Shinya Fushimi is a corporate affiliate visiting fellow at Shorenstein APARC for 2007-2008. A 20-year IT industry veteran, Fushimi started his career as a researcher of Mitsubishi Electric Corporation, Tokyo, Japan, and developed various innovative products. One of his products, a hardware sorting engine, made a new world record of data sorting performance in 2000. He then served various management positions in R&D, sales, marketing, and engineering. Most recently, he was Head of Data Centric Solution Business Unit of Mitsubishi Electric. The unit has developed more than 1,000 new customers.

He received BS, MS, and Ph.D in computer science from The University of Tokyo. Prior to joining Shorenstein APARC, he was with the Sloan Master's Program of Graduate School of Business, Stanford University, and received a master's degree in business management.

He received a Moto-oka Memorial Prize, a Best Paper Award for Young Researcher of Information Processing Society of Japan, Mitsubishi Electric's President Award, and Best Patent Award. He holds 52 patents in Japan, US, Germany, France, UK, China, Taiwan, and Korea, and lectured on database technologies and IT business at various universities such as The University of Tokyo in Tokyo and Ewha Women's University in Seoul. He is the recipient of an IBM Pre-Doctoral Fellowship in 1983.

The year 2007 marks the 20th anniversary of South Korea's June 10 civil uprising of 1987, and the 10th year since the 1997 Asian financial crisis. To commemorate these occasions, the Korea Herald published a series of contributions from prominent foreign scholars to analyze the significant changes that Korea has undergone during the past two decades. Shorenstein APARC Director Gi-Wook Shin wrote the op-ed below, on the problems of Korean nationalism.

When the Virginia Tech massacre shook American society, Koreans and Korean-Americans alike nervously responded with a deep sense of collective guilt. Many first-generation immigrants took it upon themselves to apologize for the actions of gunman Cho Seung-hui on the grounds that they all share the same Korean ethnicity (meaning blood).

South Korea's ambassador to Washington, Lee Tae-shik, went so far as to say that the Korean- American community needed to "repent," suggesting a 32-day fast, one day for each victim, to prove that Koreans were a "worthwhile ethnic minority in America." The South Korean government offered to send an official delegation to the funerals of the victims.

This episode may seem bizarre or perplexing to non-Koreans since most ethnicities (including Americans) don't have that strong sense of collective responsibility. Yet this incident well illustrates Korea's psyche, i.e., deeply rooted ethnic national identity, which remains strong today.

Korea has been democratizing and globalizing for the last two decades but neither force has weakened the power of nationalism. On the contrary, it has only become stronger.

How can we explain this phenomenon of persistent ethnic nationalism in a country at the forefront of globalization? Where does such a tradition of collectivistic, ethnic identity come from? What are the positive and negative aspects of ethnic nationalism in Korea? How can Korea, as it is becoming a multiethnic society, deal with it in a globalizing world?

Origins and History

Historically Koreans have developed a sense of nation based on shared blood and ancestry. The Korean nation was "ethnicized" or "racialized" through a belief in a common prehistoric origin, producing an intense sense of collective oneness.

Ethnicity is generally regarded as a cultural phenomenon based on a common language and history, and race understood as a collectivity defined by innate and immutable phenotypic and genotypic characteristics. However, Koreans have not differentiated between the two. Instead, race served as a marker that strengthened ethnic identity, which in turn was instrumental in defining the notion of nation. Koreans are said to believe that they all belong to a "unitary nation" ("tanil minjok"), one that is ethnically homogeneous and racially distinctive from its neighbors.

This sense of ethnic homogeneity, contrary to the popular "prehistoric origin" belief, took root in the early 20th century. Faced with imperialist encroachments, from both the East (Japan) and West, Koreans developed the notion of a unitary nation to show its autonomy and uniqueness. For Korea, which had a long history of political, linguistic, and geographic continuity, the internal issues of political integration or geographic demarcation were less important than the threat of imperialism. Enhancement of collective consciousness and internal solidarity among Koreans against the external threat was more urgent. As a result, the ethnic base or racial genealogy of the Korean nation was emphasized.

Sin Chae-ho, a leading nationalist of the time, for instance, presented Korean history as one of the "ethnic nation" ("minjoksa") and traced it to the mythical figure Tangun. According to him, the Korean people were descendants of Tangun Chosun, who merged with the Puy of Manchuria to form the Kogury people. This original blend, Sin contended, remained the ethnic or racial core ("chujok") of the Korean nation, a nation preserved through defense and warfare against outside forces. The nation was defined as "an organic body formed out of the spirit of a people descended through a single pure bloodline" that would last even after losing political sovereignty.

The need to assert the distinctiveness and purity of the Korean nation grew more important under colonial rule, especially as Japan attempted to assimilate Koreans into its empire as "imperial subjects." The assimilation policy was based on colonial racism, which claimed that Koreans and Japanese were of common origin but the former always subordinate.

