At Stanford, in addition to his work for the Southeast Asia Program and his affiliations with CDDRL and the Abbasi Program in Islamic Studies, Donald Emmerson has taught courses on Southeast Asia in East Asian Studies, International Policy Studies, and Political Science. He is active as an analyst of current policy issues involving Asia. In 2010 the National Bureau of Asian Research and the Woodrow Wilson International Center for Scholars awarded him a two-year Research Associateship given to “top scholars from across the United States” who “have successfully bridged the gap between the academy and policy.”
Emmerson’s research interests include Southeast Asia-China-US relations, the South China Sea, and the future of ASEAN. His publications, authored or edited, span more than a dozen books and monographs and some 200 articles, chapters, and shorter pieces. Prior to moving to Stanford in 1999, Emmerson was a professor of political science at the University of Wisconsin-Madison, where he won a campus-wide teaching award. In the course of his career, he has taken part in numerous policy-related working groups focused on topics related to Southeast Asia; has testified before House and Senate committees on Asian affairs; and been a regular at gatherings such as the Asia Pacific Roundtable (Kuala Lumpur), the Bali Democracy Forum (Nusa Dua), and the Shangri-La Dialogue (Singapore). Places where he has held various visiting fellowships, including the Institute for Advanced Study and the Woodrow Wilson International Center for Scholars.
Emmerson has a Ph.D. in political science from Yale and a BA in international affairs from Princeton. He is fluent in Indonesian, was fluent in French, and has lectured and written in both languages. He has lesser competence in Dutch, Javanese, and Russian. A former slam poet in English, he enjoys the spoken word and reads occasionally under a nom de plume with the Not Yet Dead Poets Society in Redwood City, CA. He and his wife Carolyn met in high school in Lebanon. They have two children. He was born in Tokyo, the son of U.S. Foreign Service Officer John K. Emmerson, who wrote the Japanese Thread among other books.

Foreign Investors in the World's Workshop: Legislative Battles and Factory Struggles in China
This talk is an overview of the changing role of foreign investment in Chinese workplaces. Foreign investment inflows helped transform the Chinese industrial landscape in the 1990s. As ownership has become blurred and increasingly mixed between domestic-foreign and public-private in China, preferential policies and laws for foreign-invested firms have diminished. A more level playing field has raised the stakes for foreign business and led to their increased participation in national debates on labor legislation and legal protections for workers. This talk will focus on this new role for foreign investors and how it is changing Chinese laws and the Chinese workplace.
Professor Gallagher studies Chinese politics, law and society, and comparative politics. She is currently working on two projects. The first, funded by a Fulbright Research Award and the National Science Foundation, examines the development of rule of law in China by examining the dynamics of legal mobilization of Chinese workers. "The Rule of Law in China: If They Build It, Who Will Come?" focuses on the demand-side of rule of law through an exploration of legal aid plaintiffs in Shanghai, a four-city household survey on legal knowledge, attitude, and practice, and in-depth case analysis of labor disputes. The second project examines labor standards and practices in four Chinese regions. One goal is to find if there are diffusion effects in legislation, court behavior, and labor practices across different regions. Another goal is to look for evidence of a "race to the bottom" in labor standards and social welfare not between China and other competing economies, but within China's own domestic economy.

Divided Memories and Reconciliation
The 70th anniversary of the 1937 Japanese attack on the Chinese capital of Nanjing, and the mass atrocities that followed, were marked in relatively low-key fashion in China. At a time when the Chinese government is anxious to improve its ties with Japan, it sent only junior officials to the commemoration ceremony unveiling a refurbished museum that attempts to document an event that has become emblematic, for the Chinese at least, of the war with Japan.
Despite the decision to downplay the anniversary, a wave of films, many of them backed by the Chinese government, had already been set in motion, begun at a time when Sino-Japanese tensions were high. Almost a dozen new movies on the “Nanjing Massacre,” including some supported by U.S. and European money, are in production. In Japan, a documentary supported by a group of conservative lawmakers and academics that claims there is no evidence of a Japanese massacre is also slated for release.
This is the latest indication of how Asia’s wartime past bedevils its present. From relations between governments to the interactions of ordinary citizens, disputes over past wrongs continue to occupy newspapers, cinema screens, and school textbooks. All nations in the region, rather than taking responsibility, have some sense of victimization and often blame others. Anti-Japanese sentiments seem undiminished in China and Korea, even among the younger generation with no experience of war or colonialism. The Japanese suffer from “apology fatigue,” questioning why they must continue to repent for events that took place six or seven decades ago.
