Kristen Lee is the Executive Assistant for Director Kyoteru Tsutsui at the Walter H. Shorenstein Asia-Pacific Research Center (APARC). She graduated from Stanford University with a B.A. in History, focusing on the United States. Prior to joining Shorenstein APARC, she worked with the Chinese Railroad Workers in North America Project and the the Investment Responsibility Panel at Stanford University, as well as in educational and public outreach at the National Archives in Washington, D.C.

Michelle Obama promoted study abroad programs during a speech at the Stanford Center at Peking University in Beijing on Saturday, then encouraged Stanford and local high school students sitting in Palo Alto to be "citizen diplomats" during a high-tech videoconference.

In her remarks before the conversation with students, the first lady said that study abroad is a "vital part of our foreign policy."

"Study abroad is about shaping the future of your countries and the world we all share," she said.

Studying in a different country gives students the chance to immerse themselves in another culture, she said.

"That's how you realize that we all have a stake in each other's success – that cures discovered here in Beijing could save lives in America," she said. "That clean energy technologies from Silicon Valley in California could improve the environment here in China; that the architecture of an ancient temple in Xi'an could inspire the design of new buildings in Dallas or Detroit."

Obama spoke before an audience of 170 students, scholars, and alumni at the Stanford Center at Peking University (SCPKU) in Beijing – her only scheduled public appearance during a trip to China with her daughters.

"Two great universities, two great countries. The symbolism behind this event is truly remarkable," said Xinkai Mao, MBA '14. "My wife went to PKU and I go to Stanford. What a connection!"

Mao attended the event with Stanford Graduate School of Business classmate Paul Chen, MBA '14. Both lead a China study trip for fellow students starting Sunday.

Max Baucus, Washington's ambassador to Beijing, and a graduate of Stanford and the university's law school, reinforced Obama's message of personal learning and diplomacy, recounting his own exchange studies in France.

"I am standing here because of my experience at a study abroad program," he said.

Thirty-five years after the normalization of relations with China, the U.S. is supporting more American students in China than in any other country in the world.

"We're sending high school, college and graduate students here to study Chinese," Obama said. "We're inviting teachers from China to teach Mandarin in American schools. We're providing free online advising for students in China who want to study in the U.S. and the U.S. China Fulbright program is still going strong with more than 3,000 alumni."

The largest group of foreign students enrolled at Stanford today are Chinese – 860 students, up from about 600 two years ago.

"You can't learn what the First Lady is talking about only through books," said Chien Lee, BSMS '75, MBA '79, a former Stanford trustee and SCPKU's lead donor. "You have to have an in-person experience. That's what helps you appreciate the subtleties and differences. The center provides a place for people to have that exchange."

Milestone for SCPKU

The first lady's visit came the day after the second anniversary of SCPKU's opening. The center made Stanford the first American university to construct a building for its own use on a major Chinese university campus. 

Obama's conversation with students sitting at Stanford's campus showcased the "highly immersive classrooms" at SCPKU and the Graduate School of Business. The rooms are identical, and use high-definition video technology to give participants in both locations the feeling that they are in the same room. The rooms will be used to conduct seminars between scholars at Stanford and PKU, and will also be used by the business school to expand the reach of its faculty.

The classroom features a curved wall of video screens and allows seamless conversation and real-time data sharing with participants on different continents.

"Through the wonders of modern technology, our world is more connected than ever before," Obama said. "Ideas can cross oceans with the click of a button. You don't need to get on a plane to be a citizen diplomat. If you have an Internet connection in your home, school or library, within seconds you can be transported anywhere in the world and meet people on every continent."

Sitting in the immersive classroom at SCPKU, Obama encouraged students to use all the resources at their disposal to become well-informed global citizens and decision makers, and to enrich the relationship between the U.S. and China.  

"The creation of a global citizen is a critical mission of the great universities in modern times," said alumnus David Chao, MBA '93, who manages a global venture capital firm and attended Obama's speech.  "When you have a global citizen with empathy, someone pushing the nuclear button is highly unlikely. It's especially relevant, when you see what's going on in Ukraine right now with people refusing to talk."

From neurology to energy and art

Stanford and Peking University have a long and growing collaboration that began with scholarly exchanges in the 1970s and student exchanges thereafter. 