The theory was used to justify colonialist policies to replace Korean cultural traditions with Japanese ones in order to supposedly get rid of all distinctions and achieve equality between the two nations. Yet colonial assimilation policy meant changing Korean names into Japanese, exclusive use of Japanese language, school instruction in the Japanese ethical system, and Shinto worship. Koreans resented and resisted the policy by asserting their unique and great national heritage. Yi Kwang-su, a leading figure at the time, claimed that bloodline, personality, and culture are three fundamental elements defining a nation and that "Koreans are without a doubt a unitary nation ("tanil han minjok") in blood and culture." Such a view was widely accepted among Koreans: to impugn the natural and unique character of the Korean ethnic nation during colonial rule would have been tantamount to betraying Koreanness in the face of the imperial challenge of an alien ethnic nation. Ironically, Japanese rule reinforced Koreans' claim to a truly distinct and homogeneous ethnic identity.

After independence in 1945, and despite peninsular division into North and South, the unity of the Korean ethnic nation or race was largely taken for granted. Neither side disputed the ethnic base of the Korean nation, spanning thousands of years, based on a single bloodline of the great Han race. Instead, both sides contested for the sole representation of the ethnically homogeneous Korean nation.

Even today, Koreans maintain a strong sense of ethnic homogeneity based on shared blood and ancestry, and nationalism continues to shape Korean politics and foreign relations. Many ethnic Koreans overseas share this sense of ethnic homogeneity, which can explain the response by the Korean American community to the Virginia Tech massacre.

Prize and Price

Ethnic nationalism has been a crucial source of pride and inspiration for the Korean people during the turbulent years of their nation's transition to modernity that involved colonialism, territorial division, war, and dictatorship. It has enhanced collective consciousness and solidarity against external threats and has served Korea's modernization well. Nationalism is also the underlying principle of guiding the current globalization process in the South.

In the North, ethnic national consciousness offered the grounds for the formation of a belief that Koreans are a chosen people, a position that became the epistemological basis for the juche ideology and the recent "theory of the Korean nation as number one." Ethnic nationalism could also play an integrative role in a unification process, as this self-ascribed identity of homogeneity can serve as the basis for the initial impetus toward unification, if not as the stable foundation of a unified Korea.

At the same time, such a blood-based ethnic national identity became a totalitarian force in politics, culture, and society. Individuals were considered only part of an abstract whole, and citizens were asked to sacrifice individual freedom and civil rights for the collectivity.

Nation was also used as a trump card to override other competing identities as well as to justify violations of human and civic rights in both Koreas in the name of the "nation." The power of nationalism has thus hindered cultural and social diversity and tolerance in Korean society.

The dominance of collectivistic, ethnic nationalism constrained space for liberalism in the public sphere. In its formative years of nation building, nationalism developed in opposition to liberalism and these two ideologies were mistakenly positioned against each other. This historical legacy led to the poverty of modern thought in Korea, including liberalism, conservatism, and radicalism. A lack of a liberal base, for instance, made Korean conservatism highly vulnerable to manipulation by authoritarian leaders.

Ironically, the very belief in ethnic unity has also produced tension and conflict between the two Koreas over the last half-century. The prevailing sense of unity in the face of territorial partition has provoked contention over who truly represents the Korean ethnic nation versus who is at fault for undermining that Korean unity. This battle for true national representation helps to explain highly charged inter-Korea conflict, including the Korean War that killed millions of fellows in the name of "national liberation."

Challenges and Future Tasks

Ethnic nationalism will remain an important organizing principle of Korean society. Neither democratization nor globalization has been able to uproot the power of nationalism. It would thus be wrong and dangerous to ignore or underestimate its power, treating it as a mere myth or something to pass away in due course. At the same time, we can't remain simply content with its current role, either.

Instead, it should be recognized that ethnic nationalism has become a dominant force in Korean society and politics and that it can be oppressive and dangerous when fused with racism and other essentialist ideologies. Koreans must strive to find ways to mitigate its potential harmful effects and use it in constructive manner. In particular, Koreans must promote cultural diversity and tolerance, and establish democratic institutions that can contain the repressive, essentialist elements of ethnic nationalism.

This important task is urgent because Korea, on the contrary to popular perception, is becoming a multiethnic society. Today about a half-million migrant labor workers, with the majority coming from China and Southeast Asia, live in the South. Only a decade ago, the number was less than one hundred thousand. Similarly more than one out of 10 marriages is "international," meaning that the spouse is nonethnic Korean (reaching 13.6 percent in 2005). Considering that the figure was only 1.7 percent in 1994, Korea is fast becoming a multiethnic society.

Despite new realities, however, perception and institutions are slow to change. Most Koreans still have stronger attachment to "ethnic Koreans living in foreign countries" than to "ethnic non-Koreans living in Korea." It is also much easier for a Korean-American who to "recover" Korean citizenship than for an Indonesian migrant worker living in Korea to obtain Korean citizenship. This is true even if the Indonesian worker might be more culturally and linguistically Korean than a Korean-American.

