Human life expectancy improved more in the last 50 years than in the preceding 5000 years. Much of this recent progress arose from declines in childhood mortality, and most of this decline was due to scientific knowledge and technologies (defined widely as drugs, diagnostics, policies, strategies, and epidemiological knowledge). The dominant challenge of the 21st century is to apply scientific knowledge to reduce premature adult mortality, in particular from vascular and neoplastic disease but also from persistent infectious disease such as malaria. Reliable quantification of the causes of death is a key starting point for control of adult diseases, as shown by the early results from India's Million Death Study. Specific global attention is required to tobacco, as on current patterns there will be 1 billion deaths from smoking in the 21st century, as opposed to "only" 100 million deaths from smoking in the 20th century. Scientific research on adult mortality, paired with specific action, might well halve premature adult mortality worldwide in the next few decades.

Professor Prabhat Jha has been a key figure in epidemiology and economics of global health for the past decade. He is the University of Toronto Endowed Professor in Disease Control and Canada Research Chair at the Dalla Lana School of Public Health, and the founding Director of the Centre for Global Health Research at St. Michael's Hospital in Toronto. Professor Jha is a lead investigator of the Million Death Study in India, which quantifies the causes of premature mortality in over 1 million homes from 1997-2014 and which examines the contribution of key risk factors such as tobacco, alcohol, diet and environmental exposures. He is the author of several influential books on tobacco control, including two that helped enable a global treaty on tobacco control, now signed by over 160 countries.

The world has undergone major drastic changes in the last two decades driven by several major factors, eg, explosion of human population and connectivity. Such changes seem further accelerated in recent years and it seems that our future becomes more uncertain and unpredictable. The Fukushima Nuclear Accident awakened us and led to creation of Independent Investigation Commission by the National Diet of Japan; The Commission Report revealed some of the fundamental issues of Japan’s nuclear policy. Meanwhile, multi-stakeholders’ engagement has become critical in various social affairs and in policy making domains within and across national boundaries, and has contributed in significant ways to affect the processes of addressing and impacting global agenda, such as climate change, food and water, energy, urbanization, biodiversity, human capital with shifting the balance of economy and power. In my view, the principles of our society may be changing quite fast heading somewhat differently from our conventional norm. The science community can and should contribute to these issues in nurturing future leaders, but in what way?

The road to the 18th Party Congress was contentious, leading to its delayed convocation. Nevertheless, the processes of generational turnover in China’s leadership at the Chinese Communist Party’s 18th National Congress extended patterns of formal politics that trace their roots to Deng Xiaoping’s political reforms of the 1980s, that advanced in the Jiang Zemin era in the 1990s, and that matured under outgoing General Secretary Hu Jintao in the 2000s.  As such, the transition in the party leadership at the 18th Congress marked another step forward in the institutionalization of Chinese leadership politics.

Alice Lyman Miller is a research fellow at the Hoover Institution and teaches in the Departments of History and Political Science at Stanford. She is also a senior lecturer in the Department of National Security Affairs at the U.S. Naval Postgraduate School in Monterey, California.

Prior to coming to Stanford in 1999, Miller taught at the School of Advanced International Studies (SAIS) at Johns Hopkins University in Washington, D.C. from 1980–2000. From 1974–90, Miller worked in the Central Intelligence Agency as a senior analyst in Chinese foreign policy and domestic politics, and branch and division chief, supervising analysis on China, North Korea, Indochina, and Soviet policy in East Asia. Miller has lived and worked in Taiwan, Japan, and the PRC, and she speaks Mandarin Chinese.

Miller's research focuses on foreign policy and domestic politics issues in China and on the international relations of East Asia. She is editor and contributor to the Hoover Institution’s China Leadership Monitor, which has since 2001 offered online authoritative assessments of trends in Chinese leadership politics to American policymakers and the general public. Miller has published extensively on policy issues dealing with China, including several articles and book chapters, as well as two books: Science and Dissent in Post-Mao China: The Politics of Knowledge (University of Washington Press, 1996), and, with Richard Wich, Becoming Asia: Change and Continuity in Asian International Relations Since World War II (Stanford University Press, 2011). She is currently working on a new book, tentatively entitled The Evolution of Chinese Grand Strategy, 1550–Present, that brings a historical perspective to bear on China's rise in the contemporary international order.

Miller graduated from Princeton University in 1966, receiving a B.A. in Oriental Studies. She earned an M.A. and a Ph.D. in history from George Washington University in 1969 and 1974.  Formerly H. Lyman Miller, she transitioned in 2006.

