Joon-woo Park, a former senior diplomat from Korea, is the 2011–12 Koret Fellow with the Korean Studies Program (KSP).

Park brings over 30 years of foreign policy experience to Stanford, including a deep understanding of the U.S.-Korea relationship, bilateral relations, and major Northeast Asian regional issues. In view of Korea’s increasingly important presence as a global economic and political leader, Park will explore foreign policy strategies for furthering this presence. In addition, he will consider possibilities for increased U.S.-Korea collaboration in their relations with China, as well as prospects for East Asian regional integration based on the European Union (EU) model. He will also teach a course during the winter quarter, entitled Korea's Foreign Policy in Transition.

In 2010, while serving as ambassador to the EU, Park signed the EU-South Korea Free Trade Agreement (FTA) in Brussels. That same year he also completed the Framework Agreement, strengthening EU-South Korea collaboration on significant global issues, such as human rights, the non-proliferation of nuclear weapons, and climate change. Park’s experience with such major bilateral agreements comes as the proposed Korea-U.S. FTA is nearing ratification.

Park holds a BA and an MA in law from Seoul National University.

The Koret Fellowship was established in 2008 through the generosity of the Koret Foundation to promote intellectual diversity and breadth in KSP, bringing leading professionals in Asia and the United States to Stanford to study U.S.-Korea relations. The fellows conduct their own research on the bilateral relationship, with an emphasis on contemporary relations, with the broad aim of fostering greater understanding and closer ties between the two countries.

Masami Miyashita is a corporate affiliate visiting fellow at Shorenstein APARC for 2011-12.  Prior to joining Shorenstein APARC, he held positions at the Ministry of Economy, Trade and Industry, Japan (METI) for about 12 years, where he took charge of policy making.  His latest position at METI was as deputy director for New Business Policy Office.  He graduated from Tohoku University in Engineering.

The Asia Pacific Observatory (APO) on Health Systems and Policies was established in June 2011. It is a collaborative partnership of interested governments, international agencies, foundations, civil society, and the research community. Modeled on the European Observatory of the same name, the APO has as its main function the collection and analysis of information and research evidence on health care systems, policies, and reforms, with the aim of making this knowledge widely available and easily accessible throughout the Asia Pacific Region; it will also draw cross-country lessons and disseminate these in formats that can be directly used for policymaking.

This presentation will trace the history underlying the creation of the Observatory and indicate its objectives, organizational structure, and proposed modes of operation. It will describe the challenges of attempting to bring a wide range of stakeholders together in support of a regional collaborative research effort. It will also touch on ways that research entities located outside the Asia Pacific region might interact with the APO.

L. Richard Meyers was employed by the World Bank for two decades managing teams that carried out World Bank health sector projects and analytical work in a number of countries in East Asia. He directed a team that produced the first comprehensive health sector review for Vietnam, as well as the first Vietnam National Health Survey.  He also led a team that produced the most comprehensive and empirically-based external analysis to date of the rural health sector in China. More recently he has worked with the European Health Observatory, the Asian Development Bank, the World Bank, the WHO Western Pacific and South Asia regional offices, and other stakeholders to facilitate the creation of the Asia Pacific Observatory.

Katharina Zellweger will share her insights into North Korea based on her experience as a development and humanitarian aid worker and a resident of Pyongyang. Closely interacting with North Koreans daily, Zellweger lived in Pyongyang for five years as the North Korea country director for the Swiss Agency for Development and Cooperation (SDC). She is a Swiss national with over 30 years of experience in humanitarian work from an Asian base. Her primary engagement has been with China and North Korea.

While heading the SDC program in Pyongyang, Zellweger focused on sustainable agricultural production to address food security issues, income generation to improve people's livelihoods, and capacity development to contribute to individual and institutional learning.

