What happens when rising countries like China, India and Brazil collide with international organizations still operating from a post-World War II landscape?

That’s the question Phillip Lipscy, assistant professor of political science at Stanford University, addresses in his new book, Renegotiating the World Order. Lipscy analyzes how influential global organizations like the U.N. Security Council and International Monetary Fund react, or, in some cases, don’t react to pressures exerted by rising nations. While the influence of these international organizations has increased stability and peace, Lipscy details the hurdles rising countries must overcome to have a seat at the global table. He also discusses how established countries like the United States exert their influence in these matters.

The Stanford News Service interviewed Lipscy, who is also the Thomas Rohlen Center Fellow at Stanford’s Freeman Spogli Institute for International Studies, about his new book:

What is the major takeaway from your book?

My book examines how countries renegotiate their position in the world order. I specifically look at international institutions like the United Nations Security Council, International Monetary Fund (IMF), and European Union (EU). These institutions play important roles in the international system and they are often contested by countries that seek greater influence. I show that renegotiation plays out differently depending on the institution’s policy area: institutions in competitive policy areas tend to adjust flexibly or collapse as states exit, while institutions in noncompetitive policy areas can remain relevant even while resisting change.

Why is understanding institutional change in international relations important?

Before the early 20th century, renegotiating the world order often meant acquiring a strong military and fighting or coercing other countries. As I argue in the book, several transformations have made peaceful renegotiation more viable. Military confrontation has become more costly with the advent of nuclear weapons, and several factors – like joint democracy and economic interdependence – have made conflict less likely. At the same time, the rise of international institutions gives countries mechanisms to gradually and peacefully elevate their influence in the international system.

What motivates countries to pursue institutional change?

The motivations vary. The common theme is a sense of unfairness. For example, Japan’s economy grew rapidly after the conclusion of World War II in 1945. Japanese leaders felt that their country deserved international recognition and respect, but they were frustrated that their status in international institutions lagged behind.  Japan has never been a permanent member of the U.N. Security Council, and Japan ranked fifth in IMF voting power in 1980 despite having the world’s second-largest economy. Japanese nationals remain underrepresented in most international organizations, particularly in leadership posts. More recently, policymakers in countries like China and India have expressed similar frustrations.

Is this an important aspect of U.S. foreign policy as well?

Institutional change is not just a foreign policy priority for rising states. The United States has also sought institutional change on numerous occasions. For example, the U.S. has been critical of U.N. agencies that give only one vote to each member state while assessing financial contributions according to economic size. This creates situations where the U.S. pays the largest share of an agency’s budget but gets routinely outvoted by countries paying much less. The U.S. has pulled out of several international organizations over this type of concern. The U.S. withdrew membership from the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 1985 after accusing the institution of over-representing Soviet interests. In the International Fund for Agricultural Development, the U.S. renegotiated voting rules in its favor by threatening to withdraw funding.

Can you talk about the role policy areas, both competitive and noncompetitive, play in international institutions? 

One of the key theoretical insights of the book is that characteristics of policy areas have predictable effects on political institutions, just like markets affect private firms. International institutions sometimes operate in policy areas where competition is fierce, like development aid. In these policy areas, it is easy to create alternative institutions or bargain for better outcomes by threatening exit. On the other hand, creating competition in the policy area of the IMF is challenging: to address international financial crises, you need adequate resources, access to sensitive information, and political cover provided by broad membership. It is very difficult to create a successful competitor to the IMF from scratch. This limits the bargaining power of dissatisfied states and effectively locks them in, even if they believe the institution is fundamentally unfair.

Your book points out that the composition of some of the world’s most important organizations – U.N. Security Council, IMF – are based on the world order in the immediate aftermath of WWII. What does it say that the makeup of these notable organizations hasn’t changed significantly in more than 70 years?

