More than 215 million people—approximately 3% of the world’s population—now live outside their country of birth (United Nations, 2009). Migration of individuals across international borders has socio-economic consequences both to the receiving and sending countries. One of the most important economic impacts of international migration is the amount of remittances sent home by migrants. World Bank (2011) estimated that developing countries received about $372 billion of remittances. Remittances serve as the second largest source of foreign reserves, next to exports of goods and services, for these countries. In addition, remittances benefit the poor households whose average income falls below the amount necessary to meet their most basic and non-food needs for the year.

This study focuses on the roles of international migration and remittances in the Philippines, which was ranked fourth in total international remittances received in 2009, after India, China, and Mexico (World Bank, 2012). The Philippine government refers to the temporary international workers or Overseas Filipino Workers (OFWs) as bagong bayani or new heroes. This epithet stems from the important roles that these migrant workers play: they often serve as the primary income providers for their families left in the Philippines, and their transfers are a source of foreign reserves for the Philippine economy.  

The colloquium presents evidence on three related research questions. The first is whether agricultural households in rural Philippines use remittances from OFWs, along with loans, and assets to mitigate the effect of negative shocks to their income. In particular, speaker Marjorie Pajaron will ask the question whether farmers depend on their network of family and friends when they encounter a natural disaster, like excessive rainfall or typhoon. The second is how migration affects the bargaining power within the household. Finally, she will discuss the remittance behavior of different types of migrants from the Philippines. 

Marjorie Pajaron joins the Walter H. Shorenstein Asia-Pacific Research Center during the 2012–13 academic year from the University of Hawai’i at Manoa Department of Economics where she served as a lecturer.

She took part for five years in the National Transfer Accounts project based in Honolulu. This conference will bring together scholars of North Korea who will debate various aspects of North Korean culture from historical, comparative, and multidisciplinary perspectives.  The prominence of North Korea in world news and the media cannot be understated; yet at a time when much of the analytic energy goes into trying to predict North Korea’s next political move, to assess its military and economic strategies, or to determine the extent of an ever-growing Chinese influence, more attention needs to be paid to its expressions of art, literature, and performance culture that continues to be produced for both internal and external consumption. The presentations in this conference engage with music, graphic novels, art, science fiction, film, and ego-documents with an attempt to illuminate the ways in which North Korea remembers its past, asserts itself in the present, and imagines its future even while outside influences increasingly disrupt its once-hermetically sealed borders.

For the past two decades China has been a poster child of successful globalization, integrating with the world and in the process lifting millions of citizens out of poverty. But China’s integration into the world economy and global trends drive and constrain Beijing’s ability to manage growing social, economic and political challenges. 

Global trends affect all nations, but China may be uniquely vulnerable to developments beyond its borders and beyond its control. Chinese leaders recognize the diversity and complexity of the challenges they face but appear determined to confront them individually and incrementally. How – and how well – they respond to those challenges will have significant consequences of China and the world. 

Many of these challenges center on rising expectations in the face of increasing competition.

Thanks to a fortuitous combination of wise decisions and good timing, China has made phenomenal progress in the three decades since Deng Xiaoping launched the policy of reform and opening to the outside world in 1978. More Chinese citizens live better today than ever before and many more expect to join the privileged ranks of the middle class. Aspirations and expectations have never been higher. That’s a very good situation to be in, but it also entails enormous challenges for China’s leaders because several trends indicate that meeting expectations could become increasingly difficult.

Specifically, China will find it increasingly difficult to sustain past rates of growth and improvements in living standards.

One visible trend results from the strategic decision to take on the easiest tasks first in order to produce an “early harvest” of tangible benefits that build experience and confidence to tackle the next set of challenges. By design, each successive set of challenges is more difficult than the ones that preceded it. There are many different manifestations of this phenomenon, including the decision to focus on the more developed coastal areas and move inward to less-developed regions characterized by less infrastructure, poorer nutrition and less education. Other manifestations include the consequences of joining international production chains as low-cost assemblers of goods that are designed, manufactured and marketed elsewhere. Sustained success requires moving up technical and managerial ladders to perform more demanding and better paying tasks. Other daunting challenges result from policies that have deliberately constrained domestic demand with predictable consequences that include increasing inflationary pressures and a nationwide property bubble.

A second category of challenges results from the fact that China now has, and will continue to have, more competition than in the past. When Deng announced the decision to pursue the longstanding goal of self-strengthening by following the model of Japan, Taiwan and other rapid modernizers, he was responding to a de facto invitation from the Carter administration for China to take advantage of “free world” economic opportunities without becoming an ally or having to change its political system. This gave China a 10-year head start with virtually no competition until the Soviet Union collapsed and the Cold War ended. China made good use of this opportunity and has since taken advantage of experience and ties forged with foreign partners before Central European states and the states of the former Soviet Union joined the game. 

