Phillip Lipscy, an assistant professor of political science and a center fellow at the Freeman Spogli Institute of International Studies, is currently conducting research on energy efficiency and financial crisis response. Here he discusses his recent research within the context of contemporary Japan, and comments on current social and political conditions in Japan after the March 2011 disaster.

What is the primary focus of your research right now?

One focus is on the politics of energy efficiency. I am exploring the question: Why do some countries, like Japan, pursue very aggressive efficiency measures, while others, like the United States, choose not to?  

I am also researching the politics of financial crisis response. My key research questions include: What political factors determine the speed and effectiveness of crisis response? When do countries act decisively? What policies are chosen and under what conditions?

In your recent research about energy-efficient policymaking, what are some of the cases and issues in Asia that you have explored?

Japan is a very important case. Its economy is one of the most energy efficient in the world based on measures such as energy intensity. There are a lot of questions, however, about whether any of that is due to policy measures.

I have been examining Japan’s transportation sector with Lee Schipper, a senior research engineer at Stanford’s Precourt Energy Efficiency Center, and our findings are counterintuitive. Most of Japan's relative advantage in transportation sector efficiency is not due to automobile fuel economy, which is what the Japanese government tends to play up. Instead, Japan is characterized by an abnormally high rail share and less total distance traveled. [A great loss to the Stanford community, Dr. Schipper recently passed away. What I show in my research is that Japan's efficiency achievements are closely tied to traditional pork barrel politics. High costs have been imposed on the general public—for example, through automobile taxes and highway tolls. The revenue from these measures was traditionally redistributed to key constituencies of the Liberal Democratic Party (LDP), namely rural residents and the construction industry.

This arrangement worked nicely for several decades, reducing energy consumption while also helping to keep the LDP in power. These arrangements, however, have become unsustainable with political changes since the 1990s, particularly the coming to power of the Democratic Party of Japan. These political changes have put Japan's energy efficiency policy in a state of flux. The current electoral system makes it more difficult to impose diffuse costs on the public—such as through gasoline or CO2 taxes—but there is no obvious alternative mechanism.

As far as you can speculate at this point, what impact do you think that the Fukushima nuclear disaster will have on Japan’s future energy policy?


Before the Fukushima disaster, Japan had planned to increase electricity generated by nuclear power to 50 percent by 2030. These plans are almost certainly going to be shelved. Prime Minister Naoto Kan recently announced plans to gradually move away from nuclear power in the coming years.

This discussion is not unique to Japan. Germany, Italy, and Switzerland have all recently announced anti-nuclear policies in response to Fukushima. On a recent trip to Taiwan, I found a similar discussion underway there. Taiwan, however, is very similar to Japan in terms of its high dependence on energy imports. This dependence creates a dilemma.

Japan's economy is already one of the most energy efficient in the world, making it more difficult to realize incremental energy savings through efficiency gains. Oil and natural gas are volatile and subject to geopolitical shocks. Renewables are not yet able to meet the kind of energy demand you have in a large economy like Japan. For the foreseeable future, less nuclear energy means higher costs and greater dependence on fossil fuels. That is going to have negative implications for energy security and climate change.

You recently returned from a trip to Japan. What is your perception of the way that everyday people are dealing with the triple disaster that took place in March? What is your assessment of the political situation?

The most remarkable thing is how quickly the Japanese people came together to support disaster victims and conserve energy. There was an outpouring of help, especially volunteer activities and financial contributions. People are taking energy conservation seriously, keeping air conditioning off even during the unbearably humid summer.

The situation at Fukushima was a big blow to the national psyche though. There have been some media reports overplaying the dangers of radiation, and people are deeply concerned about food safety.

Unfortunately, the political situation has been truly tragic. Even for a political scientist like myself, the inability of Japanese leaders to come together after the disaster is troubling. It took less than a month after the earthquake for bickering and squabbling to return full force. On a more positive note, local government leaders and some private sector actors have filled the void to some degree.

It was striking to find how much the Japanese private sector was stepping in to take over functions that we generally associate with government—things like disaster relief, provision of supplies, and screening food for radiation contamination.

