FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

The offshoring of service provision is rapidly becoming the next stage in globalization. As in any new emerging trend, there are new business and investment opportunities emerging. However, remarkably little is known about the scope of the phenomenon and what is happening in the leading corporations and the new business models entrepreneurs are introducing.

On June 17, 2005, Stanford University's Asia-Pacific Research Center is organizing a one-day seminar partially sponsored by the Alfred P. Sloan Foundation and others on the globalization of services. The presentations will be made by international and U.S. industry leaders and entrepreneurs describing their offshore service activities and leading academic researchers studying offshoring.

The conference will (1) Compare outsourcing locally and globally, examining differences that arise from differences in skills, institutions, regulations, technologies, process and coordination requirements, (2) Take a global view of the value-chain, examining the quantity and quality of skills in service delivery, migration and process management, verticals, and the impact on ownership structures and complexity of work done. (3) Examine the roles of cross-border participants: venture capital, product developers, etc..

Speakers will include representatives of established outsourcers from India, Mexico, Pakistan, the Philippines and the U.S., established multinationals that offshore work to their own subsidiaries, startups and niche firms that do cross-border work, providers of the supporting infrastructure banks, venture capitalists, law firms, etc. Academicians from Oxford University, Stanford University, the University of California and other academic bodies will also participate.

Rafiq Dossani was a senior research scholar at Stanford University's Shorenstein Asia-Pacific Research Center (Shorenstein APARC) and erstwhile director of the Stanford Center for South Asia. His research interests include South Asian security, government, higher education, technology, and business.  

Dossani’s most recent book is Knowledge Perspectives of New Product Development, co-edited with D. Assimakopoulos and E. Carayannis, published in 2011 by Springer. His earlier books include Does South Asia Exist?, published in 2010 by Shorenstein APARC; India Arriving, published in 2007 by AMACOM Books/American Management Association (reprinted in India in 2008 by McGraw-Hill, and in China in 2009 by Oriental Publishing House); Prospects for Peace in South Asia, co-edited with Henry Rowen, published in 2005 by Stanford University Press; and Telecommunications Reform in India, published in 2002 by Greenwood Press. One book is under preparation: Higher Education in the BRIC Countries, co-authored with Martin Carnoy and others, to be published in 2012.

Dossani currently chairs FOCUS USA, a non-profit organization that supports emergency relief in the developing world. Between 2004 and 2010, he was a trustee of Hidden Villa, a non-profit educational organization in the Bay Area. He also serves on the board of the Industry Studies Association, and is chair of the Industry Studies Association Annual Conference for 2010–12.

Earlier, Dossani worked for the Robert Fleming Investment Banking group, first as CEO of its India operations and later as head of its San Francisco operations. He also previously served as the chairman and CEO of a stockbroking firm on the OTCEI stock exchange in India, as the deputy editor of Business India Weekly, and as a professor of finance at Pennsylvania State University.

Dossani holds a BA in economics from St. Stephen's College, New Delhi, India; an MBA from the Indian Institute of Management, Calcutta, India; and a PhD in finance from Northwestern University.

In 2004, SPRIE launched the three-year Greater China Networks (GCN) research program. Its goal is two-fold. First, the GCN seeks to advance understanding of the systems of innovation and entrepreneurship that drive Greater China's ascendance in high technology. Second, it will study the nature and impacts of the region's integration into the global knowledge economy. The research agenda includes a focus on activities or institutions that underpin systems of innovation and entrepreneurship, especially for the new generation of ascending high tech regions in Greater China. These include university-industry linkages, globalization of R&D, venture capital, new firm formation and development, and flows of technology and business leaders.

On February 25, 2005 a panel of researchers presented preliminary findings from surveys of 176 CASPA members (171 valid responses). The discussion included the interpretation of study findings, key issues and trends, and implications for professionals, corporate managers, and policymakers in the semiconductor industry. The Rise of Greater China in the Global Semiconductor Industry

Dr. Hsing-Hsiung Chen shared with the participants some striking statistics that clearly highlighted the rise of Asia and Greater China in the semiconductor industry. While in 1985 Asia accounted for only one percent of worldwide semiconductor production and 7 percent of worldwide semiconductor consumption, the numbers are expected to reach 21 percent and 42 percent respectively in 2005. The story for Greater China is particularly salient. Take the year of 2004 as an example. In IC design, the top thirty firms in this sector commanded 86 percent of the worldwide market share and half of them were founded or co-founded by Chinese professionals. In fabrication, eight of the top ten foundry companies were Chinese and together they covered 88 percent of the market. A similar story can be told about packaging and testing companies, with eight of the top ten companies located in Taiwan and mainland China and accounting for half of the global market share.

