Jean C. Oi is the William Haas Professor of Chinese Politics in the department of political science and a Senior Fellow of the Freeman Spogli Institute for International Studies at Stanford University. She is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. Professor Oi is also the founding Lee Shau Kee Director of the Stanford Center at Peking University.

A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the Department of Government at Harvard University before joining the Stanford faculty in 1997.

Her work focuses on comparative politics, with special expertise on political economy and the process of reform in transitional systems. Oi has written extensively on China's rural politics and political economy. Her State and Peasant in Contemporary China (University of California Press, 1989) examined the core of rural politics in the Mao period—the struggle over the distribution of the grain harvest—and the clientelistic politics that ensued. Her Rural China Takes Off (University of California Press, 1999 and Choice Outstanding Academic Title, 1999) examines the property rights necessary for growth and coined the term “local state corporatism" to describe local-state-led growth that has been the cornerstone of China’s development model. 

She has edited a number of conference volumes on key issues in China’s reforms. The first was Growing Pains: Tensions and Opportunity in China's Transformation (Brookings Institution Press, 2010), co-edited with Scott Rozelle and Xueguang Zhou, which examined the earlier phases of reform. Most recently, she co-edited with Thomas Fingar, Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press, 2020). The volume examines the difficult choices and tradeoffs that China leaders face after forty years of reform, when the economy has slowed and the population is aging, and with increasing demand for and costs of education, healthcare, elder care, and other social benefits.

Oi also works on the politics of corporate restructuring, with a focus on the incentives and institutional constraints of state actors. She has published three edited volumes related to this topic: one on China, Going Private in China: The Politics of Corporate Restructuring and System Reform (Shorenstein APARC, 2011); one on Korea, co-edited with Byung-Kook Kim and Eun Mee Kim, Adapt, Fragment, Transform: Corporate Restructuring and System Reform in Korea (Shorenstein APARC, 2012); and a third on Japan, Syncretism: The Politics of Economic Restructuring and System Reform in Japan, co-edited with Kenji E. Kushida and Kay Shimizu (Brookings Institution, 2013). Other more recent articles include “Creating Corporate Groups to Strengthen China’s State-Owned Enterprises,” with Zhang Xiaowen, in Kjeld Erik Brodsgard, ed., Globalization and Public Sector Reform in China (Routledge, 2014) and "Unpacking the Patterns of Corporate Restructuring during China's SOE Reform," co-authored with Xiaojun Li, Economic and Political Studies, Vol. 6, No. 2, 2018.

Oi continues her research on rural finance and local governance in China. She has done collaborative work with scholars in China, including conducting fieldwork on the organization of rural communities, the provision of public goods, and the fiscal pressures of rapid urbanization. This research is brought together in a co-edited volume, Challenges in the Process of China’s Urbanization (Brookings Institution Shorenstein APARC Series, 2017), with Karen Eggleston and Wang Yiming. Included in this volume is her “Institutional Challenges in Providing Affordable Housing in the People’s Republic of China,” with Niny Khor. 

As a member of the research team who began studying in the late 1980s one county in China, Oi with Steven Goldstein provides a window on China’s dramatic change over the decades in Zouping Revisited: Adaptive Governance in a Chinese County (Stanford University Press, 2018). This volume assesses the later phases of reform and asks how this rural county has been able to manage governance with seemingly unchanged political institutions when the economy and society have transformed beyond recognition. The findings reveal a process of adaptive governance and institutional agility in the way that institutions actually operate, even as their outward appearances remain seemingly unchanged.

A specialist on the political economy of Japan, Daniel Okimoto is a senior fellow emeritus of FSI, director emeritus of Shorenstein APARC, and a professor of political science emeritus at Stanford University. His fields of research include comparative political economy, Japanese politics, U.S.-Japan relations, high technology, economic interdependence in Asia, and international security.

During his 25-year tenure at Stanford, Okimoto served as a research fellow at the Hoover Institution and the Northeast Asia-United States Forum on International Policy, the predecessor organization to Shorenstein APARC, within CISAC. He also taught at the Aspen Institute for Humanistic Studies, the Stockholm School of Economics, and the Stanford Center in Berlin.

Okimoto co-founded Shorenstein APARC. He was the vice chairman of the Japan Committee of the National Research Council at the National Academy of Sciences, and of the Advisory Council of the Department of Politics at Princeton University. He received his BA in history from Princeton University, MA in East Asian studies from Harvard University, and PhD in political science from the University of Michigan.

