Before 1947, South Asia was for the most part a single state. Multiple states emerged thereafter, and then moved apart politically, culturally, and economically. The resulting interstate tensions are manifest in the countless "negative lists"-items that may not be traded, tariffs that must be paid, transport lines that cannot be crossed-that govern these nations' daily interactions. Intermittent armed conflict in the region only intensifies feelings of distrust.

At the beginning of the twenty-first century, interstate relations can be characterized by mutual wariness and circumspection. Failures in development and security cooperation have hurt South Asia, which contains two declared nuclear powers, India and Pakistan. Crossborder human trafficking and terrorism are increasing. Regional trade represents a paltry 5 percent of total trade. Globally, regional integration and prominent regional institutions-such as the European Union and the Association of Southeast Asian Nations-are gaining ground, but South Asia lags behind. It is almost as if South Asia, as a region, does not exist.

Given that South Asia contains India, one of the world's most dynamic, democratic economies, this is an anomaly. As shown in Europe, North America, Southeast Asia, and elsewhere, a "powerhouse" state can be the best guarantor of regional stability and integration. India's recent rise has prompted in some progress in regionalism, but it has been modest to date.
More can and must be done to understand regionalism's drivers, benefits, and barriers. Using a comparative perspective, this lively and broad-based volume draws on theories of trade, security, great-power influence, and domestic political theory to examine the prospects for South Asian regionalism. Does South Asia Exist? devotes particular attention to India, the largest power in the region, and analyzes the extent to which it enhances or blocks greater regional integration. As the distinguished contributors reveal with piercing honesty, the question at the heart of this provocative book defies easy answers.

Jospeh Fewsmith is the author of four books: China Since Tiananmen: The Politics of Transition (2001), Elite Politics in Contemporary China (2001), The Dilemmas of Reform in China: Political Conflict and Economic Debate (1994), and Party, State, and Local Elites in Republican China: Merchant Organizations and Politics in Shanghai, 1980-1930 (1985). He is very active in the China field, traveling to China frequently and presenting papers at professional conferences such as the Association for Asian Studies and the American Political Science Association. His articles have appeared in such journals as Asian Survey, Comparative Studies in Society and History, The China Journal, The China Quarterly, Current History, The Journal of Contemporary China, Problems of Communism, and Modern China. He is also a research associate of the John King Fairbank Center for East Asian Studies at Harvard University.

Andrew Walder is the Denise O'Leary and Kent Thiry Professor in the Department of Sociology at Stanford, where he is also a Senior Fellow in the Freeman Spogli Institute for International Studies (FSI). He is currently the Director of the Division of International, Comparative and Area Studies in Stanford's School of Humanities and Sciences, and in past years has served as Chair of Stanford's Department of Sociology and Director of FSI's Shorenstein Asia-Pacific Research Center.  

A political sociologist, Walder has long specialized on the sources of conflict, stability and change in communist regimes and their successor states. His current research focuses on changes in the ownership and control of large Chinese corporations and the parallel emergence of a new corporate elite with varied ties to state agencies. He also continues his research interest in Mao-era China, with a focus on the mass politics of the Cultural Revolution of 1966-1969.

Andrew G. Walder is the Denise O'Leary and Kent Thiry Professor at Stanford University, where he is also a senior fellow in the Freeman Spogli Institute for International Studies. Previously, he served as Chair of the Department of Sociology, Director of the Walter H. Shorenstein Asia-Pacific Research Center, and Head of the Division of International, Comparative and Area Studies in the School of Humanities and Sciences.

Walder has long specialized in the sources of conflict, stability, and change in communist regimes and their successor states. His publications on Mao-era China have ranged from the social and economic organization of that early period to the popular political mobilization of the late 1960s and the subsequent collapse and rebuilding of the Chinese party-state. His publications on post-Mao China have focused on the evolving pattern of stratification, social mobility, and inequality, with an emphasis on variation in the trajectories of post-state socialist systems. His current research is on the growth and evolution of China’s large modern corporations, both state and private, after the shift away from the Soviet-inspired command economy.

Walder joined the Stanford faculty in 1997. He received his Ph.D. in sociology at the University of Michigan in 1981 and taught at Columbia University before moving to Harvard in 1987. From 1995 to 1997, he headed the Division of Social Sciences at the Hong Kong University of Science and Technology.

Walder has received fellowships and grants from the Guggenheim Foundation, the National Science Foundation, the National Academy of Sciences, the Henry Luce Foundation, the Ford Foundation, the Social Science Research Council, and the Center for Advanced Study in the Behavioral Sciences. His books and articles have won awards from the American Sociological Association, the Association for Asian Studies, and the Social Science History Association. He is an elected member of the American Academy of Arts and Sciences.

