FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

The Republic of China on Taiwan spent nearly four decades as a single-party state under dictatorial rule (1949-1987) before transitioning to liberal democracy. This talk is based on an ethnographic study of street-level police practices during the first rotation in executive power following the democratic transition (i.e. the first term of the Chen Shui-bian administration, 2000-2004). Summarizing the argument of a forthcoming book, Dr. Jeffrey T. Martin focuses on an apparent paradox, in which the strength of Taiwan's democracy is correlated to the weakness of its police powers. Martin explains this paradox through a theory of "jurisdictional pluralism" which, in Taiwan, is  organized by a cultural distinction between sentiment, reason, and law as distinct foundations for political authority. An overt police interest in sentiment (qing) was institutionalized during the martial law era, when police served as an instrument for the cultivation of properly nationalistic political sentiments. Martin's fieldwork demonstrates how the politics of sentiment which took shape under autocratic rule continued to operate in everyday policing in the early phase of the democratic transformation, even as a more democratic mode of public reason and the ultimate power of legal right were becoming more significant.

Jeffrey T. Martin is an assistant professor in the Departments of Anthropology and East Asian Languages and Cultures at the University of Illinois at Urbana Champaign. He specializes in the anthropological study of modern policing, and has conducted research in China, Taiwan, Hong Kong, and the USA. His research interests focus on historical continuity and change in police culture, especially as this culture reflects specific changes in the legal, bureaucratic, or technical dimensions of police operations. Prior to joining the University of Illinois, Dr. Martin taught in the Sociology Department at the University of Hong Kong, and in the Graduate Institute of Taiwan Studies at Chang Jung Christian University.

In a carefully planned summit, negotiated in detail down to the dinner menu, Kim Jong Un and Moon Jae In will claim to have ended the suspended state of war between them and set the Korean peninsula firmly on the path to peace.

After his secret meeting with President Xi Jinping of China in March, North Korea’s Kim Jong-un is set to meet with President Moon Jae-in of South Korea on April 27 at Peace House, south of the military demarcation line. This would make Kim Jong-un the first North Korean leader to set foot in South Korea since the Korean War. A panel of Korea experts will engage in discussion about outcomes and implications of this historic summit.

Since the time of Lee Kuan Yew (1923–2015), Singapore’s leaders have refused to infer, merely from the country’s size and composition, a need to appease the People’s Republic of China (PRC). They have remained averse to the notion that little countries should kowtow to big ones, and they firmly reject the idea that their country is somehow racially embedded in a “greater China” whose roads all lead to Beijing. In recent years, however, the PRC has sought to assert what it views as its natural primacy in the region through a range of tactics that have involved not only traditional “hard” power, but also “soft,” “sharp,” and “sticky” power.

The Taiwan Relations Act, along with the three U.S.-China joint communiques, remains the foundation for U.S. policy toward, and engagement with, Taiwan.  Through this framework, the United States and Taiwan have built a comprehensive, durable, and mutually beneficial partnership, grounded in shared interests and values.  Ambassador Moriarty, Chairman of the American Institute in Taiwan, will review the current state of this unique, “unofficial” relationship in the security, economic, and people-to-people realms.  He will discuss the U.S. government’s support for Taiwan’s efforts to participate in and contribute to the international community.  At this time of increased tensions between the PRC and Taiwan, Ambassador Moriarty will underscore the United States’ longstanding interest in peace and stability across the Taiwan Strait, opposition to unilateral attempts to change the status quo, and insistence on the peaceful resolution of differences.

Ambassador (ret) James F. Moriarty assumed his position as Chairman of the Board of Trustees of the American Institute in Taiwan (AIT) in October 2016. AIT is a non-profit, private corporation established pursuant to the Taiwan Relations Act to manage the U.S. unofficial relationship with Taiwan. The AIT Chairman participates in policy-level discussions on Taiwan. He represents the Administration in periodic visits to Taiwan and in meetings with Taiwan representatives in the United States.

Ambassador Moriarty served as Special Assistant to the President of the United States and Senior Director for Asia at the National Security Council (2002-2004). In that role, he advised the President and coordinated U.S. policy on East Asia, Southeast Asia, the Pacific, and South Asia. Moriarty served previously as Director for China Affairs at the National Security Council (2001-2002). He led the political sections at the U.S. Embassy in Beijing (1998-2001) and the American Institute in Taiwan (1995-1998). In Beijing, he helped negotiate agreements that put to rest tensions resulting from the U.S. bombing of the Chinese Embassy in Belgrade and the collision of a Chinese fighter jet with a U.S. EP3. In Taipei, he helped create the template for the United States to work with a democratically-elected Taiwan administration. Moriarty was U.S. ambassador to Bangladesh (2008-2011) and Nepal (2004-2007).

Since retiring from the Foreign Service in 2011, Ambassador Moriarty has worked in the private sector and as an independent consultant. He has spoken on U.S.-Asia relations, including at universities, in public fora, and before U.S. Congressional committees. Living in Jakarta in 2013-2014, Ambassador Moriarty set up PROGRESS, a U.S. Government project to build capacity in ASEAN’s political/security and social/cultural communities. Since 2016, Ambassador Moriarty has been the Country Director for the Alliance for Bangladesh Worker Safety, a coalition of North American importers of ready-made garments. As Country Director, Moriarty provides oversight and strategic guidance to a $50-million initiative that is building a sustainable culture of worker safety in Bangladesh.