The failure to address historical injustice and to reconcile differing views of the past has strained Sino-Japanese relations and friction between Japan and South Korea about Japan’s colonial past remains intense. Even South Korea and China are sparring over the history of the ancient kingdom of Koguryo . Taiwan as well is immersed in a re-examination of the historical past. The history question touches upon the most sensitive issues of national identity and now fuels the fires of nationalism in Northeast Asia.
There is widespread recognition of the need for reconciliation and the final resolution of historical injustices. But the existence of divided, even conflicting, historical memories is a fundamental obstacle to such reconciliation. All of the nations involved are bound by distinct, often contradictory perceptions of history and separated by different accounts of past events. These perceptions are deeply imbedded in public consciousness, transmitted by education, popular culture, and the mass media.
At the Shorenstein Asia-Pacific Research Center, we have embarked on the “Divided Memories and Reconciliation” project that seeks to tackle the history issue from a comparative perspective. Rather than trying to forge a common historical account or to reach a consensus among scholars on specific events, we believe that a more fruitful approach lies in understanding how historical memory is formed in each country. Recognizing how each country engages in the selective creation of its own, divided memory can lead to mutual understanding. Ironically, the very realization that there is no absolute historical truth on which everyone can agree creates a path to reconciliation.
These divided memories are a foundation of national identity—and the formation of national myths that have a powerful role to this day. Whether it is Japanese atrocities in China or the decision to drop atomic weapons on Japan, no nation is immune from the charge that they have formed a less than complete view of the past. All share a reluctance to fully confront the complexity of that past and tend to blame others.
The United States is no less guilty of forming its own divided memory of these historical events—witness the response to the controversy surrounding the Enola Gay exhibit at the Smithsonian Institution. And the United States had a key role to play in shaping the failure to confront these historical issues in a timely fashion, through its handling of the postwar justice issues for example and the troubling legacy of the problems left unresolved by the 1951 San Francisco Treaty.
Our research project compares the formation of these divided memories in China, Japan, South Korea, Taiwan, and the United States. The project has begun with a comparative examination of high school history textbooks in those five places, focusing on the period from the beginning of the Sino-Japanese war in 1931 until the formal conclusion of the Pacific war with the San Francisco Peace Treaty. This will be followed by a second comparative study of popular cinema dealing with historical subjects from roughly the same period. In parallel with these two comparative studies, Shorenstein APARC plans to design and carry out a comprehensive survey of the views of elite opinion-makers in all five countries on these historical issues. The project has garnered important support from donors in Asia and the United States, among them Korea’s Northeast Asia History Foundation, the Taiwan Foundation for Democracy, and the U.S.-Japan Foundation.
The translations of the most widely circulated high school history textbooks— both national and world history textbooks—have been completed. In February 2008, Shorenstein APARC will convene an international conference of historians and other scholars to conduct a comparative analysis of the textbooks and to discuss, from personal experience, the process of textbook writing and revision. Stanford historians Peter Duus and Mark Peattie, the authors of numerous volumes on this historical period, will lead the comparative analysis. Textbook authors from all five countries will also offer their views.
Textbooks have been a subject of particular controversy in Asia since the 1950s, though focused almost entirely on the content of Japanese textbooks and complaints from China, Korea, and elsewhere that they offer a distorted account of wartime events. One approach to solving this problem has been to form joint committees to study history and to create jointly written textbooks. These efforts are ongoing but they have proved so far to be a very difficult path to reconciliation. A Japan-South Korea joint committee to create a shared history was launched in 2001 but has made little real headway. A similar Sino-Japanese joint committee of 20 prominent historians was formed in October 2006 but it also quickly bogged down in disagreements over what to include in a joint history.
These official efforts only reinforce the value of the “Divided Memories and Reconciliation” project. As an effort by scholars, without official involvement, and as the first attempt to treat this issue comparatively, with the inclusion of the United States, it breaks new ground. The February conference will produce not only a book but also will be reproduced in workshops in all the participating Asian countries, held in collaboration with scholarly institutions. Together with our partners, Shorenstein APARC hopes to generate a public dialogue, not only with scholars but also with the general public through media and other venues. The project is also intended to provide policymakers in Northeast Asia and the United States with data and analysis that will aid their own efforts at easing tensions over the history issue.
