The Obama administration’s policy of “re-balance” toward Asia, that began as early as 2009, is now increasingly under stress, as those in the region question American staying power and China emerges as a challenger to U.S. dominance. As the territorial disputes in the East and South China Seas in recent months have demonstrated, China’s relations with the region and the United States have become visibly strained, bringing the U.S. re-balance policy into question and raising concerns about security tensions and the danger of conflict. 

U.S.-China relations are heading, for the foreseeable future, into “a very scratchy time,” predicted Kenneth Lieberthal, a respected senior China scholar at The Brookings Institution, in his keynote speech delivered at the annual Oksenberg Lecture on June 3 at the Shorenstein Asia-Pacific Research Center.

Lieberthal told a standing room audience in Encina Hall that while the U.S. attempt to temper its relations with China and others has “worked quite well over time,” now, “at a geostrategic level, we seem to be sliding with increasing speed toward an inflection point in U.S.-China relations.”

Lieberthal was joined by a panel of China experts, including Cui Liru of the China Institutes of Contemporary International Relations (CICIR), and Stanford’s Karl Eikenberry and Thomas Fingar, distinguished fellows at the Freeman Spogli Institute for International Studies, and Jean C. Oi, director of the Stanford China Program.

The discussion was part of the Oksenberg Lecture, an annual dialogue that functions as a policy workshop on U.S.-Asia relations, named in honor of late professor and senior fellow Michel Oksenberg (1938–2001). Oksenberg was a noted China specialist, who served as a senior member of the National Security Council and is credited as the architect of the normalization of relations with China under the Carter administration in the late 1970s.

Points of tension in the U.S.-China relationship have been increasingly visible. Senior American officials have assailed China for its aggressive actions toward its neighbors over the Diaoyu/Senkaku Islands and in South China Sea, including its latest altercations with Vietnam and the Philippines. The United States recently indicted five members of China’s People’s Liberation Army for carrying out cyber espionage against U.S. technology companies.

Incidents like these have prompted both countries to throw harsh words at each other, leading to a situation of brinkmanship. However, Lieberthal pointed out that tense relations between the United States and China are certainly not new. Most notably, relations took a nosedive in 1989 when China cracked down on democratization protests at Tiananmen Square, in 1999 after the accidental bombing of the Chinese Embassy in Serbia, and in 2008, in response to the global financial crisis.

The U.S.-China relationship has been riddled with periods of distrust in the past. But now, “the speed and scale of China’s economic growth, especially over the last two decades, has also increased concerns, on all sides, that the evolving distribution of power may create new frictions and suspicions,” Lieberthal said.

Yet, refusing to work with each other is not an option, the senior scholar, who also served in the Clinton administration, told the audience. Without the United States and China in conversation, progress in multilateral areas such as climate change and trade would falter, he argued. Given the two countries’ position as the world’s largest economies, the international system would effectively be constrained if the two were entrenched in long-term bitterness.

Lieberthal recognized the common admonition, “if we treat China as an enemy, it will surely become one,” saying this warning could be applied to both sides. China and the United States must make greater efforts to manage and mitigate tensions.

“The question is whether we can prevent bad things, not only specific conflicts, but the political tensions and politics that make cooperation on major issues very, very difficult at best.”

He then outlined a few steps that could help China and the United States sort out their disputes. His recommendations began with the need for strong determination on the part of top political leaders to move things forward and the importance of clear, consistent use of vocabulary when discussing issues.

As a final point, but one that was offered as a contingent factor to success, Lieberthal said U.S.-China relations and both countries’ roles in greater Asia will depend on “how effective each of us is in dealing with domestic reforms,” because, “that will determine how dynamic, how vibrant, how innovative, and how secure we feel.”

During the lecture, Ret. Lt. Gen. Karl Eikenberry shared his observations from the Shangri-La Dialogue, an inter-governmental security forum held from May 30 – June 1 in Singapore. The Dialogue has in recent years become a gathering of premiere defense ministers to discuss security issues in Track I and “quasi-track” meetings.

Afterward, Eikenberry talked with Shorenstein APARC about key highlights and implications that emerged from the Dialogue:

Media reported a tense environment overlaid the Dialogue. What was the general atmosphere there?

