The two-day forum, part of a project of the American Academy of Arts and Sciences, led by the Freeman Spogli Institute’s Karl Eikenberry and Stephen Krasner, gathered experts to examine trends in civil wars and solutions moving forward.

The Council on Foreign Relations presently tracks six countries in a state of civil war, including three (South Sudan, Afghanistan, and Yemen) where the situation is currently worsening. Furthermore, three states (Central African Republic, Myanmar, and Nigeria) are experiencing sectarian violence with the potential to become larger conflicts. With two months still remaining in 2018, the combined fatalities in Afghanistan, Syria, and Yemen alone is fast approaching 100,000 for the year.

It was against this backdrop that Shorenstein APARC’s U.S.-Asia Security Initiative (USASI), the American Academy of Arts and Sciences (AAAS), and the School for International Studies at Peking University recently co-hosted the security workshop “Civil Wars, Intrastate Violence, and International Responses.” Held in Beijing, on October 22-23, the workshop brought together thirty-five U.S. and international experts to gain a wider perspective on intrastate violence and consider the possibilities for, and limits of, intervention. The workshop is the latest activity of the AAAS project on Civil Wars, Violence, and International Responses, chaired by Ambassador Karl Eikenberry, director of USASI, and by Stephen Krasner, senior fellow at the Freeman Spogli Institute for International Studies (FSI) and professor of international relations.

Workshop participants included academics and professionals with expertise in political science, global health, diplomacy, refugee field work, United Nations, and the military. Countries represented at the table included the United States, Ethiopia, France, and China. Throughout the two-day session, they examined three crucial questions: What is the scope of intrastate conflicts and civil wars, and to what extent is it attributable to domestic or international factors? What types of threats to global security emanate from state civil wars? What policy options are available to regional powers and the international community to deal with such threats?

China’s Emerging Role in Addressing Intrastate Violence

The workshop’s timing and location was prescient. Over the past two decades, China’s global exposure–through trade, investment, and financing–has increased dramatically. Coupled with a growing number of its citizens living abroad, China’s equity in other states has reached the point where it has a direct interest in those experiencing or are at risk of political instability and internal violence. Indeed, through its ambitious Belt and Road Initiative, China has the opportunity to help stabilize fragile states by stimulating economic development.

“The workshop revealed, at least for me, that China is backing away from its absolute defense of sovereignty and non-intervention,” said Stephen Krasner. “As Chinese interests have expanded around the world, and as both its investments and the number of its citizens living abroad have increased, the Chinese have become more concerned with political conditions in weakly governed countries.”

With China’s growing policy and academic interests in addressing civil wars and intrastate violence, as well as its higher international profile in places like United Nations peacekeeping operations, the Beijing event provided an excellent opportunity for Chinese experts to exchange views with their international colleagues.

Where We are Today, Where We Go Tomorrow

The Beijing workshop was arranged into four sessions, with themes focusing on trends in intrastate violence, the threats it poses to international security, the limits of intervention, and advice to policymakers.

Each panel included presentations of prepared papers, moderator comments, and an open discussion by all participants. A fifth and final session provided an opportunity to summarize the preceding discussions. The workshop then closed out with an open conversation, where participants offered insight and policy recommendations developed over the preceding two days of dialogue.

The "Civil Wars, Intrastate Violence, and International Responses” workshop marks the second phase of the AAAS project by the same name that launched in 2015. The first phase of the project culminated in the publication of 28 essays across two volumes of the AAAS quarterly journal Dædalus. The ongoing second phase consists of a series of roundtables and workshops in which project participants engage with academics and with government and international organization officials to build a larger conceptual understanding of the threats posed by the collapse of state authority associated with civil wars, and to contribute to current policymaking. Project activities have included meetings with the United Nations leadership and staff; academic activities in the United States; sessions with the U.S. executive and legislative branches; and a visit to Nigeria.