Political Change in China: Comparisons with Taiwan
How might China become a democracy? And what lessons, if any, might Taiwan's experience of democratization hold for China's future? The authors of this volume consider these questions, both through comparisons of Taiwan's historical experience with the current period of economic and social change in the PRC, and through more focused analysis of China's current, and possible future, politics.This volume explores current, and possible future, political change in China in the context of Taiwan's experience of democratization.

Bruce Gilley is assistant professor of political studies at Queen's University in Canada. His numerous publications include China's Democratic Future, Model Rebels: The Rise and Fall of China's Richest Village, and Tiger on the Brink: Jiang Zemin and China's New Elite. Larry Diamond is senior fellow at the Freeman Spogli Institute for International Studies and also at the Hoover Institution, Stanford University, and founding coeditor of the Journal of Democracy. Most recent of his many works on democracy and democratization are Developing Democracy: Toward Consolidation and Promoting Democracy in the 1990s.
The United States and Asia's Newest Tiger: Trade, Aid and Governance in Vietnam
Vietnam has become the newest "Asian tiger." The US played a leading role in negotiating Vietnam's January 2007 entry into the World Trade Organization and the 2001 US-Vietnam Bilateral Trade Agreement. Requirements in these treaties have accelerated the pace of economic and legal policy reforms in Vietnam. Combined with other initiatives, the reforms are giving rise to the domestic institutions, economic policies, governing procedures, and rule of law needed to grow a market economy, facilitate the fledgling private sector, and rationalize the state sector. US foreign assistance has been intensively involved in this effort. The effects of these changes have been felt in faster growth, increased trade, more foreign and domestic investment, and continued poverty alleviation. Within this context, the seminar can address an especially difficult and complex question: How might these reforms, and the changes they have foster, affect the political development of the country?
Steve Parker recently returned from nearly six years in Vietnam, where he served as the project manager for the STAR-Vietnam Project--the first major USAID-funded technical assistance program in post-war Vietnam. In that context he worked with the prime minister's office in Hanoi to help more than forty government agencies make the changes needed for Vietnam to implement the US-Vietnam Bilateral Trade Agreement (BTA) and accede to the World Trade Organization. His latest writing is a "Report on the 5-Year Impact of the BTA on Vietnam's Trade, Investment and Economic Structure." Previously he worked as an economic specialist for the US government and the Asia Foundation, and was posted to Vietnam, Indonesia, and Japan with USAID, the Asian Development Bank, and the Harvard Institute for International Development.

Conflicting Priorities? Security and Democracy as Challenges to Regionalism in Southeast Asia
Security has been a priority for regionalism in Southeast Asia since well before ASEAN's inception in 1967. Democracy has not. But as Southeast Asia has become at least formally more democratic, some members of the Association have begun to question its original commitment to respecting the national sovereignty of its members and not criticizing abuses within their borders. The stage is now set for a reconsideration of democracy as a legitimate regional concern.
There are at least three (non-mutually-exclusive) ways in which democracy could become a higher priority for ASEAN: (i) instrumentally, if regional elites are sufficiently convinced that a lack of democracy inside a given country makes the larger region insecure; (ii) normatively, to the extent that these elites value transparency, accountability, and the protection of rights and freedoms as regional ends in and of themselves; and (iii) externally, to the extent that such elites are subjected to pressures from domestic and/or foreign actors to make democracy a regional priority.
This conference, and the subsequent volume, will review and assess these possibilities with particular reference to how democracy may be related to security in Southeast Asia. If security is a benefit of democracy, the instrumental case is made. Normatively, security can be enlarged to incorporate democracy as a matter of "human security," to cite an increasingly popular concept. Security-democracy linkages can also be drawn by external actors with democratizing agendas -- governments outside the region as well as activists inside it.
How do security and democracy interact in Southeast Asia? Can and should democracy become a regional priority in Southeast Asia? Why, or why not, to what extent, and with what policy implications -- and recommendations? These are the core questions that the conference and the book will try to answer.

Public Diplomacy, Counterpublics, and the Asia Pacific
The Walter H. Shorenstein Asia-Pacific Research Center at Stanford University, in cooperation with the Center for the Pacific Rim and its Kiriyama Chair for Pacific Rim Studies at University of San Francisco, is pleased to present an international conference on "Public Diplomacy, Counterpublics, and the Asia Pacific."
The conference challenges the dominance of U.S.-centric and state-centered conceptions of "public diplomacy" to better understand and practice this resurgent component of world affairs. The complex, shifting contours of our globalizing world demand a broader -- comparative, multi-track, and ethical -- perspective on public diplomacy and its importance today.