Before joining SDC, Zellweger worked nearly 30 years at the Caritas Internationalis office in Hong Kong, where she pioneered the organization's involvement in China and North Korea. Her humanitarian aid programs in North Korea were coordinated through Caritas-Hong Kong. In recognition of her work in North Korea, the Vatican made Zellweger a Dame of St. Gregory the Great in 2006. 

Zellweger holds a master's degree in international administration from the School of International Training in Brattleboro, Vermont, and a Swiss diploma in trade, commerce, and business administration. She also apprenticed with Switzerland’s national agricultural management program.

Zellweger joined the Korean Studies Program as the 2011-12 Pantech Fellow to conduct research on the transformation, especially social and economic change, of North Korea and its society.

In this essay, Southeast Asia Forum director Donald K. Emmerson makes the following argument:

Increasingly in world affairs, insecurity bred of complexity and uncertainty is eliciting focality:  the concentration of power and prowess in the hands of a limited number of actors—not so few as to lack any claim to legitimacy, yet not so numerous as to lack the ability to respond to urgent challenges in a timely fashion. As a zone of policy opportunity, focality is both promising and problematic: In the face of a crisis, a few authorized deciders can take steps that are necessary but controversial, achieving a productive trade-off between effectiveness and representation. There is also a “natural” focality that can encourage pragmatism among formerly partisan incumbents who face the need to govern. But they may not be able to agree, and even if they can, they risk being targeted—for elitism, unaccountability, incompetence, self-dealing, and intransigence, among other sins—by those who reject their authority to act. 

The essay is scheduled to appear in the August 2011 inaugural issue of Strategic Review: The Indonesian Journal of Leadership, Policy, and World Affairs, an English-language journal of world affairs based in Jakarta, Indonesia, and is posted here with the publisher's permission.

Cloud computing is rapidly emerging as the new information technology platform. It is, however, much more than simply a new set of technologies and business models. Cloud computing is transforming how consumers, companies, and governments store information, how they process that information, and how they utilize computing power. It can be an engine of innovation, a platform for entrepreneurship, and driver of corporate efficiency. While an increasingly commonly term, confusion remains over what exactly constitutes cloud computing, how the markets are unfolding, and what forces will drive their evolution and diffusion. This paper provides an overview and conceptual tools for business leaders, policymakers, and non-specialist scholars to identify, distill, and easily understand the core aspects of how cloud computing service markets are developing, and how an array of policy issues will influence how this new computing platform unfolds across the world.

While globally successful Japanese industries were able to use their domestic market as a springboard into international markets, Japan’s telecommunications sector became decoupled from global markets, trapping Japanese ICT firms in the domestic market. This persistent pattern of leading without followers was not simply the result of misguided technological choices, ill-informed corporate strategies, or insular government standard-setting processes. Rather, the dynamics of competition, shaped and reshaped by political dynamics and regulatory structures, decoupled it from global markets. These dynamics created a “Galapagos effect,” in which winning in an isolated domestic market led to losing in global markets. Major regulatory shifts transformed the dynamics of competition since the late 1990s, decreasing the isolation of Japan’s telecommunications sector, but some factors pulling it along a proprietary trajectory persist. This paper highlights the dilemma of how to develop beyond a follower status, but avoid becoming a leader without followers.

In this session of the Shorenstein APARC Corporate Affiliate Visiting Fellows Research Presentations, the following will be presented:

Wataru Ishii, "Promotion of Tourism in Japan:  Policies and Plans for Development and Involvement of Local Institutions"

Tourism is an industry that covers a lot of areas, such as hotels, transportation, food services and one of a few industries where growth can be expected in the future.  Because of the economic importance of tourism, the Japanese National Government established the Japan Tourism Agency in 2008 and has begun to try to make Japan "Tourism Nation" and local governments are following suit.  Ishii studies the significance of tourism in Japan and policies to attract foreign tourists that will compensate for stagnant domestic tourists.