The principle of "bloodline" or jus sanguinis still defines the notions of Korean nationhood and citizenship, which are often inseparable in the minds of Koreans. In its formative years, Koreans stressed the ethnic base of nation without a corresponding attention to its civic dimension, i.e. citizenship. After colonial rule, neither state (North or South) paid adequate attention or made serious effort to cultivate a more inclusive notion of citizenship.

Social institutions that can address issues of discrimination against ethnic non-Koreans (e.g., ethnic Chinese known as "hwagyo") have been overlooked and underdeveloped. The Korean nationality law based on jus sanguinis legitimizes consciously or unconsciously discrimination against foreign migrant workers by explicitly favoring ethnic Koreans.

Korea needs to institutionalize a legal system that mitigates unfair practices and discrimination against those who do not supposedly share the Korean blood. Koreans need an institutional framework to promote a national identity that would allow recognition of ethnic diversity and cultural tolerance among the populace, rather than appeal to an ethnic consciousness that tends to encourage a false uniformity and then enforcing conformity to it.

They should envision a society in which they can live together, not simply as fellow ethnic Koreans but as equal citizens of a democratic polity. In fact, it is only a matter of time before Koreans will face serious challenges living in a multiethnic society (e.g., children of ethnically mixed couples, civic rights of migrant labor workers) that it is unprepared to resolve. Preparing for such challenges through public education and legal institutions won't be an easy task and should be an integral part of democratic consolidation processes that are currently under way.

Discussion of unification is premature and problematic if unification occurs without such adjustments. As the German unification experience shows, a shared ethnic identity alone will not be able to prevent North Koreans from becoming "second-class citizens" in a unified Korea. Even worse, because of higher expectations resulting from a shared sense of ethnic unity, a gap between identity (ethnic homogeneity) and practice (second-class citizens) will add more confusion and tension to the unification process.

All said, Koreans should strive to promote ethnic diversity and cultural tolerance, and develop proper legal institution so that all can live together in a multiethnic or unified Korea as equal citizens of a democratic polity. This task will be all the more important and urgent as Korea consolidates democracy, globalizes its economy, and prepares for national unification.

The alliance between the Republic of Korea and the United States has been facing new pressures in recent months. Leaders in Washington and Seoul are visibly out of synch in their response to the escalatory actions of North Korea, beginning with the July 4 missile tests and leading to the October 9 nuclear explosion. South Korean leaders seem more concerned with the danger that Washington may instigate conflict than they are with North Korea's profoundly provocative acts. American officials increasingly see Seoul as irrelevant to any possible solution to the problem. Officials on both sides valiantly try to find areas of agreement and to paper over differences. If attempts to restart the six-party talks on North Korea falter again, it is likely this divide will resurface.

There is a tendency on both sides of the Pacific to overdraw a portrait of an alliance on the verge of collapse. Crises in the U.S.-ROK alliance are hardly new. As I have written elsewhere, there never was a "golden age" in our alliance that was free from tension. Korean discomfort with an alliance founded on dependency and American unease with Korean nationalism has been a constant since the early days of this relationship. Clashes over how to respond to North Korea have been a staple of the alliance since its earliest days.

Korean-American relations today are much deeper than at the inception of this alliance. Our interests are intertwined on many fronts, not least as major players in the global economic and trading system. We share fundamental values as democratic societies, built on the rule of law and the free flow of ideas. There is a large, and growing, contact between our two peoples, from trade and tourism to immigration.

The current situation is worrisome however because it threatens the security system that lies at the foundation of the alliance. Though our interests are now far broader, the U.S.-ROK alliance remains military in nature. The founding document of this alliance was the

Mutual Defense Treaty signed on October 1, 1953, following the conclusion of the armistice pact to halt the Korean War. That treaty has been significantly modified only once - 28 years ago in response to American plans to withdraw its ground forces from Korea - to create the Korea-U.S. Combined Forces Command (CFC).

The two militaries have a vital legacy of decades of combined command, training and war planning. American military forces in significant numbers have remained in place to help defend South Korea from potential aggression from the North. South Korean troops have deployed abroad numerous times in support of American foreign policy goals, including currently in Iraq and Afghanistan.

This foundation of security is not only essential to this alliance but is the very definition of the nature of alliances in general, as distinct from other forms of cooperation and partnership in international relations.

"Alliances are binding, durable security commitments between two or more nations," Dr. Elizabeth Sherwood-Randall, a Stanford scholar and former Clinton administration senior defense official, wrote recently. "The critical ingredients of a meaningful alliance are the shared recognition of common threats and a pledge to take action to counter them. To forge agreement, an alliance requires ongoing policy consultations that continually set expectations for allied behavior."

Alliances can survive a redefinition of the common threat that faces them but not the absence of a threat. Nor can alliances endure if there is not a clear sense of the mutual obligations the partners have to each other, from mutual defense to joint actions against a perceived danger. "At a minimum," Sherwood-Randall says, "allies are expected to take into consideration the perspectives and interests of their partners as they make foreign and defense policy choices."

By this definition, the U.S.-ROK alliance is in need of a profound re-examination.

The 'shared recognition' of a common threat from North Korea that was at the core of the alliance is badly tattered. As a consequence, there is no real agreement on what actions are needed to counter that threat.

