Dr. GUO Lei is an associate professor at School of Innovation and Entrepreneurship in Peking University where she is responsible for the innovative and entrepreneurial education and research.  She is the Deputy Dean of School of Innovation and Entrepreneurship and Deputy Director of Office of Science and Technology Development at Peking University.

Dr. GUO Lei leads the entrepreneurial and innovative education programs and incubation programs, which provides PKU students, professors and alumni courses, mentorship, seed funding, incubation space and network connections to early stage investors.  She has successfully set up Entrepreneurial Talent Development Program for the youth in 2012, both in campus and off campus.  And she always keeps scaling up the program over China.  Till now, more than 4,000 young entrepreneurs take part in the program on-line and off-line, and over 30 star-ups come out from the program.  She set up a fund which aims to support the entrepreneurial education activities and help the students to commercialization their ideas in 2014 at PKU.  She is working on China Entrepreneurship MOOC Platform by the support of Shandong Province.  She and her colleagues initiated the first Train the Trainer Program in entrepreneurship courses at PKU in 2016, which teaches the teachers all over the nation how to teach and mentor their students to know what is entrepreneurship and how to be an entrepreneur.

Dr. GUO Lei is the coordinator scholar for Global Innovation Index Program of World Intellectual Property Organization at Peking University.  She is the co-founder of China Innovation Index Research Center at SIE, PKU, which aims to support local governments to build the innovation-driven economic growth system and to evaluate the innovation efficiency.  She is the co-champion of China Cohort of MIT Regional Entrepreneurship Acceleration Program from 2015 to 2017.  The team is made up of different stakeholders who come from university, government, risk capital, corporate and entrepreneur.  The goal is to give the scientific and professional consultant to Hebei Province on how to build an innovative national agriculture park.  She has published over 20 papers in The Global Innovation Index 2015, The Development of Research and Management (in Chinese), Peking University Education Review (in Chinese), Bulletin of National Natural Science Foundation of China (in Chinese), Academic Degree and Graduate Education (in Chinese) and Guangming Daily (in Chinese).

Stanford professor Andrew Walder has been awarded the Founder’s Prize from the journal Social Science History for his paper, “Rebellion and Repression in China, 1966-1971.” The journal’s editorial board selects one recipient annually for exemplary scholarly work.

Using data from 2,213 historical county and city annals, the paper charts the breadth of the Chinese Cultural Revolution, its evolution through time and the repression through which state structures were rebuilt in the post-Mao era.

Walder, who is a senior fellow in the Freeman Spogli Institute for International Studies and director emeritus of the Shorenstein Asia-Pacific Research Center, has long studied the sources of conflict, stability and change in communist regimes. He recently published China under Mao, a book that explores the rise and fall of Mao Zedong’s radical socialism.

During their stay at Stanford, the fellows will audit classes, work on English skills, and conduct individual research projects; at the end of the year they will make a formal presentation on the findings from their research. During their stay at the center, they will have the opportunity to consult with Shorenstein APARC's scholars and attend events featuring visiting experts from around the world. The fellows will also participate in special events and site visits to gain a firsthand understanding of business, society and culture in the United States.

North Korea conducted its fifth nuclear test in the wake of the G20 summit earlier this month. The United States immediately condemned North Korea’s behavior in a statement delivered by the White House, and a few days later, flew a set of bombers near the U.S. military base in Osan, South Korea.

Writing for Toyo KeizaiDaniel Sneider, associate director for research at the Shorenstein Asia-Pacific Research Center, said a consistent strategic and military reasoning drives the North Korean regime’s decision to test nuclear missiles. His analysis piece can be viewed in English and Japanese.

Sneider also spoke with Slate about how the next U.S. administration could respond, suggesting that a deployment of additional nuclear-capable aircraft at U.S. bases in Asia would send a strong signal to Pyongyang. The Slate article is available at this link.

South Korea has been seeking stronger international sanctions against North Korea since the test. As the country’s biggest trading partner, China is considered an important actor in the ability to influence North Korea. In the Korea Times, Sneider said a way to motivate China to augment their role in sanctions against North Korea is to remind Beijing that a continuation of North Korea's nuclear program would only lead to greater scale and capability of American military presence in the region. Last month, Admiral Scott H. Swift, the commander of U.S. Pacific Fleet, spoke to an audience at the Stanford Center at Peking University (SCPKU) and at Stanford via their linked Highly Immersive Classrooms (HIC). Against the backdrop of increasing tensions and hostility in the South China Sea, Swift stressed the importance of building a trust-based relationship between China and the United States. Stanford professor Jean Oi opened the roundtable by introducing Swift at SCPKU while Karl Eikenberry, director of the U.S.-Asia Security Initiative and former U.S. ambassador to Afghanistan, chaired the session at Stanford’s Graduate School of Business.

After his formal remarks, Swift engaged in a roundtable discussion with Chinese and American scholars on both sides of the Pacific. The participants at SCPKU included experts from Peking University and Chinese think tanks. Participants at Stanford included a diverse group of scholars from across campus with a number from the Shorenstein Asia-Pacific Research Center. The HIC allowed a lively interactive session where Swift fielded questions from SCPKU and Stanford.