A new perspective must take into account public diplomacy initiatives emanating from various places throughout the world. (We begin by "mapping" public diplomacy initiatives originating in the Asia Pacific.)
It must capture the significance of not only state-sponsored programs tightly linked to foreign policy, but also private activities involving a wide range of actors and arenas (i.e., NGOs, international business, media old and new, pop culture) that perhaps more subtly but no less profoundly impact national interests and world affairs.
Ultimately, a new perspective must comprehend that public diplomacy can be more than an instrumental quest for "soft power." A pathway toward robust people-to-people interactions, public diplomacy in its myriad forms can help achieve reconciliation -- the overcoming of historical injustices and other troubling conflicts in our post-9/11 world.
A primary objective of the conference is to discuss and refine papers for a book manuscript (to be considered for publication via a new series of Stanford University Press and the Brookings Institution). The conference/book will cover the following four issue areas: (1) historical and conceptual perspectives; (2) country/region surveys examining significant public diplomacy institutions and initiatives throughout the Asia Pacific; (3) case studies of transnational, multi-track diplomatic efforts driven by civil societies; and (4) case studies of public diplomacy by marginalized groups and in emerging public spheres (e.g. "the blogosphere.")
Conference panels -- at Stanford the morning of April 19 and at USF all day April 20 -- will be in colloquium format for presenters to discuss their research. Limited spaces will be available for observers, and a reservation is required.

Conflicting memories hinder unity in NE Asia according to Shorenstein APARC's director Gi-Wook Shin
Growing economic ties and a new interest in cultural exchanges are bringing the countries of Northeast Asia closer together. Yet wounds from past wrongs -- committed in times of colonialism, war, and dictatorship -- are not fully healed. All nations have some sense of victimization -- Japan vis-à-vis the United States and Russia, and China and Korea vis-à-vis Japan -- and often blame others, rather than taking responsibility.
As with many other cases around the world, reconciliation between countries in the region first occurred between governments. Japan established diplomatic rapprochement with countries it had once invaded or colonized: with the Republic of China in 1952, with the Republic of Korea in 1965, and with the People's Republic of China in 1972.
Yet Northeast Asian nations have failed to come to terms with the past. Japan paid no reparations to its former colonies -- though it gave "grants and aid" to South Korea for normalizing their relations -- and China and Korea were excluded from the
San Francisco Treaty that settled Japanese war crimes and atrocities. Historical issues such as disputed territories and Japan's colonial rule were largely swept under the rug in the Cold War system.

In Korea, nationalism has offered a framework for dealing with victims of historical injustice such as the comfort women and forced laborers. It forces issues to be framed in binary opposition -- victims vs. aggressors -- and leaves little room for any alternative. Koreans are reluctant to acknowledge their atrocities during the Vietnam War, but readily criticize similar acts committed by the U.S. during the Korean War. Disputes over the kingdom of Goguryeo reflect lingering irredentist Korean nationalism as well as China's rising nationalism.
In Japan, uncertainties and anxieties created by the post-Cold War security environment and a decade of economic stagnation provided a fertile ground for nationalist politics. Nationalist scholars are making headway in producing textbooks to "make Japanese proud of themselves." Increased official use of such symbols as the flag and the national anthem used by imperial Japan are part of Japan's quest to become a "normal nation." The goodwill generated by Prime Minister Abe's visit to China and South Korea soon after taking office, suggesting a conciliatory policy toward Asia, has been undermined by his recent remarks on the comfort woman issue. If there is any difference between Korea and Japan, it is that the left in Korea -- as opposed to the right in Japan -- is at the forefront of nationalist politics.
China is promoting nationalism to bolster social and political cohesion. Beijing needs a new unifying force to mobilize the nation in pursuit of common goals, such as economic modernization, and the "glue" is nationalism. In the post-Tiananmen era, the Chinese leadership appealed to nationalism (patriotism) to shore up their tainted legitimacy. Nationalism also underpins Chinese foreign policy, both in the region and elsewhere. Territorial disputes, human rights issues, nonproliferation issues -- all of these touch the nationalist nerves of Chinese leaders in Beijing. They do not want to jeopardize relations with their Asian neighbors, but neither do they want to lose face.