There is a troubling lack of will on both sides to engage in policy consultations that involve an understanding of the interests and views of both sides, much less setting clear expectations for allied behavior. Major decisions such as the phasing out of the CFC have been made without adequate discussion.

Americans and Koreans need, in effect, to re-imagine our alliance. We should do so with the understanding that there is still substantial popular support for this alliance, despite conventional wisdom to the contrary. The problems of alliance support may lie more in policy-making elites in both countries than in the general public. That suggests that a concerted effort to reinvigorate the alliance will find public backing.

The results of the Chicago Council on Global Affairs 2006 multinational survey of public opinion show ongoing strong support for the American military presence in South Korea. Some 62 percent of Koreans believe U.S. troop levels are either about right or too few; some 52 percent of Americans share that view. A slightly larger percentage of Americans - 42 percent compared to 36 percent of Koreans - think there are too many U.S. troops. Along the same vein, 65 percent of Americans and 84 percent of Koreans favor the U.S. providing military forces, together with other countries, in a United Nations-sponsored effort to turn back a North Korean attack.

The crack in the alliance comes over the perception of threat from North Korea.

While some 79 percent of Koreans feel at least "a bit" threatened by the possibility of North Korea becoming a nuclear power, only 30 percent say they are "very" threatened. Fewer Koreans feel the peninsula will be a source of conflict than the number of Americans. More significantly, nuclear proliferation is viewed as a critical threat by 69 percent of Americans, compared to only half of Koreans (interestingly, Chinese are even less concerned about this danger).

The opinion poll was conducted before the nuclear test so it is difficult to judge the impact of that event. These survey results do clearly indicate however that while the security alliance still has support, there is an urgent need for deep discussion, at all levels, about the nature of the threat.

The crisis that faced the NATO alliance in the wake of the end of the Cold War has some instructive value for Koreans and Americans today. At the beginning of 1990, I was sent by my newspaper, the Christian Science Monitor, from Tokyo, where I had been covering Japan and Korea since the mid-1980s, to Moscow. The Berlin Wall had fallen a few months earlier and the prospect of the end of a half-century of Cold War in Europe was in the air. However, I dont believe anyone, certainly not myself, anticipated the astounding pace or scale of change that took place within just two years.

Within less than a year, in October of 1990, West and East Germany were reunited.

The once-mighty Soviet empire in Eastern Europe disintegrated almost overnight. By July of 1991, the Warsaw Pact had come to an end. Perhaps most astounding of all - not least to officials of the administration of George H.W. Bush - the Soviet Union fell abruptly apart in December 1991.

These tectonic events triggered a debate about the future of the NATO alliance that had provided security to Europe since it was founded in April of 1949. Soviet leader Mikhail Gorbachev somewhat famously - and perhaps apocryphally - anticipated this debate. "We are going to do something terrible to you," he is said to have told Ronald Reagan. "We are going to deprive you of an enemy."

In those early days, the very continued existence of NATO was under active discussion. The Soviet leadership called for the creation of entirely new "pan-European" security structures that would replace both NATO and the Warsaw Pact. Some in Europe favored the European Union as a new vehicle for both economic integration of the former

Soviet empire into Europe, along with creating new European security forces that would supplant NATO's integrated command.

A more cautionary view argued for retaining NATO without change as a hedge against the revival of Russia as a military threat or the failure of democratic and market transformation in the former Soviet Union. American policymakers opted instead for the ambitious aim of expanding NATO membership to absorb, step by step, the former Soviet empire, including the newly freed western republics of the Soviet Union.

Along with expansion, the United States pushed NATO to redefine the "enemy." Americans argued that new threats to stability and security from ethnic conflict - and international terrorism - compelled NATO to "go out of area or out of business." NATO did so first in the Balkans, in Bosnia and Kosovo, though reluctantly. The alliance has moved even farther beyond Europe to Afghanistan, where NATO commands the international security forces. This draws upon the invaluable investment made in joint military command and operations that are the foundation of the alliance.

Certainly NATO's transformation is far from complete. As was evident at the most recent NATO summit in Riga, considerable differences of opinion remain between many European states and the United States over the mission of NATO. Europeans tend to still see NATO as an essentially defensive alliance, protecting the "euro-Atlantic" region against outside aggression, with an unspoken role as a hedge against uncertainties in Russia. They are resistant to continued American pressure for expansion - including a new U.S. proposal to move toward global partnership with countries such as Japan, South Korea and Australia.

But the reinvention of NATO after the Cold War provides some evidence that even when the nature of the threat has changed, security alliances can preserve a sense of common purpose.