His recent and forthcoming books include  Fractured Rebellion: The Beijing Red Guard Movement  (Harvard University Press, 2009);  China Under Mao: A Revolution Derailed  (Harvard University Press, 2015);  Agents of Disorder: Inside China’s Cultural Revolution  (Harvard University Press, 2019); and  A Decade of Upheaval: The Cultural Revolution in Feng County  (Princeton University Press, 2021) (with Dong Guoqiang); and Civil War in Guangxi: The Cultural Revolution on China’s Southern Periphery (Stanford University Press, 2023).

More than six decades after the end of World War II, the Japanese government has yet to release an estimated ¥200 billion worth of unpaid wages owed to Korean forced laborers who were brought to wartime Japan. Nor has the government disbursed an additional ¥200 billion worth of financial benefits owed to Korean and Taiwanese military servicemen. During the Allied Occupation of Japan, American authorities directed Japanese officials to compensate these Asian victims of the war effort, setting up a custody account for labor conscripts in 1946 and a foreign creditor's account for military conscripts in 1949. However, the outbreak of the Korean War destroyed any chance of monetary compensation, as the U.S. preoccupation over the new cold-war conflict effectively froze up bank accounts relating to Japan's former colonial subjects. Clarifying the historical record of American involvement in this unresolved issue of war compensation can contribute towards resurrecting efforts to reach regional reconciliation between Japan and its neighbors in Northeast Asia.

Matthew Augustine is the 2009-2010 Northeast Asia History Fellow at Shorenstein APARC, Stanford University. He received his Ph.D. from the History Department at Columbia University and his B.A. from the Politics Department at Princeton University. His research interests include military occupations, especially the U.S. occupations in Japan, Korea, and Okinawa after World War II; transnational migrations and border controls; Japan's colonial empire in the Asia-Pacific; and the history and politics of war reparations in Northeast Asia.

After two years of research at the University of Tokyo, Dr. Matt Augustine recently received his Ph.D. in History from Columbia University. Augustine also received a M.A. in History from Columbia and received a B.A. from the Politics Department at Princeton University. He specializes in the history of modern Japan and Korea.

Augustine’s research focuses on international and comparative history of military occupations, especially U.S. occupations in Japan, Korea, and Okinawa; Japan’s colonial empire in the Asia-Pacific; and the history of race, migration, and border controls.

He recently published an article that explores the interaction between the cross-border smuggling and reversion movement with Japan as acts of resistance by Okinawans against U.S. military rule in the Ryukyu Islands after World War II. Augustine’s dissertation, “Crossing from Empire to Nation: Repatriation, Illegal Immigration, and the Allied Occupation of Japan, 1945-1952,” examines the relationship between migration and border controls, as well as the redefinition of nationality and ethnicity in post-imperial Japan.

While at Shorenstein APARC, Augustine will research and write on the history of war reparations that continue to affect relations between Japan and its neighbors in Northeast Asia. He will also teach a course that covers such issues as war, empire, postcolonialism, and U.S. military occupations in the region.

In 2005 the Indonesian government announced a program of unconditional cash transfers to its poor and near-poor citizens to help them overcome the adverse effects of fuel price hikes caused by a massive reduction in subsidies.  The program—the largest of its kind in the world, covering some 19 million households—was reintroduced in 2008 following another round of fuel subsidy cuts.

How successful was this effort to help poor Indonesians weather these economic shocks?  Did the transfers alleviate suffering to the desired extent?  Did their unconditional character ensure quick action and wide coverage?  Or did it foster dependence on public welfare and depress incentives to work?  Were deserving recipients chosen?  Or did corruption and conflict distort the process?  Are there lessons in Indonesia’s experience applicable to other developing countries?  Dr. Sudarno will mobilize quantitative and qualitative evidence to address these questions.

Sudarno Sumarto co-founded The SMERU Research Institute and served as its director for nearly ten years.  Under his leadership, SMERU played a vanguard role in helping to reduce poverty in Indonesia through careful empirical research on behalf of improved public policy.  His more than fifty publications include studies of economic growth, poverty and unemployment reduction, and the performance of primary-school pupils, among other topics, in the Journal of Development Economics (2009), Beyond Food Production (2007), and SMERU’s own working paper series, among other venues.  He has also been active as an advisor to the Indonesian government on poverty issues and as a lecturer at the Bogor Institute of Agriculture.

Sudarno Sumarto is the Shorenstein APARC / Asia Foundation fellow for 2009-10.  He has a PhD and an MA from Vanderbilt University and a BS from Satya Wacana Christian University (Salatiga), all in economics.  Prior to joining Shorenstein APARC he was the director of SMERU for nearly 10 years. SMERU is an independent institution for research and public policy studies which professionally and proactively provides accurate and timely information, as well as objective analysis on various socioeconomic and poverty issues considered most urgent and relevant for the people of Indonesia. The institute has been at the forefront of the research effort to highlight the impact of government programs and policies, and has actively published and reported its research findings. The work expanded to include other areas of applied and economic research that are of fundamental importance to contemporary development issues. He was also a lecturer at Bogor Institute of Agriculture (IPB), Bogor, Indonesia.

