Korea's leading companies have awarded a $2 million gift to support the Korean Studies Program at APARC. The gift will support groundbreaking conferences, new fellowships, and critical ongoing research.

Korea's leading companies, Pantech Co., Ltd., and Curitel Communications, Inc. (known as the Pantech Group) have awarded a $2 million gift to support the Korean Studies Program at the Asia-Pacific Research Center (APARC), within the Stanford Institute for International Studies.

The Pantech gift will create the Stanford Korea Forum, led by Professor Gi-Wook Shin, which will convene a conference every year on different aspects of the U.S.-Korea relationship. Three fellowships will also be established: one for mid-career professionals in public service, journalism, and business who will spend three to nine months at Stanford as Pantech Fellows; one for invited Korean scholars to come to Stanford during the summer; and a third for undergraduate and graduate students interested in Korean studies. In addition, the gift will help to sustain critical activities of the Korean Studies Program in APARC, such as public lectures, ongoing research, and policy briefs.

Under the leadership of Byeong Yeop Park, the Founder and Chairman, the Pantech Group had combined sales of 14 million sets worldwide, with a total gross revenue of U.S. $1.7 billion in 2003, placing them in the top three mobile handset manufacturers in Korea, and the eighth largest in the global market.

The Korean government has recognized Mr. Park's achievements with numerous awards. His strong investment in R&D and his recruitment of top technological talent have led to steady and sustainable profits for Pantech, and the company has a record of supporting broad social programs in local communities.

Regarding the company's commitment to Stanford, Mr. Park said, "I am extremely pleased to be part of this outstanding and unique program on Korean Studies. I recognize Stanford's contribution to promoting mutual understanding between Korea and the U.S. by bringing together prominent scholars, policymakers, and business leaders of both countries. I'm so proud that Pantech Group will be contributing to developing the next generation of leaders in building the relationship between Korea and the United States. I hope that our pledge will help attract to Stanford some of the brightest young minds of our two countries."

Professor Shin was delighted about the generous Pantech gift. Korean Studies have blossomed at Stanford over the past three years under Shin's leadership, and he notes that this new commitment will "facilitate American understanding of Korea and elevate Stanford's Korean studies program to the next level of excellence." Shin also underscored the importance of the timing of this gift, "as the United States is now entering a new era in its relations with both North and South Korea."

The Asia-Pacific Research Center (APARC) is a unique Stanford University institution focused on the study of contemporary Asia. APARC's mission is to produce and publish Asia Pacific-focused interdisciplinary research; to educate students, scholars, and corporate and governmental affiliates about the importance of U.S.-Asian relations; to promote constructive interaction to understand and resolve the region's challenges; to influence U.S. policy toward the Asia-Pacific; and to guide Asian nations on key foreign relations, government, political economy, technology, and social issues. APARC is part of the Stanford Institute for International Studies.

In the last three years, partly as the result of the efforts of a burgeoning conservative movement, the issue of human rights in North Korea has attained greater prominence in the statements and policy positions of the U.S. government. The administration connects this shift in emphasis in U.S. policy to its calls for greater moral clarity in foreign policy. At the same time, the administration has clearly enunciated its desire for regime change in North Korea, and the human rights issue has served as a method of cultivating public support for this policy, both domestically and internationally. Toward this end, the administration has revived a Cold War foreign policy approach from the 1970s and 1980s that connected human rights to economic and security issues--exemplified in the Jackson-Vanik amendment linking trade to emigration levels for Soviet Jews and the inclusion of human rights issues in the 1975 Helsinki Accords. The application of this model to North Korea demonstrates a failure to understand the differences between Eastern Europe and East Asia in general and the nature of civil society under Soviet communism and North Korean juche. It also fails to draw any useful lessons from the experience of the European Union and South Korea in dealing with Pyongyang on human rights. The unquestionably dire human rights situation in North Korea--and the character of its government and society--requires a set of policy approaches that need updating from the Cold War period and adaptation to the North Korean and East Asian context. John Feffer's most recent book is North Korea, South Korea: U.S. Policy at a Time of Crisis (Seven Stories, 2003). He is also the editor of the Foreign Policy in Focus book Power Trip: U.S. Unilateralism and Global Policy after September 11 (Seven Stories, 2003). His other books include Beyond Detente: Soviet Foreign Policy and U.S. Options (Hill & Wang, 1990) and Shock Waves: Eastern Europe After the Revolutions (South End, 1992). His other edited collections include Living in Hope: People Challenging Globalization (Zed Books, 2002) and (with Richard Caplan) Europe's New Nationalism: States and Minorities in Conflict (Oxford University Press, 1996). America has done more than any other country to change the world. Yet, paradoxically, America is one of the countries least prepared to handle the world that it has changed. America has sprinkled magical stardust into the eyes of billions. It has made them believe that they too can succeed and thrive. Yet the world order remains frozen in time. The multilateral architecture is a fossilization of the 1945 power structure. The world has changed. But its structures have not. Global contradictions are emerging. America should begin to prepare itself for them. Ambassador Mahbubani will explore and discuss these and related ideas drawn from his latest book (forthcoming in 2005). Kishore Mahbubani modestly describes himself as ?a student of philosophy.? Others, less modest, have called him ?an Asian Toynbee, preoccupied with the rise and fall of civilizations? (The Economist) and a ?Max Weber of the new ?Confucian ethic?? (Washington Post). Without question he is one of Asia?s leading public intellectuals. His many publications include the provocatively titled Can Asians Think? (1998). His thirty-year career as a diplomat has included postings in Cambodia, Malaysia, and the United States. He was president of the UN Security Council in January 2001 and May 2002 and a fellow at Harvard University in 1991-92. He holds degrees in philosophy from Dalhousie University (1976) and the University of Singapore (1971). This is the tenth Southeast Asia Forum seminar of the 2003-2004 academic year.