The ability of governments to raise revenue to finance spending varies greatly across the industrialized democracies. Despite the prediction of the globalization thesis, variation in budget deficits and public debt has actually increased. While a developed literature has attempted to explain fiscal performance, there has been little attention to the role of that the welfare state might have.  Meanwhile, the welfare state literature has focused on welfare spending with less attention to how such spending is financed.  This presentation shows that the two are linked.  Governments can use taxes not only as a source of revenue but also as a means to achieve redistributive goals directly by targeting tax relief to specific groups.  Using quantitative data and a case study of Japan and Sweden, this study shows how governments combine welfare and tax policies, i.e., the “tax-welfare mix,” shapes their long-term extractive capacity.

Gene Park is an assistant professor in the department of political science at Loyola Marymount University (LMU).  Prior to arriving at LMU, he taught at Baruch College, City University of New York. Previously, Dr. Park was Shorenstein Fellow at Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center and a visiting scholar at the Japanese Ministry of Finance’s Policy Research Institute.  He specializes in comparative political economy and has an area interest in Japan.  His research focuses on the politics of public spending and taxation.  He is the author of Spending without Taxation: FILP and the Politics of Public Finance in Japan (Stanford University Press, 2011). He is currently working on a comparative study of fiscal consolidation and a comparative study of state extractive capacity.

Gene Park is a Shorenstein Postdoctoral Fellow at Shorenstein APARC for 2007-2008. Park is currently working on a book that analyzes how a large government system for mobilizing and allocating financial capital, the Fiscal Investment Loan Program, has influenced budget politics and the internal coalitional dynamics within the ruling Liberal Democratic Party (LDP).

His work has appeared in the journals Governance and Asian Survey, and he co-authored an article for the edited volume, The State after Statism (Harvard University Press). Dr. Park received a Fulbright scholarship to study in Japan. He has been a visiting scholar at the Japanese Ministry of Finance's Policy Research Institute and Sophia University in Tokyo.

Dr. Park completed his Ph.D. in 2007 in political science at University of California, Berkeley. He also holds a Masters in City and Regional Planning from Berkeley, and a B.A. in Philosophy from Swarthmore College.

New product and service development is the lifeblood of any enterprise. Beyond the obvious need for organizations to innovate in order to compete, embedded in any new product development (NPD) program are knowledge, technological expertise, and the social networks that convert these capabilities into marketable offerings. Recent research has focused on the NPD as dynamic and iterative, as opposed to linear. The pressure to reduce costs is forcing many companies to outsource operations. On the one hand, outsourcing may create gaps in the product development value chain; on the other, it exposes product teams to new ideas and expands the "community of practice." How will this trend affect NPD in the long run?

This volume showcases the research of teams from the Grenoble Management School’s Learning and Innovation in Networks and Communities Lab, the European Commission’s MATRI project, and Stanford University's Walter H. Shorenstein Asia-Pacific Research Center, among others, to explore the dynamics of NPD in today’s global environment. Presenting case studies from such industries as semiconductors, biotechnology, and information technology, and drawing from a variety of theoretical perspectives, including technology and knowledge management, sociology, economic geography, and organizational behavior, the authors highlight critical success and failure factors in NPD.

At Stanford University, Dr. Dasher has directed the US-Asia Technology Management Center since 1994, and he has been Executive Director of the Center for Integrated Systems since 1998. He holds Consulting Professor appointments at Stanford in the Departments of Electrical Engineering (technology management), Asian Languages and Cultures (Japanese business), and at the Asia-Pacific Research Center for his work with the Stanford Program on Regions of Innovation and Entrepreneurship. He is also faculty adviser to student-run organizations such as the Asia-Pacific Student Entrepreneurship Society and the Forum for American/Chinese Exchange at Stanford.

From 2004, Dr. Dasher became the first non-Japanese person ever asked to join the governance of a Japanese national university, serving a term as a Board Director (理事) of Tohoku University . He continued as a member of the Management Council (経営協議会) until March 2010, and he now serves as Senior Advisor to the President (総長顧問) of Tohoku University. Dr. Dasher has been a member of the high-profile Program Committee of the World Premier International Research Center Initiative (WPI) of the Japanese Ministry of Education (MEXT) since 2007. He has served on the Multidisciplinary Assessment Committee of the C$500 million Canada Foundation for Innovation Leading Edge Fund in 2007 and again in 2010, and as a member of the Phase I and Phase II Review Panels of the C$200 million Canada Excellence Research Chairs Program in 2008 and again in 2010. He was a distinguished reviewer of the Hong Kong S.A.R. study on innovation in 2008–09, and since 2007 he has been a member of the Foresight Panel of the German Ministry of Education and Research. From 2001–03, Dr. Dasher was on the International Planning Committee advising the Japanese Minister of State for Science and Technology Policy in regard to the formation of the Okinawa Institute of Science and Technology.