What publications are you currently working on?

I just finished a manuscript, co-authored with my former student Philippe de Koning, on how Japan's defense establishment has dealt with fiscal austerity over the past decade. Now that the United States and Europe are dealing with similar pressures to cut back defense spending, we wanted to see how Japan had managed. We found that Japan's defense planners have fared relatively well within the domestic budgetary process, but they are in an extremely tough situation. Without a major change in  policy, when the short-term coping measures being implemented today run  their course over the next decade, Japan will face a sharp reduction in its military capabilities.

In addition, I collaborated during the past academic year with Hirofumi Takinami, a Shorenstein APARC Visiting Fellow from Japan’s Ministry of Finance, to examine lessons from Japan’s financial crisis in the 1990s. We looked at the extent to which the United States took these lessons into account when it encountered its own economic downturn in 2008. We found that Japan's crisis influenced the U.S. response quite a bit, but there was some variation by policy area based on the degree of politicization. For example, in monetary policy, which is technocratic and politically insulated, the lessons from Japan were implemented quickly. It was slower for financial sector bailouts though, and especially so for fiscal policy.

In this coming academic year what are the courses that you will be teaching?

I will be teaching a graduate seminar on political economy, primarily intended for PhD students in political science, as well as an undergraduate course on the politics of financial crisis.

Since news of the March 11 Great Tohoku Earthquake broke, the Walter H. Shorenstein Asia Pacific Research Center, which has deep, longstanding ties to Japan, has closely followed and responded to this ongoing situation.

“We are still trying to absorb the magnitude and meaning of an earthquake that dwarfed anything seen in Japan—a country that is known for seismic activity—for probably more than a millennium,” said Daniel C. Sneider, associate director for research at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC), while moderating an April 26 seminar co-sponsored by the School of Earth Sciences and the Freeman Spogli Institute for International Studies (FSI).

It is too soon to know the full domestic and global impact of the March 11 Great Tohoku Earthquake and its ensuing tsunami and nuclear accident. Japan is grappling to aid victims, to resolve the danger at the Fukushima nuclear complex, and to move forward with rebuilding amidst political debates and disrupted systems. The global supply chain suffered setbacks of unknown scale, and the disaster-readiness of the world’s other earthquake-prone coastal areas have come under scrutiny. Since news of the earthquake broke, Shorenstein APARC, which has deep, longstanding ties to Japan, has closely followed and responded to this ongoing situation.

During a March 21 CISAC event about the nuclear crisis, Shorenstein APARC director emeritus Daniel I. Okimoto predicted that Japan would weather the blow to its economy and emerge with a “new sense of national mission.” The next week, Michio Harada, Deputy Counsel General at San Francisco’s Consulate General of Japan, joined a Shorenstein APARC discussion before an overflowing audience of concerned students and interested public on the future of Japan’s energy, economy, and politics. Participants agreed that the disaster could have long-term government and policy impacts and that resolving the nuclear situation was the most immediate concern. Despite the challenges, they predicted that Japan would ultimately recover.

During an April 22–23 conference organized by the center’s Stanford Project on Japanese Entrepreneurship (STAJE), a panel of Japan scholars discussed the implications of the disaster for business and research trends. Takeo Hoshi of the University of California, San Diego (UCSD) suggested that the post-disaster redistribution of human capital could potentially accelerate Japan's long-term growth. UCSD scholar and STAJE Academic Advisory Group member Ulrike Schaede offered a detailed analysis of the sometimes hidden but vital place of Japanese firms in the global supply chain and the impact of the earthquake on that role.

Masahiko Aoki, an FSI senior fellow affiliated with Shorenstein APARC, presented at the April 26 seminar moderated by Sneider, the second in a two-day series about the domestic and global impacts of the earthquake. He offered insights into social, economic, and institutional aspects of the March events, noting the element of human error involved in the Fukushima accident. Aoki suggested that the situation presented an opportunity for significant institutional reform in Japan, including a reorganization of the country’s nuclear energy system.