Throughout the workshop, Chatham House Rule of non-attribution applied to all dialogue. A workshop report will be published by the co-hosts in early 2019.

The U.S.-Asia Security Initiative is part of Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center (APARC). Led by former U.S. Ambassador and Lieutenant General (Retired) Karl Eikenberry, USASI seeks to further research, education, and policy relevant dialogues at Stanford University on contemporary Asia-Pacific security issues.

As Kim Jong-un begins his sixth year as leader of the Democratic People’s Republic of Korea (DPRK), it is appropriate to shift the focus from his moves to consolidate power to the impact that the organizational and staffing changes made under his leadership have had on the operations and efficacy of the system he leads. Toward that end, Stanford’s Shorenstein Asia-Pacific Research Center and the Republic of Korea’s Institute for National Security Strategy (INSS) have prepared a joint paper utilizing the complementary resources of both institutions. This paper summarizes the findings and insights from this collaboration. We focus on personnel and organizational changes, and the economic performance of North Korea.

Seventeen faculty members and researchers from Stanford’s Freeman Spogli Institute for International Studies were hosted at U.S. Pacific Command (USPACOM) Headquarters in Hawaii for an intensive orientation on Feb. 4-5. The visit aimed to advance collaboration and to offer a deeper understanding of USPACOM’s operations to Stanford scholars who study international security and Asia.

Admiral Harry B. Harris, Jr., Commander of USPACOM, together with his commanders and staff, welcomed the delegation. Harris’s meeting with Stanford faculty is the second in recent months. The USPACOM visit and earlier speech at Stanford Center at Peking University are part of a series of activities driven by the U.S.-Asia Security Initiative. Led by Ambassador Karl Eikenberry, the Initiative seeks to provide constructive interaction between academic and governmental experts on the many and diverse security challenges facing the Asia-Pacific region.

“Engaging deeply in conversations with those who are on the frontlines is incredibly valuable,” said trip participant Coit Blacker, FSI senior fellow and professor of international studies. “This is especially true for academics who focus much of their attention thinking about the prospects for international peace and security but not necessarily considering their direct application on a military-level.”

On the first day, FSI scholars spoke with military officers about the command’s strategies and challenges it faces, such as population aging and sovereignty disputes over the South China Sea. Discussions were followed with a tour of USS Michael Murphy, a guided missile destroyer which routinely conducts operations in the Western Pacific including the South China Sea.

Karen Eggleston, FSI senior fellow and director of the Asia Health Policy Program, was one of the discussants on the USPACOM trip. Her research focuses on health policy in Asia, specifically the effects of demographic change and urbanization.

“As a health economist, the visit yielded for me a behind-the-scenes sense of how members of the military respond to pandemics and humanitarian situations, and of the ongoing dialogue with their counterparts in Asian nations,” Eggleston said. “I think that kind of military-to-military engagement provides an area rich with questions and best practices that could in some ways be shared as a model among other nations.”

Other activities on the first day included a briefing by the U.S. Pacific Fleet command, informal presentations and dialogue between the Stanford participants and the USPACOM staff, and working with senior leaders of the U.S. Pacific Air Forces command.

On the second day, the group visited the U.S. Army’s installation at Schofield Barracks. There, they observed a command post simulation and field exercise including units of the 25th Infantry Division. Graduates from the U.S. Army’s jungle survival training school also shared their impressions of applying lessons in the field. Researchers from the Asia-Pacific Center for Strategic Studies (APCSS) joined the Stanford delegation later in the day. Both sides discussed research outcomes and avenues for future exchanges. The day concluded with an extensive tour of USS Mississippi, a Virginia-class attack submarine. FSI has long engaged military officers through a senior military fellows program. Started in 2009 by the Center for International Security and Cooperation, the program remains active today with five fellows conducting research at Stanford.

