This talk will examine the evolution of Korean strategic thought on regionalism, with particular focus on regional security cooperation:

  1. How does South Korean regional thinking differ from that of its neighbors, and how has it evolved over time?,
  2. Was there any discernable strategic thought to realize regional aspirations during the cold war era, and afterward how has it responded to the dynamics of regionalism in Northeast Asia?,
  3. Is South Korean strategic thought on regionalism long-term, goal-oriented, and consistent? Does it set priorities, recognize trade-offs, and change in response to actual results or new developments in the region? How do competing visions of domestic forces define its scope and direction?,
  4. Under what circumstances has Seoul given regional multilateral cooperation a prominent place in its strategic thinking and national security doctrine? Is it based on careful deliberations and a realistic understanding of costs and benefits?,
  5. Wither to the 6 Party Talks (given North Korea said the Talks are dead) and a five-party proposal by Profesident Lee Myung Bak, about which China seems reluctant?

The speaker will review Seoul’s strategic thought on regional multilateral cooperation in Northeast Asia during and after the cold war, followed by consideration of the challenges and opportunities for growing regionalism with Korean “centrality.”

Shin-wha Lee is currently a visiting professor at School of International and Public Affairs (SIPA), Columbia University and also serving as a Scholar-in-Residence at the Korean Permanent Mission to the United Nations.  She worked at the World Bank and the UN High Commissioner for Refugees (UNHCR) in Sudan. She served as Special Advisor to the United Nations, 'Rwandan Independent Inquiry,' Chair's Advisor of East Asian Vision Group (EAVG), and Coordinator of UNESCO Chair on Peace, Democracy and Human Rights.  She has published numerous articles and books on global security, international  organizations, East Asian security cooperation, UN peacekeeping operations, and nontraditional security such as environmental and human security. Lee holds a Ph.D. in Government and Politics from the University of Maryland at College Park.

US President Barack Hussein Obama's speech on 4 June 2009 in Cairo, the second of three planned trips to Muslim-majority countries, was outstanding.

First, it opened daylight between the US and Israel. Israeli settlements on the West Bank are impediments to a two-state solution and a stable peace with Palestine. Obama did not split hairs. He did not distinguish between increments to existing settler populations by birth versus immigration with or without adding a room to an existing house. The United States, he said, does not accept the legitimacy of continued Israeli settlements. Period.

The American Israel Political Affairs Committee, which advertises itself as America’s pro-Israel lobby, cannot have been pleased to hear that sentence. But without some semblance of independence from Israel, the US cannot be a credible broker between the two sides. It is not necessary to treat the actions of Israeli and Palestinian protagonists as morally equivalent in order to understand that they share responsibility for decades of deadlock. New settlements and the expansion of existing ones merely feed Palestinian suspicions that Israel intends permanently to occupy the West Bank. Nor did Obama’s criticism of Israeli settlements prevent him from also stating: Palestinians must abandon violence. Period.

Second, alongside his candor, he showed respect. The most effective discourse on controversial topics involving Islam and Muslims is both sensitive to feelings and frank about facts, as I argue in a forthcoming book (Islamism: Contested Perspectives on Political Islam). Inter-faith dialogues that rely on mutual self-censorship–an agreed refusal to raise divisive topics or speak hard truths – resemble sand castles. Empathy based on denial is unlikely to survive the next incoming tide of reality. Respect without candor, in my view, is closer to fawning than to friendship.

As Obama put it in Cairo, ‘In order to move forward, we must say openly to each other the things we hold in our hearts and that too often are said only behind closed doors. As the Holy Quran tells us, ‘Be conscious of God and speak always the truth.” His listeners applauded – most of them, perhaps, because he had cited their preferred Book, but some at least because he had defended accuracy regardless of what this or that Book might avow.

