Much has been made of the Asian success story. The region is a key driver of the global economy, and the lives of millions of its people have been transformed in ways unimaginable decades ago.

It is ironic, however, that the factors that have driven Asia's rapid growth—technology, globalization, and market-oriented reforms—are the same factors driving inequality. Asia remains home to the world's largest concentration of poor. Millions of people do not have access even to basic services, and weak governance is a serious concern. 

Rising inequality is not the only challenge facing Asian countries. There is also the looming threat of environmental degradation. For decades the region has taken the approach of “grow now, clean up later,” wreaking havoc on the environment and putting lives and livelihoods at serious risk.

If Asia is to achieve sustainable growth, it must pursue both inclusive growth and green growth. These should not be separate processes, but rather simultaneous processes that focus on the quality of growth rather than quantity of growth.

Rajat M. Nag, managing director general of the Asian Development Bank, will speak on why and how Asia should boldly confront the twin challenges of inclusive and green growth so that its people, and the rest of the world, will continue to benefit from its successful growth story.  

About the Speaker

Rajat M. Nag is the managing director general of the Asian Development Bank (ADB). With broad experience across Asia, Mr. Nag plays a critical role in providing strategic and operational direction to ADB. He also oversees the risk management operations of ADB.

Mr. Nag’s work has given him wide-ranging insight into several issues and challenges relevant to Asia, including infrastructure financing, public-private partnerships, and regional economic integration. His particular interest is in working to enhance regional cooperation and integration in Asia, and to bridge the gap between the region’s thriving economies and the millions of poverty-stricken people being left behind. South of Mount Fuji, along Japan’s central eastern coast, sits Shizuoka Prefecture. Home to green tea plantations, hot springs resorts, and Yamaha pianos and motorcycles, Shizuoka Prefecture is a vibrant agricultural, tourist, and manufacturing region. It is also home to Katsunori Hirano, a current Corporate Affiliates Visiting Fellow at the Shorenstein Asia-Pacific Research Center (Shorenstein APARC).

Hirano was born and has lived most of his life in Shizuoka Prefecture, and has worked for the prefectural government for nearly 20 years. He specialized in energy and environmental policy while pursuing a master’s degree in urban affairs and public policy at the University of Delaware (UD). His research explored ways to apply watershed management framework concepts to forest resources management in Japan. While at Stanford, he is studying biodiversity conservation and enhancement while also seeking to re-envision the path to a clean and safe sustainable future.

Last year’s Fukushima nuclear disaster has inspired him to explore ways for Japan to reduce its dependency on nuclear energy. Under the direction of political science professor Phillip Lipscy, Hirano is currently researching incentive mechanisms for financing energy efficiency and renewable energy in place in the United States.

At the very beginning of his UD program, Hirano learned about the distinction between “economic growth” and “development.” “People tend to use the Japanese-language terms interchangeably,” he says.

He is currently exploring case studies from Costa Rica and Bhutan—two countries that have been successfully managing biodiversity—in his search for sustainability models. He says the United States also offers a variety of practical examples of environmental and social sustainability. This year, Hirano plans to study the lifestyle of Amish villagers in Pennsylvania.  
 
Hirano also actively participates in Shorenstein APARC-organized visits to local companies and government organizations such as Facebook and San Francisco City Hall. He says that such site visits help broaden his thinking about innovation and sustainability.

Hirano will continue taking Stanford courses related to his research, attending on-campus workshops and seminars, and speaking with the many people he meets through his campus activities. “Stanford’s extraordinary breadth of teaching and research resources is just wonderful. To me, the learning opportunities that Stanford offers are limitless,” he says, adding that the value of in-person learning far outweighs book-based knowledge.

As Hirano pursues his research at Stanford on energy efficiency and renewable energy and searches for a redefinition of sustainable development, he hopes Japan will begin to pursue social-based development. “I believe that the challenges posed by the Fukushima experience will help inspire Japan to lead the world in creating a sustainable future for generations to come.”