Sumarto has contributed to more than sixty co-authored articles, chapters, reports, and working papers, including "Agricultural Growth and Poverty Reduction in Indonesia," in Beyond Food Production (2007); "Reducing Unemployment in Indonesia," SMERU Working Paper, 2007; "Improving Student Performance in Public Primary Schools in Developing Countries:  Evidence from Indonesia," Education Economics, December 2006; and “The Effects of Location and Sectoral Components of Economic Growth on Poverty: Evidence from Indonesia.” Journal of Development Economics, 89(1), pp. 109-117, May 2009.  As well as conducting research and writing papers, Sumarto has worked closely with the Indonesian government, giving advice on poverty issues and government poverty alleviation programs.

Sumarto has spoken on poverty and development issues in Australia, Chile, Peru, China, Egypt, Ethiopia, France, Japan, Morocco, Thailand, and the United Kingdom, among other countries.

As America struggles to understand Islam and Muslims on the world stage, one concept in particular dominates public discourse: Islamism. References to Islamism and Islamists abound in the media, in think tanks, and in the general study of Islam, but opinions vary on the differences of degree and kind among those labeled Islamists. This book debates what exactly is said when we use this contentious term in discussing Muslim religion, tradition, and social conflict.

Two lead essays offer differing viewpoints: Donald K. Emmerson argues that Islamism is a useful term for a range of Muslim reform movements -- very few of which advocate violence -- while Daniel M. Varisco counters that the public specter of violence and terrorism by Islamists too often infects the public perceptions of Islam more generally. The coming to power of a new party in Japan, with a strong mandate to rule, is unprecedented in the postwar era. In the aftermath of the Japanese elections in August of this year, there has been much discussion, particularly in the Japanese media, about the foreign policy orientation of the new Democratic Party of Japan (DPJ)-led administration. Some commentators see an “anti-American” tilt—evidenced by differing views on the relocation of U.S. bases in Okinawa and the renewal of Japanese naval refueling operations in the Indian Ocean.

This viewpoint misses the foreign policy forest for its trees. The paradigm-shifting potential of this change lies much more in the DPJ’s desire to re-center Japan’s foreign policy on Asia. Across the spectrum of the DPJ, from former socialists on the left to those who came out of the conservative Liberal Democratio Party (LDP), there is broad agreement on the need to put much greater emphasis on Japan’s ties to the rest of Asia, particularly to China and South Korea.

The new Asianism in Japanese foreign policy was on display at the October 10 triangular summit of the Chinese, South Korean, and Japanese leaders, held in Beijing. It was only the second time these three have met on their own and the meeting was substantive, covering everything from coordinating on North Korea and economic stimulus policy to taking initial steps toward formation of a new East Asian Community. “Until now, we have tended to be too reliant on the United States,” Prime Minister Yukio Hatoyama told reporters after the meeting, adding that “The Japan-U.S. alliance remains important, but as a member of Asia, I would like to develop policies that focus more on Asia.”

The dominant foreign policy camp in Japan has been what Hitoshi Tanaka, a former senior foreign ministry official and close advisor to the DPJ, calls “alliance traditionalists,” whom he defines as those who “place the maintenance of a robust alliance with the United States above all other foreign policy priorities.” In the view of some DPJ policy advisors, the previous conservative governments mistakenly tried to cope with the challenge of a rising China by getting as close to the United States as possible. The decision to send troops to Iraq and the Indian Ocean was prompted not by any deep support for those causes but rather by the belief that this would ensure U.S. support in any tensions with China, and with North Korea.

All this took place as Sino-Japanese relations descended into their most troubled phase in the postwar period, prompted by former Prime Minister Koizumi’s provocative visits to Yasukuni Shrine, which honors Japan’s war dead. High-level contacts with China were frozen, tensions rose over territorial issues in the East China Sea, and rising nationalism on both sides culminated in the outbreak of government-sanctioned anti-Japanese riots in 2005 and a Chinese campaign to block Japan’s permanent membership in the United Nations Security Council.

There was an attempt by Koizumi’s conservative successors to roll back some of these tensions. But those signals were always mixed with the persistence of anti-Chinese views and the powerful camp of rightwing nationalists in and around the LDP who cling to a revisionist view of Japan’s wartime role, some even indulging in a vigorous defense of Japanese imperialism.

