Many observers have written off U.S. manufacturing, and manufacturing in California in particular. High costs and offshoring are frequently blamed, and in the last election international trade agreements were added to the list.  But is manufacturing really in decline, are trade agreements a major factor, and what does the future of the sector look like in California? Technology, demographics and global competition will continue to drive change, but if California plays its cards right manufacturing can remain a prominent part of the state’s economy.

Sean Randolph is Senior Director of the Bay Area Council Economic Institute, where he served as President & CEO from 1998-2015. Dr. Randolph previously served as director of international trade for the State of California (1994-98), where he directed international programs to stimulate exports and introduce California companies to overseas markets. Before service with the state, he was Managing Director of the RSR Pacific Group, an international business consulting firm specializing in Asia and Latin America, and before that served as International Director General of the Pacific Basin Economic Council (1988-1993), a 15-nation international organization of leading U.S., Asian and Latin American corporations active in Asia-Pacific trade and investment. His professional career includes extensive experience in the U.S. Government, on the U.S. Congress staff (1976-1980), and White House staff (1980-1981). From 1981–85 he served in the Department of State: on the Policy Planning Staff, as Special Adviser for Policy in the Bureau of East Asian and Pacific Affairs, and as Deputy/Ambassador-at Large for Pacific Basin affairs. From 1985–88 he served as Deputy Assistant Secretary of Energy for International Affairs, managing nuclear proliferation, research, and global oil and gas issues. Dr. Randolph holds a JD from the Georgetown University Law Center, a Ph.D. from the Fletcher School of Law and Diplomacy (Tufts and Harvard Universities), a B.S.F.S. from Georgetown’s School of Foreign Service, and studied at the London School of Economics.

The U.S.-Asia Security Initiative at Stanford’s Shorenstein Asia-Pacific Research Center, in collaboration with the Japan Center for International Exchange, has published a report highlighting the findings from its Inaugural U.S.-Japan Security Workshop, a Track 1.5 dialogue in Tokyo that convened government and military officials from the United States and Japan, as well as scholars and regional experts, in May 2016.

The report, titled “Japan’s Evolving Defense Policy and U.S.-Japan Security Cooperation: Expectations versus Reality,” examines recent changes in Japan’s defense policy and the implications of these revisions on the U.S.-Japan alliance and regional security.

Sections of the report include:

  • American and Japanese Perspectives on the Security Trends in Asia
  • The Impact of the New Security Policy on U.S.-Japan Security Cooperation Efforts
  • Defense Cooperation and Weapons Development & Acquisition
  • Conclusions—Facing the Policy and Operational Challenges Head-On

Stanford economist Takeo Hoshi joined Nikkei CNBC’s television program “Night Express” in Tokyo to discuss what a U.S. presidency under Donald Trump holds for trade policy, U.S.-Japan relations and the global economy.
 
Hoshi, who is also the Japan Program director at the Shorenstein Asia-Pacific Research Center, said that, while many of the next administration’s plans remain uncertain, the president-elect's first task would be to bridge divisions among Republicans so it can move ahead on policy decision-making.

Japanese and American scholars and practitioners gathered at Stanford recently for “Womenomics, the Workplace, and Women,” a full-day conference seeking to find pathways to advance opportunity for women in society and the workplace.

Nearly 75 people attended the public conference, which included 20 speakers and was co-sponsored by Stanford’s Shorenstein Asia-Pacific Research Center and the Clayman Institute for Gender Research, as well as the United States-Japan Foundation and the Japan Society for the Promotion of Science.

Takeo Hoshi, director of the Japan Program at Shorenstein APARC, noted that women in Japan and the United States have long encountered obstacles related to gender. Currently, the United States and Japan rank 45th and 111th, respectively, on the Global Gender Gap Index.

“The conference is a unique opportunity for experts from Japan and Silicon Valley to learn from each other and their countries’ recent attempts to tackle gender diversity, particularly in the areas of business and technology,” Hoshi said.

The Japanese government’s inclusion of women’s advancement in its economic growth strategy 'Abenomics,' named after Prime Minister Shinzo Abe, is “one of the few good policies,” Hoshi said, yet complex cultural constraints and workplace policies need to change in order for it to work. Similarly, in Silicon Valley, while strides have been made, gender diversity still lags in corporate leadership and boards of directors especially in the areas of STEM (science, technology, engineering and mathematics).

Panelists shared perspectives on women’s status, leadership and work-life balance in both countries throughout four panel discussions led by Hoshi, and Shelley Correll, director of the Clayman Institute and professor of sociology; Kenji Kushida, Japan Program research scholar; and Mariko Yoshihara Yang, a visiting scholar at Shorenstein APARC.

One broad theme that emerged in the discussions: gender equity progress takes time. Closing the gender gap will come incrementally and a multidisciplinary approach could help the process. 