“The trip was an excellent opportunity to showcase how the U.S. ‘rebalance to Asia’ strategy is implemented on a day-to-day basis – for example, providing a look into the decision-making process that could occur should a situation arise in the South China Sea,” Sumangil said. “It’s incredibly important to build this kind of understanding among experts studying Asia, and I think we helped do that here.”

USPACOM is one of the largest U.S. military commands with four major service components (U.S. Pacific Fleet, U.S. Pacific Air Forces, U.S. Army Pacific, U.S. Marine Forces); it is tasked with protecting U.S. people and interests, and enhancing stability in the Asia-Pacific Region.

An anti-poverty aid program that’s been implemented in the Philippines for nearly a decade is gaining attention for the progress it has made in not only helping the poor, but also for its role in decreasing political violence and insurgency.

Joe Felter, senior research scholar at Stanford’s Center for International Security and Cooperation (CISAC) and research fellow at the Hoover Institution, presented the results of his joint research on the program before senior political figures at a conference in the Philippine capital of Manila in January.

“We worked for several years on this study and it was a privilege to provide these findings and results to senior officials in the Philippine government who are in a position to act on them,” said Felter. “It’s really gratifying to know that academic research can contribute to actual improvements in the conditions, livelihood and safety of those in need.”

The focus of the conference was on the conditional cash-transfer (CCT) anti-poverty aid program called Pantawid Pamilya. Administered by Soliman’s Department of Social Welfare and Development, the Philippines began deploying the program in 2007. It is similar to other CCT programs used in Brazil, Columbia, India, Indonesia and Mexico where households must meet certain income thresholds and basic health and education requirements to qualify for its benefits. CCT programs distribute cash payments to targeted poor households and are proving to be an increasingly popular tool for reducing poverty and improving livelihoods in poverty-affected areas.

The effect of aid on conflict

Felter and his colleagues conducted an analysis of the impact of aid on civil conflict that takes advantage of a randomized control trial (RCT) initiated in the Philippines by the World Bank in 2009 as part of an impact evaluation of the Pantawid Pamilya CCT program. Impact evaluations of CCT programs to date limit their findings to those areas the program was intended to address such as health, education, and employment. Published in the January 2016 Journal of Development Economics, the study estimates the effect of conditional cash transfer (CCT) programs on two other critical outcomes- civil conflict and insurgent influence.

Conventional wisdom might tell you that increasing developmental aid to conflict-affected nations would uniformly help reduce the violence and stabilize these areas, but there is mixed evidence on the effect of aid on conflict. In fact, recent findings show some forms of development aid and the ways they are delivered can actually exacerbate conflict by creating opportunities for looting and incentives for strategic retaliation. That’s why the new findings by Felter and his colleagues are so important. They found the type of aid, or mechanism administered, may play a critical role in reducing conflict-related incidents.

“Considering the types of conflicts taking place around the globe, it is both timely and important to study how aid can be delivered in a manner that reduces poverty without exacerbating conflict,” said Felter. “Development aid can sometimes have the unintended effect of increasing conflict in civil wars when insurgents believe the successful implementation of government-sponsored development projects will boost support for the government and undermine their position.” 

Felter himself is no stranger to international conflict. He retired from the U.S. Army as a colonel in 2012 following a career as a Special Forces and foreign area officer that took him on missions to Central America, Southeast Asia, Afghanistan, and Iraq.  Now in academia, he uses data and rigorous quantitative methods to help those in the field better understand and more effectively and efficiently approach the challenges of stabilizing conflict areas through development aid and economic assistance. 

Despite the growing popularity of CCTs, and assessments of their effectiveness at reducing poverty and improving livelihood, there is limited evidence on how the payment programs affect the civil conflict often present in these poverty stricken areas. Felter, along with his coauthors Benjamin Crost of the University of Illinois, and Patrick Johnston of RAND Corporation, took advantage of the World Bank’s randomized experiment to identify the effect CCT programs had on conflict-related incidents and the influence of insurgent groups, even though the experiment was not originally designed to study the effect of Pantawid Pamilya on these outcomes. Their research compared these aspects of the CCT program’s impact in treatment villages to control villages in the Philippines from 2009-2011.