The remarks at the Shangri-La Dialogue by Japanese Prime Minister Abe and U.S. Defense Secretary Hagel on the one hand, and Chinese General Wang Guanzhong, made clear very different views on the causes for tension surrounding various maritime sovereignty claims in the East and South China Seas. Still, if you read the full text of all three speeches and the Q&As that followed, there is still great emphasis placed on dialogue and common interests. And in the many meetings that took place between national delegations on the margins of the conference events, the emphasis was on cooperation. 

What revelations at the Dialogue were surprising?

I think the degree to which dissatisfaction with China’s assertive behavior in pursuing its maritime claims was expressed by many of the participants – not just the United States and Japan. Vietnam, the Philippines and India were explicit. Analysts have said the only China (through threatening behavior) could contain China by catalyzing a counterbalancing response. From the results of the Dialogue, I think this is correct.   

Japanese Prime Minister Shinzo Abe emphasized values and international law throughout his keynote speech. What is your take on this?

The Prime Minister did emphasize both democracy and rule of law during his prepared remarks and answers to questions from conference participants. He was drawing an obvious distinction between Japan’s and China’s political systems and commitment to approaches to resolving territorial disputes. I think the Prime Minister is trying to establish Japan as a leader in East and Southeast Asia, and wanted to make clear what he views as important differences between the Japanese and Chinese “models.” 

U.S. Defense Secretary Chuck Hagel referenced China’s suspension of the U.S.-China Cyber Working Group. What direction do you think the cybersecurity dialogue will go now?

It was unfortunate that China suspended its participation in the U.S.-China Cyber Working Group after the U.S. Government’s indictment of five People’s Liberation Army officers for alleged cyber theft. The U.S. Government has been providing the PRC Government with evidence of cyber theft being conducted by entities in China and has failed to receive any meaningful response so the indictments seem warranted. It would seem that the Cyber Working Group is precisely the forum to discuss this matter and the many related to managing the cyber domain with agreed rules and procedures. Working Groups provide a forum to address disagreement and disputes. I think China’s response was counterproductive and hope the government will indicate a willingness to resume the dialogues in the near future.

Where do you see the regional security conversation heading next?

The risk is that security dialogues will be divided into two camps – one led by the United States and its close allies and partners, and the other by China – somewhat isolated at this time but seeking to entice Asian nations to bandwagon to its side. Perhaps further regional economic integration can facilitate a more common approach to security, but this year’s Shangri-La Dialogue is perhaps a warning that trends, for now, are not heading in a positive direction.

Shorenstein APARC postdoctoral fellowships offer a unique opportunity for recent graduates to reside at Stanford for a year to further their research and engage with scholars. The Center annually offers multiple Shorenstein Postdoctoral Fellowships in Contemporary Asia, and one Postdoctoral Fellowship in Asia Health Policy.

Fellows develop their dissertations for publication, present their research, and participate in Center activities related to and beyond their specialty. Most importantly, they establish valuable connections with professionals that continue long after they leave Stanford.

Postdoctoral fellows go on to pursue teaching positions and advisory roles at top universities and research organizations around the world. They often continue to contribute to Shorenstein APARC publications, and participate in conferences and related activities into the future.

Shorenstein Postdoctoral Fellows

Jianzhi (Jason) Zhao is completing his PhD in international development and economic policy at the University of Maryland. His current research interests are focused on development economics and empirical and international corporate finance, particularly China. His dissertation focuses on how China’s financial system interacts with state-owned enterprises, and policy perspectives of China’s banking sector and macroeconomic stability. At Stanford, Zhao will continue his dissertation work and extend his research analyzing how a firm’s connection to government affects performance and investment behavior. Zhao holds BAs in finance and business administration from Jiangzi University of Science and Technology, and an MA in economics from Fudan University.

Paul Schuler is a political scientist whose current research focuses on liberalization under authoritarian rule and political change in Southeast Asia, particularly Vietnam. His dissertation focuses on how the Vietnam Communist Party has liberalized the legislature in order to gain information, co-opt opposition and stabilize power sharing. At Stanford, Schuler will develop his dissertation work into a book manuscript and pursue other projects related to governance under authoritarian rule. Schuler will receive his PhD in political science from the University of California, San Diego – Graduate School of International Relations and Pacific Studies in 2014. He holds a BA in journalism and government & politics from the University of Maryland, and an MA in Pacific international affairs from UC – San Diego. 