There has been some change. For example, the U.N. Security Council added some nonpermanent members in 1965 and the IMF has redistributed voting power on several occasions. However, it is also true that these institutions reflect what I call a “World War II effect.” The permanent five members of the U.N. Security Council are essentially the major Allied Powers of World War II, excluding important countries like Japan, Germany, India, and Brazil. Similarly, I show that the Axis Powers from World War II remain underrepresented in important areas like IMF voting shares and leadership positions in major international organizations. It is remarkable that some institutions are able to maintain these types of imbalances for many decades despite fundamental shifts in the international system: this is one of the puzzles that motivated me to write the book.

Recently, Harvard political scientist Graham Allison has argued that the U.S. and China may be “destined for war” because of China’s rising power. Do you agree with this?

China is vested in the international status quo to a much larger degree than historical rising powers. China’s economic rise in part has been fueled by economic openness promoted by the U.S. and major international organizations like the IMF and World Trade Organization. There are some exceptions, like development aid institutions, where Chinese dissatisfaction has led to the creation of alternative institutions. In my view, China’s new institutions, like the Asian Infrastructure Investment Bank, illustrate how China can increase its international influence and prestige without resorting to violence or coercion. Rather than seeing these institutions as threats, the U.S. should welcome them and cooperate with China to shape their trajectory.

Does your book have any implications for President Trump’s policies toward international institutions? 

The president wants to cut U.S. budgetary contributions toward international institutions like the United Nations. This has been something of a partisan issue for many years with Republican administrations pushing for similar policies: it is rooted in suspicion toward big government and unaccountable bureaucracies. It is true that international organizations can become inefficient and wasteful, so maintaining accountability is helpful and necessary. However, I worry that President Trump’s approach will be blunt and ineffectual. Combined with understaffing at the State Department, arbitrary budget cuts could put the U.S. at a serious diplomatic disadvantage as other countries seek to expand their international influence: precisely the type of international renegotiation that my book highlights.

Abstract

As many other countries, Japan is working on development of personalized and precision medicine. This paper explains Japan’s policies regarding personalized and precision medicine, including data collection, supports for its development and its insurance coverage such as its process and criteria and describes four drugs and companion diagnosis. Especially as for the insurance coverage, Japan has not examined the cost-effectiveness of personalized and precision medicine and its impact on healthcare expenditures. On the other hand, since the United Kingdom considers cost-effectiveness in considering the insurance coverage, the United Kingdom limits the use of Imatinib due to cost-effectiveness while Japan does not limit it.

The most dangerous impact of North Korea’s long-range missile test this past week may not have been the one in the Sea of Japan, felt in Washington, Seoul and Tokyo. It was in Moscow where Chinese leader Xi Jinping and Russian President Vladimir Putin locked arms in a united front on how to respond to the growing North Korea crisis. The target of this front was not, however, North Korea. It was the United States, who the Sino-Russian axis accused of pursuing a military “buildup” in the region.

In the days leading up to the Washington summit between South Korean President Moon Jae-in and U.S. President Donald Trump, the tension in Seoul was hard to escape. Fears of an open clash between the two leaders, of a handshake that went on too long, or of a hostile early morning tweet directed at Moon were widespread. But when a senior national security advisor to Moon met a group of American visitors after the first day of talks, he was visibly relieved. The dinner between Moon and U.S. President Donald Trump went so well, he recounted with a slight smile, that it was extended 35 minutes.

President Donald Trump ascended to office with an estimated $3.5 billion of personal wealth tied up in his global real estate empire. This has raised a variety of concerns about conflicts of interest, particularly the potential for cronyism and corruption. But the greatest danger is that U.S. foreign policy will be fundamentally distorted by the president’s business interests. We face what might be dubbed a “nepotist peace”: The United States will avoid any conflict that puts a Trump Tower, the embodiment of his familial business empire, at risk.

