South Korean President Moon Jae-in and U.S. President Donald Trump recently held a summit in Washington, their first face-to-face meeting in a time of heightened tensions on the Korean Peninsula. Experts from the Shorenstein Asia-Pacific Research Center offered insights in a series of publications and press interviews.

In advance of the summit, William J. Perry Fellow Kathleen Stephens spoke on Bloomberg television about the challenges facing the United States and South Korea, and how those challenges would be prioritized during the bilateral meeting.

Moon would be bringing the message that the U.S.-South Korea alliance is a “strong one and that he remains committed to it,” and that, “only by working transparently and closely together” could the two countries address areas of concern, Stephens said.

“Only when Washington and Seoul are able to talk very frankly to each other and come up with a coordinated plan do we have any chance of making some progress on North Korea,” she added.

Stephens joined the program from Seoul, where a group of Shorenstein APARC faculty and fellows participated in a public seminar and the Korea-U.S. West Coast Strategic Forum, a biannual conference that seeks to foster dialogue about issues affecting the Korean Peninsula and the U.S.-South Korea alliance.

The seminar, held in conjunction with The Sejong Institute, received press coverage; such articles can be read on the Voice of America website (in Korean) and Sisa Journal website (in Korean).

In an analysis piece for Tokyo Business Today, Associate Director for Research Daniel Sneider assessed the outcomes of the summit between Moon and Trump, suggesting that their meeting was satisfactory – without signs of major discord.

“For the most part, this display of calculated pragmatism worked well. There was no visible daylight between the two leaders over how to handle the North and THAAD totally disappeared from the summit talk, at least in public and in the joint statement issued by the two governments.”

The summit, however, may prove to be a “temporary gain,” Sneider added. “Beneath the smiles, there was plenty of evidence of the gaps, and even the tensions, that exist between a progressive government in Seoul, one that echoes the views of its ideological predecessors of a decade ago, and a nationalist, conservative regime in Washington.”

Days after the summit, North Korea test-launched an intercontinental ballistic missile (ICBM), which the United States and South Korea followed by hosting joint military exercises.

Stephens spoke on WBUR radio about the ICBM test launch and the initial reactions of the Trump administration.

“If [President Trump’s] agenda is to take stronger defensive measures against North Korea, I think he will find strong partners in Japan and South Korea,” she said, noting that other measures, such as diplomacy and economic sanctions, have also been used to affect pressure on the regime.

Responding to a question about China’s relationship with North Korea, Stephens said Beijing has not exhausted all possible tools in its efforts to persuade Pyongyang to slow or abandon its nuclear and missile activities. This is because China fears a collapse of the regime and “takes a long view” in its calculus, she said.

In discussions of how Japan can harness Silicon Valley, and how Japan can accelerate its efforts to foster greater innovation and entrepreneurship, the endpoint is often “Japan’s education system needs to change.” However, the people discussing innovation, entrepreneurship, and harnessing Silicon Valley are rarely positioned to be able to take the next step and actively facilitate change. The Stanford Program on International and Cross-Cultural Education (SPICE) has begun offering an interactive online learning program called Stanford e-Japan to high schools in Japan and plans to expand into the college level.  Students not only learn content provided by Stanford scholars, but are also exposed to critical thinking, creative but structured intellectual inquiry, and formulating informed opinions about topics of great relevance to everyday life – all in English. SPICE and the Stanford Silicon Valley – New Japan Project are delighted to collaborate on building new relationships and content to directly begin influencing educational change in Japan. In this SV-NJ Public Forum series, SPICE director Gary Mukai and SV-NJ project leader Kenji Kushida will provide an overview of educational skills needed for the Japanese young people of today and tomorrow, and introduce the Stanford e-Japan program.

Dr. Gary Mukai is the director of the Stanford Program on International and Cross-Cultural Education (SPICE) at Stanford University. Prior to joining SPICE in 1988, he was a teacher in Gunma Prefecture, Japan, and in California public schools. Gary’s academic interests include curriculum and instruction, educational equity, and teacher professional development. He is a graduate of U.C. Berkeley and Stanford University. His curricular writings for U.S. schools include extensive work on Japan and the Japanese-American experience. In 2003, under his leadership, SPICE established the Reischauer Scholars Program, a distance-learning course on Japan and U.S.–Japan relations for high school students in the United States, and in 2015, SPICE launched Stanford e-Japan, a distance-learning course on the United States and U.S.–Japan relations for high school students in Japan. In 2007, he was the recipient of the Foreign Minister’s Commendation from the Japanese government for the promotion of mutual understanding between Japan and the United States, especially in the field of education. In 2015, he was selected as the recipient of the Stanford Alumni Award by the Asian American Activities Center Advisory Board. He has been a long-time interviewer of the Japan Exchange and Teaching (JET) Program and member of the JET Alumni Association of Northern California board. 