Developing Asia Health Policy Postdoctoral Fellow 

Pham Ngoc Minh is a health researcher and administrator. His main interests are public health, disease prevention and the rural-urban divide in developing countries. At Stanford, Pham will be studying epidemiological trends and policy perspectives of diabetes in Vietnam, particularly those among adults in mountainous areas of that country. Pham has more than six years of experience working as a medical lecturer at the Thai Nguyen University of Medicine and Pharmacy in Vietnam, and spent two and a half years conducting postdoctoral research in Japan. He received a Bachelor of Medicine from the Thai Nguyen University of Medicine and Pharmacy, a BA in English from Hanoi University, an MPH from the University of Melbourne, and a PhD in medical science from Kyushu University.

Warning against the “dangers of excessive hubris,” former U.S. Ambassador Stephen W. Bosworth emphasized the intricacies and complexity of creating American foreign policy and called for the government to exercise greater restraint and better understand the countries it engages with.

The veteran diplomat and visiting lecturer at Stanford’s Freeman Spogli Institute for International Studies called for the United States to exercise greater self-restraint and better understand the history and current circumstances of countries it engages with. 

“The making of U.S. policy is inherently a very, very difficult enterprise,” said Bosworth, positioned at Stanford for winter quarter.

“The issues tend to be complex, and they frequently pose moral as well as political choices,” he said. “I found that perfection is usually the enemy of the good in the making of foreign policy and is, for the most part, unattainable.”

Foreign policy can be ambiguous and difficult at times; it is a process that can be compared to gardening because “you have to keep tending to it regularly,” Bosworth said, referencing former Secretary of State George Shultz’s well-known analogy.

Bosworth, who served for five decades in the U.S. government and for 12 years as dean of Tuft’s Fletcher School of Law and Diplomacy, delivered these thoughts in the first of three public seminars this quarter. He is the Frank E. and Arthur W. Payne Distinguished Lecturer in residence at FSI’s Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC).

He cautioned against America’s tendency to revert to military power when crisis occurs. “I believe that when at all possible, we need to choose diplomacy over force,” Bosworth asserted, “although it is sometimes true that diplomacy backed by potential force can be more effective.” 

Citing Afghanistan, Iraq and Southwest Asia, Bosworth noted these among other examples as situations of excessive power projected by the American foreign policy arm. In some cases, pride may have gotten the better of policymakers who sometimes “want to be seen as doers and solvers.”

Bosworth pointed out that the nature of our actions speaks loudly – both at home and abroad – thus sensitivity and sincerity are important in any international exchange.

Since the Vietnam War, American values and the push for democracy are not always well received by other countries. And there’s often good reason for that, he said.

“It is awkward for the U.S. to campaign for more democracy elsewhere when our own model seems to have increasing difficulty in producing reasonable solutions for our own problems,” he said.

Democracy is “not a cure-all” for every nation and this is reflected in the amended model adopted by countries such as Singapore, Indonesia and Burma. However, Bosworth said he remains confident that the American democratic system “will prevail and eventually work better than it seems to be working now.”

Bosworth will explore the challenges of maturing democracies in Japan and South Korea and negotiations and management of relations with North Korea in his two other Payne lectures. The Payne Lectureship brings prominent speakers to campus for their global reputation as visionary leaders, a practical grasp of a given field, and the capacity to articulate important perspectives on today’s global challenges.

Bosworth entered the Foreign Service in 1961, a difficult yet “exciting time to join the government,” he said.

“At the age of 21, I was the youngest person entering my class,” he said, “and of the 38 people, there were only two women…and were zero persons of color and only a handful who were not products of an Ivy League education.” The State Department of then is very different compared to the one that exists today; this signals positive, necessary change in the diplomatic corps.

Bosworth, having served three tours as a U.S. ambassador in South Korea (from 1997 to 2001); the Philippines (from 1984 to 1987); and Tunisia (from 1979 to 1981) and twice received the State Department’s Distinguished Service Award (in 1976 and 1986), has a long established career.

He brings great wisdom on foreign affairs given his extensive engagement as a practitioner and a writer, said former colleague and Shorenstein APARC distinguished fellow Michael H. Armacost.

“To say that Steve has had an extraordinarily distinguished career in the Foreign Service doesn't quite capture the range of his accomplishments, I can’t think of very many Foreign Service officers in this or any other generation that have left a footprint on big issues in three consecutive decades,” Armacost acknowledged. 