Energy geopolitics in East Asia have reflected strong competition among major energy consuming countries (China, Japan and Korea) despite the alleged necessity of energy cooperation to cope with uncertainties in the global energy market and to prevent potential conflicts regarding energy supply. Lacking abundant energy resources, South Korea has to face the tough challenges of energy supply and climate change as well as the North Korean energy and nuclear crisis. In recent years, South Korea has actively pursued overseas energy development to guarantee the stable procurement of hydrocarbon energy resources and introduced a Green Growth policy to deal with the challenges of climate change and clean energy. The Green Growth policy symbolizes a paradigm shift to cope with climate change, fossil fuel depletion, and global economic recession by creating new engines of economic growth through green technology and clean energy. Based on strong political support and policy measures, it has showed noticeable progress in a short period of time, but the transition from a hydrocarbon-based to a renewable-based economy faces enormous uncertainties and challenges. South Korea has also been active in participating East Asian energy cooperation, which is also important in dealing with the serious North Korean energy crisis.

Jae-Seung Lee is a visiting scholar with the Korean Studies Program (KSP) for the 2011–12 academic year, and he is also currently a professor of international studies at Korea University. Before joining the faculty of Korea University, he had served as a professor at the Institute of Foreign Affairs and National Security (IFANS) of Ministry of Foreign Affairs and Trade.  His current research includes energy security and energy diplomacy of Korea.

Jae-Seung Lee has authored a series of books and articles on East Asian energy security. He is a Managing Director of the Center for Energy and Environment at the Institute of Sustainable Development (ISD) at Korea University and has organized the Korea Energy Forum (KEF) since 2005. Professor Lee is editor-in-chief of Korea Review of International Studies and serves as a Member of the Policy Advisory Board of the Presidential Secretariat (Foreign and Security Affairs) and Vice Director of Ilmin International Relations Institute (IIRI). Professor Lee holds a BA in political science from Seoul National University and an MA and a PhD in political science from Yale University. He has taught at Yale University, Seoul National University, and Korea University.

Jae-Seung Lee is a visiting scholar with the Korean Studies Program (KSP) for the 2011–12 academic year, and he is also currently a professor of international studies at Korea University. Before joining the faculty of Korea University, he served as a professor at the Institute of Foreign Affairs and National Security (IFANS) and at the Ministry of Foreign Affairs and Trade.

As a scholar in international political economy, Lee has authored a number of books and articles on Korea, East Asia, and Europe. His current research also includes the energy security and energy diplomacy of Korea, among others. During his time with KSP, he will conduct a research project on the geopolitics of East Asian energy relations.

Lee is currently an editor-in-chief of the Korea Review of International Studies and he also serves as a member of the Policy Advisory Board of the Presidential Secretariat (Foreign and Security Affairs) and as vice director of Ilmin International Relations Institute (IIRI). He was selected as an Asia Society Young Leader in 2006 and as a Young Leader by the InterAction Council, a group of former heads-of-state, in 2008. He has contributed op-ed articles to major Korean newspapers and has commented on international affairs for BBC, CNN, and Korean broadcast stations.

Lee holds a BA in political science from Seoul National University (1991), and an MA (1993) and PhD (1998) in political science from Yale University. He also earned a certificate from the Institut D’Etudes Politiques de Paris (1995). He has taught at Yale University and Seoul National University.

Please join us on April 25 and 26 for two evenings devoted to an examination of and conversation about the March 11, 2011 Tohoku earthquake in northern Honshu, Japan, and the subsequent tsunami and nuclear accident. In talks and panel discussions, experts from the School of Earth Sciences and the Freeman Spogli Institute for International Studies will focus on what happened, the impacts of the events, and what the future holds for Japan and other earthquake- and tsunami-zone regions of the world.

Pamela A. Matson is the Chester Naramore Dean of the Stanford University School of Earth Sciences, Richard and Rhoda Goldman Professor of Environmental Studies at Stanford, and senior fellow at the Woods Institute for the Environment.

Panelists:

Gregory Beroza is the Wayne Loel Professor in the Stanford University School of Earth Sciences and chair of the Department of Geophysics. He works to develop and apply techniques for analyzing seismograms—recordings of seismic waves—in order to understand how earthquakes work and the hazard they pose to engineered structures.

Gregory G. Deierlein is the John A. Blume Professor in the Department of Civil and Environmental Engineering and director of the Blume Earthquake Engineering Center at Stanford. His research focuses on improving limit states design of constructed facilities through the development and application of nonlinear structural analysis methods and performance-based design criteria.