Above all, Shorenstein APARC believes that Japan will recover, and its connection to its friends, colleagues, and affiliates there remains an important center priority. In addition to frequent telephone and e-mail communication, the center will reconnect in person with a large number of its Japan affiliates in September during the annual Stanford Kyoto Trans-Asian Dialogue (DISCONTINUED).

Gregory Beroza is the Wayne Loel Professor in the Stanford University School of Earth Sciences and chair of the Department of Geophysics. He works to develop and apply techniques for analyzing seismograms—recordings of seismic waves—in order to understand how earthquakes work and the hazard they pose to engineered structures.

Gregory G. Deierlein is the John A. Blume Professor in the Department of Civil and Environmental Engineering and director of the Blume Earthquake Engineering Center at Stanford. His research focuses on improving limit states design of constructed facilities through the development and application of nonlinear structural analysis methods and performance-based design criteria.

Katherine Marvel is the Center for International Security and Cooperation (CISAC) Perry Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford. Her research interests include energy security and nuclear nonproliferation, renewable energy technologies, energy security, nuclear power and nonproliferation, sustainable development, and public understanding of science.

Japan's massive earthquake and tsunami three weeks ago and the challenging recovery process continue to make news headlines around the world. It is difficult to separate fact and reasonable speculation about the future from the terror-filled coverage about radiation leaking from the Fukushima nuclear complex. In an effort to make sense of recent events, the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) convened a panel of experts for a discussion about the possible future implications arising from this complex and emotionally charged situation for Japan's energy policy, economy, and politics.

Addressing an audience of one hundred students, faculty, and members of the general public on March 30, Shorenstein APARC associate director for research Daniel C. Sneider expressed the center's deep sympathy for those affected by the natural disasters and its profound admiration for the way in which the people of Japan are dealing with the aftermath. Members of the panel echoed these sentiments throughout the event.

Michio Harada, Deputy Counsel General at the Consulate General of Japan in San Francisco, cited official government figures indicating that, as of March 28, twenty-eight thousand people were dead or missing and one-hundred-and-eighty thousand people were still in evacuation shelters. Faced with such staggering figures, Japan remains in a rescue and recovery phase, he said, but is receiving a tremendous amount of global support. More than one hundred and thirty countries have provided financial assistance, and eighteen countries and regions have sent rescue teams. Collective public spirit is currently very strong, Deputy Counsel Harada emphasized. Japan's challenge moving forward, he suggested, will be to adopt pragmatic measures to fund reconstruction projects in the areas destroyed or damaged by the natural disasters.

Understanding the situation at the Fukushima nuclear power facility and the information circulating about the potential health risks of radiation exposure is complicated, stressed Siegfried S. Hecker, co-director of the Center for International Security and Cooperation. He described the intricate design and structure of the reactors and outlined the sequence of events up to the present, explaining the immediate, crucial challenge of continuing to cool the reactors and deal with the leakage of radiation from them. While there are definite and potentially very serious health threats from radiation exposure and contamination, Hecker said, fear and stress about the situation could also negatively affect mental and physical wellbeing. It is too soon to know the long-term implications for energy policy in Japan and other countries, he suggested, emphasizing the significance of learning from this experience in order to improve any future use of nuclear power.

Robert Eberhart, a researcher with the Stanford Program on Regions of Innovation and Entrepreneurship, proposed that the global supply chain is flexible enough to absorb any manufacturing disruptions in Japan. He noted that in the past twenty years most of Japan's heavy manufacturing has moved overseas, and that the components made there are a comparatively less significant part of the supply chain. In terms of the overall impact on Japan's economy, Eberhart suggested that the net effect on the GDP would be neutral over the next two years, explaining that the imminent loss of business and investment in some areas would be offset by the growth of firms involved in the reconstruction process.

Phillip Lipscy, a center fellow at the Freeman Spogli Institute for International Studies and an assistant professor with the Department of Political Science, stated that events and immediate needs during the early stages of reconstruction may have long-term affects on policymaking and the government structure in Japan. For example, the continued use of nuclear energy—a relatively clean and efficient source of power accounting for 30 percent of Japan's total energy consumption—will face public opposition due to rising concerns about safety and pressing energy needs. In addition, while Prime Minister Naoto Kan's prompt response after the natural disasters helped boost popular sentiment for him and the Democratic Party of Japan (DPJ), how they fare in the long term—especially with regard to the DPJ's relationship with the opposition Liberal Democratic Party and reconstruction-related modifications to its key economic policies—remains to be seen, Lipscy said.