The Connection of Silicon Valley Professionals to Greater China

Mr. David Wang pointed out the role of the Silicon Valley as a hotbed for entrepreneurs, managers, and engineers that found or join semiconductor companies in Greater China. For example, CASPA, a leading semiconductor professional organization for Chinese Americans, has over 3,500 members in the United States and Asia, with the majority residing in the Silicon Valley. Among 171 CASPA survey respondents, half had worked in the United States and Greater China. Fifteen percent had worked at more than one place in Greater China.

Many aforementioned top Chinese semiconductor companies have strong ties to the Silicon Valley. Companies such as SST and ISSI were founded by Chinese in the Silicon Valley but have strong presence in the Greater China region in production and sales. Other Greater China-based companies like UMC, SMIC, ASMC, HuaHong NEC, and Winbond have drawn an impressive list of senior managers from Silicon Valley companies.

Job Movement Trends

Dr. Jian-Hung Chen presented some preliminary findings of the surveys and identified some interesting trends in job movement. When being asked "Will you consider working permanently in a region different from your current location?" 7 percent of the respondents revealed that they were already considering moving, while 52 percent said they would consider moving within 1-3 years. Young professionals (with fewer than ten years of work experience) were somewhat more likely to move within three years (65 percent) than more experienced professionals (~57 percent). In terms of geographic destinations, only 10 percent favored moving to or relocating to elsewhere in the United States. The rest all preferred relocations within or to Greater China. Shanghai was the most popular site, voted by 50 percent of the respondents as their preferred destination. Taiwan and Beijing followed with 13 percent and 14 percent of the votes. Breaking down the data according to the origin of the respondents into Mainland China, Taiwan and the United States (indicated by the location of undergraduate education), Shanghai remains the topic choice for all three populations. Interestingly, professionals originally from Taiwan were more likely to move to Shanghai (39 percent) than return to Taiwan (33 percent) and none of the professionals originally from mainland China regarded Taiwan as an option.

An examination of key influential factors on movement decisions may shed some light on the observed trends. Growth potential, family matters, and quality of Life were ranked the three most important factors in one's movement decision. others' success/failure examples and company decision received the lowest scores. Senior professionals were more likely to be influenced by company decision (compared to junior professionals), while junior professionals more by others' success/failure examples (compared to senior professionals). Host company size did not seem to be a noteworthy differentiator.

Finally, in terms of the type of company one hopes to work for after relocation -- the choices being startup, multinational, local company and company decision (i.e. internal transfer) -- professionals moving to Taiwan strongly favored local company and internal transfer, while professionals moving to Beijing and Shanghai preferred startup much more than the other three modes.

Greater China's Regional Advantage

Several participants chipped in their insights on the mainland's labor cost advantage. For semiconductor professionals moving from the Silicon Valley to Shanghai, "The rule of thumb is a 1/3 to 1/2 pay cut, although they may be awarded with [the realization of] the growth potential through other forms, such as stock options" observed Mr. Wang. Such expatriate compensation packages are still substantially higher than those for local hires, whose salary level is usually 20-25 percent of that of the Silicon Valley. Overall local income increase is estimated to be about 5-10 percent a year, although most of it is due to the move up the semiconductor industry value chain. Salary increase for the same position is probably less than 5 percent a year. Entry-level salary has also been heavily affected by the recent surge in the local supply of engineers, thanks to a substantial increase in college engineering graduates. Hence, taking into account differences in cost and experience, "for now, the common and effective practice seems to be hiring one expatriate for every 25 local hires," said Dr. Jian-Hung Chen.

Going beyond cost considerations, discussions centered around a provocative question raised by a member of the audience: "Is it just a question of time or is there any other fundamental piece that needs to get in place before Chinese firms can penetrate high value-added nodes in the semiconductor industry value chain [i.e. design]?" SPRIE Director, Professor Henry Rowen responded by pointing out that although to this day, probably only a handful of the 400-500 design companies in Mainland China have real technologies and products, let alone profits, Chinese fabless design companies are growing rapidly and can find lots of applications in the domestic market, especially in telecommunication. Dr. Wang concurred that it is probably more of a matter of time. "If a foundry moves to the next-generation technology, firms up- and down-chain will follow suit and build complementary capacities as well. It's a clustering effect. It just takes time."

Other Issues

Panelists and the audience also engaged in lively discussions about corporate strategy for semiconductor multinational companies in Greater China, family, social and cultural factors affecting the flow of talents, and inter-regional collaboration. Networks and flows of managerial and technical leaders -- particularly their connection to the Silicon Valley and their worldwide reach -- are new priority areas of research for SPRIE.