A re-imagined U.S.-ROK alliance could draw from the NATO experience by including the following elements:

HEDGE - The alliance remains crucial as a 'hedge' against North Korean aggression, even if the dangers of an attack are considered significantly reduced. If North Korea retains its nuclear capability, that hedge will need to expand to include a shared doctrine of containment and deterrence, including making clear that the U.S. will retaliate against use of nuclear weapons, no matter where it takes place. Strategically the alliance is also a 'hedge' against Chinese ambitions to dominate East Asia and a guarantor of the existing balance of power;

EXPANSION - The alliance can reassert its vitality as the basis, along with the

U.S.-Japan security alliance, of an expanded multilateral security structure for

Northeast Asia;

NEW MISSIONS - The alliance should take on new missions, most importantly to participate in military and non-military counter-proliferation operations;

OUT OF AREA - A re-imagined alliance might formalize an "out of area" role, elevating the deployments of peacekeeping and other forces to Iraq and Afghanistan into more systematic joint global operations between the two militaries. In this regard, the participation of South Korea in a program of global partnership with NATO, most importantly in the area of joint training, merits serious discussion.

There is another alternative: South Korea and the United States can chose to bring their alliance to a close. If we cannot agree on the common threats that face us, this alliance cannot endure. What we should not do is to allow the alliance to drift from inattention into a deeper crisis that would only benefit our adversaries.

Japanese soldiers and sailors were indoctrinated to chose death before the dishonor of surrender, but 35,000 had been taken prisoner before Japan surrendered. Thanks to the language skills and cultural understanding of Japanese-Americans as well as trained Caucasian intelligence personnel, we gained valuable intelligence that shortened the war. POWs had expected to be executed after repatriation, but once the war ended, as many Japanese said, "We had all become prisoners." For the most part, the Allies treated Japanese prisoners decently, a fact that contributed to the successful occupation of Japan that followed.

Rick Straus was born in Germany and lived seven years in prewar Japan. After the war ended he became a Japanese Language Officer and served in the Occupation at GHQ, Tokyo. This included selecting and translating German documents into English and Japanese for the Prosecution Staff at the Tokyo Trial.

While on a Fulbright grant at Keio University, Straus passed the Foreign Service examination. Half of his 30-year career was in Japan (Embassy Tokyo and Consul General on Okinawa). His last assignment was faculty member at the National War College. After "retiring", Straus taught adult education courses on Japan at Washington area universities and ran the Japanese Language Program at the Foreign Service Institute.

Since moving to northern Michigan a decade ago, Straus wrote The Anguish of Surrender (University of Washington Press, February 2004) based on U.S. and Japanese sources. A Japanese language version appeared last fall. He is on the board of the World Affairs Council of Traverse City, responsible for securing most of the speakers. He also does two commentaries a month on international affairs for the local PBS radio station. Straus' undergraduate and graduate training was at the University of Michigan.

Dr. Hakjoon Kim has been President and Publisher of Dong-A Ilbo (East Asia Daily) since 2001. His career has spanned the fields of journalism, public policy and academia. After earning his Ph.D. in political science from the University of Pittsburgh, Pennsylvania in 1972, Kim spend a year as a research associate as the university's Asian Studies Program in the University Center for International Studies and as a research assistant professor in the Department of Political Science. In 1973 he returned to Korea and spent the next 16 years as a professor and a visiting scholar at various universities in Korea and then in Japan, the United States, Germany, Austria, and London.

In 1989, Kim was elected to the Korean National Assembly and became the chief policy assistant, press secretary, and spokesperson for the president of Korea. In 1993 he rejoined the academic world as chairperson of the board of directors and professor at Dankook University while still keeping one foot in the policy world as advisor to the Korean Ministry of Unification and then to the Ministry of Foreign Trade and Affairs.

During this time, Dr. Kim was also publishing books in English on Korean politics, books in Korean on the history of Russia and the Soviet Union, and publishing articles in numerous journals, such as Asian Survey (UC Berkeley), Journal of Northeast Asian Studies (Washington, D.C.), Japan Review of International Affairs (Tokyo), Korea and World Affairs (Seoul), Security Dialogue (Oslo), Far Eastern Affairs (Moscow) and other professional journals. In 1983 he won the Best Book Prize, which was awarded by the Korean Political Science Association for his book Han'guk Chongch'i Ron (On Korean Politics,) Seoul, 1983.

Recently, former senior officials of South Korean President Roh's own administration have expressed serious concern about his approach to North Korea and to the alliance with the U.S. Mr. Straub will examine the prospects for the U.S.-South Korean alliance, especially in light of major differences between the two governments over how to deal with North Korea. He will also explain the origins and the nature of anti-Americanism in South Korea today, and offer his views on how the U.S. and South Korea could put their alliance on a sounder footing.

David Straub retired from the U.S. Department of State in 2006 as a Senior Foreign Service Officer after a 30-year career focused on Northeast Asian affairs. He worked over 12 years on Korean affairs, first arriving in Seoul in 1979, just months before the assassination of President Park Chung Hee. He served as head of the political section at the U.S. embassy in Seoul from 1999 to 2002 during popular protests against the U.S., and played a key working-level role in the Six-Party Talks on North Korea's nuclear program as the State Department's Korea country desk director from 2002 to 2004.

