Choongeun Lee is a Research Fellow at the Science & Technology Policy Institute(STEPI, Korea). Before joining STEPI, he worked at the Yanbian University of Science & Technology, Chinese Academy of Science, and Peking University in China. He received his B.A. and Ph. D in engineering from Seoul National University in Korea, and Ph.D. in education from Beijing Normal University in China.

His research has concentrated on science and technology systems (S&T) and policy of North Korea, China, and other transition countries. His recent publications include Linking strategy of military and civil innovation system based on recent change in security posture on Korean peninsula (2007, STEPI), Education and S&T System in North Korea (2006, Kyongin Publishing Co.), Nuclear Bomb and Technology in North Korea (2005, Itreebook), The S&T System and Policy of North Korea (2005, Hanulbooks), The S&T Cooperation of North Korea-China and its Implication (2005, North Korean Studies Review).

On March 18, 1871, Taewongun (Grand Prince) who held real power when King Kojong (r. 1863-1907) assumed power at the age of 12, issued a historical order that was enforced nationwide: All Confucian private academies ever built, except for the forty-seven royal-chartered ones, were to be destroyed. To justify this unprecedented repression, Taewongun argued that the academies were "the fundamental causes for the decaying nation." During the period from 1865 to 1871, over 800 academies were abolished and these intermediate organizations largely disappeared from the central scene of the Korean history and politics. Taewongun's startling regulation of private academies was rather surprising. From the sixteenth to the eighteenth centuries, Choson monarchs enthusiastically encouraged and sponsored the establishment of the academies on the ground that the academy growth would contribute to country's moral reform and state-building. Why did the dramatic change of governmental policy on the academies occur? How can we resolve this historical enigma? To answer these questions, Koo situates this historical drama in a broader -structural- sociological context involving political competition between the state and nascent civil society, in association with his aim of overcoming the current historical explanations emphasizing more imminent causes of the abolition, such as military and fiscal abuses of the academies.

Jeong-Woo Koo is a visiting scholar at the department of sociology, Stanford University. He received his Ph.D. in Sociology from Stanford University in 2007. His interests include comparative-historical sociology, organizations, sociology of education, political sociology, quantitative method, and East-Asian studies. His dissertation explores a long term political competition between state and civil society in Choson Korea. He is currently working on two projects, one on the worldwide expansion of international human rights and its impact on nation-states (with John Meyer and Francisco Ramirez), and the other on the formation of regionalism in East Asia (with Gi-Wook Shin). His publications include "The Origins of the Public Sphere and Civil Society: Private Academies and Petitions in Korea, 1506-1800," Social Science History 31: 3 (Fall 2007), and "World Society and Human Rights: Worldwide Foundings of National Human Rights Institutions, 1978-2004," Korean Journal of Sociology 41: 3 (Spring 2007).

India's remarkable economic progress over the past 15 years belies Nehru's statement: "I believe, as a practical proposition, that it is better to have a second-rate thing made in our country, than a first-rate thing that one has to import." India has decisively rejected autarchy and a planned economy, but what has changed in its innovation system?

Has the higher education system changed? Are firms doing more research and development, and if so, of what kind? What has happened to the role of national research institutes? Is the flow of technology between Indian and foreign firms becoming more bi-directional? And are there now industries where Indian industry matters to world technical development?

About the speaker

In addition to being a Consulting Professor for the Program in Science, Technology & Society, Naushad Forbes is the Director of Forbes Marshall Inc. in Pune, India. Forbes Marshall is India's leading Steam Engineering & Control Instrumentation company. Forbes is also the CEO of the Steam Engineering Companies within the group.

Dr. Forbes holds a BAS in Industrial Engineering and History and a MS and PhD in Industrial Engineering, all from Stanford University.

China once again is in the midst of a major reshuffling of leadership. The upcoming 17th National Congress of the Chinese Communist Party will form a new Politburo and its Standing Committee. While the current top leaders, including Hu Jintao and Wen Jiabao, will most likely remain in power for the next term, a new generation of leaders, known as the "Fifth Generation," is poised to emerge in the national leadership.

Candidates to succeed Hu, Wen and other top leaders will become known within a year. Dr. Li will present his analysis of who the front-runners of the Fifth Generation are, how the selection of the possible successors reflects the changing nature of Chinese elite politics, in what aspects this rising generation of leaders differs from their predecessors, and how these differences will change the way in which China will be governed.

Cheng Li is the William R. Kenan Professor of Government at Hamilton College in New York and a visiting fellow at the newly-established John L. Thornton China Center of the Brookings Institution in Washington DC.

Dr. Li grew up in Shanghai during the Cultural Revolution. In 1985, he came to the United States where he received an M.A. in Asian Studies from the University of California, Berkeley, and a Ph.D. in Political Science from Princeton University. He is the author of Rediscovering China: Dynamics and Dilemmas of Reform, and Chinas Leaders: The New Generation, and the editor of the recent book, Bridging Minds Across the Pacific: The Sino-U.S. Educational Exchange 1978-2003. Dr. Li is also a columnist for the Stanford University journal, China Leadership Monitor.

