The rise of China as a global and regional power has created areas where the interests of China and the United States overlap in competition, the senior U.S. military commander in the Pacific told a Stanford audience. But Admiral Samuel Locklear III, the commander of U.S. Pacific Command (USPACOM), rejected the traditional realpolitik argument, which predicts inevitable confrontation between the United States, a status quo power, and China, a rising power.

“Historians will say this will lead to conflict,” Locklear said, during an address at the Walter H. Shorenstein Asia-Pacific Research Center last Friday. “I don’t believe it has to.”

The United States and China have a “mutual skepticism of each other,” the Pacific Commander acknowledged, but he characterized the relationship as “collaborative, generally.”

He said the dangers of direct military confrontation between the two powers is low, but warned against Chinese tendencies to perceive the United States as engaged in an effort to ‘contain’ the expansion of China’s influence. Instead, Locklear urged China to work with the United States to build new security and economic structures in the region.

Economic interdependence between the countries makes it impossible for the two countries to avoid working together, he told the seminar, co-sponsored by the Center for International Security and Cooperation and the Freeman Spogli Institute for International Studies at Stanford University.

He said that China has also benefited from the security environment that the United States has helped shape and maintain in the region.

Locklear reminded the audience of the central importance of the vast area under his command, which stretches from the Indian subcontinent across the vast Pacific Ocean. More than nine out of 10 of the largest ports in the world are in the Asia-Pacific region, and over 70 percent of global trade passes through its waters. The U.S. rebalance to Asia, a policy pursued by the Obama administration as early as year 2009, largely happened because of the economic and political importance of that area.

The mutual interest in economic prosperity depends, however, on a stable security environment. Washington has an interest in maintaining the structure of security that has ensured peace for the last few decades. Beijing seeks to change the status quo, to build a regional system that reflects its growth as a power.

Locklear called on China to work with the United States and other nations in the region, such as Japan and Australia, as well as the countries of Southeast Asia, to take the current “patchwork quilt” of bilateral and multilateral alliances and build a basis to maintain economic interdependence and security. He pointed to the U.S.-led effort to form a Trans-Pacific Partnership as a 12-nation economic structure, which could eventually include China.

“We want China to be a net security contributor,” he said, “And my sense is that both the United States and the nations on the periphery of China are willing to allow China to do that – but with circumstances.” He said conditions for the United States included open access to shared domains in sea, air, space and cyberspace.

The Pacific Commander cautioned against the danger, however, of unintended conflict, fueled by territorial disputes and Chinese assertiveness that worries its neighbors. Locklear stressed the need for more dialogue, including among the militaries in the region, an effort that the U.S. Pacific Command is currently carrying out.

“There’s a trust deficit in Asia among the nations, as it relates in particular to China,” he said.

Relations have been so icy that the top political leaders of Japan and China didn’t meet for nearly two years, only breaking the divide for a 20-minute meeting at the Asia-Pacific Economic Summit (APEC) in Beijing last month.

Refusing to engage at the highest level has made it difficult for countries to work on solutions to shared problems. The region now sees a confluence of old and new challenges that could threaten global stability if ill-managed, said Locklear, who has led the U.S. military command in the Pacific since 2012.                 

For decades, China and Japan have been at odds about sovereignty claims over islands in the East China Sea. In the past, during the time of Deng Xiaoping’s rule in China, the two countries agreed to, as Deng reportedly put it, ‘kick the issue into the tall grass’ for future generations to deal with it. These disputes have resurfaced in recent years, threatening to trigger armed conflict between the air and naval forces of the two countries.

Locklear said he believed that China and Japan would avoid inadvertent escalation, thanks to improved communications and tight command and control over their forces. But he also warned  that at least seven nations have conflicting claims in the South China Sea, which could easily escalate into direct conflict.

These situations, paired with an upsurge in Chinese military spending and the growing belief that the United States is a declining power, raise doubts about China’s intentions in the region. China’s Asian neighbors increasingly question the intensions of the world’s most populous nation, and second largest economy.

“Is it a return to the old days where you had basic tributary states? Is that the model that China is looking for? Or is it a 21st century model?”

Locklear said China and other nations in the Asia-Pacific, as well as the United States, need to work harder to form shared views and consensus, particularly among those who “own the guns.”