Korea Society president Thomas Byrne, retired General Walter "Skip" Sharp, former U.S. commander in Korea, and Kathleen Stephens, former U.S. ambassador to Korea and William J. Perry Distinguished Fellow in the Korea Program at Stanford's Shorenstein APARCengage in discussion about the new U.S. president and political, economic and security options on Korea and East Asia.

Panelists:

Thomas J. Byrne joined The Korea Society as its president in 2015. He came to the Society from Moody's Investor Services, where he was Senior Vice President, Regional Manager, Spokesperson, and Director of Analysis for the Sovereign Risk Group in the Asia-Pacific and Middle East regions. Before moving to Moody's in 1996, he was the Senior Economist of the Asia Department at the Institute of International Finance in Washington, D.C. Byrne holds a master’s degree in international relations with an emphasis on economics from the Johns Hopkins’ School of Advanced International Studies. Before his graduate work, he served in South Korea for three years as a U.S. Peace Corps volunteer. He teaches a graduate-level course, Sovereign Risk, at Columbia University’s School of International and Public Affairs in Fall 2016.

General Walter “Skip” Sharp was commander of the United Nations Command, ROK-U.S. Combined Forces Command and U.S. Forces in Korea from 2008 to 2011. He also commanded troops in Operations Desert Shield and Desert Storm, Operation Uphold Democracy in Haiti and the Multinational Division (North) of the NATO-led Stabilization Force in Bosnia. He previously had four assignments at the Pentagon on the Joint Staff. He was the deputy director, J5 for Western Hemisphere/Global Transnational Issues; vice director, J8 for Force Structure, Resources, and Assessment; director for Strategic Plans and Policy, J5; and the director of the Joint Staff.

Born in Morgantown, West Virginia, while his father was fighting in the Korean War, General Sharp graduated from West Point in 1974 and was commissioned as an armor officer.  He earned a master’s degree in operations research and system analysis from Rensselaer Polytechnic Institute and is a graduate of the Army War College. He is consulting for and on the board of directors of several U.S. and Korean companies and The Korea Society. He is involved in Northeast Asia and especially Korea strategy and policy discussions at several think tanks in the Washington, D.C. area.

Kathleen Stephens, a former U.S. ambassador to the Republic of Korea, is the William J. Perry Distinguished Fellow in the Korea Program at Stanford’s Shorenstein Asia-Pacific Research Center. She has four decades of experience in Korean affairs, first as a Peace Corps volunteer in rural Korea in the 1970s, and in ensuing decades as a diplomat and as U.S. ambassador in Seoul. She came to Stanford previously as the 2013-14 Koret Fellow after 35 years as a foreign service officer in the U.S. Department of State.

Stephens' diplomatic career includes chargé d’affaires to India in 2014; acting under secretary of state for public diplomacy and public affairs in 2012; U.S. ambassador to the Republic of Korea from 2008 to 2011; principal deputy assistant secretary of state for East Asian and Pacific affairs from 2005 to 2007; and deputy assistant secretary of state for European and Eurasian affairs from 2003 to 2005.

Accounts of the tumultuous initial phase of the Cultural Revolution portray party-state cadres primarily as targets of a popular insurgency. Cadres in Party and government organs in fact were themselves in widespread rebellion against their superiors after October 1966, and rebel cadres were a major force in the national wave of power seizures that destroyed the civilian state in early 1967. The rebellion was a form of bureaucratic politics in a setting characterized by rapidly shifting signals and high uncertainty, in which the rebels’ motives were generated after the onset of the Cultural Revolution. Cadres played a central role in the destruction of the political institutions to which their vested interests were inextricably linked.

In the first five years after the onset of the Chinese Cultural Revolution, one of the largest political upheavals of the twentieth century paralyzed a highly centralized party state, leading to a harsh regime of military control. Despite a wave of post-Mao revelations in the 1980s, knowledge about the nationwide impact of this insurgency and its suppression remains selective and impressionistic, based primarily on a handful of local accounts. Employing a data set drawn from historical narratives published in 2,213 county and city annals, this article charts the temporal and geographic spread of a mass insurgency, its evolution through time, and the repression through which militarized state structures were rebuilt. Comparisons of published figures with internal investigation reports and statistical estimates from sample selection models yield estimates that range from 1.1 to 1.6 million deaths and 22 to 30 million direct victims of some form of political persecution. The vast majority of casualties were due to repression by authorities, not the actions of insurgents. Despite the large overall death toll, per capita death rates were considerably lower than a range of comparable cases, including the Soviet purges at the height of Stalinist terror in the late 1930s.

Seventy-one years ago today, Japan formally surrendered in World War II. Though the end of war may seem part of the distant past, the cultural and political legacy of that conflict still looms large over the international stage, particularly in Asia. U.S. President Barack Obama’s visit this past May to Hiroshima did more than pay homage to the victims of the atomic bombing carried out by the United States more than seven decades ago. The President also stepped into the complex and often treacherous realm of wartime historical memory, Daniel Sneider and Stanford professor Gi-Wook Shin write in a piece for the Stanford University Press blog.

Shin and Sneider, director and associate director for research of the Shorenstein Asia-Pacific Research Center, respectively, are co-authors of the book Divergent Memories and lead a multiyear research project that examines historical reconciliation in Asia.