Straub's final assignment was as the State Department's Japan country desk director in 2004, when he was co-leader of the U.S. delegation to talks with Japan on the realignment of the U.S.-Japan alliance and of U.S. military bases in Japan. He currently works as a consultant with Northeast Asia Associates, and lectures on U.S.-Korean relations at Johns Hopkins University's School of Advanced International Studies in Washington, D.C. He is fluent in Korean, Japanese, and German.

Koreans have developed a sense of nation based on shared blood and ancestry. The Korean nation was "racialized" through a belief in a common prehistoric origin, producing an intense sense of collective oneness. Ethnicity is generally regarded as a cultural phenomenon based on a common language and history, and race understood as a collectivity defined by innate and immutable phenotypic and genotypic characteristics.

But historically, Koreans have not differentiated between the two. Instead, race served as a marker that strengthened ethnic identity, which in turn was instrumental in defining the nation. Koreans thus believe that they all belong to a "unitary nation" (danil minjok), one that is ethnically homogeneous and racially distinctive.

Despite 1,000 years of political, linguistic, and geographic continuity - and contrary to popular belief - this sense of ethnic homogeneity took root only in the early 20th century.

Faced with imperialist encroachments, Koreans developed the notion of a unitary nation to show its autonomy and uniqueness. They stressed the ethnic base, rather than civic elements, in defining the Korean nation.

Shin Chae-ho, a leading nationalist, for instance, presented Korean history as one of the "ethnic nation" (minjoksa) and traced it to the mythical figure Dangun. According to him, the Korean people were descendants of Dangun Joseon, who merged with Buyo of Manchuria to form the Goguryeo people. This original blend, Shin contended, remained the ethnic or racial core of the Korean nation, a nation preserved through defense and warfare against outside forces. The nation was defined as "an organic body formed out of the spirit of a people ... descended through a single pure bloodline" that would last even after losing political sovereignty.

The need to assert the distinctiveness and purity of the Korean nation grew even more important under colonial rule, especially as Japan attempted to assimilate Koreans into their empire as "imperial subjects." The Japanese assimilation policy was based on colonial racism, which claimed that Koreans and Japanese were of common origin but the former always subordinate.

The theory was used to justify colonialist policies to replace Korean cultural traditions with Japanese ones in order to supposedly get rid of all distinctions and achieve equality between Koreans and inlanders. Colonial assimilation policy included changing Korean names into Japanese, exclusive use of Japanese language, school instruction in the Japanese ethical system, and Shinto worship.

Koreans resisted by asserting their unique and great national heritage. Yi Kwang-su, a key figure during colonial rule, claimed that "hyeoltong" (bloodline), "seonggyeok" (personality), and "munhwa" (culture) are three fundamental elements of a nation and that "Koreans are without a doubt a unitary nation (danil han minjok) in blood and culture." Such a view was widely accepted among Koreans: To impugn the natural and unique character of the Korean ethnic nation during colonial rule would have been tantamount to betraying Koreanness in the face of the imperial challenge of an alien ethnic nation. Japanese rule did not erase Koreans' national consciousness but rather reinforced their claim to a truly distinct and homogeneous ethnic identity.

After independence in 1945, and despite peninsular division into North and South, the unity of the Korean ethnic nation or race was largely taken for granted. Neither side disputed the ethnic homogeneity of the Korean nation, spanning thousands of years, based on a single bloodline of the great Han race. Instead, both sides contested for the sole representation of the ethnically homogeneous Korean nation. Even today, Koreans maintain a strong sense of ethnic homogeneity based on shared blood and ancestry, and nationalism continues to function as a key resource in Korean politics and foreign relations.

Ethnic national identity has been a crucial source of pride and inspiration for people during the turbulent years of Korea's transition to modernity that involved colonialism, territorial division, war, and authoritarian politics. It has also enhanced collective consciousness and internal solidarity against external threats and has served Korea's modernization project as an effective resource.

At the same time, such a blood-based ethnic national identity became a totalitarian force in politics, culture, and society. It came to override other competing identities and led to the poverty of modern thought, including liberalism, conservatism, and radicalism. It has hindered cultural and social diversity and tolerance in Korean society.

Ethnic nationalism will remain an important organizing principle of Korean society. We cannot ignore ethnic national identity or treat it as a mere myth or fantasy. But neither can we remain simply content with its current role.

Instead, it should be recognized that ethnic nationalism has become a considerable force in Korean society and politics and that it can be dangerous and oppressive when fused with racism and other essentialist ideologies. Koreans must thus strive to find ways to use ethnic nationalism constructively and mitigate its potential harmful effects.

In particular, Koreans must seriously consider the establishment of a democratic

institution that can contain the repressive, essentialist elements of nationalism.

The principle of bloodline or "jus sanguinis" still defines the notion of Korean nationhood and citizenship, which are often inseparable in the mind of Koreans. In its formative years Koreans developed the ethnic base of nation without a corresponding

attention to the political notion of citizenship.

After colonial rule, neither state paid adequate attention or made any serious effort to develop a more inclusive notion of citizenship. Social institutions that can address issues of discrimination against ethnic non-Koreans (for example, ethnic Chinese known as "hwagyo" in Korea) have been largely overlooked. The Korean nationality law is still based on jus sanguinis and legitimizes, consciously or unconsciously, ethnic discrimination against foreign migrant workers.

