China's Harmonious Society colloquium series

co-sponsored by the Stanford China Program and the Center for East Asian Studies

Since 2006, the official doctrine of China's Communist Party calls for the creation of a "harmonious society" (HeXieSheHui). This policy, identified with the Hu Jintao leadership, acknowledges the new problems that have emerged as China continues its amazing economic growth. The economy is booming but so are tensions from rising inequality, environmental damage, health problems, diverse ethnicities, and attempts to break the "iron rice bowl." In this series of colloquia, leading authorities will discuss the causes of these tensions, their seriousness, and China's ability to solve these challenges.

The background of the Yushin System(1972) has attracted the attention of many Korean and international political scientists. Although most of them consider security crisis in 1968 combined with the Nixon Doctrine as a turnning point of the Park government and President Park's own idea on ruling system, Park's remarks on the second economy in early January of 1968, two weeks before the Pueblo Incident, deserve the attention.

This presentation will focus on questions such as what triggered the transition and why Park designed such a new idea at this particular time in early 1968. Considering the timing, there was a possibility that original idea of Park for the Yushin System started before the 1968 crisis. This approach would be also relevant to the historiography in Korean history, which has been a very complex decussation of internal and external factors

Tae Gyun Park is Assistant Professor at Graduate School of International Studies, Seoul National University in Korea and is currently a Coordinate Researcher at Harvard-Yenching Institute. He is an editorial board member of Critical Review of History (Yoksa Pipong), Pacific Affairs(UBC), The Review of Korean Studies (Academy of Korean Studies), and Seoul Journal of Korean Studies (Gyujang-gak, SNU).

Stanford University's Walter H. Shorenstein Asia-Pacific Research Center announces the establishment of a postdoctoral fellowship in Northeast Asian History for the 2008-09 academic year. This position is made possible through the generosity of the Northeast Asian History Foundation. The fellowship is intended to support a scholar who will conduct research and writing on a historical subject that has an impact on modern and contemporary Northeast Asia.

We are pleased to bring you the second article of the academic year in our series of Shorenstein APARC Dispatches. This month's piece comes from Daniel Sneider, associate director for research. Sneider was a 2005-06 Pantech Fellow at the center, and the former foreign affairs columnist of the San Jose Mercury News. His twice-weekly column on foreign affairs, international issues, and national security from a West Coast perspective, was syndicated nationally on the Knight Ridder Tribune wire service, reaching about 400 newspapers in North America.

For most of the postwar period, Japan has been a paragon of political stability among industrial democracies. Since the formation of the conservative Liberal Democratic Party (LDP) in 1955, Japan has enjoyed remarkable political continuity. With the exception of less than a year of opposition government in the early 1990s, the LDP has ruled Japan for more than half a century.

This past summer, following the July elections for the Upper House of Japan's parliament (the Diet), Japan entered a new era of political uncertainty. The opposition Democratic Party of Japan (DPJ) won control of the Upper House in a stunning defeat for the LDP. For the first time, control of the Diet is split--the ruling coalition of the LDP and the Komeito Party still control the lower house that determines the formation of the government. Passage of basic legislation now gives rise to intense political battles. There is widespread anticipation that the LDP will be forced to carry out early elections for the lower house next spring, opening the door to the possibility that the opposition could come to power in Japan.

The election results surprised many observers, who were blinded by the LDP's massive victory in the 2005 lower house elections, under the leadership of then-Prime Minister Junichiro Koizumi. Koizumi had called a snap election around the issue of reforming the postal savings system, but that success was an aberration from a long-term trend of declining support for the LDP that grew during the 1990s. Increasingly, Japanese saw the party as a hostage to special interests and their allies in the bureaucracy who have used the budget to fund wasteful pork barrel projects--Japan's own "bridges to nowhere"--particularly in rural areas. Younger urban and suburban voters who favor deregulation and reform had come to see the LDP as an obstacle to needed change.

Koizumi, who came to power as prime minister in 2001, single-handedly reversed this downward trend of support. He developed a strong personal following, an appeal that came in large part from positioning himself as a maverick reformer who ran against his own party and against the opposition in equal measure. His five years in office were a testament to his charisma and ability to rise above the system that brought him to power.