Dialogue and interactions among the militaries are crucial, especially those who are called upon to make quick decisions during a possible flashpoint, for instance an accidental clash of boats or planes.

“Trust really does fall in many ways to military leaders to get it right and to lead, to some degree, the politicians and the diplomats,” he said. Locklear spoke of a tangible example of collaboration in the Rim of the Pacific Exercise, also known as RIMPAC, hosted by USPACOM. Twenty-two countries participate in the world’s largest maritime warfare exercise in Hawaii, which this year included naval forces from China.

“Does it fix those friction points? No, it doesn’t.” But, Locklear concluded, “We hope that this kind of thing opens the door for future interaction.”

Paul Schuler joins the Walter H. Shorenstein Asia-Pacific Research Center as a Lee Kong Chian Southeast Asia Fellow for 2018 from the University of Arizona's School of Government and Public Policy where he is an assistant professor. 

His research focuses on institutions and public opinion within authoritarian regimes, with a particular focus on Vietnam. During his fellowship, he will be completing a book project on the evolution of the Vietnam National Assembly since 1986, which he compares to the Chinese National People's Congress. During his fellowship, he will also begin projects examining public support in Vietnam for climate change mitigation policies as well as other research on the role of personality in determining regime support. Schuler's other work has appeared in top-ranking journals such as American Political Science Review, Legislative Studies Quarterly, Comparative Political Studies, and the Journal of East Asian Studies. He holds a Ph.D in political science from the University of California, San Diego.

Charlotte Lee has been named the associate director of the China Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC) in the Freeman Spogli Institute for International Studies at Stanford University, assuming the position in Sept. 2014.

In this new position, Lee will oversee implementation of China Program research projects and activities, including developing its seminar series and student programs.

“We’re very excited to bring Charlotte on board and to work with her in this new capacity,” said Jean Oi, director of the China Program and William Haas Professor in Chinese Politics. “She is an excellent leader who will help guide our Program’s expansion.”

Lee comes to the position with extensive knowledge on Chinese politics, international relations and comparative politics. She was previously an assistant professor in the Department of Government at Hamilton College, in addition to serving as Minerva Chair in the Department of Political Science at the U.S. Air Force Academy.

Lee is an alumna of Stanford, having received her doctorate in political science in 2010. From 2012-13, she was a visiting scholar at Shorenstein APARC. Her research has been published in several peer-reviewed journals, and she recently completed a book manuscript on reforms taking place in the Chinese Communist Party (forthcoming, Cambridge University Press).

“Stanford has long been a leader in producing cutting-edge research and analysis on contemporary China. I’m tremendously excited to develop the many facets of the China Program and build bridges between scholars, policymakers, and students,” Lee said.

The Obama administration’s “rebalance” to Asia is about much more than China’s rise and changing role in the region, but US-China relations are an integral part of the new policy and the way it is perceived and characterized by others in the Asia-Pacific region.  The keynote address and comments by American and Chinese scholars with years of government experience will examine the objectives and implications of the “rebalance” and what it means for the United States, China, and US-China relations.

Keynote Speaker:

Kenneth LieberthalDr. Kenneth Lieberthal is a senior fellow in Foreign Policy and Global Economy and Development at Brookings. From 2009-2012, Lieberthal served as the director of the John L. Thornton China Center. Lieberthal was a professor at the University of Michigan for 1983-2009. He has authored 24 books and monographs and over 70 articles, mostly dealing with China. He also served as special assistant to the president for national security affairs and senior director for Asia on the National Security Council from August 1998 to October 2000. His government responsibilities encompassed U.S. policy toward Northeast, East and Southeast Asia. His latest book, Bending History: Barack Obama’s Foreign Policy (co-authored with Martin Indyk and Michael O’Hanlon), was published by the Brookings Press in March 2012. Leiberthal earned his B.A. from Darthmouth College, and his M.A. and Ph.D. from Columbia University

Mike ArmacostWelcome remarks - Dr. Michael Armacost is the Shorenstein Distinguished Fellow. He has been at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) since 2002. In the interval between 1995 and 2002, Armacost served as president of Washington, D.C.'s Brookings Institution, the nation's oldest think tank and a leader in research on politics, government, international affairs, economics, and public policy. Previously, during his twenty-four year government career, Armacost served, among other positions, as undersecretary of state for political affairs and as ambassador to Japan and the Philippines. 