He is the author of numerous books and articles, including Between MITI and the Market: Japanese Industrial Policy for High Technology; co-editor, with Takashi Inoguchi, of The Political Economy of Japan: International Context; and co-author, with Thomas P. Rohlen, of A United States Policy for the Changing Realities of East Asia: Toward a New Consensus.

Susan V. Lawrence is Beijing Bureau Chief for the Far Eastern Economic Review, the Hong Kong-based weekly newsmagazine wholly owned by Dow Jones & Co. Before joining the Review in 1998, Ms. Lawrence was an Associate in Research at the Fairbank Center for East Asian Studies at Harvard University. From 1990 to 1996, Ms. Lawrence was Beijing Bureau Chief for the Washington, D.C.-based newsweekly US News & World Report. From 1989 to 1990, she worked on the foreign desk of US News in Washington, D.C. Ms. Lawrence holds a B.A. in East Asian Studies and an M.A. in Regional Studies-East Asia, both from Harvard University. She was a Harvard-Yenching Institute Scholar at Peking University from 1985 to 1987.

In 1975Ð76 the fall of Saigon was followed by national reunification and the establishment of the Socialist Republic. Access to the Mekong Delta was widely expected to facilitate rapid neo-Stalinist industrialization and the appearance of a powerful military threat to capitalist SEA. But this did not happen. By 1981 partial reforms had permitted all state enterprises to operate in markets and some degree of agricultural decollectivisation. In the second half of the 1980s there was a clear de-Stalinization of everyday life. And by 1989Ð90 a recognizable market economy had emerged. Since then the Vietnamese Communist Party has, with some success, negotiated a major opening-up of the country to foreign contacts. Vietnam has joined ASEAN, and has seen the emergence of land, labor, and capital markets, and the confused processes by which classes form. Fundamental economic and political change has therefore occurred. Growth has been rather fast and the use of state violence minimal. Politically, for the still-Leninist VCP, the shift from Plan to Market has been a great success. What is the political economy basis for this? Despite emergent capitalist classes and a market economy, the political economy of "post-transition" Vietnam is heavily marked by its recent history, and remains very different from other ASEAN members. Notwithstanding revolutionary change, dualities common to both the traditional and modern political economies have offered great potential for political restructuring. In this sense "development doctrines" are perhaps less exotic and more indigenous than elsewhere in SEA. This facilitates relatively harmonious political adaptation and is the key to understanding change. For example, wide rural land access, with a collective tinge in the most densely populated areas, has a strong and pervasive effect upon the macro political economy. "Voice and exit" are enhanced. Thus we see rather high levels of migration, and risk bearing be farmers. Rural GDP has grown fast through the 1990s. Also, real wages in urban areas tend to be higher and the labor regime less brittle. What are the political implications of such a land regime? At the end of the day, one reason for the lack of extensive state violence against the population seems to be that the party/state has sufficient sources of support and power for tense economic issues in the rural areas to be fought out without property rights needing violence to enforce them. These issues are fought out locally (within cooperatives and communes) and in macro contexts (access to world markets). But in the rural areas the state does not, apparently, need to support particular economic interests for its survival. One reason for this is that the "land issue" has been addressed through the adaptation of socialist models, so that large-scale land property is not (yet?) a major issue. Dominant groups in the rural areas do not depend upon land access for their incomes. Adam Fforde is a development economist. He holds an Oxford MA (Engineering Science and Economics), a London MSc (Economics) and a Cambridge PhD (Economics). He studied Vietnamese in Hanoi during 1978/79 and was a visiting scholar at the National Economics University (Hanoi) in 1985Ð86. He lived in Vietnam from 1987 to 1992 while working as an advisor to the Swedish aid program, and in Australia from 1992 to 1999, where he was a visiting fellow at the ANU and Chairman of Aduki Pty Ltd (Consultants). He is now senior fellow at the SEA Studies Programme, National University of Singapore. He has published on topics including the economic development of north Vietnam prior to 1975, agricultural cooperatives, and the transition from plan to market. He is currently working on class formation and the emergence of factor markets in the 1990s, industrial reform since the early 1960s, and Vietnamese development doctrine.

Henry S. Rowen was a senior fellow at the Hoover Institution, a professor of public policy and management emeritus at Stanford University's Graduate School of Business, and a senior fellow emeritus of the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC). Rowen was an expert on international security, economic development, and high tech industries in the United States and Asia. His most current research focused on the rise of Asia in high technologies.