In the partnership that Obama offered his audience, sources of tensions were not to be ignored. On the contrary, we must face these tensions squarely. He then followed his own advice by noting that extremists acting in the name of Islam had in fact killed more adherents of their own religion than they had Christians, Jews, or the followers of any other faith. In the same candid vein, he noted with disapproval the propensity of some Muslims to repeat vile stereotypes about Jews, the opposition of Muslim extremists to educating women, and the fact of discrimination against Christian Copts in Egypt, the very country in which he spoke.

Third, his speech was notable for what it did not contain. The word ‘terrorism’,’ a fixture of the Manichean rhetoric of George W. Bush, did not occur once. Back in Washington, in his 26 January televised interview with Al Arabiya, Obama had used the phrase Muslim world 11 times in 44 minutes – an average of once every four minutes. In the run-up to his Cairo speech, the White House had repeatedly hyped it as an address to ‘the Muslim world.’ Yet in the 55 minutes it took him to deliver the oration, the words ‘Muslim world’ were never spoken. He must have been advised to delete the reference from an earlier draft of his text.

I believe the excision strengthened the result, but not because a ‘Muslim world’ does not exist. Admittedly, one can argue that 1.4 billion Muslims have too little in common to justify speaking of such a world at all. But the already vast and implicitly varied compass of any ‘world’ diminishes the risk of homogenization. One can easily refer to ‘the Muslim world’ while stressing its diversity. Many Muslims and non-Muslims already use the phrase without stereotyping its members. No, the reasons why Obama avoided the phrase were less definitional than they were political in nature.

Had Obama explicitly addressed the Muslim world in Cairo, he would have risked implying that his host represented that Muslim world, as if Egypt were especially authentic–quintessentially Muslim–in that sphere. That would have been poorly received in many of the other Muslim-majority societies that diversely span the planet from Morocco to Mindanao.

Several years ago a professor from Cairo’s Al-Azhar University, which co-sponsored Obama’s appearance, told me in all seriousness that Indonesian Muslims, because they did not speak Arabic, were not Muslims at all. Obama did not wish to be read by the followers of ostensibly universalist Islam as endorsing such a parochially Arabo-centric conceit.

The US president could, of course, have mentioned the Muslim world and in the next breath denied that it was represented by Egypt, a country under an authoritarian regime with a reputation for corruption of near-Nigerian proportions. But it was far smarter and more effective for Obama to have shunned the phrase altogether, thereby avoiding the need to clarify it and risk implying that his hosts were somehow less than central to Islam, less than paradigmatically Muslim. Such a candid but insensitive move would have triggered nationalist and Islamist anger not only in his Egyptian audience, but in other Muslim-majority countries as well. Indonesian Muslims, for example, would have wondered with some apprehension whether to expect comparably rude behavior were he to visit their own country later this year.

Obama’s listeners at Cairo University were, instead, subjected to twin eloquences of absence and silence: Egyptian President Hosni Mubarak’s not being present, and Obama’s not mentioning him at all. Eloquent, too, was the absence of Israel from his itinerary. This omission was not a sign of hostility toward Tel Aviv, however. He termed the US-Israel bond ‘unbreakable.’ Not visiting Israel merely signaled that Washington on his watch would not limit its foreign-policy horizon to what any one country would allow.

Obama mispronounced the Arabic term for the head covering worn by some Muslim women. The word is hijab not hajib. But that small slip was trivial compared with the brilliance and timeliness of what he had to say. Rhetoric is one thing, of course; realities are quite another. The tasks of resolving the Israeli-Palestinian conundrum and improving relations with the heterogeneous Muslim world are more easily discussed than done. Illustrating that Muslim world’s extraordinary diversity are the many and marked differences between Turkey, where Obama spoke on 6 April on his first overseas trip, his Egyptian venue two months later, and Indonesia, which he is likely to visit before the end of 2009.

Before his choice of Cairo was announced, several commentators advised him to give his Muslim world speech in June in the Indonesian capital, Jakarta. Rather than risk legitimating Mubarak’s autocracy, they argued, he should celebrate Indonesia’s success in combining moderate Islam with liberal democracy.

