Asia Health Policy Postdoctoral Fellow in Developing Asia

Marjorie Pajaron joins the Walter H. Shorenstein Asia-Pacific Research Center during the 2012–13 academic year from the University of Hawai’i at Manoa Department of Economics where she served as a lecturer.

She took part for five years in the National Transfer Accounts project based in Honolulu. Her research focuses on the role of migrant remittances as a risk-coping mechanism, as well as the importance of bargaining power in the intra-household allocation of remittances in the Philippines.

Pajaron received a PhD in economics from the University of Hawai’i at Manoa.

This paper examines the effect of income growth induced by 1978–84 land reform on the
sex ratio imbalance in China. Using variation in reform timing by county together with the
absence of sex selection among first-born child, we compare the sex of the second child between families with a first girl and those with a first boy before and after the reform. Results show that following a first daughter, the second child is 5.5 percent more likely to be a boy after landreform. Better educated parents are substantially more likely to respond with sex selection. After assessing various potential channels, our evidence is most consistent with an effect of increased household income.
 
Shuang Zhang is a postdoctoral fellow at SIEPR. She received her PhD from Cornell University in 2012 and will start as an assistant professor at the University of Colorado Boulder after one year at SIEPR. Her primary interests are development, health and education. Her current work focuses on various reforms and health outcomes in China.

Young-Hae Han is a visiting professor at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for the 2012–13 academic year. She is also a professor at the Graduate School of International Studies at Seoul National University (SNU). Her research and education focuses on contemporary Japanese society. She has conducted field research on Japanese local-level grassroots social movements in cities such as Kawasaki, Kunidachi, Kobe, Yamagata, Kanazawa, and Oita. After the Great East Japan Earthquake in 2011, she organized a team and conducted research in the damaged area. Han is also involved on researching another topic that is of great interest to her: ethnic minorities in contemporary Japan. For this topic, her research has been focused on identity issues of Zainichi Koreans, particularly on the new relation of Zainichi with their “homeland” in the post-cold war period.

Han served as the director of the Institute for Japanese Studies at SNU from 2006 to 2012 until just before she joined Shorenstein APARC. She also served as the chair of the Exchange Committee of KSA-AJS at the Korean Sociological Association from 2008 to 2011.

Han is the author of numerous publications, such as the books: Understanding Contemporary Japanese Society (in Korean); Japanese Community and Grassroots Social Movements (in Korean); Multi-Cultural Japan and Identity Politics (co-author, in Korean). Her recent publications include Institutionalization of East Asian Studies and New Dilemmas: With a Focus on Japanese Studies (in English); New Relationship between Zainichi Koreans and the Homeland: Through the Journeys of the Former ‘Chosen Nationals’ Living in Korea (in Japanese); The Meaning of ‘Seikatsu’ (Life) in the Citizens’ Movement in Contemporary Japan (in Korean); and The Inheritance of the Korean Dance and Identity in the Ethnic Korean Community (in Korean).

Shorenstein Postdoctoral Fellow

Daniel M. Smith was a postdoctoral fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2012–13 academic year.

He is an expert on Japanese politics whose research interests include political parties, elections and electoral systems, candidate recruitment and selection, and coalition government. During his time at Shorenstein APARC, he will be completing a book manuscript about the causes and consequences of political dynasties in developed democracies, with a particular focus on Japan.

Smith earned his PhD and MA in political science from the University of California, San Diego, and his BA in political science and Italian from the University of California, Los Angeles. He has conducted research in Japan as a Ministry of Education, Culture, Sports, Science, and Technology research scholar at Chuo University (2006–2007), and as a Fulbright IIE dissertation research fellow at the Institute of Social Science at the University of Tokyo (2010–2011). After completing his fellowship at Shorenstein APARC, he will join the Department of Government at Harvard University as an assistant professor.

The 25 students who participated this past summer in Stanford’s East Asia Internship Program gained hands-on experience at major media organizations, consulting firms, university hospitals, law offices, museums, and more. The University of Tokyo, the National University of Singapore, and numerous other Asian higher education institutions appear in the annual worldwide rankings of top universities.

Education, so closely linked to economics, is an increasingly global competition in the digital information age. Many Asian policymakers are now pushing for higher education reform—and not merely as a matter of academic prestige. They believe strong, innovative higher education systems will pave the way for their countries’ future economic and political strength.

Looking comparatively at situations across Asia and in the United States, the Stanford Kyoto Trans-Asian Dialogue considered possible solutions to the challenges of reforming higher education today. This annual event, the fourth since Shorenstein APARC established the Dialogue series in 2009, took place September 6 and 7 in Kyoto. It concluded with a public symposium and reception at the Kyoto International Community House.

In an interview before the event, Gi-Wook Shin, director of Shorenstein APARC, spoke about the mission and history of the Stanford Kyoto Trans-Asian Dialogue, and about the significance of this year’s theme.

From where did the idea for the Dialogue originate, and what makes Kyoto an ideal location for the event?

The Dialogue is dedicated to establishing ongoing policy-oriented conversations between the countries of the Asia-Pacific region. For several years, my Shorenstein APARC colleagues and I envisioned having an annual forum in Asia where scholars and practitioners from the United States and Asia could come together. The Stanford Kyoto Trans-Asian Dialogue, established in 2009, represents that vision.

Forums on Asia-Pacific regional issues have historically taken place in the United States, but seldom actually in Asia. The Dialogue is about engaging and learning from multiple perspectives—it is not a one-way conversation. Each year, we identify an issue of major significance to the entire Asia-Pacific region, including such themes as: energy and the environment; regional political structures; and demographic change.

Kyoto, the home of the Stanford Japan Center (SJC), offers the perfect setting. Stanford and Kyoto have enjoyed a close relationship since SJC was founded in 1989, and Kyoto is both a beautiful and an international city.

Who are some of the experts who will be participating this year, and why will the issue of reforming higher education become increasingly important in the coming decades?

One of the Stanford Kyoto Trans-Asian Dialogue’s strongest features is the participation of both academics and practitioners in the conversation. We exchange views with one another, but we also seek to make a positive policy impact in our respective countries.

This year, we have several top-level academic administrators involved in the Dialogue, including current or former university presidents, vice presidents, and provosts. We also have officials who are involved in government-level higher education reform. These are some of the key people who are helping to shape the future of higher education in the United States and Asia.

Reforming higher education has become a major issue in many countries in Asia, especially Singapore, Hong Kong, South Korea, and Japan. This is related in part to global economic competition, and also to academic prestige. These countries often look to American colleges for a model, but there are many lessons to be found within Asia itself. The Asia-Pacific region abounds with higher education institutions, from those that are only a few decades old to those that are a century or older.

How does the Dialogue help Shorenstein APARC stay connected with its friends and alumni in Asia? 

Former visiting scholars and fellows to Shorenstein APARC take part each year in the Stanford Kyoto Trans-Asian Dialogue. Some of our donors even attend. We are fortunate to have a large network of alumni and friends throughout Asia, including scholars, researchers, government officials, business executives, non-profit leaders, lawyers, and journalists.

We conclude each Dialogue with a public symposium and reception at the Kyoto International Community House, which a number of our Corporate Affiliates Program alumni always attend. This year, in conjunction with the Dialogue, we are also holding a reception in Tokyo. We are looking forward to reconnecting with a large number of our Shorenstein APARC friends and alumni living in Japan.