India, Brazil, Indonesia and other “non-aligned” states stayed out of the game for a few years longer, thereby increasing China’s advantages. Now there are more players and potential competitors climbing the learning curve more rapidly than they otherwise might have done because they can learn from China’s experience. Foreign investors and international production chains now have far more options than they did when China was essentially the only large developing country in the game.

China now has, and will continue to have, more competition than in the past from other emerging economies.

A third set of challenges centers on demographic trends and implications. One is the oft-cited but nonetheless extraordinary challenge of being the first country in history to have a population that becomes old before it becomes rich. Many countries have graying populations – Japan and South Korea in Northeast Asia and most of Western Europe – but the others are much more highly developed than China and have extensive social safety nets to meet the needs of their senior citizens. China’s one-child-per-couple-policy has accelerated a demographic shift that normally occurs in response to higher standards of living, greater educational and employment opportunities for women, and the independent choices of millions of people. 

China must put in place an extensive and costly system to support its elderly – reducing the amount of money and other resources available for other goals – or live with the consequences of making individuals and couples responsible for the wellbeing of parents and grandparents. This challenge is compounded by the broader consequences of becoming a society in which there are few siblings, cousins, aunts, uncles or other relatives beyond the nuclear family.

A fourth challenge derives from the highly centralized character of China’s political system. For three decades, China arguably has been able to develop as quickly as it has because it is a unitary state – not a federal system in which the provinces have significant independent authority – with a single-party regime. This facilitates timely and decisive action in response to perceived needs and opportunities and makes it easier to coordinate multiple components of an increasingly complex system. There are advantages to this type of system, but also risks and costs. One set of risks results from the fact that “all” key decisions must be made at the apex of the system by a relatively small number of officials who have only finite time, attention and knowledge. As China has become more modern and prosperous, it has also become more diverse. Different locales, sectors of the economy, interest groups and other constituencies have diverse expectations of the political system. Keeping the many concerns and requirements straight, and successfully juggling and balancing competing demands, will continue to become more complex and difficult.

Looming challenges are under study, increasing the likelihood of avoiding the most negative consequences.

As this happens, it will intensify another challenge, namely, the challenge of being “right” most of the time with little to no cushion for error. Systems with distributed authority are more cumbersome, but they avoid single points of failure. The danger of single-point failure increases as the complexity of issues, number of competing viewpoints and volume of information increases. Logically, the chance of mistakes increases as decisions become more demanding. Theoretically, there exists a point in any system at which the system can be overwhelmed by the magnitude of the task. The eurozone crisis may be a cautionary example.

Recognizing these challenges should not be read as a pessimistic prediction of inevitable failure. Indeed, the fact that looming but not yet imminent challenges are already the subject of study, deliberation and debate around the world increases the likelihood of avoiding the most negative or disruptive consequences; mitigating those that cannot be avoided entirely; and capitalizing on the many positive trends toward greater cooperation, acceptance of interdependencies and ability to learn from others’ experiences. 

Clearly discernible trends point to common interests and opportunities for cooperation as well as to challenges of unprecedented complexity. Whether China continues to eschew active engagement to address challenges at the global level in order to concentrate on domestic problems will shape possibilities for international cooperation. So, too, will actions of other nations that help or hinder China’s ability to solve its problems.

Southeast Asian identity is thought to be far more elite-political than mass-cultural in nature. Is this conventional wisdom true?  Audiovisual flows of popular culture across national borders have proliferated.  Malaysia, for example, is flooded with Indonesian music and films, while there are a number of Malaysian actors in the Indonesian TV industry.  Specifically Muslim culture has a growing presence in both countries’ soap operas, novels, songs, and cinema.  In their films, Malaysian directors Yasmin Ahmad and Hatta Azad Khan reflect on notions of Islamic primacy and Malay supremacy in their country, while Arabo-Muslim-centered cinema draws audiences in Indonesia.  These themes are associated in both countries with the spread of Islamic ethics, the implementation of Islamic laws, and the associated jockeying of Islamist groups for greater political leverage.  Dr. Clark will use this evidence to highlight and explore the intersection of culture and politics in Southeast Asian regionalism—a dynamic, participatory, on-the-ground process that does not depend on what ASEAN diplomats say or do.