Following their advice would have been a mistake. Not only did speaking in Cairo enable Obama boldly to address the Israeli-Palestinian conflict from a podium close to its Middle Eastern epicenter. Had he traveled to Indonesia instead, his visit would have been tainted by an appearance of American intervention in the domestic politics of that country, whose President Susilo Bambang Yudhoyono is up for re-election on 8 July.

Earlier in his career, Yudhoyono completed military training programs in the US, at Fort Benning and Fort Leavenworth, and earned a master’s in management from Webster University in St. Louis. No previous Indonesian head of state has had a closer prior association with the United States. Yudhoyono’s rivals for the presidency are already berating him and his running mate as neo-liberals who have pawned Indonesia’s economy to the capitalist West. Obama could feel comfortable keeping the autocrat Mubarak at arm’s length in Cairo, but in campaign-season Indonesia the US president would have been torn between behaving ungraciously toward his democratically chosen host and appearing to back him in his race for re-election.

Yudhoyono’s popularity ratings among Indonesians are even better than Obama’s are among Americans. The July election is Yudhoyono’s to lose. But the winner’s new government will not be in place until October. The US president was wise to postpone visiting Indonesia until after its electoral dust has cleared and the next administration in Jakarta has taken shape. A gathering of leaders of the Asia Pacific Economic Cooperation forum, which Obama is expected to attend, is conveniently scheduled for mid-November in Singapore. He could easily visit Indonesia en route to or from that event.

An Indonesian journalist in Cairo interviewed Obama shortly after his speech. The president virtually confirmed this November itinerary by saying that his next trip to Asia would include Indonesia. He said he looked forward to revisiting the neighborhood in Jakarta where he had lived as a child, and to eating again his favorite Indonesian foods – fried rice, bakso soup, and rambutan fruit among them.

A trifecta happens when a gambler correctly predicts the first three finishers of a race in the correct order. Obama appears to have bet his skills in public diplomacy on this sequence: Ankara first, then Cairo, then Jakarta.

One can ask whether his actions will match his words, and whether the US Congress will go along with his prescriptions. But with two destinations down and one to go, Obama is well on his way to completing a trifecta in the race for hearts and minds in the Muslim world.

The Walter H. Shorenstein Asia-Pacific Research Center is pleased to announce that Matthew R. Augustine has been awarded the Northeast Asian History Fellowship for 2009-2010. This Fellowship is made possible through the generosity of the Northeast Asian History Foundation in Korea. The Fellowship supports a scholar to conduct research and writing on a historical subject that has an impact on modern and contemporary Northeast Asia.

Matt received his BA from the Politics Department at Princeton University and MA from the History Department at Columbia University. After two years of research at the University of Tokyo, he is currently preparing to defend his doctoral dissertation at Columbia University in May 2009. He specializes in the history of modern Japan and Korea.

Matt's research focuses on international and comparative history of military occupations, especially U.S. occupations in Japan, Korea, and Okinawa; Japan's colonial empire in the Asia-Pacific; and the history of race, migration, and border controls.

He recently published an article that explores the interaction between the cross-border smuggling and reversion movement with Japan as acts of resistance by Okinawans against U.S. military rule in the Ryukyu Islands after World War II. Matt's dissertation, "Crossing from Empire to Nation: Repatriation, Illegal Immigration, and the Allied Occupation of Japan, 1945-1952," examines the relationship between migration and border controls, as well as the redefinition of nationality and ethnicity in post-imperial Japan.

While at Shorenstein APARC, Matt will research and write on the history of war reparations that continue to affect relations between Japan and its neighbors in Northeast Asia. He will also teach a course that covers such issues as war, empire, postcolonialism, and U.S. military occupations in the region.