During his time at Stanford, Bosworth will hold seminars and mentor students who may be interested in pursuing a career in the Foreign Service, in addition to the two upcoming public talks.

A student seeking this very advice posed a question in the discussion portion following Bosworth’s talk.

Speaking to anyone considering a Foreign Service career, Bosworth said one must “think about it hard, and think again.” He said public service is a privilege, not so much a sacrifice as the typical notion holds. “It can be a great career as long as you have the right perspective on it,” he ended.

There are four serious island disputes in East Asia: from north to south, the Southern Kurile dispute (Russia vs. Japan), the Liancourt dispute (two Koreas vs. Japan), the Pinnacle dispute (Japan vs. two Chinas) and the Paracel-Spratly dispute (two Chinas vs. Vietnam, the Philippines, Malaysia and Brunei). All of these territorial disputes involve a perception of historical injustice by one of the parties. Japan's territorial claim against Russia is closely linked to the rancor over the Siberian Deportation (1945-56); Korea's territorial claim against Japan reflects the rancor over Japan's colonization (1910-45); Chinese territorial claims against Japan are rooted in the response to Japan's major invasion of mainland China going back to the Manchurian Incident (1931-45); and Vietnamese passion for the territorial claim against China is linked to the Sino-Vietnamese War (1979-89), among other things.

In this talk, the speaker will argue that the four territorial disputes over relatively unimportant islands in East Asia have persisted for such a long time not because of the contest for natural resources or the inherent importance of those territories but because of perceived historical injustice. If these disputes are to be settled now, the solutions therefore have to be political, taking perceived justice and injustice in consideration

Tetsuya Toyoda, has been teaching international law and constitutional law at Akita International University since 2007. Before that he was a project researcher at the University of Tokyo (2006-2007) and an official of the Ministry of Foreign Affairs (1994-2000). He graduated from the University of Tokyo (Faculty of Law) and obtained his Diplôme d’Etudes Approfondies from the University of Paris II-Panthéon-Assas. He is also a Visiting Professor at the Far Eastern Federal University, Vladivostok, Russia.

Microblogs, Youtube, and mobile communications. These are a few of the digital platforms changing how we connect, and subsequently, reshaping global societies. 

Confluence of technology and pervasive desire for information has in effect created widespread adoption. There is no doubt the Information Technology (IT) revolution is in full swing.

Comparing case studies across Asia and the United States, the fifth and final Stanford Kyoto Trans-Asian Dialogue (DISCONTINUED) considered opportunities and challenges posed by digital media. Experts and top-level administrators from Stanford and universities across Asia, as well as policymakers, journalists, and business professionals, met in Kyoto on Sept. 12-13, 2013.

Relevant questions asked included: What shifts have occurred in traditional versus digital media for how people get information, and how does this differ across countries? What is the potential for digital media in civil society and democratization? Is it a force for positive change or a source of instability?

In the presentations and discussion sessions, participants raised a number of key, policy-relevant points, which are highlighted in the Dialogue’s final report. These include:

Digital media does not, on its own, automatically revolutionize politics or foster greater democratization. While the Internet and digital media can play an instrumental role, particularly where traditional media is highly controlled by the government, participants cautioned against overemphasizing the hype. One conception is that the Internet can instead be viewed as a catalyst or powerful multiplier, but only if a casual chain of latent interest exists. That being said, greater exposure of youth to digital media, particularly in areas of tight media control, can open new areas of awareness.

The upending of traditional media business models has not been replaced by viable digital media business models. As media organizations struggle with their business models, the quality of reporting is threatened. For traditional organizations, maintaining public trust can be challenging, particularly during wars after disasters, while in areas with previously tightly controlled press, digital media may be perceived as more authentic. On the one hand, policy-driven agenda setting may be easier in some issue areas, but digital media may amplify interest in controversial issues, particularly with history issues in Asia.

As Cloud Computing platforms provided by a small group of mostly U.S. companies is increasingly the underlying platform for digital media—as well as our digital lives in general—issues of information security and privacy are at the forefront of much of the public’s mind. Revelations by former U.S. contractor Edward Snowden about the extent of the US government’s espionage activities raise concerns among journalists concerned with issues such as free speech of the press, media independence from government, and protection of sources. 