The "Workshop of young leaders in Asia health policy" will take place at SCPKU on June 21, 2017, just prior to the annual primary care Forum. This special event convened in honor of the Stanford Asia Health Policy Program's 10th anniversary. It will feature short research panels by a dozen young health policy experts from Cambodia, China, Indonesia, Korea, Mongolia, Myanmar, Nepal, the Philippines, Thailand, the United States, and Vietnam. The luncheon colloquium will feature comparative perspectives on the major health policy challenges facing Asia as well as specific examples of how evidence-based policymaking can improve lives throughout the Asia-Pacific region.

Darika Saingam joins the Walter H. Shorenstein Asia-Pacific Research Center as the Developing Asia Health Policy Postdoctoral Fellow for the 2015-16 year.  Saingam’s research interests are public health, substance abuse, drug policy and Southeast Asia. While at Shorenstein APARC, she will research the evolution of substance-abuse control measures and related policy in Thailand.  Saingam seeks to identify potentially effective policy directions suitable for Thailand, and other developing countries in Southeast and East Asia.

Saingam completed her doctorate in epidemiology at the Prince of Songkla University in 2012, and has served as a researcher at the University’s epidemiology unit since, as well as a researcher at the Thailand Substance Abuse Academic Network since 2014.

Dr. Siyan Yi joined the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) as a 2011-12 Developing Asia Health Policy Postdoctoral Fellow from the National Center of Global Health and Medicine and the University of Tokyo, Japan, where he jointly served as a research fellow and lecturer. He also served as an adjunct faculty member at Cambodia’s School of Public Health, the National Institute of Public Health, and the School of International Studies at the Royal University of Phnom Penh. He is currently an Associate Professor and UHS-SPH Integrated Research Programme Leader at NUS Saw Swee Hock School of Public Health (profile page here).

Yi’s research has centered largely on epidemiological methods. This has included, for example, work on surveys in Cambodia on adolescent risky sexual behaviors, substance abuse, and depression; a health promotion project in primary schools; sexual behaviors among people living with HIV/AIDS; and HIV risky behaviors among tuberculosis patients. Currently, he is involved in hospital- and community-based research projects in several developing countries as well as in Japan. He has published several papers in these research areas in international journals. His selected publications include:

Gendengarjaa Baigalimaa joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) during the 2013-2014 acedemic year as the Asia Health Policy Program Fellow. She joins APARC from the Mongolian National Cancer Center, where she serves as a Gynecological Oncologist.

During her appointment as Health Policy Fellow, she will conduct a comparative study of how knowledge of cervical cancer risk factors has influenced behavior changes in Mongolia before and after the introduction of the National Cervical Cancer Program.

Baigalimaa is the Executive Director of Mongolian Society of Gynecological Oncologists and is also a member of the International Gynecological Cancer Society (IGCS) in Mongolia, Russia, and France.

Baigalimaa holds a MD from Minsk Belarussia Medical University. She also received a Masters in Health Science from Mongolian Medical University. She is fluent in both Russian and English.

Margaret (Maggie) Triyana’s main research interests are inequality and human capital investments in developing countries. In particular, she is interested in the effects social policy changes on children’s health outcomes. As a Postdoctoral Fellow, she will analyze the effects of rural-urban migration in Indonesia and China, as well as the impact of health insurance expansion in Indonesia and Vietnam.

Triyana received a PhD in Public Policy from the University of Chicago in 2013.

Marjorie Pajaron joins the Walter H. Shorenstein Asia-Pacific Research Center as Visiting Scholar beginning April 2026 through July 2026 from the University of the Philippines Diliman (UPSE), where she serves as Associate Professor in the School of Economics. She was previously at APARC as Asia Health Policy Postdoctoral Fellow during the 2012–13 academic year.

While at APARC, she will be conducting research on the migration of healthcare workers from the Philippines and the nexus with climate change.

Pajaron received a PhD in economics from the University of Hawai’i at Manoa.

Ang Sun joins the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) from Brown University’s department of economics where she recently received her PhD.