There were worries that the rise of anti-United States sentiment shown by recent public opinion surveys might translate into greater support for Muslim parties whose rhetoric is laced with criticism of the US and its policies. But U.S. experts now feel that this scenario is unlikely. They believe that the election result will be determined more by domestic matters than by foreign affairs and relations with the West.

Said Dr Emmerson: 'It's quite remarkable that in the Malaysian election religion was very important with respect to the PAS factor, but in Indonesia that is just not the case. And that is a huge relief to the US as it seeks to win the hearts and minds of moderate Muslims in the war against terrorism. ..."

APARC's Henry S. Rowen is featured in James Mann's new book for his role in formulating the military strategy that the United States should employ in a war against Iraq. The book details the Cheney-Wolfowitz-Rowen war plan -- dubbed "Operation Scorpion" -- which proposed an invasion of Iraq from the west, through the country's empty desert regions toward the Euphrates River.

APARC's Henry S. Rowen is featured in James Mann's new book, The Rise of the Vulcans: The History of Bush's War Cabinet, Viking Penguin: New York, 2004, pp 186-97, for his role in formulating the military strategy that the United States should employ in a war against Iraq. The book details the Cheney-Wolfowitz-Rowen war plan -- dubbed "Operation Scorpion" -- which proposed an invasion of Iraq from the west, through the country's empty desert regions toward the Euphrates River.

While campaigning for president in 2000, George W. Bush downplayed his lack of foreign policy experience by emphasizing that he would surround himself with a highly talented and experienced group of political veterans. This core group, consisting of Donald Rumsfeld, Dick Cheney, Colin Powell, Paul Wolfowitz, Richard Armitage, and Condoleezza Rice, has a long history together dating back 30 years in some cases. Dubbing themselves the Vulcans, they have largely determined the direction and focus of the Bush presidency. In this new book, Mann traces their careers and the development of their ideas in order to understand how and why American foreign policy got to where it is today.

The clearest evidence of the Iran link came in January 1990, when Pakistan's army chief of staff conveyed his threat to arm Iran to a top Pentagon official. Henry S. Rowen, at the time an assistant defense secretary, said Pakistani Gen. Mirza Aslam Beg issued the warning in a face-to-face meeting in Pakistan. "Beg said something like, 'If we don't get adequate support from the U.S., then we may be forced to share nuclear technology with Iran,'" said Rowen, now a professor at Stanford University. Rowen said former President Bush's administration did little to follow up on Beg's warning. "In hindsight, maybe before or after that they did make some transfers," Rowen said. Rowen said he told Beg that Pakistan would be "in deep trouble" if it gave nuclear weapons to Iran. Rowen said he was surprised by the threat because at the time Americans thought Pakistan's secular government dominated by Sunni Muslims wouldn't aid Iran's Shiite Muslim theocracy. "There was no particular reason to think it was a bluff, but on the other hand, we didn't know," Rowen said.