In remarks welcoming the first lady, Mariano-Florentino Cuéllar, the Stanley Morrison Professor of Law at Stanford Law School and Director of Stanford's Freeman Spogli Institute for International Studies, spoke of SCPKU's mission and its relationship to China's elite Peking University, also known as Beida.

"Stanford scholars – like their counterparts at Beida – are constantly seeking a deeper appreciation of different societies and their histories," Cuéllar said. "That leads to stronger relationships –geographically, politically and culturally. We are striving for a world that is ever more capable of transcending its differences. Stanford's special relationship with Beida is a shining example of these ideals."

Nine Stanford teaching and research programs, including the School of Medicine's Asian Liver Center, the Bing Overseas Studies Program, and the Graduate School of Business, have located operations at SCPKU. Seventeen faculty fellows from departments as diverse as neurology, art, bioengineering and music, have conducted research at the center. SCPKU has also hosted 32 workshops or seminars on topics as varied as "Leveraging PCs to Advance Learning in China's Rural Schools," "Energy in China," and "New Urban Formations: Comparative Urbanization."

The first cohort of 20 Stanford undergraduates to study at the center will arrive for their 10-week program March 31. The center already has been home to a meeting of U.S.-China officials discussing North Korea's nuclear program and a conference of electrical engineers reviewing Technology Standardization. China 2.0, a forum on venture capital and entrepreneurship organized by the Graduate School of Business, will be held at the center April 11.

The future

Looking ahead, SCPKU aspires to tackle intellectual questions that address not just the political economy and culture of China, but also the challenges that arise as China engages other parts of the world in trade. China's geopolitical interests and actions in Latin America, Africa, South Asia and Southeast Asia are all important questions that Stanford faculty want to address. "The center can and should be a research destination for Stanford faculty whose work touches on China but is not necessarily solely focused on the country or region," said Jean Oi, professor of political science, director of SCPKU, and a driving force behind the center's creation.

As SCPKU activity and scholarship continues to evolve, technology also will allow its intellectual content to reach a wider audience beyond the Beijing campus.

Drawing on data collected through comparative ethnographic fieldwork on Chinese investments in Zambia in the past five years, this talk seeks to answer the questions: What is the peculiarity of Chinese capital? What are the impacts of Chinese investments on African development? Rejecting both the Western rhetoric of “Chinese colonialism” and the Chinese self-justification of “south-south collaboration”, Lee examines the mechanisms, interests and limits of Chinese power through a double comparison: between Chinese and non-Chinese companies, and between copper and construction.

Ching Kwan Lee is a professor of sociology at the University of California, Los Angeles, and currently a fellow at the Center for Advanced Study in the Behavioral Science at Stanford. Her research interests include labor, development, political sociology, global ethnography and China. She is author of Against the Law: Labor Protests in China’s Rustbelt and Sunbelt and Gender and the South China Miracle. She is working on two book projects, one on Chinese investment and labor practices in Zambia, and the other on forty years of state and society relations in China.

This study analyzes the effects of Indonesia's conditional cash transfer program on the local health care market in terms of price, utilization, and quality of care. The CCT program is associated with increased delivery fees and increased utilization of prenatal care and trained attendants for delivery assistance. Consequently, program participants experience improvements in prenatal care quality. 

Margaret Triyana is the Asia Health Policy Post-doctoral fellow. Her main interests are inequality and human capital investments, particularly early health investments in developing countries.

Margaret (Maggie) Triyana’s main research interests are inequality and human capital investments in developing countries. In particular, she is interested in the effects social policy changes on children’s health outcomes. As a Postdoctoral Fellow, she will analyze the effects of rural-urban migration in Indonesia and China, as well as the impact of health insurance expansion in Indonesia and Vietnam.

Triyana received a PhD in Public Policy from the University of Chicago in 2013.

The US-Japan alliance is the longest, most stable, and most indispensable alliance in the modern history of East Asia.  It has served as the foundation for the region's security structure for well over a half-century.  However, with China's emergence as a rising economic and military power, and given territorial disputes involving China, Japan, and South Korea, and with escalating nationalistic rhetoric and fundamental disagreements over historical interpretations of the Pacific War, the United States and Japan are now facing worrisome tensions and strains that could undermine the solidarity of the US-Japan alliance.  Is the time-tested US-Japan alliance capable of managing both the shifts in the regional balance of power, and the threat of conflict over disputed territories, and the rising thermometer of nationalistic sentiments?   