Thus, despite increased intra-Asian trade, cultural exchanges, and talk about an East Asian community, Korea, Japan, and China all still find politics of national identity appealing. After all, nationalism is not only about ideology, but also thrives on narrowly defined "national interests." Disputed territories always serve as symbols of national sovereignty that cannot be compromised. The mutual suspicion of Japan and China over the disputed Senkaku/Diaoyu islands and other territorial waters, as well as the recent escalation of Japan-Korean tension over Dokdo/Takeshima are but two potent reminders.
There is widespread recognition of the need for reconciliation and the final resolution of historical injustices. But there is a fundamental obstacle to reconciliation -- the existence of divided, even conflicting, historical memories. All of the nations involved are bound by very distinct perceptions of history, often contradictory and separated by different accounts of the past and of the context of events. These perceptions are deeply imbedded in public consciousness, transmitted by education, popular culture and through the mass media.
The most daunting task is coming to a common understanding of the past. Whereas a shared view of the past (World War II at least) served to unify (Western) Europe after two devastating wars, history still divides these three close Asian neighbors. Reconciliation has been "thin," and the history issue continues to mar regional cooperation. To achieve a "thicker" reconciliation, they need to move beyond nation-state-oriented, binary victim/aggressor concepts and approaches, and understand reconciliation as a mutual, interactive process. Citizens' groups, NGOs, victim-activist groups -- be they domestic, transnational, or international, and regardless of political orientation -- should be more actively involved.
Second, Northeast Asian nations must recognize that elements in their shared past may contribute to promoting regional reconciliation. China, Japan, and Korea often argue over history, but it is nonetheless true that elements in their past may also contribute to a regional identity. Coping with Western influence since the 19th century is but one area of common ground. Their experience of building modern nation-states and economies is another example. There exist ample cases and instances of common experiences that can be readily used to formulate a shared view of Northeast Asia's modern history.
Third, we need to encourage and teach critical and independent thinking to young Asians about their respective pasts. In particular, we need to cultivate a mutually acceptable, new national history of each country, resituated in a shared regional identity. Nationalism, regionalism, and internationalism will always coexist, but they need not contradict one another. In this critical time of change and desire to cultivate a shared view, we need to redefine these mutually reinforcing ideologies beyond a narrow, exclusive sense of nation.
Ultimately, building a vision for Northeast Asia's future beyond narrow national and political interests requires enlightened political leadership. Unfortunately, until now, the region has not seen such a visionary leader who is committed to cultivating regional reconciliation. On the contrary, many leaders have politicized the history problem for domestic, nationalist consumption. Interpretations of the past are unavoidably political, producing divided memories, and there is strong temptation to politicize the process for current ideological purposes. However tempting, politically convenient, and even psychologically satisfying it may be to blame others, such an approach will neither heal past wounds nor provide a foundation for the future. We need political leadership that can build public support for sometimes unpopular policies aimed at regional reconciliation.

Treating Tuberculosis in North Korea: NGO Humanitarian Aid and US-DPRK Reconciliation
Dr. Linton was born in Philadelphia in 1950 and grew up in Korea, where his father was a third generation Presbyterian missionary. He is a visiting associate of the Korea Institute, Harvard University, for 2006-07. Linton is currently Chairman of The Eugene Bell Foundation, a not-for-profit organization that provides humanitarian aid to North Korea.
Dr. Linton's talk will focus on the Eugene Bell Foundation and its programs. Named for Rev. Eugene Bell, Lintonn's great-grandfather and a missionary who arrived in Korea in 1895, the Foundation serves as a conduit for a wide spectrum of business, governmental, religious and social organizations as well as individuals who are interested in promoting programs that benefit the sick and suffering of North Korea.
Since 1995, the Foundation strives primarily to bring medical treatment facilities in North Korea together with donors as partners in a combined effort to fight deadly diseases such as tuberculosis (TB). In 2005, the North Korean ministry of Public Health officially asked the Foundation to expand its work to include support programs for local hospitals. The Foundation currently coordinates the delivery of TB medication, diagnostic equipment, and supplies to one third of the North Korean population and approximately forty North Korean treatment facilities (hospitals and care centers).
Dr. Linton's credentials include: thirty years of teaching and research on Korea, twenty years of travel to North Korea (over fifty trips since 1979), and ten years of humanitarian aid work in North Korea. Dr. Linton received a Bachelor of Arts degree from Yonsei University in Seoul, Korea, a Masters of Divinity from Korea Theological Seminary, and a Masters of Philosophy and a Ph.D. in Korean Studies from Columbia University.