The Philippines is home to some of the world’s most protracted civil conflicts, including a separatist insurgency in Mindanao island with roots dating back to Spanish colonial times, and a decades long communist insurgency affecting nearly all of the country’s provinces across this archipelago.

“Studying the impact of conditional cash transfers on political violence and insurgent influence in the Philippines is especially instructive and generalizable because you have multiple, long-running insurgencies, each with distinct characteristics, and with an array of government sponsored aid programs implemented in these areas over time,” said Felter.

Two key findings resulted from the team’s analysis. First, the CCT program caused a substantial reduction in the number of conflict-related incidents in the villages where it was administered. Second, the program was effective at reducing insurgent influence in the treated villages. Significantly, their findings provide evidence that the effects of CCTs can differ from other types of aid interventions based on the type of aid provided and how it is implemented.

“That Pantawid Pamilya helped reduce the presence of rebel groups in the targeted villages is especially consequential.” Felter said. “A program that reduces violence by weakening insurgent influence is likely to have more beneficial long-term effects since insurgent influence can still undermine the rule of law and oppress citizens even without violence.”

Not all aid programs created equal

An effective aid program such as this can result in more than an economic boost for a village or community and a reduction in violence. It can also provide a psychological victory that enables the government to gain increased support from the local population – effectively “winning hearts and minds” – thus potentially enabling the government to gain better security through increased cooperation and information sharing about insurgents from the population. This is a win-win result, especially in regions where insurgents often gain support by exposing weaknesses of the government, not just through fear and coercion. Insurgents win when they are able to achieve legitimacy in the eyes of a local population whose own government is unable to provide for their basic needs.

However, a “winning hearts and minds” strategy for disbursing government aid can sometimes backfire depending on how these programs are carried out. For example, KALAHI-CIDSS, a large-scale community-driven development (CDD) infrastructure program took place in similar regions in the Philippines during the same time period as the Pantawid Pamilya experiment period. This aid program was also implemented by the DSWD, but in some cases led to different and unintended results. The CDD program was designed to empower the poorest Filipino municipalities through enhanced participation in community projects and training, but the way in which the projects were determined and the mechanisms they were delivered created incentives and opportunities for insurgents to attack the projects, resulting in increased local conflict in some cases where the program was implemented. CDD programs involve a series of public meetings and result in the implementation of widely publicized and often highly visible infrastructure projects. As a result, insurgents often attack these government “hearts and minds” initiatives that, if successful, threaten to shift popular support away from their rebel groups and towards the government.

In contrast to CDD programs, CCT programs disburse aid directly to its beneficiaries’ bank accounts, making it difficult for insurgents to anticipate when and where the transfers are occurring and inhibiting their capacity to disrupt and dismantle the program. The findings in Felter’s study provide preliminary evidence that the type of aid and mechanism in which it is delivered can be a major factor in determining its impact on civil conflict.

“The stakes are high in human and economic terms when it comes to stabilizing conflict areas and preventing a return of the deadly violence associated with civil wars and insurgency,” said Felter.

The results of this study provide rare empirical evidence that some forms of aid, and how it is implemented can reduce the intensity of civil conflict and the influence of the groups responsible for it. This evidence can help governments determine what type of aid to invest in to achieve their desired results.

“Distributing aid effectively and achieving maximum benefits from these investments is definitely a challenge and an area where more research is needed to better appreciate the many nuances and complexities of these efforts,” said Felter.

During the two-day conference in Manila, President Aquino noted how his administration had increased the CCT budget to cover close to 4.4 million poor households, up from 786,000 five years ago.