In this context, most Koreans have stronger attachment to "ethnic Koreans living in foreign countries" than to "ethnic non-Koreans living in Korea." It is also much easier for a Korean-American who supposedly has "Korean blood" to "recover" Korean citizenship than for an Indonesian migrant worker living in Korea to obtain Korean citizenship. This is true even if the Indonesian worker might be more culturally and linguistically Korean than a Korean-American.

Korea needs to institutionalize a legal system that mitigates unfair practices and discrimination against those who do not supposedly share the Korean blood. Koreans need an institutional framework to promote a democratic national identity that would allow for more diversity and tolerance among the populace, rather than simply appeal to an ethnic consciousness that tends to encourage false uniformity and enforce conformity to it.

They should envision a society in which they can live together, not simply as fellow ethnic Koreans but as equal citizens of a democratic polity. It should be an integral part of democratic consolidation processes that Korea is currently undergoing. Otherwise, it would be hard to expect Korea to become "Asia's hub," which will require the accommodation of cultural and ethnic diversity and flexibility.

Discussion of unification is premature and can even be considered dangerous if unification occurs without such change. As the German unification experience shows, a

shared ethnic identity alone will not be able to prevent North Koreans from becoming "second-class citizens" in a unified Korea. Even worse, because of higher expectations resulting from a shared sense of ethnic unity, a gap between identity (ethnic homogeneity) and practice (second-class citizens) will add more confusion and tension to the unification process.

Thus, it will be a major challenge for Koreans to develop democratic institutions that can treat people living in Korea as equal citizens of a democratic polity. This task will be all the more important and urgent as Korea becomes more democratic, globalizes, and also prepares for national unification.

North Korea's response to the United Nations resolution demanding that it suspend its ballistic missile program and resume a moratorium on launches was typically belligerent. But like the multiple launch of seven missiles earlier this month, the North Korean vow to continue to fire off its missiles should not be dismissed as mere political theater.

The missile tests were neither a gesture of defiance nor a desperate bid for negotiations. Nor can they be dismissed as the impulsive act of an irrational leader. It was, as Pyongyang itself so succinctly put it, a "military exercise."

The launches are only the latest evidence of a decadeslong effort by Pyongyang to redress the military balance in its favor. For North Korea, missiles are an attempt to compensate for weakness. The communist state has a large but technologically backward army, lacking the air power to compete with the United States and its South Korean ally. Rockets give it the firepower to back an assault on the South and to hold U.S. forces in Japan, the rear base for Korea, at bay.

The late North Korean leader Kim Il Sung set this goal as far back as 1965 when he established an academy to develop missiles and other modern weaponry.

"If war breaks out, the U.S. and Japan will also be involved," he said. "In order to prevent their involvement, we have to be able to produce rockets which fly as far as Japan."

I encountered one crucial tentacle of Kim's program some 14 years ago, in late October of 1992.

A group of 64 Russian rocket scientists, accompanied by their wives and children, were stopped just as they were about to board a flight to North Korea. The scientists were employees of a super-secret facility in the Urals, the V.P. Makeyev Design Bureau, responsible for the development of the Soviet Union's submarine-launched ballistic missiles.

As the bureau chief for the Christian Science Monitor, I pieced the story together later from Russian press accounts and interviews with the scientists and others. A middleman with apparent official backing had offered the bureau, starving for orders and left adrift by the sudden end of the Cold War, work in North Korea.

Scientists who were making the equivalent of $15 a month jumped at offers of up to $4,000 a month to help a former Soviet ally. In the spring, a group of 10 scientists had gone for an initial foray. The Koreans, one of the scientists told me, initially never directly asked about nuclear warheads or missile designs. They claimed only to be interested in rocket science.

The Russians came home that fall and signed up dozens of their comrades as recruits. But the project was not officially sanctioned, and the KGB held them outside of Moscow for two months while the broker tried to re-negotiate their departure. Russian officials later described the North Koreans' aim, without mentioning them by name, as an attempt to build "combat missile complexes that could carry nuclear weapons."

North Korea began with copies of Soviet short-range Scud missiles and moved on to medium-range "Nodong" missiles, but they lacked the range and accuracy to meet Kim's target. A decade after the airport incident, in 2003, credible reports emerged that the North Koreans were deploying a new, far more accurate missile based on the Soviet SS-N-6, a submarine-launched rocket developed by Makeyev in the 1960s. The Nodong-2, as some labeled it, could reach all U.S. bases in Japan and possibly even to Guam.

In the 1990s, the North Koreans developed a long-range missile, potentially reaching U.S. territory, to lend credence to claims they could deter a pre-emptive strike on their nuclear or missile facilities. Some experts believe the Nodong-2 also functions as the second stage of this missile. American intelligence officials believe an otherwise inexplicable leap in missile technology was thanks to the help of Russian scientists.