Marshall Clark is a lecturer in Indonesian studies in the School of International and Political Studies at Deakin University in Melbourne, Australia.  Future and recent publications include Maskulinitas: Culture, Gender and Politics in Indonesia (forthcoming in 2010); a monograph on Indonesian literature, Wayang Mbeling (in Indonesian, 2008); and a chapter on Indonesian cinema in Popular Culture in Indonesia (2008).  Before moving to Deakin, he taught at the University of Tasmania.  His doctorate in Southeast Asian studies is from the Australian National University.  At Stanford in Spring 2010 he will work on a joint research project with Dr. Juliet Pietsch on “Indonesia-Malaysia Relations: Culture, Politics and Regionalism in Southeast Asia.”

He served as chairman of the board of directors of Palm, Inc. from 1999-07 and as CEO of Palm from 2001-03. Benhamou served as CEO of 3Com Corporation from 1990-2000. Benhamou has served on US government advisory committes and panels, corporate and educational boards and is the recipient of numerous honorary doctorates and awards, including the Packard Award. He holds an MS from the Stanford University School of Engineering.

The Walter H. Shorenstein Asia-Pacific Research Center is currently in the midst of a three-year research project, “Divided Memories and Reconciliation.” Divided Memories is a comparative study of the formation of elite and popular historical consciousness of the Sino-Japanese War and Pacific War periods in China, Japan, Korea, Taiwan and the United States with the aim of promoting understanding and reconciliation. The first phase, which has been completed, is a comparative study of high school history textbooks from all five nations, focusing on the way the textbooks treat the wars and their aftermath. The second phase focuses on the impact of popular culture, especially films, on the formation of public memory.
 
The main goal of this international conference is to examine the role of dramatic cinema in shaping popular and elite perceptions of the historical period from 1931-1951, ranging from the treatment of Japanese colonialism to the post-war settlement and the beginnings of the Korean War. Panelists will survey the cinemas of Japan, China, Korea and the United States, identifying important films made during the post-war period and their impact on war memory. The conference will then focus on key issues of the wartime period as they are represented in film, including the Nanjing Massacre, nationalism in Japan, the colonial experience in Korea and the Korean war. Finally, we will examine other forms of popular culture, including manga and anime.
 
This conference is aimed at promoting public discussion crossing national borders and disciplinary boundaries – and producing an edited volume for publication. It will be preceded by a film series, featuring significant films on this wartime period from China, Japan, South Korea and the United States. The series will conclude on the evening of December 4, preceding the opening of the conference, with a showing and discussion of Letters from Iwo Jima with director Clint Eastwood.

Chiho Sawada holds Ph.D. and M.A. degrees from Harvard University (specialty in East Asian history; secondary field in Western intellectual history) and a B.A. from the University of California, San Diego (major in economics; minor in visual arts). In addition, he has attended the Fletcher School of Law & Diplomacy (concentration in International Politics and Development), conducted research at numerous other institutions in Asia and the United States, and served stints in U.S. Embassies in Beijing and Seoul.

Dr. Sawada is currently working on several collaborative and individual research projects: (1) Historical Injustice, Redress, and Reconciliation: Global Perspectives, (2) Public Diplomacy and Counter-publics: Asia and Beyond, 1945 to the present, and (3) Student and Urban Cultures in Colonial Contexts. He recently contributed a chapter entitled "Pop Culture, Public Memory, and Korean-Japanese Relations" to the first volume of project one, Rethinking Historical Injustice in East Asia (Routledge, forthcoming). For project two, he is lead organizer of a Stanford workshop and conference, and editing the conference book. Project three is a book project that expands his dissertation to consider colonial context not just in Northeast Asia, but also India, Southeast Asia, and Africa.

William Chen: A General Partner with DT Capital Partners, Chen has been involved in technology companies and startups in Silicon Valley and China, most recently as Founder and CEO of Accelergy Corporation, a R&D technology company with operations in the US and Shanghai. Prior to Accelergy, Chen was Founder and CEO of OnePage, Inc., an enterprise software company that developed a suite of portal products and management tools for the corporate market (acquired by Sybase, Inc.). Before starting OnePage, he was one of the Founders of Billpoint, Inc., which pioneered the concept of online person to person payments. Chen has a BS from the University of Florida and a MBA from Harvard Business School.

Dr. Robert P. Lee: Lee, a 30-year veteran of the computer industry, is Chairman and CEO of Achievo Corporation, which he co-founded in 2002 while he served as president and CEO of Accela, Inc., a leading government automation software company. He was president and CEO of Inxight Software, Inc. before joining Achievo. Prior to that, he was Chairman, President and CEO of Insignia Solutions plc, a software company he took public in 1995. Dr. Lee has served as Executive VP at Symantec Corporation, and was Senior VP at Shared Medical Systems Corporation (now merged with Siemens). He received a BS from the University of California, Berkeley, and MS and PhD from the University of California, Los Angeles, all in computer science.