Previous Dialogues have brought together a diverse range of scholars and thought leaders from Japan, South Korea, China, Vietnam, Thailand, Indonesia, Singapore, India, Australia and the United States. Participants have explored issues such as the global environmental and economic impacts of energy usage in Asia and the United States; the question of building an East Asian regional organization; and addressing higher education policy and the dramatic demographic shift across Asia.

South Korea and Vietnam established diplomatic relations only twenty years ago. Today these former adversaries enjoy unexpectedly cordial and rapidly expanding bilateral ties. Leaders of the two nations—perceiving broadly shared interests and no fundamental conflicts—seek to leverage their subregional influence on behalf of common or complementary policy goals. Today they often profess a “middle power” identity as they explain their foreign policy in terms of such classical middle power goals as regional peace, integration, and common goods.

Broadly similar in many respects, South Korea and Vietnam are nonetheless sufficiently different that a comparison can yield interesting insights—yet there is a dearth of systematic comparative work on the two. While holding a range of views on the contentious concepts of middle power and national identity, the contributors to Asia’s Middle Powers? help readers, both academic and policy practitioners, to gain an enhanced appreciation of South Korea and Vietnam’s regional behavior and international strategies

In 2013 Cornell University Press published a book by a former NUS-Stanford Lee Kong Chian Distinguished Fellow on Southeast Asia.  She is Angie Ngoc Trần, a professor of political economy at California State University-Monterey Bay.  She worked on the manuscript during her fellowship period at Stanford in 2008.  The book is entitled Ties that Bind:  Cultural Identity, Class, and Law in Vietnam's Labor Resistance.  For further information on the book, see the publisher’s website:  http://www.cornellpress.cornell.edu/book/?GCOI=80140100177390.

In 2012 the University of Minnesota Press published a book whose draft contents were presented and discussed at a lively workshop on “Understanding Student Activism in Pacific Asia” held in Singapore in September 2009.  The workshop, hosted by the National University of Singapore, received financial support from the NUS-Stanford Lee Kong Chian Initiative on Southeast Asia.  The volume, edited by Meredith L. Weiss and Edward Aspinall, is entitled Student Activism in Asia:  Between Protest and Powerlessness.  The analytic overview that is its introductory chapter was written by the editors jointly with Mark R. Vietnamese diasporic relations affect and are affected by events inside Viet Nam.  In her recent book, Transnationalizing Viet Nam, Prof. Valverde explores these connections to convey a nuanced understanding of this globalized community.  She will argue that Vietnamese immigrant lives are inherently transnational.  Drawing on 250 interviews and nearly two decades of research, she will show how diasporic Vietnamese form virtual communities in cyberspace, organize social movements, find political representation, and engage in dissent—and how tensions based on generation, gender, class, and politics threaten to divide them.  Copies of the book will be available for sale.

Kieu-Linh Caroline Valverde is Associate Professor of Asian American Studies at the University of California, Davis. She received her B.A. in Political Science and Ph.D. in Ethnic Studies at the University of California, Berkeley. Her teaching, research, and organizing interests include: Southeast Asian American history and contemporary issues, mixed race and gender theories, social movements, Fashionology, Aesthetics, Diaspora, and Transnationalism Studies. She authored Transnationalizing Viet Nam: Community, Culture, and Politics in the Diaspora. Professor Valverde founded Viet Nam Women's Forum (1996-2006), a virtual community with hundreds of women internationally that mobilized for change in Viet Nam and abroad, and Fight the Tower (2013), a movement to resist and demand justice against discriminatory practices directed against women of color in the academy. Professor Valverde was a Luce Southeast Asian Studies Fellow at the Australian National University (2004), Rockefeller Fellow for Project Diaspora at the University of Massachusetts, Boston (2001-02), and a Fulbright Fellow in Viet Nam (1999). As a passionate advocate for the arts, she curated the exhibit Áo Dài: A Modern Design Coming of Age (2006) for the San Jose Museum of Quits and Textiles in partnership with Association for Viet Arts, and consults for the annual Áo Dài Festival held in San Jose, California (2011-present). She is currently co-curating an upcoming exhibit (2015) for the Vietnam National Museum of Fine Arts to commemorate the 40th anniversary of the end of the Second Indochina War.