Sneider closed the event with a comparison between the events in Japan and the April 2010 Gulf of Mexico oil spill, pointing to criticism that the Obama and Kan administrations have received for not regulating large corporations closely enough. A prompt resolution to the dangerous—and contentious—situation at the Fukushima nuclear complex is the most immediate concern, and one that will help foretell the long-term political implications for Japan's government, he concluded.

Although there is still a long road ahead in Japan—especially until the accident at Fukushima's nuclear reactor is contained and the actual after-effects of radiation are better understood—the underlying message during the panel discussion was that Japan will indeed recover and that the terrible events of the past weeks have brought people—and even the competing political parties—closer together.

When Makoto Takeuchi came to the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) as a Corporate Affiliates Program fellow during the 2004-2005 academic year, he was working as a senior manager with the Business Development Group of Kansai Electric Power Company, located in Osaka, Japan. Osaka, part of Japan's Kansai region, is a bustling metropolis and an important economic and historical center of Japan. Kansai Electric Power Company is a large energy company that utilizes a combination of energy sources, including nuclear power, which makes up over 50 percent of its power supply, as well as thermal (oil, coal, and liquid natural gas) and hydropower.

Takeuchi found the environment of Stanford University, including its situation in Silicon Valley, stimulating. "I was excited by the diversity and speed of dynamic innovation in Silicon Valley, and the people who utilize their knowledge and skills in order to achieve their dreams," he said. Drawing from this, he carried out a research project exploring complementary strategies for sustainable corporate growth. He concluded that such sustainable growth comes from a balance of internal and external resources and short- and long-term gains, driven by innovation, integration, and interaction.

During his time at Shorenstein APARC, Takeuchi also developed his understanding of working as a part of a team on a project. "I learned that the success of projects requires orchestrating the talents and efforts of many people," he said. He now applies his knowledge of teamwork to the work that he does today, including the essential skill of communicating with colleagues from different cultural and professional backgrounds. Being sensitive to the values of others is crucial when it comes to collaboration, he learned.

Prior to coming to Stanford University, Takeuchi had not yet defined his own idea of "success." He now measures success by the positive impact that he has on society, which to him is evidenced by the "smiles on the faces of my customers, stakeholders, and family." Takeuchi has the opportunity to effect positive economic and energy development in his new position as a senior energy specialist with the World Bank's East Asia Sustainable Development Department. "When I considered how I could make the most of my skills . . . the answer was to provide clean energy through a sophisticated power system with renewable energy and to contribute to what people in the region really want," he explained. In his role with the World Bank, Takeuchi is working toward increasing access to cleaner energy and laying the foundation for sustainable growth in developing countries, and, of course, to gain smiles in the process.

For current and future Corporate Affiliates fellows, Takeuchi imparts the wisdom: "As soon as possible, you should discover the criteria for evaluating your own success. Then, you should just run toward it!"

Edited by SEAF Director Don Emmerson and co-published in 2008-09 by APARC at Stanford and ISEAS in Singapore, Hard Choices: Security, Democracy, and Regionalism in Southeast Asia continues to attract attention. Excerpted below are two differing but equally thoughtful recent reviews:

Noel M. Morada is a professor of political science at the University of the Philippines-Diliman and director of the Philippines Progamme in the Asia Pacific Centre for the Responsibility to Protect (R2P) at the University Queensland in Brisbane, Australia.

Writing in Kasarinlan: Philippine Journal of Third World Studies, 23: 2 (2008), pp. 119-122, Prof. Morada found the title of Hard Choices “apt” because its authors “ask hard questions—including philosophical ones—on the merits and demerits of pushing for a more ‘people-centered’ ASEAN, the challenges and constraints in implementing Responsibility to Protect (R2P) principles in the region, as well as the possible directions that ASEAN may take in the near future.”