Agricultural production in North Korea collapsed between 1990 and 1996, leaving the country dependent on massive international food assistance. The causes of this agricultural decline are primarily found in the policy decisions which guided the development of DPRK farming, and which have not been adequately addressed either by the government or by international aid organizations. It is, however, feasible for the DPRK to produce enough food to satisfy basic domestic needs. A scenario is proposed in which the DPRK could increase food production, using sustainable farming methods. The cost of international assistance to facilitate such a restructuring would be similar to the current cost of food aid, and such assistance would strongly encourage increased technical and economic cooperation between DPRK organizations and their international counterparts.

Randall Ireson coordinates the American Friends Service Committee agriculture assistance program in North Korea. Over the last seven years he has made numerous trips to the DPRK, and accompanied nine agricultural study delegations from the DPRK to the US and other countries. Dr. Ireson has managed or evaluated many rural development projects, mostly in Southeast Asia. He has written extensively on social and development issues in Laos, and also taught sociology at Willamette University. He holds a Ph.D. in Development Sociology from Cornell University.

The Anti-Secession Law recently passed by China's National People's Congress has generated a hostile response in Taiwan and sharp criticism by the U.S. government. It has been described by some as a war-authorization law. Does this signal that Beijing is on a path that reduces its scope for rational choices? Dr. Zhao's talk will analyze this development in light of the recent rise of Chinese nationalism.

A recipient of the 1999-2000 Campbell National Fellowship at the Hoover Institution at Stanford University, Dr. Zhao currently sits on the board of directors of the US Committee of the Council for Security Cooperation in the Asia Pacific (USCSCAP). He is the founder and editor of the Journal of Contemporary China, a member of the National Committee on US-China Relations, and a Research Associate at the Fairbank Center for East Asian Research in Harvard University.

Zhao is the author and editor of six books. His most recent A Nation-State by Construction: Dynamics of Modern Chinese Nationalism, was published by the Stanford University Press in 2004. He has also written articles for Political Science Quarterly, The China Quarterly, World Affairs, Asian Survey, Journal of Northeast Asian Studies, Journal of Democracy, and many others.

Apparel export quotas that defined the worldwide garment trade for four decades ended on 1 January 2005. Trade data since then suggest that production has shifted from Southeast Asia to China. For the most developed countries in Southeast Asia, the loss of the garment industry will be a tolerable inconvenience. But it will devastate countries whose economies depend on such exports. An extreme example is Cambodia, three-fourths of whose exports are apparel. Are the threads from which these poor economies hang about to break? Is this industrys migration out of Southeast Asia inevitable and irrevocable? What, if anything, can governments and companies in the region do?

Geoffrey Stafford earned his PhD in political science (1998) and an MA in Southeast Asian studies (1996) at the University of Wisconsin-Madison. After completing his dissertation, Globalization Amid Diversity: Economic Development Policy in Multi-Ethnic Malaysia 1987-1997, he joined a large retailer to work on issues of corporate social responsibility in the global garment-manufacturing arena. In that capacity he is now analyzing the effects of quota termination on the world apparel industry. He has taught the politics of Southeast Asia at the University of San Francisco.

On March 25, 2005, Stanford University Press will publish Prospects for Peace in South Asia, the inaugural book in a new series of "Studies of the Asia-Pacific Research Center." Designed to showcase APARC's cutting-edge research on contemporary Asia, the series will feature the varied work of the Center's faculty and the unique interdisciplinary perspective that informs it. According to Andrew Walder, director of APARC, "We are delighted to begin this series with Stanford University Press, which has a large and distinguished list of books on modern East Asia. It is a perfect way to showcase the best of the scholarly work to come out of APARC." Two more books have recently been added to the series pipeline.

Prospects for Peace in South Asia addresses the largely hostile, often violent relations between India and Pakistan that date from their independence in 1947. The most persistent conflict between the two neighboring countries over Kashmir has defied numerous international attempts at resolution.

The struggle over Kashmir is rooted in national identity, religion, and human rights. It has also influenced the politicization of Pakistan's army, religious radicalism, and nuclearization in both countries. Dossani and Rowen's incisive volume analyzes these forces, their impact on relations between the two countries, and alternative roles the United States might play in resolving the dispute. While acknowledging the risks, the book is optimistic about peace in South Asia. The key argument is that many of the domestic concerns -- such as territorial integrity and civilian-military rapprochement -- that had fueled the conflict have now abated.

"Volatile relations between India and Pakistan reflect issues deeper than territorial ambitions over Kashmir and predate their nuclear capability. That is a key theme of the book. The book is particularly timely: as India turns increasingly vibrant and globally important and Pakistan begins to clear the shadows of its past, policymakers need to understand the issues that will drive relations into the long-term," said Rafiq Dossani, co-editor, senior research scholar at APARC, and director of its South Asia Initiative. The volume's co-editor, Henry S. Rowen, is director emeritus of APARC, senior fellow at the Hoover Institution and emeritus professor of Public Policy and Management at Stanford's Graduate School of Business.

