The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Hirotaka Ishii is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2016-17.  Prior to joining Shorenstein APARC, he served as deputy director for policy making and implementation at the Government of Japan's Ministry of Economy, Trade & Industry (METI), where he was in charge of electricity and gas market reform policy, commerce and consumer affairs policy, and intellectual property policy.  Ishii received his bachelor's degree of economics from Tokyo University in 2005.

In a recent television interview with the Korean Broadcasting System (KBS), SK Center Fellow Yong Suk Lee said that tougher economic sanctions on North Korea are not achieving their intended effects and may actually be exacerbating inequality instead. Analyzing satellite night lights data, Lee found that the North Korean regime has avoided the impact of sanctions by reallocating electricity from poor, rural areas to urban areas where privileged elites reside. Lee published the research in a working paper, “Countering Sanctions: The Unequal Geographic Impact of Economic Sanctions in North Korea,” which was highlighted in a Stanford News Service article in Oct. 2014. Lee also presented his preliminary findings at a public seminar at Stanford.

In this session of the Corporate Affiliates Research Presentations, the following will be presented:

Satoshi Koyanagi, Ministry of Economy, Trade & Industry, Japan, "Effectiveness of the Silicon Valley Ecosystem in the Clean-Tech Sector"

The energy sector in the Japanese government faces two big problems.  The first is how to achieve the basic principle for the power supply-demand structure – by introducing renewable energy and optimizing energy consumption, this would lower dependency on nuclear power generation.  The second problem is how to tackle climate change.  The key factor in overcoming both of these problems is the innovation in the clean-tech sector while maintaining international competitiveness and quality of life.  In his research, Koyanagi investigates the features of venture capital investments, the features of start-ups in the clean-tech sector and current public support of clean-tech start-ups.  He tries to answer the question of “Does the Silicon Valley Ecosystem Work Effectively in the Clean-Tech Sector?”  From his research findings, Koyanagi makes some recommendations for the Japanese government to promote innovation in the clean-tech sector.

 

Tsuneo Sasai, The Asahi Shimbun, "Fostering Entrepreneurship in Japan:  A Look at the Personal History of Japanese Entrepreneurs in Silicon Valley"

In Japan, the electronic industry has been on the decline for the past 10 years and the automotive industry is facing many new challenges.  In order to maintain and develop its scale of economy, Japan needs to increase its number of entrepreneurs who can revitalizes the economy and make innovation happen both inside and outside of Japanese companies.

There is, however, a growing trend of highly motivated young people in Japan interested in start-ups and some have immersed themselves in the Silicon Valley to seek greater business opportunities.  Based on his interviews with them, Sasai believes their personal history, including their childhood and what steps they took to create their own start-ups in Silicon Valley, can help explain their entrepreneurial aspirations.  In his presentation, Sasai shows how this knowledge can provide useful insights to help Japan develop more entrepreneurs.

 

Mariko Takeuchi, Sumitomo Corporation, "What is 'Fintech" and what is its Outlook for Japan?"

Financial technology or “Fintech” is a term that, in the last couple of years, has been used often and widely.  Most people understand this technology is related to the financial market.  However, because the Fintech market is huge, it is difficult to understand exactly what it is and what it can provide to us.  Additionally, the wave of Fintech is coming to Japan with several Fintech start-ups emerging recently.  In her research, Takeuchi studied the activities of both the U.S. and Japanese governments and traditional financial institutions and how they relate to Fintech.  Based on her findings, Takeuchi divides Fintech into twelve categories and shows that the category map between Japanese and U.S. Fintech market is slightly different.  In her presentation, she explains the reasons for the difference from the regulations stand-point and provides some insight for the future of Japanese Fintech.

Tsuneo Sasai is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2015-16.  He has worked as a news reporter for The Asahi Shimbun, the national leading newspaper in Japan, for ten years, focused mainly on covering economic policy and business news.  His specialty is the financial sector, such as financial institutions, the Financial Services Agency, and the Bank of Japan.   Sasai also conducted investigative reporting with a record of success in breaking stories, in the fields of corporate management and financial scandal.  His research at Stanford will examine how financial systems in Silicon Valley play a role in developing startups.

Mariko Takeuchi is a corporate affiliate visiting fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2015-16.  Takeuchi has over eight years of experience in the information technology business field at Sumitomo Corporation, one of the major trading and investment conglomerates in Japan.  Her experience in the IT industry includes business development and marketing for Silicon Valley Venture Company as a master distributor in Japan, accounting & budget control, and management.  Takeuchi is interested in applying her knowledge gained here to her work and overall helping to grow the economy in Asia.  Takeuchi graduated from the School of Commerce in Waseda University.

The fellows will also participate in special events and site visits to gain a firsthand understanding of business, society and culture in the United States.

The United Nations has thus far fulfilled its charter to prevent a third world war, but with 60 million refugees, continued bloodshed with unresolved civil conflicts and terrorism spreading like cancer, the world's leading peacekeeping organization must spearhead global action, U.N. Secretary-General Ban Ki-moon said Friday at Stanford on the 70th anniversary of the international organization.