Still the self-imposed missile test moratorium that Pyongyang agreed to in 1999 made it difficult to move ahead. Late last year, according to a recent Wall Street Journal story, the North Koreans delivered a dozen Nodong-2 missiles to Iran, a close collaborator on missiles since the 1980s. Unconfirmed reports from Germany say Iran tested the missile in January.

The Nodong-2 may have been tested this month, one of the six short- and medium-range missiles set off in a wave or as a stage of the long-range missile. Data from the launch is not yet conclusive, according to U.S. and South Korean officials. Despite the failure of the long-range attempt, it may be more significant that Pyongyang carried out the first successful launch of a Nodong since 1993 and a nighttime barrage of Scuds and Nodongs.

The display of diplomatic unity at the United Nations may give Pyongyang pause. But the relentless nature of North Korea's pursuit of its ballistic missile strength suggests that this is not a bargaining chip that will be readily traded away.

SPRIE Fellow Doug Fuller takes issue with a recent Duke University report downplaying concerns about the low number of U.S. science and engineering graduates compared to those produced in China and India. Fuller explains what is behind the numbers and cautions that "it would be a grave mistake to drop our concerns about China's competitive challenge."

A recent report from Duke University that critiques the supposed gap between the number of American science and engineering (S&E) graduates and those of merging economies -- especially China's -- has led to false reassurance that the U.S. lead in science and technology is not under threat from China. It would be a grave mistake to drop our concerns about China's competitive challenge.

First, the Duke report simply claimed that China's true number of science and engineering bachelor degrees was 351,000, rather than the widely reported 600,000. Coupling this with an upward adjustment for American graduates still left China producing 214,000 more such degrees than the United States.

Moreover, undergraduates are only part of the concern. China's production of those with doctorates has increased rapidly. By 2003, China's homegrown science and engineering doctorates numbered almost half of the U.S. total.

Chinese were also earning large numbers of doctorates abroad. In 2001, the number of Chinese S&E doctorates earned in Japan, the United Kingdom and the United States equaled 72 percent of the total of S&E doctorates earned by American citizens and permanent residents.

Since 1975, China has increased its global share of S&E doctorates from zero (courtesy of the Cultural Revolution) to 11 percent, not counting doctorates earned overseas. During the same three decades, the U.S. global share has fallen from half to roughly 22 percent.

More worrisome than the aggregate numbers is American universities' reliance on foreigners who earn doctorates. In engineering, foreigners account for over half of America's doctorates, and in computer science just under half.

If foreign-born holders of doctorates continued to stay in the United States, we wouldn't have to worry. Unfortunately, there are many signs that it is becoming much harder to retain them.

One need only look at the flow from Taiwan, one of the former main sources of American S&E doctoral degrees, to see what could happen. Up until 1994, Taiwanese earned more science and engineering doctorates in the United States than members of any other foreign nationality. By 2000, their numbers had plummeted because economic and educational opportunities at home were more appealing.

The Taiwanese didn't just stop coming to America. They also began to leave. As Taiwan's tech sector boomed in the 1990s, huge numbers of Taiwanese technologists (estimates range as high as 100,000) left America for home and took their technical skills with them.

Our two current biggest foreign sources of technologists, China and India, appear to be following Taiwan's path. China has begun to lure back large numbers of technologists. China's central and local governments offer free office space and other benefits to attract technologists home. These inducements are working. A 2005 survey of the Chinese American Semiconductor Professionals Association's members showed that the vast majority regard China as the most likely future work destination, and they rated Shanghai higher than even Silicon Valley on career potential. India's recruitment efforts have also started to bear fruit.

The challenge is not simply keeping up the numbers of technologists in America. China by many measures has improved its technological capabilities. On the Georgia Institute of Technology's Index of Technological Capability, China has more than doubled its index score over the past decade. China now ranks fourth behind the United States, Japan and Germany.

This rapid ascent is not surprising given China's increasing investments. China's research and development spending as a percentage of gross domestic product has tripled to 1.3 percent in the last decade, even while its GDP has ballooned. Few emerging economies spend even 1 percent of their GDP on research.

U.S. patents invented in China are also on the rise. Information-technology patents from corporations' Chinese technologists have risen from 134 in 1997-2001 to 482 during 2002-04. As a first step to meet this challenge, we should increase federal spending on basic and exploratory research. Our R&D spending has been flat at 2.6 percent of GDP for four decades, but the share of federal spending has declined from two-thirds to one-quarter.

Given that corporations now de-emphasize basic scientific research, the federal government should further support the basic research that could maintain our lead at the cutting edge of technology.

Increased federal funding would also address the issue of the falling share of investment in certain disciplines. With spending flat, the rising share commanded by biomedicine has meant a falling share spent on engineering and physics.

Federal support may also play a direct role in increasing interest in pursuing a science education. Since the 1950s, the number of undergraduate S&E majors in America has risen and fallen in line with federal research funding, as Professor Henry Rowen of Stanford University has pointed out.

Before meeting China's challenge, we first must recognize it. Complacency in reaction to "good'' news that China is producing fewer S&E graduates than commonly thought is not the answer.
