Anand Patwardhan's latest film, a work in progress (180 min.), shot in India, Pakistan, and Japan The director will be present for discussion after the screening. Starting with the outbreak of jingoism that marked the 1998 series of nuclear tests by India and Pakistan, Patwardhan creates a road movie that vivifies the human and historical realities of this new leap in the world's nuclearization. We visit test sites with politicians, watch urban sound-and-light spectacles glorifying the military, hear the stories of suffering villagers near the test site, travel with peace marchers who confront furious pro-bomb crowds, join a conference of Indian and Pakistani peace activists, and go to Japan to hear testimony from survivors of the Hiroshima and Nagasaki nuclear attacks. In the style that has distinguished his earlier films, Patwardhan brilliantly captures individual voices, gestures, facial expressions, and public dramas that simultaneously reveal intimate human experience and the sweep of history. India's most controversial and renowned documentary producer, Patwardhan has won numerous Indian and international prizes during his career as a filmmaker, which spans more than a quarter of a century. Messrs. Baba and Gemba have studied how industrial products need many parts and materials. For example, an automobile consists of three million parts. Supporting Industries (SI) supply various components and materials for the manufacturing of industrial products.Previous studies suggested that SI was important for industrial linkage, trade balance and research and development. However, no one showed quantitative analysis for SI very well. Messrs. Baba and Gemba measured the level of SI by using an output-input table. As a result, they found that Korean SI has become less dependent on Japanese SI while ASEAN's SI still depends on Japanese SI. Messrs. Baba and Gemba will discuss their research findings and their conclusion that local automobile parts suppliers in Indonesia need to improve client approval functions urgently in order to survive in the industry.

In August 1997, after financial crisis had broken out in Thailand, Japanese officials proposed the establishment of an Asian Monetary Fund (AMF). The proposal encountered a number of obstacles, the most formidable of which was opposition by the United States and the IMF. Consequently, Japanese officials aborted the initiative. However, the notion of an AMF resurfaced in a variety of forms thereafter,. Most recently, a network of bilateral currency swap arrangements has begun to emerge among the ASEAN + 3 nations under the auspices of the May 2000 Chiang Mai Initiative. This talk will examine the political dynamics surrounding the Japanese Government's initial proposal for the creation of an AMF in 1997, and the arrangements that have emerged in its place. In doing so, the talk will attempt to draw out the significance of the AMF idea, its institutional evolution for the U.S.-Japan bilateral relationship, and for U.S. and Japanese roles in multilateral financial institutions today.

Since the early 1990s the issue of how the Japanese remember World War II has been in the headlines over and over again. The most recent round of junior high school textbook revisions, for example, has created a firestorm of protest in Korea and China. But there is much evidence to belie the charge that the Japanese suffer from collective amnesia. War memory is not fixed but remains highly contested. Peter Duus, a historian of modern Japan, William H. Bonsall Professor of History at Stanford. He has written and edited several book on prewar Japanese imperialism, including The Abacus and the Sword: The Japanese Penetration of Korea, 1895-1910.

On May 4 and 5, 2000, health care leaders, professionals, and academics convened at the Bechtel Conference Center at Stanford University for the Health Care Conference 2000. Sponsored by the Comparative Health Care Policy Research Project at the Asia/Pacific Research Center (Shorenstein APARC), in cooperation with the Center for Health Policy (CHP), the conference was held for the purpose of discussing health care policies and issues facing nations today. With the pressures of rising costs, aging populations in industrialized countries, and rapid technological advancements, the need for an accessible, affordable, and effective health care system is urgent and greater than ever. The first conference of its kind at Shorenstein APARC, the Health Care Conference 2000 established a forum for candid discussion about the past, present, and future of health care. Over sixty participants attended the conference. The panel consisted of speakers from governmental institutions, for-profit and nonprofit organizations, universities, and research institutes. The first day of the conference featured a discussion on the evolution of the health care market in the United States, while the second day focused on the effects of market forces overseas, specifically in England, Japan, the Netherlands, New Zealand, Scotland, and Singapore. The 1990s marked an era of major health care reform. For many nations with socialized health care systems, it was a decade to explore alternative systems and to move toward privatization. The implications of such changes were discussed in detail at the conference. The Health Care Conference 2000 was a successful and informative meeting, which opened the doors for future discussions on issues concerning health care around the world. These proceedings present, in edited form, the remarks of all primary conference speakers. Jean C. Oi is the William Haas Professor of Chinese Politics in the department of political science and a Senior Fellow of the Freeman Spogli Institute for International Studies at Stanford University. She is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. Professor Oi is also the founding Lee Shau Kee Director of the Stanford Center at Peking University.

A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the Department of Government at Harvard University before joining the Stanford faculty in 1997.

Her work focuses on comparative politics, with special expertise on political economy and the process of reform in transitional systems. Oi has written extensively on China's rural politics and political economy. Her State and Peasant in Contemporary China (University of California Press, 1989) examined the core of rural politics in the Mao period—the struggle over the distribution of the grain harvest—and the clientelistic politics that ensued. Her Rural China Takes Off (University of California Press, 1999 and Choice Outstanding Academic Title, 1999) examines the property rights necessary for growth and coined the term “local state corporatism" to describe local-state-led growth that has been the cornerstone of China’s development model. 