Cisco's acquisition strategy is among the most acclaimed in the industry and has resulted in the company's successful entry into several new arenas. Over the past ten years with Cisco, Dan has worked with organizations around the world to help redefine the way public and private sectors work together. He has helped facilitate an ongoing dialogue between government and private sector leaders about the Internet economy. A thought leader in the use of media within the corporate environment, Dan pioneered a Web-based multimedia news room called News@Cisco. In addition to his responsibilities at Cisco, Dan is a founding member of TechNet. Conflicting claims over Kashmir have been the main cause of hostility between India and Pakistan. The Kashmir dispute is complex. Although the area is predominantly Muslim, significant other religious minorities coexist in Indian Kashmir, while Pakistan Kashmir is linguistically divided from the rest of Kashmir. Nevertheless, both sides of the region are linked by common historical aspirations for a united Kashmir. India and Pakistan have fought several times over differences in their vision for Kashmir, which itself differs from the Kashmiri vision. During the late 1980s, an armed uprising in Indian Kashmir over independence resulted in the deaths of an estimated 60,000 people. A peaceable resolution should look at the region's history and culture even as it balances India and Pakistan's ambitions over Kashmir. It is not obvious, though, that such a resolution must be a "once-and-for-all-time" resolution or an agreed-to process without a committed timeline or, indeed, goals. The seminar will present and discuss these issues. Samina Ahmed is project director for South Asia at the International Crisis Group. She has worked previously as a research fellow at the Belfer Center for Science and International Affairs at the John F. Kennedy School of Government, Harvard University; the Institute of Regional Studies, Islamabad; and the Pakistan Institute of International Affairs, Karachi. Dr. Ahmed has a masters degree in international relations and a Ph.D. in political science from the Australian National University, Canberra. Dr. Ahmed is the author of several book chapters and articles in academic journals and the print media. Her publications include ?The United States and Terrorism in Southwest Asia: September 11 and Beyond,? International Security, Vol. 26, (Winter 2001/2002); ?Pakistan: Professionalism of an Interventionist Military? in Muthiah Alagappa, ed., Military Professionalism in Asia: Conceptual and Empirical Perspectives (Honolulu: East-West Center, University of Hawaii, 2001), and a co-edited book.

Michael Armacost (April 15, 1937 – March 8, 2025) was a Shorenstein APARC Fellow at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) from 2002 through 2021. In the interval between 1995 and 2002, Armacost served as president of Washington, D.C.'s Brookings Institution, the nation's oldest think tank and a leader in research on politics, government, international affairs, economics, and public policy. Previously, during his twenty-four-year government career, Armacost served, among other positions, as undersecretary of state for political affairs and as ambassador to Japan and the Philippines.

Armacost began his career in academia, as a professor of government at Pomona College. In 1969, he was awarded a White House Fellowship and was assigned to the Secretary and Deputy Secretary of State. Following a stint on the State Department's policy planning and coordination staff, he became a special assistant to the U.S. ambassador in Tokyo from 1972 to 74, his first foreign diplomatic post. Thereafter, he held senior Asian affairs and international security posts in the State Department, the Defense Department, and the National Security Council. From 1982 to 1984, he served as U.S. ambassador to the Philippines and was a key force in helping the country undergo a nonviolent transition to democracy. In 1989, President George Bush tapped him to become ambassador to Japan, considered one of the most important and sensitive U.S. diplomatic posts abroad.

Armacost authored four books, including, Friends or Rivals? The Insider's Account of U.S.–Japan Relations (1996), which draws on his tenure as ambassador, and Ballots, Bullets, and Bargains: American Foreign Policy and Presidential Elections (2015). He also co-edited, with Daniel Okimoto, the Future of America's Alliances in Northeast Asia, published in 2004 by Shorenstein APARC. Armacost served on numerous corporate and nonprofit boards, including TRW, AFLAC, Applied Materials, USEC, Inc., Cargill, Inc., and Carleton College, and he currently chairs the board of The Asia Foundation.  

A native of Ohio, Armacost graduated from Carleton College and earned his master's and doctorate degrees in public law and government from Columbia University. He received the President's Distinguished Service Award, the Defense Department's Distinguished Civilian Service Award, the Secretary of State's Distinguished Services Award, and the Japanese government’s Grand Cordon of the Order of the Rising Sun.

Henry S. Rowen was a senior fellow at the Hoover Institution, a professor of public policy and management emeritus at Stanford University's Graduate School of Business, and a senior fellow emeritus of the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC). Rowen was an expert on international security, economic development, and high tech industries in the United States and Asia. His most current research focused on the rise of Asia in high technologies.

In 2004 and 2005, Rowen served on the Presidential Commission on the Intelligence of the United States Regarding Weapons of Mass Destruction. From 2001 to 2004, he served on the Secretary of Defense Policy Advisory Board. Rowen was assistant secretary of defense for international security affairs in the U.S. Department of Defense from 1989 to 1991. He was also chairman of the National Intelligence Council from 1981 to 1983. Rowen served as president of the RAND Corporation from 1967 to 1972, and was assistant director of the U.S. Bureau of the Budget from 1965 to 1966.