As allowed by Stanford policy, Dr. Dasher maintains an active management consulting practice, through which he is an advisor to start-up companies and large firms in the U.S., Japan, and China. He has been a board director of Tokyo-based ZyCube Inc. since 2006, and he is founder and chairman of Pearl Executive Shuttle in Valdosta, Georgia, U.S.A. In the non-profit sector, he is a Board Director of the Japan Society of Northern California and the Keizai Society U.S. – Japan Business Forum, and he is an advisor to organizations such as the Chinese Information and Networking Association, the Silicon Valley – China Wireless Technology Association, and the International Foundation for Entrepreneurship in Science and Technology (iFEST). In 2010 he served as a consultant to The Indus Entrepreneurs (TiE) in regard to their establishment of a worldwide remote mentoring program for entrepreneurs. Dr. Dasher frequently gives speeches and seminars throughout Japan and Asia, as well as in the U.S. Recent appearances include the Nikkei Shimbun Business Innovation Forum, the Foreign Correspondents Club of Japan, speaking tours of Japan co-sponsored by METI and the U.S. Embassy in Tokyo, and guest lectures at Chubu University, Kochi University of Technology, Ritsumeikan Asia Pacific University, and the University of Tokyo.

From 1990–93, Dr. Dasher was a board director of two privately-held Japanese companies in Tokyo, at which he developed new business in international licensing of media rights packages and other intellectual properties. From 1986–90, he was Director of the U.S. State Department’s Foreign Service Institute advanced field schools in Japan and Korea, which provide full-time language and area training to U.S. and select Commonwealth country diplomats assigned to those countries. He received M.A. and Ph.D. degrees in Linguistics from Stanford University and, along with Prof. Elizabeth Closs Traugott, he is co-author of the often-cited book Regularity in Semantic Change (Cambridge University Press, 2002). He received the Bachelor of Music degree in clarinet and orchestra conducting from the San Francisco Conservatory of Music, where he served on the faculty from 1978-85.

North Korea successfully launched a long-range rocket Wednesday, with the North American Aerospace Defense Command (NORAD) confirming Pyongyang had "deployed an object that appeared to achieve orbit." The defiant rocket launch has prompted worldwide consternation: Japan has called for an urgent meeting of the U.N. Security Council; the Obama administration called the launch a "highly provocative act that threatens regional security" and violates U.N. resolutions; and South Korea has raised its security threat level. 

Pyongyang insists it has a right to pursue a peaceful space program and that the rocket was armed with a communications satellite to help in that endeavor. But the U.S. and its allies worry the technology could lead to an intercontinental ballistic missile capable of carrying a nuclear warhead.  

We turn to three experts on North Korea for their views on the launch: David Straub, associate director of the Korean Studies Program at the Walter H. Shorenstein Asia-Pacific Research Center; Thomas Fingar, an international intelligence expert and the Oksenberg-Rohlen distinguished fellow at FSI; and Nick Hansen, a CISAC affiliate and expert in foreign weapons and imagery intelligence who writes for Jane’s Defense and 38North.org, a website for the U.S.-Korea Institute at SAIS.

 

Why is the global community surprised North Korea has successfully launched a rocket and apparently put a satellite into orbit? 

Straub: It shouldn't come as a surprise that North Korea has finally succeeded with its fifth test of a long-range rocket, which it's been trying to do since 1998. North Korea has pursued the development of nuclear weapons and missiles with great determination and intensity over many decades, because its leaders regard these as a panacea for problems actually originating in their own failed economic and political systems. 

Fearful that domestic reform would result in their overthrow, they continue to oppress and isolate their people while using military threats to intimidate other countries. Their aim is to remain in power and eventually prevail over their rival South Korea by forcing the lifting of international sanctions and being accepted as a nuclear weapons state. It is not irrational but it is very unrealistic. Most members of the international community, including the United States, will never accept this. North Korea is thus going ever deeper down a blind alley. 

The rocket technology is dangerously close to long-range missile technology and the United Nations Security Council has issued several resolutions and forbidden North Korea from conducting any further tests. 

 

Was there any significance to the Dec. 10-29 launch window? 

Straub: The media is full of speculation about why North Korea announced this particular window of dates, such as that it means to send a message to the Obama administration or to influence the upcoming South Korean presidential election on December 19.  My own guess is that it is keyed to the first anniversary Kim Jong Il’s death on December 17. 

But in the end, the most important question is why the North Koreans conducted the launch. It is fundamentally because they have a long-standing missile program to which they have devoted a great deal of resources. If the leadership had devoted those resources to taking care of its citizens, it could have bought enough food on the global market to prevent hunger, instead of calling on the international community for assistance.

 

The North Koreans typically pick the spring or summer to test their rockets. Why did it launch now amid constraining winter weather? 

Hansen: The timing is purely political. The reasons they prefer to launch in the spring and summer are, of course, better weather conditions and longer days to work on the pad. But the anniversary of the death of Kim Jong Il, the presidential elections in South Korea, beating the south to a satellite launch or putting the DPRK back in the international spotlight – these could all have driven the decision. 