Unfortunately for the LDP, this appeal does not seem to extend beyond Koizumi. After leaving office in 2006, he was replaced by Shinzo Abe, an LDP conservative who typified the party's long history of rule, in that he is the grandson of a former prime minister and the son of a former cabinet minister. Abe's policy agenda largely ignored the concerns of Japanese voters about the failing social welfare system and the impact of global competition, and instead favored conservative themes such as "patriotic" education and the revision of the postwar American-imposed constitution.

Voters decisively repudiated Abe, his agenda, and his party in the Upper House vote. The opposition DPJ, led by the wily former LDP leader Ichiro Ozawa, emphasized economic reform, as well as relief for those in rural and urban Japan who are falling behind. The DPJ's election manifesto focused on pension reforms--bolstered by a scandal of tens of millions of lost pension records--price supports for farmers, subsidies for families with children, and a crackdown on wasteful government spending.

The election result triggered Abe's resignation and in September 2007, he was replaced by his LDP rival Yasuo Fukuda. The new premier has managed, temporarily, to halt the massive slide in the government's support. Ozawa's mistakes have helped in this task. The DPJ, mainly for reasons of the legislative calendar, chose a foreign and security policy issue--the reauthorization of Japan's naval mission in the Indian Ocean in support of the U.S.-led "war on terrorism"--as the first test of strength. The DPJ has opposed this mission, arguing that Japan should not deploy forces overseas except in support of United Nations authorized operations.

This water was further muddied when Ozawa emerged from a series of meetings with Fukuda to announce his support for a deal on the maritime mission, tied to the formation of a "grand coalition" to govern Japan. The coalition proposal was reportedly offered by Fukuda and seemed to acknowledge the LDP's weakness. Ozawa's willingness to embrace this deal puzzled most observers and his own party repudiated him. Over the span of a few days, Ozawa resigned his party leadership and then agreed to come back to the post after issuing a public apology for his actions. Polls show that Ozawa suffered a significant loss of support from a public that is increasingly eager for change. But Fukuda is also very vulnerable. Among other things, the LDP is now stung with a growing scandal over questionable deals with defense contractors.

The Japanese Diet and political scene are now poised for months of battles over a range of policy issues, most of them related to domestic policy and the budget, rather than foreign policy. The DPJ, with a chastened Ozawa back at the helm, is apparently ready to use its control of the Upper House to challenge the ruling party coalition. Political uncertainty is now likely to be a dominant feature of Japanese life for months, if not years, to come.

Northeast Asia stands at a turning point in its history. The key economies of Asia are growing increasingly interdependent with each other and with the United States, and the movement toward regionalism is gaining momentum. Nationalism flourishes in spite of - and sometimes because of - interdependence. Northeast Asia today feels the presence of all three complex forces - national, regional, and global - connecting, competing, and colliding in myriad ways.

This seminar is based on the book Cross Currents: Regionalism and Nationalism in Northeast Asia, edited by Gi-Wook Shin and Daniel Sneider, published in October 2007 by Shorenstein APARC and distributed by the Brookings Press.

The panelists also presented at the Brookings Institution in Washington, D.C. on October 31, 2007. The transcript from that event, which also included Richard Bush, director, CNAPS at the Brookings Institution and book chapter author Randy Schriver of Armitage International, can be found below.

Michael Armacost (April 15, 1937 – March 8, 2025) was a Shorenstein APARC Fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) from 2002 through 2021. In the interval between 1995 and 2002, Armacost served as president of Washington, D.C.'s Brookings Institution, the nation's oldest think tank and a leader in research on politics, government, international affairs, economics, and public policy. Previously, during his twenty-four-year government career, Armacost served, among other positions, as undersecretary of state for political affairs and as ambassador to Japan and the Philippines.

Armacost began his career in academia, as a professor of government at Pomona College. In 1969, he was awarded a White House Fellowship and was assigned to the Secretary and Deputy Secretary of State. Following a stint on the State Department's policy planning and coordination staff, he became a special assistant to the U.S. ambassador in Tokyo from 1972 to 74, his first foreign diplomatic post. Thereafter, he held senior Asian affairs and international security posts in the State Department, the Defense Department, and the National Security Council. From 1982 to 1984, he served as U.S. ambassador to the Philippines and was a key force in helping the country undergo a nonviolent transition to democracy. In 1989, President George Bush tapped him to become ambassador to Japan, considered one of the most important and sensitive U.S. diplomatic posts abroad.