She has edited a number of conference volumes on key issues in China’s reforms. The first was Growing Pains: Tensions and Opportunity in China's Transformation (Brookings Institution Press, 2010), co-edited with Scott Rozelle and Xueguang Zhou, which examined the earlier phases of reform. Most recently, she co-edited with Thomas Fingar, Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press, 2020). The volume examines the difficult choices and tradeoffs that China leaders face after forty years of reform, when the economy has slowed and the population is aging, and with increasing demand for and costs of education, healthcare, elder care, and other social benefits.

Oi also works on the politics of corporate restructuring, with a focus on the incentives and institutional constraints of state actors. She has published three edited volumes related to this topic: one on China, Going Private in China: The Politics of Corporate Restructuring and System Reform (Shorenstein APARC, 2011); one on Korea, co-edited with Byung-Kook Kim and Eun Mee Kim, Adapt, Fragment, Transform: Corporate Restructuring and System Reform in Korea (Shorenstein APARC, 2012); and a third on Japan, Syncretism: The Politics of Economic Restructuring and System Reform in Japan, co-edited with Kenji E. Kushida and Kay Shimizu (Brookings Institution, 2013). Other more recent articles include “Creating Corporate Groups to Strengthen China’s State-Owned Enterprises,” with Zhang Xiaowen, in Kjeld Erik Brodsgard, ed., Globalization and Public Sector Reform in China (Routledge, 2014) and "Unpacking the Patterns of Corporate Restructuring during China's SOE Reform," co-authored with Xiaojun Li, Economic and Political Studies, Vol. 6, No. 2, 2018.

Oi continues her research on rural finance and local governance in China. She has done collaborative work with scholars in China, including conducting fieldwork on the organization of rural communities, the provision of public goods, and the fiscal pressures of rapid urbanization. This research is brought together in a co-edited volume, Challenges in the Process of China’s Urbanization (Brookings Institution Shorenstein APARC Series, 2017), with Karen Eggleston and Wang Yiming. Included in this volume is her “Institutional Challenges in Providing Affordable Housing in the People’s Republic of China,” with Niny Khor. 

As a member of the research team who began studying in the late 1980s one county in China, Oi with Steven Goldstein provides a window on China’s dramatic change over the decades in Zouping Revisited: Adaptive Governance in a Chinese County (Stanford University Press, 2018). This volume assesses the later phases of reform and asks how this rural county has been able to manage governance with seemingly unchanged political institutions when the economy and society have transformed beyond recognition. The findings reveal a process of adaptive governance and institutional agility in the way that institutions actually operate, even as their outward appearances remain seemingly unchanged.

A specialist on the political economy of Japan, Daniel Okimoto is a senior fellow emeritus of FSI, director emeritus of Shorenstein APARC, and a professor of political science emeritus at Stanford University. His fields of research include comparative political economy, Japanese politics, U.S.-Japan relations, high technology, economic interdependence in Asia, and international security.

During his 25-year tenure at Stanford, Okimoto served as a research fellow at the Hoover Institution and the Northeast Asia-United States Forum on International Policy, the predecessor organization to Shorenstein APARC, within CISAC. He also taught at the Aspen Institute for Humanistic Studies, the Stockholm School of Economics, and the Stanford Center in Berlin.

Okimoto co-founded Shorenstein APARC. He was the vice chairman of the Japan Committee of the National Research Council at the National Academy of Sciences, and of the Advisory Council of the Department of Politics at Princeton University. He received his BA in history from Princeton University, MA in East Asian studies from Harvard University, and PhD in political science from the University of Michigan.

He is the author of numerous books and articles, including Between MITI and the Market: Japanese Industrial Policy for High Technology; co-editor, with Takashi Inoguchi, of The Political Economy of Japan: International Context; and co-author, with Thomas P. Rohlen, of A United States Policy for the Changing Realities of East Asia: Toward a New Consensus.

Organizational discontinuity appears to be an important contributor to venture success in rapidly changing technological environments. Most Silicon Valley ventures are assemblies of human, technological, and financial resources, and supplier/client relationships with disparate organizational heritage. We analyze ways in which organizational discontinuity, under conditions of high technological uncertainty, contributes to new ventures' competitive advantage and exposes difficulties inherent to simulating venturing within an existing industrial organization. We use a comparative framework to expose the relative abundance of organizational discontinuity in the U.S. high technology sector and identify institutional barriers that stifle it in its Japanese counterpart. Professor Cole is Loraine Tyson Mitchell II Professor of Leadership and Communication at the Haas School of Business. He holds a joint appointment with the Department of Sociology. He is the co-director of the Management of Technology Program, a joint venture between the Haas School of Business and the College of Engineering. Professor Cole is a long-term student of things Japanese, having published three books and numerous articles on Japan. Most recently, he published the book, Managing Quality Fads, in 1999 with Oxford University Press, a study of how American industry learned quality improvement practices from the Japanese. This year, he published (with Sage Publications) The Quality Movement and the Organizational Theory, a book co-edited with Richard Scott of Stanford University.