Sun’s research interests encompass development economics, labor and demographic economics, and health economics. She focuses on intra-household allocations, gender differences, and household formation. In particular, she studies how a combination of different forces in China—including traditional values, rapid growth, and the population structure—is affecting Chinese families. During her time at Shorenstein APARC, Sun will participate in an interdisciplinary study of the impact of the aging process in Asia on economic growth.

Sun holds a PhD and an MA in economics from Brown University, and an MA from the China Center of Economic Research. She also received a BA in economics and a BS in information and computer science from Beijing University.

Qiulin Chen is a postdoctoral fellow of Shorenstein APARC and a member of the center's Asia Health Policy Program. His main interest of research is health economics and public finance, focusing on policy and outcome comparison of health care systems and Chinese health reform. His dissertation focused on performance comparison between public (or governmental) and private health care financing, between local and central government responsibility on health care, between contracted and integrated health care system. In particular, his dissertation examined under Chinese-style decentralization, known as fiscal decentralization with political centralization, how economic competition affect local government's behaviour on health investment, and why public contracted system obstructs health performance and provides one channel of such effects in terms of preventive care and public health. He is currently involved in a comparative research project on demographic change in East Asia based on the National Transfer Accounts data and analysis.

Chen's recent publication is "The changing pattern of China's public services" (with Ling Li and Yu Jiang) in Population Aging and the Generational Economy: A Global Perspective (Ronald Lee and Andrew Mason, editors), forthcoming 2011. Before studying in Stanford, he has published more than 10 papers in academic journals in Chinese, such as Jing Ji Yan Jiu (Economic Research) and Zhong Guo Wei Sheng Jing Ji (Chinese Health Economics), and 5 book chapters. He has participated in about 20 research projects, such as A Design of Framework for Healthcare Reform in China which is commissioned by the State Council Working Party on Health Reform, Strategy Planning Study of "Healthy China 2020" which is commissioned by the Minister of Health, and Health Challenge in the Aging Society and It's Policy Implication funded by Chinese National Natural Science Foundation.

Chen earned his Ph.D. in Economics from Peking University in 2010, and earned a B.A. in Business Administration from Nanjing University in 2001. From 2004 through 2008, he was Executive Assistant of the Director of the China Centre for Economic Research at Peking University (CCER). He is also a postdoctoral fellow of National School of Development at Peking University (Its predecessor is CCER).

Young Kyung Do is the inaugural Postdoctoral Fellow in the Asia Health Policy Program at the Walter H. Shorenstein Asia-Pacific Research Center. He completed his Ph.D. in health policy and administration at the University of North Carolina at Chapel Hill School of Public Health in August 2008. He has also earned M.D. and Master of Public Health degrees from Seoul National University (in 1997 and 2003, respectively). He earned board certification in preventive medicine from the Korean Medical Association in 2004. His research interests include population aging and health care, comparative health policy, health and development, quality of care, program evaluation, and quantitative methods in health research.

He received the First Prize Award in the Graduate Student Paper Competition in the Korea Labor and Income Panel Study Conference in 2007. He also is the recipient of the Harry T. Phillips Award for Outstanding Teaching by a Doctoral Student from the UNC Department of Health Policy and Administration in 2007. In May 2008, he was selected as a New Investigator in Global Health by the Global Health Council.

This is a chapter in the second edition of The National Security Enterprise, a book edited by Roger Z. George and Harvey Rishikof that provides practitioners' insights into the operation, missions, and organizational cultures of the principal national security agencies and other institutions that shape the U.S. national security decision-making process. Unlike some textbooks on American foreign policy, it offers analysis from insiders who have worked at the National Security Council, the State and Defense Departments, the intelligence community, and the other critical government entities. The book explains how organizational missions and cultures create the labyrinth in which a coherent national security policy must be fashioned. Understanding and appreciating these organizations and their cultures is essential for formulating and implementing it. Taking into account the changes introduced by the Obama administration, the second edition includes four new or entirely revised chapters (Congress, Department of Homeland Security, Treasury, and USAID) and updates to the text throughout. It covers changes instituted since the first edition was published in 2011, implications of the government campaign to prosecute leaks, and lessons learned from more than a decade of war in Afghanistan and Iraq. This up-to-date book will appeal to students of U.S. national security and foreign policy as well as career policymakers.