In recent decades, nationalism has become a bad word among many liberal Western scholars, who have highlighted the political agendas and usages of nationalist discourse, frequently associating it with fascism, patriarchy, conservatism and protectionism. Unlike many Western countries in which right-wing groups have attempted to monopolize nationalism, in the Koreas, it has been associated primarily with the ‘left’: in South Korea, with anti-authoritarian democratic movements, and in North Korea, where nationalism has been one of the founding principles of the Communist Party. Dennis Hart argues, however, that there are multiple nationalisms on the Korean peninsula that cannot necessarily be subsumed under simple left-right rubric: some are more open and inclusive, some more grassroots-based and self-affirming, and others more aggressive, exclusive, state-driven, and exceptionalist. What both Koreas have shared in their respective official nationalist discourses, however, has been the state-led effort to show their citizens that they are the only legitimate representative of ‘true’ Korean identity, and that the other Korea is a pretender or puppet state. Needless to say, both sides have targeted history in their attempts to compete for hegemony over Korean nationalist discourse. In this lecture, Dennis Hart juxtaposes North and South Korean state narratives to show how the same historical moments and events are remembered (in other words, appropriated and mobilized) by each state in different ways. Also discussed are how people of North and South Korea respond to or protest against the state narratives of the nation, and how they struggle to articulate alternative memories and by extension alternative nationalisms.

Dennis Hart is the associate director of the Asian Studies Center at the University of Pittsburgh, and an affiliate professor in the Graduate School of Public and International Affairs. He received his PhD in political science from the University of Washington. Professor Hart’s research and teaching interests include nationalism, culture and identity, and politics in North and South Korea.

He is currently working on a pair of book projects: Politics and Culture in North and South Korea, which will be published by Routledge Press, and Letters from the Empire, a collection of political essays.

In activist communities worldwide, globalization has had an enormous impact, both in the composition of activist groups and the content of their messages. At the same time, regional concerns are playing a significant role in the ways protests are organized, managed, and deployed.

Regardless of their location or their target, it is clear that protest campaigns have, on the one hand, become increasingly globalized. The protests that took place during the July 2008 G8 Toyako Summit in Japan offer a case in point. Approximately one hundred transnational activists flew into Sapporo, a city located near the summit site, and joined various civil and protest activities. Over a loudspeaker, they broadcast statements denouncing the summit meeting as “antidemocratic” and “discriminatory against the poor.” These activists were drawn from East, Southeast, and Central Asia, as well as Europe and North America, and they voiced correspondingly global concerns—for human rights, global peace, and democracy, and against inequality and poverty. These themes echoed those of other major global protests, including demonstrations that took place against the International Monetary Fund and the World Trade Organization, the latter most notably in 1999 in Seattle. Indeed, protests of this kind represent what might be called an antiglobalization movement

On the other hand, global movements of this kind also appear to be organized on an increasingly regional basis. Though the activists who protested the Toyako Summit came from all over the world, and addressed topics of global importance, most of the participants came mainly from South Korea, Hong Kong, and Taiwan. Given this apparent dichotomy, the question arises: Will global social movements become regional?

One could argue that global social movements are and will remain regional, at least for the time being, for two practical reasons. First, the costs associated with flight to activist hubs near protest sites can be expensive. Second, the amount of time spent in transition to the protest site becomes a burden. The time doubles when taking into consideration the time spent to return to the originating country. These factors can be prohibitive especially to those based far away, but are less burdensome to regional activists, thus making it easier for nearby protesters to participate.

While time and cost are no doubt a concern, they may not be as important when compared with the other factors. Language is among these factors. Cooperative activities beyond the national borders are on the rise, yet many foreign activists do not speak the languages spoken in the countries where they protest. They invariably rely on English, widely accepted as the “global” language. Yet the levels of English fluency differ among participating activists, and this is a key factor. With their English ability, activists from Europe and North America tend to communicate with others on an individual basis, while those from nearby countries often rely on interpreters, especially when discussions delve into the details of the planned activity and necessary arrangements associated with it. Typically, interpreters are group leaders, well educated and knowledgeable about regional and global issues—and these individuals facilitate most intergroup communication.