Dr. Li has advised a wide range of U.S. government, education, research, business and not-for-profit organizations on work in China. Dr. Li is a director of the National Committee on U.S.-China Relations, a trustee of the Institute of Current World Affairs, a member of the Academic Advisory Group of the Congressional U.S.-China Working Group, a member of the Council on Foreign Relations' Task Force on U.S. policy toward China, a member of Committee of 100, and a member of the U.S. National Committee of the Council for Security Cooperation in the Asia Pacific.

When Hu Jintao and Wen Jiabao assumed power in 2002, they immediately put a new populist and egalitarian spin on Chinese policy pronouncements. To the surprise of many, they then followed through with a systematic reorientation of economic policy in a "left" direction. Policy has shifted away from growth at all costs, and toward policies that favor regional redistribution, reduce urban bias and support rural development. Budget allocations for health and education have increased, and the commitment to the environment has been stepped up.

So far, these policies can be characterized as moderate and overdue efforts to address problems that emerged in the course of rapid economic growth. But there is implicit tension with pro-growth policies. Politically, Hu and Wen's policies balanced those of Jiang Zemin's coalition of "winners." At the 17th Party Congress in 2007, Hu will attempt to consolidate his power and redefine the policy direction.

Barry Naughton teaches at the Graduate School of International Relations and Pacific Studies at the University of California, San Diego. His new book The Chinese Economy: Transitions and Growth. was published by MIT Press this year. He received his Ph.D. in economics and M.A. in international relations from Yale University and holds a B.A. in Chinese language and literature from University of Washington.

In a book assessing the development of China during the People's Republic era, it is of interest to know how well agriculture has performed and the role that it has played in the development process. Has China produced food and other commodities that have contributed to China's growth? Has it been successful supplying labor to the off farm sector? How has agriculture contributed to the rise in rural incomes and growth, in general? In short, one of the overall goals of this chapter is to document the performance of the agricultural sector and use the criteria of Johnston and Mellor to assess how well the agricultural sector has done.

This chapter, however, seeks to go further than describing the achievements and shortfalls of China's agricultural economy; we also aim to identify the factors, both domestic policies and economic events as well as foreign initiatives, that have induced the performance that we observe. To create an agricultural economy that can feed the population, supply industry with labor and raw materials, earn foreign exchange and produce income for those the live and work in the sector and allow them to be a part of the nation's structural transformation requires a combination of massive investments and well-managed policy effort. The process can only proceed smoothly if an environment is created within which producers can generate output efficiently and earn a profit that can contribute to household income. Policies are required to facilitate the development of markets or other effective institutions of exchange. Although the sector is expected to contribute to the nation's development and allow for substantial extractions of labor and other resources, large volumes of investment also are needed. Investment in education, training, health and social services are needed to increase the productivity of the labor force when they arrive in the factories. Investment is needed in agriculture to improve productivity to keep food prices low, allow farmers to adopt new technologies and farming practice as markets change, and to raise incomes of those that are still in farming. Investment is needed in technology, land, water and other key inputs that are in short supply. In this chapter we seek to point out both policies that have facilitated the performance of the agricultural sector and those that have constrained it.

This is a Special Seminar within the CDDRL Taiwan Democracy Program (co-sponsored with Shorenstein APARC).

Richard Bush is a Senior Fellow at the Brookings Institution and Director of its Center for Northeast Asian Policy Studies. The Center serves as a locus for research, analysis, and debate to enhance policy development on the pressing political, economic, and security issues facing Northeast Asia and U.S. interests in the region.

Bush came to Brookings in July 2002, after serving almost five years as the Chairman and Managing Director of the American Institute in Taiwan (AIT), the mechanism through which the United States Government conducts substantive relations with Taiwan in the absence of diplomatic relations.

Dr. Bush began his professional career in 1977 with the China Council of The Asia Society. In July 1983 he became a staff consultant on the House Foreign Affairs Committee's Subcommittee on Asian and Pacific Affairs. In January 1993 he moved up to the full committee, where he worked on Asia issues and served as liaison with Democratic Members. In July 1995, he became National Intelligence Officer for East Asia and a member of the National Intelligence Council (NIC), which coordinates the analytic work of the intelligence committee. He left the NIC in September 1997 to become head of AIT.

Richard Bush received his undergraduate education at Lawrence University in Appleton, Wisconsin. He did his graduate work in political science at Columbia University, getting an M.A. in 1973 and his Ph.D. in 1978. He is the author of a number of articles on U.S. relations with China and Taiwan, and of At Cross Purposes, a book of essays on the history of America's relations with Taiwan.

Using urban survey data collected by the authors in 2001-2002, this paper analyzes demographics, cultural factors, and purchasing behaviors influencing the consumption of fresh milk, yogurt, ice cream, and powered milk in Beijing, Shanghai, and Guangzhou, China. Results from estimation of a double-hurdle model of consumption show that income and marketing channels are the key determinants of milk consumption levels; however, education, advertising, and convenience play a more important role in consumption of other dairy products. There is some evidence that milk powder, as a consumer good, may be becoming an inferior product in urban China. Finally, the survey data suggest that the growing sophistication of Chinas retail sector is influencing consumption of dairy products.