Ambassador Ryozo Kato, former Ambassador of Japan to the United States from 2001 - 08, the longest tenure of any Japanese Ambassador to the United States, and former Commissioner of Nippon Professional Baseball from 2008 - 2013, has had a long and distinguished career in the Ministry of Foreign Affairs of the Japanese Government. A graduate of Tokyo University Faculty of Law and Yale Law School, he served his country in Australia, Egypt, and the United States, in addition to multiple global assignments within the Ministry in Tokyo.

Positions which Ambassador Kato served in the United States include the Third Secretary in the Embassy (1967–1969), Minister in the Embassy (1987–1990), and Consul-General in San Francisco (1992–1994). He returned to Japan to serve as the Director-General of the Asian Affairs Bureau (1995–1997) and the Deputy-General of the Foreign Policy Bureau (1997–1999). After serving as the Deputy Minister for Foreign Affairs (1999–2001), he was appointed the Ambassador of Japan to the United States of America from 2001 to 2008. He has been recognized and respected on both sides of the Pacific for his outstanding understanding of the issues and his clarity in direction to resolve them.

Mr. Rudd served as Australia’s 26th Prime Minister from 2007 to 2010, then as Foreign Minister from 2010 to 2012, before returning to the Prime Ministership in 2013. As Prime Minister, Mr. Rudd led Australia’s response during the Global Financial Crisis. Australia's fiscal response to the crisis was reviewed by the IMF as the most effective stimulus strategy of all member states. Australia was the only major advanced economy not to go into recession. Mr. Rudd is also internationally recognized as one of the founders of the G20 which drove the global response to the crisis, and which in 2009 helped prevent the crisis from spiraling into a second global depression.

As Prime Minister and Foreign Minister, Mr. Rudd was active in global and regional foreign policy leadership. He was a driving force in expanding the East Asia Summit to include both the US and Russia in 2010. He also initiated the concept of transforming the EAS into a wider Asia Pacific Community to help manage deep-routed tensions in Asia by building over time the institutions and culture of common security in Asia. On climate change, Mr. Rudd ratified the Kyoto Protocol in 2007 and legislated in 2008 for a 20% mandatory renewable energy target for Australia. Mr. Rudd launched Australia's challenge in the International Court of Justice with the object of stopping Japanese whaling in the Southern Ocean. Mr Rudd drove Australia’s successful bid for its current non-permanent seat on the United Nation’s Security Council and the near doubling of Australia's foreign aid budget.

Mr. Rudd remains engaged in a range of international challenges including global economic management, the rise of China, climate change and sustainable development. He is on the International Advisory Panel of Chatham House. He is a proficient speaker of Mandarin Chinese, a Visiting Professor at Tsinghua University and funded the establishment of the Australian Centre on China in the World at the Australian National University. He was a co-author of the recent report of the UN Secretary General's High Level Panel on Global Sustainability – “Resilient People, Resilient Planet" and chairs the World Economic Forum's Global Agenda Council on Fragile States. He also remains actively engaged in indigenous reconciliation.

As in the United States, over the decades Korean domestic politics developed in dynamic ways that helped to shape the country’s foreign policy. In particular, Korea-U.S. relations have been influenced by changing political environments in both countries. Seoul and Washington have come to learn through hard experience that the domestic dimensions of foreign policy cannot be ignored if the alliance is to be managed well and unnecessary conflicts avoided. On the divided Korean Peninsula, North Korea continues to pose the primary challenge to the alliance, and in the eyes of South Koreans the achievement of Korean unification may be the ultimate test of the Korea-U.S. alliance. Few people are as qualified to address these complex issues as Dr. Jin Park, a former three-term member of the National Assembly, where he served as Chairman of the Foreign Affairs, Trade and National Unification Committee.