 

 

 

Jean OiPanel Chair - Professor Jean Oi is the William Haas Professor in Chinese Politics in the department of political science and a senior fellow of the Freeman Spogli Institute for International Studies at Stanford University. Oi is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. She leads Stanford's China Initiative, and is the Lee Shau Kee Director of the Stanford Center at Peking University. Oi directed Stanford's Center for East Asian Studies from 1998 to 2005. A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the department of government at Harvard University before joining the Stanford faculty in 1997.

 

 

Karl EikenberryAmbassador Karl Eikenberry is the William J. Perry Fellow in International Security at CISAC, CDDRL, TEC, and Shorenstein APARC Distinguished Fellow; and Former U.S. Ambassador to Afghanistan and Retired U.S. Army Lt. General. Prior to his arrival at Stanford, he served as the U.S. Ambassador to Afghanistan from May 2009 until July 2011, where he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for transition to full Afghan sovereignty. Before appointment as Chief of Mission in Kabul, Ambassador Eikenberry had a thirty-five year career in the United States Army, retiring in April 2009 with the rank of Lieutenant General.  His military operational posts included commander and staff officer with mechanized, light, airborne, and ranger infantry units in the continental U.S., Hawaii, Korea, Italy, and Afghanistan as the Commander of the American-led Coalition forces from 2005-2007.

 

Cui LiruDr. CUI Liru is Senior Advisor to China Institute of Contemporary International Relations, a think-tank in China known for its comprehensive studies on current international affairs and prominent role in providing consulting services to the Chinese government and former President of China Institutes of Contemporary International Relations (CICIR). He is a member of the Committee of Foreign Affairs of the Chinese Peoples’ Political Consultative Conference (CPPCC) and also serves as a member of the Foreign Policy Consulting Committee of the Ministry of Foreign Affairs. He is Vice President of China National Association for International Studies (CNAIS) and serves as Senior Adviser to multiple institutions for the study of national security and foreign relations. As a senior researcher, his specialties cover U.S. foreign policy, U.S.-China relations, international security issues and Chinese foreign policy.

 

Tom Fingar

 

Professor Tom Fingar is the inaugural Oksenberg-Rohlen Distinguished Fellow. From May 2005 through December 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. He served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2004–2005), principal deputy assistant secretary (2001–2003), deputy assistant secretary for analysis (1994–2000), director of the Office of Analysis for East Asia and the Pacific (1989–1994), and chief of the China Division (1986–1989). Between 1975 and 1986 he held a number of positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

 

The Oksenberg Lecture, held annually, honors the legacy of Professor Michel Oksenberg (1938-2001). A senior fellow at Shorenstein APARC and the Freeman Spogli Institute for International Studies, Professor Oksenberg served as a key member of the National Security Council when the United States normalized relations with China, and consistently urged that the United States engage with Asia in a more considered manner. In tribute, the Oksenberg Conference/Lecture recognizes distinguished individuals who have helped to advance understanding between the United States and the nations of the Asia-Pacific.

South Korea ranks second globally in smart phone ownership, and among larger countries its Internet penetration rate ties Germany for second place. It is thus not surprising that social networking services (SNS) have been playing an ever-increasing role in South Korean life, including electoral politics. The hope was that SNS would enable citizens to make more informed choices about the candidates and thereby strengthen democracy and governance, but the most recent presidential election campaign witnessed an unprecedented proliferation of rumors and slander against all the candidates due in significant measure to the rise SNS. Meanwhile, traditional media outlets have not done a good job of inspecting candidates on behalf of the electorate. Mr. Sungchul Hong, a visiting scholar in the Stanford Korean Studies Program and a senior journalist with Korea Broadcasting System (KBS), will examine these developments and their implications for Korean democracy, and offer recommendations for improving the media’s performance in the responsible vetting of candidates.

Sungchul Hong is a visting scholar in Korean studies for the 2013-14 academic year. As vice-chief news correspondent at the Korea Broadcasting System, Mr. Hong has widely covered political and social affairs in both national and international sections.

He holds a BA in sociology from Yonsei University.
