutional Foundations for Growth" which partially draws from research on Silicon Valley.   

Kanetaka Maki will present his new research from a paper entitled "Milestones to University-Based Startup Success: What Is the Impact of Academic Inventor Involvement?” Based on the data analysis of 533 University of California startups, he will explain the impact of inventor involvement in the growth and success of university-based startups.

Japan must transform its economy in a way that mirrors the innovation ethos in places like Silicon Valley and Stanford University, Japanese Prime Minister Shinzo Abe said Thursday during a speech on campus.

As an example of how to encourage such creativity, Abe hailed a new partnership starting this fall with Stanford that will train the next generation of biomedical experts. In doing so, he urged a "fundamental change" in how Japanese society views the process of innovation, from how ideas originate to competition in the marketplace.

Japan Biodesign will be launched in collaboration with the Stanford Biodesign program and five higher education and research institutions in Japan. Faculty members will work together to create new interdisciplinary systems based on Stanford Biodesign. Stanford leaders will train and mentor their Japanese colleagues.

Abe, who is the first Japanese prime minister to visit Stanford, marveled at how the tech sector in the United States has "consistently evolved at top speed."

He said, "I want the best and brightest Japanese talent" to learn about Silicon Valley.

The Japanese leader also announced more plans to connect Japanese companies, employees and networking events with Silicon Valley and places like Stanford. He said it was important for the participants to emerge "reborn" with a well-honed sense of how to succeed in a highly competitive global marketplace.

Abe shared the Bing Concert Hall stage with Stanford President John Hennessy and George Shultz, the former U.S. Secretary of State and distinguished fellow at the Hoover Institution. Abe's talk, titled "Innovation, Japan and Silicon Valley Symposium," included an introduction and remarks by Hennessy and Shultz. The event drew a full house of invited guests and members of the Stanford community.

"It is a great honor" to be at Stanford, Abe said in beginning his remarks.

He noted that Japan is revisiting its regulatory and tax systems in order to encourage more economic dynamism and competition. "The Japanese people will benefit from innovation," he said.

The challenge, he acknowledged, has been the slow pace of innovation in Japan. Today, however, the Internet economy and big data are creating "enormous changes" in his country's economic approach, he said. "We have to catch up, or otherwise Japan will lose vitality," Abe added.

Cultural connections

In his introduction of Abe, Hennessy chronicled Stanford's long history and friendship with Japan and its people.

Japan, he said, is home to more Stanford alumni than any other Asian country, and when the university's doors first opened in 1891, the pioneer class included a Japanese student. Currently, 139 students from Japan are enrolled at Stanford.

Hennessey described Abe as focused on revitalizing Japan's economy and stewarding it toward a greater global role.

Shultz, who knew Abe's parents, shared recollections of poignant moments between Abe's politically prominent family and his own.

Abe joined a roundtable discussion after his speech with Michael McFaul, director of the Freeman Spogli Institute for International Studies; Stanford Board of Trustees Chair Steve Denning; Stanford School of Medicine Dean Lloyd Minor; Stanford political science Professor Emeritus Daniel Okimoto; Yahoo co-founder Jerry Yang; and Twitter co-founder Jack Dorsey, among other scholars and dignitaries. He also met with Stanford students before leaving campus.

Afterward, McFaul wrote in an email, "I think it is fantastic that Prime Minister Abe came to Stanford and Silicon Valley after his very successful visit to Washington. He demonstrated that deepening U.S.-Japanese relations requires not only strong government-to-government ties, but also deepening ties between our societies, including educational institutions like Stanford."

Abe's state visit to the United States this week included the first address by a Japanese leader to a joint session of Congress. Abe served as prime minister of Japan in 2006-07 and returned to the position in 2012.

'Working together'

On Tuesday, U.S. President Barack Obama said after a meeting with Abe that the two countries had made progress in trade talks on a massive 12-nation trade deal that would open markets around the Pacific Rim to U.S. exports. Both nations face domestic political obstacles to concluding the Trans-Pacific Partnership agreement.

"This agreement would expand the coverage of the free trade agreements for both Japan and the U.S. substantially," said Stanford economist Takeo Hoshi, director of the Japan Program at the Shorenstein Asia-Pacific Research Center, in an interview. "The U.S. and Japan have been working together to maintain peace and sustain economic growth in the Pacific Asia."

Hoshi said that Abe's visit to the Silicon Valley confirms that Japan is serious about transforming its economy from one based on exports to one focused on innovations.

"Going forward, we can learn a lot from Japanese experience and their reform attempts," said Hoshi, who is also a senior fellow at the Freeman Spogli Institute.

Hoshi spoke with The Associated Press just before Abe’s arrival to California, citing Silicon Valley as the ideal place for Japan to learn about innovation. He also joined KQED’s Forum to discuss the current state of the U.S.-Japan alliance. Later, he was interviewed by BBC Business about Abe's visit to Stanford.

Stanford Biodesign

Founded in 2001, Stanford Biodesign has pioneered a new training methodology in which interdisciplinary teams of engineers and physicians go through a rigorous process of carefully characterizing unsolved clinical needs before jumping to technology solutions.

For the Japan Biodesign program, the bulk of the educational activities will take place at the campuses of the partner Japanese universities.

Global Talent seeks to examine the utility of skilled foreigners beyond their human capital value by focusing on their social capital potential, especially their role as transnational bridges between host and home countries. Gi-Wook Shin (Stanford University) and Joon Nak Choi (Hong Kong University of Science and Technology) build on an emerging stream of research that conceptualizes global labor mobility as a positive-sum game in which countries and businesses benefit from building ties across geographic space, rather than the zero-sum game implied by the "global war for talent" and "brain drain" metaphors.

"Advanced economies like Korea face a growing mismatch between low birth rates and increasing demand for skilled labor. Shin and Choi use original, comprehensive data and a global outlook to provide careful, accessible and persuasive analysis. The book empirically demonstrates its thesis by examination of the case of Korea: a state archetypical of those that have been embracing economic globalization while facing a demographic crisis—and one where the dominant narrative on the recruitment of skilled foreigners is largely negative. It reveals the unique benefits that foreign students and professionals can provide to Korea, by enhancing Korean firms' competitiveness in the global marketplace and by generating new jobs for Korean citizens rather than taking them away. As this research and its key findings are relevant to other advanced societies that seek to utilize skilled foreigners for economic development, the arguments made in this book offer insights that extend well beyond the Korean experience.

Cloud computing is a revolution in computing architecture, transforming not only the “where” (location) of computing, but also the “how” (the manner in which software is produced and the tools available for the automation of business processes). Cloud computing emerged as we transitioned from an era in which underlying computing resources were both scarce and expensive to an era in which the same resources were cheap and abundant. There are many ways to implement cloud architectures, and most people are familiar with public cloud services such as Gmail or Facebook. However, much of the impact of cloud computing on the economy will be driven by how large enterprises implement cloud architectures. Cloud is also poised to disrupt the Information Technology (IT) industry, broadly conceived, with a new wave of commoditization. Offerings optimized for high performance in an era of computing resource scarcity are giving way to loosely coupled, elastically managed architectures making use of cheap, abundant computing resources today.