Gadi Maier: Most recently, Maier was CEO and President of Israel-based FraudSciences Corporation, (recently purchased by eBay), and prior to that he spent a year as Venture Partner at Pinnacle Ventures and Benchmark Capital. He was a co-founder and CEO of Scalent Systems (advanced datacenter virtualization software) and he co-founded Currenex, (a marketplace for buyers and sellers of foreign currency, sold to State Street Bank). Preceding Currenex, Maier was CEO, President and Chairman of GetThere, (on-line travel technology to corporations and airlines), leading GetThere's IPO as well as its sale in 2000 to Sabre Corporation. He has served as CEO for Memco Software, Inc., VP & General Manager for Cisco Systems' Internet Business Unit and held senior-level management positions at Oracle. Security has been a priority for regionalism in Southeast Asia since well before ASEAN's inception in 1967. Democracy has not. But as Southeast Asia has become at least formally more democratic, some members of the Association have begun to question its original commitment to respecting the national sovereignty of its members and not criticizing abuses within their borders. The stage is now set for a reconsideration of democracy as a legitimate regional concern.

There are at least three (non-mutually-exclusive) ways in which democracy could become a higher priority for ASEAN: (i) instrumentally, if regional elites are sufficiently convinced that a lack of democracy inside a given country makes the larger region insecure; (ii) normatively, to the extent that these elites value transparency, accountability, and the protection of rights and freedoms as regional ends in and of themselves; and (iii) externally, to the extent that such elites are subjected to pressures from domestic and/or foreign actors to make democracy a regional priority.

This conference, and the subsequent volume, will review and assess these possibilities with particular reference to how democracy may be related to security in Southeast Asia. If security is a benefit of democracy, the instrumental case is made. Normatively, security can be enlarged to incorporate democracy as a matter of "human security," to cite an increasingly popular concept. Security-democracy linkages can also be drawn by external actors with democratizing agendas -- governments outside the region as well as activists inside it.

How do security and democracy interact in Southeast Asia? Can and should democracy become a regional priority in Southeast Asia? Why, or why not, to what extent, and with what policy implications -- and recommendations? These are the core questions that the conference and the book will try to answer.

At Stanford, in addition to his work for the Southeast Asia Program and his affiliations with CDDRL and the Abbasi Program in Islamic Studies, Donald Emmerson has taught courses on Southeast Asia in East Asian Studies, International Policy Studies, and Political Science. He is active as an analyst of current policy issues involving Asia. In 2010 the National Bureau of Asian Research and the Woodrow Wilson International Center for Scholars awarded him a two-year Research Associateship given to “top scholars from across the United States” who “have successfully bridged the gap between the academy and policy.”

Emmerson’s research interests include Southeast Asia-China-US relations, the South China Sea, and the future of ASEAN. His publications, authored or edited, span more than a dozen books and monographs and some 200 articles, chapters, and shorter pieces.  Recent writings include The Deer and the Dragon: Southeast Asia and China in the 21st Century (ed., 2020); “‘No Sole Control’ in the South China Sea,” in Asia Policy  (2019); ASEAN @ 50, Southeast Asia @ Risk: What Should Be Done? Prior to moving to Stanford in 1999, Emmerson was a professor of political science at the University of Wisconsin-Madison, where he won a campus-wide teaching award. That same year he helped monitor voting in Indonesia and East Timor for the National Democratic Institute and the Carter Center. In the course of his career, he has taken part in numerous policy-related working groups focused on topics related to Southeast Asia; has testified before House and Senate committees on Asian affairs; and been a regular at gatherings such as the Asia Pacific Roundtable (Kuala Lumpur), the Bali Democracy Forum (Nusa Dua), and the Shangri-La Dialogue (Singapore). Places where he has held various visiting fellowships, including the Institute for Advanced Study and the Woodrow Wilson International Center for Scholars. 



Emmerson has a Ph.D. in political science from Yale and a BA in international affairs from Princeton. He is fluent in Indonesian, was fluent in French, and has lectured and written in both languages. He has lesser competence in Dutch, Javanese, and Russian. A former slam poet in English, he enjoys the spoken word and reads occasionally under a nom de plume with the Not Yet Dead Poets Society in Redwood City, CA. He and his wife Carolyn met in high school in Lebanon. They have two children. He was born in Tokyo, the son of U.S. Foreign Service Officer John K. Emmerson, who wrote the Japanese Thread among other books.