When Prime Minister Abe Shinzo and President Donald Trump meet again in the familiar surroundings of the President’s Mar-a-Lago estate, every effort will be made to convey the impression of a gathering of two old friends, united in common purpose.

But since their previous meetings, cracks have opened up over key issues, beginning with trade but including foreign policy problems from North Korea to Russia and Iran.

Hate propaganda has been a feature of politics in India, Indonesia, and other Asian democracies long before the recent surge in interest in so-called “fake news” and intolerant populism in the West. This presentation dissects the political strategy of “hate spin,” which includes not only the use of hate speech or incitement, but also the creative manufacture of righteous indignation and popular mobilization framed as responses to victimhood. Examples include the “love jihad” conspiracy theory in India and blasphemy allegations in Indonesia, which have been used to devastating effect by religious nationalists. Existing religious-offense laws have backfired, while incitement laws, though necessary, are systemically incapable of dealing with hate propagandists’ highly sophisticated and distributed disinformation campaigns.  The speaker's book on this topic, Hate Spin, will be available for sale at his talk.

Cherian George is a professor of media studies at Hong Kong Baptist University. He is the author of Hate Spin: The Manufacture of Religious Offense and its Threat to Democracy (2016), which was named on Publishers Weekly’s list of the 100 best books of 2016. Prof. George’s PhD is from Stanford University’s Department of Communication (2003). He was previously a journalist with The Straits Times in his native Singapore. His latest book on Singapore is the self-published Singapore, Incomplete: Reflections on a First World Nation’s Arrested Political Development (2017).

No longer "estranged democracies," relations between the United States and India have been on a steady upward trajectory in recent years, though at times have fallen short of the lofty expectations set by others.  As we look ahead, the significance of a true U.S.-India security and economic partnership is just now coming into focus, and it is clear the potential is enormous.  Indeed, the positive ripple effects of a convergence between the world's two largest democracies would reverberate across Asia.  This opportunity, however, comes amid uncertain times in Asia.  China's march for primacy continues. Dangers from nuclear proliferation and rogue regimes loom large. The fractionalization of states and humanitarian crises are all too common.  We must then ask – what role can the United States and India play together to promote peace and stability, uphold and reinforce the post-World War II order, and shape and build new institutions across Asia and beyond? These are some of the questions Ambassador Verma will tackle in his remarks, while also providing historical context on the issues that have limited U.S.-India ties to-date. He will also provide insight on the future trajectory of the relationship, looking at how the United States and India -- two non-allies -- can work together to promote peace, economic growth, and democratic values during these uncertain times.

Richard Verma is Vice Chairman and Partner at The Asia Group.  He previously served as the U.S. Ambassador to India from 2014 to 2017, where he led one of the largest U.S. diplomatic missions and championed historic progress in bilateral cooperation on defense, trade, and clean energy. Ambassador Verma also oversaw an unprecedented nine meetings between President Obama and Prime Minister Modi – leading to over 100 new initiatives and more than 40 government-to-government dialogues.

Ambassador Verma was previously the Assistant Secretary of State for Legislative Affairs, and also served for many years as the Senior National Security Advisor to the Senate Majority Leader.  He was a member of the WMD and Terrorism Commission and a co-author of their landmark report, “World at Risk.” He is a veteran of the U.S. Air Force, and his military decorations include the Meritorious Service Medal and Air Force Commendation Medal.

In addition to his role at The Asia Group, Ambassador Verma is a Centennial Fellow at Georgetown University’s Walsh School of Foreign Service, and he co-chairs the Center for American Progress’ U.S.-India Task Force.  Ambassador Verma is the recipient of the State Department’s Distinguished Service Award, the Council on Foreign Relations International Affairs Fellowship, and was ranked by India Abroad as one of the 50 most influential Indian Americans. He holds degrees from the Georgetown University Law Center (LLM), American University’s Washington College of Law (JD), and Lehigh University (BS).

Under the guidance of the Aspen Institute Congressional Program, thirteen members of Congress convened at Stanford University from March 2-5 to discuss policy options regarding the current North Korea crisis. The representatives deliberated with scholars and practitioners to acquire a better understanding of North Korea and its ruling regime, review the regional actors and their interests, assess the range of potential solutions to the crisis, and determine the role of Congress on this issue.

A report summarizing the program’s dialogue is now available for download. In addition to providing non-attributed comments from the proceedings, the document also includes the itinerary for the three days, the names of participants, as well as a collection of relevant publications.

The Aspen Institute Congressional Program was established in 1983 by former U.S. Senator Dick Clark. The program is for members of the United States Congress, and is both nongovernmental and nonpartisan in design. The program gives senators and representatives the opportunity to delve into complex and critical public policy issues with internationally recognized experts. Lawmakers are given the opportunity to explore policy alternatives in off-the-record settings, while simultaneously building relationships crucial to finding solutions.