Dr. Jin Park is currently Chair Professor at the Graduate School of International and Area Studies, Hankuk University of Foreign Studies. He is also working as the Executive President of Asia Future Institute, an independent policy think-tank. The purpose of the institute is to research on the future development of Asia and to promote Korea’s role in the region. Dr. Park served in the 16th, 17th, and 18th Sessions of the National Assembly, representing the Grand National Party (renamed to Saenuri Party) in the central Jongno District in Seoul. While in politics, he served as the Chairman of Foreign Affairs, Trade and National Unification Committee of the National Assembly between 2008-2010. He graduated from the College of Law, Seoul National University, Kennedy School of Government at Harvard University, New York University Law School and received a doctorate degree in politics from St. Antony’s College, Oxford University. He is the Vice President of Korea-America Association, a member of the New York State Bar, and is a regular member of the Seoul Forum for International Affairs. Dr. Park received Honorary Commander of the Most Excellent Order of the British Empire (CBE) from Queen Elizabeth II. He speaks Korean, English, Japanese, and conversational Chinese.

SCID and SCP present a special seminar with Professor Xiaonian Xu

The Chinese economy has grown so fast and for so long. But the “miracle” has started fading in recent years.  Why?  Prof. Xu argues that the reform era can be divided into two fundamentally different phases.  Phase I, from 1978 to the mid-1990s, is characterized by market-oriented reforms, whereas Phase II, from the mid-1990s onward, is dominated by government-led investment and interventions. Though China’s growth performance looks identical in numbers over the two phases, the source of growth has changed from efficiency gains to increased use of resources. Phase II growth is thus unsustainable, and worse, it has brought about structural distortions that severely undermine the economy’s growth potential. To maintain growth even at a moderate level, China needs to go beyond what the leadership has promised and planned.

Dr. Xiaonian Xu is Professor of Economics and Finance at CEIBS. He worked for China International Capital Corporation Limited (CICC) since 1999 as Managing Director and Head of Research. The research team under Dr. Xu was ranked No. 1 in 2002 among domestic brokerage firms by Chinese institutional investors. And Dr. Xu himself was voted in the same survey as the best in economics research. Prior to CICC, Dr. Xu was Senior Economist with Merrill Lynch Asia Pacific based in Hong Kong from 1997 to 1998. He worked as a consultant of the World Bank in Washington DC in 1996. Dr. Xu was appointed Assistant Professor of Amherst College, Massachusetts, from 1991 to 1995, teaching Economics and Financial Markets. He was employed by the State Development Research Center of China as a research fellow from 1981 to 1985.
 
Dr. Xu obtained Ph.D. in Economics, University of California, Davis, in 1991, and MA in Industrial Economics in 1981 from People's University of China . He received Sun Yefang Economics Prize in 1996, the highest Chinese award in the field, for his research on China 's capital markets. His research interests include: Macroeconomics, Finance, Financial Institutions and Financial Markets, Transitional Economies, and China 's Economic Reform. Dr. Xu is the recipient of the 2005 and 2006 CEIBS Teaching Excellence Award. Dr. Xu received the prestigious CEIBS Medal for Teaching Excellence in 2010.

There are four serious island disputes in East Asia: from north to south, the Southern Kurile dispute (Russia vs. Japan), the Liancourt dispute (two Koreas vs. Japan), the Pinnacle dispute (Japan vs. two Chinas) and the Paracel-Spratly dispute (two Chinas vs. Vietnam, the Philippines, Malaysia and Brunei). All of these territorial disputes involve a perception of historical injustice by one of the parties. Japan's territorial claim against Russia is closely linked to the rancor over the Siberian Deportation (1945-56); Korea's territorial claim against Japan reflects the rancor over Japan's colonization (1910-45); Chinese territorial claims against Japan are rooted in the response to Japan's major invasion of mainland China going back to the Manchurian Incident (1931-45); and Vietnamese passion for the territorial claim against China is linked to the Sino-Vietnamese War (1979-89), among other things.

In this talk, the speaker will argue that the four territorial disputes over relatively unimportant islands in East Asia have persisted for such a long time not because of the contest for natural resources or the inherent importance of those territories but because of perceived historical injustice. If these disputes are to be settled now, the solutions therefore have to be political, taking perceived justice and injustice in consideration

Tetsuya Toyoda, has been teaching international law and constitutional law at Akita International University since 2007. Before that he was a project researcher at the University of Tokyo (2006-2007) and an official of the Ministry of Foreign Affairs (1994-2000). He graduated from the University of Tokyo (Faculty of Law) and obtained his Diplôme d’Etudes Approfondies from the University of Paris II-Panthéon-Assas. He is also a Visiting Professor at the Far Eastern Federal University, Vladivostok, Russia.