North Korea may be following the same script they used for the (failed) April 12 Unha-3 launch. If they continued at the April pace, the rocket should have been completely stacked on the pad on Dec. 7 in order to be checked out on the 8th and 9th and be ready to launch on the 10th, which was the first day of the launch window. This was a tight schedule with little room for technical problems or weather delays. (The North's Korean Central News Agency announced Dec. 10 that the launch window had been extended to the 29th, thus catching many North Korea observers off guard by the earlier launch.) 

Fingar: The timing is indeed outside the normal window of relatively better weather. Possible factors include commemoration of the anniversary of Kim Jong Il’s death; a ploy to capture the attention of new administrations in Washington, Beijing, Seoul, and Japan; and intent to buttress the North’s claim to having a nuclear deterrent by demonstrating that it can launch at any time of the year. There might also have been a simpler explanation, namely that DPRK engineers thought they had found and fixed the problem that caused the previous tests to fail and persuaded Kim Jong Un that there was no technical reason to delay.

 

What are the larger implications of North Korea’s actions and why do these rocket launches provoke such global condemnation? 

Fingar:  Perhaps the primary reason is that North Korea is widely perceived to be dangerous and more than a little bizarre. In other words, it is an easy target and symbolic embodiment of “worst case” fears about what a defiant and “irrational” country might do with its nuclear and missile capabilities. 

The world also sees that North Korea’s attempt to launch a satellite is interpreted, not unreasonably, as defiance of U.N. Security Council Resolution 1718, which demands that the DPRK not conduct any further nuclear test or launch a ballistic missile. Pyongyang argues that a rocket used for space launches is not a ballistic missile, and therefore is not proscribed by the U.N. resolution. 

Straub: North Korea has been developing medium- and long-range missiles for more than two decades, during which time it has repeatedly attacked South Korea and threatened the United States and other countries. It has also been working on its nuclear program and has already tested two nuclear devices. The fear is that North Korea is trying to miniaturize a nuclear device that could be used as a warhead on a long-range missile. 

In January 2011, former Defense Secretary Robert Gates voiced U.S. concern that North Korea was becoming a direct threat to it, and that Pyongyang could successfully develop intercontinental ballistic missile capability within five years.  

In South Korea, the launch is unlikely to have a major impact on the presidential election December 19. Conservative South Koreans regard North Korean behavior as stemming from the nature of its system, while progressives also blame the policies of the United States and conservative South Korean administrations for making North Korea feel insecure. Each side will simply interpret the launch from its longstanding perspective on North Korea.  

In Japan, where concern about North Korea runs deep both because of the nuclear and missile programs and North Korea's abduction of Japanese citizens, the launch will likely further strengthen the front-running conservatives in the Lower House election on December 16.

 

How is the international community responding to the launch? 

Straub: The United States has already signaled that it will seek even stronger international sanctions against North Korea. If China is unwilling to agree in the U.N. Security Council, the United States and its allies will pursue increased sanctions on their own. 

China has again been embarrassed by North Korea, but there is no indication that it will change its basic policy of supporting North Korea for fear it might collapse, creating an unpredictable situation on China's border. Even if China agrees to some increased sanctions against North Korea in the UN Security Council, its record of actually enforcing international sanctions is decidedly mixed. In any event, it has dramatically increased its economic support for and engagement with North Korea since that country's first test of a nuclear device in 20006. 

 

Is there anything more that Washington can do to prevent these provocations by the North aside from pushing the Six Party Talks and threats of greater sanctions? 

Fingar:  Probably not. Some argue that Pyongyang’s goal is to use the provocations to persuade the United States to negotiate directly with North Korea, but its conditions for doing so include U.S. acknowledgment – and acceptance – of the North’s self-proclaimed status as a nuclear weapon state. That is not likely to happen. I think the best course for the United States would be to avoid over-reacting and to focus attention on Pyongyang’s defiance of U.N. Security Council resolutions.

 

There is speculation that a third underground nuclear test will follow the rocket launch if it fails to put a satellite into orbit.

 

Hansen: I believe they will test regardless of the successful launch.  I have been following the nuclear test site at Punggye-ri all November. Details from a Nov. 19 image show that part of the dirt road into the complex from the valley is unusable, as three bridges have been washed out. Instead they have upgraded an old road that runs up the west side of the valley and enters the complex just in front of the new south tunnel. Imagery on Nov. 24 revealed some changes. The new road is still being used and there appears to be more vehicle tracks going to the support area. The most significant development is the probable clearing of snow at the entrance to the south tunnel. It also appears that the mine cart tracks are being reinstalled on the spoil pile to carry dirt out from the tunnel, but I can't be sure of that.