In 2004 and 2005, Rowen served on the Presidential Commission on the Intelligence of the United States Regarding Weapons of Mass Destruction. From 2001 to 2004, he served on the Secretary of Defense Policy Advisory Board. Rowen was assistant secretary of defense for international security affairs in the U.S. Department of Defense from 1989 to 1991. He was also chairman of the National Intelligence Council from 1981 to 1983. Rowen served as president of the RAND Corporation from 1967 to 1972, and was assistant director of the U.S. Bureau of the Budget from 1965 to 1966.

Rowen most recently co-edited Greater China's Quest for Innovation (Shorenstein APARC, 2008). He also co-edited Making IT: The Rise of Asia in High Tech (Stanford University Press, 2006) and The Silicon Valley Edge: A Habitat for Innovation and Entrepreneurship (2000). Rowen's other books include Prospects for Peace in South Asia (edited with Rafiq Dossani) and Behind East Asian Growth: The Political and Social Foundations of Prosperity (1998). Among his articles are "The Short March: China's Road to Democracy," in National Interest (1996); "Inchon in the Desert: My Rejected Plan," in National Interest (1995); and "The Tide underneath the 'Third Wave,'" in Journal of Democracy (1995).

Born in Boston in 1925, Rowen earned a bachelors degree in industrial management from the Massachusetts Institute of Technology in 1949 and a masters in economics from Oxford University in 1955.

Rafiq Dossani was a senior research scholar at Stanford University's Shorenstein Asia-Pacific Research Center (Shorenstein APARC) and erstwhile director of the Stanford Center for South Asia. His research interests include South Asian security, government, higher education, technology, and business.  

Dossani’s most recent book is Knowledge Perspectives of New Product Development, co-edited with D. Assimakopoulos and E. Carayannis, published in 2011 by Springer. His earlier books include Does South Asia Exist?, published in 2010 by Shorenstein APARC; India Arriving, published in 2007 by AMACOM Books/American Management Association (reprinted in India in 2008 by McGraw-Hill, and in China in 2009 by Oriental Publishing House); Prospects for Peace in South Asia, co-edited with Henry Rowen, published in 2005 by Stanford University Press; and Telecommunications Reform in India, published in 2002 by Greenwood Press. One book is under preparation: Higher Education in the BRIC Countries, co-authored with Martin Carnoy and others, to be published in 2012.

Dossani currently chairs FOCUS USA, a non-profit organization that supports emergency relief in the developing world. Between 2004 and 2010, he was a trustee of Hidden Villa, a non-profit educational organization in the Bay Area. He also serves on the board of the Industry Studies Association, and is chair of the Industry Studies Association Annual Conference for 2010–12.

Earlier, Dossani worked for the Robert Fleming Investment Banking group, first as CEO of its India operations and later as head of its San Francisco operations. He also previously served as the chairman and CEO of a stockbroking firm on the OTCEI stock exchange in India, as the deputy editor of Business India Weekly, and as a professor of finance at Pennsylvania State University.

Dossani holds a BA in economics from St. Stephen's College, New Delhi, India; an MBA from the Indian Institute of Management, Calcutta, India; and a PhD in finance from Northwestern University.

The bundling of race and ethnicity with nation is common in state ideology and popular perceptions in East Asia. These beliefs in racial homogeneity deeply held by the societies that make up this world region are now being challenged by the international migration of workers, most of whom are themselves from Asia or ethnic Asian origins. The advent of multicultural societies has already begun and, given both the globalization of migration and demographic trends in the higher income economies, it will increasingly become an issue for public policy in the coming decades. While central governments tend to continue to reify the race-nation ideology, local governments and citizen groups have in many instances become more positive in their responses to the issues of cultural diversity and social justice for foreign workers working and living in their communities. Mike Douglass is professor of urban and regional planning at the University of Hawaii. He has lived in East and Southeast Asia for more than twelve years, where he has carried out research and practice in urban policy and planning. His current research interests and projects include globalization and urban policy in the Asia Pacific region; urban poverty, environment, and social capital; foreign workers and households in Japan; and rural-urban linkages in national development. His recent books are Culture and the City in East Asia, edited with Won Bae Kim (Oxford, 1997); Cities for Citizens: Planning and the Rise of Civil Society in a Global Age, edited with John Friedmann (John Wiley, 1998); and Coming to Japan: Foreign Workers and Households in an Age of Global Migration, edited with Glenda Roberts (Routledge, 2000).

