Jun Ding, “Corporate Social Responsibility in State-Owned Enterprises”

State-owned enterprises (SOEs) play an important role in China’s industrialization achievement and support social service functions in the planning era.  After China entered the marketing era, SOEs declined substantially and are in need of reform.  Ding believes SOEs should be restructured and that supernumeraries and social services functions should be separated from the primary mission of SOEs into society.  Ding’s research emphasizes recommendations found in corporate social responsibility that exists in China.


Mitsutoshi Kumagai “Impact on Growing On-line Video Services on Pay TV Business Model”

Recently, YouTube is not the only online video service many people enjoy.  Big players of traditional broadcasting industries are making strategic approaches in online space.  Kumagai’s presentation reviews and assesses those challenges in TV industries and its value as advertisement media.

Tadashi Ogino, “Smart Meters in the United States and Japan”

A smart meter is an advanced electric meter that measures the electricity usage in more detail than a conventional meter. Utility companies and customers can use this data for energy efficiency. A smart meter is a key component for the next generation electric grid.  Many smart meters have already been installed in the US, but smart meters are not used in Japan. Ogino analyzes the current situation of smart meter projects in the US and in Japan. He tries to understand why smart meters are not prominent in Japan.

Ayaka Takashima, "Women Entrepreneurs in Japan and the United States”

Recently in Japan, women entrepreneurs have been becoming one of the career choices for women. As an employee of Nissouken, which provides entrepreneurship program, Takashima is trying to reveal women entrepreneurs' habitat and tendency through comparative research.

Jun Ding is a corporate affiliate visiting fellow at Shorenstein APARC for 2008-09. He is also currently the vice president of Petrochina Lanzhou petrochemical company.  After receiving his bachelors degree, he joined the Lanzhou petrochemical company. During this time, he received his MBA from Dalian Technology University and his Doctorate in Chemical Physics at the University of Chinese Academy of Sciences.  Most recently, Ding has been studying at Chemical Technology University in Beijing for the past four years, majoring in Polymer Chemical Engineering.

Mitsutoshi Kumagai is a corporate affiliate visiting fellow at Shorenstein APARC for 2008-09. Prior to joining Shorenstein APARC, he has worked at Sumitomo Corporation since 1993. He has been in charge of the international tradings, marketing of IT devices and developing new business as well as venture investment in the IT industry.  He received his BS in Economics at Nagoya University in Japan.

Tadashi Ogino is a corporate affiliate visiting fellow at Shorenstein APARC for 2008-2009.
Ogino started his career as a researcher of Mitsubishi Electric Corporation, Tokyo, Japan.
After being involved in basic software research, he designed the software architecture
of the Mitsubishi Midrange Server, which was one of the most successful computer products
in Mitsubishi. He then worked on many software projects such as wireless base stations, digital right management (DRM) systems, RF-ID systems and others. He also has experience in marketing and planning sections. Currently, he is interested in business incubation in Japan especially in the software field. He received hi BS, MS, and Ph.D in computer engineering from The University of Tokyo.

Ayaka Takashima is a corporate affiliate visiting fellow at Shorenstein APARC for 2008-09. She is also an assistant manager of Nissoken which provides corporate clients with educational services for top management, middle management and other employees to align them to the corporate direction and strategies. As an employee of Nissoken, she will research the alignment between the company and the individual through the theory, case studies, empirical studies, etc.

There is a potential for large gains in the efficiency of energy use with substantial economic payoffs: in buildings, motor vehicles, traffic control, electricity grids, industry. All of these applications involve the use of information technologies. This workshop will focus on demand and efficiency topics that are becoming increasingly salient.

This invitation-only workshop involves three important actors on the world energy scene: California and Mainland China are large consumers of oil while Taiwan, for its size a substantial consumer of oil and emitter of greenhouse gases, plays a leading role in information technologies. California’s size and commitment to energy efficiency makes its role an important one within the US while China’s ongoing urbanization has major energy implications.

This workshop is the first in a series with the goal of convening leading experts from these three regions to focus on key energy-economic efficiency issues, form a research agenda and collaborate on possible solutions.

Topics for discussion will include:

  • strategic policy choices, especially the challenges posed by cap-and-trading of carbon emissions
  • improving industry use of energy
  • urbanization 2.0: transportation and buildings
  • how IT helps green the planet, including the use of smart meters 
  • how consumers respond to better data
  • new venture capital investments in clean tech
  • energy efficiency start-ups in Silicon Valley

    Henry S. Rowen was a senior fellow at the Hoover Institution, a professor of public policy and management emeritus at Stanford University's Graduate School of Business, and a senior fellow emeritus of the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC). Rowen was an expert on international security, economic development, and high tech industries in the United States and Asia. His most current research focused on the rise of Asia in high technologies.