Ban, the U.N.'s eighth secretary-general, did not rest on any laurels during his speech at a public event sponsored by the Walter H. Shorenstein Asia-Pacific Research Center (APARC). "I humbly accept criticism that the U.N. is not doing enough," he said. 

However, the situation could have been worse if not for the United Nations, he continued. "Without peacekeepers, or without the U.N.'s continued humanitarian assistance and advocacy of human rights, I'm afraid to tell you that this world would have been poorer, more dangerous and even bloodier without the United Nations."

Ban's visit to Stanford – his second to the university in less than three years – was part of a trip to the Bay Area to commemorate the signing of the U.N. charter. In 1945, representatives from 50 nations gathered in San Francisco to create the United Nations – an international organization aimed at saving future generations from the "scourge of war."

Today, the United Nations has grown to 193 member nations. Its challenges – from climate change and poverty to civil wars and terrorism – have never been greater, Ban said.

"This is a critical year; 2015 is a year of global action," he said. "The U.N. cannot do it alone. We need strong solidarity among government, business communities and civil societies, from each and every citizen."

The fact that so many young people around the globe are drawn to violent narratives is worrisome, Ban said. "Violent terrorism is spreading like cancer around the world."

The rise in terrorist activities stems from "a failure of leadership," he said. That's why the United Nations needs to develop a comprehensive plan of action to address extremism, he maintained.

The U.N.'s 70th anniversary coincidentally fell on a momentous day of tragedy and celebration around the world. Dozens were killed when terrorists launched horrific attacks across three continents – in France, Tunisia and Kuwait – fueling anger, sadness and fear of more violence.

But in the United States, celebrations rang out in response to a landmark U.S. Supreme Court ruling that legalizes same-sex marriages nationwide.

Ban, who has long advocated for equality and last year pushed the United Nations to recognize same-sex marriages of its staff, drew a round of applause when he heralded the court ruling as "a great step forward for human rights."

In March 2011, an earthquake and tsunami hit the eastern coast of Japan and caused one of the worst nuclear meltdowns ever seen. In the lead-up to that week, U.S. officials there were bracing themselves for a media firestorm following a controversial Wikileaks release, Japan’s new foreign minister was ushered into office, and an apology statement was delivered on behalf of the United States in Okinawa, explained the top U.S. diplomat who was posted there at the time.

“And that, was just a microcosm of all kinds of things going on during my tenure there,” said John Roos, who served as the U.S. ambassador to Japan from 2009 to 2013.

Speaking at Stanford, Ambassador Roos offered views on his tenure as ambassador at a seminar led by the Japan Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC). The diplomatic posting, underpinned by the strong U.S.-Japan alliance, proved an essential role for coordination of U.S. aid when the disaster struck.

Roos spoke in conversation with Ambassador Michael Armacost, his counterpart who served in the same position from 1989 to 1993, who is now a distinguished fellow at Shorenstein APARC.

“By far, [it was] the biggest crisis I had to deal with in my career,” said Roos, who has years of experience in business and law, and is now the CEO of the Roos Group.

Roos said he first took steps to open lines of communication between local staff, and the Japanese and U.S. military commands there. He went with his team on a dozen trips across the country. Fact-finding missions were necessary to assess the situation, as much as they were symbolic in showing a commitment to the people of Japan, he said.

Asked about his background, Roos said his academic training was valuable throughout his career. He is a graduate of Stanford University and Stanford Law School.

Leaders tasked to coordinate response crisis efforts, especially those concerned with nuclear issues, are often across many intergovernmental organizations and in turn, lead to a conflicting set of opinions. He said his ability to navigate tough situations harkens back to his training at Stanford, which emphasized building consensus and thinking critically.

Later, Armacost also underscored the role of people – who’s involved and their individual personalities – and their influence on policy decisions.

“Personal relationships are so important,” Roos said, “they drive everything.”

People-to-people connections were a similar theme mirrored in Roos’ perspectives on the future of the Japanese economy and the country’s relations with neighboring countries. As ambassador, Roos started the Tomodachi Initiative, an educational exchange program linking young leaders from the United States and Japan.

Following the crisis, in 2012, Japan ushered in Prime Minister Shinzo Abe and the Liberal Democratic Party (LDP) became the ruling majority party. One facet of Abe’s vision includes a stimulus package, commonly referred to as ‘Abenomics,’ intended to restore the country’s economy after more than a decade of slow growth.

Roos said most Japanese have a tepid attitude toward Abe’s policy ever since implementation of the final round of policies which are intensely focused on structural reforms. The reforms are necessary to restart growth, he said, but the average citizen will likely feel an impact due to a paring down of resources across public services.

But, entrepreneurism provides a credible direction for the country’s economic revival, and could help carve out a defined role for Japan in the global marketplace.  

In Japan, “there is incredible innovation going on,” he said. Individuals and universities are producing a myriad of cutting-edge technologies, and the ecosystem to support this is growing, but not yet fully adopted.

He said a key driver behind Silicon Valley’s success is the spirit of entrepreneurism widely shared there. People actively take risks, exchange ideas, and most importantly, embrace failure.

Roos said he carried that message with him wherever he went in Japan, often referencing the example of Mr. Abe who came back for a second term as prime minister. “That’s the culture of Silicon Valley, and that’s the culture that we want to promote in Japan.”