A “good thing” about the book, in his view, “is that the reader is left to make his or her own conclusions” about “the issues and arguments” that it presents. He notes the variety of backgrounds of the authors: from scholars based far from Southeast Asia, through local analysts on Track II, to an official from inside the ASEAN secretariat itself. Their chapters, in his judgment, contribute significantly to current debates about what balance that ASEAN should strike between “state-centered and society-centered conceptions of security,” including “the dilemmas and constraints” that state and societal actors face in pursuing a more “participatory” kind of regionalism in Southeast Asia.

Among the issues featured in Hard Choices, Morada cites “the thorny problem of intervention in the domestic affairs of [ASEAN] members,” including the challenge to regionalism posed by Myanmar’s rulers, and whether or not the ASEAN Charter can facilitate a response or may itself be an obstacle to reform. While highlighting the relative optimism of Mely Caballero-Anthony’s chapter on non-traditional security, he finds a consensus among the book’s authors that “ASEAN’s traditional norms—i.e., state sovereignty and non-interference—still rule.”

Prof. Morada ends his review thus: “This should be a required reading for graduate students specializing in Southeast Asia and a must have for ASEAN specialists and observers. More importantly, civil society groups would benefit immensely from reading this volume as part of their education about ASEAN, on which many remain uninformed. Many of my friends in the academic community in the region have in fact been quite disappointed with many civil society groups who simply want to push their agenda but have not done their homework on the workings of ASEAN. This book should help enlighten them further.”

Lee Jones is a lecturer in the Department of Politics at the College of Queen Mary, University of London.

Writing for a future issue of the ASEASUK Newsletter, a publication of the Association of Southeast Asian Studies in the United Kingdom, Dr. Jones, unlike Prof. Morada, misses a firmer editorial hand. “Theoretical engagement is relatively sparse,” writes Jones, “and the book would have benefited from an overarching framework to help structure and guide the contributions. Particularly given many contributors’ focus on Myanmar, ASEAN’s policies towards it, and ASEAN’s recent institutional evolution, an early chapter agreeing [to] a collective account of these matters would have left more space for analysis and argumentation.”

Jones singles out the chapter by “veteran official Termsak Chalermpalanupap” as “a highly informative overview of ASEAN’s institutional development which will be useful for all students of ASEAN.” Chapters by Simon Tay (on air pollution) and Michael Malley (on nuclear energy) are also praised by Jones as demonstrating that “democratisation does not (as other contributors imply) automatically produce either more liberal policies or enhanced regional cooperation.” On the contrary, writes Jones, “democratisation can give vent to illiberal, nationalist and uncooperative sentiments, particularly when dominated (as ASEAN polities are) by cynical oligarchs. It is disappointing, therefore, that none of the chapters engages in systematic analysis of the domestic social forces at work in ASEAN states.”

“On balance,” for Jones, “the evidence in Hard Choices seems to favour the pessimist viewpoint. The basis for concluding that civil society has shattered elites’ monopoly on policymaking is rather weak. None of the pro-intervention authors sufficiently counter[s] the pragmatist challenge that ASEAN coherence could not withstand the adoption of a more liberal-interventionist posture. However, this is a contingent judgment which should not lead us simply to endorse the status quo. … [T] he fate of individual countries and the overall direction and content of ASEAN regionalism depends ultimately on the struggles of ASEAN’s own citizens.

Concludes Jones: “A clear-sighted analysis of the respective strengths and weaknesses of the force of movement and reaction, without succumbing to the defeatism of endorsing authoritarianism or the romanticism of believing that democratic institutions alone imply the victory of civil society (or that ASEAN can do much to create such institutions), is therefore vital for understanding the region’s prospects.”

This chapter is part of a yearly publication that compiles the edited and revised versions of papers presented at the Korea Economic Institute's (KEI) most recent Academic Symposium.

The chaper considers the security alliance between the United States and the Republic of Korea (ROK) as the foundation for the architecture of strategic stability in Northeast Asia that has endured for more than a half century. Along with the U.S. alliance with Japan, this security architecture has maintained the balance of power despite vast geopolitical changes, not least the end of the global Cold War. It provided an environment that fostered spectacular economic growth and the institutionalization of democratic governance.