Kenji E. Kushida is a Japan Program Research Scholar at the Walter H. Shorenstein Asia-Pacific Research Center and an affiliated researcher at the Berkeley Roundtable on the International Economy. Kushida’s research interests are in the fields of comparative politics, political economy, and information technology. He has four streams of academic research and publication: political economy issues surrounding information technology such as Cloud Computing; institutional and governance structures of Japan’s Fukushima nuclear disaster; political strategies of foreign multinational corporations in Japan; and Japan’s political economic transformation since the 1990s. Kushida has written two general audience books in Japanese, entitled Biculturalism and the Japanese: Beyond English Linguistic Capabilities (Chuko Shinsho, 2006) and International Schools, an Introduction (Fusosha, 2008). Kushida holds a PhD in political science from the University of California, Berkeley. His received his MA in East Asian studies and BAs in economics and East Asian studies, all from Stanford University.

The Japan Program at Stanford’s Shorenstein Asia-Pacific Research Center (APARC), with the generous support of the United States-Japan Foundation and Japan Society for the Promotion of Science, held a conference in November 2016 titled “Womenomics, the Workplace, and Women.” The report, which is an outcome of the conference, offers an analysis of the state of women’s leadership and work-life balance in Japan and the United States, and specific actions that Japanese government stakeholders, corporations, start-ups, and educational institutions can take to address gender inequality in Japan.

Martin Kenney is a Distinguished Professor of Community and Regional Development at the University of California, Davis; a Senior Project Director at the Berkeley Roundtable on the International Economy; and Senior Fellow at the Research Institute for the Finnish Economy.  He has been a visiting scholar at the Copenhagen Business School, Cambridge, Hitotsubashi, Kobe, Stanford, Tokyo Universities, and UC San Diego. His scholarly interests are in entrepreneurial high-technology regions, technology transfer, the venture capital industry, and the impacts of online platforms on corporate strategy, industrial structures and labor relations. He co-authored or edited seven books and 150 scholarly articles. His first book Biotechnology: The University-Industrial Complex was published by Yale University Press. His most recent edited books Public Universities and Regional Growth, Understanding Silicon Valley, and Locating Global Advantage were published by Stanford University Press where he edits the book series Innovation and Technological Change in the Global Economy.  His co-edited book Building Innovation Capacity in China was published by Cambridge University Press in 2016 and has been translated into Chinese. He is a receiving editor at the world’s premier innovation research journal, Research Policy and edits a Stanford University book series.  In 2015, he was awarded University of California Office of the President’s Award for Outstanding Faculty Leadership in Presidential Initiatives.  His research has been funded by the NSF, the Kauffman, Sloan, and Matsushita Foundations, among others.  He has given over 500 talks at universities, government agencies, and corporations in Europe, Asia, and North and South America.

International Christian University (ICU) is the first four-year liberal arts college in Japan. For the past six decades, they have spearheaded liberal arts education with particular features that were standard abroad, but relatively unknown in Japan until recently. Dr. Hibiya will describe ICU’s past and present, situating them in the flow of recent trends in higher education, in Asia and Japan. She will focus on the revitalization of liberal arts and discuss successful initiatives by the Japanese Ministry of Education, Culture, Sports, Science and Technology, as well as highlighting challenges they face now, and in the future.

Dr. Junko Hibiya is the 10th president of International Christian University (ICU) in Japan. She received a Bachelor of Arts degree in French Studies and a Master of Arts degree in Linguistics from Sophia University. She then completed a doctorate in Linguistics at the University of Pennsylvania in 1988. Prior to being at ICU, she has taught at Keio University and has been Visiting Professor at Dartmouth College. In her administrative work at ICU, Dr. Hibiya served as Director of Japanese Language Programs, Chair of the Division of Languages, Director of Academic Reform, and for the past four years, Vice President for Academic Affairs (VPAA). As evidence of her leadership, ICU successfully completed academic reforms in the undergraduate College of Liberal Arts and the Graduate School during her tenure as Director of Academic Reform and VPAA.