Yuichi Moronaga, "The Essential Value - Connecting and Sharing Emotions - Storytelling in the Social Media Era"

Customers have high expectations when making purchases.  They expect products to provide value and, at the same time, satisfy their sense of emotions.  Storytelling is an important factor when it comes to these customer purchases.  Knowing the story behind the product or company can create strong attachments and this "essential value" is an important factor in the buying cycle.  These emotions may encourage our next behavior, whether it's repeat buying or long-term usage.  With the increased usage of social media, this type of cycle that is created is vital for a company's marketing plan as well as providing increased motivation of a company's employees.  In this presentation, Moronaga shares examples of storytelling, demonstrating how dynamically storytelling is changing people's purchasing behaviors and the opportunities presented.

Hirofumi Takinami, "Political Economy of the Financial Crises in Japan and the United States:  Why the Difference in Speed to Respond and Recover?"

Within the last two decades, the United States and Japan each experienced the same type of financial crisis, notably triggered by the collapse of major financial institutions.  Both were under the political economic conditions of one of the largest economies in the world as well as of an advanced democratic country.  However, it is symbolically different that Japan let the institutions go into chain-reaction bankruptcies without injecting public money in 1997, while the U.S. undertook a bailout of AIG just after the Lehman bankruptcy in 2008.  And now the U.S. economy is showing earlier recovery compared to what Japan experienced. -- What made this difference in speed to respond and recover?  To explain this puzzle, Takinami focuses on (a) existence of precedent & learning, (b) speed and process of economic downturn toward the crisis, (c) action by national leader & secretarial organization, and (d) status of global standard setter, together with assessing the alternative explanations.  Then, he argues some implications of these analyses.

Wataru Ishii is a Corporate Affiliates Visiting Fellow at Shorenstein APARC for 2009–10 and 2010–11. He is chief staff of the International Relations Division of Shizuoka Prefecture Government (SPG) in Japan where he has worked for the past 20 years. Before joining Shorenstein APARC, he worked in several departments of SPG, including taxation, tourism promotion, and public relations. He graduated from Kanazawa University with a BA in liberal arts.

Yuichi Moronaga is a corporate affiliate visiting fellow at Shorenstein APARC for 2010-11.  Prior to joining Shorenstein APARC, he held positions at the Ministry of Economy, Trade and Industry, Japan (METI) for about 11 years, where he took charge of policy making.  His latest position at METI was as deputy director in the Manufacturing Industries Bureau. Hirofumi Takinami is a corporate affiliate visiting fellow at Shorenstein APARC for 2009-10 and 2010-11.  He is currently undertaking a collaborative research with Professor Phillip Lipscy, one of the faculty of Shorenstein APARC and Assistant Professor in the Department of Political Science, on the financial crises in Japan and the U.S.

Takinami has been working for the Japanese government for 16 years.  He served, among others, in policy coordination and management positions notably in the public finance area, including Deputy Cabinet Counselor in charge of coordinating domestic and economic policies at Cabinet Secretariat; Director for Office of Planning and Personnel Management, Deputy Budget Examiner on social security expenditures and Deputy Director for Legal Division at the Ministry of Finance.

In addition to positions related to domestic policy, Takinami also worked internationally, attending as one of Japanese delegates to meetings, including Ministerial-level, of Asia-Pacific Economic Cooperation (APEC) and the Asia Europe Meeting (ASEM).  While sent to the Ministry of Justice, he served as Special Advisory Staff to the Director-General of Criminal Affairs Bureau, addressing international economic crimes. 

Takinami graduated from the University of Tokyo in 1994, earning a Bachelor of Law.  In his first dispatch to the United States by the Ministry of Finance, he received a Master of Public Policy from the University of Chicago in 1998 with a major in finance and public finance.

Takinami was born and raised in Ono, Fukui, the prefecture next to Kyoto, known for producing many CEO's in Japan.  He is proud of inheriting the virtues of "dilligence, honesty and gratitutde" of this snowy country.