The Six Party Talks have failed to produce results, and the prospect of a negotiated settlement between the U.S. and North Korea appear to be dwindling rapidly -- North Korea has steadfastly refused to participate in any multilateral process; it says it now has a nuclear weapons and recently test fired a missile into the East Sea. These concerns exist amid current reporting that North Korea may at some point test a nuclear device. Philip Yun will discuss where he sees things going and talk about the prospects of a possible Bush policy based on a coercive diplomacy.

Philip Yun has had a career that encompasses politics, law, diplomacy, business, and now academia. Before joining Shorenstein APARC, Philip Yun was a senior executive of H&Q Asia Pacific, a premier U.S. private equity firm investing in Asia. From 1994 to 2001, he served as an official at the United States Department of State, during which he worked as a senior advisor to Winston Lord and Stanley Roth; served as a deputy head U.S. delegate to the Korea peace talks based in Geneva, Switzerland; and participated in high-level U.S. negotiations with North Korea, including trips to North Korea with Dr. William J. Perry and Secretary of State Madeleine Albright. Before entering government service, he practiced law at major firms in the U.S. and Korea.

Philip W. Yun is currently vice president for Resource Development at The Asia Foundation, based in San Francisco. Prior to joining The Asia Foundation, Yun was a Pantech Scholar in Korean Studies at the Walter H. Shorenstein Asia-Pacific Research Center in the Freeman Spogli Institute for International Studies at Stanford University.

At Stanford, his research focused on the economic and political future of Northeast Asia. From 2001 to 2004, Yun was vice president and assistant to the chairman of H&Q Asia Pacific, a premier U.S. private equity firm investing in Asia. From 1994 to 2001, Yun served as an official at the United States Department of State, serving as a senior advisor to two Assistant Secretaries of State, as a deputy to the head U.S. delegate to the four-party Korea peace talks and as a senior policy advisor to the U.S. Coordinator for North Korea Policy.

Prior to government service, Yun practiced law at the firms of Pillsbury Madison & Sutro in San Francisco and Garvey Schubert & Barer in Seattle, and was a foreign legal consultant in Seoul, Korea. Yun attended Brown University and the Columbia School of Law. He graduated with an A.B. in mathematical economics (magna cum laude and phi beta kappa) and was a Fulbright Scholar to Korea. He is on the board of directors of the Ploughshares Fund and a member of the Council on Foreign Relations and the Pacific Council on International Policy.

Korea, where ancient East Asian civilization and modern Western civilization interact and conflicting political ideologies, economic systems, and social practices collide, presents a particularly interesting case of the phenomenology of the consequences of cultural conflict involving the problems of detraditionalization, cultural hybridization, and the discontinuous nature of globalization. How do traditional religious beliefs and practices survive in modern Korean society and how do they interact with modern values and lifestyles derived from the West,particularly the United States?

What happens to a society when a cultural tradition that has valued the Confucian virtues of frugality, temperance, service to the family and local community, and natural, segmented human relations regulated by a communal sense of propriety and order transforms into one in which individualism, hedonism, utilitarian egotism, and the unbridled pursuit of material achievements predominate? What should replace or supplement eroding traditional values? Attempting to answer these questions requires us to seriously reflect on the relation of traditional moral culture to the contemporary situation in Korea.

Dr. Chung has taught at a number of institutions,including Boston University's College of General Studies and in the Department of Sociology and the Graduate School of International Studies at Yonsei University in Seoul.

He has published widely in both Korean and English,on social and ethical problems arising from East Asia's modern transformation. Dr. Chung has incorporated into his teaching and research the religious and social ethical problems involving globalization and encounters between civilizations with particular attention to Korea, East Asian religious traditions,and Christianity.

One of the most important scholarly issues in political economy during the last decade has been economic globalization.

A powerful case for the penetrating power of globalization on the nation states was the Asian financial crisis in 1997, which drove South Korea, once an exemplary success case of state-led economic development, to the brink of national bankruptcy.

The economic crisis and the following structural reform process of South Korea seem to clearly demonstrate the limit of state-centric developmental model and the converging effect of neoliberal capitalism even on a nonliberal state-led economy.

While recent scholarly discussions on the "globalization and the state" thesis have mostly focused on changes in the non-state actors or the state-market relationship, Ms. Jung draws our attention to the transformation of the state bureaucratic institutions.

In her talk, she uses South Korea as a critical case and traces the dramatic institutional changes of the Economic Planning Board (EPB) and the Ministry of Finance (MOF) between 1994 and 1999. Ms. Jung unpacks the black box of why and how specific decisions on key bureaucratic institutional changes were made in Korea, tests how globalization affected the transformation process, and then analyzes the consequences of such changes for the role and authority of the South Korean state in economic development and reform.