Areas highlighted by the panelists included a need to address unconscious bias and to improve programs that support women in the workplace as well as those seeking to re-enter the labor force after taking time off, such as increased access to childcare and elimination of “evening work” for those who hold full-time jobs.

Panelists suggested expanding educational opportunities, mentorship and peer-to-peer networks among women, as well as training centered on gender equity for all employees. Quotas and government incentives for organizations that adopt equity practices were also proposed to achieve greater female representation.

Additional discussions took place between the panelists in a closed-door workshop the following day. A report that details outcomes and a set of policy recommendations is expected in 2017; the full list of panelists, topics addressed and conference agenda can be viewed here.

Shorenstein Asia-Pacific Research Center as a visiting scholar during the 2016-2017 academic year.  Her research interests are focused on North Korea and Northeast Aisa regional dynamics and the prospective changes of Korea-US relationship post US presidential election this year. She is also currently researching how the Korean mass media is shaping views on Korea’s presidential scandal. Young-ju is an anchor and a journalist at YTN, the first 24-hour news agency in South Korea. In her trademark casual and confident style, Young-ju has anchored all the contemporary major breaking news that have unfolded across the globe. Young-ju also covered a number of stories ranging from domestic politics, international affairs, including the Korean Peninsula issues and Northeast Asia political dynamics.  Young-ju graduated with honors from Seoul National University where she obtained a bachelor's degree in Geography. She enjoys traveling all over the globe and enjoys swimming, scuba diving and golf.

Lieutenant Colonel Patrick Winstead is a Senior Military Fellow at the Walter H. Shorenstein Asia-Pacific Research Center (APARC), Freeman Spogli Institute for International Studies (FSI) at Stanford University.  Prior to his current fellowship, Lt Col Winstead served in various leadership roles on the staff of the United States Pacific Command's Operations Directorate (J3) in Hawaii.  He led a team of cross-functional experts in analyzing various complex strategic and operational challenges in the Indo-Asia-Pacific region, then recommended U.S. military capabilities and strategies to meet those challenges.  Lt Col Winstead also served as the Executive Assistant to U.S. Pacific Command's Director for Operations (the 2-star officer responsible for all military operations in the Pacific theater).  Before his headquarters assignment, Lt Col Winstead commanded a C-17 airlift squadron in Hawaii, where he led over 110 military personnel in operations conducting the worldwide airlift and airdrop of cargo and people.  He is a pilot with over 3,400 flying hours in the C-17, having completed three other operational flying assignments as an instructor and evaluator pilot.  Lt Col Winstead spent the previous nine years of his 20+ year Air Force career stationed in the Asia-Pacific theater, gaining valuable tactical, operational, and strategic expertise in military operations.

Lt Col Winstead earned a B.S. in Environmental Engineering and a B.S. in Multidisciplinary Studies from North Carolina State University and a M.A. in Organizational Management from The George Washington University.

At Stanford, Lt Col Winstead seeks to examine the strategic implications of unmanned systems operations (air, sea, undersea) in the Indo-Asia-Pacific region, including the impact of using these systems by all capable governments on the balance of security and escalation control calculations.  More broadly, Lt Col Winstead seeks to understand factors contributing to escalation control in a multi-lateral, multi-alliance security environment.  He is also interested in strategic messaging and information control in the Indo-Asia-Pacific.

Dr. Ke Wang is visiting APARC for the fall semester in 2016-2017 school year during her sabbatical leave from her current post at the Federal Reserve Board of Governors in Washington D.C. where she serves as a Senior Economist in the Division of Banking Supervision and Regulation.

At the Fed, Dr. Wang is responsible for policy analysis and regulation oversight of U.S. bank holding companies as well as conducting academic research in economics and finance fields. In her five-year tenure as a Fed staff economist, she participated in international Basel framework of capital regulation, quantitative credit model assessment for U.S. Stress Testing practice, and policy initiatives on liquidity regulation for Systemically Important Financial Institutions.

Dr. Wang’s research interests span from credit analysis to monetary policy. She has published in top academic journals such as Journal of Financial Economics and has wide citations for her previous works which covered topics such as corporate bond default prediction, impact of banking structure on monetary policy, and relationship banking in pre-war Japan.

Her current working papers focus on how liquidity in Over-The-Counter market is impacted by broker-dealers’ funding costs and information asymmetry. She provides empirical evidence using comprehensive bond transaction data that broker-dealers’ own financial health will quantitatively impact the liquidity and price discovery process of distressed assets. At Stanford, Dr. Wang will collaborate with other APARC research fellows on studies about both U.S. and Japan banking regulations, particularly the impact of regulation on systemic risk of financial institutions. 

Dr. Wang holds a Ph.D. in Economics from Stanford University and a B.A. in International Economics from Peking University. She once worked as an Assistant Professor in Finance in the Faculty of Economics at the University of Tokyo, teaching graduate courses on Money and Banking as well as Corporate Finance.
