Health and Medicine

FSI’s researchers assess health and medicine through the lenses of economics, nutrition and politics. They’re studying and influencing public health policies of local and national governments and the roles that corporations and nongovernmental organizations play in providing health care around the world. Scholars look at how governance affects citizens’ health, how children’s health care access affects the aging process and how to improve children’s health in Guatemala and rural China. They want to know what it will take for people to cook more safely and breathe more easily in developing countries.

FSI professors investigate how lifestyles affect health. What good does gardening do for older Americans? What are the benefits of eating organic food or growing genetically modified rice in China? They study cost-effectiveness by examining programs like those aimed at preventing the spread of tuberculosis in Russian prisons. Policies that impact obesity and undernutrition are examined; as are the public health implications of limiting salt in processed foods and the role of smoking among men who work in Chinese factories. FSI health research looks at sweeping domestic policies like the Affordable Care Act and the role of foreign aid in affecting the price of HIV drugs in Africa.

Tobacco is the single greatest cause of preventable death in the world today, including in China where cigarette smoking is a popular pastime. "The [tobacco] industry in China is run by the Tobacco Monopoly Administration, a central government administrative body created in the 1980s, also known as China Tobacco Corp.," said Matthew Kohrman in a February 2011 interview with NPR's Morning Edition. China nonetheless issued a nationwide indoor smoking ban on May 1. Speaking with Al Jazeera English on the first day of the ban, Kohrman predicted that Chinese citizens will increasingly comply with the ban even if in fits and starts initially. "It all has to do with implementation," he suggested. "It all has to do with changing the culture of smoking and people’s thinking about it—that takes time."

The Asia Health Policy Program (AHPP) of the Walter H. Shorenstein Asia-Pacific Research Center, in conjunction with the Stanford Center for Population Research (SCPR), announces the availability of 2011–2012 pre-doctoral research assistantships in contemporary Asian demography. The research assistantships support pre-doctoral students working within a broad range of topics related to demographic change in Asia while they provide research assistance to Karen Eggleston, faculty director of AHPP, and Shripad Tuljapurkar, faculty director of SCPR.

DESCRIPTION

Research assistantships are available to Stanford University PhD candidates who have completed three quarters of graduate studies at Stanford and have made progress toward defining original research related to population aging, gender imbalance, inter-generational support, migration and health, or other topics related to demographic change in one or more countries of Asia. A minimum of three quarters of residence and participation in AHPP activities is required. AHPP and SCPR invite applications from a broad range of disciplines, including anthropology, biology, economics, demography, history, law, political science, and sociology.

Students on research assistantships (RAs) receive salary and tuition allowance for up to 10 units (depending on the time commitment) in autumn, winter and spring quarters of the 2011–12 academic year. In the summer, tuition allowance for an RA is usually for three units. The RA may choose to work between 10 hours (25% time) and 20 hours (50% time) per week during the quarters in which they are employed. The research assistance will be an extension of research related to the book co-edited by Eggleston and Tuljapurkar: Aging Asia: The Economic and Social Implications of Rapid Demographic Change in China, Japan, and South Korea. Each RA also receives cubicle space at SCPR.

APPLICATION PROCESS

Applicants should send the following materials to the research assistantship coordinator, Lisa Lee:

  • CV
  • Description of research interests or a detailed dissertation prospectus. The description should be clear and concise, especially to readers outside your discipline, and should not exceed five double-spaced or three single-spaced typewritten pages.
  • Description of previous RA experience and relevant skills, including in quantitative and qualitative analysis. This description should be no longer than one page.
  • Copy of transcripts. Transcripts should cover all graduate work, including evidence of work recently completed.
  • Two letters of recommendation from faculty or advisors, sent directly to AHPP.

Only those applications that contain the complete materials listed above will be considered.

About the seminar

Dr. Kneller's talk examines how national systems of industry-university cooperation impact innovation by comparing the Japanese system with that of the United States. Dr. Kneller has spent 13 years with a major science and engineering research center at the University of Tokyo. His talk shows how the Japanese system favors exclusive transfer of academic discoveries to established companies. It also examines other factors affecting science and engineering entrepreneurship in Japan. The talk references recent research showing that, at least in pharmaceuticals, new companies are more likely than old to pioneer the early development of novel technologies, especially those arising in universities. Japan's experience is relevant to current debates in America related to university management of intellectual property, entrepreneurship by faculty and students, appropriate ways to encourage industry-university collaboration, and the importance of peer review in allocating government university research funding.

About the speaker

Robert Kneller is a visiting professor at the Stanford Medical School and a professor at the Research Center for Advanced Science and Technology (RCAST) at the University of Tokyo.