These working papers on the South Korean economy are the product of an annual conference series on Korean affairs hosted by Stanford University's Korean Studies Program (KSP), and made possible by the generous support of the Koret Foundation. KSP's 2009–2010 Koret Fellow, Byongwon Bahk, a former vice finance minister and chief economic adviser to Korean president Lee Myung-bak, played a leading role in organizing the 2010 conference, authored a major paper, and co-edited this volume.

The editors believe that the study of the South Korean economy holds, or should hold, interest not only for Koreans but also for Americans and the international community as a whole. Korea has become a major player in the global economy, ranking thirteenth in GDP and seventh in exports among the world's nearly 200 countries. This should no longer come as much of a surprise to consumers across the globe who use Korean cell phones, drive Korean cars, and, increasingly, enjoy Korean pop music and movies.

The Korean economy is also important as a leading model of development. In only two generations and despite national division and the devastation of civil war, South Korea has transformed itself from a largely agricultural economy to a world leader in manufacturing, which in turn facilitated its emergence as a dynamic democracy. The Korean experience holds many lessons for countries throughout the world as they also struggle to modernize in a highly competitive, globalized economy.

Korea's success in navigating the turmoil caused by the global financial crisis and recession of 2008–2009 is yet another reason for studying its economy. Despite its economy being an astounding 85 percent dependent on international trade, Korea has been among the world's leaders in recovering from the crisis. Korea owes that success in part to the very hard lessons it learned from the Asian financial crisis of 1997–1998.

The five chapters selected for this compendium focus on some of the timeliest and most important issues involving the Korean economy.

The more a country depends on aid, the more distorted are its incentives to manage its own development in sustainably beneficial ways. Cambodia, a post-conflict state that cannot refuse aid, is rife with trial-and-error donor experiments and their unintended results, including bad governance—a major impediment to rational economic growth. Massive intervention by the UN in the early 1990s did help to end the Cambodian civil war and to prepare for more representative rule. Yet the country’s social indicators, the integrity of its political institutions, and its ability to manage its own development soon deteriorated. Based on a comparison of how more and less aid-dependent sectors have performed, Prof. Ear will highlight the complicity of foreign assistance in helping to degrade Cambodia’s political economy. Copies of his just-published book, Aid Dependence in Cambodia, will be available for sale. The book intertwines events in 1990s and 2000s Cambodia with the story of his own family’s life (and death) under the Khmer Rouge, escape to Vietnam in 1976, asylum in France in 1978, and immigration to America in 1985.

Sophal Ear was named a Young Global Leader by the World Economic Forum in 2011 and a TED Fellow in 2009. His next book—The Hungry Dragon: How China’s Resources Quest is Reshaping the World, co-authored with Sigfrido Burgos Cáceres—will appear in February 2013. Prof. Ear is vice-president of the Diagnostic Microbiology Development Program, advises the University of Phnom Penh’s master’s program in development studies, and serves on the international advisory board of the International Public Management Journal. He wrote and narrated “The End/Beginning: Cambodia,” an award-winning documentary about his family’s escape from the Khmer Rouge. Scarborough Shoal, a tiny rocky outcropping and lagoon off the west coast of the Philippines, sits at the center of the latest South China Sea tug-of-war. Protesters took to the streets in Manila on May 11 to criticize China’s support of fishermen who entered the disputed territory a month ago and sparked a yet unresolved naval standoff between the Philippines and China. On May 9, while ships from both sides maneuvered in the area, Manila's secretary of defense assured Filipinos that if Beijing attacked, Washington would come to the country’s defense.  

That expectation had been strengthened in Manila in November 2011 when the visiting American secretary of state, Hillary Clinton, referred to the South China Sea as the “West Philippine Sea.” Clinton’s slip of the tongue was not a major diplomatic incident. But some Flipinos saw it as a sign of U.S. support for their government's maritime claims.

Washington’s refusal to side with any of the claimant states had not changed. What had changed was the level of American concern. In the November 2011 issue of Foreign Policy Clinton had defended the idea of a “pivot” toward Asia, meaning a renewed U.S. focus on Asia after a decade of intense military activity in Afghanistan and Iraq.