    In 2004 and 2005, Rowen served on the Presidential Commission on the Intelligence of the United States Regarding Weapons of Mass Destruction. From 2001 to 2004, he served on the Secretary of Defense Policy Advisory Board. Rowen was assistant secretary of defense for international security affairs in the U.S. Department of Defense from 1989 to 1991. He was also chairman of the National Intelligence Council from 1981 to 1983. Rowen served as president of the RAND Corporation from 1967 to 1972, and was assistant director of the U.S. Bureau of the Budget from 1965 to 1966.

    Rowen most recently co-edited Greater China's Quest for Innovation (Shorenstein APARC, 2008). He also co-edited Making IT: The Rise of Asia in High Tech (Stanford University Press, 2006) and The Silicon Valley Edge: A Habitat for Innovation and Entrepreneurship (2000). Rowen's other books include Prospects for Peace in South Asia (edited with Rafiq Dossani) and Behind East Asian Growth: The Political and Social Foundations of Prosperity (1998). Among his articles are "The Short March: China's Road to Democracy," in National Interest (1996); "Inchon in the Desert: My Rejected Plan," in National Interest (1995); and "The Tide underneath the 'Third Wave,'" in Journal of Democracy (1995).

    Born in Boston in 1925, Rowen earned a bachelors degree in industrial management from the Massachusetts Institute of Technology in 1949 and a masters in economics from Oxford University in 1955.

    This paper presents the central issues for electricity-sector reform in India, as they grew out of the reform process that began in 1991, and within the context of the sector's organization, regulatory structure, and other institutional characteristics. The paper argues that India's current reform policies will not be sufficient to achieve reliable, efficient power because distribution reform has not been done. Undertaking distribution reform is a difficult path to tread because of the absence of global consensus on best practices and conflicting forces, both economic and political. The paper analyzes alternative institutional structures for reform in the distribution sector. The findings include that the objectives of coverage and efficiency may conflict, that economically efficient reorganization may be politically unachievable and that the small, municipally owned firm may be the best compromise. Since many Indian states are economically and politically diverse from each other, and include both large served and unserved areas, there is scope to vary the organizational structure depending on the state's situation. This paper provides a means to do so. The agenda for policymakers is to identify the situation in their respective states and choose a reorganization path that is the best compromise.

    Q (T L Sankar): Why do utilities charge different rates to different consumers?

    A (Rafiq Dossani): Firstly, the cost-to-serve for each category of consumer varies depending on several factors. There are technical reasons such as power factor, voltage of supply and so on which are set out in the Electricity Supply Act, 1948. There are also commercial reasons. In some situations, the total quantity of power available could not be sold, unless some categories of consumers we are charged a lower tariff. There are also considerations of equity or the need to meet the merit wants of the poorer population, which prompted differential pricing.

    The rate of investment sufficient to provide developing Asia with a reasonably adequate supply of electricity is immense, ranging from a World Bank estimate of 2000 megawatts (MW) each month (which translates into an annual investment of about $35 billion per year) to even higher estimates. All of the larger countries of developing Asia have been looking for foreign direct investment (FDI) to provide a significant amount of the needed capital. In 1996, financial closings for new power projects in developing Asia reached $13.7 billion, or almost 40 percent of the lower range of the estimated requirement. Although data on the foreign share of the monetary value of financial closings is not available, it is likely to be over 80 percent. Thus, the foreign share of total direct investment in power projects in developing Asia appeared to have been around 30 percent before the East Asian currency crisis.

    This is a research study on how the transition to appropriate power pricing mechanisms in Andhra Pradesh might be managed. Its objectives are to develop fact-finding and analytical mechanisms and to use them to recommend satisfactory, workable paths that would balance the interests of all of the major stakeholders in electric power supply reform, recognizing that practical solutions cannot be obtained by sound economic analysis alone.

    The history of Indian power sector is abound with myths like those that envisioned the big projects as "temples of modern India" some fifty years ago, to the recent characterization of the sector as a "millstone" hindering economic development. The dynamics of the sector provides a classic case of the debate on the role of state versus that of the market in developing economies. Lately, economic realism has led to reforms for developing competitive electricity market. Under the changing dynamics, long-term policy needs to be based on some robust insights. In this talk, the speaker will present an analysis of Indian power sector under different scenarios that take into account the "success" of reforms, technology transfer regimes and local and global environmental concerns. Some insights will be offered vis-?-vis the well known debates on fossil energy options (coal versus gas), decentralization versus centralization, renewable and nuclear technologies, and the extent of linkage between local and global environmental policies. Discussion will also address the status of reforms and trends. P.R. Shukla is a Professor with the Public Systems Group at the Indian Institute of Management, Ahmedabad. He obtained Ph.D. from Stanford University in 1979. He has been a consultant to the Government of India and several national and international organizations. He is a leading expert on developing country policy, especially in the areas of energy, environment and technology. He is a lead author of several international reports of Intergovernmental Panel on Climate Change (IPCC) and United Nations Environment Program (UNEP). He is a co-author of eight books and numerous publications in reputed international journals and invited articles in books and proceedings.