He worked at Tianjin Children's Hospital and the Chinese Academy of Preventive Medicine from 1986 to 1987 before joining the U.S. National Institutes of Health (NIH) in 1988. At NIH, he was a cancer epidemiologist and was also responsible for negotiating collaborative agreements with industry to develop NIH anti-cancer therapies. In 1997, an Abe Fellowship enabled him to study the Japanese system of university-industry cooperation at the University of Tokyo. Since 1998, he has been a professor with that university's Research Center for Advanced Science and Technology. His research focuses on university-industry cooperation, the role of start-ups in innovation, the discovery and commercialization of biomedical technologies, and conflicts of interests associated with academic entrepreneurship. Although U.S. health care expenditures reached 17.6 percent of GDP in 2009, quality measurement in this important service sector remains limited. Studying quality changes associated with 11 years of health care for patients with diabetes, the authors find that the value of reduced mortality and avoided treatment spending, net of the increase in annual spending, was $9,094 for the average patient. These results suggest that the unit cost of diabetes treatment, adjusting for the value of health outcomes, has been roughly constant. Since input prices have not been declining, our results are consistent with productivity improvement in health care.

Minoru Aosaki, "International Banking Regulation after the Financial Crisis: Economic Impacts and Policy Challenges in the US, Japan, and the EU"

To address lessons of the financial crisis, the Basel Committee introduced a new international framework on banking regulations, known as Basel III. The world leaders subsequently committed to implement it at the last G20 summit meeting. A current key issue is how regulators in each country should/can transform their current regulatory regime to the new regime under their own economic and regulatory environments. To consider the issue, Aosaki examines how economic costs and benefits of the regulatory reform would vary among countries and discusses policy challenges of the regulators to ensure the benefits and mitigate the costs.


Pradnya Palande, "Population Dynamics: A New Approach in Understanding Cancer Development"

Cancer, the most vicious and hard to cure disease, results from an accumulation of genetic alterations best known as mutations, in our body. These mutations constantly keep evolving by natural selection. A consequence of this evolution is that a cancer treatment will tend to kill the susceptible cells but will leave the resistant ones to flourish. A few months later, the cancer will reappear and will be resistant to previous treatment. Hence studying the population dynamics of cancer will provide insight into development of cancer and will help in developing better methods for cancer prevention and therapy.

Palande has concentrated her research on population dynamics of cancer cells in chronic myeloid leukemia, a type of blood cancer. She is trying to study the role of the antibody diversification enzyme, namely Activation Induced cytidine Deaminase (AID), in the generation of mutations associated with cancer progression and drug resistance in chronic myeloid leukemia.

Naoki Takeuchi, "Energy Policies, Clean Technologies, and Business Innovations in the United States"

In January 2011, at his State of the Union speech, President Obama suggested setting a goal that 80% of electricity will come from clean energy sources in the United States by 2035. He also suggested that the United States will become the first country to have a million electric vehicles on the road by 2015. 

In Takeuchi's research, he tries to understand the dynamic interactions among government energy policies, clean technologies, and business innovations in the United States. His research includes an overview of federal energy policies (both regulations and incentives), an overview of California State government policies, recent trends of clean technologies, venture capital investments in cleantech companies, and major areas of clean technologies and business innovations. In this presentation, Takeuchi will present case studies focusing on cleantech companies in the Silicon Valley.

Minoru Aosaki is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2010–11 and 2011–12. Prior to joining Shorenstein APARC, he was deputy director for international banking regulations at the Government of Japan's Financial Services Agency, where he was responsible for developing bank regulatory standards as a member of groups of the Basel Committee on Banking Supervision. Before 2008, he worked for Japan's Ministry of Finance and drafted the ministry's policy-position papers on the International Monetary Fund and also participated in the communiqué drafting processes at the G7 and G20 meetings.

During his time at Shorenstein APARC, Aosaki researches policy responses to the recent financial crisis with the support of Dr. Michael Armacost, and discussed at seminars and conferences at Stanford University, Cornell University, and Harvard University.  He received a bachelor of law degree (LL.B.) from Hitotsubashi University in 2001, a master of public administration degree (MPA) from Syracuse University in 2004, and a master of law degree (LL.M.) from Cornell Law School in 2005.

Pradnya Palande is a corporate affiliate visiting fellow at Shorenstein APARC for 2010-11. Prior to joining Shorenstein APARC, she has been working with Reliance Life Sciences Pvt .Ltd. (India) since 2001. She is a senior research scientist in the Therapeutic proteins group. Her job responsibilities include cloning and expression of theraputic proteins. She also has been working on isolating genes of Mabs from mouse cell lines and analyzing CDRs which will lead to the development of chimeric and humanized monoclonal antibodies for therapeutic uses. 
Pradnya is a post graduate in Zoology with a specialization in animal physiology. She has also worked as a faculty to undergraduate students for a few months after her post graduation.

Naoki Takeuchi is a corporate affiliate visiting fellow at Shorenstein APARC for 2010-11.  Prior to joining Shorenstein APARC, he worked at the Development Bank of Japan Inc. (DBJ) for sixteen years.  Takeuchi's experience at DBJ include venture capital, M&A, corporate restructuring, private equity, and buyout finance.  Takeuchi graduated from the University of Tokyo with a BA in Economics in 1994.  He received his MBA from Carnegie Mellon University in 2002.