The term “pivot” has fallen out of favor in Washington, but the Obama administration’s heightened interest in Asia is real and ongoing, says Donald K. Emmerson, director of Stanford’s Southeast Asia Forum. He recently discussed the nuances of what he describes as an important but “lopsided pivot.”

How does the pivot fit into the larger global picture?

In the continuing debate as to whether the United States is in decline, the key question is: relative to what? Certainly, if we compare the situation now with the period immediately after World War II, the United States is less powerful relative to the power of other states. But 1945 ushered in a uniquely unipolar moment in American history. Americans had escaped the physical devastation wreaked on Europe and much of Asia. Germany and Japan lay in ruins. Twenty million Russians were dead. China’s long-running civil war would soon resume. Suddenly America had no credible competitors for global power.

Today? Conventional wisdom holds that Asia has become the center of gravity in the global economy. Yet even if we use purchasing power parity rather than exchange rates to measure the American share of world GDP, that share has only modestly decreased. Meanwhile, China’s remarkable rise may be leveling off. The evidence is less that the United States is in secular decline than that the world is changing in ways to which Americans need to adapt if they are to regain economic health. If the pivot facilitates that adaptation, it will have been a success.

Do you interpret the pivot to the Asia-Pacific as more hype or reality?

The pivot is definitely a reality, but the reality is partly about symbolism and atmospherics. The pivot conveys reassurance, particularly to Southeast Asia, that the United States cares about the Asia-Pacific region and that it is willing to cooperate more than before with the Association of Southeast Asian Nations (ASEAN). Part of that is simply “showing up”—a willingness to attend ASEAN regional meetings. Another part of the pivot, however, involves raising the American security profile in the region, which has so far strengthened ASEAN’s diplomatic hand in dealing with China’s sweeping claim to the South China Sea.

How has the pivot been received and interpreted in Asia?

Generally speaking, the pivot has been welcomed in Southeast Asia, despite worries that if it becomes an effort to contain China, a Sino-American cold war could result. The specific responses of Southeast Asian governments have differed, however, on a spectrum from passive acquiescence to active support.

In Japan, the rotation of prime ministers in and out of office has understandably focused that country’s politics more on domestic concerns, and the still not fully resolved disposition of U.S. forces on Okinawa has drawn energy from the bilateral relationship.

As a “middle power,” South Korea has been supportive of multilateral frameworks and solutions. Seoul is pleased to see a renewed American interest in working with Asians in multilateral settings such as ASEAN and the East Asia Summit.

China’s response has varied between cool and hostile. The foreign ministry has treated the pivot with some equanimity compared with the hostility of those in the People’s Liberation Army who view increased American involvement in Asia as a threat to Chinese aims and claims, especially regarding the South China Sea. China’s foreign policy is the outcome of contestation between various groups inside the country that do not necessarily see eye to eye on how best to handle the United States.

What do you see as the main implications, repercussions, and complications of the pivot?

The pivot, as Hillary Clinton advertised it in her Foreign Policy article, signals a shift in U.S. priorities away from Iraq and Afghanistan. For a time following the 9/11 attacks on America in 2001, the United States tended either to neglect Southeast Asia or to treat it as a second front in the “war on terror.” Economically, the pivot implies an acknowledgment that if America is to prosper in this century it will have to pay closer attention to Asia as an engine of global economic growth. Diplomatically, the pivot implies that with regard to Asian states, Washington cannot merely manage its relations bilaterally as the hub where their spokes meet, but must cultivate multilateral diplomacy as well. Militarily, the pivot implies that even while the American global force posture is drawn down in some parts of the world, it needs to be upgraded in Asia in response to Asian and American concerns over the terms on which China’s rise will take place.