Armacost authored four books, including, Friends or Rivals? The Insider's Account of U.S.–Japan Relations (1996), which draws on his tenure as ambassador, and Ballots, Bullets, and Bargains: American Foreign Policy and Presidential Elections (2015). He also co-edited, with Daniel Okimoto, the Future of America's Alliances in Northeast Asia, published in 2004 by Shorenstein APARC. Armacost served on numerous corporate and nonprofit boards, including TRW, AFLAC, Applied Materials, USEC, Inc., Cargill, Inc., and Carleton College, and he currently chairs the board of The Asia Foundation.  

A native of Ohio, Armacost graduated from Carleton College and earned his master's and doctorate degrees in public law and government from Columbia University. He received the President's Distinguished Service Award, the Defense Department's Distinguished Civilian Service Award, the Secretary of State's Distinguished Services Award, and the Japanese government’s Grand Cordon of the Order of the Rising Sun.

Gi-Wook Shin is the William J. Perry Professor of Contemporary Korea in the Department of Sociology, senior fellow at the Freeman Spogli Institute for International Studies, and the founding director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC) since 2001, all at Stanford University. In May 2024, Shin also launched the Taiwan Program at APARC. He served as director of APARC for two decades (2005-2025). As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, democracy, migration, and international relations.

In Summer 2023, Shin launched the Stanford Next Asia Policy Lab (SNAPL), which is a new research initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia. Across four research themes– “Talent Flows and Development,” “Nationalism and Racism,” “U.S.-Asia Relations,” and “Democratic Crisis and Reform”–the lab brings scholars and students to produce interdisciplinary, problem-oriented, policy-relevant, and comparative studies and publications. Shin’s latest book, The Four Talent Giants, a comparative study of talent strategies of Japan, Australia, China, and India to be published by Stanford University Press in the summer of 2025, is an outcome of SNAPL.

Shin is also the author/editor of twenty-six books and numerous articles. His books include Korean Democracy in Crisis: The Threat of Illiberalism, Populism, and Polarization (2022); The North Korean Conundrum: Balancing Human Rights and Nuclear Security (2021); Superficial Korea (2017); Divergent Memories: Opinion Leaders and the Asia-Pacific War (2016); Global Talent: Skilled Labor as Social Capital in Korea (2015); Criminality, Collaboration, and Reconciliation: Europe and Asia Confronts the Memory of World War II (2014); New Challenges for Maturing Democracies in Korea and Taiwan (2014); History Textbooks and the Wars in Asia: Divided Memories (2011); South Korean Social Movements: From Democracy to Civil Society (2011); One Alliance, Two Lenses: U.S.-Korea Relations in a New Era (2010); Cross Currents: Regionalism and Nationalism in Northeast Asia (2007);  and Ethnic Nationalism in Korea: Genealogy, Politics, and Legacy (2006). Due to the wide popularity of his publications, many have been translated and distributed to Korean audiences. His articles have appeared in academic and policy journals, including American Journal of SociologyWorld DevelopmentComparative Studies in Society and HistoryPolitical Science QuarterlyJournal of Asian StudiesComparative EducationInternational SociologyNations and NationalismPacific AffairsAsian SurveyJournal of Democracy, and Foreign Affairs.

Shin is not only the recipient of numerous grants and fellowships, but also continues to actively raise funds for Korean/Asian studies at Stanford. He gives frequent lectures and seminars on topics ranging from Korean nationalism and politics to Korea's foreign relations, historical reconciliation in Northeast Asia, and talent strategies. He serves on councils and advisory boards in the United States and South Korea and promotes policy dialogue between the two allies. He regularly writes op-eds and gives interviews to the media in both Korean and English.

Before joining Stanford in 2001, Shin taught at the University of Iowa (1991-94) and the University of California, Los Angeles (1994-2001). After receiving his BA from Yonsei University in Korea, he was awarded his MA and PhD from the University of Washington in 1991.

