Security

FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

Bennett Freeman is a managing director in the Washington, DC office of Burson-Marsteller, where he leads the firm's Global Corporate Responsibility practice advising multinational corporations on issues ranging from human rights and labor practices to the environment and sustainable development. Prior to joining Burson-Marsteller in May 2003, Freeman advised companies, international institutions and NGOs on corporate responsibility and human rights as Principal of Sustainable Investment Strategies. In 2002, he co-authored an independent Human Rights Impact Assessment of the BP Tangguh project in Papua, Indonesia, the first such assessment undertaken in advance of a major energy project in the world.

Freeman served as a presidential appointee in three positions in the State Department across the full span of the Clinton Administration. As U.S. Deputy Assistant Secretary of State for Democracy, Human Rights and Labor from 1999 to early 2001, Freeman led the State Department's bilateral human rights diplomacy around the world under Assistant Secretary Harold Koh. In that capacity, he was the principal architect of the Voluntary Principles on Security and Human Rights, the first human rights standard forged by governments, companies and NGOs for the oil and mining industries. Previously he served as Deputy Assistant Secretary of State for Public Affairs and chief speechwriter for Secretary of State Warren Christopher from early 1993 to early 1997.

Ambassador Charles L. Pritchard, an expert on U.S. relations with Japan and Korea, was a top aide to President Bush in the administration's negotiations with North Korea and the U.S. Representative to the Korean Peninsula Energy Development Organization (KEDO). He was also special assistant to the President and senior director for Asian affairs in the Clinton administration. Pritchard joined the Brookings Institution as a visiting fellow in the Foreign Policy Studies program on September 2, 2003. While at Brookings, Pritchard has published "North Korea Needs A Personal Touch", Los Angeles Times (09/10/03); "A Guarantee to Bring Kim into Line", Financial Times (10/10/03); "Freeze on North Korea Nuclear Program is Imperative", The Korea Herald (01/09/04); "What I Saw in North Korea", New York Times (01/21/04), "While the US Looked for Iraqi WMD North Korea Built Theirs", YaleGlobal(01/01/04), and "U.S. Should Confide in Allies on North Korean Nukes", Asahi Shimbun/International Herald Tribune (08/06-07/04).

Following a twenty-eight year career in the army, during which he held military assign-ments with the Office of the Secretary of Defense, as its country director for Japan, and as the U.S. Army Attaché in Tokyo, Pritchard joined the National Security Council in 1996.

Pritchard obtained his B.A. in Political Science from Mercer University in Georgia and his M.A. in International Studies from the University of Hawaii. He is the recipient of the Defense Distinguished Service Medal.

On October 13, 2004 the Korean Studies Program at the Asia-Pacific Research Center (APARC) and the Project on Peace and Cooperation in the Asian-Pacific Region at the Center for International Security and Cooperation hosted a delegation from the Institute of Disarmament and Peace, Democratic People's Republic of Korea.

The discussion at today's workshop was wide-ranging, with participants exchanging views on the current state of relations in Northeast Asia. This gathering is part of ongoing efforts in both countries to enhance mutual understanding and to reduce tensions in the region.

The U.S. participants were, in alphabetical order, Ambassador Michael Armacost, Shorenstein Distinguished Fellow, APARC; Ellsworth Culver, founder and senior vice president, Mercy Corps; John W. Charles Pritchard has had a distinguished career in government. He was the Ambassador and Special Envoy for Negotiations with North Korea, and the U.S. Representative to the Korean Peninsula Energy Development Organization, State Department. He has also served as the Special Assistant to the President and Senior Director for Asian Affairs, and Director for Asian Affairs in the National Security Council.

Throughout the seventeenth and eighteenth centuries, Japanese "nationalism" (if such a term is even applicable) depended less on imagined similarities among Japanese than it did on their contrived customary differences from foreign peoples such as the Ainu. The boundaries of the early modern Japanese realm were ethno-geographical, and Ainu identity and difference was critical in constructing the borders of Japan.

After 1799, the Tokugawa shogunate and, later, the Meiji state, undertook policies of deculturation and assimilation toward the Ainu, because the Meiji strategy toward state building relied less on difference than on myths of internal homogeneity. The Meiji state conscripted Ainu into the myth of Japanese homogeneity through assimilation; but earlier forms of Ainu autonomy and difference first had to be destroyed.

Interestingly, wolf eradication offers one vantage point from which to view the process of Ainu deculturation and assimilation in the context of the colonization of Hokkaido and the creation of the modern myths that provided the foundation for Japan's ethnic nationalism. Ainu origin mythology held that the Ainu people were born from a union of a wolf and a goddess, and so when Ainu tracked and killed wolves and wild dogs under state bounty programs legitimized as "imperial grants," they committed mythological patricide, replacing their origin myths with Japanese ones that, over the course of the late Meiji period, served as the foundation of Japan's modern nation.

Director, Gi-Wook Shin welcomes the new members to the Korean Studies Program at the beginning of 2004-2005 academic year.