Preestablished ties and preexisting communication can influence negotiation and cooperation processes among activists. Global social movements tend to enhance crossnational cooperation among participating activists—that is, activists who come together from different countries often regroup elsewhere, building on their previous cooperative activities. In the case of the 2008 G8 summit protests, regionalization was very much at work. Several months prior to the summit, Japanese media activists planned a temporary umbrella organization called the G8 Media Network, which helped to accommodate incoming foreign media activists and arranged international cooperative activities during the summit. As it happened, the foreign activists and groups that interacted with the G8 Media Network were actually regional, originating mainly from South Korea and Hong Kong. Under the auspices of the G8 Media Network, these groups of activists arrived prior to the summit and stayed until it concluded. Afterward, the same media groups discussed the continuation of crossnational cooperation. Though technically foreign, the dominant actors and groups who sought to continue cooperative activities were, in fact, only from neighboring countries.

Looking more closely at participants in the global protest activities provides further insight into contemporary global protest movements. At the 2008 G8 Summit protests, two different types of foreign participants were on display—those who had prior ties to host activist groups in Japan, and those who did not. The former group could be described as professional activists, whose preestablished ties ensure that they have good knowledge of a given protest’s scheduled activities. The professional group also organizes its own plans of action, precoordinated with domestic groups. The latter group tends to be traveling activists, a more or less independent and unorganized collection of individuals who enjoy traveling the globe and joining the activities offered at protest sites worldwide. The professional activist group is often drawn largely from neighboring countries in the region.

Most global social movements feature participants from around the world. At the same time, signs of regionalization also exist, making most protests both global and regional in nature. One could claim that the future of global social movements is regional. But whether global or regional, it is vital that we continue to study the composition of global protest movements and their abiding impact on civil society.

History has become both a source and focus of rising tensions in East Asia in recent decades, revolving around controversies over ‘distorted’ interpretations of the past, most notoriously over ‘revisionist’ histories of invasion and the whitewashing or denial of atrocities. Japan has, unsurprisingly, been regarded by its neighbors as the primary perpetrator, both in history and in its retelling in revisionist textbooks, but it has by no means been the only offender, and ‘history wars’ have become increasingly common within and between other countries in the region. In this paper, Alisa Jones examines the phenomenon of ‘historical revisionism’ in East Asian textbooks and the  - primarily domestic - ideological, political and pedagogical purposes it serves. Analyzing often contradictory depictions of victims and perpetrators, heroes and villains, winners and losers, she demonstrates how textbooks convey (others’) guilt/inferiority and (our) innocence/superiority, and how they attempt to defend or legitimize present political projects and territorial claims, win hearts and minds, and shape the values and beliefs of future citizens.

Alisa Jones is the Northeast Asia History Fellow at Shorenstein APARC, Stanford University. She received her degrees from the School of Oriental and African Studies, University of London, and the University of Leeds, specializing in the history and politics of modern and contemporary China. Her research and scholarly publications focus on the politics and practice of historiography and history education in East Asia, in particular on the ways in which the past has been commemorated, revised and contested in both domestic and international arenas. She is currently working on several related projects, examining the goals and content of history and citizenship education as well as the ways in which other public and private mechanisms (such as the legal system, patriotic campaigns, the media, the internet) have been used and abused to define the parameters of acceptable debate about the past and the claims on the citizens of the present and future it represents.

Alisa Jones received her MA from the School of Oriental and African Studies, University of London, and her PhD from the University of Leeds. She specialized in the history of modern and contemporary China with secondary interests in politics and education, writing her doctoral dissertation on history education policy and praxis in the post-Mao reform-and-opening period.

Recently, Jones collaborated on book projects that address the roles played by history textbooks, historiography, and popular culture in shaping public memory and national identities across East Asia and the ways in which the past has been contested in various domestic and international arenas. She is currently working on several related projects, examining the goals and content of history and citizenship education as well as the ways in which other public and private mechanisms (such as the legal system, patriotic campaigns, the media, the internet) have been used and abused to define the parameters of acceptable debate about the past and the claims on the citizens of the present and future it represents.