Northeast Asia stands at a turning point in its history. The key economies of China, Japan, and South Korea are growing increasingly interdependent, and the movement toward regionalism is gaining momentum. Yet interdependency, often set in a global context, also spurs nationalism in all three countries, and beyond in East Asia. The essays in this volume assess current interactions -- or cross currents -- between national and regional forces in Northeast Asia, and suggest their future direction.

Cross Currents: Regionalism and Nationalism in Northeast Asia features provocative, plain-spoken contributions from a range of eminent international scholars and practitioners. They address key questions facing the region today: What competing visions of regional integration are being considered in Northeast Asia? Will they be realized? How do national pressures, especially the renewed China-Japan rivalry, stunt the movement toward regionalism? What role can Korea play to mitigate tensions between the two arch-rivals? How does the United States figure in Northeast Asian regionalism? Do America's Cold War alliances still have currency?

By addressing these questions from both Asian and U.S. perspectives, Cross Currents sheds new light on the interplay of national and regional forces in this strategic part of the world. Reformulating these interactions constructively is one of Northeast Asia's most pressing contemporary challenges.

Lee Kong Chian NUS-Stanford Distinguished Fellow on Southeast Asia

Robert William Hefner, professor of anthropology and associate director of the Institute on Culture, Religion, and World Affairs at Boston University, is the inaugural Lee Kong Chian NUS-Stanford Distinguished Fellow on Southeast Asia.

Professor Hefner has been associate director of the Institute on Culture, Religion, and World Affairs at Boston University, where he has directed the program on Islam and civil society since 1991. Hefner has carried out research on religion and politics in Southeast Asia for the past thirty years, and has authored or edited a fourteen books, as well as several major policy reports for private and public foundations. His most recent books include, Schooling Islam: The Culture and Politics of Modern Muslim Education (edited with Muhammad Qasim Zaman, Princeton 2007); ed., Remaking Muslim Politics: Pluralism, Contestation, Democratization (Princeton 2005), ed., and Civil Islam: Muslims and Democratization in Indonesia (Princeton 2000). Hefner is also the invited editor for the sixth volume of the forthcoming New Cambridge History of Islam, Muslims and Modernity: Society and Culture since 1800.

Hefner is currently writing a book on Islamic education, democratization, and political violence in Indonesia. The research and writing locate the Indonesian example in the culture and politics of the broader Muslim world. His book also revisits the the question of the role of religious and secular knowledge in modernity.

Hefner will divide his time between Boston University, the National University of Singapore, and Stanford, where he will teach a seminar during the spring quarter.

Unarmed mass uprisings, celebrated as "people power" revolutions, have ended authoritarian regimes in various countries. But have these movements ushered in polities that fulfilled democratic expectations? The record is disappointing, and especially so in the Philippines after the ouster of President Ferdinand Marcos. Why? Much of the answer lies in the ability of elites to ride, hijack, and redirect the trajectories of "people power" movements. Such elites take advantage of the tension between the regular politics of stable institutions and the irregular politics of extraordinary moments. The large mobilizations associated with "people power" cannot be sustained for long periods. The masses will soon delegate power to, and rely on, their leaders, who will represent them as the polity settles down to the business of normal--institutional--politics. The very minute the new regime is inaugurated, it ceases to be revolutionary and starts to be conservative. It has a country to run, and state power to defend and consolidate, for its enemies are not likely to have given up. The institutional technology of popular rule has yet to be developed beyond grand first principles and banal motherhood statements. The supposedly revolutionary leaders of the new regime lapse into using the already well known methods of minority or elite rule. But recourse to such stratagems may in time trigger the formation of new "people power" movements against these self-entrenched incumbents--prolonging the cycle and preventing the conversion of contingent power into legitimate authority.

Amado Mendoza's current research is on the political economy of organized crime and anti-state violence in the Philippines. His many writings on that country include a book-in-progress on tax reform and two edited volumes, Debts of Dishonor (1992) and From Crisis to Crisis: A History of BOP [Balance of Payments] Crises in the Philippines (1987). He has been a visiting scholar at Tufts University, the Jean Monnet Institute, the University of Turku (Finland), and the Amsterdam Insti¬tute for International Relations. In addition to pursuing his academic career, he has worked as a business journalist, a merchant banker, a stockbroker, and on development issues for an NGO.