Foreign-born engineers are a significant and fast growing presence in Silicon Valley. This talk will examine how first generation Chinese and Indian immigrants--who represent one-third of the engineering workforce in the region--have integrated into the local economy while simultaneously building long-distance linkages to regions in Asia. AnnaLee Saxenian is a Professor of City and Regional Planning at the University of California at Berkeley and an internationally recognized expert on regional economic development and the information technology sector. Her current research examines the contributions of skilled immigrants to Silicon Valley and their growing ties to regions in Asia. Her recent publications include Silicon Valley's New Immigrant Entrepreneurs and Regional Advantage: Culture and Competition in Silicon Valley and Route 128. She has written extensively about innovation and regional development, urbanization, and the organization of labor markets in the San Francisco Bay Area. Saxenian is the Gordon Cain Senior Fellow at the Stanford Institute for Economic Policy Research for the 1999-2000 academic year. She holds a Doctorate in Political Science from MIT, a Master's degree in Regional Planning from the University of California at Berkeley, and a BA in Economics from Williams College in Massachusetts.

American military power underpinned the security structure of the Asia Pacific region during the Cold War. Post-Cold War, its role is still vital to peace and stability in the region. The most overt manifestations of American military might are the Japan–America Security Alliance (JASA) and the Korea–America Security Alliance (KASA). These bilateral alliances, together with a modified Australia–New Zealand–United States (ANZUS) treaty relationship, point to the diversity of security interests and perspectives in the region. Even during the height of the Cold War, the region never quite presented the kind of coherence that would have facilitated the creation of a truly multilateral defense framework of the sort exemplified by NATO. In Southeast Asia, the lack of strategic coherence resulted in a patchwork of defense arrangements between local and extraregional states. Dominated by the United States, the Southeast Asia Treaty Organization (SEATO) was only nominally regional.

During the Cold War, the United States entered into region-wide alliances to “contain” communism. In the post-Cold War period, uncertainties, rather than clearly definable threats, have marked the Asia Pacific’s strategic landscape. While not disen- gaging from the region, the United States is encouraging greater burden-sharing by its friends and allies located there. In consequence, JASA and KASA are undergoing change even as regional states accept their utility and reassurance value. At the same time, region-wide multilateral confidence-building and cooperative security processes, which involve practically all the states on opposite sides of the old Cold War divide, have emerged. China — the object of Cold War containment policies — is being constructively engaged through these multilateral processes. How the existing alliances, which still have their deterrent functions, can be related to these nascent multilateral processes is the focus of this paper. Because the Association of Southeast Asian Nations (ASEAN) is the driving force behind the ASEAN Regional Forum (ARF), the only region-wide process seeking a balanced relationship among the external powers in the post-Cold War setting, we explore first the evolving ASEAN perspectives toward KASA and JASA. The paper will then relate the ASEAN-driven frame- work to the security concerns of Northeast Asia.

At the height of the Cold War, the dominant Western theories of alliance building in interstate relations argued that alliances tend to be motivated more by an external need to confront a clearly defined common adversary than by the domestic attributes of alliance partners. The newly reinvigorated U.S.-Japan alliance, however, together with the newly expanded NATO, seems to depart from the conventional pattern by emphasizing shared democratic values and by maintaining a high degree of ambiguity regarding the goals and targets of the alliance. Although these new features of American-led military alliances provide an anchor in an other- wise highly fluid situation in the post–Cold War world, many Chinese foreign- and defense- policy analysts believe that U.S. alliances with Asian countries, particularly with Japan, pose a serious, long-term challenge, if not a threat, to China’s national security, national unification, and modernization. The ambiguity of the revised U.S.-Japan security alliance means that it is at best searching for targets and at worst aiming at China.

China’s concerns about the intention, scope, and capability of the alliances are set against a backdrop of several major changes in the region: the end of the Cold War, the simultaneous rise of China and Japan, the post-revolution reforms of Asian communist regimes, and the United States as the sole superpower. China’s uneasiness about the U.S.-led alliances goes far beyond the systemic change in the post–Cold War world, however. Its roots lie in China’s inherent weakness in the games of major powers in East Asia and in relations with other major powers in the first half of the twentieth century.

This paper begins with an overview of the interactions between China and the U.S.-led alliances in East Asia during the Cold War. This is followed by an examination of the post– Cold War period and China’s policies toward the alliances. Finally, policy options are discussed.

The study will review select policy-relevant scholarly publications of the 1990s, when the U.S.-led alliances were perceived to have made significant adaptations to the post–Cold War environment and when China’s perceptions of and policies toward these alliances also changed significantly. The survey also includes some interviews with Chinese analysts.