The stability created under this strategic architecture is now challenged by a unique combination of three developments—the rise of China, North Korea’s bid to become a nuclear power, and the weakening of the United States in the wake of the Iraq War. These events disturb the carefully crafted balance of power that was created during the Cold War era. China’s growth as an economic and military power, combined with its aspirations for regional leadership, creates an alternative pole of power to the United States. The defiant decision of the Democratic People’s Republic of Korea (DPRK) to test a nuclear device threatens the security of Korea and Japan and opens the door to further proliferation in the region.

These two developments have been widely discussed among policymakers and experts in the region and in the United States. But there has been little examination of the dangerous dynamic between these events and the Iraq War. The deteriorating military and political situation in Iraq and in the Middle East more broadly has significantly weakened the United States in East Asia. It has swung public opinion against the United States and, as collateral damage, undermined support for the alliances. The focus of U.S. attention and resources on the Middle East feeds a perception that U.S. interest in East Asia is declining. More profoundly, it encourages powers such as China and Russia to assert more frequently and more boldly their desire for a more multipolar power structure.

Some observers of Japan have pointed to a dangerous rise in Japanese nationalism. Advocates of that idea claim that this is evident in a number of events, such as, the visits of former Prime Minister Koizumi to the Yasukuni Shrine; former Prime Minister Abe's plan for constitutional reforms and his statements regarding the comfort women; the adoption of "revisionist" history textbooks; the territorial disputes with countries such as China and South Korea; and Japan's efforts to strengthen the Japan-U.S. security arrangements.

However, such observations invite the following questions:

  • If there are such signs in Japan, do they reflect Japanese society as a whole? Japan has been strongly pacifistic since the war, avoiding any entanglement in military conflict. This seems to be deeply rooted in the minds of the Japanese people. Just what is the relationship between the purported rise in nationalism and these pacifistic tendencies?
  • Most commentators who warn of rising nationalism in Japan fear a return of the extreme nationalism of prewar Japan. However, are not today's political regime, economic institutions and social conditions, all vastly different from those of prewar Japan?
  • Even though a trend toward nationalism can be witnessed in some quarters of Japan, it doesn't necessarily mean that Japan has become a country that would take dangerous actions. Nationalistic emotions and movements are not directly linked to the actions of a country. Rather, are there not some intervening factors between them?
Minister Kitano will address three points in answering these questions. First he will examine the current situation of Japan by discerning the ‘goals' of Japanese nationalism. Second, he will evaluate the strength of the nationalist movement in Japan by comparing the contemporary movement with the movement in prewar Japan. Last, he will analyze the function of nationalism in different stages of nation states. Through this process, Minister Kitano will reveal the 'myth and reality' of Japan's nationalism.

Mitsuru Kitano currently serves as minister for public affairs at the Embassy of Japan to the United States in Washington, D.C. where he is in charge of outreach to press/media, intellectual exchanges, art and cultural exchanges as well as support for Japanese language education. Kitano has written a number of op-ed articles, including ones analyzing U.S. opinions about Japan in such papers as the Washington Post, the Washington Times, and the International Herald Tribune.

Minister Kitano is a career diplomat and has been posted in Tokyo, France, Geneva, China and Vietnam since joining Japan's Ministry of Foreign Affairs in 1980. He has been professionally engaged in Japan's bilateral relationship with the U.S., China and Southeast Asian countries, and Japan's policies regarding the United Nations and other international organizations. He was active also in such areas as economic cooperation and nuclear energy issues.

His academic achievements include being a lecturer at Sophia University (Tokyo) and a senior visiting fellow at RIETI (Research Institute of Economy, Trade and Industry) in Japan. In 2007, he co-authored a book, Paburikku Dipuromashi: Seron no Jidai no Gaiko Senryaku (Public Diplomacy: Diplomatic Strategy in the Age of Public Opinion) (Tokyo: PHP Kenkyujo).

Minister Kitano received a B.A. from the University of Tokyo in 1980 and a M.A. in international relations from the University of Geneva in 1996.