While at Shorenstein APARC, she will be researching and teaching on issues of historical memory, identity, conflict and reconciliation in the Northeast Asian region.

As the new year begins, the administration of ROK President Lee Myung-bak faces an unusually complex and rapidly evolving regional security landscape as he seeks to craft a strategy that simultaneously deepens ties with the U.S., protects South Korean equities in North Korea, continues to reduce tensions with neighboring countries and promotes economic objectives in Northeast Asia (including eastern Siberia). What are his options, considerations and prospects for success?

The past year witnessed an accelerated pace and apparent deepening in substance of the nascent security ties between and among the nations of Northeast Asia. A veritable whirlwind of diplomatic activity featured “upgraded” dialogue and symbolic steps. Meanwhile, as token of warming relations and impetus for even closer regional cooperation, China, Japan and the ROK met trilaterally on an array of issues. Ambitious proposals – and cutthroat bargaining – attended competition for a stake in Russian energy resources and potential infrastructure projects in the conjunction of eastern Siberia, Korea and China. Through the year all involved parties – the ROK, China, Russia, Japan, and the U.S. – met in the Six-Party talks context. Each party, excepting North Korea, paid public obeisance to the goal of “transforming” the talks into a new regional security mechanism.

But the year 2009 dawns against the backdrop of uncertainties that cast a cloud over the promise suggested by these developments: the global economic and financial crisis; battered, untested or unpopular political leaderships; competing nationalisms – and national interests; and the import and implications of China’s “rise.”

Mr. Keyser retired from the U.S. Department of State in September 2004 after a 32-year career. He had been a member of the Senior Foreign Service since 1990, and held Washington-based ambassadorial-level assignments 1998-2004. Throughout his career he focused on U.S. policy toward East Asia, particularly China, Taiwan, Hong Kong, Japan and the Korean Peninsula. Fluent in Chinese and professionally conversant in Japanese, Russian and French, he served three tours at the American Embassy in Beijing, two tours at the American Embassy in Tokyo, and almost a dozen years in relevant domestic assignments. In the course of his career, Keyser logged extensive domestic and foreign experience in senior management operations, conflict resolution, intelligence operations and analysis, and law enforcement programs and operations.

Donald W. Keyser retired from the U.S. Department of State in September 2004 after a 32-year career.  He had been a member of the Senior Foreign Service since 1990, and held Washington-based ambassadorial-level assignments 1998-2004.  Throughout his career he focused on U.S. policy toward East Asia, particularly China, Taiwan, Hong Kong, Japan and the Korean Peninsula. Fluent in Chinese and professionally conversant in Japanese, Russian and French, he served three tours at the American Embassy in Beijing, two tours at the American Embassy in Tokyo, and almost a dozen years in relevant domestic assignments.  In the course of his career, Keyser logged extensive domestic and foreign experience in senior management operations, conflict resolution, intelligence operations and analysis, and law enforcement programs and operations.  A Russian language major in college and a Soviet/Russian area studies specialist through M.A. work, Keyser served 1998-99 as Special Negotiator and Ambassador for Regional Conflicts in the Former USSR.   He sought to develop policy initiatives and strategies to resolve three principal conflicts, leading the U.S. delegation in negotiations with four national leaders and three separatist leaders in the Caucasus region.

Keyser earned his B.A. degree, Summa Cum Laude, with a dual major in Political Science and Russian Area Studies, from the University of Maryland.  He pursued graduate studies at The George Washington University, Washington, D.C., from 1965-67 (Russian area and language focus) and 1970-72 (Chinese area and language focus).   He attended the National War College, Fort McNair, Washington (1988-89), earning a certificate equivalent to an M.S., Military Science; and the National Defense University Capstone Program (summer 1995) for flag-rank military officers and civilians.