A major constructive repercussion of the pivot has been the evolution of China’s own diplomacy in Southeast Asia. Previously China had disavowed multilateral diplomacy with Southeast Asians over claims to the South China Sea—a bilateralist strategy that in Southeast Asian eyes resembled an effort to “divide and rule.” America’s willingness to reach out to ASEAN and take part in ASEAN events has helped diplomats in any one Southeast Asian country to resist having to face China alone. Multilateral discussions, involving China and meant to prepare the way toward an eventual Code of Conduct, are now underway.

But as we saw recently during Hillary Clinton’s visit to the Philippines, it is important for Washington to maintain its independence and impartiality while facilitating peace in the region.

Complications? Yes, there is a danger that Washington could be dragged into supporting, or appearing to support, the claims of one of the Southeast Asian parties to the dispute. The Obama administration is aware of this risk, however, and I strongly doubt that an American official will again refer to the “West Philippine Sea.” 

A more serious complication in the longer run may arise from the pivot’s emphasis to date on Asian-Pacific security, and its relative lack of attention to creating and cultivating American economic opportunities in Asia.

China’s economic footprint in Asia is large and growing. It has moved up to become the main trading partner of many countries that used to trade proportionally more with the United States. An unbalanced relationship in which China saves and lends what Americans borrow and spend is unhealthy for both countries, and it cannot last. The pivot should forestall an invidious division of labor whereby Washington through the Seventh Fleet subsidizes the regional peace that enables Asians to prosper doing business with China. A higher priority needs to be placed on promoting American trade and investment in Asia, including China.

The Obama administration is hoping to persuade more Asian economies to join an arrangement called the Trans-Pacific Strategic Economic Partnership (TPP), but the bar that it sets is high. The TPP’s strict protections for the environment, labor, and intellectual property rights and its comprehensive cuts in both tariff and non-tariff barriers to trade have raised its quality but lowered its appeal, especially to the region’s larger economies. Meanwhile, anticipated cuts in American budgets for defense will only intensify the need to refocus the pivot on economic as well as military access to Asia.

Even though the last of the remaining aged survivors of the Second World War who fought and suffered through its horrors are now dying out, interpretations of what happened remain politically and morally contested. It is now an old story that West (but not East) Germany admitted the criminal nature of the Nazi regime, apologized, and incorporated recognition of what occurred into its school curriculum. Officially, Japan never has unambiguously done so and Japanese remain deeply divided over their wartime historical record, including its colonial rule in Asia.  

But the story is much more complicated than that because most of the West European countries occupied by Germany during the war only gradually and belatedly admitted that their many collaborators played a crucial role in helping the Germans carry out the Holocaust and fight their war. This was even more the case in East Europe, where many are still evasive about the widespread cooperation with the Nazis that occurred during those years. Poland had to be shocked by Jan Gross’s path-breaking book, Neighbors, before starting to come to grips with the reality of its anti-Semitism, and in many other parts of the region that has not really begun to take place, even now. And in East Asia, the successful channeling of nationalist passions against Japan by the Koreans and Chinese has allowed them to evade the records of their own numerous collaborators.

The importance of World War II memories goes well beyond arguments about guilt or innocence, or concerns about official obscurantism in school textbooks and public avoidance, even denial of the relevance of the topic. The reality is that people have their own version of what happened passed on in family lore, while leaders’ interpretations of their past continue to shape present policy choices. 

There has been much valuable scholarship on how both Europe and East Asia have approached issues related to World War II, but relatively little that directly compares the two areas. By bringing together a small group of the best analysts of the contentious twentieth century in both Europe and East Asia, we hope to deepen the comparative scholarship of how they have shaped their historical memory of the wartime past and how that legacy continues to shape current history in both regions. Each panel focuses on a key question and pairs specialists from Asian and European studies to address that same question.

This conference draws upon the three-year Divided Memories and Reconciliation project of the Walter H. Shorenstein Asia-Pacific Research Center. The papers presented here will be published as an edited volume by a major university press.