Dear members of the Korean Studies community,

I trust that all of you have had a great summer and are now ready for the beginning of a new academic year. I welcome all of you back to campus and to another exciting year for the Korean Studies Program (KSP) at Stanford University.

First of all, I welcome the new members to our program this year. Philip Yun and John Feffer are our inaugural Pantech Fellows and will conduct research related to Korea, both North and South. Both Philip and John have distinguished careers and will be great assets to all of us at KSP. Philip has held high-level positions at the State Department and worked closely with former Secretary of Defense, Dr. William Perry, in addition to practicing law in both Korea and the U.S. John is an accomplished writer and editor, and his most recent publication is North Korea/South Korea: U.S. Policy at a Time of Crisis. I would also like to welcome Jasmin Ha, who will serve as our new Program Coordinator and assistant to me. She worked previously at The Korea Society in New York City and brings to us both her experience and vision for Korean studies at Stanford. Soyoung Kwon, a North Korean expert, will also be staying at APARC as a Shorenstein Fellow for the coming year.

Hong Kal and Chiho Sawada, post-doctoral research fellows, will remain with us for another year. Hong has accepted a tenure-track assistant professorship at York University, but will not start her appointment until the 2005-06 year. Rakhi Patel, our student assistant, will continue to work part-time to assist Jasmin and myself.

We will resume our popular luncheon seminars on October 15 with a presentation by Eric Larson of the Rand Corporation on his project on South Korean attitudes towards the United States. There will also be numerous other exciting events and programs on Korea-related issues throughout the coming year. Please visit our website for more detailed and continuously updated information.

KSP is also now home to the Journal of Korean Studies for which Chiho and I serve as associate editor and co-editor, respectively, of the journal. In addition, we have been engaged in a number of exciting projects. I have just finished my overdue book on Korean ethnic nationalism and am currently working with Kyu Sup Hahn, a doctoral student in Communications, on a project on U.S. media coverage of Korea and South Korean media coverage of the U.S. from 1992-2004. We will also continue on-going projects such as "Globalization in Korea" and "Historical Injustice, Reconciliation, and Cooperation." I appreciate the assistance of the many students and researchers who have been working with me on these projects over the years.

This year we will do an international search to fill the William Perry Chair in contemporary Korea. This is an extremely important appointment for the Korean Studies Program at Stanford, and you will have the opportunity to meet candidates throughout the year.

For much of the U.S.-ROK alliance's fifty-year history, it was considered one of the most successful political-military relationships forged out of the Cold War era. More recently, however, experts have expressed concerns about the durability of the alliance, given changing views in both Seoul and Washington on the nature of the threat posed by North Korea. The two allies' disparate approaches to DPRK policy became evident in the wake of the 2001 summit between the newly inaugurated President Bush and South Korean President Kim Dae Jung.

This paper presents the central issues for electricity-sector reform in India, as they grew out of the reform process that began in 1991, and within the context of the sector's organization, regulatory structure, and other institutional characteristics. The paper argues that India's current reform policies will not be sufficient to achieve reliable, efficient power because distribution reform has not been done. Undertaking distribution reform is a difficult path to tread because of the absence of global consensus on best practices and conflicting forces, both economic and political. The paper analyzes alternative institutional structures for reform in the distribution sector. The findings include that the objectives of coverage and efficiency may conflict, that economically efficient reorganization may be politically unachievable and that the small, municipally owned firm may be the best compromise. Since many Indian states are economically and politically diverse from each other, and include both large served and unserved areas, there is scope to vary the organizational structure depending on the state's situation. This paper provides a means to do so. The agenda for policymakers is to identify the situation in their respective states and choose a reorganization path that is the best compromise.

Many similarities exist between America's alliances with Japan and South Korea. The United States provides a security guarantee to both countries, and maintains a military presence in each. Local ambivalence about these foreign troops has long been a staple of politics in both countries.

The two alliances are strategically connected. The United States would find it difficult to support its commitments to South Korea without access to bases in Japan. Japan would have trouble sustaining political support for US bases if it were America's only ally in the region. Trilateral security consultations among the United States, Japan, and South Korea enhance deterrence and generate diplomatic leverage with respect to North Korea.

The US-Japan and US-ROK alliances have yielded mutual benefits for over fifty years. Yet today, while US-Japan defense cooperation is flourishing, conflicting perceptions in Washington and Seoul of Kim Jong-il's North Korean regime--and how to deal with it--have generated deep concerns about the future of the US-ROK alliance. This has prompted officials on both sides to shift their attention from managing these defense partnerships to redefining their terms.

Armacost and Okimoto's provocative book examines this policy challenge. Substantial progress has been achieved in modernizing the US-Japan alliance. A shared US-ROK analysis of the North Korean challenge, and a common strategy for combating it, is now the urgent priority. Without it, the US-ROK alliance will not regain the relevance and promise that mark America's relationship with Japan. Given the stakes, Washington and Seoul must summon the political will to address current problems promptly and purposefully. Written by some of the most eminent scholars and practitioners in the field, the chapters in this timely volume offer thoughtful suggestions to help policymakers achieve this goal.