Rowen most recently co-edited Greater China's Quest for Innovation (Shorenstein APARC, 2008). He also co-edited Making IT: The Rise of Asia in High Tech (Stanford University Press, 2006) and The Silicon Valley Edge: A Habitat for Innovation and Entrepreneurship (2000). Rowen's other books include Prospects for Peace in South Asia (edited with Rafiq Dossani) and Behind East Asian Growth: The Political and Social Foundations of Prosperity (1998). Among his articles are "The Short March: China's Road to Democracy," in National Interest (1996); "Inchon in the Desert: My Rejected Plan," in National Interest (1995); and "The Tide underneath the 'Third Wave,'" in Journal of Democracy (1995).

Born in Boston in 1925, Rowen earned a bachelors degree in industrial management from the Massachusetts Institute of Technology in 1949 and a masters in economics from Oxford University in 1955.

Michael H. Armacost observes that economic and political ties are now displacing a deep-seated and longstanding rivalry between China and Japan.

China's government has sentenced two of its citizens to life in prison for their role in securing prostitutes for hundreds of male Japanese visitors in the southern city of Zhuhai last autumn. The Chinese government is also pressuring Tokyo to turn over the Japanese businessmen who allegedly requested the prostitutes. This story made headlines around the world, and fits well with how the world press typically covers Sino-Japanese relations. Regrettably, such incidents recur with enough regularity to feed the media machine that continues to stir a nationalism rooted in conflicting historical memories. Japanese Prime Minister Junichiro Koizumi's annual visits to the Yasukuni Shrine -- which is widely viewed as a symbol of Japan's former militarism -- is a conspicuous example of this. The publicity that the press gives to these visits has helped impede an invitation to Koizumi from China's leaders for a state visit. Recently, the discovery of mustard gas canisters left behind by Japanese forces during World War II has also served to keep memories of the Imperial Japanese Army's wartime conduct alive among older Chinese. Moreover, rival Sino-Japanese claims to the Senkaku (or Diao Yutai) Islands resurfaced last year when the Japanese government leased three islets in the chain from private parties. The action, purportedly undertaken to reduce the prospect of landings and demonstrations by Japanese right-wingers, set off a brief, though frenzied, reaction in China, as well as in Hong Kong and Taiwan. Meanwhile, differences over Taiwan also foster tensions periodically, such as when former Taiwanese President Lee Teng-hui sought to visit Japan for medical treatment. But this is not the whole story. Although such incidents reveal a troubling level of mistrust between the Chinese and Japanese that is not merely a product of media coverage, it is noteworthy that both governments have worked consistently, diligently, and with considerable success to resolve such problems and contain their political fallout. Of course, official relations between the two countries are marked by much political and economic competition -- some of it healthy, some of it a possible harbinger of future strategic rivalry. The competitive strain in Sino-Japanese relations is especially visible in energy politics. Demand for oil in Asia is growing rapidly, and with China and Japan increasingly dependent upon imports, each has naturally sought to improve its energy security by diversifying sources of supply. Both countries covet access to Russian reserves, especially those located in the Angarsk fields of Siberia. Last spring, China appeared to have locked up a Russian commitment to build a pipeline to service the China market at Daqing. Japan, however, raised the ante with new offers of financial incentives. Its bid for an alternative pipeline to Nakhodka to serve Japanese, Korean and other markets remains alive, creating another point of competitive friction. In their rivalry for leadership in promoting Asian regional cooperation, meanwhile, China has taken an early lead. Nearly two years ago, China trumped Japan by offering a Free Trade Agreement to the members of the Association of Southeast Asian Nations, while front-loading its own tariff concessions. But this backdrop of contention and competition masks emerging collaborative aspects of Sino-Japanese relations that are profoundly important. For example, trade and investment flows continue to expand rapidly. Bilateral trade topped $100 billion in 2003, as Japan's exports to China increased by more than 10 percent, fueled by semiconductors, electrical equipment and automobiles. Meanwhile, China replaced the United States as Japan's biggest source of imports, and is now one of the few non-members of the Organization of Petroleum Exporting Countries with which Japan runs a trade deficit. Similarly, direct investment by Japanese firms is increasing as they relocate production facilities to China to capitalize on lower labor costs and high-quality engineering talent. Of course, there is no assurance that today's expanded commerce will preclude eventual strategic rivalry, or succeed in erasing lingering wartime animosity. But both countries now place a premium on extending their economic interdependence. Ultimately, the historical wounds that have long divided China and Japan, and the more current diplomatic flash points that the global media inevitably trumpet, tell only part of the Sino-Japanese story. There are economic and geopolitical rivalries between China and Japan that dwarf in importance the high-profile insults to national pride that make headlines. But there are also compelling economic and political inducements toward cooperation that prevent these rivalries from developing into full-blown crises.