Katherine Marvel is the Center for International Security and Cooperation (CISAC) Perry Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford. Her research interests include energy security and nuclear nonproliferation, renewable energy technologies, energy security, nuclear power and nonproliferation, sustainable development, and public understanding of science.

 I gained my definition of success through Stanford . . .

-Makoto Takeuchi, 2004-2005 Corporate Affiliates Program fellow


When Makoto Takeuchi came to the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) as a Corporate Affiliates Program fellow during the 2004-2005 academic year, he was working as a senior manager with the Business Development Group of Kansai Electric Power Company, located in Osaka, Japan. Osaka, part of Japan's Kansai region, is a bustling metropolis and an important economic and historical center of Japan. Kansai Electric Power Company is a large energy company that utilizes a combination of energy sources, including nuclear power, which makes up over 50 percent of its power supply, as well as thermal (oil, coal, and liquid natural gas) and hydropower.

Takeuchi found the environment of Stanford University, including its situation in Silicon Valley, stimulating. "I was excited by the diversity and speed of dynamic innovation in Silicon Valley, and the people who utilize their knowledge and skills in order to achieve their dreams," he said. Drawing from this, he carried out a research project exploring complementary strategies for sustainable corporate growth. He concluded that such sustainable growth comes from a balance of internal and external resources and short- and long-term gains, driven by innovation, integration, and interaction.

During his time at Shorenstein APARC, Takeuchi also developed his understanding of working as a part of a team on a project. "I learned that the success of projects requires orchestrating the talents and efforts of many people," he said. He now applies his knowledge of teamwork to the work that he does today, including the essential skill of communicating with colleagues from different cultural and professional backgrounds. Being sensitive to the values of others is crucial when it comes to collaboration, he learned.

Prior to coming to Stanford University, Takeuchi had not yet defined his own idea of "success." He now measures success by the positive impact that he has on society, which to him is evidenced by the "smiles on the faces of my customers, stakeholders, and family." Takeuchi has the opportunity to effect positive economic and energy development in his new position as a senior energy specialist with the World Bank's East Asia Sustainable Development Department. "When I considered how I could make the most of my skills . . . the answer was to provide clean energy through a sophisticated power system with renewable energy and to contribute to what people in the region really want," he explained. In his role with the World Bank, Takeuchi is working toward increasing access to cleaner energy and laying the foundation for sustainable growth in developing countries, and, of course, to gain smiles in the process.

For current and future Corporate Affiliates fellows, Takeuchi imparts the wisdom: "As soon as possible, you should discover the criteria for evaluating your own success. Then, you should just run toward it!"

A new issue brief by Scott Rozelle and fellow researchers Jinxia Wang and Jikun Huang concludes that climate change will have a significant effect on China's crop yields and impact its economy, including the grain trade. It concludes that China's government is responsible for responding in ways that will help the country adapt to and mitigate the effects of climate change. The issue brief was jointly published by the International Centre for Trade and Sustainable Development and the International Food and Agricultural Trade Policy Council.

Although China and the United States are the two largest emitters of greenhouse gases, China’s emissions on a per capita basis are significantly lower than those of the U.S.: in 2005, per capita emissions in China were 5.5 metric tons—much less than the U.S. (23.5 metric tons per capita), and also lower than the world average of 7.03 metric tons. China’s total GHG emissions were 7,234.3 million tons of CO2 equivalent (tCO2e) in 2005, 15.4 percent of which came from the agricultural sector. By comparison, total U.S. emissions were 6,931.4 million tCO2e, 6.4 percent of which were from agriculture. Within China’s agriculture sector, 54.5 percent of emissions come from nitrous oxide, and 45.5 percent come from methane, which is the opposite of the composition of global GHG emissions from agriculture.

Economic studies show that climate change will affect not only agricultural production, but also agricultural prices, trade and food self-sufficiency. The research presented here indicates that producer responses to these climate- induced shocks will lessen the impacts of climate change on agricultural production compared to the effects predicted by many natural scientists. This study projects the impacts of climate change on China’s agricultural sector under the A2 scenario developed by the Intergovernmental Panel on Climate Change (IPCC), which assumes a heterogeneous world with continuous population growth and regionally-oriented economic growth. Depending on the assumptions used related to CO2 fertilization, in 2030 the projected impacts of climate change on grain production range from -4 percent to +6 percent, and the effects on crop prices range from -12 percent to +18 percent. The change in relative prices in domestic and international markets will in turn impact trade flows of all commodities. The magnitude of the impact on grain trade in China will equal about 2 to 3 percent of domestic consumption. According to our analysis, trade can and should be used to help China mitigate the impacts of climate change; however, the overall impact on China’s grain self-sufficiency is moderate because the changes in trade account for only a small share of China’s total demand.