North Korea’s economy continues to move ahead despite years of isolation and international trade restrictions. The economy is performing at a moderate rate with a mean GDP growth rate of 0.7 percent from 2004 to 2015, and appears to be a focus of the regime’s policy decision-making, researchers have found.

“The government has embraced markets as an acceptable and effective way to improve performance and enhance legitimacy but maintains the ability to regulate marketized activities,” SK Center Fellow Yong Suk Lee and Shorenstein APARC Fellow Thomas Fingar wrote in a joint report released today.

The report, available in English and Korean (forthcoming), is an outcome of research collaboration between the Shorenstein Asia-Pacific Research Center (APARC) and the Institute for National Security Strategy (INSS), a research body focused on national security policy that is part of the South Korean government.

Conducted over the course of six months, the collaboration included two roundtable meetings at Stanford and in Seoul with the report’s co-authors from the INSS, Kwang-Jin Kim and Hyung-Seog Lee, and Korea-focused scholars at Shorenstein APARC, including Gi-Wook Shin, director of the center; Kathleen Stephens, the William J. “We set out with the research question ‘how is the current North Korean regime performing,’ and through our engagements with the INSS, were able to combine our expertise and look at the question from new and different angles,” said Shin, also a professor of sociology and director of the Korea Program, who initiated the collaboration.

The researchers participated in discussions and parsed through data and qualitative accounts, including surveys from the INSS and reporting by journalists. From their collaboration, they determined two approaches to understanding the country’s economic and institutional expansion since Kim Jong-un assumed power six years ago, both of which are outlined in the report.

Their first approach suggests that organizational and personnel changes in Kim Jong-un’s cabinet, key ministries and committees were undertaken, at least in part, to enact operational effectiveness and a more productive economy.

“There’s evidence that indicates new appointments by Kim Jong-un were intended to maintain or enhance the ability of the government to meet continuing and new policy objectives,” said Fingar, a political scientist with an emphasis on Northeast Asia.

Kim Jong-un has attempted to consolidate control by removing at least two-dozen officials in the government’s main governing body – the Korean Workers’ Party, and in some cases, promoting them to different positions.

In the report, the researchers mapped the systems of North Korea’s three rulers since its founding in 1948 and the significant leadership changes under Kim Jong-un, noting that recent vice-premier promotions have included new economic responsibilities.

Personnel changes in the military have also involved positions responsible for oversight of foreign relations, commerce, oil and statistics, which suggest that officials are judged not only on their loyalty to the regime, but also on their performance at the job, Fingar said.

Their second approach suggests that North Korea’s improved economic performance is linked to its expansion of markets, and since 2009, its increased trade and investment with China.

“While the government maintains the ability to regulate market activities, North Korea’s growing dependence on the ‘private sector’ is a sign of the priority assigned to it and of its movement away from a socialist-style economy,” said Lee, an economist and deputy director of the Korea Program.

Officially licensed markets in North Korea have been estimated to number in the hundreds and the government collects taxes from them. There also exists a similar estimate for unofficial markets operating in the country, according to data cited in the report.

The researchers said it is improbable that North Korea will abandon market-oriented activities and capital inflows from outside its borders, particularly from China, in a time of tightening sanctions from the U.N. Security Council and other countries in response to North Korea’s repeated nuclear and missile tests.

“Taken together or apart, the two approaches we’ve put forth provide a comprehensive puzzle for future study,” said Lee. “We hope this report brings additional lenses that researchers can apply to analyze the performance of the North Korean regime and that policymakers can use to assess the efficacy of international sanctions.”