In the view of DPJ policy advisers, this pseudo-containment strategy is doomed to failure. Given the increasing economic interdependence between the United States and China, and their overlapping strategic interests, the United States will never form an anti-China front. Japan cannot rely solely, these advisers argue, on the U.S.-Japan security alliance to deal with China’s bid for regional hegemony.

Nor can Japan afford to indulge fantasies of confrontation with China, given its own extensive ties to its economy and society. Rather, the greater threat, in the view of many Japanese analysts, is being abandoned by the United States through the formation of a U.S.-China “Group of Two” that effectively excludes Japan, or relegates it to second-level status in the region.

Japan, those policymakers argue, needs to preempt that threat by engaging Asia on its own—not only China, but the entire region, from India back to Korea. The DPJ’s own policy vision, articulated by Prime Minister Hatoyama, Foreign Minister Katsuya Okada, and party strongman Ichiro Ozawa, remains vaguely defined but has three clear elements:

  • The U.S.-Japan security alliance remains the cornerstone, but with limits.
  • Japan plays a leadership role in East Asian regionalism.
  • The “history” question must be resolved.

What does this mean? There should be little question, particularly after the initial meetings between the new government and the Obama administration, that the DPJ seeks to back away from the security alliance. Over the past fifteen years, the DPJ leadership has not only supported, but even led, the expansion of Japan’s security role, beginning with the passage of the 1992 law permitting Japanese participation
in peacekeeping operations and including the initial dispatch of naval forces to the Indian Ocean in response to 9/11. Though the DPJ has made commitments to reduce the U.S. presence in Okinawa, it is already realizing how difficult that is to accomplish; some kind of compromise on this issue is imminent. Similarly, Foreign Minister Okada’s visit to Afghanistan and Pakistan demonstrated a willingness to contribute, mostly through economic aid, to the security effort in both countries.

Prime Minister Hatoyama presented his somewhat romantic desire to reproduce the European experience to create an East Asian Community in September before the United Nations General Assembly. Hatoyama has indicated that he understands this is a long process, and has been careful to make clear that Japan has no intention of excluding the United States’ role in the region, nor the use of the dollar as a reserve currency. As Hatoyama put in his UN address:

Today, there is no way that Japan can develop without deeply involving itself in Asia and the Pacific region. Reducing the region’s security risks and sharing each other’s economic dynamism based on the principle of “open regionalism” will result in tremendous benefits not only for Japan but also for the region and the international community.

Given the historical circumstances arising from its mistaken actions in the past, Japan has hesitated to play a proactive role in this region. It is my hope that the new Japan can overcome this history and become a “bridge” among the countries of Asia.

I look forward to an East Asian community taking shape as an extension of the accumulated cooperation built up step by step among partners who have the capacity to work together, starting with fields in which we can cooperate—free frade agreements, finance, currency, energy, environment, disaster relief and more. Of course, Rome was not built in a day, so let us seek to move forward steadily on this, even if at a moderate pace.

DPJ policymakers advocate pursuit of an East Asian community as only one of a nest of regional structures, including a regional security system that might grow out of the Six Party talks on North Korea. They also embrace the idea of a Japan-U.S.-China strategic dialogue, based on their own perception that without the combined muscle of the United States and Japan, they cannot bring China to the table on a range of issues from energy to intellectual property.

The last element of the DPJ’s policy vision is to take another major step in clearing away the legacy of the wartime past. Hatoyama personally reaffirmed his government’s adherence to the statement on war responsibility issued by then Prime Minister Murayama in 1995, at the time of the 50th anniversary of the end of the war.

Hatoyama, Ozawa and others in the DPJ leadership are determined to confront the history issue in a way that eases tensions with China and South Korea and also closes doors backward. They will not only refuse to go to the Yasukuni Shrine but also want to remove the Class A war criminals whose “souls” are enshrined there by decision of the shrine authorities, to the consternation of the Emperor, among others. The DPJ led the hue and cry over the unapologetic revisionism of former Japanese air force chief of staff, General Toshio Tamogami, who wrote an essay justifying Japan’s colonialism and wartime aggression, including the attack on Pearl Harbor. Foreign Minister Okada has backed the creation of a joint history textbook by China, Japan and South Korea, based on the model followed by France and Germany. These are stances the LDP has been historically incapable of taking.

The DPJ draws some inspiration from the anti-imperial form of Asianism—“Small Nipponism”—championed by the late Tanzan Ishibashi, who served briefly as premier in the mid-1950s and who was allied to Hatoyama’s beloved grandfather, and former premier, Ichiro Hatoyama.

In the coming months, the Hatoyama government will have numerous opportunities to develop its new policies, particularly in the run-up to Japan’s hosting of the APEC summit next year. Undoubtedly, it will be difficult to implement in practice, but this new Asianism marks a clear turning point in Japan’s postwar foreign policy.