The effect of climate change on rural incomes in China is complicated. The analysis shows that the average impact of higher temperatures on crop net revenue is negative, but this can be partially offset by income gains resulting from an expected increase in precipitation. Moreover, the effects of climate change on farmers will vary depending on the production methods used. Rain-fed farmers will be more vulnerable to temperature increases than irrigated farmers, and the impact of climate change on crop net revenue varies by season and by region.

In recent years, China has made tangible progress on the implementation of adaptation strategies in the agricultural sector. Efforts have been made to increase public investment in climate change research, and special funding has been allocated to adaptation issues. An experiment with insurance policies and increased public investment in research are just two examples of climate adaptation measures. Beyond government initiatives, farmers have implemented their own adaptation strategies, such as changing cropping patterns, increasing investment in irrigation infrastructure, using water saving technologies and planting new crop varieties to increase resistance to climatic shocks.

China faces several challenges, however, as it seeks to reduce emissions and adapt to climate change. Fertilizers are a major component of nitrous oxide emissions, and recent studies indicate that overuse of fertilizer has become a significant contributor to water pollution. Application rates in China are well above world averages for many crops; fields are so saturated with fertilizer that nutrients are lost because crops cannot absorb any more. Changing fertilizer application practices will be no easy task. Many farmers also work outside of agriculture to supplement their income and opt for current methods because they are less time intensive.

In addition, the expansion of irrigated cropland has contributed to the depletion of China’s water table and rivers, particularly in areas of northern China. Water scarcity is increasing and will constrain climate change mitigation strategies for some farmers. One of the main policy/research issues—as well as challenges for farm households—will be to determine how to increase water use efficiency.

Despite the sizeable amount of greenhouse gases emitted by and the environmental impact of China’s agriculture sector, it also offers important and efficient mitigation opportunities. To combat low fertilizer use efficiency in China, the government in recent years has begun promoting technology aimed at calibrating fertilizer dosages according to the characteristics of soil. In addition, conservation tillage (CT) has been considered as a potential way to create carbon sinks. Over the last decade, China’s government has promoted the adoption of CT and established demonstration pilot projects in more than 10 provinces. Finally, extending intermittent irrigation and adopting new seed varieties for paddy fields are also strategies that have been supported and promoted as part of the effort to reduce GHG emissions.

About the talk:

Since 2008, the Republic of Korea has pursued a "Green Growth" policy as a way of addressing climate change and at the same time achieving economic growth. As a result, various green infrastructure projects have been taking place not only at the central government levels but also city levels.

Seoul Metropolitan City and Incheon City, for example, have already made significant progress by transforming themselves into Smart Green Cities. While current developments are being driven by the city governments, it is expected there will be ample opportunities for investments from the private sector, particularly in the fields of both energy technologies and information technologies.

Particular focus will be given to the areas of transportation, buildings, and water and waste management where the combination of "green" and IT technologies will be numerous.

About the speaker:

Suh-Yong Chung is Associate Professor in the Division of International Studies at Korea University and is an international expert on sustainable development law and policy. His research covers various emerging issues in the environment and sustainable development including climate change both at global and regional level. His most recent works focus on internationalization of Green Growth policy, post-2010 climate change regime formation, and regional environmental institution building in Northeast Asia.

He is a member of the Compliance Committee of the UN Basel Convention, and has participated in various activities of various international organizations. He has also advised for the Korean Government on the issues of climate change and sustainable development. In 2009, he advised for the Seoul Metropolitan City government on the C40 (Climate 40) Summit Meeting.

Professor Chung holds degrees in law and international relations from Seoul National University, the London School of Economics and Stanford Law School. He was a researcher at Shorenstein APARC and has continuously been involved in its activities as the Secretary General of the Stanford APARC Forum in Korea.
